Michael Williams wants to con- tinue to farm there but thinks Pickering should be able to deter- mine its land use, not a provincial minister’s zoning order. The opinions are wide and di- verse when it comes to the City’s growth management study. At the centre of it all is project man- ager Ann Joyner, trying to focus on land-use planning, plain and simple. “I don’t know who owns (land there) and I don’t want to know,” said the consultant at an open house Tuesday. Dillon Consulting Limited started looking at environmental constraints in Phase 1 of the study to then suggest five possi- ble options for future develop- ment in north Pickering. Each option was presented in a series of maps at the open house. Residents were asked to fill out booklets, asking which option they preferred and why, with re- sponses being used to evaluate and refine each one. But the public needs to realize planning for the study area, which includes the preserve, Seaton and the Lamoureaux neighbourhood, means making certain trade offs, said Ms. Joyn- er. She pointed to the first option, which designates the entire pre- serve as countryside and off-lim- its to development, concentrat- ing development around Seaton. Clarington has asked the Province to extend its comment- ing deadline until Sept. 15 to allow time for it to hear public input before submitting its com- ments. But Regional Chairman Roger Anderson says, with the potential for two fall elections - one provincial and one municipal - stalling the process now could bring work on the EA to an indef- inite standstill. Durham cannot afford delay on road infrastruc- ture it desperately needs, he says. “If you extend it (the deadline), you are gambling,” the chairman said during a joint regional works and planning committee meeting Wednesday. It was held to review the Region’s position on the Hwy. 407 environmental assessment terms of reference (ToR). The re- port was released by the Province earlier this month and the chairman says, after years of little progress toward bringing the 407 through Durham, politi- cians here should not do any- thing to “give the Province an ex- cuse for delay.” ✦See Leave page 2 ✦See More page 5 Whitevale corridor. “It would mean losing that area’s historic character,” Ms. Joyner said. Three coldwa- ter creeks in the study area also get 50 per cent of their base flow from the Seaton area and require protection, she said. The other four scenarios, which include develop- ing the preserve in its entirety or at least in part, meet the City’s population tar- gets, Ms. Joyner said. Option 1 does not. In some cases, the other op- tions set out bet- ter natural her- itage links to the Rouge Park than if the entire pre- serve was left in- tact, she said, because farm- land doesn’t pro- vide the same linkage as green space. Bruce Flattery, a member of the Rouge Duffins Greenspace Coalition, felt the urban boundaries should be left as they are. “That immedi- ately silences all the current noise generated by competing politi- cal parties and c ompeting landowners and focuses attention on what form of development is best for the citi- zens of Picker- ing, best for the GTA and most progressive as a trend-setting ex- ample for other 21st-century re- gional cities,” he said. With most of the raw data col- lected for the study, it’s now time to evaluate it but with a focus on values as well, Mr. Flat- tery said. “I believe the principles of jobs first should be central and con- stantly in the foreground among the 10 guiding princi- ples if we want to avoid becoming even more of a bedroom sub- urb,” he said. His group is, however, ques- tioning an agricultural assess- ment of the preserve, which clas- sifies its soils on average as Class 3. It needs to be peer reviewed as it relies heavily on two studies — one done for the developers pay- ing for the growth management study and another done for the Greater Toronto Home Builders Association, Mr. Flattery said. CNSC members agreed with commission staff that the station should have a five-year licence for the ‘B’ units and a two-year term for the ‘A’ side. The licences take effect June 30 and replace the current licences, which were both for 27 months. Given ongoing work on refur- bishing and restarting the ‘A’-side reactors, the commission staff recommended the shorter li- cence. “The policy document for ex- tended licence terms notes longer licences can only be granted when there won’t be a substantive change of operation,” said Pat McNeil, senior vice-president with Ontario Power Generation. “We want to bring the units back and that’s a substantive change.” The four ‘A’ reactors have been in a laid-up state since late 1997. In their written decision, com- mission members stated, “CNSC staff noted that, due to the extent to which the design of the station has been modified in preparation for its return to service, OPG has not had the opportunity to demonstrate a consistent and good history of operating experi- ence at the modified (station). On that basis, CNSC staff does not recommend a period longer than two years.” The five-year licence is the sec- ond one OPG has received, with one given for Darlington, Mr. Mc- Neil stated. Three of the ‘B’-side reactors are operating, while Unit 7 is nearing the end of a planned maintenance outage. Unit 4 is the first of the ‘A’-side reactors slated to return to ser- vice. Mr. McNeil