Waiting for the dough Rouge Valley hospital officials want details of health-care deal BByy LLeesslleeyy BBoovviiee Staff Writer AAJJAAXX ——Local hospital officials are pleased a new health care deal has been reached in Cana- da, but they want to know when they’ll start to see some relief. Hume Martin, president and chief executive officer of the Rouge Valley Health System, said he was meeting with inves- tigators from the Ontario Min- istry of Health and Long Term Care to discuss operating deficits this year at the Scarbor- ough and Ajax hospital sites just as the federal government was announcing the deal Wednesday. “But most of the funding is being directed at other areas of health care rather than hospital funding,” said Mr. Martin. Ottawa plans to spend $12 bil- lion more over five years in health transfers to the provinces, plus invest in a $16- billion, five-year reform fund for home care, primary health care and a new catastrophic drug plan. The federal government is ex- pected to start by injecting $2.5 billion in immediate help by this fiscal year ending March 31. Hospitals need help sooner rather than later, said Mr. Mar- tin. He pointed to a commitment from the ministry last November for an additional $300 million to address hospitals that find themselves in a deficit situation this year. But that won’t be enough funding, he said, as col- lectively, hospitals are facing al- most a $400-million shortfall. “That money won’t start to flow till March, we think,” Mr. Mar tin said. “And we’re not sure how much money we’ll receive, if any.” Rouge Valley is carrying over a $16-million deficit from last year and expects an $18-million over- run this year. It has entered into a financial and services agree- ment with the ministry to find savings by reducing overhead administration and operational expenses, finding clinical effi- ciencies and eliminating jobs. “We’re hoping by taking some strong action ourselves, it may help,” said Mr. Martin. Rouge Valley retained outside consultants, the Hay Group, to find potential savings at its sites. Its report identified $12 million in operating efficiencies. The hospital is a little more than halfway toward that goal, having found $7 million, said Mr. Mar- tin. The reduction in staff is under way, with Rouge Valley, which delivered eight clinical programs across its two sites, consolidat- ing them down to five by com- bining women and children ser- vices, medicine and emergency services and surgical and car- diac services. That resulted in the loss of 15 management positions, said Mr. Martin, adding the hospital hopes to minimize other job losses through redeployment, retraining and early retirements. ✦See PICKERING page 5 Finance committee proposes $10-million gift BByy JJaaccqquuiiee MMccIInnnneess Staff Writer DDUURRHHAAMM ––––Some politicians are proposing to take $10 million out of a reg ional fund set up to guard against rainy days in order to bring some sunshine to local municipali- ties. “There is enough set aside in re- serves. The rate stabilization fund was set up to smooth ebbs and flows” in the tax rate, said Oshawa Councillor John Gray at a regional finance meeting Wednesday. Coun. Gray suggested the fund’s original purpose has been lost since it was set up in the mid-1990s. “What’s hap- pened over the years is it has grown exponentially to $40 million with an- other $4 million going in this year,” said Coun. Gray, who added later the fund has been used for “back- door capital projects” instead of its intended purpose. But Jim Clapp, the Region’s com- missioner of finance, says the coun- cillor’s math isn’t quite correct. He says the account has $40 million cur- rently plus $4 million surplus from 2002 for a total of $44 million. How- ever, he says, much of that money is already earmarked: • $20 million for homes for the aged; • $10 million proposed as down- payment on the new regional head- quarters if it is approved; • $3 million worked into the 2003 budget to offset the tax rate; • the proposed $10 million gift to municipalities. That would drain the account to $1 million, Mr. Clapp says. The Region’s Chief Administrative Officer, Garry Cubitt, said maintain- ing the fund is essential if the On- tario Works caseload rises again in the event of a recession. The number of cases has dropped substantially throughout the GTA in recent years but if they were to increase to levels of the mid-1990s, Durham’s share of GTA-pooled funds could rise sharply and the money in the fund would be needed, the CAO said. Mr. Cubitt added other regions have “tens of millions” set aside for these types of contingency purposes and Durham is not in a position to give its re- serves to the municipalities for their projects. Pickering Councillor Mark Hol- land says he believes the average $4 million to $5 million surplus the Re- gion has been seeing annually in re- cent years should amply cover any unexpected social service costs. As well, he adds, the Region has thou- sands of dollars more in reserve ac- counts for other specific purposes that could be drawn on if there’s a serious funding shortfall. Although the Region has $350 mil- lion in reserve funds, a large portion of those are water and sewer re- serves or development charge