Crisis reaches ‘tragedy’ status Durham trustees help formulate education strategy BY MIKE RUTA Staff Writer DURHAM — Trustees at a meeting in Hamilton Thursday night called for emergency interim fund- ing from the Province so school boards can main- tain programs and services at last year’s levels. It was one of three recommendations to come out of a strategy summit attended by roughly 40 trustees from about eight Ontario school boards, in- cluding Durham District School Board Whitby trustees Elizabeth Roy and Doug Ross. The meeting was for trustees from boards who have not yet passed a budget this year, who did so but at the same time indicated their financial dis- tress to the Province, or who passed a deficit budget in defiance of provincial law. The Durham board passed a balanced budget but in letters to the Province indicated it needs more money for special education, employee salaries and technology. While the call for more funding wasn’t new, Trustee Ross said the fact a group of trustees from different boards have come together to be heard, is new. As trustees met, parent activists from several areas of the Province held a concurrent meeting and echoed trustees’ recommendations. “I think (the Province) better listen,” Trustee Ross said in an interview. “We know there is a prob- lem; there isn’t enough money to go around.” He said the plan is for trustees who attended the meeting to bring back the recommendations to their own boards for approval. The Whitby trustees in- tend to bring them to the Durham board at its Au- gust meeting. Pair charged in beating PICKERING ––Durham Re- gional Police have charged two teenagers suspected in the swarm- ing-beating of a 15-year-old Tues- day. The victim and a friend were at- tacked by a dozen thugs about 9:30 a.m. on the basketball court at St. Mary Catholic High School on Whites Road. While his friend was fighting one of their assailants, the victim was punched, kicked and stomped on the head by the others. Two were brandishing a pipe and piece of wood, police said. School custodians scared off the attackers, while one member of the group, claiming to be the ‘Scarbor- ough Crew,’ threatened to return with his “burner,” gang slang for gun. BY JACQUIE McINNES Staff Writer DURHAM ––The chair- man of the Durham Envi- ronmental Advisory Com- mittee has been named ex- ecutive director of the Recy- cling Council of Ontario, a waste reduction education and advocacy organization. Suzanne Elston, a Cour- tice resident and longtime environmental activist, was appointed to the position earlier this month. Ms. Elston has been in- volved with numerous waste-reduction and envi- ronmental organizations and events in Durham Region for more than 15 years. In 1988 she began volun- teering as a recycling week co-ordinator for the Munici- pality of Clarington and went on to write a weekly column for This Week newspapers and to work with the public broadcasting system in the United States. The primary focus of her work “has always been about public education and public stewardship,” says Ms. Elston. The role of the Recycling Council has recently ex- panded to include represen- tation on the new Waste Di- version Ontario (WDO) board where the organiza- tion was given the only non- governmental, non-industry voting position. “As executive director my role will be to represent the Recycling Council of Ontario on the WDO board,” says Ms. Elston. The WDO is composed of repre- sentatives from government, industry and the public sec- tor with an aim to develop- ing product guidelines that allow for a 50 per cent re- duction in waste through en- hanced blue box and stew- ardship programs. Current- ly, the majority of munici- palities have a diversion rate of about 30 per cent or less. Only Quinte and Guelph currently have a municipal- wide diversion rate of more than 50 per cent, says Ms. Elston. Issues such as recycling of tires and glass bottles, in- cluding non-returnable liquor bottles will likely be on the agenda, says Ms. El- ston. The RCO began 24 years ago as a collective of small, community-based recycling efforts, says Ms. Elston. But its mandate has grown sub- stantially, she suggests. “The Recycling Council of Ontario has a major role to play in both the WDO and the future of waste re- duction in Ontario. As children we used to run outside to play as soon as we had eaten breakfast and continued to play until dusk, stopping only to eat lunch and dinner. Then when we hit our early teens we lathered baby oil on our skin and layed in the sun for hours trying to get the perfect tan. We had no idea that we were setting ourselves up for skin cancer later in our lives. And now our daughters, who do know the facts about sun and skin cancer, are encour- aged by society and the fashion industry to sport a deep, dark tan. Let’s