BY KEITH GILLIGAN Staff Writer PICKERING —Consumers could be shocked with higher energy prices because of the costly delay in restarting the four laid-up reactors at the Pickering nu- clear station. Provincial auditor Erik Peters told the Legislature’s public accounts committee on Thursday, “I would urge the government to take a very ac- tive interest in the cost overruns and delays being experienced in restarting Pickering A. The delays could drive up electricity prices and the cost overruns could nega- tively affect OPG’s cash flow,” Mr. Peters added. But, Ontario Power Genera- tion Pickering Nuclear denies the delay will affect energy prices. Pat O’Brien, the manager of public affairs at the Pickering sta- tion, said in an interview, “(The auditor) is saying the delay and costs may increase the costs of electricity. We don’t agree with that and nor did the minister.” Energy Minister Chris Stock- well said outside the Legislature, “We have adequate supply of power. “What Pickering does do is give us an over-supply. With the over-supply, it will drive down the cost of en- ergy,” Mr. Stockwell added. Electricity from Pickering was never counted on in assessing the adequacy of elec- tricity supply for the province this year, he noted. The four reactors on the ‘A’ side of Pickering were laid-up in late 1997, following a scathing report on the per- formance of the former Ontario Hydro. In 1998, OPG approached its regulator, the former Atomic Energy Control Board, about restarting the four reac- tors. The renamed Canadian Nuclear Safety Commission ordered an envi- ronmental assessment before the restart, to determine if there would be any impact on the environment. Origi- nally slated to take eight months, the EA eventually took 20 months. Also, refurbishment work will take about $2 billion, up from the estimated $1.5 billion cost. The first reactor, Unit 4, was to be brought on line at the beginning of this year, but the earliest it could be pow- ered up is now the end of the year. Mr. O’Brien stated the auditor’s findings are “basically the same thing we told the CNSC (last month). We’ve had delays and that’s why there’s in- creased costs. “The auditor general isn’t breaking any news. We’ve been very public about this,” Mr. O’Brien added. OPG is now working in a competi- tive market and the price of electricity will have to “fit into the market.” In the past, the government regulat- ed prices, he said, noting in 1992, elec- tricity prices were frozen and remained so for nine years. And unlike last year, when the Durham District School Board was forced to cancel its secondary compo- nent because of a lack of teachers, the board will offer programs to both ele- mentary and high school students this summer. “We have a good number of (teacher) applicants,” said Ken De’Ath, the board’s summer school co-ordinator, in an interview. “They’re coming in every day, lots of applicants.” New this year, he said, is a program for elementary students entering Grade 9 this fall called, ‘getting ready for high school’. The one-week, half-day pro- gram will offer students a brief preview of the math and English curriculum in addition to study skills and time man- agement tips. For high school students, the summer program includes new courses for pupils the Education Min- istry allows to move between college- and university-bound streams. “In order to do that there’s a number of courses called crossover and transfer courses,” said Mr. De’Ath. As well, Grade 9 and 10 math and English are offered as remedial literacy and numeracy. The continuing education centre in Oshawa is offering a driver education program for students who are at least 16 years old and have a valid G1 licence. The total cost of the program, offered three times during the summer, is rough- ly $520. Mr. De’Ath noted the board has split its high school program in Oshawa to two sites this summer, Central and Dr. F.J. Donevan collegiate institutes, in ad- dition to adding as a site Henry Street High School in Whitby. Elementary summer school program registration takes place June 12 and 24 from 3:30 to 8 p.m. at six sites across the region. Classes begin July 8 and end Aug. 1, with no classes Fridays. The work, which includes a new family change room with 10 stalls and a staircase leading from the existing cardio annex to a new fitness area overlooking the pool, will begin by the end of June and should be fin- ished sometime in the fall. “It’s a very successful build- ing, it’s well- used and parents identified the need for a family change room,” explained Steve Reynolds, Pick- ering’s division head of culture and recreation. “The fitness area is certainly one that gets the most heavy use so we needed to look at expansion