A semi-annual Durham Re- gional Police report shows the overall crime rate increased 5.3 per cent in the first six months of the year, while violent crime rep- resented 12 per cent of all inci- dents, up from 6.4 per cent in 2002. On Tuesday, Deputy-Chief Chuck Mercier told members of the police services board the fig- ures provide a snapshot of cur- rent crime trends in the region. Among the most troubling is the growing number of weapons-re- lated offences, he said. “We are seeing an increase in firearm occurrences,” he said, noting there were three shooting incidents in Oshawa and Ajax over the past month alone. Between Jan. 1 and June 30 there were 460 incidents involv- ing “offensive weapons,” mostly guns or edged weapons, com- pared to 415 in the same period of 2002, an increase of 10.8 per cent, said Deputy-Chief Mercier. On average, police deal with 2.4 weapon-related calls each day, he said. Oshawa (198 incidents) had the biggest jump in weapons of- fences, 20.7 per cent, meanwhile Ajax-Pickering (166 incidents) recorded a 10.7 per cent increase. Overall there were 2,313 crimes of violence in the region in the first-half of 2003 compared to 2,173 in 2002. The Ward 1 Regional Councillor seeks re-election this fall, hoping to extend his 18-year stay on Picker- ing council. “With the change at Queen’s Park, no longer can any municipal- ity sit and point the finger and say it’s because of someone else,” he says. “You have to grasp change and make it happen at the local level. “I look forward to it. The chal- lenge is still wonderful and it’s still there.” Mr. Brenner was first elected as local councillor in Ward 1 in 1985. He made the jump up to regional councillor in 1991 and has held that position ever since. He has lived in Pickering for more than 30 years with his wife, Anne. Together, they have four children. Mr. Brenner’s work experience is in social services, where he cur- rently specializes in human rights and conflict resolution. He is currently Pickering’s inter- im mayor, audit committee chair- man, co-chairman of Ajax Picker- ing Transit Authority, Ajax Picker- ing Partnership/Efficiencies com- mittee, a member of the Canadian Urban Transit Association, Trans Canada Trail Task Force, and Re- gion of Durham children’s advo- cate. He also sits on the health and so- cial services committee, the Durham Region Local Housing Corporation and is president of Durham Region Municipal Non- Profit Housing Corporation. “These are challenging times be- cause we aren’t going through any growth now,” he says. “The ques- tion becomes how do we sustain the quality of life we’re accustomed to in Pickering without growth.” The City needs to concentrate on the revitalization of the downtown core, promoting growth in the of- f ice and commercial sector, he says. Partnerships with the private sector will also be key to keeping up with infrastructure needs. Mr. Brenner also looks forward to completing the pedestrian bridge over the 401 and solving the question of how best to develop Seaton and utilize the 407 corridor. Volunteer ready to serve PPIICCKKEERRIINNGG — Five’s a crowd as far as Paul White is concerned. The 32-year Pickering resident ac- tually intended to run for the Ward 1 city seat - that is until incumbent Dave Ryan announced his candida- cy for mayor, causing six more can- didates to enter the race in Ward 1. Two withdrew at the last minute, including Mr. White, who decided to jump up to the regional Ward 1 seat instead. “When you run in groups, your voice tends to get muddled down,” he says. “I thought with my back- ground and involvement in the com- munity, I could go for the regional seat.” This is his second crack at council, having run for the Ward 1 local seat in 2000. A retired public health inspector, Mr. White has spent the last few years, working on the board of direc- tors for the Ajax-Pickering Women’s Centre, sitting on the community advocacy council for Ontario Power Generation, and on the Durham Re- gion Works committee study for the region’s long-term transportation plan. Mr. White is also a member of the Rotary Club of Pickering and the Royal Canadian Legion. He and his wife Leslie have lived with their two children in the Fairport Beach neighbourhood since 1971. Traffic, the need for a provincial registration for sex offenders easily accessible to the community and Pickering’s agricultural lands are among his top concerns. “(The agricultural preserve) is a major concern not only for Pickering and Durham Region, but all other rural areas around major urban areas,” Mr. White says. Interestingly enough, Mr. White will be running against incumbent Maurice Brenner for the regional Wa rd 1 seat. He calls the councillor a “close friend” and has worked on several of his campaigns. “It’s nothing personal,” he adds. MMAAUURRIICCEE BBRREENNNNEERR PPAAUULL WWHHIITTEE BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG — The trash talking should start early on a new Picker- ing