The body of James Windle, 27, of Oshawa, was found around 3 a.m. by passers-by in the vicinity of Cedar Street and Nelson Avenue, in a residential neighbourhood in the Harwood Avenue-Hwy. 401 area, Durham Regional Police said. The man, who was clothed only in a T-shirt and pants, showed obvious signs of trauma, includ- ing a head wound, po- lice said. Mr. Win- dle was a sales rep- resentative w ith the News Ad- vertiser, part of the Met- roland Dur- ham Region Media Group. Police still have not released a cause of death, and the case is still listed as a suspicious death. A post mortem was to be conducted yesterday. The news came as a shock to Mr. Windle’s co-workers, said Tim Whittaker, publisher of the Met- roland Durham Region Media Group. “James did a tremendous job with us as a real estate advertis- ing sales consultant. He was well- liked and respected by both his co-workers and clients,” Mr. Whit- taker said. “(Mr. Windle) had a genuine charm and smile that was endear- ing to everyone he came in contact with. “Our newspaper staff are shocked by his sudden passing.” Homicide detectives met Friday night with relatives of Mr. Windle’s in Oshawa. Investigators were consider- ing a number of scenarios that may have led the man to be found where he was, said Durham police spokesman Dave Selby. “We have theories and we are collecting the evidence,” he said. Homicide has dealt with one other suspicious death this year, after the body of a 16-year-old Os- hawa girl was found in Whitby Jan. 3. Police have charged three men, alleging Kyla Holburn’s body was transferred to the spot where it was discovered after she died. WITH There’s no immediate indication the man found in Ajax Friday morning was left there, but it had not been ruled out, Mr. Selby said. “A t this stage we can’t really specu- late about what we’re looking at,” he said. “But the body was found in a T-shirt, and it was very cold.” Residents in the neighbourhood, a congregation of single-family homes on winding streets north of Hwy. 401 at Harwood Avenue, expressed surprise at the discovery — but many said the park that was the focus of the inves- tigation has been the site of ongoing criminal activity for years. “There’s dope deals every night. I watch them,” said one woman, who stood shivering on her porch in the bit- ter cold Friday morning, within sight of a police forensics van and several cruisers. The eight-year resident, who didn’t want to be identified, said “gang loads” of young people gather in the park and on nearby streets in cars. “There never used to be trouble here. Now there’s trouble all the time,” added Fraser Summers, who lives near Cedar Park. “All the crime, it’s crazy.” Another resident, who identified herself as Angel, gave Durham police credit for responding to neighbour- hood concerns over the park. “The police stepped up their efforts and they’ve cleaned it up,” said Angel, who described the area as a “beautiful neighbourhood.” “This is a very quiet neighbour- hood,” she said. “Nothing like this ever happens.” Police are seeking the public’s as- sistance in the case. The spot checks, which were part of the year-long traffic initiative “Staying Alive in 2005,” began Feb. 17 and ended on Feb. 19. A total of 1,256 vehicles were stopped by RIDE and 25 people were given road- side breath tests. Police said six people received 12-hour suspensions for register- ing a “warn” on the breath test, and eight people were arrested for drinking and driving. One man attempted to evade the RIDE checkpoint by making a U-turn in the middle of the road prior to the spot check, but a secondary police vehicle quickly cut off the car. The accused attempted to flee on foot but was ap- prehended after a short foot chase and charged with impaired driving and exceeding the legal alcohol limit. On Saturday night, a female driver drove into a parked RIDE vehicle in Oshawa, resulting in minor damage to her vehicle. She was also arrested and charged with exceeding the legal limit and dangerous driving. Durham Regional Police conduct RIDE spot checks on a regular basis through- out the year. The Durham-based res- cue organization is prepar- ing to open 80 spots for new recruits in 2005, 65 of which are for civilian emergency response volunteers and 15 for current or retired emer- gency services and military personnel. Emergency response vol- unteers form the bulk of the OVERT crews responding to major incidents. OVERT provides a variety of emer- gency response services to the City of Toronto, Ham- ilton Region, Durham Re- gion, Peterborough, Port Hope, Lindsay, Ops Town- ship, Hamilton Township and Cobourg. Volunteers must be a minimum of 20 years old, have a Grade 12 level of education or equivalent, be physically fit, have a stan- dard level of first aid, and no criminal history. Education ministry spokes- woman Wilma Davis says that money will enable the boards to secure a total of $36.9 million in financing. The money stems from the facilities review of all Ontario schools an indepen- dent company undertook for the ministry, she says, a process started by the former Conserva- tive government and completed by the Liberals. “We’d like to see if we can un- dertake a couple of the projects this summer,” said David Visser, the Catholic board’s business superintendent. Mr. Visser says board staff is preparing a report for trustees in the wake of the announcement, anticipating it will be presented at the March 7 board meeting. At the Feb. 21 public board meeting, Whitby Trustee Eliza- beth Roy motioned that trustees form an ad hoc committee to re- view the announcement, set up a consultation process, review all the needs in local schools and report back to residents on projects to