HomeMy WebLinkAboutNA2007_12_24RIDE effort sees increase in charges By Jeff Mitchell jmitchell@durhamregion.com DURHAM — A pale moon is cutting an arc across the western night sky over Taunton Road in Pickering as a line of headlights forms, slowing for the cops who wave red-tipped flashlights. Any of these vehicles could be a lethal weapon, controlled by a driver who’s had too much to drink. It is the job of these officers to find them and stop them before someone gets hurt. It’s Festive RIDE, the 2007 edi- tion, and the officers under the command of Detective Constable David Ashfield take their task ex- tremely seriously. And so far, it shows: In four weeks of RIDE (Reduce Impaired Driving Everywhere) so far, they’ve arrested 67 people on drinking and driving charges including im- paired driving and driving while exceeding the legal blood-alcohol limit. Hundreds of roadside breath tests have been demanded of mo- torists suspected of drinking and driving. In addition to the drunk driving charges, dozens of mo- torists have had their licences suspended for 12 hours after reg- istering a warning during these screenings. The numbers are up significantly over 2006, despite the highly-publicized launch of this year’s RIDE campaign and what is generally perceived as a shift in attitudes toward drinking and driving. Det.-Const. The woman was travel- ling east on Hwy. 2 in Ajax just before noon. She made a left turn to go north on Al- exander’s Crossing, the road that runs by the Slots at Ajax Downs, when her car was struck by a westbound dump truck. Dave Selby, director of cor- porate communications for Durham Regional police, said the family has not consented to the release of the woman’s name. “At this point in time they’re still contacting the family,” he said. The driver of the dump truck driver was not injured. The roads were closed for sev- eral hours on Thursday while police investigated. Weather and road conditions are not believed to be contributing factors. “The investigation is con- tinuing. We haven’t ruled out the possibility of charges, but that doesn’t mean there will be charges,” said Mr. Selby. “Anyone we haven’t talk- ed to who saw this, we re- ally want to get in touch with them,” said Mr. Selby. Members of the force’s Gang Enforcement Unit ar- rested two people in a ve- hicle at the intersection of Taunton and Ritson roads in Oshawa at approximately 9 p.m. as part of an ongoing investigation. A search war- rant was then executed at an Oshawa residence with the assistance of the Tacti- cal Support Unit. There, of- ficers discovered 168 grams of crack cocaine, 30 grams of marijuana, 56 Oxycon- tin tablets and $41,800 in cash. The estimated value of drugs and cash is $60,000. Officers also seized a 2004 Mercedes Benz. In a separate, unrelated incident Tuesday, investi- gators from the 19 Division (Ajax/Pickering) Commu- nity Response Unit and the Drug Enforcement Unit (DEU) executed a search warrant at a Falby Court address in Ajax. A total of $20,000 in drugs was seized, including a large quantity of cocaine, marijuana and ecstasy tablets. Also seized was $3,000 in cash. Jason Welsh, 24, and Amanda Madarasz, 22, of Falconridge Drive, Osha- wa, are charged with two counts of possession for the purpose of trafficking and possession of a controlled substance. George Baker, 27, of Falby Court, Ajax, is charged with trafficking of a controlled substance, five counts of possession for the pur- pose of trafficking and two counts of unauthorized possession of a prohibited weapon (brass knuckles). Kristina Facchini, 18, of Flowers Crescent, Ajax, is charged with trafficking of a controlled substance and possession for the purpose of trafficking. The four accused were held for bail hearings. It doesn’t pay to drink and drive,” he said. “And hopefully, we will start to see that (number of arrests) decline.” This night will provide little reason for op- timism. At this location in Pickering officers will issue a number of 12-hour suspensions -- one to a young man who nearly speeds through the brightly-lit check point which includes several police cruisers and a large, bus-sized command centre parked in the middle of the road, then argues bitterly with an officer who tells him his car will be towed -- and arrest a woman who, hours earlier, had taken a breath test and failed when she claimed she was sober enough to take over the wheel from a friend ...who was driving drunk. She was arrested when she drove a vehicle to get that same friend after he’d been processed for driving while exceeding the legal limit. She still had a strong odour of alcohol about her; her second failed breath test of the night led to a charge of driv- ing while exceeding the legal blood-alcohol limit. It is not strictly by coincidence that RIDE stats are up this year. Det.