Virginia and Paul Da Prato have lived on the "high side" of Appleview Road for five years. They love their "beautiful old neighbourhood", but hate the ditch that spans their front yard and about five other neighbours. "It's never drained properly," explains Mr. Da Prato. "It just fills up and overflows. It's a mess." The ditch, they say, is a good foot deep, has green algae form- ing on the top, and produces such a rank odour it can be detected from their house. "Last week I was taking the dogs out and I was being bitten with mosquitoes left, right and centre," adds Mrs. Da Prato. Residents complained about the drainage about three years ago and the ditches were dug deeper. Janet Jubb, just a few doors down, says her ditch is ac- tually below a culvert with the water pooling and collecting in her ditch on a regular basis. "I phoned the Township on the fact it wasn't draining," she says. "With West Nile virus, we're told we're supposed to be on alert for standing water. They said they'd pass on the message but I haven't heard anything since." About a year ago, residents agreed to pay the cost of in- stalling storm drains but Mr. Da Prato says City officials stopped the project because it didn't have the proper approvals. Still con- cerned about the ditches, neigh- bours met with Pickering's engi- neers this summer and were wait- ing for feedback from that meet- ing. When engineers didn't get back to the group they decided to call the newspapers. Within 45 min- utes the Durham Region Health Department was on site taking samples, says Mr. Da Prato. "We also threatened to put the City on notice if anyone became sick with West Nile there would be a law suit," he added. Fear of the virus has meant Pickering has been inundated with calls about water sitting in ditches, says Jamie Lowery, su- perintendent of operations. The City has done its best to keep up on the 40 or so requests, even hir- ing a contractor to help with the work. The Province earlier this month proclaimed sections of Keeping the Promise for a Strong Economy Act, passed in December, and announced other measures, also intended to help insurers deal with un- precedented pressures. That was followed Thursday with a government white paper on auto insurance, in which the Province threatened to inter- vene if savings achieved in the system don’t trickle down to motorists. Dave Hare, vice president of the Insurance Brokers’ Associa- tion of Ontario, welcomed the government measures, which he says have been in the works for years. “Certainly within the year you’re going to see reductions in expense and those reductions will at least slow down the rate increases or reduce them as we go forward,” he said. "Even so, we should have gotten back to people." Ditching work was to be complet- ed Tuesday. Then his department will look at the grades of the ditch before deciding what is the best route to direct water. "We're also asking residents for the drawing of the work they had originally wanted done on the ditch to see if there's another solution that can be found," Mr. Lowery adds. "We hope by the end of next week to see the end of this." Durham's municipalities may battle with limited resources from time to time, but on the whole, they've worked well with health offi- cials to help combat the virus, says Ross MacEachern, manager of en- vironmental health services with the Durham Health Department. "Pickering has done well. They've even had their own tire drive," he adds. Larvae samples taken from Ap- pleview Road are currently being harvested at a lab. Results won't be ready for another four to 14 days when they become adult mosqui- toes. "We did find a significant number of larvae there," Mr. MacEachern says. Rain barrel program looking for par ticipants PPIICCKKEERRIINNGG — Something as simple as a rain barrel can help improve the water quality of Krosno Creek. The Frenchman’s Bay Wa tershed Rehabilitation Project hosts two work- shops this summer to dis- tribute rain barrels to local residents as part of the Krosno Creek Down- spout Disconnection Pilot Program. Offered in partnership with Ontario Power Gen- eration (OPG) and To ronto and Region Con- servation, the program is offered to residents living within the following boundaries: from Liver- pool Road east to Brock Road and from Finch Av- enue in the north to Lake Ontario in the south. The pilot program is one recommendation, which came out of a study of Krosno Creek and its storm water manage- ment, said co-ordinator Angela Porteous. “If you collect rain in a rain barrel and use it to water your yard and flow- ers, that water is being drained off in a natural area,” she explained. “It’s not being drained off down your driveway where it can pick up pol- lutants and fertilizer than can then run into Krosno Creek.” Residents being target- ed tend to live in homes that sit close to the creek and through the program, can help improve its water quality, she said. The crows were picked up from the same rural location on July 2, and sent for testing at the Canadian Cooperative Wildlife Health Centre in Guelph. Results were received July 8. The birds are Scugog’s first ever to have tested positive with the virus. “A positive bird is just an indica- tion the virus is active in the area,” said Ross MacEachern, manager of environmental health with Durham Region. He said it is hard to say what to make of finding an infected bird in