to ac- commodate and meet the need.” City council approved a ten- der for the pro- ject June 3 and will finance it by paying $70,000 per year until the $489,000 total cost is paid. The family change rooms were approved as a part of the City’s 2002 capi- tal budget. However, the idea has been in the works since as early as 1997 when local par- ents complained of the need for family change rooms and $200,000 was earmarked for construction. Council removed the plan from the budget be- cause of limited financial re- sources and other more pressing needs. Ward 3 Regional Councillor Rick Johnson said the need for improvements at the complex, built in 1983, was clearly spurred on by competition in the exercise facility business. “At least two new facilities have opened up,” he said. “We need to be more aggressive to attract clientele from the more competitive private sector.” Ward 3 City Councillor David Pickles added it was im- portant to address the needs of families in the area and agreed with Coun. Johnson that with- out changes, the complex could lose customers. Enforcement problems when dealing with school zones, says City BY MARTIN DERBYSHIRE Staff Writer PICKERING —The Ontario Ministry of Transportation de- scribes them as five-sided with a blue background and white sym- bols. They remind you to slow down, drive with extra caution and watch for children — you’re coming into a school zone. The school zone signs have been the traditional blue and white for as long as most people can remember, but a move is afoot to have them changed to a fluorescent yellow-green throughout the province as a way to improve pedestrian safety in school zone areas. Proponents say existing signs have lost their effectiveness since too many other Ontario road signs use blue and white. They also say the fluorescent signs are more visible in low-light condi- tions. “The blue and white is becom- ing sort of redundant,” said Ward 3 Regional Councillor Rick John- son. “It no longer jumps out at you. It’s very important motorists real- ize they’re entering into a pedes- trian zone where children could be present.” However, the Ministry of Transportation has yet to take on the new signs as its standard and even though Durham Region and a number of area municipalities have begun adopting the new look, Pickering councillors have decided to stick with the blue and white — for now. “There are concerns about the legalities,” said Ward 2 City Councillor Bill McLean. “An in- fraction in a school zone where there wasn’t a sign recognized by the Ministry of Transportation and the Highway Traffic Act might negate an offence.” A staff report recommended the signs stay as they are and the City avoid incurring the $8,200 cost of replacing the 116 existing signs in Pickering. The report also states concerns over the increased risk of liability from the use of the legally unrec- ognized signs have made other municipalities in Ontario hesitate to make the change. However, Ward 1 Regional Councillor Maurice Brenner said the concerns over enforcement are unwarranted, since the signs are not designed as anything but notifications. “These signs are not speed re- strictions, they just let drivers know they’ve entered a school zone,” he explained. “There’s no reason why we can’t get going on this.” But, Ward 1 Councillor Dave Ryan disagreed. “It’s a provincial thing,” he said. “The Province should be tak- ing the necessary action to imple- ment this provincewide.” Along with the Region, the municipalities of Oshawa, Whit- by, Clarington, and Scugog have all stated they will be gradually changing to the new signs. Before going ahead with changes here, Pickering council decided to defer the matter back to staff for answers on the ques- tion of enforcement and when the Ministry of Transportation might be adopting the signs. Staff is expected to report back to council in Septem- ber. BY MIKE RUTA Staff Writer DURHAM —For the second time in two weeks, police escorted the parent of a former Pickering public school student out of a Durham District School Board meeting. Tammy Spittal, who now lives in Toronto, said in an interview she had every right to be there after being ejected Monday night. “Board meetings are open to the public, any member of the public,” she said. Ms. Spittal said as long as she is not creating a disturbance, she is entitled to attend a public meeting. Durham Regional Police arrived in five cruisers May 21 to see that Ms. Spittal left the education centre. She received a $70 ticket for trespassing. On Monday night, the board meet- ing was once again delayed after Ms. Spittal en- tered the boardroom and sat down prior to the meeting. She was subsequently removed after police arrived. Education director