HomeMy WebLinkAboutNA2003_01_03Looking to Pickering for energy boost Electricity operator says reactor restarts will keep lights on BY KEITH GILLIGAN Staff Writer PICKERING —The return of one reactor at the Pickering Nuclear Generating Station would ensure the lights stay on and air condition- ers keep humming this summer. In its latest 18-month outlook, the Independent Electricity Market Operator (IMO) stated reactors at Pickering and the Bruce nuclear sta- tion are needed to ensure there’s an adequate supply of electricity for Ontario. “The return to service of one unit at the Pickering ‘A’ station and two units at the Bruce ‘A’ station would provide satisfactory reserve mar- gins for next summer,” said Dave Goulding, president and chief exec- utive officer of IMO. “If those units are not returned to service for next summer as forecast, supply will once again be stretched thin.” The three units would supply more than 2,000 megawatts of elec- tricity, with the Pickering reactor supplying 500, and all three are scheduled to be back online in the first six months of 2003. “We’re still holding to the sched- ule that Unit 4 will be online by the end of the second quarter, or June,” said Ontario Power Generation spokesman John Earl. “The IMO is saying they know Tw o sides reach deal on temporary home BY LESLEY BOVIE Staff Writer PICKERING —Game, set and match. The Pickering Markets and First Professional Shopping Cen- tres have reached a deal that will see vendors setting up shop for six months in a tennis dome in the parking lot of the Metro East Tr ade Centre. Vendors have committed to filling 265 booths in the 60,000- square-foot heated dome, which will offer refuge to the markets until Aug. 1. “I think it’s wonderful,” said Arley Karpman, a lawyer repre- senting a majority of the vendors. “First Pro has gone beyond what is expected of them.” Mr. Karpman couldn’t say how many of the 350 vendors had signed on to the agreement but only that some had chosen to take multiple booths at the temporary structure. BY LESLEY BOVIE Staff Writer AJAX — Little Faith Olivia Lloyd got tired waiting for the stork to deliver. Tw o days into 2003 and still no New Year’s baby, the six- pound, 11-ouncer arrived a month early to be the first baby born at Rouge Valley Ajax and Pickering hospital, much to the surprise of parents Leslie Dick- ie and Don Lloyd. “I just packed my bag this morning,” said Ms. Dickie later that afternoon. She remembers experienc- ing about three hours of early morning contractions before alerting her husband at around 8 a.m. of the need to get to the hospital soon. They arrived at around 9 a.m. and only 35 minutes later Faith, their second child, was born. After a brief stint in an incu- bator, the newborn was doing well enough to bunk with mom and pose for an obligatory photo as the hospital’s first ar- rival of the year. Durham Region’s first baby was Iszak Joseph Charles Charbonneau, born to Marc Charbonneau and Julie Sigouin, of Oshawa, at 1:54 a.m., after 27 hours of labour at Lakeridge Health Oshawa. “That’s the exciting thing about obstetrics. Babies may be due, but they usually end up coming when they want to,” added Sandra Haslam, a regis- tered nurse with Rouge Val- ley’s maternal and newborn services. That no babies were born in the early hours of 2003, or Jan. 1 for that matter, seems odd for a hospital that churns out about 1,600 births annually. Not to Ms. Haslam, howev- er. “When I first started 35 years ago, I remember going a week without a New Year’s baby,” she said. “We had 400 deliveries a year back then. Sometimes we have 12 babies delivered in a day, sometimes we have none.” Judith and Ross Dickie weren’t expecting to be driving in from Etobicoke to be with their daughter yesterday, but they were delighted by the fuss staff made over their eighth grandchild. “Her nurse was so excited,” Mrs. Dickie said. “The hospital even gave them a gift for hav- ing the New Year’s baby — a photo album and some baby rattles.” Big sister, Sommer, four, was also excited by her new sibling. Mr. Lloyd said her de- livery was also quick, only a few hours at the hospital. “This just happened to be my only day off,” said the nat- ural gas contractor. Ms. Dickie, a Grade 3 teacher in Scarborough, started her one-year maternity leave during the Christmas break. She’ll go home after a two- day stay at the hospital. I think a new headquarters would save taxpayers a lot of money just in the direct cost of travelling back and forth to meetings. It would be a lot more efficient than operating out of nine locations.” While those wishes remain just that at the moment, Mr. Olive said 2003 has some ex- citing prospects for Durham. One, he said, is Canada’s bid to host the International Thermonuclear Experimental Reactor (ITER) project in Clar- ington. A decision on the site, which three other countries are also bidding to host, is expect- ed in the first half of the year. The commissioner expects the project would create