north Durham. “I guess it depends on the bird it- self,” he said. “Where it’s picked up is just where it dies; it could have flown for days... it doesn’t actually mean it was hanging around the Scugog area.” The health department will per- form mosquito trapping and larva surveillance in the area, testing adult mosquitoes for West Nile. By shaking a pool of mosquitoes in a container and using a dipstick, they can see if the virus is present. The test is something the Region has only recently begun. Results from dead crows are also being received much quicker, he said. Last year, it would take one or two weeks to get results, but tests for the Blackstock birds were back in six days. “We can act a lot quicker on them,” said Mr. MacEachern. The Region began West Nile sur- veillance in April. So far, 35 crows have been submitted for testing. The Ontario Ministry of Health and Long-Term Care reports 17 positive crows provincially. “Summer is here,” Mr. MacEach- ern added. “People are spending more time outdoors and should consider more protective mea- sures.” “The risk for human West Nile virus infection is significantly in- creased in late July through August and September until the weather cools,” said Dr. Donna Reynolds, Durham Region Associate Medical Officer of Health in a press release. West Nile virus rarely has any symptoms in people, but can in- clude fever, extreme tiredness, se- vere headache, muscle aches, and skin rash. More serious symptoms are neck stiffness, muscle weakness and confusion. The virus is rarely fatal. Some mosquito defences recom- mended by the Region include: avoiding areas with high mosquito populations; taking extra precau- tions from dusk to dawn; using mos- quito repellent containing DEET and carefully follow manufacturer instructions; wearing light-coloured clothing and covering exposed skin; making sure all windows and doors have screens in good condition, and getting rid of stagnant water to pre- vent mosquito breeding sites. The Rock-It Science Bus will travel across the province, beginning this fall, showcasing the wonders of science and technology to grades 7 to 9 students across Ontario. The esti- mated cost of the bus itself is $6.5 million. “The Rock-It Science bus is a mobile science lab for Ontario’s youth. It will bring innovative, hands-on, state-of-the-art experi- ments to young students, to promote scientific litera- cy and increase awareness of the benefits and future opportunities in the science and technology fields,” an- nounced Enterprise, Op- portunity and Innovation Minister Jim Flaherty dur- ing the bus program launch at Durham College and the University of Ontario Insti- tute of Technology, Mon- day. The bus will offer stu- dents the opportunity to use scientific equipment not typically found in school labs and the Province hopes it will pro- mote science education. When I read Daniel Winter's piece at- tacking the principles of evolutionary biology, I didn't know whether to laugh or cry. Here we are in 2003 and someone trots out the old chestnut of 'creation- ism' as an alternative to real science. Mr. Winter makes two fundamental errors in his analysis. First, he refers to the 'theory of evolution'. The correct phrase is 'evolution, by the theory of natural selection'. The difference is sub- tle but important. Evolution is a fact. No serious scientist disputes it. There is a mountain of evidence to support the concept of evolution. What is the subject of scientific discourse is the driving force behind evolution. It is generally agreed natural selection (the environment effectively selecting those individuals with the combination of traits best suited to local conditions) is the engine, but how it works is still de- bated. Mr. Winter's second mistake concerns his notion of randomness. He para- phrases the old creationist argument that evolution is tantamount to a torna- do blowing through a junkyard and as- sembling a 747. Natural selection is not a purely random process. Traits that favour the survival and breeding of a given individual or group of individuals are selected by specific environmental conditions, not random chance. Mr. Winter closes by wondering why we are afraid to admit that there might be a supernatural origin to our lives. That is certainly possible, no one knows for sure, and evolution does not rule out the possibility of a creative force. How- ever, instead of creating all things as we see them today (including a fossil record just to keep us guessing, pre- sumably), maybe that force put the building blocks in place and gave a sin- gle command: Evolve. Recently, I was appointed to the post of news editor at the News Ad- vertiser and am still finding my way to the front of the building, never mind through the increasingly busy streets of Ajax and Pickering. Over the next few months I hope to rem- edy that. The most observant of you may already recognize my name from the bylines of my former incarna- tion as regional reporter for these papers and the five others in the Metroland Durham Region Media Group, which I covered from our Oshawa office. Maybe you jour- neyed with me to Moscow, France and Spain as I covered Durham's negotiations on the ITER energy re- search facility. While at first blush that may not sound like trading-up in the jour- nalism world but on the contrary this is mother's milk to a newsy. It's a chance to help shape the commu- nity