Pickering pushes downtown BY MARTIN DERBYSHIRE Staff Writer DURHAM —Janet Ecker is breaking with tradition in more ways than one. As she tables her first bud- get tomorrow (Monday), the provincial finance minister and Pickering-Ajax-Uxbridge MPP won’t be doing it in new shoes as many of her predecessors have and counterparts current- ly do. Plus, she’ll be the first woman to ever deliver an On- tario budget. “I just buy new shoes when I need them. Not to make a po- litical statement,” she said in an interview Friday, heading into a busy weekend of final preparations. “I make my state- Ecker ready with first provincial budget Changes will bring City closer to its ‘vision’ for core area BY MARTIN DERBYSHIRE Staff Writer PICKERING —“Downtown, things will be great when you’re downtown, don’t wait a minute more, downtown, everything’s waiting for you... downtown...” It was the end of 1964 when British pop star Petula Clark sang those words and the single ‘Down- town’skyrocketed to the top of the charts worldwide. People wanted to go downtown. They still do. Here in Pickering, attempts at creating a downtown area are con- tinuing with a City-initiated zon- ing amendment that would allow the construction of two office buildings in the Pickering Town Centre parking lot fronting Picker- ing Parkway. Although no specific plan from developers exists, Pickering’s planning committee passed the amendment Monday night and the move is expected to be ratified by council this Monday. Councillors and City staff have said it is an attempt to spur devel- opment in Pickering’s downtown core, which is basically the area around the Pickering Town Centre, the Civic Complex and Pickering Recreation Complex. The City’s downtown develop- ment guidelines call for a major re- gional landmark and destination point for workers, shoppers and visitors, with increased intensity and a mix of uses providing hous- ing, employment, retail and enter- tainment opportunities. “We’re moving forward on our vision and we’re one step closer to turning that vision into reality,” said Ward 1 Regional Councillor Maurice Brenner, adding office de- velopment in the downtown core is paramount in reducing the tax bur- den on residential ratepayers. He said right now 80 per cent of the City’s tax base comes from Boy robbed of peanuts at knifepoint PICKERING ––A 13-year- old Pickering boy has been charged with robbing a 10-year- old boy of a bag of peanuts at knifepoint, police said. Sergeant Paul Malik, police spokesman, said called the inci- dent “sad. “Unfortunately, we see this type of case quite often in young people,” he sighed. The victim just left a Beckers store with friends at 2 p.m. Thurs- day when he was accosted by a boy in the area of Finch Avenue and Duncannon Road. The assailant pulled a knife from his school bag and pointed the small two-inch blade at the victim, Sgt. Malik said. “He de- manded his peanuts and took some from the victim,” the officer said. Police were alerted and wit- nesses identified a suspect. The 13-year-old was arrested at his Pickering residence at about 6:45 p.m. He was charged with robbery and weapons dangerous and re- leased to appear in youth court July 31. Diane Stemerdink, who worked with victim Andrea Schneider at the Royal Ontario Museum (ROM), agreed with defence lawyer Lorne Sabsay that his client James Poland was “unusually attentive” to the needs of seven-year-old Stephanie. Court has heard Mr. Poland was a stay-at-home father and primary caregiver to the couple’s terminally ill daughter, who has Batten disease, while Ms. Schneider worked as secretary to the ROM board of trustees. Ms. Schneider, 38, was scheduled to attend two ROM committee meetings on the morning of June 7, 2001, but never arrived, court heard. Ms. Stemerdink, who was Ms. Schneider’s assistant for three years, testified Friday she tried reaching her colleague at home and on her cellphone, but had no luck. That night, Ms. Schneider’s corpse, along with an axe, was found in the trunk of the family Oldsmobile, which was parked at the Durham Centre shopping plaza. Police made the grisly discov- ery after getting a call from Car- los Almeida, a friend Mr. Poland asked to dispose of his wife’s body, the jury was told. Mr. Poland, 38, is accused by prosecutors Michael Hill and Tom Hewitt of killing his wife with an axe inside the garage of their Perfitt Crescent home. He has pleaded not guilty to second- degree murder. In other testimony, neighbour Genifer Husbands told court she saw a glum-looking Mr. Poland scrubbing his garage floor the af- ternoon of June 7. Ms. Husbands said she had a brief conversation with Mr. Poland and that he did- n’t seem his normally happy-go- lucky self. Meanwhile, Cecilia Hage- man, a DNA analyst at the Cen- tre for Forensic