HomeMy WebLinkAboutNA2003_02_23Talks for pedestrian overpass ongoing BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG ——An enclosed pedestrian bridge over Hwy. 401 linking the GO Train station to Pickering Town Centre may not be too far off in the future. “High level” negotiations have been ongoing between a private company and the City, Picker- ing Town Centre, GO Transit and the Province, said Ward 1 Regional Councillor Maurice Brenner. “I believe the Province sup- ports this and I’m optimistic it can happen.” Unable to release many de- tails at this point, Coun. Bren- ner said Pickering has received a memorandum from a private company willing to spearhead the project in exchange for free “non-obtrusive” advertising on the bridge. Such a deal would mean no impact on taxpayers. A link between the town cen- tre and the GO Train station is vital to the City’s vision for downtown Pickering, argued Coun. Brenner. City officials hope to attract new commercial and corporate neighbours downtown, even re- zoning corners of the Pickering Town Centre’s south parking lot for office space opportunities. But Coun. The penalty jumped from $150 to $300 as of Jan. 1, 2003 under the Ontario Disabilities Act, said Pickering clerk Bruce Taylor. As of Feb. 14, 64 tickets have been issued in the city to viola- tors. “That’s a higher number than usual this time of year,” said Mr. Taylor. “But it’s something we’ve been enforcing vigorously.” The new provincial legisla- tion spells out a number of new requirements for municipali- ties, including hiking fines for errant motorists to a minimum of $300. In fairness, City staff should make sure all disabled spots are well marked for motorists while carrying out the cam- paign, Ward 2 City Councillor Bill McLean said at council Monday night. “But there’s nothing worse than seeing one of those lazy in- dividuals park in (disabled) spots and go into a store,” he said. Stores at the corner of Brock and Hwy. 2, I think we’ll see a further shift,” he said. Ontario Power Genera- tion (OPG) announced this week it is building a new 115,000-square-foot facility in Pickering to house 450 engineers and expert staff being trans- ferred from its corporate office in downtown Toron- to. Coun. Brenner said he lobbied hard to have the building built downtown but OPG has decided to construct at Brock and Clements roads. It was paramount to lo- cate as close to the Picker- ing Nuclear Generating Station as possible from an emergency and securi- ty perspective, said Pat O’Brien, manager of pub- lic affairs for Pickering nu- clear. Pickering’s downtown vision and focus remains the same regardless, said Mayor Wayne Arthurs. He pointed out OPG has brought 325,000 sq. ft. of office space to the city in the last two-and-a-half years alone. And rather than seeing the “large format retail- ers” due to be built at Brock as a threat to the downtown, Mayor Arthurs said he believes the two will complement one an- other. “I think it will create a synergy that will be good for both sites,” he said. While slightly skeptical of the idea at first, a pedestrian bridge over the 401 is “unfolding as a vi- able option”, Mayor Arthurs added. That’s this year’s theme for the more than 30 free programs offered to teens aged 13 to 19 each week at spots across the city. “We’ve run the programs for a number of years but we began to realize we weren’t getting the num- bers we had hoped,” said co-ordinator Lindsey Brenner. So, City staff conducted 15 focus group sessions and surveys of local high schools, churches, skate parks and malls over the past two years to deter- mine how young people feel about Pickering’s recreational services. “Awareness was the number one thing. They didn’t know about the pro- grams,” said Ms. Brenner. After an in-school pro- motional campaign this month, Ms. Brenner said the City is sporting 80 new applicants. It has also re- evaluated its programs, changing some of its times, as well as creating a few new initiatives. For instance, teens re- ported transportation to some of the sites was an issue. To address that, after-school programs will be available on a rotating basis among local high schools about once or twice a month, said Ms. Brenner. Pickering’s culture and recreation division is also looking for eight local teens to help form a youth council to create new pro- grams, as well as design and organize special events like dances or fund- raisers. “One of the things we also found in our focus groups is that young peo- ple want to be involved,” said Ms. Brenner. Anyone interested can pick up an application form at Petticoat Creek Community Centre, 470 Kingston Rd., at the East Shore Community Centre, 910 Liverpool Rd., or print one off the Web site at www.cityofpickering.com. Forms must be dropped off at either location before Fe b. 28. Teens need a free City photo ID card to take part in the programs, which in- clude basketball, hip-hop and break