council. With the City approving in princi- ple the collection of kitchen scraps for composting earlier this week, it still remains to be seen which level of government will provide the col- lection service. Local councillors are waiting to see cost estimates from the Region should Durham pick up collection. Pickering expects to make the final decision on collection for both or- ganics and solid waste during its 2004 budget deliberations. As far as regional works chair- man and Pickering councillor Rick Johnson is concerned, “It’s six or one half-dozen the other”. Pickering currently contracts out its collection to Miller Waste Sys- tems. The Region, he points out, has awarded collection for the four municipalities in Durham (Uxbridge, Scugog, Brock and Clar- ington) already under the new inte- grated waste management system to Miller. Durham is currently negotiating with the contractor to collect for the rest of the Region, but Miller will need to build a new composting facility on Squires Beach Road in Pickering to accommodate the ad- ditional food waste, Coun. Johnson says. “We won’t know about the Re- gion’s costs until we have the final numbers on the composting facili- ty,” he adds. “We still need to know if Oshawa, Whitby, and Ajax are in. If all eight municipalities go in on this, the volume goes up and the costs go down.” While Pickering jumped into the fray this week, the issue is still being investigated in Ajax, where a contractor provides collection, and Oshawa and Whitby, where City and Town staff provide pickup. For those two municipalities, it be- comes a matter of capital costs to convert existing trucks to the new system, Coun. Johnson says. As for Pickering, he believes the urge to cling to City collection is born out of fear. “There’s this worry and fear among lower tier municipalities that if we hand over all these ser- vices to the Region, why will we need a City,” he explains. While Pickering’s regional repre- sentatives have supported the move toward regional collection, the City’s local councillors haven’t, Coun. Johnson points out. It’s a misunderstanding among them, he says, be- cause they don’t under- stand the benefits of cost- sharing large services over greater municipal territory. Durham’s waste manag- er Peter Watson says it’s been a long process but feels his department is get- ting close to some resolu- tion to the issue. “I think everyone is on the same page. They want to move forward and im- plement the kitchen waste program,” he says. The Region doesn’t care who collects the food scraps, just that they are being disposed of and processed at a composting facility, Mr. Watson says. The program is already getting great results in North Durham and Clar- ington and it’s less than six months old. Over the last four months, Clarington has been able to divert 40 per cent of its garbage from landfill as compared to 25 per cent the previous year. Uxbridge has seen its di- version rates improve to 37 per cent from 22 per cent in 2002, while Scugog has bet- tered its diversion from 22 to 36 per cent. Brock has diverted 31 per cent from landfill, up from 11 per cent the previous year. The Region’s target is a more than 50 per cent di- version by the year 2007 or earlier. Other highlights of the report include: • Sexual assaults increased 10.1 per cent in the first half of the year across the reg ion. While Clarington and Oshawa had “significant decreases,” there were “large increases” in the number of sex-as- saults in Whitby (48 per cent), Ajax-Pick- ering (92.3 per cent) and North Durham (92.9). • Homicides dropped to two, com- pared to three in the first half of 2002. • Assaults rose 4.5 per cent, with 1,689 reported in 2003 compared to 1,617. With the exception of North Durham (down 17 per cent), all areas of the region reported an increase in assaults. • Robberies jumped 13 per cent, with 226 reported in Durham in the first six months of 2003. With 31, Whitby account- ed for the largest increase (82.4 per cent) and Ajax-Pickering had 106, up 20 per cent. However, the robbery rate went down in Clarington and North Durham. • Fraud offences rose on average 30.9 per cent in the region but Whitby got conned the most with a whopping 141 per cent jump (303 reports), largely in credit card schemes and counterfeit currency, Deputy-Chief Mercier said. • A 20 per cent drop in drug offences was mainly due to court rulings that ren- dered Canada’s marijuana-possession laws unenforceable, prompting many po- lice forces, including Durham, to stop laying charges for simple possession. However, offences involving other illic- it drugs rose 41.9 per cent, a result of a major crack-cocaine investigation earlier in the year in Oshawa. Overall, police were busier than ever answering 87,138 calls for service in the first six months of 2003, up 9.2 per cent from the same period last year. P PAGE 6 NEWS ADVERTISER, FRIDAY EDITION, October 12, 2003 www.durhamregion.com Two not better than one Feds, Province