more jobs and many “spinoff tech- nology” and research opportu- nities for Durham. With the opening of the University of Ontario Institute of Technology (UOIT) in the fall, Durham will become known as a place to do cutting- edge research, he said. “ITER and UOIT will go hand in hand,” said Mr. Olive, adding the university will be the spot to learn about fusion technology and ITER will be A.J. Encouraged by redevelopment plans for the Regent Theatre in down- town Oshawa, Mr. Olive added the university will help fuel the redevel- opment of the city’s central core. Pro- jects like UOIT and ITER also serve to bring people into Durham, which creates the need for more housing and attracts employers, he pointed out. “We’re seeing that now with two commercial plazas being built in Durham, one in Brooklin and the other on Taunton Road (in Oshawa), near all that new housing,” Mr. Olive said. He is optimistic Durham will con- tinue to be backed by a strong nation- al economy in 2003. Canada is cur- rently outpacing the United States in terms of economic growth, Mr. Olive said. “Still, I think our industrial base here in Durham needs to look out- ward,” he added. “There are a lot of great firms doing a lot of global marketing, but a lot don’t. Our world is growing every day.” He cited Eco-Tec in Pickering, The Brady Group in Whitby, and Paula Lishman Designs in Scugog as good examples of local firms taking advan- tage of opportunities overseas. We’re still committed to those dates.” Mr. Earl said a “really rough rule of thumb” has one megawatt providing enough power for 1,000 people. So, Unit 4 being at full capac- ity could provide electricity for 500,000 people. The latest 18-month forecast covers the period from January 2003 to June 2004. It’s based on the IMO’s fore- cast of electricity demand, infor- mation provided by electricity generators on the supply avail- able, and the latest information on the capability of the transmis- sion system. “If Ontario experiences ex- tremely hot and humid weather conditions again next summer, with no increase in generation availability, there will be an ur- gent requirement for electricity imports and increased concern over the reliability of supply,” Mr. Goulding added. OPG has had to delay the restart of Unit 4 several times and the project has gone signifi- cantly over budget. The original schedule had the first reactor back in operation late last year, but the restart has been pushed back several times. Also, the original cost of $800 million is now more than $2 billion. After Unit 4 is restarted, sub- sequent reactors are to be brought online in six- to nine- month intervals. The four ‘A’-side reactors have been in a laid-up state since late 1997. Mr. Goulding said 4,000 mw of electricity had to be imported last summer during certain peak periods, more than 1,000 higher than the previous summer. Rent at the temporary location is about 30 per cent higher on average than what vendors currently pay for their booth at the trade centre, he said. Now it’s a question of when the dome can be up and ready for the vendors to take possession. With the trade centre slated for demolition Feb. 1, Mr. Ristov said it needs to be up as quickly as possible. “We can’t afford the down time,” he said. “I hope we go from one building to the next.” First Pro is waiting to apply for a temporary building permit next week from the City and has its crews on standby for the installation, said Or- nella Richichi, director of land plan- ning. “We’ve worked non-stop over the holiday season to get this going,” she said. “We understood the vendors needed an extra week (to consider the agreement) but we also told them every extra day means delaying the project that much further.” Timing of the installation will de- pend on City approval, Ms. Richichi said, but vendors have been warned there may be one or two weeks of down time until the dome is avail- able. Mr. Karpman said his clients are willing to accept that reality. They may have to accept a “gap” between the move from the temporary loca- tion Aug. 1 to the new market loca- tion at the corner of Squires Beach Road and Bayly Street too, he said. There are still a couple of issues Invar Building Corporation has to work out with the City on that site, he said. Working with Invar to negotiate a smooth move is his next order of business, said Mr. Karpman. First Pro is spending more than $30,000 to purchase the temporary structure, which Ms. Richichi said is more like a tennis dome in height than a golf dome as first described. It will have portable washrooms but no food court because of a lack of plumbing. Several hundred footings will be needed to keep it secure, she said. Nigel Allen said he plans to con- tinue the work his predecessor Pat O’Brien did last year in strengthen- ing the business organization. “We have a strong group of di- rectors and officers for 2003 who are committed to meeting the needs of our members,” said Mr. Allen. “Pat O’Brien did an incredible