Sciences, said Ms. Schneider’s blood was found on the axe as well as a rag police seized. There was no blood found on the cutting edge of the axe, she said. Ms. Schneider suffered three blows to the head, one that split open her skull and was consistent with the sharp edge of the axe, court has heard. Earlier, Ms. Stemerdink said she wasn’t aware of any domes- tic violence between the couple and in the month before her death Ms. Schneider was excited about a home the couple had pur- chased in High Park. Just after 10 p.m., police sur- rounded the Perfitt Crescent home and through windows watched Mr. Poland packing bags. They arrested Mr. Poland as he carried his daughter from the home about 10:15 p.m. ANDREW IWANOWSKI/ News Advertiser photo James Poland enters court Wednesday where he faces second- degree murder charges in the death of his common-law wife. homeowners and only 20 per cent from commercial and industrial properties. “We’re taking a proactive approach,” added Ward 2 Regional Councillor Mark Holland in reference to the unusual process of the City itself initiating zoning changes instead of waiting for a developer to do so. “It’s a strategy I hope we see a lot more of... it may moti- vate the owner of the prop- erty and one of the principal things we want to see in the downtown core is office buildings.” However, while Ward 3 Regional Councillor Rick Johnson agrees office build- ings are an important part of constructing the core, he had some concerns. “I think it’s premature to approve this zoning change with no design in front of us. We’re putting the cart in front of the horse,” he said, adding that while the City is initiating zoning for the Pickering Town Centre in this case, others have had to pay the usual costs of apply- ing for a change and are bur- dened by the time con- straints usually associated with going through this type of zoning amendments. “Others can’t even get on the agenda. There are others along the Hwy. 2 corridor that want to build. The golden anniversary, taking place at City Hall, will also include the unveil- ing of a new fire truck for Pickering Fire Services and memorabilia. “They do that little extra to help people,” said a proud Pickering Fire Chief Bill Douglas of his depart- ment. Chief Douglas noted fire services have changed a great deal over the past 50 years, in both equipment and education. “When I first started, our helmets were plastic. If something had fell on us, our helmets would likely have melted,” he noted He said these days fire- fighters are much better trained and fire prevention has become much more prevalent. “We now realize that public education is the key. We want to get the message out there about fire safety,” he said. The chief is hoping Monday’s celebration makes the public more aware of what its role is. Chief Douglas recalled when he started with the force in 1971 Pickering only had two firehouses and minimal staff. Today, there are 76 full-time firefighters, 26 part-timers, and four firehouses. In 2001, the de- partment responded to 3,159 alarms. The 50th anniversary celebrations are in council chambers beginning 7 p.m. The public is welcome. ments with words not with what I wear on my feet.” The post of Ontario finance minister has been held by a woman once before. Bette Stephenson had the job in the mid-1980s, but didn’t introduce a budget before the government was defeated. Ms. Ecker said the prospect of being the first woman to deliver a budget leaves her with mixed feelings. “On the one hand, why should it be dif- ferent if it’s a man or a woman? On the other hand, I do feel pleased to take another step for women,” she explained. Talking about this year’s budget, Ms. Ecker wouldn’t provide specifics, but was clear on what this budget will be all about. “I’ll be laying out what has hap- pened during the last fiscal year and what to ex- pect in the next fiscal year,” she said. “A budget should be a sort of economic state of the nation.” And, along with the usual Tory focus on en- suring Ontario is business- and growth-friendly, Ms. Ecker said the three major issues the budget will address are spending for health care, edu- cation, and envi- ronmental pro- tection. “Since 1995 our government has promised to take the steps to create more growth and more prosperity mak- ing sure Ontari- ans have jobs and we have the re- sources to invest in important pri- orities like health care, education and protecting the environment. These are impor- tant quality-of- life issues and we can’t do one without the other,” she said. “We have promised to keep the focus on tax cuts, moving welfare recipi- ents into jobs, balanced bud- gets, good man- agement of the taxpayers’ assets, cutting red tape to promote busi- ness growth and all these are im- portant