should not campaign during municipal periods I f you took a breath sometime over the weekend of Oct. 4/5, you might just have looked up and not seen a political sign. That tiny respite between elections is over of course. Un- like the provincial election, where you might have up to five or six candidates running across a riding, this municipal election you could have as many as 40 candidates running in a town or city. Across Durham we are inundated with signs, candidates desperate to grab as much attention as they can, in order to secure your vote. That only about one-third of eligible voters bother to head to the polls for municipal elections might lead one to wonder what all the fuss is about. It doesn't help municipal candidates that, after planning for that second Monday in November every third year, they have to battle provincial or federal hopefuls at the very same time. But, what's a voter to do? The last time we had double-election mania was exactly three years ago when Jean Chretien, in his infinite wisdom, de- cided a late-November campaign was a good idea. Right in the heat of a municipal race, we suddenly had to cope with feder- al candidates. Neither election was well-served by the confu- sion as the federal race, with a 63 per cent turnout, saw the lowest participation rate since the 1920s. This time around, the Oct. 2 provincial election turnout was reportedly even lower than the dismal 58.3 per cent who came to the polls in 1999, though official results will not be available for several weeks. It can't have helped the provincial race that voters have two elections to think about instead of one. There have been reports municipal candidates, out on the hustings in September and even after Oct. 2 have been asked what party they are running for and what their positions are on provincial issues. Voters are confused. There is only one sensible answer and that is to prohibit leaders from calling federal or provincial elections within three months of a municipal election. Provinces would have to hold municipal elections simultaneously; something that, for the sake of democracy, could surely be achieved. That way, voters would have a fair chance to evaluate candidates and offer an informed opinion. It might even boost voter turnout. Blue bags won't work TToo tthhee EEddiittoorr:: Blue bags are not equivalent to blue boxes. Imagine my dismay. Week after week rigorously scrutinizing bottles, tins and plastics, for that now familiar symbol. Ceremoniously placing each item in a clear blue bag. Waking before dawn to place those bags at the curb with the knowledge that I was doing my part to preserve our environment. Only to find my blue bags were being tossed into the back of a truck and carted off to become landfill. A call to Durham Waste Man- agement confirmed my oversight. Blue bags are not equivalent to blue boxes and will be collected as waste rather than recycling. To those readers still using plastic bags - additional blue boxes can be obtained at Miller Waste Disposal on Squires Beach Road in Pickering for a five dollar fee. In no particular order, here are some of my opinions: I am pro choice. Men should never have long hair. I support gay and les- bian marriages. I think pot should remain illegal. Family is No 1. Cer- tain breeds of dogs aren't "vicious," they're products of their upbring- ing. And, never wear socks with sandals. Chances are you don't agree with all of those. And so you shouldn't: Think of how boring life would be if we all agreed. It is our fundamental right to have individ- ual beliefs, choices and thoughts. Our country's Charter of Rights and Freedoms outlines this exact- ly: "Everyone has the following fun- damental freedoms: a) freedom of conscience and religion, b) free- dom of thought, belief, opinion and expression, including freedom of the press and other media of communication, c) freedom of peaceful assembly, and d) freedom of association." The second freedom is the one that I, as a journalist, embrace the most. Those of us who work in the media industry are lucky to have an outlet - like this column and our editorials - to share opinions with our readers. These are based on our experiences covering the events we write about, and outside forces like our upbringing and life experience. Our freedom as a newspaper was questioned last week when we endorsed the provincial conserva- tives during the election. In our newspapers across Durham, the editorials asked readers to send John O'Toole, Jerry Ouellette, Jim Flaherty and Janet Ecker back to Queen's Park. Many readers were furious that we, as a newspaper, were telling people to vote for a certain party. While it is true that any media's goal is to report in a fair and unbi- ased way, we're also allowed - some would argue required - to share our educated opinions with you, political or otherwise. Ta ke the 'Toronto Star.' In its early years, by reporting on social reforms in other countries then following up with