re- serves and $220 million of those are already committed, says Mr. Clapp. Those reserves could not be used for social service needs. Coun. Holland added an amend- ment to Coun. Gray’s motion that suggests the funding be used for re- g ional projects, within each area municipality, that have not been al- located funding at the regional level. Later, he said in Pickering, there is an urgent need to widen Brock Road and to address pedestrian safety on Kingston Road. “I am desperate to have those projects done,” said Coun. Holland, noting each munici- pal government is in a good position to determine which regional projects are a high priority for them. Meanwhile, the Pickering council- lor has spearheaded a request from the Rouge Valley Pickering and Ajax hospital for a $3.5 million contribu- tion from the Region. The University of Ontario Institute of Technology has also asked for $10 million from the Region. If the hospital and uni- versity requests are approved, the rate stabilization fund may have been one avenue of funding those projects without a tax increase. Durham offers a little give-and-take BByy SStteepphheenn SShhaaww Staff Writer DDUURRHHAAMM ––––Two days before her Mother’s Day death, He- moutie (Geeta) Raghunauth spoke happily of her pregnancy and said she wished for a baby girl, a jury heard. “She was hoping for a girl. She was happy,” Seema Somnath testified Friday, recalling the conversation with her sister-in- law in the lunchroom at Allied International Credit, where both worked. Mrs. Raghunauth, 28, died in her Pickering home of cyanide poisoning two days later on May 14 , 2000. She was 10 to 12 weeks pregnant with her second child. Ganesh Raghunauth, 31, is on trial for first-degree murder in his wife’s death. Mrs. Somnath, who is married to Mrs. Raghunauth’s brother, said she was “like a sister” to her. “Did Geeta ever talk to you about suicide or hurting her- self?” prosecutor Frank Gior- dano asked. “No,” she answered. During their lunch conversa- tion two days before Mrs. Raghunauth died, Mrs. Som- nath said, they discussed their plans for Mother’s Day. Mrs. Raghunauth was going to have a family portrait taken with her husband and their son on Mother’s Day, and later visit her father in the hospital, the wit- ness said. Instead, she was found dead on the bathroom floor in her Beaton Way residence Moth- er’s Day afternoon. Ms. Somnath testified she spoke to Mrs. Raghunauth on the phone at about 10 a.m. that day, and nothing seemed wrong. “She was happy,” Ms. Som- nath told the jury. Doubt was cast on Ms. Som- nath’s conversation with Mrs. Raghunauth during cross-exam- ination by defence counsel Donna Kellway. Ms. Kellway confronted the witness with conflicting prior testimony, given during a pre- liminary hearing in 2001. At that time, Ms. Somnath said she had not talked to Mrs. Raghunauth on Mother’s Day. “I’m going to suggest to you, ma’am, that you never spoke to Geeta on Mother’s Day,” Ms. Kellway said. Ms. Somnath insisted she did talk to her sister-in-law that morning and was “nervous” when she testified earlier. In other evidence, Mrs. Som- nath said Mrs. Raghunauth was often sick with unusual symp- toms, such as drowsiness, in the months before she died. “She was sick about four or five times. PPIICCKKEERRIINNGG ——Safety is the top priority at the Picker- ing Nuclear Generating Station and it shouldn’t be compromised by “inappro- priate behaviours”. That’s the message workers on the laid-up ‘A’ side nuclear reactors have received following meetings between managers and staff, Ontario Power Gen- eration spokesman John Earl said Friday. The message came fol- lowing claims some work wasn’t being done properly or was being compromised in the rush to have the first reactor back in service and producing electricity by this summer. “The schedule should never compromise the safe- ty,” Mr. Earl said in an in- terview. “That’s not what we’re trying to say to staff.” The first reactor on the ‘A’ side, Unit 4, was origi- nally scheduled to be pro- ducing power at least a year ago. But delays and cost overruns have pushed the project back. When the return to ser- vice was first announced in 1998, the cost was pegged at $800 million. However, its budget is now about $2.5 billion. “We want it back to be safe and reliable. We’re say- ing to staff safety is the pri- ority. The schedule isn’t a priority,” Mr. Earl stated, adding during meetings staff were told “don’t feel there’s a need to do any- thing to schedule. Don’t compromise safe, best work.” During the employee meeting, the message was “scheduling pressures are producing inappropriate behaviours”. There are “30,000 work packages”, related to the restart, Mr. Earl said, which the Canadian Nu- clear Safety Commission (CNSC) must approve. The work is “done through our regulator. The CNSC is aware of the issue. They attended the (staff meeting). The project is a massive project. There are all kinds of safety measures in place.” Early summer is still the target for getting the first unit back online, he stated. Improvements should provide better access for persons with disabilities as set out by the Ontari- ans with Disabilities Act, and platforms at Union Station should be widened as well. “They are too