The OPP report the express lanes in both directions were closed for most of the rush hour following the accident, which happened about 5:30 p.m. A tractor-trailer rear-ended a pickup truck that was towing a large crane assembly while both were travelling in the eastbound express lanes near Whites Road, say police. “Both were in the slow lanes of the express. (The pickup dri- ver) slowed for traffic and (the tractor-trailer driver) rear- ended him,” a police spokesman said. The driver of the pickup, from Stoney Creek, wasn’t hurt, but the transport driver, from Mait- land, was taken to Sunnybrook Health Science Centre with non-life threatening injuries. The crane pierced the front of the cab, pinning the driver for several hours before Pickering firefighters and Durham para- medics could remove him. Alcohol wasn’t a factor in the collision. The express lanes were closed from 5:30 to 11 p.m. for the in- vestigation and cleanup. Any witness can call the Whit- by OPP at 905-668-3388. Residents tired of waiting But improvements to Sandy Beach, adding sidewalks, still years away BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG ——Murray McDowell used to walk from his home on Reytan Boulevard down to Kins- men Beach when he first retired. Growing traffic volume on Sandy Beach Road and a lack of side- walks there have made him stop strolling along its ditches. “I won’t even walk the grand- kids down the road. It’s not safe,” he says. For five years, the Picker- ing senior has been trying to get the City to take notice of the de- teriorating conditions on the busy roadway south of Bayly Street. Sandy Beach is on Picker- ing’s list of future road projects, say local councillors, but not at the top. Work won’t likely start there until 2006. “Money is tight. We have to pri- oritize our roadwork,” explains Ward 2 City Councillor Bill McLean. “On Altona Road we have kids walking in ditches to get to school.” That’s little consolation to Mr. McDowell and his neighbours, who say the dust being kicked up from Sandy Beach’s soft shoul- ders regularly coats their win- dows and patio lawn furniture, which back onto the roadway. Just as predictable are its traf- fic patterns. Heavy trucks drive by all day to reach the industries located near the south end of the road. But around quitting time, vehicles begin streaming out of those businesses and Ontario Power Generation (OPG). Cars form long lineups to get through the intersection at Bayly Street, says Mr. McDowell. He points to the Bay Ridges Long Term Care Fa- cility, which was built along the west side of Sandy Beach earlier this year, with a sidewalk out front that, for the moment, leads nowhere for those resi- dents. “I know money’s tight but my solution is to do half of the road with a sidewalk from Bayly Street to Alyssum Street,” the senior explains. “Do the next part when the money becomes available.” Pickering also needs to address the intersection at Bayly Street, he adds. It’s the lack of a left-hand turn- ing lane, which clogs up motorists trying to turn right, creating a long line down the road. Coun. McLean agrees Sandy Beach warrants the City’s attention but the $2- million project was recently “bumped” down Pickering’s priority list to allow for other pressing projects. The resurfacing of Rouge- mount Drive needed to be done, as does $300,000 worth of streetscaping and road works required for Liverpool Road South to make sure everything is in place for development there. Other projects also need- ing to go forward include $435,000 of work on Shep- pard Avenue, and the $270,000 reconstruction of a bridge on the 5th Conces- sion. Work is slated to begin on Sandy Beach in 2006, be- ginning with the $300,000 reconstruction of the bridge just south of Kins- men Park, says Coun. McLean. But urbanizing the road itself will have to take place in stages to make it affordable. Pickering has plans to spend $700,000 for curbs, gutters and sidewalks from Bayly Street to Alyssum Street but not until 2008. Coun. McLean feels work being done on Clements Road to Church Street could help relieve traffic on Sandy Beach. If you want to know the top building zone in the entire Greater Toronto Area, you need go no further than Durham Region. The evidence is all there in black and white and will soon be there in concrete, bricks and mortar. Building permits for the three-month period, January to March, of this year show Durham enjoyed an astonishing 52.3-per-cent increase over the year before. Permits totalling $312.6 million dwarf comparable numbers of $205.3 million the previous year. While the area continues as one of the fastest-growing sections of Canada, it's interesting to note that Peel Region, with a 24.6-per-cent jump, was the only other GTA region to see an increase from January to March. Perhaps Durham has become the overwhelming choice for builders after con- stant expansion in the other regions