Durham hospitals shelve blood Rouge Valley agrees to request BY MIKE RUTA Staff Writer DURHAM — Durham hospital officials have quarantined 48 units of two frozen blood products, more than one-third of the supply, at the request of Canadian Blood Services (CBS) over concerns of West Nile virus. The country’s blood collector and distributor, CBS on Thursday asked hospitals in every province and territory except Quebec to withdraw fresh frozen plasma and two other blood products collect- ed in Ontario between June and October of this year. “We have taken this initiative in response to the growing number of probable and confirmed cases of West Nile virus,” Dr. Graham Sher, CBS’s chief ex- ecutive officer, said in a press release. Katie Cronin-Wood, director of communications for the Rouge Valley Health System, said the Ajax site has complied with the request and quarantined 50 per cent of the hospital’s supply of both frozen plasma and cryoprecipitate, representing 18 and 16 units, respectively. She explained the latter is a plasma byproduct separated in a centrifuge for specific purposes. Ms. Cronin-Wood said there has been no impact on the number of patients the hospital can treat. “It was immediately replaced (by CBS),” she said of the affected products. “It has not affected service levels at all.” She noted the hospital has in its supply 45 units of fresh blood, collected after October of this year. Salvation Army appeals for donations To ys, food still needed as annual campaign hits home stretch AJAX —Donations are down for the Ajax-Pickering Salvation Army Christmas Appeal Cam- paign, and a wave of people seek- ing assistance is expected next week. Community services co-ordina- tor Karen Stride noted about 200 applications for assistance have been received so far, down from almost 300 at the same time last year. “It’s a little slower this year. What will happen is what hap- pened last year. To further minimize the risk of them being used, she said all of the recalled products will likely be taken to the Oshawa hospital site. Ms. Guenette said the system still has 58 units of those products avail- able for use. CBS has indicated it will replace the affected units, but that has not oc- curred yet, she said. “If (CBS) has further instructions we will abide by them,” said Ms. Guenette. Neither Lakeridge Health nor Rouge Valley reported any units of cryosupernatant, the third product in the recall, required removal. CBS has formed a West Nile virus task force and is optimistic that by next year’s mosquito season there will be a laboratory test that can de- tect WNV in blood. If there is no test by then, howev- er, CBS is considering an increase in blood collection in parts of the coun- try less affected by WNV. Incidents of West Nile virus in- creased substantially in Ontario and all of North America this summer. CBS said as of Dec. 10, the Ministry of Health reported 148 probable and 77 confirmed cases of WNV in On- tario, adding the numbers have been rising by 20 to 30 cases each week as test results come in. As of Nov. 20, the Region con- firmed five positive cases of WNV in birds, two in Pickering and one each in Clarington, Uxbridge and Whitby. Forty-two tested birds did not have WNV and 45 tests are pending. There is no known case of WNV in a Durham resident. The multi-force investigation was aimed at zapping individuals alleged- ly responsible for orchestrating the clandestine pot labs. Six homes, two vehicles and $1 million were seized under proceeds of crime laws during the investiga- tion involving officers from OPP, RCMP, York, Durham, Halton and Peel and Toronto forces, police an- nounced Friday. In total, police nabbed 39 people allegedly responsible for operating 56 homes across Greater Toronto, London and Ottawa and seized 35,500 plants worth $35 million while executing search and arrest warrants in recent days. One drug factory was located in Durham Region. “It’s a continuing investigation (in Durham),” said Sergeant Paul Malik. Until now, police have only had evidence to support charges against “farmers,” persons hired to tend to the crops and often arrested at the homes. But law enforcement agencies are shifting strategies aimed at combat- ing the labs - more than 100 have been closed this year in Durham - and focusing on identifying those or- ganizing and profiting from the ille- gal operations. “This is the next step up the ladder in the criminal activity. These arrests confirm the organization of these grow homes,” Sgt. Malik said. He said the real estate agents ar- rested are accused of leasing homes under fictitious identities and arrang- ing for the residences to be converted into drug labs. The homes yield huge profits, with operations that illegally siphon electricity