its own editori- als, the Star helped effect great change: The welfare system, moth- er's allowances, unemployment in- surance and health care. So if I tell you that women should never give up their maiden names, that I'm thrilled the Liber- als booted out the Tories, that red meat is disgusting, take it for what it is: my opinion, my freedom. During this same time period, more than 5,000 Canadian women lost their lives to this disease. In fact, after skin cancer, breast cancer is the most rampant form of cancer among Canadian women. Of all women diagnosed with cancer, one in three will be diagnosed with breast cancer. And while breast cancer primarily strikes women, men can also develop this form of cancer. Each year, an estimated 140 Canadian men are diagnosed with this disease and approximately 40 will lose their lives to it. When diagnosed in its earliest stages, breast cancer can be stopped. Early detection also means increased chances of survival. And while a yearly breast exam performed by your doctor is strongly recommended, the best way to detect this disease at its earliest stages is through monthly self- examinations. However, it’s worth pointing that while larger lumps or masses can generally be felt simply by touch, smaller ones are only detectible with a mammogram. That’s why yearly mammograms are also strongly recommended. In addition to these various examination, there are certain symptoms you should look out for. While they don’t necessarily indicate breast cancer, they do warrant immediate medical attention: a lump or mass in the breast or underarm; noticeable flattening or indentation on the breast; a change in the nipple’s appearance, such as an andiron or dimpled look; scaling, ulceration or eczema on the nipple; unusual discharge from the nipple; changes in the shape or size of one breast, and changes in the texture and color of the skin. It is true that a picture is worth a thousand words. As a denturist, I have been confronted by a patient in my off ice bearing an old photograph; sometimes it’s a graduation photo and other times it’s from a wedding. The photographic images all have this in common: They portray youth and vigour and a wondrous smile. Invariably, the patient has one wish as he or she shares with me their prized photograph. They want that same wondrous smile they enjoyed in their youth. Denture changes, as designed and f illed by a denturist, can help these patients recapture their youth. Many people experience undue anxiety about visiting the denturist. Consider this, as you contemplate the mysteries of nature: humans grow two sets of teeth, elephants grow six sets, and sharks produce an indefinite number during their lifetime. Other parts of the human body are continually regenerated, continuing and affirming the circle of life. Though few of us are psychologically able to cope with the aging process, a denturist can help patients achieve a balance through hard work , common sense and sensitivity to patients need. The standard 49-litre size is no longer big enough to hold additional recyclables, said Peter Watson, man- ager of waste management for Durham. Since June, Durham residents have been able to recycle all plastic bottles with a twist-off lid, milk and juice cartons and empty paint and aerosal cans. Ernie Eves is our leader and he’s indicated he’s going to continue on for the time being and I’m going to support him as our leader as I have in the past as long as he remains the leader.” Known as a Tory’s Tory, Mr. Flaherty, who served in a num- ber of cabinet posts over the past four years, stood firm during the election on issues such as ban- ning teachers’ strikes and on On- tario having more of a say in and shaping immigration policy. “ ... Only Jim Flaherty and the On- tario PC Team will negotiate an immigration agreement with the federal government that brings skilled immigrants in while keep- ing criminals and terrorists out,” reads an example on his election campaign Web site. Meanwhile, ousted Ajax-Pick- ering-Uxbridge MPP Janet Ecker is playing it pretty close to the vest when it comes to her fu- ture and that of the leadership of the Progressive Conservative party. “Before I make any decisions of where to go in the future, I’m going to take a few days,” she said in an interview Monday. Ms. Ecker lost the Ajax-Pick- ering-Uxbridge seat to Liberal candidate Wayne Arthurs last Oct. 2 in the upset of the evening in Durham. Ontario’s Minister of Finance came in a close second to Pickering’s mayor by a margin of 1,011 votes. Upon reflection, Ms. Ecker called her eight years as local MPP “absolutely fabu- lous”. “We have a great community in Ajax-Pickering,” she added. “We have great citizens and I’ve really enjoyed working with peo- ple to make things better here.” On the heels of one of the largest Liberal majorities, specu- lation is running rampant about changes within the Tories ranks, especially with leader Ernie Eves dropping some hints he may step