over the past three decades. Of particular note is that only a slight increase in residential permits was shown with totals indicating $180.8 million this year, $160.3 million a year ago. The real boom is taking place in the commercial sector as developers attempt to keep pace with the constant two- to three-per-cent growth each year. More stores are needed to to keep people shopping in Durham and to generate com- mercial possibilities right here at home. Of course, there's also building growth in north Oshawa at the fledgling University of Ontario Institute of Technology. Oshawa has a four-pad recreation complex on its agenda and may soon add a $25-$30 million downtown arena. Whit- by is preparing for its own massive downtown facelift with a new civic square/library project and the multimillion-dollar Abilities centre. First Pro Shopping Centres is building a Wal-Mart in Whitby, a Sam's Club in Pickering and has a Best Buy in Ajax, while Clarington is driving a new auto mall into town in the near future. All this building leads to opportunity for employment, commerce and development of Durham as a place that has the services and can meet the needs of any new business that chooses to locate here. And, as the commercial and industrial base expands, less of the property tax burden falls on residential taxpayers who can share the cost of improvement and upkeep with the corpo- rate sector. While challenges remain, the numbers show Durham has arrived. May we continue to thrive. Teach your children well TToo tthhee eeddiittoorr:: I was recently visiting a school park with my four-year-old niece, and was rather disgusted by the state that it was in. There were various pieces of garbage scattered throughout the park. During our trip, a worker from the Town came to remove the garbage in the can and then proceeded to remove the garbage from the sand. If I was that worker I would be shaking my head at the mess these children have made. What are they really learning from this? If these children don't see the consequences of their actions, how will they understand their actions are wrong? In order for them to learn, they need to be aware that garbage doesn't just disappear. On a small scale it contami- nates their play area, but will eventual- ly be the downfall of the world. On the first day of my stay, I managed to lose my wallet at the local grocery store. Mr. Andrew Sterling of Ajax found my wallet and spent his person- al time in tracking down my new loca- tion. I had recently moved. My address and phone numbers were not updated on my ID. To make a long story short, Mr. Sterling and I met and he returned my wallet. I guess the author of that famous proverb never worked in the news game. In the many years of working in newspapers I've come across nu- merous events and actions you could set your watch by. Municipal council meetings in- crease in time the closer you get to an election. Add an extra hour if television camera crews are there. Political posturing takes on a whole new shape as we draw clos- er to an election and those poor staff members who sit in the wings are taken along for a lengthy ride on the campaign trail. To all their loved ones, please hang on, the election will be over before you know it. You will see them again. Another environmentalist will be born as a new development tries to infringe on the greenspace he thought would remain a pas- ture for the rest of his life. Never mind that many of these new envi- ronmentalists have houses on rural properties with septic. News flash. The people living in apart- ment buildings are actually doing more for the environment. A rash of garden gnome thefts will rock the area to start off each summer season. These lovely and esthetically pleasing little rascals will be scooped up from unsus- pecting homeowners. No one real- ly knows where they go. Perhaps there's a black-market warehouse full of these pointy-hatted fellas along with the pink flamingoes. At least once every summer Durham police will conduct a john sweep trying to knock the wind out of the prostitution racket. What follows is always a trail of joy-boys coming in to our various newspapers around the region asking that their names not be printed. Mostly, they claim, they have been wrongly charged by po- lice. Just for future reference fellas, when a woman on a street corner asks if you're looking to have some fun, chances are she isn't packing a Nintendo Game Cube. Despite these customary events, there's al- ways someone or something that throws you a curveball. The latest anomaly came in the form of an e- mail. It's a consumer complaint, which would in itself be pretty rou- tine, if the writer wasn't an alien from outer space. Apparently, he is out of galactic credits and a local laser company is giving him the run-around. Poor guy, all he want- ed was someone to fix his warp generator. Come to think of it, that's the same