Grant Yeo, in a March 8, 2001 letter, advised Ms. Spittal she was no longer permitted on education centre property. In an April 2002 letter to her, he claims she has “been creating a nuisance in schools and other board premises by engaging in a pattern of communication and conduct that is perceived by staff and trustees as vexatious and harass- ing.” She has recently been acting as a local par- ent advocate and said she has a right to be in board facilities in that role. Mr. Yeo said in an interview he could say virtually nothing concerning Ms. Spittal be- cause board legal staff is handling the matter. “It’s an incredible situation,” said Mr. Yeo. He added it’s unusual for a parent who has been issued a notice of trespass warning letter to violate it. In a January report to the board, Whitby su- perintendent Don McLean states that between Sept. 1 and Dec. 31, 2001, 120 trespass warning letters were issued from board elementary and secondary schools. All but 12 of them went to non-parents. Two warning letters were issued regarding other board premises and one tres- passing charge was laid, according to the report. Citing in the March 8 letter his authority under the Trespass to Property and the Educa- tion acts, Mr. Yeo barred Ms. Spittal from any board premises unless she receives his permis- sion to be there. But Ms. Spittal said in the interview the board’s jurisdiction is under the Education Act only, and that unless she is creating a distur- bance she cannot be removed. Ms. Spittal found it “ridiculous” that such a large police presence was required to have her leave the education centre. However, Sergeant Paul Malik, Durham Re- gional Police spokesman, said “it’s not unrea- sonable” for several police cruisers to attend. A two-cruiser response is typical, he said, and be- cause the uniformed officers felt the matter was “political in nature”, they asked for a supervisor to attend. A female offi- cer was then requested, said Sgt. Malik. DURHAM —April was a big month for new housing starts in Durham Region. According to stats from the Canada Mort- gage and Housing Corporation (CMHC), there were 506 housing starts in April, compared with 346 for the same month in 2001. Oshawa led the way with 175, followed by Clarington with 123 and Ajax with 96. The numbers were 82, 19, and 11, re- spectively, for Whitby, Uxbridge and Pickering. Robert Genier, senior market an- alyst with CMHC’s Ontario Business Centre, said in a release the demand for new construc- tion has been strong, partially driven by Os- hawa’s tight resale markets. “Unseasonably strong de- mand for resale homes during the first quarter of 2002 dried up listings and pushed buyers into the new home market. This year, I’m planting a special flower in mem- ory of a couple of ‘pals’of mine, and to help fight the cruel disease that claimed them. June is ALS awareness month. ALS is the acronym for amyotrophic lateral sclerosis, a death sentence also known as motor neuron disease, Lou Gehrig’s disease, or Maladie de Char- cot (after the French neurologist who first identified the illness more than 100 years ago). An estimated 1,500 to 2,000 Cana- dians have ALS. There is no cure or even any real treatment. Every day two or three Canadians die of ALS, usually within two to five years after diagnosis. The reason why June is ALS awareness month is because of base- ball great Lou Gehrig. He was born June 19, 1903. Nicknamed the ‘Iron Horse,’ the New York Yankees first baseman never called in sick during a then record 2,130-consecutive-games stretch. In 1939 the disease ended his career, two years before ending his life June 2, 1941. When Lou Gehrig’s batting aver- age began to slip 63 years ago, it was because his nervous system was under assault. ALS affects motor neu- rons by which the brain signals mus- cles to control movement. When this doesn’t happen, mus- cles waste away, causing weakness in the limbs, often followed by a waning in the muscles controlling speech and swallowing. In the final stages of the disease, the diaphragm becomes too weak to properly inflate the lungs, leading to respiratory failure and death. Perhaps the most tragic character- istic of the disease is that ALS victims remain intellectually able. The ALS patient is alert and aware of the facts, trapped in a disintegrating body. Organizations like Durham Re- gion’s ALS Society have adopted the cornflower as its symbol. “It’s beautiful, brilliant blue flower stands bravely on very thin stems, with long thin leaves,” said chapter president Marion Irwin. “Just like people with ALS, or ‘P’ALS,’ as our staff and volunteers call them, they bravely confront their disease with the full use of the brains in their heads while around them their