-Const Ashfield has studied data from previous incidents and RIDE campaigns and targeted areas with high instances of drunk driving charges. He’s also departed from tradition by cut- ting his officers loose from the RIDE line in the wee hours of the morning, sending them to patrol back streets where drivers who’ve had a few too many might be making their way home, hoping to avoid the cops. “I’m using all the data I have,” he said. “It’s no different, really, than the drug unit doing their job; it’s no different than the gang unit doing their job. We’re just deploying our resources as best we can.” Det.-Const. Ashfield defends this aggres- sive approach. He said that taking the fight to the drunk drivers shines a light on the ex- tent of the problem and, more importantly, gets the offenders off the road. This strategy was successful on a recent night when the eight-member RIDE team moved from its first location in Bowmanville, back to Oshawa. It was 1:30 in the morning. “At 1:30 in the morning there’s very little traf- fic on the roads so at that point I parked the bus in front of (the provincial courthouse at) 850 King St. I sent half the team into Oshawa and half the team into Whitby and we had five arrests within 45 minutes.” The Festive RIDE campaign will continue throughout the holiday season. EDITORIALS & OPINIONS durhamregion.com Have a safe and peaceful Christmas There are a multitude of things we can wish for this Christ- mas, but above all else it’s our dearest hope that the hun- dreds of thousands of citizens in Durham Region have a safe and peaceful holiday. For Christmas, above all else, is a time to cherish what is truly important in our lives. It’s best, as they say, not to sweat the small stuff. However, we know that since it is Christmas people will worry about all manner of items: Did I get the right gift for my son or daughter or spouse? Is there enough food for every- body? And yet, it’s really all about friends and family and ap- preciating what we have in this wealthy country. It’s also about sparing a thought for those who have so little and who also live in our communities. There have been many chances to give leading up to this special day and thousands of Durham residents have come through, replacing the cash stolen from a charity jar at a Whitby bar, donating by the tonne to food and toy drives or sending Christmas greetings to our troops in Afghanistan. This last group clearly has a special place in our collective hearts. After all, many people from this community have come out in force whenever there has been a tragic repatriation of a dead Canadian soldier. We especially remember the family of Trooper Darryl Caswell of Bowmanville, who will surely be struggling as they spend their first Christmas without their be- loved son. Friends, family and neighbours have been and will continue to be there for the Caswell family and we can only wish them as happy a holiday as possible. We also can’t forget the brave men and women who have served and continue to serve in Afghanistan in defence of our freedoms. To them and to all who answer their country’s call -- including emergency services personnel -- we wish them a safe, peaceful Christmas. And to all our readers, may you have a happy time with your families this Christmas season. T he new year will bring headaches for many parents in the region as they wait to find out exactly where their children will go to school next fall. Both the Durham public and Catholic school boards are facing accommodation issues, necessitating changes for hundreds, perhaps thousands, of students. There are several factors at play. Schools in southern parts of the region are see- ing declining enrolment as the population ages. That’s nowhere more apparent than with Oshawa’s Catholic elementary schools south of Taunton. If nothing is done, they’ll be half empty in five years. Meanwhile, new communities north of Taunton, in Ajax and Brooklin, especially, are exploding and the public board can’t build new schools fast enough. A new high school in north Oshawa will open its doors in Sept. 2009 and an addition to Pickering High School is to be completed this fall. Eventually, growth will hit north Pickering as well in the Seaton lands, requiring re-jig- ging of at least high school designations. The ideal is to fill