job and our past directors, officers and staff did an incredible job (last year). It’s a matter now of not want- ing to drop that ball.” Mr. Allen has represented BDO Dunwoody LLP Chartered Ac- countants on the board for the last four-and-a-half years, in which time he’s sat on various board of trade committees and served on its executive. A resident of Ajax and Pickering for 24 years, Mr. Allen attended Dunbarton High School and the University of Waterloo, where he graduated with a bachelors of arts honours in chartered accountancy studies in 1991. He earned his char- tered accountant designation the following year. Mr. Allen has spent his entire professional career with BDO Dun- woody’s Durham offices and was made partner of the firm in 2000. “I want to make sure we contin- ue to provide the services our mem- bers want,” said Mr. Allen of his one-year presidential term. “We will continue to host network events and our business excellence awards.” The board of trade’s government relations committee will also con- tinue to solicit ideas from members about several key issues in the com- munity and lobby all three levels of government on their behalf, he said. Mr. Allen counts the extension of Hwy. 407 and a new Hwy. 401 interchange at Salem Road as two of the most important issues facing his members in 2003. “The federal airport is a signifi- cant issue, but is it something that is going to be resolved in the next year? I doubt it. It’s a huge issue,” he added. The man told police he was stopped on the street by a man demanding drugs at 2 a.m. Sunday. When he refused, he was ordered into a car containing a sec- ond man. A third assailant jumped into the vehicle and a tuque was pulled over the victim’s head, Toronto Police said. The victim was taken to an unknown area in Pickering and robbed of his cell- phone, wallet and jacket before escap- ing uninjured, police said. Recently an e-mail came across my desk advising of important news for people travelling to the United States. It spoke of a new national secu- rity entry/exit tracking program (NSEET) requiring all non-immi- grants, born in or citizens of either Iran, Iraq, Libya, Sudan, Syria, Yemen, Saudi Arabia and Pakistan to be photographed and fingerprint- ed every time they travel to or through the U.S. If Canada was to adopt such a program this would be a complete violation of our Consti- tution Act and the Charter of Rights and Freedoms. I agree safety and security should be beefed up, but to single out certain countries and cultures is unfair. Germany had Hitler, Italy had Mussolini, all races have good and bad, but to say all of one race could be potentially bad is wrong and is a violation of freedoms that have been established after years of fighting and bloodshed by all our ancestors. Sept. 11 was a tragic day across the world. Everybody in some way felt the trauma and heartache. Should such grief and sadness not bring us closer together rather than create barriers and warfare amongst our neighbours and ourselves? I have two nieces. One niece is part Italian, blonde and fair- skinned, the other is part Iranian, dark-haired with olive skin. Both have the same white mother, yet only one gets the evil eye and racist comments because of her heritage. My niece who is part Iranian was born two weeks after 9/11. She was only a week old and someone said to her mother, “So, how is the little terrorist?” When she goes out with her daughters, people look at her disap- provingly. My niece has only begun to walk and cannot even talk, yet since her birth, she has been la- belled. Why? Because of things that happened before she was even born. If you cut us, we all bleed the same colour. I have heard it said we are all God’s children. People need to be looked at for who they are, not their race, religion, culture, or sex. Forgive me if I am mistaken, but the last I heard, an individual is in- nocent until proven guilty. I read George Moffat with a small sense of amusement and irony. He talks about being discriminated against and seg- regated because he smokes and the new bylaw will force smokers outside. I grew up in a household of smokers, and in those days you could smoke practi- cally anywhere, including malls, stores and in the workplace. Throughout my childhood years I was afflicted with chest infections and bron- chitis every winter. I’m not saying smok- ing caused any of these afflictions but it sure didn’t help any. I chose not to smoke and was forced to be a second-hand smok- er because of the environment I lived in. Sounds a lot like discrimination to me. We should all have a choice whether or not to breathe clean air. Being a non-smoker and a triathlete my opinion on the new bylaw is biased. I have no problem with people smoking. Just re- member the smoker’s right to indulge in his or her habit should not be forced upon others who don’t wish to smoke. The real difference between the activities Mr. Mof- fat mentions, such as practicing religion or eating