muscles are slowly atrophying and their bodies becoming thinner in the process. Transit receives little funding from fed- eral and provincial governments, forcing the municipality and users to bear the tran- sit burden. The best services from the indi- vidual systems must be kept in the amalga- mated Ajax Pickering Transit Authority (APTA). The goal is a better transit system servicing everyone in Ajax and Pickering at a reasonable cost. Dial-a-bus is a fantastic service, which I use. Instead of walking in the dark to the closest bus stop, people are picked up and dropped off at home or another safe loca- tion — usually in short time because of flexible routing. Also, they can safely transfer to a Pickering route for drop off. Empty buses are not driving around town, saving gas and time, reducing vehicle wear and tear, and helping the environment. I use the convenient ‘smartcard’service every weekday. This computer-based tech- nology is ancient in technological years. Installed in 1991, it is used by only 10 to 15 per cent of Ajax riders. Money required to maintain the system grows larger each year. In fact, major maintenance is required now. Also, the synergies of merging the two systems cannot be fully realized since Pickering-based buses cannot be used in Ajax. This means more expensive wear and tear on Ajax-based buses. Money saved will be spent on enhanced routing, additional points of sale for monthly and new 12-ride passes, and cross-border links. Plus, new smartcard technology is being investigated for the future in conjunction with other jurisdictions to support multi- system capabilities. The APTA transit advisory committee, which is made up of students, seniors, the disabled, GO Train riders, and Ajax and Pickering riders, had a say in these changes. Comments are always welcome. The recent news that an impressive $15 million of the need- ed $30 million in community funds has already been raised is heart-warming. Generous families, friends, foundations and corporations have come forward to give huge amounts to this vital project. Now, it’s up to all of us to contribute what we can to make this centre a dream come true. The growth of Durham Region and all the opportunities that come with that is balanced, unfortunately, by a growth among those who are and will be stricken with cancer. The question then becomes, where do those who suffer from the dreadful disease get the high-quality treatment they need? While cancer centres are available in Toronto, they’re often full and have patients on waiting lists. Some in Durham in re- cent years have had to travel to Thunder Bay, Sudbury or Buf- falo to get the urgent care they require. It’s bad enough dealing with a potentially fatal, painful dis- ease. But to be hundreds of kilometres from home and sepa- rated from friends and family and the comforts of home is surely an unhealthy way to face the fight to the death that can- cer patients must wage. Too many people are forced to suffer and struggle in isolation. Thankfully, that will change in the next few years. Durham has always shown tremendous generosity when it comes to our health-care facilities. Not long ago, citizens raised well in excess of $20 million in ‘Setting the pace’ and ‘Keeping the pace’ campaigns, money that has been and will be put to use to help with improvements at the Lakeridge Health flagship site in Oshawa. Hospital foundations in Ajax-Pickering, Oshawa, Bow- manville, Whitby, Port Perry and Uxbridge have consistently found willing donors who have no trouble providing contribu- tions to make sure their community medical facilities are the best they can be. The regional cancer care centre is something we can all get behind. We all know someone who has suffered from or died from cancer. We owe it those of us who will inevitably need treatment for cancer to build this tremendous facility that will offer hope and care at the bleakest of times. Give what you can so we can all share in the pride of know- ing we have done what we could. The dream is close to a reality As cancer centre fund-raising kicks into high gear, please give what you can Victims of ALS bravely and with determination confront disease BY NATALIE MILLER Staff Writer DURHAM ––Canada’s largest au- tomobile recycler and recycled steel producer has cleaned up its act better than any other polluter in the country, according to a report. Co-Steel Lasco in Whitby, named the seventh worst polluter in Canada in the same report, nevertheless reduced the amount of contaminants it created by more than 4,000 tonnes between 1995 and 1999, according to Taking Stock - North American Pollutant Re- leases and Transfers 1999 report, re- leased last week. It earned recognition as the Canadi- an