from local utility companies and are capable of producing $1 million worth of pot each year. Much of the weed is exported over the U.S. border. I’ve got a feeling they’ll just walk in off the street.” The cut-off was Dec. 11, but applications are always accepted after that date. Those seeking assistance can fill out an application in person at the Family Ser- vices Centre, 66 Commer- cial Ave., in Ajax Monday to Friday from 9 a.m. to noon and from 1 to 4 p.m. Appli- cants must have proof of ad- dress, an income statement, proof of rent or lease, and identification for everyone living in the household. Also, kettle donations are down, she added. “Kettles are down as well, by as much as $9,000, compared to last year,” Ms. Stride noted. Kettle money is used all year, but at this time, “it’s used for the Christmas ap- peal.” As for gifts, the lack of gifts for teens “is always a big issue,” she said. This year, toys for boys and girls ages nine to 12 are also down. “Several schools are do- nating, but their last day isn’t until Dec. 20 and we won’t get anything until then.” Another factor was the decision to hand out food hampers and gifts starting Dec. 11, which is earlier than in the past. Gifts for teens can in- clude CDs, video games, clothing, makeup, sporting equipment or gift certifi- cates. Food donations are good, she said, again point- ing to schools and grocery stores that will be donating items in the coming days. Food items can include dry pasta and sauce, pow- dered milk, canned fruit, vegetables, meat, fish or stew, jam or jelly, peanut butter, coffee or tea, Ham- burger Helper, fruit juices, soup, rice or cookies. SALVATION from page 1 BY LESLEY BOVIE Staff Writer PICKERING —Chris Hodgson won’t be coming to Pickering after all Monday night. The Ontario municipal affairs and hous- ing minister, who was to make a public del- egation to local councillors about the Seaton land swap, has postponed his visit until sometime in January. “He didn’t feel this would be the most productive time to meet with Pickering council,” said ministry spokesman Jim Miller. Asked why, Mr. Miller said Pickering council approved terms of reference earlier this week for a growth management study, which includes the Duffins-Rouge Agricul- tural Preserve. The inclusion of the preserve is not only contradictory to Smart Growth principles, he said, but is in contravention of the North Pickering Land Exchange Review Panel’s Principle 6 as well. The Province is in the middle of ex- changing lands it owns in Seaton for pri- vately owned lands in Richmond Hill and Uxbridge. It appointed the panel led by for- mer Toronto mayor David Crombie to help guide the exchange and future development of the north Pickering lands. Earlier this month, Mr. Hodgson ap- proved of its guidelines, including Principle 6. It designates the Duffins-Rouge Agricul- tural Preserve, an area just west of Seaton, to be used for agriculture in perpetuity. The news of Monday night’s cancellation was met with disappointment from local councillors, who have been pushing for some dialogue with the minister about the swap. “I’m surprised this is news to him,” said Wa rd 2 Regional Councillor Mark Holland, of the inclusion of the Pickering agricultural lands in the growth management study. Coun. Holland said the Province’s land exchange panel had a representative on the growth management study working group, which helped draft the study’s terms of ref- erence. “If the real reason he’s coming to visit us is to have dialogue, December, January, doesn’t really matter. But, is he really going to come in January?” Coun. Holland asked. “The City of Pickering is supposed to com- plete a secondary plan by June but the min- ister isn’t telling us anything.” Mr. Miller said Mr. Hodgson asked to speak at Monday night’s meeting and had plans to talk with councillors before the meeting as requested by council. The minis- ter is still open to that plan but no date has been set, he said. Jan. 1, as a guinea pig for the Re- gion’s new compost pickup and ex- panded blue box program, I am going to forge ahead where no Durham resident has gone before and throw my leftover meat, dairy, vegetable and fruit scraps into a pail. The rest of Clarington residents will join me in this venture Feb. 11 while the northern townships of Uxbridge, Scugog and Brock will follow suit beginning Feb. 25. With any luck the rest of Durham will come on board with the program sometime in 2003. Then together we will carry our green pails to the curb where some nice man (or woman) with a truck will come and take it out of sight and mind. No muss, no fuss but the results will be as good as if we had watched over a pile of mulching leftovers religiously. The Region’s new curbside pick- up