review some of the basics of skin cancer. Your general practitioner may not have the expertise to look at a mole or other trouble spot and diagnose skin cancer. A dermatologist, preferably one with at least 10 years expe- rience, is the best person to see about skin conditions, especial- ly suspicious moles. And never ever be afraid to ask for a sec- ond opinion. It could save your life. How your exam is con- ducted depends on how many moles you have, your family history and how many years you were in the sun without sunscreen. Your dermatologist will always look closely at moles. They may take pho- tographs of your body so the moles can be compared year after year. This technique might be compared to a baseline mammogram. Moles can also be graphed or mapped by your dermatologist. Your dermatolo- gist will also tell you how fre- quently you should be exam- ined. Bleeding moles may be a sign of skin cancer or a sign that the moles are in a precari- ous place where the bleeding is a reaction to an irritation. Moles that bleed but are in a place they are unlikely to be scratched should be examined right away. In addition to keeping an eye on your existing moles, watch for new ones. If any new ones appear that are larger or are a different color than other moles, they are suspicious. If existing moles discolor, become crusty and dry, or change in shape, they need to be seen. There is good news, how- ever, on the subject of skin can- cer. Even if your skin has been damaged from a childhood of sunburns and tans, you can change your ways now. Lather on the sunscreen, wear a hat and enjoy the sun for shorter periods of time. Your skin cells have the ability to repair themselves, so give them a chance to get healthier. They also want the panel currently reviewing the Province’s funding formula to hold more input meetings and open them to parent groups and trustees. Trustee Ross described the trustees as a frustrated group. “I think the frustration is be- cause there isn’t enough money to do the job the way we think it should be done,” he said. At the Durham board, Trustee Ross said he certainly backs the call for more money for employ- ee salaries and benefits. While the Province, by his count, an- nounced $300 million in new money this year, there was no money provided for salaries, at a time when the board is in the process of negotiating new teacher deals. “How do you negotiate deals when you don’t have any money?” Trustee Ross asked. The board will start next year’s budget process with a roughly $6 million shortfall, he said, asking, “what’s Durham going to do?” While some expect the Province to come through with new money next year in the wake of the formula review, Trustee Ross said the message out of the Hamilton meeting is it’s needed now. “I think there’s an urgency here; I think there’s a crisis in ed- ucation,” he said, borrowing the oft-quoted phrase from former education minister John Snobe- len, and adding it has proved prophetic. “Now the crisis has become a tragedy,” he said. Trustee Ross believes boards erred in asking for both a review of the funding formula and more money in the same breath. It gave the Province the opportunity to put off the latter request in hon- ouring the former, he said. Ask The Podiatrist: My feet perspire a great deal, and I find myself with itchy feet that always crack between the toes. My friends at the health club tell me I have an athlete’s foot problem. Do you think I do, and what can I do to stop or prevent it from recurring? Your friends are right. It does, indeed sound as if you do have ath- lete’s feet (TINEA PEDIS). First, I must tell you that you don’t need to be an athlete to develop this skin condition. It is caused by a fungus which flourishes is a warm, dark, moist environment. As feet may perspire more with athletics, there may be a slightly higher inci- dence of athlete’s feet in people who participate in sports. Athlete’s feet can occur in the healthiest of people with the best feet. It is usually not contagious unless the proper conditions to ensure its growth exist. The area itself often has a red- dish line with flaking, whitish skin, which peels or sloughs off. This is nature’s way of trying to rid the body of the fungus. The most common areas are between the toes. There are many ways to try and prevent the prob- lem from occurring The best is to avoid walking barefooted in areas such as health clubs, swimming pool decks and common shower areas. Always wear shower shoes. Secondly, you should keep the environment of the foot as dry as possible. Wear cotton or wool socks, not nylon, polyester or rayon. Natural fibres breath, and therefore, keep the foot dryer. Also, wear shoes that are made of leather or canvas. Shoes that are made to keep water out will keep perspi- ration in. Dry your