narrow now, and will become more crowded once the number of passengers doubles as GO Transit predicts will occur within the next decade,” read the motion. It's all machismo, testosterone, brute force and sweat. Most of all, by its very na- ture, its history has been almost ex- clusively dominated by males. But, don't tell that to a Pickering boxer who's been fighting, and win- ning, at the national level for the past three years. Amanda Beaulieu is a boxer, a darned good one at that. And, as you've probably figured out, a fe- male. The 18-year-old's pugilistic tal- ents have paved the way for two na- tional titles at the intermediate level in the previous two years. Ear- lier this month, she made the move up into the senior category at the nationals in Montreal. Not missing a beat, she entered the 66-kilogram welterweight division and earned a bye into the final against British Columbia boxer Shannah Hook. Wanting to take out her western opponent as quickly as possible, Beaulieu went to work from the opening bell, landing numerous point-producing punches and earning a standing eight count in the first round. By the second of the three-round bout, it was all over. The point spread had reached 15 , which meant the fight was stopped, and the match awarded to Beaulieu. The step into the senior ranks and the work that accompanied it for Beaulieu seems well worth the trouble now. She recalls working three jobs, while also training at the Liverpool Boxing Club in west Pickering under the auspices of boxing coach Preston Roberts in preparation for nationals. That was just the beginning. As part of that training, she entered the ring against older and more ex- perienced opponents last summer, including Jen Smith, of Sarnia, a world champion who's one of Cana- da's best boxers. Although she failed to win any of her four bouts in the summer, not to mention being tired and ex- hausted from the her activities both inside and outside the ring, Beaulieu believes the work and dedication prepared her well for her time at the Canadian champi- onships. After six years and more than 25 bouts and countless hours of train- ing, Beaulieu has made it to the pinnacle of ring success, the na- tional team. As such, she'll accom- pany the club of both male and fe- male boxers to competitions throughout the world in the months to come. It didn't come easily, though. In fact, in her early days in the sport with a club in Oshawa, she was dis- couraged after winning only one of five bouts. She took a year off, but later resumed the sport in Picker- ing at the Liverpool club. She's glad, however, she came back and stuck with it. Thankfully, the proposition might get some sober second thought at regional council Wednesday. The whole idea came as a bolt out of the blue to Region chief administrative officer Garry Cubitt and Region com- missioner of finance Jim Clapp, who expressed shock. Mr. Cubitt said the money would be needed in the event of a recession when the Region's share of payments for On- tario Works caseloads inevitably rises. Mr. Clapp said if councillors vote to take the $10 million out of the fund, re- serves will drop to $1 million. Both scenarios are worrisome for taxpayers. Oshawa Councillor John Gray, who chairs the Region fi- nance committee, pushed forward the $10-million motion and was backed by fellow committee member and Pickering Councillor Mark Holland. The pair make the case the $10 million won't be missed at the Region but will be a boon to each municipality, which would receive a proportionate share of the cash. But what the councillors are missing is the need to main- tain reserves for any number of projects and concerns that arise. It really is similar to a pay-me-now or pay-me-later proposition. As Mr. Cubitt pointed out, other regions have "tens of millions" set aside in rate-stabilization funds for the inevitable rainy day. The more the Region sets aside, the better prepared it is to contribute to such projects as re- quests for funding from the new university or pleas for cash from hospitals desperate to make improvements to serve the people of Durham. Draining away the reserves for municipal use, while it may work well for short-term gain, could lead to long-term pain. Do we want to be desperately in need of funds, and face large regional tax increases, should we come up short in our reserves? Do we want a bare cupboard when well-intentioned groups come forward in need of cash they may not be able to get anywhere else but at the Region? The decision to clean out our rate-stabilization reserves doesn't augur well for our future needs. All regional councillors will have a chance to consider this $10-million recommendation at an upcoming council meet- ing. They should keep the money in the rate-stabilization fund where it belongs. Lawful owners of guns the wrong focus of our judicial system TToo tthhee eeddiittoorr:: It is unfortunate the judicial system, rather than enforcing the laws already in place, tends to let technicalities and just plain liberalism allow violators to escape punishment. A vocal minority blames lawful own- ers of weapons and manufacturers of these weapons for the violations by the criminal individuals in our society. Nowhere do I see these same liberals