peanut butter, is that these acts are not forced upon anyone else. I just hope his workplace is able to ac- commodate him and his smoking friends a little better when the bylaw is implement- ed. I, for one, will welcome the change in our bars and our restaurants. The Reduce Impaired Driving Everywhere (RIDE) police spotchecks were catching far fewer drunk drivers this past hol- iday period than over the same period just one year ago. The first four weeks of the RIDE campaign this past De- cember showed just 45 motorists charged with alcohol-related offences. That was after the eight-officer RIDE team had stopped 21,352 vehicles during that period. Over the same timeframe just one year ago, some 82 mo- torists were charged with about 24,000 vehicles stopped. Nearly the same number of people, 100 this year, compared to 95 one year ago, received 12-hour licence suspensions after registering a ‘warn’ on roadside breath-screening tests. While too many people are still taking a chance with their own lives and the lives of everybody else on our roads by ven- turing out with too much alcohol in their systems, there is room for optimism. The latest numbers are a very positive trend after several years when it appeared all the publicity and awareness raised by such groups as Mothers Against Drunk Driving (MADD) seemed to be falling on deaf ears. Back in 2000 the region was devastated by a year-long raft of drunk-driving accidents which saw a number of people killed. By the time RIDE clicked in for December-January 2000-01, 74 were charged with drinking and driving during the entire RIDE program. In 2001, that number jumped signifi- cantly to 82 charged just over halfway through the seven-week season. That’s why it’s so gratifying to see such a drop this holiday season. MADD has made a concerted effort through advertis- ing to hammer home the point drinking and driving kills and maims innocent people. Powerful video presentations made by high school students and shown to their peers, have attracted notice and could well have had a very positive impact. The Val- ues Influences and Peers (VIP) program, which involves a po- lice officer dropping into classrooms across the region to dis- cuss the perils and pitfalls of alcohol, among other drugs, has reached out to Grade 6 students across the region. Perhaps the message has run deep and could result in fewer people drink- ing and driving in future. Only education and awareness, backed up by stiff penalties, will help keep drunk drivers off our roads. The work continues but this year, so far, it appears the battle is being won. The natural heritage system connects significant environ- mental features such as wet- lands, woodlands, valleys and bodies of water, but at the same time, allows for the movement of plants and animals between those features, she said. The Province has struck a deal with developers to swap lands it owns in Seaton for pri- vately owned lands in Richmond Hill and Uxbridge. The Seaton lands consist of about 7,000 acres bordered roughly by Hwy. 7 to the north, Brock Road to the east, the Third Concession to the south and the Toronto-Pickering border in the west. Under the City’s current Offi- cial Plan, Seaton is slated for de- velopment of a community with a population of approximately 90,000. The Province wants a sec- ondary plan for Seaton approved by June, but Pickering council has an interim control freeze on development in north Pickering until its growth management study is completed. In a letter sent to Mayor Wa yne Arthurs, Mr. Hodgson enclosed a map outlining the lands in Seaton the government intends to protect in public own- ership. It raised the concerns of Wa rd 1 Regional Councillor Maurice Brenner, who pointed out the map provides no protec- tion for the community of White- vale. “If you look at it, it looks like they want to develop up the North Road (in Whitevale) and across the 407,” he said. Pickering’s urban plan pro- vides Whitevale with a buffer zone from development and fo- cuses on Brock Road as a thor- oughfare, Coun. Brenner said. “I have a hunch they already have a secondary plan. How else would they expect to meet their deadline?” he said. David Steele, chairman of the Pickering Ajax Citizens Together (PACT) for the Environment, said he also felt the Province would have to recycle old data to have a secondary plan in place before June. “I’ve asked if any work is being done but I’ve gotten no an- swer,” said Mr. Steele. He’s been pushing for an ex- tensive environmental mapping of Seaton before development takes place, and said if this is the Province’s environmental map, the City should be peer review- ing it. Ms. Gillespie defended her ministry’s map and stressed this is just the first step in plotting out protective areas in Seaton. The data is new, she said, and is the result of “very meticulous scien- tific research” conducted by the Ministry of Natural Resources (MNR) with the assistance of To ronto Region Conservation (TRC). “The