feet well after every bath or shower, especially between the toes. Putting socks on a foot already wet from the show- er will hasten the occur- rence of the athlete’s feet. Always put your socks on first when getting dressed, even before your under- wear. This will prevent the spread of the fungus to the groin, which is also a warm, dark, moist environ- ment. Sometimes the nails may also become infected by the fungus. They thick- en and become yellow. There is a tendency of the nails to reinfect the foot, so flare-ups are usually only temporarily controlled by medication. Treatment of an athlete’s foot problem involves: (1) Don’t scratch the area, as you will spread the infection. (2) Keep the area dry, cool and in the light as much as possible. (3) Wear socks and shoes made of natural materials. (4) Keep feet covered in public areas. (5) Over the counter creams and/or powders may help milder infections, as well as soaking the feet in tepid saline salt water. (6) Prescription creams or orals may be prescribed for more chronic conditions. Car thieves strike twice against Pickering family BY MARTIN DERBYSHIRE Staff Writer PICKERING — One Picker- ing family awoke to quite a shock Thursday morning — not one, but two cars were missing from their driveway. Phil Frampton said when he left the house shortly after 8 a.m. to drive his youngest daughter to the dentist, he noticed both his three-year-old Lexus LX 300 and his 2002 Safari Van were not parked in front of the house. He immediately went in and asked his wife Janice where the cars were. “I was in disbelief,” said Mrs. Frampton. “Total and absolute disbelief.” Mr. Frampton then immediate- ly called Durham Regional Police. “It’s tough to put into words what I felt,” said Mr. Frampton, “You just open the door look out and say, ‘Oh my God’.” Durham police Constable Bob Annan took the Framptons’ call. He noted they weren’t the only ones to find their vehicles missing in Pickering that morning. “Yes his two were taken,” he confirmed in an interview. “There’s been quite a rash of them this morning.” Checking his information, he said there were five other stolen vehicle calls for Thursday morn- ing alone. While talking to the News Ad- vertiser, a sixth report came through on his computer. “There’s so many being stolen now,” he said. “It’s not just in the summer it’s all year round now.” While Const. Annan said he hasn’t come across two vehicles from the same driveway being stolen “in a while”, he said a lot of stolen cars do turn up eventually. He said it’s often a case of joy riders or a person just stealing a vehicle to get from “A to B.” Vehicles stolen from driveway Thursday morning Durham’s school boards are taking a big gamble. In spending about $19 million in reserves this year, they are betting the Province will come through with more funding, millions more, when its task force has completed a review of the four-year-old education funding formula. For their collective sake, it better: the boards have spent beyond their means to avoid cuts. Grant Andrews, the Durham Catholic District School Board’s edu- cation director, called this year’s bud- get “rich”. The budget utilized over $12 million in reserves, half of it to pay for accommodation plan debt,and added an extra 31 educational assis- tants (EA) at an annual cost of about $800,000. The Durham District School Board last fall said it would find $2.4 million in cuts to this year’s budget to avoid relying on reserves. As the school year progressed, the figure ballooned to be- tween $6 million and $10 million. The budget cuts eventually totalled just $670,000, but the public board also added 30 EAs at a cost of almost $1 million. The collective wisdom is that the Province is finally acknowledging what education stakeholders have long been saying: the system is gross- ly underfunded. As a result, with the review due to be completed in No- vember, it is believed changes to the formula, resulting in more money, will come in time for the 2003-04 school year. No one would doubt those EAs and many more are needed in Durham. But, without more money, the boards will be in serious trouble, as they themselves admit. Perhaps local education officials know something we don’t, but after the Province added hundreds of mil- lions of dollars in funding this year, it’s hard to imagine they’re going to do it all over again in a year’s time. Doing so would be an admission of what the Province has denied all along: that they have not provided enough money to boards. In owning up to that, it’s a small step to say that for four years students have been get- ting short-changed and the govern- ment has ignored pleas to do some- thing about it. The variable in this is the imminent provincial election. Many believe the Province will increase funding to help ensure another