story one of the john's told me last year. And, after spending the last nine years as a regional coun- cillor, plus two in the late sev- enties as a local representa- tive, the 57-year-old Oshawa lawyer will get just that. The political veteran says he will not run again in Novem- ber’s municipal election and just this week, he was named a Justice of the Peace by the Ministry of the Attorney Gen- eral for the Oshawa-Whitby area. Prior to being named to the position, Coun. Boychyn said it was simply time for a change. “I have believed, for a very long time, in a limited number of terms,” he said. “You do your two or three terms, then it’s time to move on. The way I see it, if you can’t accomplish the things you want to do over nine years you’re not going to.” Coun. Boychyn made his first run for a regional council spot after a stint as a local councillor in 1977-78. Unsuc- cessful at the time, he poured his energy into his family and civil law practice and a myriad of community activities. In 1995, he joined a neigh- bourhood association’s fight for curfews at the Oshawa Air- port and was pushed into run- ning regionally again. Over the last nine years, he is most proud, and most rec- ognized, for his work as Durham Regional Police Ser- vices Board Chairman. During his time with the board, Coun. Boychyn saw the number of police officers in- crease from 584 to over 750 and oversaw the introduction of more specialized civilian em- ployees to support the work of the frontline. He also championed Durham’s Air Support Unit, from the initial trial project to the eventual purchase of a new Air 1. “Chairman Boychyn has clearly made a significant con- tribution to community safety as the leader of our governing body here in Durham Region,” a statement from Durham Re- gional Police Chief Kevin McAlpine reads. Coun. Boychyn also counts resolving the issue over the new regional headquarters building, and the creation of a regional strategic plan as re- cent successes he can hang his hat on. He says one of the things he’ll miss most is the cama- raderie of his colleagues at City Hall. His new appointment takes effect in mid-August and po- lice board vice-chairman Doug Moffatt will serve as interim leader until the next meeting, Sept. 2. The Animal Guardian Society - which rescues dogs and cats who haven’t been adopted from shel- ters, or are injured, stressed or on the verge of being euthanized - was born from community out- cry, said creator Kathy Asling. When she found an aban- doned puppy in 1986, she ran an ad in ‘Oshawa This Week’ looking for help. After an article and more than 200 calls later, she re- alized there were lots of people in Durham who wanted to help shelter ani- mals. After helping abandoned and injured animals for 16 years, TAGS is on the verge of having to shut its doors. “We’re in a day and age when charities are strug- gling,” Ms. Asling said. “The demand on us is in- credibly high, but the sup- port from the community has been nothing... very lit- tle at least. “Maybe people perceive because we have charity status, we’re inundated with money, but no, we’re not.” With almost 40 dogs and cats in foster homes at any given time, 14 volunteers who also have full-time jobs and hospital bills averaging around $1,000 for each in- jured animal, TAGS needs help, Ms. Asling said. The organization has an operating budget of around $30,000 a year, and gets its money from donations and fund-raisers. “We’re the last hope when there’s no one else,” Ms. Asling said, adding many dogs come to TAGS when shelters call looking for help. The story of Fozie the Aussie puppy is a typical one for TAGS. He was hit by a car and his owners have never come forward to claim him. The shelter called TAGS, wondering if they could take care of Fozie. They paid for his surgery and he’s currently in a foster home in Oshawa looking for a permanent home. “Foster homes are the heart and soul of this pro- gram,” Ms. Asling said. “They’re the difference be- tween life and death for an animal.” Women’s shelters have also been turning to TAGS for support. When abused women enter these homes, they desperately want a temporary home for their dogs or cats so they don’t have to give them up for adoption, Ms. Asling said. TAGS has a dream to set up a permanent program, as well as build its own shelter to house animals it rescues. “The amount of growth in Durham has been so phenomenal, it’s been hard for us to keep up with the demand,” Ms. Asling said. “I want people to know the urgency of the community to come and support us... we’ve been serving you for 16 years. Chronic fatigue and fibromyal- gia had hit her hard both physi- cally and emotionally. She was isolated, not eating, and living alone in a basement apartment. "I knew I needed somewhere to go so I could get well," she says. Today, at the home that serves as a transition residence for peo- ple struggling with mental