down. Asked if she might have an interest in the post, Ms. Ecker said, “I’ve learned never to say never in this game. “I will continue to be involved in whatever capacity to help with the transition and I’m doing whatever I can to help staff move on,” she added. A former director of policy with the Ontario College of Physicians and Surgeons, Ms. Ecker said she has worked in both the private and public sec- tor and has enjoyed each posi- tion. Young people are naturally drawn to serious places. Build a “study stadium” work environment for your child that supports his/her very best effort and provides the tools that make success easy. A student’s mind will literally shift gears upon entering it. It will be easier to get into the “study mode”. Don’t construct the kind of place you would like to study in. Build a place where your child feels energized and comfortable. It should be a safe environment where your child spends time learning. It shouldn’t be the same place he/she watches TV, stores junk or hangs out with their friends. A study stadium had the singular purpose of supporting your child’s best work. Don’t send mixed signals by adding other functions. A study stadium doesn’t require a rosewood desk, super-fast computer, and the latest reference library. In fact much of the furniture and many of the resource books can be gleaned from secondhand shops, garage sales and the basements of family and friends. The emphasis should be on function, not flash. Build a corner of the world that belongs to your young person; a place that is singularly focused on their access to knowledge; a study stadium should be quiet and private. It should be an environment where there are few distractions, away from the sights and sounds of television, radio, and other people. Your young person needs to be surrounded by firm reminders that their learning is a high priority. Whether you find this place in a corner of a bedroom, the basement or even the garage is not important. What is important is the message that it sends your kid and the message is: “Here’s a place to do your best work!” Don’t worry if your child is too young to use some of these items. It’s good that they become familiar with the tools of education. Who knows how much learning results from fooling around with things we aren’t formally prepared to use? Calling Wednesday’s meeting between Pickering and the elec- tricity supplier “very positive”, Interim Mayor Maurice Brenner said he was hopeful the two could work together to learn from the disaster. “We’re not going to be fighting them. When someone admits they’ve made a mistake, you have to move forward with them,” he said. The Ontario Ministry of Envi- ronment is still investigating the Oct. 1 incident, in which a trans- former ruptured, spilling 35,000 gallons (159,000 litres). About 20 per cent of the oil made its way to Pine Creek through a storm sewer. The clean up still continues. During the tour of the Dixie Road station Wednesday, Hydro One officials pledged to be “bet- ter corporate partners with the City and community,” Interim Mayor Brenner said. Local councillors were shocked to learn there is no law that re- quires the company to notify au- thorities when a spill occurs on its property. But Hydro One has commit- ted to developing a new emer- gency protocol with Pickering and the Durham Emergency Measures Office that would in- volve “immediate communica- tions” with both parties, he said. Hydro One spokesman Al Manchee confirmed his compa- ny is committed to rethinking the protocol and has plans to cover the entire cost of restoring Pine Creek, along with a peer re- view of the work. The electricity supplier is also open to helping out with the re- habilitation of Frenchman’s Bay as part of its plans, he said. “It was a very encouraging meeting,” Mr. Manchee added. “We’re looking forward to work- ing more closely with the City.” All of the above issues and re- quests were put on the table by the City, said Interim Mayor Brenner. Pickering also hopes to work with Hydro One to make the fu- ture fire station near Hwy. 407 a responder hall to the Cherry- wood Transformer Station. That would require training support from the company, much like Ontario Power Gener- ation (OPG) has helped train firef ighters to respond to emer- gencies at the Pickering nuclear station, he said. “Right now, our fire officials have to wait at the gate at Cher- rywood Transformer Station if there’s a fire,” Interim Mayor Brenner said. “We’ve worked hard to establish a relationship between OPG and our fire ser- vices and things now have to happen with Hydro One. “We have to be able to get in- side those gates.” Hydro One hosts a public open house Sunday, Oct. 19 at Vaughn Willard Public School, 1911 Dixie Rd., to inform resi- dents about cleanup and restoration, and answer their questions. Tr ansformer spill meeting ‘positive’ Dunbarton seniors beat Pickering Trojans on gridiron BByy AAll RRiivveetttt Sports Editor