election win. If the op- position Liberals’ performance in the last two campaigns is any indication, however, Premier Eves and company have little to worry about. North Durham Trustee Fred Jones was the only local trustee to oppose the budget, arguing the Catholic board should spend only as much as the Province provides. Lest you think oth- erwise, he’s a critic of the Tory gov- ernment and the funding formula. Trustee Jones just isn’t willing to bet that the Province is coming to the res- cue next year. Combining the incredibly busy traffic on these major roads, the reported $500,000-plus spent on refurbishing the Bentley House for Greater Toronto Air- ports Authority offices, plus the villagers homes, building a manned fire station in Brougham (not west down Hwy. 7 where there are virtually no buildings), should be a top priority now. For young Catholics eager to publicly celebrate their faith, World Youth Day, on now through Sunday, July 28 in Toronto, is the absolute highlight every second year. Two years ago, some two million youth (defined as those aged 16-35 for the purposes of WYD participation) attended a special millennium World Youth Day celebration in Rome. The tremendously successful event galvanized Catholics around the world and set the stage for this coming week. Pope John Paul II’s drive and determination to be at this week’s celebration is truly an inspiration for all. The 82-year- old pontiff, obviously in extremely poor health, has made it clear he intends to remain as head of the Church until the end. The originator of the WYD back in 1985, the Pope has tried to establish a special rapport with young people. The Pope has fond memories of his visits to Toronto. He celebrated mass for upwards of half-a-million people when he officiated at Downsview Park in 1984. Crowds on July 28, when the Pope again says mass at the same site, could be just as large. Here in Durham, while numbers are difficult to get, it’s ex- pected hundreds of pilgrims, possibly more than a thousand, will attend the various activities ongoing through the week. Visitors from around the world are finding shelter with some of the area churches through billets that have been lined up. No doubt one of the tremendous benefits of having this event here will be the opportunity to mingle with pilgrims from around the world. Getting some insight into what Catholicism means to them will be a benefit for young Cana- dian Catholics. World Youth Day, which will feature hundreds of priests and bishops offering knowledge and teaching the faith, also of- fers young Catholics a chance to ask questions and gain strength in their faith. The Church’s positions on a raft of po- sitions, including homosexuality, females in the priesthood, celibacy for priests, and many others could certainly come up for discussion. What does it mean to be a young Catholic today? What are the responsibilities young people are expect- ed to fulfil? What does the church expect and owe to the youth in its charge? Such debates and discussions will fill the air around Toron- to this week and hundreds of thousands of young people will head away from this event with a new perspective on their faith. That’s the purpose of World Youth Day - a chance for the next generation to draw sustenance from the faith they live by. The members of the Pineridge Bluegrass Folklore Society have been promoting and preserving bluegrass music in Durham Region for 26 years. “A lot of people drift in and out, and though some are not actual mem- bers,” says the society’s president, Bob Prentice of Port Perry. “We do have between 130 and 140 actual members and the same number of adherents.” ‘Bluegrass’has its roots in the music brought to North America by early settlers. It can be heard across Canada and is thought to have spread north from the Carolinas, Tennessee, Kentucky and the Virginias. The songs come from pioneers’oral histories about day-to-day life in their new land, espe- cially about the hardships and joys of people living in rural areas. But until the invention of the phonograph and radio in the early 1900s, bluegrass wasn’t widely known, and if it was referred to at all, was called “mountain music” or “country music.” But the mountains and the country produced some quality singing by any genre’s standard. Names like Jimmie Rodgers, the Carter Family and the Monroe Brothers emerged in the 1920s and 1930s to become famous. It was Kentuckian ‘Bill Monroe and the Blue Grass Boys’who first coined the name, in honour of Monroe’s Kentucky home, known as the ‘Bluegrass State.’ Considered a new kind of country music, the hard- driving, energetic and powerful sound took off at the Grand Ole Opry in Nashville in 1939. With traditional acoustic instruments and characteristic vocal harmonies, blue- grass incorporated gospel music, work songs and country and blues music. In country music circles, bluegrass had become rec- ognized as a distinctive part of country music. Throughout the 1960s, Lester Flatt and Earl Scruggs and the Foggy Mountain Boys brought bluegrass into the living rooms of North America with the theme music for the television show ‘The Beverly Hillbillies.’The same musicians provided the soundtrack for the film, ‘Bonnie and Clyde.’Then came ‘Deliverance,’the 1972 movie that featured the famous ‘Duelling Ban- jos.’One of the most recent hit soundtracks to at- tract wider audiences to bluegrass was the Coen Brothers’movie, ‘O Brother, Where Art Thou?’ Once a month the local society gets to- gether for what Prentice calls “a picking session.”A sound system with stage, plus other rooms where small groups can “jam” prior to performing before the entire assembly were all avail- able at Camp Samac in Oshawa. “It was a good venue for people to get some stage time when they can play with (skilled) people so they come up to their level,” adds Prentice. “It’s an ongoing learning experience.” String instruments –– guitar, banjo, mandolin, bass and fiddle –– are the foundation of bluegrass music, with the addition of the harmonica on occa- sion and, of course, the human voice. “We’ve had people from six years old to 90 and up get up on stage and fiddle,” says the proud president. “Bluegrass goes right across the genera- tions.” A plethora of Bluegrass festivals are one of the main reasons the Pineridge Bluegrass Folklore Society breaks during the summer. Its mem- bers - most from Durham Region but also from Cobourg, Peterborough and Belleville travel far and wide to take in the music to which they are so dedi- cated. Bluegrass music is not only known throughout North America but in 30 countries. In addition to the classic style, today bluegrass echoes influ- ences from contemporary country music, Celtic music, rock and roll (‘newgrass’or progressive bluegrass) and gospel music. After meeting at Camp Samac in Oshawa for at least 20 of the 26 years the group has been together, its rental agreement was not renewed by Scouts Canada. Several organizations, unless part of the Scouting family, can no longer use the facility because of changes to the Camp’s insurance coverage. “We really loved the place,” says a philosophical Prentice. “The ambience matched what we were doing to a tee. But nothing lasts forever. Nobody wants to leave but it’s out of our control.” Undeterred, the group that’s been making music together for more than a quarter of a century will meet again in September. Begin- ning Sept. 15 the Pineridge Bluegrass Folklore Society will resume its Sunday schedule from 1 to 5 p.m. at Woodview Community Centre, 151 Cadillac Ave. N. in Oshawa. Math, science popular with summer students BY MIKE RUTA Staff Writer DURHAM —Math and literacy courses continue to be popular for local summer school students. Rob Fitzgibbon, principal of contin- uing and adult education for the Durham Catholic District School Board, said roughly 2,600 students are registered for the first semester of the board’s program, while an estimated 1,500 are signed up for the second. In an interview, he said roughly one out of every three students is taking a math course. “We have a lot more students who are coming to improve their math mark,”said Mr. Fitzgibbon. “Some may have actually passed, but they want to improve their mark.” He said high numbers in the summer math courses has been a constant since the Province introduced the new high school curriculum. New this year is a non-credit, reme- dial literacy program for students who had difficulty with or failed the Ontario secondary school literacy test for Grade 10 students. “We’ve had a lot of response to that; I think parents are concerned,” said Mr. Fitzgibbon. After a trial run in the fall of 2000, passing the Grade 10 test became a mandatory high school graduation diploma requirement when students wrote the test in February. Overall re- sults are to be released in late Septem- ber. The Durham public board offered, for the first time, Grade 9 and 10 reme- dial math and literacy programs this summer. “We’re tying it in with the high school credit program,” said Ken De’Ath, the board’s summer school co- ordinator. “There are a lot of kids signed up.” He said the board counts the number of course registrants, not students, in the summer program and some 3,000 registrants are signed up at the high school level. The figure is about 10 per cent lower than expected. “It’s always a guess,” Mr. De’Ath said of the number of sign ups each summer. “You offer programs and make them available and trust you’ve done a good job getting the information out.” Some 300 students signed up for an activity camp for students from kinder- garten to Grade 