HomeMy WebLinkAboutNA2008_01_25Majority of Pickering councillors support location By Reka Szekely rszekely@durhamregion.com DURHAM — A proposed energy-from- waste facility should be located in Claring- ton, Durham Regional councillors decided after hours of debate Wednesday. The 19-7 vote came at about 11 p.m., 13 hours after the council meeting began. Presentations from the public on the topic ran until about 7:30 p.m., with more than 30 speakers and 100-plus spectators during the morning portion of the meeting. Before the final vote on site selection, Regional Chairman Roger Anderson ruled that a recommendation from the Region’s Health and Social Services Committee ask- ing council to defer the decision was out of order as it was contrary to the process al- ready approved by council. Members of the committee, such as Ajax Councillor Colleen Jordan and Pickering Coun. Bonnie Littley, argued they were simply looking for more information. “We can go around this bush a lot tonight, but the fact is I’m going to rule it out order. If you want to challenge that, that’s fine,” said Mr. Anderson. Oshawa Coun. Brian Nicholson did just that, but council backed Mr. Anderson’s rul- ing in a 17-9 vote. Councillor Nicholson was able to have three amendments approved, aimed at re- ducing waste and keeping close tabs on emissions. One sets a target of 70 per cent waste diversion by 2010. The other two re- quire a potential incinerator to live up to Eu- ropean Union emission standards and use the best emissions-monitoring equipment possible. However, a fourth amendment, to not allow incineration in any community that was not a willing host by a resolution of local council, was defeated. In an 18-8 vote, all three Clarington regional councillors voted against it. Clarington Coun. Mary Novak explained after the meeting that she feels she has two responsibilities, to the region and to the local council. “This is a regional decision that affects the local council. I have to be able to separate the two,” she said. Last week, Clarington council passed a motion asking that the site selection be de- layed. Local Coun. Adrian Foster briefly ap- peared before regional council to re-state that motion. Coun. Novak said she wanted the process to continue to get all the information. “I respect all the residents, regardless of whether they were opposed or in favour. On Thursday, the Globe and Mail sparked concern about job cuts, after report- ing GM was dumping plans to build rear-wheel drive versions of the Chevrolet Impala, Buick Lucerne and Cadillac DTS at its new flex- ible manufacturing plant in Oshawa -- reducing output by 250,000 vehicles a year. According to GM spokes- man Stew Low, that couldn’t be further from the truth. He confirmed the Buick and Cadillac models will be built in Michigan, but says they were never slated for Oshawa in the first place. As for the rear-wheel drive Impala, Mr. Low says the company decided not to move forward with the product. “You can’t cancel product programs that were never even approved,” he said. So far, the only product slated for the new flex plant is a rear-wheel drive Ca- maro. Production will start next year. Mr. Low wasn’t sure what other models might be built there, saying the company will have to look carefully at new fuel-economy require- ments in the United States. Chris Buckley, president of Local 222 of the Cana- dian Auto Workers (CAW) union, said he is disap- pointed GM decided not to move forward with the next generation, rear-wheel drive Impala, but not sur- prised given the new fuel economy legislation. “At this point, they’re not telling us what products will be put in that plant but GM owes us a product in Os- hawa on top of the Camaro,” he said. “We need to produce enough to sustain full em- ployment there and we need some indication of what that product will be.” Mr. Buckley will be meet- ing with high-level GM of- ficials next month and ex- pects to get some answers then. Others said they weren’t sold on incineration, but they wanted the informa- tion a site-specific health assessment would provide. Of the seven councillors that voted against the site, five were from Oshawa. Councillors Jordan and Littley joined Coun. Nichol- son, Oshawa Mayor John Gray, Coun. John Henry, Coun. Robert Lutczyk and Coun. John Neal in voting ‘no’. The preferred site will be submitted to the Ministry of Environment for consideration as part of an environmental assessment currently under way. The next step is the selection of a preferred vendor and tech- nology. Council approved a short list of five vendors at the meeting. Should the Province give the Region the go-ahead based on the environmental assessment, Council would still vote on whether or not to proceed with the project. Pickering Regional Councillors Rick Johnson, Bill McLean and Mayor Dave Ryan voted in favour of the site. Coun. Bonnie Lit- tley was opposed. Incineration opponents said their next step is