facility with the greatest decrease in releases and transfers of pollutants in that time period. The company placed 12th in North America as having the greatest decrease in pollutants. The survey covers plants in Canada and the United States. Co-Steel Lasco is consistently mov- ing down the list of North America’s top polluters. In 1998 it occupied the 25th spot on the list of facilities with the largest releases and transfers of pollutants in Canada and the United States. It is now 98th, according to the report. “It’s a delight,” said Tom Wesolowski, environmental manager for Co-Steel Lasco. “We have accomplished a lot.” The good news is attributed to Co- Steel’s recycling of baghouse dust, which is the ma- terial captured by pollution control equipment before it can exit the stack and conta- minate the air. Previously, the company sent the dust to a licensed off-site landfill but it is now being sent to a specialty recy- cler, according to a news release from the compa- ny. The change was made in Sep- tember 1999 and therefore, Co- Steel anticipates an even better re- view for 2000 when the benefits are fully mea- sured. “We have every intention to maintain the trend,” Mr. Wesolowski added. In 1996, Co- Steel also invest- ed $4 million into equipment that more effi- ciently separates metals. The equipment cap- tures a higher percentage of the aluminum, cop- per, zinc and brass scrap from the automobiles. “Releases are down because Co-Steel is now recycling pro- cessing wastes and because we have invested in more efficient equipment to help cap- ture and recycle as much metal as pos- sible from the old cars and other scrap steel we process,” said Mr. Wesolows- ki. Yearly, Co-Steel recycles 300,000 cars and produces nearly a million tonnes of steel. It is also a major recy- cler of aluminum and other non-fer- rous metals. The company ships re-bar and other steel products for the con- struction industry, as well as steel used by companies that fabricate heavy equipment such as rail cars and barges. In this story we look at the state of Durham’s lakes and waterways. Water pollution has many varied sources DURHAM – To many Durham residents, last week’s rainstorms may have been a wel- come sight, as they cleaned the streets of de- bris, washed cars for neglectful owners and left lawns looking fresh and green. But the downside to those torrents were the flash floods that turned quiet creeks into rush- ing rivers which carried the polluted human and animal detritus into Durham’s three major lakes: Ontario, Scugog and Simcoe. In those three water bodies, rainstorms are often followed by beach postings: the warning signs that caution swimmers to stay out of the water due to elevated levels of e. coli, a bacte- ria found in human and animal feces. Last summer, only four of the 16 beaches tested by Durham’s health department were not posted for at least one week. Some, like Ajax’s Rotary Park or the Lakeview East beach in Oshawa, were essentially closed to swimming for the whole summer. And, although experts suggest lake water quality is generally better outside major urban centres, the problem is not confined to Durham’s Lake Ontario municipalities. Port Perry’s Kinsmen Beach on Lake Scugog, for instance, was posted every week last summer. Even Lake Simcoe at the north end of Durham experiences water-quality problems. After rains, “bacteria washes into rivers and out into the lake,” says Mike Walters, a di- rector of environmental services with the Lake Simcoe Region Conservation Authority. “And depending on the way the wind is blowing, Beaverton’s north or south beach gets posted as a result.” The sources of the bacteria are varied. Livestock manure from farms are one prob- lem but so are the dog, geese and other animal droppings that are picked up by rains in the urban area and washed into stormwater sew- ers, which eventually outfall directly into creeks and lakes. In newer subdivisions, stormwater is redi- rected from the sewers into holding ponds, where bacteria and pollutants slowly settle, before the relatively clean water flows out to nearby creeks and streams. In the older com- munities of Durham, these facilities do not exist for the most part and polluted stormwa- ter flows quickly and unimpeded into local waterways. Some of the five conservation authorities across Durham are working with local munic- ipalities to retrofit older urban areas with new stormwater ponds in parks and creek valleys. Many municipalities are also trying different ways - relocation, oiling eggs, planting along shorelines - to control burgeoning geese pop- ulations. Finally, the Province, in conjunction with municipalities and conservation authori- ties, is ponying up dough to help farmers