illness, Ms. Campbell can count on three square meals a day. She even shares in the cooking and grocery shopping duties with five other housemates. With the help of staff, who supervise the residence eight hours each day, they put in a backyard garden this spring. And Ms. Campbell has started to work part-time, cleaning homes. "I'm much better emotionally," she adds. "Management helps us. People who have never gone out- side in the community because of their condition, management makes them see and do things they wouldn't normally do." "There's always parties, always socialization," says Ms. Campbell, who recently went to see 'Mama Mia' with the group. It's hard to believe, but almost a year and a half ago, executive di- rector Rob Adams was attending public meetings and council ses- sions defending plans to convert the bungalow into a low level as- sisted living residence. Colborne Community Services was told the house was zoned properly when they purchased it but then found out later it wasn't. The rezoning application inspired a widely circulated notice, a pub- lic meeting at the McLean Centre, and even a petition. The house itself was located across from a field (now there are town houses under construction there) and a few empty homes to the north. "But the notice brought in peo- ple who didn't know about it," re- members Mr. Adams. "People from blocks and blocks away came to the meeting." He says most of the concern was caused by ignorance and the generalization the residence would service everything from criminals to young offenders, rather than mental health pa- tients making the final step in their transition from hospital to home. While Colborne Communi- ty Services had various homes in Durham Region, it was new to the Ajax community. "I think there's a lot of fear of just the unknown," says Mr. Adams. "Most of them came around. The interesting thing is, after we moved in, in the next month or two, we had three refer- rals for service for relatives of some of those same people who had concerns." In the end, Ajax voted unani- mously for the proposal and since opening last June, the residence has hosted neighbours at its Christmas and Easter open hous- es. Colborne Community Services has taken special care to maintain the residence to a high standard, always feeling the community's "magnifying glass", says Mr. Adams. The residence is just as particu- lar in its selection of residents. Five of the six people now living at the home have been there since the opening. "It's all about co-operative liv- ing. We want (residents) to take pride in the home because it's part of taking pride in them- selves," he says. Colborne Community Services has also launched Access Point Ajax, from a satellite office next door to the residence. It serves as a first contact point for people not knowing where to go for mental support - something Ajax has been without up to this point, says Mr. Adams - and carries a caseload of 60 clients. As group homes have become more established over the years in communities, they've become less the poster child for NIMBYism - projects people would normally classify as great ideas but not in their own backyard, says Oshawa Commissioner of Development Ted Goodchild. "I think 10 years ago when the Province first started its deinsti- tutionalization program, we got the odd call or petition," he says. "But once group homes get estab- lished they become part of the community fabric." Lately, in Oshawa, NIMBYism has surfaced for large projects, like the failed Extreme Water Park proposal in the late 1990s. Mr. Goodchild remembers neigh- bours saying what a wonderful project the park would be for Os- hawa, but just not in their neigh- bourhood of Phillip Murray Av- enue and Stevenson Road. "The area was open space and people were very comfortable with the fact it wasn't being used," he explains. "Once they came to understand it was to be a water- park, they also began to under- stand it could mean a lot more traffic, noise, litter and light." Generally, people are resistant to changes "being dropped into the community without any pre- warning", says the commissioner, who also attributes NIMBYism to fear of the unknown. That's as it was for Loui Lawrence, one of the people who fought against Colborne Commu- nity Services setting up a group home on Old Harwood Road. But, she's adamant it wasn't for fear of the patients themselves, but rather that property values might take a nosedive and that other such operators would also set up non-residential entities in the neighbourhood. "I had no problem with the resi- dents whatsoever," recalls Ms. Lawrence. "It was the fact an in- stitution was going in there. I pre- fer to see institutions not plopped in residential neighbourhoods. There was no doubt that Col- borne House officials were re- sponsible. I just didn't want my area of the street built up with in- stitutions; I thought