steps to create economic growth and more jobs.” Ms. Ecker said her back- ground as educa- tion and social services minister, as well as her past experience working in the health- care sector, has helped her recognize the need for a “balanced and holistic” approach to creating a budget. She was named fi- nance minister only two months ago and says the time leading up to Monday’s budget has been busy. “It’s been an intense period over the last two months with a lot of long hours. I’m used to working the long hours but it’s been hard, quite an intense ex- perience,” she explained, while mentioning the groundwork laid out by past finance minister and current Whitby-Ajax MPP Jim Flaherty, in preparation for this year’s bud- get. “Jim did some good work and we’ve been able to build on that, but it’s still been pretty intense.” While Durham has become accustomed to being treated well by its provincial repre- sentatives who continue to hold high-profile government posts, Ms. Ecker wouldn’t be specific about what’s in store for the region in this budget, other than to say residents can expect more of the same. “Before the 1995 election we made a promise to really work on behalf of Durham and we’re going to continue to do that,” she said. “I’m going to continue to do what I can, along with my Durham colleagues, to take the steps for Durham.” NEWS ADVERTISER, SUNDAY EDITION, June 16, 2002 PAGE 5 A/P WE CAN HELP YOU ACHIEVE A FRESH START Professional and Personalized Service Free Confidential Consultation CLARKE HENNING INC. Today, we remember, with affec- tion, the fun we’ve had with our dads through the ages: • For one chum, Dad’s desperation to get a deal knew no bounds. En- sconced at the cottage up north for the weekend, the family was astounded when pop showed up wearing a pair of baby blue capri pants. “They only cost me a dollar,” said father as mom stoked up the barbecue ready to char the dreadful clothes; • Another friend, in her misspent youth, was arrested with a buddy and had to face the wrath of dad as he lec- tured her about her behaviour. Ah, but the tables were turned a few days later when dad, out in the woods with a flashlight and gun, was picked up for blasting away at a deer decoy. Seems a sneaky conservation officer was hiding in the woods waiting to capture his prey; • How about the time a comrade was at Scarborough Bluffs and her pa jumped off the cliff. Stepmom was frightened to death until dad popped back up — he’d hopped onto a ledge about six feet down. What a joker!; • A colleague informs us her Sec- ond World War vet father said, “If anybody tells you what the war was like, they never got past Halifax, so don’t listen.”A car lover, her dad was also known to comment after his prized vehicle was washed by his children, “Well kids, it’s a good thing cows can’t fly.” Then, of course, they’d be washing all the time; • A young reporter tells of an un- forgettable event on his wedding day. “Dad, who was a smoker, was talking to a guest about an hour before the ceremony. He stuck a lit cigarette be- hind his ear and forgot about it... until his hair was on fire. People saw the cigarette there but they were polite. His head was a little smoky as we said ‘I do’;” and • My own dad — where do I start? If there’s ever a baby or dog or cat in the room, they get my father’s full at- tention. He seems to have a complete- ly natural connection with them. He’s a man of simple tastes but devoted in full to them. He’s just back from his 10th straight World Cup of Soccer, for instance, and I am sure he will at- tend until his own final whistle. Ah, dad, we love him and we sure can’t forget him. Pickering councillors will vote Monday (after committee approval last week) for pay increases that, in some cases, top 25 per cent. Along with that, there would be generous sever- ance packages for departing politicians, retirement contribu- tions and even incentive pay to attend community functions such as board of trade meetings. Some councillors clearly believe they’re worth every penny. And Mayor Wayne Arthurs refers to the proposed remuneration packages as “appropriate and responsible”. These decisions, however, serve only to underscore the no- tion Pickering taxpayers have no control over the process. Thus, it’s time for municipal politicians to turn it over to cit- izens. Taxpayer panels must be struck to review council duties and demands, to attach value to the work they do, examine the pay of politicians in cities of comparative size, and set appro- priate rates of pay. Certainly Pickering can draw on a broad pool of talented citizens who would bring expertise to the task. By turning over the power to recommend pay rates to the citizenry based on de- tailed reviews, politicians remove themselves from this