said the reactor, the start of which has been de- layed several times and is hun- dreds of millions of dollars over the original budget, is now sched- uled to be back to full power this summer. “We’re very pleased the CNSC has granted us a two-year licence for the ‘A’ side and a five-year li- cence for the ‘B’ side,” Mr. McNeil added. Receiving the licences allows the company to “recommit to the conservative approach to contin- uous improvement in safety and operating the plant. Safe opera- tion of the plant is clearly our number-one priority,” he stated. The Ontario fire marshal inves- tigated the blaze, which de- stroyed the home at 114 Church St. S., Ajax Deputy Fire Chief Matt Pegg said. The damage is estimated at $225,000. The blaze began around 1:30 a.m. Tuesday, June 24. There were two occupants and a dog in the house at the time and they all escaped unharmed. By the time firefighters arrived, the house was fully involved in flames and it took them several hours to extinguish the fire, Mr. Pegg said. Ajax received help from Pickering firefighters in bat- tling the inferno, while Whitby personnel were on standby. Sex attacker flees after senior gives him the bird - cage AAJJAAXX ––––An Ajax senior struck back at a sex attacker by whacking him with an empty birdcage after he assaulted her on a pathway. Durham Regional Police said the 77- year-old woman was walking behind the Ajax Community Centre on Centennial Road when the pervert approached from behind, reached around and grabbed her breast at 8:50 p.m. Wednesday. “She hit him with her bird cage she was carrying and he took off,” said Sergeant Paul Malik, police spokesman, who added the victim was not hurt. The suspect was described as black, about 5-foot-9, 180 pounds, with short hair, clean shaven and wearing dark clothing. At stake is not only Hwy. 407 but also related proposed transportation infrastructure for the region. Among other recommendations by the Province, associated with the 407 con- struction is a plan to widen Hwy. 401 to an eight- to 10-lane highway from Brock Road in Pickering to the pro- posed west 407/401 link in Whitby. From there, heading east, the propos- al would see the highway widened to six to eight lanes to the proposed east Durham link in Courtice. But not everyone agrees with an urgency to push forward. Durham cit- izens and its municipalities need more time to digest the ToR, says Linda Gasser, who sits on both Clar- ington’s 407 committee and another committee formed by the Ministry of Transportation. She told politicians impacts on Durham’s infrastructure, official plan and environment that could be created by the 407 expansion are too significant to digest and com- ment on in such a quick time frame. Ms. Gasser also wants the Region to ask for a comparison between the highway through Durham or using other transportation options instead of the highway, which may or may not be a private toll road. “If I were sitting in your chairs I would like to see evaluation of all the options, and how the 407 east com- pletion would stack up against alter- natives,” she said. “This is particular- ly important for Clarington given that we still have wide open choices as to how we grow and develop.” Ajax Mayor Steve Parish, who sup- ported asking for an extension for the commenting deadline, said it is im- portant for the Province to under- stand the “very strong potential im- pact on the regional official plan,” de- pending on the route chosen for the 407. “We might have to redraw signifi- cant amounts of the official plan and it will cause a lot of disruption, and cost a lot of time and money. It may have to happen but it shouldn’t hap- pen lightly,” the Ajax mayor said. The Province is recommending three study areas, with different levels of intensity, to the proposed 407-east completion: • The first component would re- ceive the least scrutiny. It would in- clude previously-studied sections from an early 1990s review including about 2.5 kilometres in Pickering to Thornton Road in Oshawa and from Grandview Street North in Oshawa to L angmaid Road in Clarington. • The second study segment would include sections of the proposed mainline for about 4.5 km in Pickering and from Thornton Road to Grand- view Street North (about six kilome- tres) in Oshawa. That area, and the two proposed links, will be re-evaluat- ed for route alternatives to establish a technically-preferred route. • The third segment is from the proposed east Durham link in Cour- tice east to Hwy 35/115 from Hwy. 401 north to the previously recommend- ed Clarington 407 route. Police, youth relationship a must Working together can address many concerns, problems Getting to the root of a problem, or even a perceived prob- lem, can be difficult at the best of times, especially when two sides can't seem to come together. But that certainly hasn't been the case the last few months here in Ajax and Pickering as a number of local groups and res- idents have been meeting to discuss the relationship between the community and police officers. The issue of police relations with minority groups has gener- ated plenty of news in Toronto the last few months, leaving re- lations in that city as tense as they've been in years. Although conditions here are nowhere near the same level, no doubt there have been some spillover concerns from the Toron- to situation, hence the recent