im- prove their practices, such as building fences to keep cattle away from streams, to stop the spread of manure into the watershed. But bacteria is only one part of the problem affecting our enjoyment of Durham’s lakes. The other is phosphorus, a nutrient chemical that occurs naturally in plants and soil and which is found in fertilizers. Too much phosphorus, which Durham’s lakes are receiving, sparks algal blooms and the growth of other aquatic plants. These plants, in turn, deplete the water of oxygen and speed up its eventual evolution into a marsh. This is not a new problem, says an En- vironment Canada spokesman. “In the Great Lakes in general, (phospho- rus) was the original reason for the Great Lakes Water Quality Agreement,” signed by Pierre Trudeau and U.S. President Richard Nixon in 1972, notes John Mills, the regional director general for Environment Canada in Ontario. “Lake Erie, in the early 1970s, it was declared dead because of the phosphorus.” Ongoing measures such as taking phos- phates out of detergents and improving mu- nicipal sewage treatment plants helped to im- prove the problem in the Great Lakes, says Mr. Mills. But the battle goes on in new and smaller fronts. “Lake Scugog is showing early signs of problems,” says Mark Majchrowski, of the Kawartha Region Conservation Authority. “The main concern is phosphorus, and the overloading of it.” Mr. Majchrowski says Lake Scugog is on the threshold of being considered a “nutrient- rich environment.” The Kawartha authority is currently con- ducting a watershed study of the Nonquon River, Lake Scugog’s largest tributary, to de- termine the sources of the phosphorus. Over the last decade, the Lake Simcoe con- servation authority has managed to reduce by almost 14 per cent the amount of phosphorus entering what it likes to call “the sixth Great Lake.” However, the authority along with its municipal partners last year embarked on a $20 million, 10-year program to reduce phos- phorus loading levels by another 25 per cent. The aim is to alleviate the pressure on the lake’s coldwater fishery, which generates an estimated $112 million for Simcoe-area mu- nicipalities. Unlike lakes Ontario and Scugog, experts have calculated the sources of phosphorus into Lake Simcoe. Agricultural runoff, including fertilizers and erosion, accounts for 27 per cent, while urban stormwater carrying contaminants such as road salt, dirt and pesticides contributes an estimated 21 per cent. Other contributors in- clude effluent from 14 sewage treatment plants and runoff from intensive farming areas. However, Ontario’s ministry of the en- vironment says the majority, 40 per cent of Lake Simcoe’s phosphorus, comes from air pollution, evidence that suggests the same problem exists in both lakes Scugog and On- tario. Some of the contributors to the air pollu- tion could be the dust picked up from roads, farm fields, construction sites, coal-burning power generators and traffic, as burning fossil fuels such as gasoline release phosphorus, ex- perts say. The problem is not easily solved, however, as over half Ontario’s air pollution is generat- ed by coal-fired plants in the United States. The other major sources are the five coal-fired electricity-generating stations across the province. Over the next couple of months, the feder- al and provincial governments are expected to sign a Canada-Ontario Agreement (COA) Re- specting the Great Lakes Basin Ecosystem. The five-year agreement would see the two governments commit to reducing pollutants, such as mercury, emanating from coal-fired plants. The Province has already committed $50 million over the next five years, on top of the $16 million Environment Canada dedi- cates to the project annually, to achieving some of the aims in the COA, especially in so- called Areas of Concern such as Toronto’s and Port Hope’s harbours. One environmental group says those dol- lars fall far short of what’s needed. “In terms of providing money for cleanup, nothing that even comes close to dealing with the problem has been offered by either level of government,” says Mark Mattson, an environ- mental lawyer for Lake Ontario Keeper. “We’re not talking about tens of million of dollars here. They know the numbers for (cleaning) the lake are in the billions and bil- lions of dollars.” Mr. Mattson said the majority of problems in Lake Ontario are in the old industrial har- bours of communities. “The harbours are just terrible across the lake, from stormwater, historic waste and coal tar,” he says. Russ Powell, the chief administrative offi- cer for the Central Lake Ontario Conservation Association, says Environment Canada has identified problems in Oshawa Harbour. North of the waterfront, though, Durham’s