schools without over- crowding them. Under-utilized schools offer fewer programs, including sports. Students at overcrowded schools have less access to libraries, gyms and computer labs because of scheduling problems. The boards have little leeway. Elementary schools need to be located in the community they serve. Busing kids from north to south Oshawa, for example, is not an option. But, along with change comes anger from many people who love their current school communities and are faced with moving their children. It’s important for parents to remember that neither school board is trying to mis- lead them or exaggerate numbers. One sentiment that often gets repeated at these meetings is that the boards are all about money. They are, but they’re not about profit. Education dollars are finite and the boards are tasked with dispensing those funds fairly to all students. That’s not easy and requires hard and often unpopular decisions. The per student cost in a half- empty school can be thousands of dollars above the board average. That money can be spent much more effectively if the enrol- ment issue is corrected. It doesn’t mean trustees don’t care about children at a particular school. It means they care about all the board’s children equally. At the same time, it’s up to the boards to communicate effectively with parents. Letters sent home with students often use jargon that’s difficult to decipher. Presentations at public meetings can be a rapid-fire series of numbers further confus- ing parents. Perhaps backgrounders should go home with the students before these meetings so parents can fully evaluate the options and bring constructive ideas to the table instead of misplaced anger. At the accommodation meetings, it’s often said that children are adaptable. That’s true, but it certainly helps if adults smooth the way. Reka Szekely’s column ap- pears every third Sunday. Yesterday my 5-year-old daughter slipped on ice on the side- walk as she was walking home from the school bus stop. My daughter ended up with a cracked and loosened front tooth as well as a huge fat lip which we discovered after cleaning her face of all the blood. As you can imagine, we were relieved to find that the damage was minimal as it could have been much worse and at first glance, it did appear much worse. Please, for the safety and well-being of everyone, especially children and elderly take responsibility for the snow and ice around your property. Courts send a message in second chapter of grow op ‘ripoff’ case By Mary Riley Special to the News Advertiser DURHAM — An Ontario Superior Court justice sided with the Crown in sentencing a Port Perry man to prison for dressing as a police officer while ripping off a marijuana grow operation in 2003. Gordon Churchill, 54, was sentenced in Whitby recently to 30 months in prison for his part in stealing marijuana plants from an $18 million grow operation near Nor- land. Mr. Churchill entered a guilty plea in June to charges of production of a controlled substance, unauthorized possession of a firearm and misconduct by a peace offi- cer. In addition to the jail term, Justice Bruce Glass also or- dered a 10-year prohibition from owning firearms, and that any property seized in the case be forfeited to the Crown. Mr. Churchill was among six men, including his two sons, that Kawartha Lakes OPP charged in 2003 in con- nection to the case. Court heard that the men, who were dressed as police officers, arrived to steal plants from the grow-op, where un- known to them, police were already conducting an inves- tigation. In July, Justice Glass sentenced three of the men. A fourth is scheduled for trial at a future date. Shane Prince, 35, of Os- hawa, is also among those charged. He was also sched- uled to be sentenced on Fri- day, but failed to appear in court. Mr. Prince’s lawyer told the judge his repeated attempts to contact his client by phone and letters had failed. Justice Glass issued a war- rant for Mr. Prince’s arrest. His lawyer also asked for, and was granted, permission to withdraw as counsel for the defendant. Mr. Churchill’s lawyer, Tom Balko told the court the men only had 31 plants when they were arrested, and that there was no evidence his client had any part in planning the theft. He maintained that Mr. Churchill’s severe financial difficulties at the time drove him to take part in the enter- prise. He asked the court for a conditional sentence of two years less a day with “very strict terms” to allow Mr. Churchill to continue work- ing his job as an operations manager for