partic- ularly slippery slope that taxpayers clearly oppose. Further, any remuneration packages must be implemented when a new council takes office. Think of the package as a binding three-year contract with previously established annual raises implemented on election day anniversaries. That, too, would eliminate the appearance of politicians visiting the trough every year to give themselves juicy pay hikes. In the absence of such a citizens’panel, as is the case today, taxpayers in Pickering must ask themselves some important questions. Is your councillor worth the money he earns? Is it fair for your councillor to vote for a raise at a time when mu- nicipalities across the nation are crying poverty and hiking mu- nicipal taxes? Is it reasonable to accept a raise that, in some cases, nears 25 per cent? Does your councillor work full time as your representative, or does he also hold a job in the private sector? Is he there when you call for assistance? Is he responsive to your needs? All of these questions speak directly to the issue of wage rates. If citizens in Pickering take issue with these proposed rais- es, they must become actively involved in creating new meth- ods of determining appropriate wages for our elected represen- tatives. Take action today. Ms. Spencer said it’s important students take part in the goal-setting and evaluation process. If it’s not all teacher-directed they buy into it more, she explained. “They take ownership of the pro- gram when they have a say in it,” she said. The progress students make in achieving the goals are monitored throughout the week and even the day. Their progress, or lack of it, is noted on a chart in the classroom. Ms. Spencer has been at the school for five years and has wit- nessed the difference in student be- haviour both on the playground and in the school. She said she is espe- cially proud when school visitors comment on how well students be- have. “They are absolutely amazed when they see how respectful the students are,” added Ms. Larson- Knight, noting visitors from other boards across Ontario, the United States, Great Britain, Australia and Japan have visited to see TWLTW in action. Initially, she said students were focused on behaving well in order to earn respect tickets and the corre- sponding rewards. Now that kind of behaviour has become second na- ture because they see its intrinsic value. “Students will open a door for you, pick up a book if you drop it, say ‘excuse me’ when they bump into someone, it’s a part of who they are, and that’s where I think we’ve made a difference,” said Ms. Lar- son-Knight. “It’s not like we have to do it, it’s something we want to do,” Garima said. She added there’s not even a lot of play fighting at recess anymore. “All those roughhousing games have stopped,” she said. Ms. Larson-Knight finds she now spends more time with teach- ers and students whereas in the past much of the day was taken up disci- plining students. In 1999 Justice Canada gave the board $1.8 million to implement TWLTW. Parkside, Village Union Public School and Holy Cross Catholic School in Oshawa, and Dr. Ross Tilley Public School in Bow- manville were chosen as pilot sites. Sixteen more schools at other On- tario school boards, including the Clarington Catholic and Waterloo Region district, are now involved in TWLTW. In addition, the program is mov- ing even further away from home, thanks to more than $1.6 million in additional federal funding an- nounced this spring to implement the model in Cole Harbour, Nova Scotia and Winnipeg, Manitoba. Statistics gathered at the four pilot schools show in three years there has been a noticeable decrease in incidents of fighting and bully- ing. At Holy Cross, for example, over 100 fights and more than 100 bullying incidents were recorded in the 1999/2000 school year. Those numbers dropped in the last school year to roughly 10 and 55, respec- tively. While no 1999/2000 data is available for Dr. Ross Tilley, in the last two school years the number of fights dropped from about 50 to 15, and bullying incidents dropped from roughly 30 to about five. At Parkside,too,there has been a substantial drop in both areas. “The idea was to create a climate of respect, and I believe in the last three years we have done that,” said Ms. Larson-Knight. BY MIKE RUTA Staff Writer DURHAM — When Bonnie Larson-Knight became principal of Parkside Public School in Ajax four years ago, staff brought an impor- tant issue to her attention. “They were very concerned about the fighting in the playground and the swearing and the general in- appropriate behaviour,” she recalled in a recent interview. Students Garima Talwar and Sandyia Sukhdeo were in Grade 5 then and agreed things were out of control. “There were fights all over the yard and