dancing, games room activities, floor hock- ey, a live DJ and girls’ nights. Oshawa Trustee Susan Shetler proposed quarter- ly reports on the centre, which opened two years ago at G.L. Roberts Colle- giate and Vocational Insti- tute. The centre operates in one room of the school, of- fering students easy ac- cess to medical services not available in south Os- hawa and housing the school’s breakfast pro- gram. On Monday’s Durham District School Board agenda, a report from Os- hawa superintendent Chris Ward states the school is seeking to ex- pand the centre’s services through a partnership with Lakeridge Health to offer mental health pro- grams. Nine months ago, atten- dees at a board meeting described the centre as a “sex clinic,” claiming birth control pills and condoms were being dispensed to students without parents’ knowledge. Oshawa resident Carol Switzer asked the board to close and investigate the centre. Trustee Shetler on Mon- day suggested the unique- ness of the centre, the only such facility in a Durham public school, warrants close attention. “We need to understand that this is a prototype, this is a model,” she said. “It isn’t a simple question at all.” Oshawa Trustee Kath- leen Hopper questioned if the motion’s intent was “to bring up birth control or to monitor the clinic”. She didn’t favour reports. “To bring in a system where there’s a quarterly report, whether there’s something to report or not, I don’t think that’s reasonable,” said Trustee Hopper. Pickering Trustee Paul Crawford was for reports, saying, “it’s a unique situ- ation we should be keep- ing our eye on.” He en- couraged staff to include “anything seen as nega- tive” remarks from the public. “I’m not looking for neg- ativity, but I’m looking for them to be put in a report and a response to it.” Pickering Trustee Jen- nifer Bridge said the only question for trustees was whether or not they want- ed to provide space for the centre. “I think we do, people in the area need it...” she said. “I don’t know why we’re going on about birth control and bringing per- sonal issues to the table.” Trustee Shetler accept- ed Scugog Trustee Martin Demmers’ friendly amendment for biannual reports. Ask a 13 year old why they are rushing to finish a project, and the answer may be that they were on the phone with a friend or that hockey took up several evenings that week. Students interests and obligations increase as they get older making time management a critical factor for success. By taking responsibility for their learning and managing time, students can balance both personal and academic activities. The fundamental tool is a comprehensive agenda. The keys to an effective agenda involve the following: 1.) Record recurring tasks and due dates (i.e. every Thursday at 8.30 p.m. band practices. Journal every Friday). 2.) Be detailed when logging homework to include the subject and the requirements, (i.e. Math questions 3 to 8, page 29) and do it as soon as the work is assigned to reduce time wasting later on. 3.) Prioritize daily and weekly assignments, by dividing large tasks into smaller more manageable segments. 4.) Plan for long-term projects by setting interim goals to prevent “cramming” and leave 3-5 days prior to the due date for editing. 5.) Allot 20% more time than expected for projects, to allow for unforseen events such as an unavailable resource at the library. 6.) Schedule time for personal activities. 7.) Schedule a designated homework time. 8.) Use a pencil, so changes can be made easily. 9.) Use a coloured pen for special events or activities. 10.) Highlight completed tasks. Learning Bound Inc. An investiga- tion by the Durham Regional Police Sexual Assault Unit concluded she made up the story. The woman told police she was sexually assaulted in a parked car on Chapman Court after being con- fronted by two men in the nearby park around midnight last Sunday. The woman, was released with a court date of March 20. BByy JJaaccqquuiiee MMccIInnnneess Staff Writer DDUURRHHAAMM ––––Local politi- cians are trying to stop a bug that has been destroy- ing ash trees in southwest- ern Ontario from eating into Durham taxpayers’ pocketbooks. The spread of the emer- ald ash borer, a beetle that began killing ash trees in Michigan last spring and spread into the Windsor area by summer, could devastate municipal boule- vards and parks, says Whitby Councillor Gerry Emm. “We have a lot of ash trees in Ontario. It’s one of the more popular trees. Since the elm went (to Dutch elm disease) and there are concerns about maple, a lot of municipali- ties planted ash. They’re a good boulevard tree and have been planted in parks too,” he says. Coun. Emm says if the bug is allowed to spread as far as Durham, the cost to taxpayers will be “major.” In some areas of Whitby, like the West Lynde area, ash trees have been grow- ing for as many as 30 years. The Windsor area has al- ready “been hit with mil- lions and millions in