watersheds are relatively healthy for an urban area, he says. “The fact is you can be in downtown parts of Oshawa or Bowmanville and you can see brown trout and rainbow trout in the streams in the middle of those urban communities,” Mr. Powell says. He notes Durham’s creeks and rivers benefit from the overall rural nature to the Region’s portion of the Oak Ridges Moraine, where the majority of Durham streams bubble up from the ground and either head south to Lake Ontario or north to Lake Simcoe. Despite this, rainstorms still swamp the streams with a variety of pollutants, some- thing we all have to be responsible for, Mr. Powell says. “Everybody impacts us,” he says, “whether you’re a farmer in the headwaters or whether you’re spraying pesticides in your backyard in Whitby. An awful lot of this stuff ends up in the stream and it’s cumulative. Spain, France and Japan sub- mitted proposals to add to Cana- da’s bid, which was placed on the table in June 2001. “The game’s afoot now,” said Dr. Murray Stewart, director of Iter Canada during a phone inter- view Thursday from Cadareche, France. Dr. Stewart is there for the fourth set of official negotia- tions on the project’s implemen- tation. “It’s been a very exciting meeting. We’ve made a lot of progress on a lot of fronts. The partners have a broader mandate to negotiate all issues now with the authorized offer of sites,” said Dr. Stewart. There are currently four part- ners working on the ITER (Inter- national Thermonuclear Experi- mental Reactor) project, hoped to be the last stage of research be- fore a commercial fusion energy demonstration plant is built around 2030. Japan, the Euro- pean Union, the Russian Federa- tion and, through its site bid, Canada, are partnering to further fusion, an experimental energy scientists hope could supply a clean, sustainable source for fu- ture generations after fossil fuels are depleted. With the final three anticipat- ed bids now on the table, “we’ve cleared the decks for real site as- sessment starting after the sub- committee meetings in Toronto in July,” said Dr. Stewart. Although the bids are official- ly submitted, it will still be a bit of time before the members will have a good idea of what each has to offer. “All sites meet the mini- mum requirements obviously but we’re expecting much more de- tailed technical information. We haven’t really seen the details such as electricity grid stability and that stuff,” he said. The sites will be assessed on a “whole se- ries of criteria” including “pure mechanics, the regulatory process, environmental factors and the socio-economical culture. It’s a very broad cross-section of everything you do during a nor- mal industrial site selection.” The next formal negotiation meeting takes place in Toronto Sept. 17 and 18. A decision is ex- pected at a meeting in Tokyo in October. The partners have been hope- ful the United States, a one-time partner in the program that with- drew in 1999, will rejoin the pro- ject. Last month, during the G-8 energy minister’s meeting in De- troit, Secretary of Energy Spence Abraham said his country is re- considering participation in the ITER project. “We haven’t heard anything from the U.S. yet,” said Dr. Stew- art. “There is a high comfort level, it’s desirable for all parties for the U.S. to come into the pro- ject. With the bids though, time is of the essence. More decisions are going to be made and they don’t want to come into a done deal. The partners have no ap- petite to go back in negotiations with a new party.” With the site assessment process about to begin, this would be the ideal time for the U.S. to step back in, he said. Dr. Steven Dean, of US Power Associates, an umbrella group for fusion research in the United States, is currently out of the country and could not be reached for comment. And then there were four... The Spartans senior boys’ — the seventh-seeded club in the province — were one of 16 teams competing at the annual Ontario Federation of School Athletic Associations (OFSAA) ‘AAA’ Rugby Champi- onships hosted by Barrie Central Collegiate at the Midhurst Communi- ty Sports Complex fields. In their consolation semifinal match, the Lake Ontario Secondary School Athletics champion Spartans downed Northern 13-5 Thursday to move into Friday’s consolation final against unseeded Alexander MacKenzie from York Region. The result wasn’t available at the News Advertiser’s press deadline. Matt Wyles scored a try against Northern, while Adam MacIntosh booted two conversions and a penalty kick. Dunbarton blanked York Mills 25- 0 in the consolation quarter-finals Thursday. Billy Skidgemore, Chris Reigert, Wyles and Adam Markew scored one try apiece. MacIntosh chipped in with a conversion.