it was something that hap- pened every day,” said Garima, president of the school’s student council, noting the average was about two or three fights a day. “Even inside the school, people used to take each others things,” added Sandyia, Parkside’s deputy prime minister. School staff decided to introduce a program to help combat the prob- lem. And while “it helped — a little bit,” Ms. Larson-Knight said staff members were still spending a lot of time, day and night, dealing with discipline issues. Three years ago, the ‘together we light the way’(TWLTW) model was introduced as a pilot project at the school, and the change at Park- side has been like night and day: there has been a significant decrease in incidents of fighting and bully- ing, and the number of student sus- pensions has also dropped marked- ly. It all began with respect, one of seven programs in TWLTW, which was developed by former South Simcoe Public School principal Sandra Dean, now program director of the Durham District School Board program. TWLTW is based on guiding principles that stress the value and talents of every person, the expecta- tion of respect from others and the duty to in turn show respect, and that service to others done with car- ing and love makes a difference. The foundational program in TWLTW, the respect program, is in- tended to instil in students a sense of respect both for themselves and others by creating a set of norms, behaviours, attitudes and values that establish how a person acts and re- lates to others. Parkside staff developed five be- havioural norms they wanted to in- stil in students. Speak politely, play nicely, be punctual, quiet behaviour in the halls, and respect the environ- ment. Ms. Larson-Knight said stu- dents’ added a sixth — respectful behaviour on school buses. “We had many assemblies where the older students introduced these norms to the rest of the students,” she said. Staff recognize students who show respectful behaviour with ‘re- spect tickets’. A student earns a place at a respect lunch by collect- ing 100 tickets. If a student was close to the magic number, and nominated by a teacher, they too would qualify. Stephanie Spencer, a Grade 4/5 teacher at the school, said introduc- ing the concept of respect proved to be “a nice fit into the curriculum”. Many spinal injuries and trauma are a result of cumulative wear and tear postures and the way we use our body each day. If daily posture and ergonomics are improved you can reduce tremendous stresses on your spinal discs, joints, and associated tissues and muscles. Discs thrive on motion. Prolonged sitting increases pressure and decreases motion, which results in increased disc wear and eventually pain. Most of you have probably already figured out that the longer you sit the more uncomfortable you become in your neck, upper back and lower back. There are two main reasons for increased disc and joint irritation when you sit. First there is an increase of pressure on the disc when sitting. For example, when you are lying down there is approximately 25 pounds per square inch(psi) of pressure on your disc. This is why many people with acute disc problems tend to feel some- what better when lying down. When standing there is about 100psi of pressure on the disc or four times that of lying. When sitting the pres- sure increases to 150psi or six times that of lying. Sitting and bending forward increas- es disc pressure all the way to 185psi or seven times the pressure when lying down. Second, when you are sitting you are not moving the disc and joints. This lack of motion and flexibility does not stimulate the nerve motion sensors (mechanore- ceptors and muscle spin- dles)adversely affecting nerve traffic to and from the spinal tissues. Third discs do not have a blood supply. They rely on transferring nutrients and waste products via osmosis which is absorp- tion of materials from sur- rounding fluids. This activity of osmosis is motion and flexibility dependent. With prolonged sitting the ability of discs to absorbs water and nutrients and eliminates waste decreases. Many of you have jobs where you have to sit for pro- longed periods. Because we cannot avoid all sitting a dif- ferent strategy needs to be employed to reduce disc trauma and breakdown. We have several useful ideas you can utilize to reduce the sitting disc irritation and pain. 1. Frequent breaks - Frequent breaks are one of the most beneficial things you can do to decrease disc stress. Standing up, even for a brief moment can really help decrease the sitting stress on your spine. Taking longer breaks with some walking is even better. If your workday requires eight hours in front of your computer we suggest getting out of your chair every 15 minutes even if it is for 5-10 seconds. You will feel significantly better throughout the day and you may even end up being more productive. 