newspaper of record for an area that is in metamorphism from bed- room community to thriving me- tropolis, all the while attempting to maintain the attributes that drew people here to begin with. Just a few days into the job, I am beginning to appreciate the chal- lenges you face. As regional re- porter I saw the upward shift in crime statistics in west Durham. As your news editor, I met the people behind the stats, this week, attend- ing a shooting in an idyllic middle- class Pickering neighbourhood. While the intended victim of the shooting apparently escaped un- harmed, the real victims can be counted in residents who no longer take for granted the safety of their own street. There are many more issues, too. To gether we can tackle them. We're a community on the cusp of changes that could be great or dis- astrous depending on our choices. Outraged public hears what leaders want them to hear Promises, promises...It can't be a surprise to anybody that Premier Ernie Eves and Opposition leader Dalton McGuinty are pledging to freeze and roll back car insur- ance premiums. After all, we're in the fifth year of the govern- ment's mandate and an election must be held between now and next June. Like the skyrocketing hydro bills that caused shock and out- rage last fall, causing Mr. Eves to institute a price freeze adding billions to the hydro deficit, car insurance premium increases have everyone up in arms now. The question is, what will be done? No doubt Mr. McGuinty will blame the Tories for allowing premiums to climb so high and will suggest the premier is act- ing only to save his job. Mr. Eves will blame 9/11 for the increas- es and say he had to wait to see the extent of the problem before taking action. In the end, the poor driver, like Oshawa's Blake Dawson, who was set to buy his first car, is looking at a $4,000 insurance pre- mium no matter what car he purchases. He wonders how the situation can be fixed. It's high time the Province got fully involved in improving the situation for insurers and drivers alike. For, in the end, fewer new cars will be going off dealer lots and the chain reaction will hit the car industry and its multitude of suppliers. Since most cars in Canada are built here in Ontario, that means a major hit to the Ontario economy and a quick slide right into a recession. You don't have to be a genius to see there will be fewer tax dollars coming in and a return to deficit spend- ing or cuts in provincial services. Ouch! The Province says it will try to flush out $300 million in fraud- ulent claims made each year. It will also try to limit medical ex- aminations, increase claimant accountability and shorten time periods to reduce costs to insurers, which all increase payouts and thus, premiums. The insurance industry and its problems are complex. The difference between price gouging and the ex- pectation of making a reasonable profit can be a fine line. Be- cause the link between premium hikes and vehicle purchases can result in devastation to our economy, it's imperative the Province take a central role in coming up with a solution that is fair and reasonable to both drivers and insurers. That's what governments are for and it's expected they will work hard to rub out fraud and allow the ordinary person the chance to purchase insurance at a fair rate -- no matter which of the three parties controls the legislature within the next year. DDUURRHHAAMM — Crime Stoppers and Durham police are asking for the public’s help in solving two conve- nience store robberies that hap- pened in Ajax and Pickering on June 30. Around 1:45 a.m., three men armed with a handgun entered the Becker’s store on Harwood Avenue South in Ajax. One of the culprits approached the clerk, or- dered him to the floor and took his wallet while his partners stole cigarettes and cash from the till. About 15 minutes later, three men walked into the Petro Cana- da station on Kingston Road in Pickering. Again, one of the men forced the store clerk to the floor as his accomplices stole cigarettes and robbed the till. In this case, one of the thugs pistol-whipped the clerk, who suffered minor in- juries. The suspects in both robberies are described as black and wear- ing black-hooded sweatshirts and bandanas that covered their faces. Councillors happy with strategic plan BByy CCaarrllyy FFoosstteerr Staff Writer DDUURRHHAAMM — After months of public meetings, recommendations, revi- sions and a retreat, the Region’s much-touted strategic plan was unanimously approved by council. But, one councillor wants to make sure something is actually done with the plan. “I’d hate to see this end up on a shelf,” said Oshawa Councillor War- ren Young, calling the plan “the blueprint for the Region’s future.” Called ‘Growing Together,’ the plan is to help guide the growth of Durham’s communities and to rec- ognize the various partnerships in the Region: citizens, community groups, businesses and other levels of government. The final draft was presented to regional council Wednesday in the form of an orange foam, puzzle- piece rectangle. When broken apart, the foam formed a cube, symboliz- ing that none of the identified goals stand alone and must work togeth- er, said a representative from the Randolph Group, who helped put the plan together. The goals are: • To increase partnerships and government effectiveness; • To protect and enhance the en- vironment; • To strengthen