be undertaken. “We need to get this ball roll- ing,” she said. However, her colleagues felt Trustee Roy was jumping the gun. Oshawa Trustee Susan Shetler noted that the board’s two planning liaison trustees had already been briefed on the announcement. Whitby Trustee John Dolstra said “there is no available information at this point in time” from the Province, and in an interview board chair- man Michael Barrett agreed. “We have to find out the spe- cifics of what this is intended for,” he said. He said the board needs to know what the Province means by “urgent needs” in terms of school upgrades, and asked aloud if the intention is for the board to debenture the dollars. “School boards should be aware of what the urgent and high needs are because they were part of the (facilities re- view) process,” Ms. Davis said. As for stretching the dollars received from the ministry, she said boards would decide if they are going to debenture or borrow the money. “It’s like the down payment on a mort- gage,” Ms. Davis said. Mr. Barrett in a re- cent interview said the board has for some time had a pri- oritized list of needed school upgrades, and that if renewal fund- ing came from the ministry the board would begin addressing it. He was referring to the $13- million maintenance project list included in the board’s current budget, identifying 54 projects. Some of those projects, such as locker installations, paving and painting, might not be consid- ered urgent. The ministry press release last week said the fund- ing was to address leaky roofs, windows, heating and cooling systems that don’t work properly and sinks and toilets that back up. As well, the money would pay for septic systems, boil- ers and fire alarms and extinguishers. The Province says the $280 million is annual. In the fall, a second $75 million for school repairs will be released in addi- tion to $50 million to replace old schools with new facilities. The spot checks, which were part of the year-long traffic initiative “Staying Alive in 2005,” began Feb. 17 and ended on Feb. 19. A total of 1,256 vehicles were stopped by RIDE and 25 people were given road- side breath tests. Police said six people received 12-hour suspensions for register- ing a “warn” on the breath test, and eight people were arrested for drinking and driving. One man attempted to evade the RIDE checkpoint by making a U-turn in the middle of the road prior to the spot check, but a secondary police vehicle quickly cut off the car. The accused attempted to flee on foot but was ap- prehended after a short foot chase and charged with impaired driving and exceeding the legal alcohol limit. On Saturday night, a female driver drove into a parked RIDE vehicle in Oshawa, resulting in minor damage to her vehicle. She was also arrested and charged with exceeding the legal limit and dangerous driving. Durham Regional Police conduct RIDE spot checks on a regular basis through- out the year. DURHAM — Help save lives with the Ontario Vol- unteer Emergency Re- sponse Team (OVERT). The Durham-based res- cue organization is prepar- ing to open 80 spots for new recruits in 2005, 65 of which are for civilian emergency response volunteers and 15 for current or retired emer- gency services and military personnel. Emergency response vol- unteers form the bulk of the OVERT crews responding to major incidents. OVERT provides a variety of emer- gency response services to the City of Toronto, Ham- ilton Region, Durham Re- gion, Peterborough, Port Hope, Lindsay, Ops Town- ship, Hamilton Township and Cobourg. Volunteers must be a minimum of 20 years old, have a Grade 12 level of education or equivalent, be physically fit, have a stan- dard level of first aid, and no criminal history. Not only in Pickering or Durham Region, but all of Ontario and Canada. Yet its owners have put the paperwork in motion to evict the home’s tenants before July and have stated they will demolish it next. So much for the historic significance of the property as the federal Public Works department and Transport Canada see it, as their actions are proving this month. This despite the City, with provincial backing, designating the home as a heri- tage property in Pickering. The two government agencies are owner and caretaker to the property now, having expropriated it along with thou- sands of acres in the area in the early 1970s for a future federal airport to be built in north Pickering someday. According to the notice, sent to the Barclay family in resi- dence at Tullis cottage, it doesn’t make good economic sense to keep the home in good repair. So once it’s vacated, they will demolish it. The Barclay family however, is not prepared to leave its historic home without a fight. And family members have been down this road before, having successfully fought eviction in 2001. This is not just a house to them, they are living on prop- erty that’s associated with their family and Pickering’s history, since Reverend George Barclay built the cottage in 1840, after playing a large role in the Rebellion of 1837. They have the support of Pickering’s Heritage committee and their MP, Mark Holland, who is in the process of contact- ing the federal transport minister to discuss halting the evic- tion and demolition. And that’s where the hope lies now, with Transport Minister Jean Lapierre. As Mr. Holland told the News Advertiser this week, Minister Lapierre will have to “intervene” in order to stop the process. Let’s hope he gives the matter due consideration and comes to the right conclusion. Still, assuming that happens, another fight looms with the federal government. The time has come for it to recognize the property for its heritage significance. Common sense must prevail