to take the fight to the Province. Cpl. Gonthier was part of a team clear- ing a route ahead of a convoy when their light armoured vehicle struck a roadside explosive. The blast occurred Wednesday after- noon, local time. PICKERING — A warrant has been issued for the arrest of a Pickering man following the discovery of an indoor marijuana grow opera- tion last Saturday. Durham cops armed with a search warrant hauled more than 300 plants out of an indus- trial building on Dillingham Road after being tipped off by a bailiff who was attending to evict a tenant. The pot crop, found in a back room at K and N Automotive, has a street value of $312,000, police said. Cops also seized quanti- ties of cocaine and marijuana resin during the raid. An arrest warrant has been issued for Neal Ward, 38, of Sideline 4 in Pickering. Support your local merchantsSupport your local merchants A t what point is it considered appro- priate to call your doctor by his first name? This is a tricky one for me. I have a great deal of reverence for phy- sicians. Surgeons especially. And it stands to reason that if someone is going to open your body and start fishing around, it’s a sound idea to start that relationship off with a bit of respect. The appellation ‘Doctor’ is a good beginning. I’d refrain from referring to your surgeon as ‘Sport’, ‘Mac’ or ‘Pally’. The last thing you want to do is cheese off the guy with your spleen in his hand. But, therein lies the enormous irony. When relationships, in normal social cir- cles, reach a certain degree of intimacy, professional titles are generally discarded for the more informal, friendly first name. I remember in university, in the SAC Pub with my English professor, he very ada- mantly, if a little sloppily, declaring ‘Oh for Chrissake, call me Cyril!’ Years later, I had the same experience with my wife- to-be. Well, if intimacy begets informality, what could be more intimate than a digi- tal exam? Would that then be the bench- mark? The first-name date, so to speak? “Well, doctor, I’ve been feeling fairly... Whoa! Easy there, Phil.” It’s really the title thing that gets in the way. The ‘Doctor’ part. Most of us don’t have titles. I tried to adopt one for a while but had a difficult time getting anyone to call me Senator Crone. Most of us are just Bill or Dave or Sharon. I don’t call my car guy ‘Mechanic Franzel’ or my home heat- ing guy ‘Furnaceman Bob’. And yet we have a different rule for those who have taken the Hippocratic oath. Perhaps it has to do with the fact that we seldom have opportunity to let our hair down with our physicians. While I might comfortably say to a recently hired mechanic ‘Criminy Ray, that rad runs hotter than a two-dol- lar shotgun’, I’d have great difficulty say- ing to my doctor of 10 years ‘Nice work Lou, that was a bang-up appendectomy.’ Still, sometimes you really crave more of a bond. Having had several surgeries, I can tell you that there is an especially profound, even desperate, impulse to make some kind of personal connection in those frightening moments just prior to anesthesia. In each case it took every ounce of self-respect not to blurt some- thing completely and inappropriately personal. “Don’t mess up, huh Bill?” “Remember, Marv, I can sue your ass.” I suppose, from the physician’s per- spective, keeping things on a professional basis might act as a kind of necessary emotional shield. It’s not hard to imag- ine that ‘How long do I have, Doctor?’ as difficult as it is, would be easier to take home than ‘How long do I have, Jeff?’ Likewise, from a patient perspective, it’s sometimes nice to have a little distance. I mean, who would you rather have cup- ping your privates and asking you to turn your head and cough, Doctor Anderson or Jeff? Yeah, me too. Durham resident Neil Crone, actor-comic- writer, saves some of his best lines for his columns. He is currently starring in the CBC hit sitcom Little Mosque on the Prairie. Whitby residents angling to move link westward W hitby council meetings don’t generally attract much attention, committee meetings even less. So when 250 people packed into council chambers Monday night to hear the pro- posed link to extensions of Hwy. 407 you knew there was the possibility opinions could be split and tempers could rise. None of that happened, but west Durham residents need to be aware of what Whitby residents are concerned about as far as the eastern link between highways 401 and 407 is concerned. To put it bluntly, they’re organized and they want it in Ajax, despite sound arguments for locating it in Whitby. At issue at the meeting was the best road link from Hwy. 401 to the Hwy. 407 exten- sion. Dillon Consulting, the firm studying approximately 12 options for routes, made a presentation and listened to input from the community. The consultant’s preferred route would see Coronation Road extended to Dundas Street and shifted to the west. The route would also see Bonacord Avenue linked