costs” related to the disease, says Pickering Councillor Mark Holland, whose father Robert is involved with the Save the Ash Tree Coali- tion, an organization work- ing to get an effective quar- antine in place to ensure the disease does not spread across the province. In Pickering alone, there are more than 4,000 municipal ash trees, he says. Recently Durham Region council adopted a Pickering council motion asking for the Canadian Food Inspection Agency to increase the quarantine area to outside the area af- fected by the bug to ensure a buffer zone is created. The quarantine would in- clude prohibition on the movement of wood from the area. Coun. Holland says it is important for the agency to be proactive in setting the quarantine area to be- yond the trees already known to be infected be- cause in the first year of in- festation there may be no evidence trees have been infected. So far about 90 municipalities have en- dorsed the motion which also calls for the federal government to allocate “sufficient manpower and funds” to monitor and en- force the quarantine. Last week, the Pickering councillor says, the federal government did make some unofficial moves to- ward meeting the munici- palities’ request. But the issue goes beyond this bee- tle, says Coun. Holland. P PAGE 6 NEWS ADVERTISER, SUNDAY EDITION, February 23, 2003 www.durhamregion.com Restore the budgeting balance Rather than spend, spend, spend, feds must find better mix Finance Minister John Manley listened to just about every group that cried out for a handout in delivering his first, and Prime Minister Jean Chretien's last, federal budget Tuesday. Provinces that had just signed a health-care deal with the feds saw billions roll their way, only it wasn't as much as com- missioner Roy Romanow had recommended in his report on health care released last year. And, predictably, premiers and health ministers across the country said it just wasn't enough. Those who've justifiably complained the feds have paid little attention to the plight of poor children since an all-party reso- lution to eliminate child poverty passed in Parliament in 1989, saw $3.1 billion injected into a child benefit program over five years. It will surely help, but, as with health-care spending, it is not enough to solve the problem. A national day-care program, long promised by the Liberals, finally gets $935 million over five years, a 'baby step' according to the experts. And so it goes all down the budget line. The military, vastly underfunded for decades, gets an immediate $800 million shot in the arm, plus $325 million more for Middle East and Afghanistan deployments. Good, but not the billions per year a Senate committee recommended just a few months ago. The Kyoto Protocol receives $2 billion over five years. Cities were perhaps the most neglected. There is $1 billion for small-scale projects and another $2 billion for large projects in cities across the country spread over 10 years. The amounts promised would barely make a dent in the needs of Toronto and the GTA if the $3 billion was going there alone. But it has to be shared nationwide. So, it's a budget that helps a little but doesn't address any one need enough. As far as tax cuts go, well, what was promised in the 2000 budget still holds but nothing new has been added. That budget, you'll recall, pledged we would collectively receive $100 billion in tax cuts over five years. Other than a few new tax cuts to businesses, a $10 cut in air security tax, as well as a rise in RRSP contribution limits from the current $13,500 per year maximum to $18,000, there was nothing to get excited about. Still, Mr. Manley and the next prime minister (hello, Paul Mar tin) would do well to remember tax cuts encourage spend- ing which generates economic growth which, in turn, returns more tax revenue to Ottawa. The decision by Mr. Manley to boost spending 11 per cent or $14.3 billion in one year is a luxu- ry we may end up paying for if economic growth, forecast at 3.2 per cent this year and 3.5 per cent next year, doesn't hold. Mr. Manley is advised to be more cautious next time out and look to a budget that combines debt reduction, spending and enhanced tax relief rather than spend, spend, spend. We need a proper balance to build the Canada we want. Hospital staff should try and live this reality TToo tthhee eeddiittoorr:: I am writing this letter in response to the recent illegal walkout by the hospi- tal staff. They are upset about the cost of liv- ing and the fact their wages do not re- f lect the cost of living. I would like to see just one of them live for one month on the salary someone on Ontario Dis- ability gets and also have that person's bank account for one month. I feel if it wasn't for all the people making over $18 per hour the cost of liv- ing would not be skyrocketing. I also feel it would not be so hard for someone like myself who is on the Ontario Dis- ability Support Program to survive