of composting — including dairy and meat, the ‘no-nos’ of backyard mulching — will begin in tandem with an expanded blue box program that allows residents to add a myriad of extra products to what can al- ready be tossed in the box. For my family, piloting the pro- gram will mean turning over a new leaf. It has been a while since we abandoned backyard composting, having left the big black digester at our old house. We are still faithful blue boxers, though sometimes our rinsing and sorting skills leave a bit to be desired. Yet, despite the two overflowing blue boxes we set out biweekly, we still manage to hit the four-bag limit with alarming regu- larity. As a reporter who has written extensively on the subject of land- fill, it is a hard thing to admit. If the path to hell is paved with good in- tentions, chances are I’m headed for somewhere hot. Luckily for me it is the time for New Year’s resolutions and for 2003 mine is to get back on the righteous road I started down in the days when I washed cloth diapers, and spritzed my windows with vinegar and water. I’m ready to take a second stab at going green and if the Region is only too glad to accommodate with a bigger, better waste reduction plan, so be it. My goal is two garbage bags or less each week. I was recently shopping in Lewiscraft for some supplies to make Christmas gifts and I needed glue sticks. The cashier in- formed me the store happened to be out of stock that day. A man was also standing in the cashier line with his young children. When he heard there were no glue sticks, he reached in his pocket and said he just happened to have some. (Perhaps he was there because he was helping his children make a gift?) In any case, he handed me three and asked if that would help. Well, it helped me to finish my gift. More importantly, it put a smile on the faces of everyone in the store. I’m sure it also taught his small children about kindness. I know this may seem like a small gesture, but he made the spirit of Christmas come alive that day. We read horror stories in the paper every day about what uncaring people do to one another. This gentleman proved kindness can be the norm — in big and small ways. Merry Christmas! With these items it is easy to produce stir-fry dinners, pasta dishes, casseroles, soups, salads and other cre- ations in no time. Join the discussion on Durham’s new smoking bylaw at: infodurhamregion.com BY JACQUIE McINNES Staff Writer DURHAM –– At Durham Region’s largest manufacturer, those in need of a smoke break simply seek out the blue squares painted on the plant floor desig- nating a permissible place to light up. Come June 2004, under a new regional bylaw passed last week, General Motors workers who smoke will need to find the near- est exit if the craving hits. All employers, including the giant automaker, will be required to comply with new regulations for- bidding smoking inside the workplace as well as in public places such as restaurants and bars. “It stinks,” says smoker Mar- cel Charlebois, a GM stamping plant employee. Walking through the parking lot on his way to his post, Mr. Charlebois takes his last drag before the start of the shift. But he knows, once inside, there are areas where, for now, he can still have another. The new regional smoking bylaw is “bad news for smokers,” he says, noting on the loading dock where he works, two of the four employees are smokers. “It will definitely be inconvenient to go outside and smoke,” he says, adding, “I guess it will cut down on the amount we smoke.” For some GM employees it may mean cutting back more than for others, says spokesman Richard James. General Motors hasn’t yet formed a plan on how to deal with the new regulations, he notes, but he says it will be harder for some than others to find easy access out of the large industrial complex. “Some of it depends where they’re located within the plant. They have a break period morn- ing and afternoon. Depending where they are in the plant they have 20 minutes or half-an-hour for lunch. There are doors throughout the facility,” he says, but he notes it may be a longer walk to those doors for some em- ployees. Non-smoker Tom Stapley says the current arrangement within the plant works well for him. The painted squares, which he estimates to be about 4-feet- by-4-feet, are easily enough avoided for those who don’t want to be exposed to the smoke, he says. Dave Renaud, Canadian Auto Wo rkers environmental commit- tee chairman, says he believes it is time to ensure all workers can be guaranteed a smoke-free envi- ronment. In a presentation to re- gional council Dec. 4, Mr. Re- naud said the painted areas sometimes abut workspaces, leaving some workers little choice but to inhale second-hand smoke. In fact, many workplaces throughout Durham are already in compliance with the bylaw. All of Durham’s hospitals are smoke-free as are many offices. And even some large industrial employers have already made the leap. New bylaw is ‘bad news for smokers. It will definitely be inconvenient to go outside and smoke.’ MARCEL CHARLEBOIS At Ontario Power Generation, workers were told a no-smoking policy would take effect Jan. 1, 2001, says Phil LeSauvage, spokesman for Darlington Gen- erating Station, an employer to just over 2,000 workers. For those actually in the oper- ating part of the station, that reg- ulation may have been tough to comply with, especially at first, admits Mr. LeSauvage. Due to the nature of the plant, workers must pass through radiation- monitoring devices just to travel from one part of the building to another, so finding an easy exit for a quick cigarette is not al- ways a simple task. Still, he says, “I don’t think we had an overwhelming re- sponse. We may have had some unhappiness about it but the writ- ing was on the wall. In offices there hasn’t been smoking for years.” After implementing the no- smoking policy, OPG eventually went a step further, says Mr. LeSauvage. There were com- plaints from some people who found they were required to pass through a haze of smoke just to get through doorways, he says. So an additional policy was cre- ated instituting designated smok- ing areas even on the outside grounds to ensure entrances were kept clear. In order to help those employ- ees who would have difficulty dealing with tobacco withdrawal symptoms, the company offered to pay up to 90 per cent of a smoking cessation program, he says. The employees received 50 per cent of the cost upfront. After six months, if they were still not smoking, they received an addi- tional 20 per cent and a final pay- ment of another 20 per cent of the cost if they were still smoke- free after a year. As the Region looks toward implementing the bylaw in 18 months time, there are still some workplace issues to be resolved. One is the regulation as it applies to company-owned vehicles, such as those where only one employee uses the vehicle. An- other scenario awaiting clarifica- tion is the ruling on how it ap- plies when a business owner pur- chases a car or truck for a combi- nation personal-business use. Questions have also been raised about households that em- ploy maids or cleaning services. Chances are there may be more questions before all the ‘I’s are dotted on the final draft. Little boy keeps battling as family fights for standard tests BY JEREMY LE PAGE Staff Writer DURHAM –– A long string of colourful beads dangles from the 18- month-old’s diaper bag. They are gifts of encouragement –– ‘bravery beads’ –– given to the toddler by staff at the Hospital For Sick Children, following the youngster’s many uncomfortable medical experiences, such as chemotherapy or bone marrow tests. Justin Evangelho was diagnosed two months ago with a rare form of cancer known as retinal blastoma. While the cancer can be detected at birth, it requires a test known as eye dilation, rarely performed on new- borns. By the time the disease can be con- trolled, Justin will have been forced to undergo seven cycles of chemothera- py. He has already had four cycles, had his left eye removed Oct. 9, and might lose his right eye as well. In ad- dition, he may face laser treatments, spinal taps and bone marrow samples. “It’s cancer of the eye,” says his mom, Lisa Carrie, who says, although his one eye was removed, hope still remains for his other one. The tumour in his right eye has shrunk 40 to 50 per cent, she says, adding “he’s re- sponding quite well to the chemo.” And Justin is surrounded by a lov- ing family. “He’s a fighter,” says Justin’s grandmother, Gail Gilmour. “We’re truly positive. But there’s a good chance he could lose his other eye, too.” A tumour impedes much of his sight, she explains, limiting Justin’s vision to his periphery. But his family says Justin has an extreme amount of strength and patience. “He doesn’t know better,” Mrs. Gilmour says, adding Justin has taught the entire family the value of “tolerance, and enjoying what you’ve got while you still have it.” Ms. Carrie agrees. She says her son is “quite the little character,” and much more resilient to his condition than a grown person would be. Friends and family have organized a ‘Brunch for Justin’ this Sunday. Ti ckets, with proceeds going to Justin’s medical needs, sold out im- mediately. “We were very surprised,” says Ms. Gilmour, adding “we would love it if people could be aware that this is something that can happen to their children.” She plans to lobby the Ministry of Health to start providing a standard eye-dilation test for every newborn baby.