it would turn into an institutional wasteland." She emerged from the meetings as the de facto leader of the fac- tion against the group home mov- ing into the neighbourhood. That role took on a life of its own, much to her chagrin, she says, adding she is still bitter about being "tarred and feathered" in the press for being the point man. She makes clear that many of the is- sues she was charged with raising were not entirely her own. "The reason why so many peo- ple were concerned is that basi- cally these people, their mental stability depended upon them taking medication," she said. "I had no issue with this at all. As it turned out, people's fears weren't realized." A lot has changed since she at- tended meetings against the group home in the fall of 2000. She has since married and moved to Ottawa in October last year. She's in the process of selling her Ajax home. Moving away, she's quick to say, had nothing to do with the group home being in the neigh- bourhood, but rather her hus- band is from Ottawa. Compatibility is the whole basis around municipal land use plan- ning, adds Mr. Goodchild. Similar uses are congregated together and residential neighbourhoods tend to be separate from uses with negative impacts. For exam- ple, something like a correctional group homes is usually located on arterial roads rather than situat- ed in the heart of a subdivision. "With proper planning, you try to allocate sufficient lands to ac- commodate commercial, industri- al and residential activity," says Mr. Goodchild. "There are cer- tainly a lot of good developments combining commercial and resi- dential development but by and large you don't want residential next to a railyard, or heavy indus- trial or things like transportation terminals." "At the same time, industry doesn't like to be located next to residential users because they know they are going to get com- plaints about noise, sounds and odours," he adds. Municipalities are charged with planning for the entire communi- ty, and that includes people with special needs, Mr. Goodchild stresses. Under the Planning Act, the Province expects local govern- ment to treat them carefully and fairly, he says. Linda Campbell has been happily living among residents at the Colborne Community Services residence in Ajax, which has helped numerous others make the transition from hospital to home. But, the group home met with resistance from a number of area residents, prior to setting up shop on Old Harwood Road. In the year-and-a-half since its opening, the initial bad blood has eased considerably. In the final against a well-rounded and talented Welland team, the Spartans combined timely hitting and solid defence to post a 6-3 victo- ry. The workhorse of the tourna- ment, Tristan Beadle, started on the mound for the third game in the five tournament games. Preston Rauh-Wasmund relieved Beadle to start the sixth and completed the game. Offensively, Beadle blasted a two- run home run in the first inning, his second of the season. Meanwhile, Rauh-Wasmund nailed a solid dou- ble into centre field in a clutch-hit situation with two on to score two runs in the third and later scored to put the game out of reach for Welland. Riyaaz Patel, Beadle, Jason Ja- cobs and Riley Whalen all made out- standing defensive plays in the final. The minor bantam Spartans ad- vanced to the final with a 6-2 win over the Kingsway Cardinals in the semifinal contest. Beadle got the call on the mound, completing four innings of solid work. Rauh-Wasmund pitched in re- lief. John Harrington and Beadle both doubled to open the contest, which put the Spartans in full flight. De- fensively, Harrington, Jacobs and Ryan Singh made heads-up plays in the semifinal game. The Ajax bantams started the tournament with a 6-3 loss to Mis- sissauga North. Rauh-Wasmund started on the mound and struck out seven of the 10 batters he faced in three innings of work. Michael Seely completed the last three in- nings, striking out three. In Game 2, the Spartans rebound- ed to defeat Sentinel Park 11-3. Ja- cobs went four strong innings, strik- ing out five and holding the potent Sentinel Park offence to two hits. Patel closed out the last two innings in shutout relief. Christopher Harrington led the way, going 4-for-4 and recording three RBIs. The Ajacians continued their win- ning ways with an emphatic 16-5 win over London-Oakridge in Game 3. The one-two pitching punch worked to perfection as starter Beadle gave way to Rauh-Wasmund in relief. Patel went 3-for-3 in the lead off spot, and scored three runs. Har- rington went 3-for-4, scoring four of the Ajax markers. Beadle was 3-for- 4 against London-Oakridge. Rauh-Wasmund and Jacobs pro- vided several outstanding defensive plays in the contest. For the minor bantam Spartans, it was their second tournament con- quest in as many weekends, captur- ing the Scarborough tournament crown earlier this month.