6, offered this month. Meanwhile, Mr. De’Ath said 135 pupils have registered for a ‘getting ready for high school’program,to be offered next month. Mr. Fitzgibbon said the board is “al- ways struggling to get math and science teachers” and cited a few reasons. More students are taking courses, he said, and with the board trying to keep class sizes down, more teachers are required. As well, the board is in competition with the Education Quality and Accountabil- ity Office, the Province’s standardized test administrator, which in the summer hires teachers to mark tests. Both union and company said they are ready to sit down and work to- gether on a new contract, to replace the existing one that expires Sept. 17. Both local and master talks are start- ing now, with CAW Local 222 presi- dent Mike Shields leading the master bargaining committee. Major issues for the union include a “substantial wage increase,” a com- mitment from GM to a new Oshawa paint shop, the first phase of which has been announced, and income se- curity, Mr. Hargrove said. Other is- sues are retirement incentives and benefits. The CAW wants to see GM pick up the cost of health procedures no longer covered by OHIP, he added. “We talked about the cost of all this,” he said. “The productivity of our members far exceeds the total cost of what we’re proposing today.” He noted GM could “sign today” and could still lower the prices of cars. He also pointed out GM Corpo- ration just announced profits of more than $1 billion in the first quarter of 2002 and has had profits of $11 bil- lion since the last set of negotiations in 1999. The CAW members deserve their share of that, he said. “If they’re making a lot of money, there’s always a lot of rhetoric about not being able to afford putting that into a wage package,” he said of the auto industry. “We heard that again this morning.” Mr. Green, highlighting the awards for productivity and quality GM’s Os- hawa plants have received recently, said the “most significant issue” is the “intense, competitive pressure” from foreign automakers. They now have a 55-per cent market share, com- pared to 44 per cent in 1999, when the CAW and GM last negotiated, he said. When it comes to that competition and “cost disadvantages” of GM, he hopes the union will “co-operate in finding creative ways to offset any enhancements they want,” Mr. Green said. This includes looking at legacy costs, or retirement costs and post-re- tirement health costs. While GM doesn’t want to change them, it is in- terested in a look at “cost offsets” here, he said. For all the talk about huge profits and plant awards, there is also con- cern about plant closures, Mr. Har- grove said. Both GM and the CAW said GM operations in St. Catharines, where more jobs have been lost in re- cent years than exist in all foreign au- tomakers’ plants in Canada, are a big concern during these negotiations. A continued presence of the auto and parts industry in Quebec will be a union position now that the Ste. Therese plant is due to close this fall. Both Mr. Green and Mr. Hargrove spoke of improving relations between the union and company over the last few years and the intention to further the relationship. “They’re a mature organization and they’ll approach (negotiations) on a business case basis,” Mr. Green said of the CAW. “We’re not looking for a fight,” Mr. Hargrove said. “We want to settle our issues. We’d like to do this with- out a strike at all three companies.” Negotiations with Daimler- Chrysler and Ford opened later in the week. The CAW and the Big Three automakers will continue talks throughout July and August. After Labour Day, the union will pick one company as its target to work out a new three-year agreement. Mr. Green said GM would like to be that target. “We’d certainly like the opportuni- ty to fashion an agreement,” he said, pointing out it’s an opportunity and not a vulnerability to be the target. The City of Pickering is offering a boat operator accredited training (BOAT) course, including a six-hour classroom-learning program from the Lifesaving Society to help train for the test. In fact, 80 athletes and coaches from Ajax and Pickering will compete over the four days of the games, which finish today (Sunday). Between 2,500 and 3,500 athletes up to age 22 will compete in 20 sports. In Pickering, 45 athletes and coaches are taking part, including five members and two coaches with the Eastern Ontario Baseball Association’s (EOBA) boys’ team. On the squad are Nick Spencer, Michael Wilson, Garrett Russell, Steven Loder and Brad Downton. Coaches are Ryan Johnston and James Fleming. The Pirates played five games, coming from behind in three to win and earn a spot in the championship final. Their luck ran out, however, against the Whitby Red team, losing 12-2 in six innings.