a Peterborough trucking firm. Barry Walsh, Mr. Churchill’s employer, testified that he has leukemia and is facing a bone marrow transplant. He said Mr. Churchill is “an excellent employee” whom he wanted to run the company while Mr. Walsh undergoes treatment. Mr. Balko read aloud a letter from Mr. Churchill, in which his client blamed “severe debt stress,” looming bankruptcy and poor judg- ment for his getting involved in the rip-off scheme. In the letter, Mr. Churchill said he “needed another chance,” saying the “humili- ation and embarrassment” his actions caused “are worse than any jail term.” “I made irresponsible choices in desperate cir- cumstances.” Mr. Churchill said that in the time since Mr. Walsh hired him, he had taken several job-related courses to improve his skills, and had also obtained a heli- copter pilot’s licence. While he conceded his cli- ent was dressed in a shirt with the word ‘Police’ on it, Mr. Balko insisted Mr. Churchill had no idea firearms would be involved until he arrived at the scene. (All of the de- fendants who have been sen- tenced in connection with this case to date have main- tained that claim.) Mr. Balko said that while Mr. Churchill was convicted and jailed on similar charges in 2001, “he has drastically changed his circumstances and how he lives his life.” Calling Mr. Churchill a “danger to the public,” Mr. Bagg told the Court that al- lowing Mr. Churchill to stay out of jail on a conditional sentence “sends a message to others considering the grow operation and drug business – you won’t go to jail, you’ll just be under house arrest.” BOXING WEEK SALE! Plastic collected in the blue box is restricted to bottles, juice and drink cartons and tubs and lids for things like yogurt, margarine and ice cream. Not collected are toys, make-up jars, fruit and vegetable containers, take-out food contain- ers, moulded bakery and plant trays. Toronto is phasing various materials, like plastic bags, Styro- foam and plastic wrap, into its blue box program. In response, Dur- ham councillors are hearing from residents who want to know why Durham isn’t doing the same. “We are hearing more and more from our community that we are not doing enough,” Pickering Mayor Dave Ryan said at a recent Regional Council meeting. “If the City of Toronto is (recycling Sty- rofoam and plastic wrap) then we are behind.” Cliff Curtis, commissioner of works, explained his staff actively pursues markets that would en- able the Region to collect more plastic products. But without an end market purchaser, those addi- tional products just end up in the garbage. “We are not confident that we can get rid of (Styrofoam and plas- tic wrap) in Ontario,” Mr. Curtis said in an interview. “So the alter- native is to ship it to China and I am not keen on that. We have no control over what they do with it when they get it.” His staff will continue to look at it and is coming to council with a full report in January. “We are being quite cautious. We want to make sure it actually can be used to make another product,” Mr. Curtis said. “We don’t want it to end up in landfill because we want it to be true recycling.” This approach is best, according to Joanne St. Godard, the executive director of the Recycling Coun- cil of Ontario. She said the goal should be to increase diversion, and adding more materials to the blue box doesn’t necessarily do that. “We are having a problem with some municipalities who are say- ing to their residents, ‘Lets put everything in the blue box and we will take it in and sort it’,” Ms. St. Godard said. But, she explained much of that material simply gets sorted out and thrown into the trash. Until a secure sustainable market is found for a product, Ms. St. Go- dard said she renders it non-recy- clable. “From my perspective that is giving some misgivings to the public,” she said. “If they don’t know what truly gets to market they can make some poor pur- chasing decisions.” She said if the goal is diversion, wise purchasing, reduction and reuse are stronger ways to divert garbage from landfill. Katherine Ross-Perron, a waste technician at the Region, said it’s fine to collect all manner of plas- tics, but you have to have buyers out there to purchase the material and right now there are not many for Styrofoam and plastic wrap. “That is one thing the Region has always tried to ensure before we add material. We need reliable and secure end-use market,” she said. “Otherwise we just end up landfilling it, which is no good. The Central Collegiate student, Michael Box, was left with a snapped