and the federal government has to recognize the his- toric role of the ancestors of some of the homes in the federal lands, like Tullis cottage. Get tough on marijuana operations To the editor: Drug enforcement laws are not being enforced strong enough for marijuana growing operations and trafficking. This is giving criminals more opportunities to find ways out of convictions. Marijuana growers and traffickers may stay away from these jobs if the charges were higher and possible jail time extended. If this approach does not prove to be effective enough, the government may want to try to make marijuana legal because it may be wasting its time on raids that could be used on other things. This may stop people from associating with drugs be- cause it will no longer be ‘cool’ because it is no longer illegal. Marijuana may be appealing to some because it is illegal but marijuana use may lead to addictions with stronger drugs. Yes, the raids are stopping one grow-op at a time, but old ones are relocated. One less plant on the street is one less kid being addicted. EDITORIALS & OPINIONS infodurhamregion.com Day-care focus should be on resources and low-income earners I t’s not very often you get a budget, provincial or federal, that basically generates consensus. Ye t, judging by the way the Conserva- tives and Liberals behaved this week with the first budget under our coun- try’s new minority government setup, one could almost forget the scary versus scarier labels that so often get thrown around when these parties get to ham- mering out issues. Still this is a consensus budget, de- signed to keep just about everyone luke- warm — not ecstatic, but not filled with rage. And it’s the day-care announcement that is the most intriguing bit of news. It could be one of those legacy items so many politicians seem to get all a twitter about when searching for their place in history. Sure, the Liberals have been promis- ing money for day care and early child- hood education since Laurier was in of- fice, but this time they could be making good. Over the next five years, $5 billion has been pledged. The only problem? There’s not much in the way of details. If the federal government and prov- inces can come together on this one, and focus on the real needs, they can make some magic. There should be two core priorities, strengthening the current system, and in particular the people who run it, and making care available to those in finan- cial need. The biggest problem currently facing our provincial day-care system is turn- over. Too many good people go into the business only to find the pay stinks for the amount of hard work and demand. Anyone in business can tell you high turnover is bad for the bottom line. When it comes to the day-care indus- try, the bottom line is our kids. We’re already attracting top talent, now let’s keep it. As for the financial help, more has to be done to subsidize low-income earn- ers. Dropping a child or two off only to have day-care costs eat up all of the pay from a minimum-wage job is no better than throwing money out the window on the way to said job. So, put the needed dollars into our human and physical resources, and de- liver more flexibility to our country’s low-income earners. A strong early childhood education experience would offer untold benefits for our country for years to come. A chance to do something special Tony Doyle managing editor DURHAM — Durham Regional po- lice, municipal bylaws officers and minis- try officials have laid more than 50 charges against individuals and establishments in a crackdown of liquor licence infractions. A highly inebriated patron was among the issues uncovered by cops, Alcohol Gaming Commission workers, bylaw officers and fire services officials during the sweep, which took place between Feb. 10 and 13. The man, who drank himself unconscious, was found and taken away in an ambulance, police said. In all, 18 individuals were arrested on 26 criminal charges. Eight of 36 establishments inspected were hit with 13 charges altogether. The sweep also resulted in five bylaw infrac- tions, 12 provincial offences and 36 cautions from the Alcohol Gaming Commission. One person was given a 12-hour driving suspen- sion. Would you believe that the tooth- brush was invented in China in 1000 AD? In fact, the very fi rst toothbrush had an ivory handle and bristles made from horse’s manes. These days, there is an overwhelming choice of toothbrush colours and designs. Is the toothbrush with the fl exible handle better than the one with the fi rm handle? Do the brushes with bigger bristles at the top work better than the ones with bristles that are taller on the edges? Are power toothbrushes a better bet than their manual counterparts? W hat are the answers to these ques- tions? We have found that the best toothbrushes are the ones that you like to brush with. If your toothbrush is un- comfortable in your mouth, you are not likely to brush as long as you should (about two to three minutes) or as often as you should. You should be brushing your teeth at least twice a day, preferably after every meal. And don’ t forget to fl oss every day! Because it has power, doesn’t neces- sarily mean it’s better! Some people may fi nd that power toothbrushes are more effective for them; these types of people may be: * Elderly * People with arthritis or manual dexterity problems * People with braces on their teeth * People who don’t use their manual toothbrush effectively * People who rush their tooth brushing routine The whizzing, whirring and tingling sensation created by power toothbrush- es will also appeal to gadget lovers. However, if you can use a manual toothbrush correctly, you’ll save money and effort