blaming the manufacturers and owners of automobiles, knives, baseball bats (smokers), etc., for the injuries and deaths dealt by these weapons. Yet, there are more injuries and deaths caused by the illegal use of these items. It is time the silent majority in our so- ciety raises its voices to say enough is enough! In 1933 in Germany, Adolf Hitler required the registration of all guns and then proceeded to confiscate them all but his fellow travellers. Do we want this to happen here? It's time we stood up and let the legis- lators know how we feel. The 200 full- and part-time Durham EMS paramedics take their “mobile emergency room” to thousands of calls across the region annually, rendering urgent medical treat- ment to the sick and suffering. Regardless of the situation - heart attack, crime scene or acci- dent - paramedics typically enter a scene of turmoil when they reach a call. “Generally, patients are terri- fied. It’s frightening. They are likely experiencing the worst event of their life. We try to bring calm and reassurance to the moment,” says Advance Care Paramedic Jodi Dockman. “It’s the paramedic’s job to bring order to chaos,” colleague Ron Sistermans adds. With nine stations scattered throughout the region, a fleet of 41 ambulances and other EMS vehi- cles and a temporary headquar- ters in a commercial plaza in Ajax, one of the region’s most vital ser- vices will be moving to a new home in Whitby, with construction of a new headquarters in Whitby scheduled to begin this year. With an average of 52,000 calls each year - a rate that has increased 12 per cent annually - average EMS re- sponse time is 8.5 minutes from dispatch. Depending on the call and training - there are two levels of paramedic, primary and ad- vanced care - paramedics perform a split-second assessment of a pa- tient’s condition and can provide a range of life-saving medical treat- ment. Durham EMS boosts its service this month with the addition of four Ford Expedition ‘Rapid Re- sponse’ vehicles to its fleet, which will patrol “hot zones” in the re- gion with the intent of reducing re- sponse time to emergencies. An employee at Rogers Video, 1550 Kingston Rd., was opening the store for business Monday, Dec. 23 at around 8:30 a.m., when a man armed with a gun ap- proached her, said police. He grabbed the woman’s arm and de- manded she open the door and give him money. She began struggling with the suspect when a bystander noticed the commotion. The suspect fled when the bystander approached the victim. He was last seen running west toward Valley Farm Road to a possible waiting vehicle, described as a two-tone green/beige sports utility vehicle, police report. The suspect is described as dark- skinned, in his 20s, 5-foot-6, weighing 170 pounds, with a stocky build. He is described as wearing a green/beige winter jacket with a hood pulled over his head. The difference was amazing! Her essay contained no spelling or grammatical mistakes, was well organized with its ideas were clearly presented. Her son’s project wandered. It suffered from spelling, grammatical , and organizational mistakes. It was interwoven with passages which obviously he had copied from a text book. Thirty years had passed since his mother had been in Grade eight. What has happened? The answer can be found not only in whole-language reading programs which do not teach grammar or structure, but also with programs that encourage creative spelling and free form writing without editing or correcting mistakes. These disastrous mistakes have produced students who do not know the difference between a noun and a verb who cannot write or think clearly. Those of us over 40 years of age remember “English Grammar” classes with varying degrees of satisfaction or fear and loathing; however, not only did we learn the parts of speech, but during those classes we also learned to write and think, Our thoughts had to be expressed clearly. It was unacceptable merely to fill a page with writing and hand it in. Our teachers demanded excellence! We had to try our hardest. The result of those old programs was that we learned to express ourselves in writing. This clarified our thinking and improved our comprehension. This taught us to think, to integrate, to understand and to explain. WAIT! If that is true, then what about the claims made by the “progressive educators” of the day? They said that those “old style classes” were dull, mindless repetitions of memorized material that was completely divorced from the “new reality” of the child’s life. Starting about 40 years ago, “progressive educators” claimed that those classes were reductionistic and did not teach the “whole child.” They drummed structured classes right out of the school curriculum. I don’t want you to think that I completely endorse those old grammar classes. In fact, I think that they were not an overly effective method of teaching writing skills. Teaching writing should be an integral part every subject not simply reserved for a “grammar class”. Students should spend time writing in history, geography and science classes. Even math class in an opportunity of students to write! When a student can explain in writing what the math teacher is trying to teach, you can be sure that the