meetings of the two sides. The latest sessions came earlier this month, with one evening featuring a visit from former Toronto Police Services Board member Arnold Minors, who brought his thoughts on the issue. The other tackled the relationship with minority youths, exam- ining their fears, worries and experiences in dealing with offi- cers. Those on hand heard tales of run-ins with police and ex- pressed other personal concerns, but also contributed sugges- tions for making things better. Fred Gibson, vice-president of the Pickering Carib-Canadian Cultural Association, wondered about the level of police in- volvement in the community. "Back home (in Barbados), police would come down to the boys' clubs, and they would play dominoes or soccer," said Mr. Gibson. "There has to be respect on both sides." Respect is what it really all comes down to. The Durham Regional Police Service has worked hard the last few years to attain more of a community presence. And, at the meeting, Constable Leon Presner noted strengthening ties with youth are being further examined. Police and all youth have a vested interest in continuing to build a strong relationship. For proof of that, just consider the recent gang-related stabbings near the McLean centre and the problems of the last few years in Ajax and Pickering with the youth swarmings in the summer. Wo r king together will go a long way to helping solve long- standing and recurring problems that crop up in our communi- ties. More than ever, police need the assistance of all youth, and our teens have to have confidence in our officers. Let the people speak on major expenditures TToo tthhee eeddiittoorr:: Re: 'Eves suggested the wrong question,' Judi Bobbitt column, June 1. When Ms. Bobbitt suggests municipal and regional councillors should be left alone to do their jobs and that part of their job is to spend large chunks of money for the community betterment she gets no argument from me - up to a point. For me, that point is about $10 million on any given project. After that, take it to the people; after all are we not technical- ly the employer? On mega-projects, I say taxpayers should have the final say even if it costs a little extra. Ms. Bobbitt said she expects regional and municipal services like safe, properly treated water, police and fire protection and is willing to pay for them through taxes. One only has to look back at the Walkerton disaster to realize money can't buy everything and that elected officials and hired staff are certainly not infallible. Ms. Bobbitt goes on to equate the idea of a referendum to anarchy. Come on Ms. Bobbitt, I think you are confusing anar- chy with accountability. I want some say on the municipal bud- get on major expenditures over a nego- tiable figure and I believe I am not alone. I don't agree 27 councillors and one un- elected chairman should be permitted to vote for approximately 500,000 people in Durham Region on mega projects with- out a referendum on such important fi- nancial matters. It's the taxpayers' money and we should be allowed a say on such crucial spending. After all, last time I checked, we do live in a democracy -- a government in which the supreme power is vested in the people and exercised by them directly or indirectly. Scientific studies have proven that everyone believes beautiful men, women and children to be more intelligent, in- novative, and trustworthy than their hideous looking counterparts. Of course it is not true, and the ridiculously radiant realize this. How empty their lives must be, al- ways having to live up to the expec- tations of the hunch-backed, hook- nosed masses. These dukes and duchesses of dupe, who rise each morning and retire each evening with only one sad thought on their minds - can we fool the world, and fake our happiness and success for yet another day? I gaze at the visages of the unnec- essarily attractive, smiling from the billboards, television screens, and magazines of the world. But silent pleas for help are deafening to my ears, as their poor Botox-induced souls cry out for a cross to bear in life. Being as I am an honours gradu- ate of the Rocky Balboa School for Underdogs; I go out of my way to make sure they have a little cross to bear, even if it is a 24-carat gold- and diamond-studded cross with matching earrings and nipple ring. I take every opportunity to send out my little psychological "I know what you're all about" barbs in the general direction of the well-coiffed and well-heeled wherever they may be. These barbs emanate from my person, and are intended to let the stunningly statuesque know, that not everyone thinks they are as peachy as they have been duped into thinking they are, and not everyone thinks they are as peachy as they know everyone thinks they are. Once I even detected a brief ac- knowledgement of my selfless ser- vices from one poor pompous prat. He must have caught a glimpse of my crossed, slit-eyes and clucking slaver-covered lips, through the highly polished sheen on the door of his black BMW. He rushed away in the direction of a local law enforce- ment official, poor thing. He was probably sick of the ruse, continual- ly pretending to be clever, and loaded with self-esteem. He decided at that moment to tell the officials - his jig was definitely up. I quickly made myself scarce to save him the embarrassment of himself. Despite the heat, visitors