from recharging batteries and replacing or cleaning the heads on the power toothbrush. The basic toothbrush! Your toothbrush doesn’t have to be brightly coloured, have fancy bristles or have fl exible handles. All you re- ally need is a toothbrush with a small head, so you have room to maneuver it around your teeth. You should also have a handle that is comfortable to hold on to and soft, rounded bristles. As soon as the bristles become frayed or start fall- ing out of the brush, replace the tooth- brush to prevent damage to your gums. Detoxifi cation and weight loss By Karen Steward, RNCP, CNP, LCM, PTS How well a person detoxifi es can be somewhat understood by their ability to withstand things in their environment such as house dust, tobacco, sugar, alcohol, perfume, and caffeine. These are some of the powerful environmental infl uences that can negatively impact our health by 75 per cent. Some individuals are better able to detoxify than others, and we should never compare one person to another as each one of us is bio-chemically unique. The approach to detoxifi cation for each person will be different as well. Detoxifi cation happens in stages and sometimes diffi culty can be experienced in the fi rst or second stage. Professional products exist that facilitate the different stages of detoxifi cation. These products and the practice of good lifestyle habits are essential requirements to combat disease, and return a person to a better state of health. Recommendations should be made for each individual’s situation and preference, rather than purchasing a random detox kit from a store. The body has to be prepared to cleanse properly and this preparation is necessary to avoid stressing the system and experiencing unpleasant side effects. Also, detoxifi cation is nutrient dependent, so an assessment for nutritional defi ciencies is a great place to begin. This can be achieved through a Hair Mineral Analysis laboratory report. Also consider Food Sensitivity Testing to expose and eliminate foods that cause reactions and add more stress to the liver. Here are a few facts about detoxifi cation people should be more aware of… • The liver fi lters blood (almost two quarts every minute). When the liver is overburdened and doesn’t do this well the fi ltration system is not effi cient. • The liver manufactures bile (about one quart per day) this bile is stored in the gall bladder for secretion. In cases where the gall bladder has been removed, so has the storage facility for the bile, and an additional job is placed on the liver. If you have had your gall bladder surgically removed, then certain digestive enzymes could prove to be invaluable! Bile emulsifi es fats and fat soluble vitamins and assists in excretion of toxins with the aid of fi ber. If we are lacking fi ber we may re-absorb toxins into the blood stream. People concerned with losing weight should be extra cautious as they need to breakdown fat which is where a lot of the toxins are stored, and this adds an additional burden to the detoxifi cation process. Therefore, people that need to lose a lot of fat should be guided professionally to ensure their health doesn’t deteriorate. With large colour photos of her four- year-old daughter, Allyceea Ennis, prominently displayed, Melanie Per- rier of Thunder Bay struggled recently to talk about her child’s death Feb. 12, 2004, while the girl was riding a bus from school to her day care. “Allyceea was strangled to death (in the third seat of the bus) surrounded by 34 other children and her bus driver did not hear or see anything,” Ms. Perrier said during a news conference at the of- fice of CAW Local 222, Monday morning. “That, in itself, speaks volumes.” The education system let Allyceea down that day by not providing the chil- dren on her bus with adequate adult supervision, Ms. Perrier said. And, she says children are still vulnerable. A nine-month investigation into the girl’s death by Ontario’s Chief Coroner, Dr. Barry McLennan, found Allyceea ei- ther died of suspension — that is her clothing being caught up on something on the bus causing pressure on her neck — or she died as a result of one of the children strangling her. Dr. McLennan made three recom- mendations, including that junior and senior kindergarten students have adult monitors on their buses. However, the recommendation was not legally bind- ing, Ms. Perrier said. “We totally disagree with that failure,” she said. “Young children are not physi- cally or developmentally capable of look- ing after themselves or each other. They depend on adults to do that for them. Failure to provide that protection to all elementary school children is neglect and abuse.” Ms. Perrier and Scott Ennis, Allyceea’s parents, and her aunt, Sandra Nunn, have gained the help of CAW Local 222 to fight for the safety of children riding on school buses. Together they declared Feb. 13 to 19, Child Passenger Safety Week in Ontario. In a letter to Mr. McGuinty, the family and the CAW tell the Premier, “It is now time for your government to accept re- sponsibility for our children’s well-being on school buses.” They are asking the premier to make mandatory Dr. McLellan’s three recom- mendations: Petitions, which will be delivered to the Ontario legislature, are also available to be signed and returned to Remember Allyceea, P.O. In meet competition, the Ajax resident’s solo routine placed sixth, and her duet with Lindsay Maclean fourth. The new team hopes to attend an international invitational competition this year. The Durham Synchro club’s 23 competitive athletes stepped onto the podium a dozen times at the Provincial Trials, which is a pre- lude to the provincial champion- ships later this month.