vertebrae and severed spinal cord. He has been in hospital at Sick Kids in Toronto receiving treat- ment and is expected to be there for months to come. Details about what caused the injury are unclear but investiga- tions are ongoing to determine ex- actly what happened. Meanwhile, Michael is facing extremely serious health conse- quences said his father, Scott, who has been at his bedside since the accident. “This has hit this child, who used to be a strong athlete, extremely hard,” said Mr. Box. He said the situation has been a “Christmas nightmare” for his family and added his No. 1 concern now is Michael’s health. Michael’s injuries are so severe Mr. Box said doc- tors have told him his son’s life was saved only because of his athletic build. Mr. Box said Mi- chael recently won gold at an Ontario taekwon- do tournament. Since being admitted to hospital the right side of the teen’s diaphragm hasn’t been working, he has a collapsed lung, pneumonia and has had multiple heart failures. Mr. Box said the doctors are hoping to be able to operate soon once Michael is sta- bilized so they can fuse together two of his vertebrae. He said the doctors have told him that on a scale of one to 10, Michael’s inju- ries are a 10. Michael’s mother, Loretta Hughes, has also been at his bed- side though she is eight months pregnant and has been having la- bour pains because of the anxiety. She has been advised by her doc- tors to only make the trip to To- ronto to visit her son every second day to avoid early labour. But she says the experience has been heart-rending. “It eats at me not to be able to go every day,” said Ms. Hughes. Michael’s hard fight is far from over. Mr. Box said doctors are pre- dicting Michael will spend three more months at Sick Kids and will then be transferred to Bloorview Kids Rehab hospital in Toronto where he could spend two years. Michael’s parents said the staff at Sick Kids have been amazing. “I can’t even begin to say enough about the staff,” said Ms. Hughes. “They are the best in the world, they have been so good to us.” Ms. Hughes said Michael’s friends have been visiting and that is keeping his spirits up during this very difficult time. Mr. Box said support from the community has been overwhelm- ing. The Tim Hortons outlet at King Street East and Drew Street has donated money to the family. The Oshawa Holiday Inn has donated a room for Mr. Box to stay in while he is in Toronto. Half of the proceeds from a fundraiser on Jan. 1 where Ajax residents will take a dip in Lake Ontario will go towards a wheel- chair for Michael. And there has been a trust fund set up in Mi- chael’s name at the Bank of Mon- treal with the account number 39412-001-8116279. Each of the colourful, new promotional packages con- sists of seven elements and a number of photos boast- ing the benefits of Durham Region. “A large part of the cost was towards design costs, and not just the creative design but the functionality of the pieces,” Ms. Ikavalko said. “We split up sector profiles so we don’t need to send out all seven pieces for each enquiry.” Five pieces target key attractors: agriculture, en- ergy, tourism investment, industrial real-estate de- velopment and advanced manufacturing. In what has become somewhat of an annual holiday tradition, the Baagwat- ing Community Association (BCA), in partnership with the Mississaugas of Scu- gog Island First Nation which owns the Great Blue Heron Charity Casino, doled out a hair more than $100,000 to needy agencies across Scugog and beyond its borders. “This is one of the fun days we have as a board,” said Gary Edgar, referring to the work of the BCA, as he opened the Dec. 14 festivities at the Mississaugas of Scugog Island First Nation Health and Resource Centre. Comprised of members of the Missis- saugas of Scugog Island First Nation, the BCA was established in 1997 at the same time the charity casino opened. “We’ve had a lot of success, thank goodness, with our business,” said Mr. Edgar of the casino. And, as a result, the BCA has been able to make good on its pledge to support both aboriginal needs as well as those within the Township of Scugog, Durham Region and beyond. “One of the oldest traditions of the Ojibway is caring and sharing and we continue to do that today,” said Mr. Edgar. Prior to the start of the cheque presen- tations, Mr. Edgar gave a summary of the BCA’s past donations, including last year’s donation of $400,000 to the Port Perry Hospital Foundation towards its “Lighting The Way!’ campaign. That donation, said Mr. Edgar, is “one of the top reasons