students understands the principle. Writing is more important than memorizing formulas or equations! When a student is capable of clearly explaining a concept in writing, that student has demonstrated that he/she will not have to memorize it. For example, in history class, if we crammed less “stuff” into our students heads, such as dates, times, and names and asked them instead to understand integrate and explain the process (the reasons for the sequence of events, the probabilities of other Why Can’t Kids Write Anymore? An arrest warrant was issued for Heinz Harro Raedisch, 63, after Durham Regional Police filed the charges yesterday in provincial court in Oshawa. Mr. Raedisch is accused of mo- lesting three children, two boys and a girl, who were between the ages of four and 17 when allegedly abused. The force’s Sexual Assault Unit began its investigation Jan. 3 after one of the victims came forward, said Sergeant Paul Malik. The sex- assaults allegedly took place in Durham Region over 13 years be- tween 1969 and 1982. Police did not disclose the ac- cused’s relationship with the vic- tims, and said they were separate- ly assaulted. The man previously lived in Whitby and Pickering and investi- gators believe there may have been other victims over the years, said Sgt. Malik. “He was known to frequent places where there would be chil- dren,” said Sgt. Malik, such as a now-closed go-kart racetrack in north Whitby. Mr. Raedisch, who currently lives in Fort Myers Beach, faces six charges: three counts of gross inde- cency, two counts of indecent as- sault on a male and one of indecent assault on a female. The investigation continues, Sgt. Malik said, and police are taking steps to bring him back to Canada. Amanda Beaulieu, 18, cap- tured the 66-kilogram female welterweight crown at the 2003 Canadian National Senior Box- ing Championships by defeating Shannah Hook of British Colum- bia in the final. The member of the Liverpool Boxing Club in Pickering won the bout after opening up a 15-point lead in the second of the sched- uled three-round amateur fight. The referees thus stopped the match, giving the decision to the Pickering boxer. In the first round, Hook took a standing eight count. Beaulieu said her strategy was to get busy in the early going, ag- gressively taking the match to her opponent. “Going into the championship bout, I was bound and deter- mined that I didn’t want it to go two rounds, so I was out for blood, so to speak,” she said. Beaulieu received a bye into the championship round. Preston Roberts, head coach at the Liverpool club, was im- pressed with his star pupil’s ef- fort. “I thought she did excellent. She had trained really hard,” he said. Beaulieu wasn’t the only club member at the Canadians. Tara Willoughby, of Pickering, lost by a 15-point spread to Nathalie La- combe of Quebec in the semifi- nals of the senior female 48-kilo- gram featherweight class. La- combe went on to capture the championship. A summer of intense training as well as being tested in a series of tough matches helped her pre- pare, said Beaulieu. She had four bouts, losing each one, including a match against Jen Smith of Sarnia, who’s one of Canada’s top female boxers. “Preston put me in a lot of dif- ficult matches to get me ready for the nationals. I was physical- ly and mentally exhausted in the summer but he insisted I do it for the experience,” she said. As champ, Beaulieu is now a member of the national team and will travel with the Canadian club to international competi- tions this year. She doesn’t, how- ever, know when she’ll get her first chance to box on the world stage. “I’m so determined to succeed because of how far I’ve come,” said Beaulieu, who has been in boxing for the past six years and has stepped into the ring 25 times. ••• Roberts is high on another one in his stable of boxers. Marlon Barrington, a 6-foot-2, 172-pound middleweight, heads to Sarnia Feb. 20 for the 2003 Canadian Na- tional Junior Boxing Champi- onships. The 15-year-old has had nine bouts so far in his young career, and will have one more today (Sunday) in Peterborough. Athletes with Durham West Special Sports — which encom- passes the Ajax Rising Stars fig- ure skating club, the Durham West Gliders Speedskating Club and the Durham West Ski Pack Nordic ski club — earned 30 medals, including six gold. The games attracted a number of athletes from across the province. Debbie May, president and founder of the Rising Stars, noted it was an exciting competi- tion for everyone involved with the club. “They did incredibly well at provincials. Each and every one of them had the skate of their lives,” said May. Eleven Rising Stars skaters qualified for the games, with nine returning with medals. Ashley May, of Ajax, led the way with three, including gold in level 2 solo dance and level 2 pairs, with partner Mathieu Servant. She also skated to silver in level 3 free skate. Servant, of Pickering, also won gold in the level 3 free skate. Erin Rynberk, of Ajax, glided to gold in the level 5 free skate, Annie Strain, of Toronto, earned silver in the level 1 solo dance and was the bronze medallist in the level 2 free skate, and Whit- by’s Catherine Partlow was the silver medallist in the level 2 free skate.