to Lakeridge Road and Halls Road extended to hit the Bonacord extension. The plan allocates 274 hectares of developable liv- ing area and 156 hectares of developable employment area. The consultant’s report also indicated the route would see Corona- tion as a divider between employment and residential zones so the employment area would act as a buffer from highway noise. Despite this recommendation concerns were raised by a community group, West Whitby Community Against Link Loca- tion. Leigh Anderson said the preferred route would create a significant increase in commuter traffic through this quiet resi- dential neighbourhood as people will use Bonacord to get over to Lakeridge, which will act as a north-south alternative to the link for access to Hwy. 401 and 407. Ms. Anderson later said her group’s con- cern is land use and said they do not want to see all the land around the link become industrial. Her concerns were adopted by the committee and Whitby Mayor Pat Per- kins wants to see them taken into account when the issue goes before the secondary planning committee later this year. As a resident of Clarington for 23 years I have seen this debate evolve from a proposed dump in Newtonville to a proposed incin- erator in Courtice as a solution to dispose of our garbage. The reality of the situation is that we must make changes in our lives. The solution ultimately rests with us; we are responsible, and as such, we must act. Recycling and reducing our waste is a good start, but that means we must demand all levels of gov- ernment as well as business assist us. Talking down incineration is easy, taking action is harder. I ask that you discuss this issue with your neighbours, friends and family. Talk about why we are considering this option, and then talk about the real solution. Pickering Council and staff met recently at the Deer Creek Golf and Banquet Facil- ity for a budget overview. Mr. Paterson ex- plained the meeting’s purpose was to get feedback from Council to see which direc- tion the budget would go. The preliminary draft capital budget forecast is currently $25 million, which Mr. Paterson hopes will decrease. He explained the City’s budget pressures remain the same as in recent years and the City is in a “limited growth situation. “Council’s top priority must be long- term financial sustainability for the city,” Mr. Paterson said. Pickering’s new residential units con- structed in 2006 was only at half a per cent of those constructed in the Greater Toronto Area, compared to six per cent in Ajax. The City’s assessment growth has also been decreasing each year, at just under two per cent in 2006 and one per cent in 2007. Chief Administrative Officer Tom Quinn explained a continuous issue the City faces regarding budgets is that 72 per cent of Pickering’s land is frozen. “(The Province has) not come to assist this municipality period,” he said. In last year’s budget, the 2008 tax levy increase was expected to be 7.7 per cent. However, Mr. Paterson said the draft is still rough at this point and he expects it to decrease. He explained $8.2 million in expenditure proposals that were not ex- pected last April have come up this year, affecting the tax levy by three per cent. The items include $1.5 million to the Dunbar- ton Pool, $500,000 to help with the build- ing of an artificial soccer turf at Kinsmen Park, and $5.52 million in development projects. The Dunbarton pool would re- ceive repairs to the exterior brick wall, roof replacement and a mechanical-system up- grade. Ward 2 City Councillor Doug Dicker- son and Ward 1 City Councillor Jenni- fer O’Connell suggested approaching the Durham District School Board to see if it can contribute to work at the pool. One big project is the Pickering Recre- ation Complex expansion, which is antici- pated to cost $4.5 million. The project got pre-budget approval at Monday’s Council meeting, and the City is also planning to apply for a $1-million provincial grant to help fund it. Projects estimated at $100,000 or more include improvements to the 7th Concession Road that would cost $830,000, and Toy Avenue upgrades that would set the City back $725,000. Ward 3 Regional Councillor Rick John- son had a problem with the high cost of the former since the federal government owns the land on either side. “Nobody from Pickering rides on that road,” he said. Mr. Quinn said they’re following Totten Sims Hubicki Associates’ assessment of roads in Pickering, but said he does agree it’s a commuter road. A problem, how- ever, is the need to fix the road to prevent the risk of accidents. He said the federal government is not helping them with the road. The budget will come to Council in March or April for approval. The Municipal Infrastructure Investment Initiative was an- nounced on Monday, with a Feb. 15 application deadline. John Presta, director of Environ- mental Services for the Region, said the funding comes with a couple of stipulations. Each