why the campaign has now reached more than $4 million -- we did it deliberately to let people know it was a good cause.” The association has also contributed large donations to the new Durham Region Cancer Centre as well as funded a new science lab at the University of Ontario Institute of Tech- nology (UOIT) in Oshawa. Among the local agencies receiving financial support last week were the Scu- gog Island United Church ($5,000), Town Hall 1873 ($1,000), the Port Perry Scout Hall ($2,500), Big Brothers-Big Sisters of North Durham ($2,000), Prince Albert Public School ($1,000), Good Shepherd Catholic School ($1,000), WindReach Farm ($10,000) and the Uxbridge-Scugog Animal Shelter ($2,000). The Ajax-Pickering squad will play tournament games against host Tuusula and Nurmijarvi Seven on Dec. 29 and Rauman Lukko on Dec. 30. Depending on their record in the three previous games, they could be involved in playoff games on Dec. 30. Melissa Kay, another team cap- tain, notes the team will quickly have to master a few rule changes that are unique to ringette in Fin- land. “I think it will be a different ex- perience because they use different rules. I know that they have a shot clock,” says Kay, 13, who’s play- ing for the Ajax Pickering tween ‘A’ squad this season, along with teammates Schorer and Pilon. Bob Kay, who coaches the team with head coach Guy Pilon, says he and the other adults on the tour will also be glad to reunite with the Finnish people who made an im- pression on them in their last visit to Canada. “We had a blast when they were over here; they’re very nice people,” he says. Kay’s certain the Ajax-Pickering club, which contains players in the tween and junior categories, will be more than competitive in the tournament in Finland. “When they were here, we tied them in the Ajax tournament, so we should be right on par with them, I think,” says Kay. Kay hopes the exchange of rin- gette tours between Ajax-Pickering and Tuusula will become a tradi- tion between teams in the towns. “It’s been done before, but I’m hoping it will continue,” he says. In preparation for the trip, the players and parents embarked on a fundraising campaign, which in- cluded a number of raffles as well as receiving donations. Rae Anne Jammer, a professional wellness coach with Pathways Health Promotion based in Port Perry, serves clients throughout North America. She said she sees common mistakes in how people go about achieving personal change. She presented four main points to aid in the process: • Make sure the goal you’re setting is specific. If it’s weight loss you want, specify how many pounds you want to lose, in what time frame and how you’re going to do it. • Write it down. Record each step of the pro- cess. Very rarely does a goal require only one step. • Break down your goal into small manage- able tasks so you can constantly gauge your progress and see results quicker. • Reward yourself for completing tasks. For example, give yourself a night off from doing the dishes. The rewards should be non-mon- etary as possible. Annabelle Murray, a certified nutritionist and wellness coach of CreateHealth, based in Uxbridge, said of resolutions, “People often take on more than they can handle with an all-or-nothing attitude.” Ms. Murray suggests identifying obstacles ahead of time. “An obstacle may be as simple as acknowl- edging that you tend to indulge in junk food when you are tired. So it might be a good idea to throw out those cookies on the top shelf and replace them with healthier options if you have resolved to drop a few pounds.” Goals should be SMART -- Specific, Measur- able, Attainable, Realistic and Trackable, said Ms. Murray. “If you resolve to integrate exercise into your life, you are more likely to be success- ful if you identify ahead of time the specific type of exercise, when and for how long you will do it, where, and whether it is something that you are capable of following through with.” She agreed with Ms. Jammer to reward your- self in a healthy manner for completing tasks. Ms. Murray said common new year’s resolu- tions include joining a gym, starting a walking program, keeping desserts and wine to week- ends only, or joining a non-smoking program. “Do it with someone else if possible,” she said of taking on a goal. “That way you are account- able.” If you are having doubts whether you can stay on track with your goal, Ms. Jammer sug- gests enlisting the help of a professional coach to ensure you’re going about it the right way. Otherwise, you may not see the results as quickly as you’d hoped.