and integrate the transportation system; • To build the Region’s economy; • To ensure balanced growth and liveable communities; • To support safe, healthy and caring communities. The community vision to achieve is: “A united group of vibrant, di- verse communities recognized for their leadership, community spirit and exceptional quality of life.” Scugog Mayor Doug Moffatt said it’s now up to the elected people - councillors - to make sure the plan is implemented. An action plan is currently being developed to decide how to do that. A total of 15 public and organizational meetings were held to bring ‘Growing Together’ to life, along with staff input and a re- gional retreat last month to iron out the final details. Podiatrist-Foot Specialist Now that summer has f inally arrived and the temperature continually increases, we all look for ways to keep cool. What better way than a trip to the beach or a swimming pool? Competitive swimmers spend most of their time in a pool and suffer from a specific foot tendonitis, while the recreational swimmers’ injuries include puncture wounds, marine animal stings and sunburn that occurred at the beach or ocean. The most common injury for the competitive swimmer is a tendonitis of the extension muscle (muscle on the top of the foot). The repetitive nature of kicking by forcing the toes down (plantar flexing) and pushing the water will cause an inflammation of the extension tendons. The breaststroke is the only type of swimming that does not involve this kind of kick. Treatment of extensor tendonitis injuries involves rest, icing and non-steroidal anti-inflammatories. Swim workouts should also be continued with less rigorous or no kicking. The most common injury for the recreational swimmer is puncture wounds. These can occur by stepping on a foreign object while walking on the beach or swimming in a lake or ocean. The easiest way to avoid these injuries is to wear beach shoes. However, if a cut occurs, clean the area, change the bandages daily and pad the area to decrease the pressure of weight bearing. If a foreign object has penetrated the foot, it may need to be removed by using a local anesthetic. More severe penetration may also require antibiotics. Ocean swimming involves the danger of contact with marine animals such as the tentacles of a jellyfish, the back of a stingray or a sea urchin. Even coral has poisonous darts. Again be protective, not reactive, by wearing beach shoes. If you are stung, gently irrigate the area with salt water to remove loose tentacles. Do not rub the area. For Po rtuguese man-of-war you should pour household vinegar over the area to inhibit any further toxin release and continue to irrigate with salt water. The toxins released by sea urchins, stingrays or catfish are heat sensitive and the affected area should be soaked in hot water for 30 minutes. This will also ease the pain. The Ajax-Pickering office of Human Resource Centre of Canada for Students (HRCC-S) holds its annual Play All Day Job Jam on Tuesday, July 15. HRCC-S offices have been working for more than 35 years, helping students find summer em- ployment. The destruction of the World Trade Centre on Sept. 11 and the resulting economic decline cost insurers over $256 billion, says Mr. Hare. Combined with other factors, such as an Ontario system that’s too generous, he says the bottom line is a lack of capital as a result of much-reduced global in- vestment here. “(The government) has to create an environment that will invite invest- ment in Ontario by the global in- vestors,” says Mr. Hare, adding that doesn’t mean insurers have to make money, but the potential to do so has to be there. Mr. Hare says targeting fraudulent activity would have the greatest im- pact on insurance premiums. The Province announced it is set- ting up an Auto Insurance Theft and Fraud Task Force, noting The On- tario Crime Control Commission esti- mates that organized car theft rings, staged accidents and other illegal ac- tivities cost Ontario drivers over $300 million per year. Changes to the Statutory Accident Benefits Sched- ule include pre-approved framework guidelines for treatment of whiplash and similar minor injuries. “It says basically, ‘if you’ve got a minor whiplash injury, this is going to happen,’” says Mr. Hare of a standard treatment. Formerly, he says health profes- sionals could proceed with a number of treatments, and every one cost the insurer. Whiplash and other minor in- juries, easy to exaggerate and difficult to prove, create an environment where fraudulent activity can and does occur, says Mr. Hare. Also targeting fraud, the govern- ment this week proposed “amending the threshold at which an injured person can sue for pain and suffering to focus on severe physical, rather than mental or psychological in- juries.” The government is inviting the public to comment on it and other white-paper proposals. Philip Dawson, a 40-year Oshawa resident, knows too well how high in- surance premiums are right now. His son, Brock, recently finished a three- year course at Durham College, and for a graduation gift his dad was pre- pared to pay the lion’s share of the cost for a new car. The two narrowed the search down to two cars, one new and one three years old. But, the cost to insure either car was close to $4,000 per year. Mr. Dawson in a recent letter to the editor said he and his son refuse to pay “a gouged