Province hasn’t already created some kind of secondary plan. We want to work co-opera- tively with Pickering on a sec- ondary plan for Seaton,” Ms. Gillespie said. The map plots natural envi- ronmental features, but the Province has yet to look at cul- tural heritage sites like White- vale, she said. “We’re still in the process of looking at buffers for cultural heritage sites, including White- vale,” she added. No joke, LeBlanc wants to go it alone BY LESLEY BOVIE Staff Writer AJAX —Remember this name: Sadie LeBlanc. It could be on your television screen a lot in the next year if the determined Ajax native has her way. “I want a comedy. I want my own TV show,” said LeBlanc. “I’ve never been more ready for this and I’m not going to stop until it happens.” LeBlanc said she’s looking for the next ‘Will and Grace’ or ‘Dharma and Greg’ as she flies to Los Angeles this month to plug away at pilot season, an annual hiring blitz for the industry’s new shows. A comedic turn on television would definitely be a first for LeBlanc, who has only had a chance to show her funny side on stage so far. In fact, the acting bug first bit her at Pickering High School, where as a Grade 12 student she wrote, directed and starred in her first play. It netted her two awards, including one for best actress at the Sears Festival that year, and LeBlanc said she was hooked. From there, she auditioned for Yo rk University’s general drama program and after gaining entry, won a spot the following year in its acting program. In the summer before her third year at York, LeBlanc gave in to suggestions she should get an agent and Louise Parent, of Parent Management, took her on. “I have the same agent as the Soup Nazi (from ‘Seinfeld’)!” she said. She was soon cast in ‘Gossip’ starring James Marsden and Kate Hudson, and for her 12 days on set, was paid enough to settle up her student loan. But her dean at Yo rk had issues with a student get- ting paid for acting work while being enrolled in the program, said LeBlanc. So she dropped out. “You don’t know what it was like to make your first audition,” she said. “I loved the excitement of being on stage and I do miss it, but I loved film.” LeBlanc was then cast in sever- al guest roles on television, includ- ing ‘Earth: Final Conflict’and ‘Psi Factor’. “It was a nice big part. I got all possessed up,” said LeBlanc, of her role as a young movie starlet on ‘PSI Factor’. “Dan Aykroyd was cool too.” Since then, she has had a small part in ‘Get Over It’, starring Colin Hanks, the oldest son of film star Tom Hanks, (“he was so sweet and looked so much like his dad, I just wanted to say, ‘Run, Forrest, Run’,”) and has done about 10 to 12 commercials in the United States and Canada. She expects the move away will be hard, but plans to take a friend along. More than 30 clubs from around the province sent their top competitors to the championships. Wa rren Barnes, 17, earned the out- standing male swim of the meet award, which carried with it a $100 prize. The recognition came for his ef- fort in the 100-metre breaststroke where he clocked in at 1:03.02 win- ning gold and achieving a new person- al best time. The effort was also the top national qualifying swim of the meet. Barnes also checked out with silver medals in the 50m and 200m breast, a fourth in the 400m individual medley and a sixth-place effort in the 200m IM. Daniel Langlois, 14, had an incred- ible meet achieving junior national qualifying times in each of his back- stroke events. He finished fifth in the 50m, seventh in the 100m and 11th in the 200m back events, setting new per- sonal best times in each. Laura Barnes, 14, cracked youth national qualifying times in her 100m- breast event with a continued streak of new best times. She finished seventh in the consolation finals. Nicole Sabourin, 18, swam the 200m-butterfly event finishing fifth in the consolation finals. She also com- peted in the 800m-freestyle event. Gold and silver lining to petites’ trip to Markham tourney Pickering players demonstrate ring skills at holiday event PICKERING —The Pickering petite ‘C’ team was a semifinalist at the recent Markham Holiday Ringette Tournament. Facing Oshawa in the semifinals, Pickering fell behind 2-0 before Samantha Dawe scored on an assist from Caitlin Sebert to cut the lead in half. After Oshawa added three more goals, Laura Brighton, from Dawe, and Amy Amardeep scored to make it 5-3 at the end of the first period. Oshawa scored three times in the second, but Pickering rallied again on goals from Leigha Johnston, assisted by Anna Mulgrew and Megan McRae, Amardeep, from Dawe, and then Dawe. However, that was as close as Pickering came as Oshawa added a late marker for the 9-6 win. The Pickering petites scored some individual success in the skills com- petition. Dawe (shooter) and Brighton (goalie) teamed up to win gold in the shooting competition. Oshawa scored first, but Dawe, in a must-score situ- ation, responded on the short side to stay alive.