2. Exercises - (To be performed under the guidance of your health care practitioner) While sitting in your chair (or standing) you can take a 20-second break every 30 min- utes and perform 5 spinal twists, 5 side bends and 1 spinal extension. If you dare, you can even lie on the floor and do 5 knee rolls! I recommend doing 1 spinal exercise every 15 minutes. Lindsay Dimopoulos Police investigation continues DURHAM ––A 60-year- old Oshawa man has been charged with sexually abusing a 13-year-old player on a minor hockey team he coached back in the 1970s. The accused, who was an assistant coach for several years with Lake Vista house league teams, was ar- rested Tuesday after Durham Re- gional Police re- ceived a com- plaint from a 40- year-old Bow- manville man. The alleged victim told police he was 13 years old when he was sexually assault- ed on a number of occasions by his hockey coach in 1974. The suspect, who also was in- volved in other local sports in- cluding baseball and judo in the 1970s, is no longer involved with coaching, police said. Detectives are continuing to investigate and are trying to track down sever- al former players. The Region has confirmed all Durham municipal water tests are conducted at the York- Durham Regional Environmen- tal Lab located at the Duffin’s Creek Water Pollution Control Plant in Pickering. MDS Labs, based in London, Ont., which provided testing for dozens of municipalities, was never used to test Durham water, according to Pat Robinson, spokesman for the Region. The Province has raised concerns about how MDS was performing tests and reporting results. A provincial inspection re- port states the lab was not fol- lowing the provincial standards in its tests, which require that tests for both E.coli and col- iforms be completed on all water samples. An MDS spokesman said the firm has some problems report- ing results but that its tests met national standards. None of the affected munici- palities are believed to be in the Greater Toronto Area. Glendene Collins, Durham Health Department spokesman, said well water samples sent in for testing by Durham residents are tested at a provincial lab in Peterborough and not affected by the MDS problem either. The York-Durham lab is “au- dited regularly by the Canadian Association for Environmental Analytical Laboratories,” said Regional Chairman Roger An- derson. “This lab ensures our water is safe and the professional lab technicians who work there continue to monitor the water quality of all municipalities in our region, as well as York Re- gion.” –– WITH FILES BY TORSTAR NEWS SERVICE Power girls go undefeated to capture Ottawa soccer title PICKERING —The Pick- ering Power Tribute Commu- nities under-13 girls’ rep soc- cer team took the nation’s cap- ital by storm in winning the 2002 Ottawa Ice Breaker Tour- nament’s division 1 champi- onship. The Pickering girls allowed only one goal in winning seven games in a row to capture the championship. The final saw Pickering stick to its aggres- sive style and control the play en route to a 1-0 win over St. Anthony’s — a team repre- senting Ottawa’s Italian com- munity. Early chances just missed the net and solid goalkeeping kept Pickering off the score sheet until the closing seconds of the first half when Barb Parker finished a nice passing play involving Lisa Kennedy and Sarah McMenemy. The school was named after Captain Michael VandenBos, a f o r m e r W h i t b y r e s i d e n t and Snowbird pilot who died while on a tra i n - ing mission in 1998. Three hundred student s , staff, f r i e n d s a n d f a m i l y w e r e j o i n e d b y m a n y local dignitaries to celebrate the opening and o f - ficial dedication. Michael’s parents, E l i z a b e t h a n d J a s p e r V a n - denBos, w e r e i n a t t e n d a n c e a n d c u t t h e r i b b o n to officially mark the school’s opening. “It is a great honour and a tribute to have this school named for our son,”said Mr. VandenBos. “ We take great consolation from the fact t h a t his dedication and service to his country will b e an inspiration to all that attend this school,”he added. The Snowbirds pilots, m a n y o f w h o m w e r e Michael’s colleagues, w o w e d t h e c r o w d t h a t filled the soccer fields with three flypasts. Th e highlight for many of the students was w h e n Major Bob Painchaud sent a message from t h e cockpit of his plane and told the crowd that t h e team was honoured to take part in the eve n t . I n the afternoon, t h e S n o w b i r d s t o o k t i m e t o v i s i t the classrooms. In the evening, t h e S n o w b i r d s w e r e t h e guests of honour at a fund-raising dinner held in the school’s gymnasium.