amount of $4,000.” So Brock is still driving an old station wagon for now, and they’re on a hunt for the lowest premium they can find. “My son, his heart was set on a car,” said Mr. Dawson. Janet Ecker, MPP for Pick- ering-Ajax-Uxbridge, agrees that is a factor. She said insurers are allowed to make only safe invest- ments, however they have produced lower returns of late. “In the past, what often happened is the investment income subsidized higher costs, so consumers didn’t see it,” she said in an inter- view. Ms. Ecker says the gov- ernment’s challenge is to find the “right balance” be- tween cost savings for in- surers and protection and reasonable rates for dri- vers. In fact, the championships in Bridgetown, Barbados July 18 to 20 were the farthest thing from his mind this outdoor track and field season, owing to the fact his Durham X-L's track club coach said the meet wasn't in the plans for this summer. But, his outlook -- and his plans -- changed after running to second place in the 110-metre hurdles and meeting the Pan- Am junior qualifying standard at the 2003 Canadian Junior Track and Field Championships in Saskatoon last weekend. There, he earned the silver medal, fin- ishing behind long-time rival and Pickering hurdler Paul Martin in a time of 14.69 seconds, good enough to qualify for the Pan- Ams. "I went to nationals with the intention of running a good time," says Sahadath, ranked as the number-two hurdler in the world for his age group. "I wasn't happy with the time, but I made the standard to go. It was such short notice that I was unsure whether I would sign to go or not. "It should be a good experi- ence to go and run the high hur- dles there and go on an interna- tional team. That's a big thing for me, a big step for me." Although his primary focus will be on running a good time at the Pan-Ams, he's also eager to see how he stacks up against many of the world's top up-and- coming hurdlers. "I'm going there with the objec- tive of running (against) the clock, but I want to see where I stand with the rest of the world. If I win, that would be excellent for me," he says. In many ways, says Sahadath, the Canadian junior champi- onships were a disappointment to him. "I didn't even come close to what I wanted to do. I wanted to run 13.8 (seconds) or 13.7 (sec- onds) in the final, but I ran a poor 14.69. For me, it was a little angering, a little frustrating," says Sahadath, the provincial high school senior boys' 110- metre hurdles champion. As for the Pan-Am junior championships, Sahadath notes he's eager to run the hurdles, which will be placed at a higher 42 inches, rather than the 39- inch height that he's been hur- dling at this season. The step up in height won't bother him too much as he rou- tinely practises at the higher hurdles and, in fact, believes he's better suited to competing at the 42-inch height. Assante under-10 reps champions of Erin Mills Eagles tournament PPIICCKKEERRIINNGG ——The Pickering Assante girls' under-10 rep soc- cer team skipped past the Oakville Snowcats to capture the championship at the 10th annual Erin Mills Eagles All Star Tournament held in Mis- sissauga July 5 and 6. A late goal by Pickering's Rawan Saleh stood up as the winner in a 3-2 victory over the Snowcats in a game that was close throughout. Oakville scored early in the first half, but Pickering put the pressure on, resulting in a text- book corner kick by Dominique Goddard-Harte, which set up fellow striker Sarah Forde with the game-tying goal. Madison Marmina tallied in the second half to give Pickering the lead, but Oakville knotted the score once again. With the clock run- ning down, Saleh scored to give Pickering gold in their first tournament of the season. The Pickering under-10s opened the tourney with a 2-1 win over Mississauga, followed by a 3-0 victory over Scarbor- ough United in Game 2. In the final preliminary con- test, Pickering and Oakville played to a scoreless draw with both teams advancing to the final. The Pirates played anchor's away with the competition, piling up a 4-0 record at the tourna- ment, including a convincing 15-3 victory over the Mississauga Twins in the championship final. The Pickering minor bantams opened up a quick 6-0 lead and never looked back in posting the win in the final. Pitchers Eric Watson and Kyle Smeelen scat- tered five hits in the victory. Kevin Haggarty led the way of- fensively with a triple and two singles; Oke had three hits; Todd Le Blanc had two hits and two RBI; Jeff Hannon had three RBI; Ross Norman two hits and four RBI; and Matthew Redding con- tributed three runs and an RBI double. In the semi-final game, the Pi- rates blasted the Bloor Jays 11-1 to advance to the final. Eric Wilton pitched four strong in- nings, giving up only one hit. Le Blanc, Smeelen, Mitchell Oke and Wilton had two hits apiece. Watson and Norman did the real damage as they each hit back-to- back two-run doubles to pace the Pickering attack. The Pirates opened the event by defeating the Mississauga Twins 8-2. Pitchers Wilton, Oke and Iain Smook held the Twins to only two hits. The hitting stars were Haggarty, Redding and Tyler Henderson who each con- tributed two hits. Next, the bantam Pirates de- feated the host Brampton Red Sox 6-3. Smeelen picked up the victory, while Smook was strong in relief. Haggarty was the hitting star with a two-run homer, plus two singles to lead the offence.