streamed into the event, which was hosted by the Antique and Classic Car Club of Canada. Car owners came from all across Ontario to display their automobiles and talk shop with other owners and inter- ested onlookers. Car owner Bob McMullin drove all the way from West Hill to display his dark-forest- green 1931 Ford Model ‘A’ Sport Coupe. “I have always been fascinat- ed with old antique cars which is something I have always wanted and now that I have my three kids through university I bought myself one.” Mr. McMullin has been a Fo rd fan for as long as he can remember. “Model ‘A’ is just one that I have been fascinated with.” He also said car shows are a great social event. “You meet a lot of nice people and we have monthly meetings. All in all, it is a lot of fun.” Mr. Mc- Mullin says his car is a hobby car, which he drives from spring to fall. His sports model was the only one at the show and garnered much attention. Doug Ferrier drove to the event in a 1957 Bel Air Chevro- let. Mr. Ferrier said he treats his car like a baby. “It is in the garage all winter, heated, cov- ered up and has a rug under- neath the floor.” Mr. Ferrier is very popular with his grand- children, saying that his eight- year-old granddaughter always needs to go for a ride. “I’ve got a little granddaughter that loves that car. Michael Williams wants to con- tinue to farm there but thinks Pickering should be able to deter- mine its land use, not a provincial minister’s zoning order. The opinions are wide and di- verse when it comes to the City’s growth management study. At the centre of it all is project man- ager Ann Joyner, trying to focus on land-use planning, plain and simple. “I don’t know who owns (land there) and I don’t want to know,” said the consultant at an open house Tuesday. Dillon Consulting Limited started looking at environmental constraints in Phase 1 of the study to then suggest five possi- ble options for future develop- ment in north Pickering. Each option was presented in a series of maps at the open house. Residents were asked to fill out booklets, asking which option they preferred and why, with re- sponses being used to evaluate and refine each one. But the public needs to realize planning for the study area, which includes the preserve, Seaton and the Lamoureaux neighbourhood, means making certain trade offs, said Ms. Joyn- er. She pointed to the first option, which designates the entire pre- serve as countryside and off-lim- its to development, concentrat- ing development around Seaton. Clarington has asked the Province to extend its comment- ing deadline until Sept. 15 to allow time for it to hear public input before submitting its com- ments. But Regional Chairman Roger Anderson says, with the potential for two fall elections - one provincial and one municipal - stalling the process now could bring work on the EA to an indef- inite standstill. Durham cannot afford delay on road infrastruc- ture it desperately needs, he says. “If you extend it (the deadline), you are gambling,” the chairman said during a joint regional works and planning committee meeting Wednesday. It was held to review the Region’s position on the Hwy. 407 environmental assessment terms of reference (ToR). On July 26, Durham riders are taking a trip to Waterloo as part of the 11th CAPPY motorcycle ride for Child Abuse Prevention and Protecting Youth. This year marks the third for the Durham team’s participation. Local riders have raised $10,000 for the Durham Children’s Aid Society since joining the CAPPY ride. “A c ouple of thousand dollars can keep a kid at home instead of an institute; it can send a kid to college,” says Bob Broz- ina, co-ordinator for the Durham ride. “When you are involved in children’s services you see the tremendous odds and difficulties these kids have,” Mr. Brozina adds. “They grow up rough when going home doesn’t mean going some- where safe. “A little money from a regular source can make the difference in a kid’s life.” The Durham rides have helped a young woman go to college and now, she is working as a director for a children’s ser- vice agency. “She’s taking her spare time and putting it back into student welfare as a volunteer,” he says. It has also helped five siblings appre- hended from their prostitute, drug-deal- ing mother, stay together instead of get- ting split up into different homes and in- stitutions. “That’s why I do CAPPY,” Mr. Brozina adds. “And it’s fun.” About 300 riders will go to RIM Park in Wa terloo for an Oktoberfest lunch for the 11th ride. Last year about 36 local riders participated on the 160-kilometre ride. Mr. Brozina says being in the ride feels like being in a motorcycle movie because you are surrounded with bikes. “It’s the highlight of my year,” says the insurance broker. Led by a police escort, the Durham CAPPY ride leaves at 8:30 a.m. from Country Style Donuts in Manchester at Hwy. 12 and 7A. Michael Williams wants to con- tinue to farm there but thinks Pickering should be able to deter- mine its land use, not a provincial minister’s zoning order. The opinions are wide and di- verse when it comes to the City’s growth management study. At the centre of it all is project man- ager Ann Joyner, trying to focus on land-use planning, plain and simple. “I don’t know who owns (land there) and I don’t want to know,” said the consultant at an open house Tuesday. Dillon Consulting