mu- nicipality can apply for funding for one project only and work has to begin in 2008. “We’ll be reviewing a list of proj- ects which are ready for construc- tion this year,” he said. Mr. Presta estimates that there are about a dozen such proj- ects in the Region, including roads, water and waste-water needs. The Region’s eight lower-tier municipalities can also apply for funding, with the potential for several grants in the region. Oshawa teen in stable condition Michael Box, injured at Ajax wrestling meet, moving to rehab hospital By Melissa Mancini mmancini@durhamregion.com DURHAM — A high five and a move to a rehab hos- pital are hopeful signs for the family of a local teen left paralyzed after a high school wrestling accident. Michael Box has been at the Hospital for Sick Chil- dren in Toronto since early December after sustaining a devastating spinal cord injury while he competed in a high school wrestling match. Michael, 15, is now stable and moving to Bloor- view Kids Rehab Hospital today. Michael’s father Scott says the young man can rotate his right wrist and give him a high five if Mr. Box lays his hand facing upward on Michael’s bed. “It’s exciting, but there is still a long road ahead,” said Mr. Box who added that Michael can also twitch his left arm, but has no other movement currently. Mr. Box said he attended an orientation session at Bloorview earlier this week and is thrilled with the fa- cility. “It’s fantastic,” he said. “There were no cut corners when this place was built.” Michael will have a pri- vate room once he moves, a change he is excited about. “He asks the nurses at Sick Kids to keep his cur- tain closed for privacy,” said Mr. Box. “This will be quieter for Michael and he’ll be able to get more rest.” Visits from his friends, family and girlfriend have lifted Michael’s spirits. A recent visit from Jason Schwabe, community re- lations co-ordinator for the Maple Leafs was also a happy moment for the teen. Mr. Schwabe visited Michael after hearing that photos he had received from members of the team during an earlier visit had gone missing. He present- ed the boy with a limited edition stick signed by the team, a Darcy Tucker jersey and a hat. “Michael was really, re- ally happy about the visit,” said Mr. Box. Fundraiser planned for paralyzed Oshawa teen PICKERING — Reactors at the Pickering nuclear station are hum- ming along. Six of the eight operating units are at or near full power, says Mark Elliott, the senior vice-president of Pickering ‘A’. “We’re pleased to be able to have that status. With the cold weather, when the Province needs the power, we’re on-line,” he said to the Com- munity Advisory Council on Tues- day. (Units 2 and 3 were put in a per- manent shutdown state three years ago.) The ‘A’ side achieved a 79 per cent capacity factor in 2007 and “we’re on our way to the goal of 83 per cent,” Mr. Elliott stated. “The ‘B’ side is expected to reach 85 per cent and little bit more this year.” Workers on the ‘B’ side have ex- ceeded four million hours without a loss time accident, while the ‘A’ side total is about 2.3 million. When questioned, Mr. Elliott said the Pickering station doesn’t pro- duce nuclear isotopes, like the Chalk River national research unit (NRU). When the NRU was shutdown due to safety issues, the supply of isotopes needed for some medical procedures dried up. “We produce cobalt in three of the four ‘B’ side reactors. It’s used for cancer treatment. It’s radioactive co- balt and it’s for radioactive therapy,” Mr. Elliott stated. Durham Regional Police believe the man was at- tempting to steal copper wiring from the substation, in the area of Hwy. 7 and Westney Road. The man used bolt cut- ters to enter the substa- tion. While inside the com- pound, the man came into contact with high voltage electrical equipment, and 44,000 volts sent an electri- cal charge through him. “Most of the copper (in a substation) is energized, so it’s extremely dangerous to be around,” says George Armstrong, the manager of regulatory affairs and key projects. The electrocution knocked out power to about 700 customers in northeast Pickering. “At approximately 3:30 p.m., we started receiving reports of power out affect- ing Greenwood and area,” Mr. Armstrong says. “Staff found the body and they immediately had the police called.” The body was on top of a transformer and Durham Police had to conduct its in- vestigation before Veridian crews could restore power. Once the police had fin- ished, Veridian crews “were able to get power returned fairly quickly,” Mr. Arm- strong says, adding power was out for about five hours. The price of copper has led to a rash to thefts, Mr. Armstrong notes. Veridian has had “a num- ber of occurrences in the last couple of months. It’s not just Veridian, it’s an industry issue. There are reports across Canada and beyond.” The transformer is inside a fenced compound. “It’s secure, padlocked and not accessible to the