DDUURRHHAAMM ----In a pitched battle of two good de- fences, the Dunbarton Spartans senior football team did just enough to record an important victo- ry over the visiting Picker- ing High School Trojans Friday afternoon. The Spartans got a big boost from their defence -- which put four points on the board and were relent- less in keeping the Trojans off the scoreboard for three quarters en route to an 11-8 victory in Lake On- tario Secondary School Athletics (LOSSA) action at Dunbarton High School. With the victory, the Spartans improved to 3-1 on the season, beating Ajax High and Notre Dame Catholic Secondary School in their other games, while their lone loss came in the first game of the season to five-time LOSSA champion St. Mary. Meanwhile, it was the Trojans' first loss of the season since rejoining the senior level this season after a four-year absence. They defeated Notre Dame and Ajax High in their first two games of the LOSSA season. For Spartans' coach Jamie Brown, he praised the work of his defence in slowing down the Trojans, not an easy thing to do against a team that fea- tures a solid running at- tack. "It was a great game in the trenches. We took our starters off in the final quarter and let the younger guys have a chance. They showed a bit of inexperience, but we're trying to build a team here, so we're going to go with 40 guys." Brown was equally pleased with the play of his offence, although moving the ball against the al- ways-tough Pickering High defence was a tall order. "Our offence worked pretty well. We passed OK and our running game was good. Pickering always plays hard-nosed football." Pickering High coach John Martini gave full credit to the Spartans' de- fence for stuffing the Tro- jans' running game time and again through the course of the contest. With the running game strug- gling, he was reluctant to resort to the pass, as it's a facet of the team's game that has been slow to de- velop this season. "We came across a pretty good defence today," says Mar tini. "I think they had us scouted pretty well. It was the first time we actu- ally had to pass and we weren't prepared to do that. Down the road, I think we'll improve our passing game." Mar tini believes the tough defence played by Dunbarton took its toll on a number of his players who play both offence and defence. "I think we had too many kids playing both ways. They were tired today," says Martini, adding Dun- barton represented the biggest test so far for his charges. Both defences flexed their muscles through the opening quarter, with nei- ther team's offence able to make significant gains with the running game. In the second quarter, the Trojans' defence came to the fore, stopping the Spartans on a goal-line stand. With Spartans' run- ning back Oliver Salmon's eight-yard running putting the ball on the one-yard line, the Trojans then dug in their heels. Dunbarton tried three times to put the ball in the end zone, with the Pickering High defence coming up big each time. The sole points of the half came via the Dunbar- ton defence, as Billy Skidg- more and Callan Exeter recorded safeties in the second quarter to give Dunbarton a 4-0 edge. The Spartans opened up an 11-0 edge in the third quarter. A long, sustained running drive by Dunbar- ton was capped with a two-yard run by running back Salmon to give Dun- barton its only touchdown of the contest. Jesse Athw- al's convert was good. The Trojans' only touch- down of the contest came late in the fourth quarter, with Tim Brooks breaking loose from three-yards out for the major. The touch- down came after a long, sustained ground game by the Trojans. The Spartans ended the Ontario Baseball Association (OBA) champi- onships with a bang, crushing St. Thomas 22-9 to capture the provincial crown. Brandon Tieche led off the game with a double down the left field line. Andrew Nicholls later drove home the first run of the game. Starting pitcher Logan Abernethy shut down St. Thomas in the first inning. The next four innings culminated in an Ajax of- fensive explosion. Steven Sattz, Jeff Mar tin and Cody Ferrier all scored in the third inning. Steven Deeg, Nathan Barr, Colin MacFarlane and Spencer McLeod combined for 14 RBIs. Waseem Patel and Drew Knatz con- tributed six runs to the score sheet. Stellar defence by all players helped seal the victory. The Ajacians stormed through the preliminary rounds of the OBA cham- pionships by defeating St. Thomas 13- 2, Georgetown 16-3, Oakridge 14-2 and Tec umseh 8-2. One loss gave the Ajax mosquitoes a 4-1 record heading into the championship game against St. Thomas. This crowning achievement com- pleted a spectacular season, which also saw the team finish in first place during the Eastern Ontario Baseball Association regular season, win the Eastern Ontario Championship and win the annual St. Thomas tourna- ment. Manager Andy Knautz said: "The key to the success of this team was the players hard work and dedication to achieving their goals.