Limited started looking at environmental constraints in Phase 1 of the study to then suggest five possi- ble options for future develop- ment in north Pickering. Each option was presented in a series of maps at the open house. Residents were asked to fill out booklets, asking which option they preferred and why, with re- sponses being used to evaluate and refine each one. But the public needs to realize planning for the study area, which includes the preserve, Seaton and the Lamoureaux neighbourhood, means making certain trade offs, said Ms. Joyn- er. She pointed to the first option, which designates the entire pre- serve as countryside and off-lim- its to development, concentrat- ing development around Seaton. Clarington has asked the Province to extend its comment- ing deadline until Sept. 15 to allow time for it to hear public input before submitting its com- ments. But Regional Chairman Roger Anderson says, with the potential for two fall elections - one provincial and one municipal - stalling the process now could bring work on the EA to an indef- inite standstill. Durham cannot afford delay on road infrastruc- ture it desperately needs, he says. “If you extend it (the deadline), you are gambling,” the chairman said during a joint regional works and planning committee meeting Wednesday. It was held to review the Region’s position on the Hwy. 407 environmental assessment terms of reference (ToR). Ajax High School pupils have collectively constructed ‘The Book of Life’, a section of the ‘Book of Creative Works’ project funded by Bell United Wave and the United Way of Ajax-Pick- ering-Uxbridge. Teacher Zubais Ashukain, head of the pro- ject, had the sense “students really liked it” when describing the effort put into creating the book. ‘The Book of Life’ is composed of submis- sions of poetry, short stories, a French story, artwork and photography from students all across Durham Region. The idea for the book came from the culture of peace committee at Ajax High School. Bell Canada has been affiliated with the United Way of Ajax-Pickering-Uxbridge for a few years now and allocates projects to help benefit high school students. “We believe in the youth of the community,” said the United Way’s Barbara Fannin, adding the project, “gives students an opportunity and they come through every time”. Committees of three to four students evalu- ated submissions. Ms. Ashukain removed the cover page from submissions, meaning each entry received equal treatment. The partici- pating students put in a lot of their own time for the project. “It was quite fun to watch students interact,” said Ms. Ashukain, adding they had done “a wonderful, creative job with this book”. Murder Under the Big Top', the latest in the Backwoods Players' 'Whodunit' murder mystery series, will be performed Saturday, July 5 and Sunday, July 6 at Pickering Museum Village. Directed by Fran Stecyk, the play features everything from a bearded lady to a depressed Russian clown as the cast struggles to make sense of a crime in Plenty, Saskatchewan in the Dirty 30s. The script, written by Part- ners in Crime Inc., "is wonder- ful," said Stecyk. "And I just love these characters. As the director, it's going to be such fun seeing them come to life." Ms. Stecyk is no stranger to murder, either. She's been a suspect, a murderer and a vic- tim in the series, and now is be- hind the scenes. None of the actors knew who committed the crime until after they were cast for their roles, at which time they were sworn to secrecy. During the ad lib portions of the produc- tions, the cast mingles with the audience, imparting clues and even joining them at the end of their meal to share secrets. "You never know how this is going to play out," said Stecyk. "Once the audience gets in- volved, anything can happen." Michael Williams wants to con- tinue to farm there but thinks Pickering should be able to deter- mine its land use, not a provincial minister’s zoning order. The opinions are wide and di- verse when it comes to the City’s growth management study. At the centre of it all is project man- ager Ann Joyner, trying to focus on land-use planning, plain and simple. “I don’t know who owns (land there) and I don’t want to know,” said the consultant at an open house Tuesday. Dillon Consulting Limited started looking at environmental constraints in Phase 1 of the study to then suggest five possi- ble options for future develop- ment in north Pickering. Each option was presented in a series of maps at the open house. Residents were asked to fill out booklets, asking which option they preferred and why, with re- sponses being used to evaluate and refine each one. But the public needs to realize planning for the study area, which includes the preserve, Seaton and the Lamoureaux neighbourhood, means making certain trade offs, said Ms. Joyn- er. But Regional Chairman Roger Anderson says, with the potential for two fall elections - one provincial and one municipal - stalling the process now could bring work on the EA to an indef- inite standstill. Durham cannot afford delay on road infrastruc- ture it desperately needs, he says. “If you extend it (the deadline), you are gambling,” the chairman said during a joint regional works and planning committee meeting Wednesday. It was held to review the Region’s position on the Hwy. 407 environmental assessment terms of reference (ToR).