public,” he says. “There are clear warning signs advising the public not to enter. It’s my first experience with an individual entering a sub- station and being electro- cuted. “We’ve had a number of occurrences. It’s an exam- ple of how dangerous it can be for an individual to at- tempt to steal copper from a substation. It’s not an activ- ity that should be pursued by anybody,” he notes. The identity of the de- ceased is being withheld pending approval of next of kin. York cops are circulating suspect pho- tos here after publication of the bandit’s pictures in media there resulted in no solid tips, said Detective Constable Bob Wassink. “We’re just trying to broaden our boundaries a little bit,” he said. “We’re not getting anything in York Region so we’re pushing it a bit further.” Police believe the middle-aged man has robbed the Pace Savings and Credit Union on Main Street in Stouffville three times - - in June and December of 2006 and again on Jan. 8 of this year. Each time he has walked in, wearing neither a mask or gloves and handed a teller a note saying he has a gun and is demanding cash. Bank workers who saw the man enter the building during the most recent rob- bery attempt recognized him from earlier heists when he’d made off with cash, Det.- Const. Wassink said. “In the most recent case he walked in and the teller said, ‘I know you; you’re not getting any money’,” he said. Another teller also refused to hand over cash and the bandit left empty-handed, he said. York cops have shared the suspect’s photo with other GTA and Ontario police forces and so far he appears to be impli- cated in only the Stouffville robberies, Det.-Const Wassink said. While the EA has been filed, the decision to do the refurbish- ment hasn’t yet been made by the OPG board of directors. “We believe there won’t be any significant impact on the envi- ronment,” says company spokes- man John Earl, adding design measures and the plant opera- tions will lessen any effects. He likened it to a car that has to meet all the environmental standards when being built. “If you know what the impacts will be, you can take steps to mitigate them,” he states. The report states “the results of the assessment identified no significant residual adverse en- vironmental effects of the pro- posed PNGS ‘B’ Project taking into consideration the identified in-design measures and feasible mitigation measures.” There would be positive ef- fects, the report added, specifi- cally “increased tax revenue to the local municipality” because of the continued operation of the plant, and the job creation during the refurbishment phase. “It is OPG’s conclusion that the project will not result in any significant adverse environmen- tal effects, including the effects from accidents and malfunc- tions, effects of the environment on the project and cumulative effects,” it stated. With the EA now in front of the CNSC, “the ball is in their court,” Mr. Earl says. “We try to put together all the information required by our board for the Pickering ‘B’ re- furbishment, the whole business case analysis,” he adds. The refurbishment would start between 2012 and 2014, taking two-and-a-half to three years for each reactor. The units would then be able to operate until about 2060. Aurele Gervais, a spokesman for the CNSC, says commission staff is reviewing the OPG report “to ensure that the information is adequate and accurate.” Once CNSC staff are satisfied the EA “contains all necessary information, they will prepare a draft screening report for public review and comment.” A public hearing will be held and anyone interested in com- menting will have the chance, Mr. Gervais states. Calls to Greenpeace weren’t returned. The EA report is available by visiting www.opg.com. The exhibition is of works by more than 30 visual art- ists from the Ajax Creative Arts group. “We will be displaying still-lifes, flowers, mountain scenes, abstracts, all original and not just one standard theme,” says Don Hightower, Ajax Creative Arts president and one of the artists dis- playing work. The show features water- colours, oil paintings, and acrylics from the region’s artists and all the art work is available for sale. “There will be 40 pic- tures... from our club. We had to restrict how many got in because there just wasn’t enough room,” says Hight- ower. Ajax Creative Arts is a club of more than 100 members that meets twice a week to create art and socialize. It consists of members from all over the region. They hold regular workshops and seminars with specialists who help improve the skills of club members. The group puts on two shows a year, with the next from April 18 to 20. The club started in 1966 out of an old school house on Pickering Beach Road. The building isn’t there any- more, but four of the mem- bers from the original club still attend regularly. They now meet and have their bi- yearly show and sales at the Village Community Centre in Pickering Village.