each month. I would like to see these people try and live on only $930 per month. I would also like to see them live on a bank account that is around $2 each month. The people who walked out illegally can afford houses, cars and the most expensive things in life. People who are on disability can barely afford groceries after their rent and bills are paid. We definitely cannot afford a car and we are not allowed to own property. In conclusion, before you people cry about unfair wages, try living on dis- ability for one month and I challenge anyone to try this. If you still think that you can whine and cry about it, try liv- ing on social services at only $525 per month. Budget making up for lost time Hands up if you got a hand- out from the Liberals. If your arms are still down following Tuesday's budget, then you must be doing something ter- ribly wrong. It seems everyone got a piece of the pie that John Manley was dishing out on behalf of Jean Chretien. The budget buddies were at- tempting to lay the groundwork for Mr. Chretien's legacy. Well, they certainly laid out something for just about every- one. Will it change the perception of Mr. Chretien? No. One budget full of overspending won't make up for 10 years of disappointing returns. We 're happy the Liberals have seen the light and realized that Canadians see public health care as our number one priority. Funny, but there aren't too many people who moved it off the top of their list to begin with. Walk into a coffee shop, stand in line at a grocery store and you're bound to hear someone talking about health care. They want to know if they get sick, they're going to get the attention they deserve. This is Canada and we have al- ways had great health care. The system has taken its lumps in the last few years, but it wasn't from the average person using the ser- vices. People are frustrated our health-care system was ignored. And now the budget buddies think all will be forgiven after tossing almost $35 billion into the coffers. Thanks for the help, we can only hope it will be enough to get the system back up to speed. Detractors say the new funding doesn't go far enough to curb the movement of health-care privati- zation. If they're right then the budget buddies have failed us again. One positive thing to emerge, however, was that they were right with their plan to provide for com- passionate leaves, for people to tend for gravely ill children, par- ent or spouses. This program will allow family members, if they wish, to spend the final weeks of a loved one's life at their side. It's a little thing, but it will mean a lot to someone whose loved one is dying. This program is not about money, it's about time. Other positives to be found, al- though they come a little late, in- clude plans to speed up the drug approval process, begin develop- ing a national immunization pro- g ram, spend money to combat youth obesity and give hospitals more of a tax break on GST. The club hosted two bonspiels, all in keeping with the Valentine’s Day theme and all culminated in a lot of fun and prizes. Thirty-two teams competed Sat- urday in the Sunday League’s annu- al St. Valentine’s Day Jitney, with the event using a points’ format to determine the winners. In the end, four teams tied for first place. The teams of Jeff Nastich and John Gardner, however, were the first teams to the prize table. The Friday Night Mixed league also hosted its annual fun bonspiel with 32 teams playing six ends. ❑ ❑ ❑ Three Annandale teams travelled to Port Perry on the weekend for the Best Western Intermediate Zones. Sandra Thain and Susannah Moy- lan skipped their teams in the nine- team women’s playdown. They faced each other in the ‘A’ semifinal, with Thain winning, which put Thain into the ‘A’ final. The ‘A’ final was later won by a Port Perry rink, with Thain dropping to the ‘B’ final, which she captured Wednes- day night. Meanwhile, Gord Norton compet- ed in the 12-team men’s playdown, but was sidelined after the first two games. The double-knockout events were tough scheduling for the four-sheet club, and the ‘B’-side finals are Wednesday night. Two teams in each event advance to the regionals March 8 and 9 at Oshawa Golf. The Panthers blanked the Ajacians 3-0 in the pivotal game. Brandon Kirkup earned the shutout. Forward Ryan O’Reilly scored the game-winning goal midway through the opening period. Mitchell Sora and Mitchell Conroy added insurance markers. Corey Well added two assists, Blake Sanderson one. Robert Bianchi, cousins Christian and Christopher Bentley and Joshua Leon provided solid defence. The Panthers move on to meet the Belleville Bulls in the second round. The Bank of canada in their wisdom, has decided to raise the prime lending rate to curb inflation. (99.9% probability on rate increase). I would love for someone to explain how this will have any possible effect other than to drain further what little is left in our pockets now.
