She exchanged vows March 13 with 92-year-old Tyson Birkett at Orchard Villa Retirement Resi- dence in Pickering where the two live. Nearly 150 friends from the residence celebrated the matrimo- ny, conducted by a justice of the peace. It was the second time Mr. Birkett tied the knot. See LOVE page 5 Never too old for love BY JACQUIE McINNES Staff Writer DURHAM ––A finance committee recommenda- tion to eliminate three new roving SUV vehicles and the paramedics to staff them from the 2002 budget will mean slower emergency response times in the future, warns Durham’s emergency medical services director. “My concern is if they are not approved, response times will increase,” says Rick Armstrong. The EMS di- rector notes, on average, Durham’s call volume increas- es eight to 10 per cent a year. Since 1996, there has been a 50 per cent increase in call volume, he told Durham’s finance and administration committee during a pre-bud- get meeting Wednesday. Response for that increase in demand must be supported with more service, he sug- gests. The EMS director and the health and social services committee has proposed the purchase of three rapid re- sponse units to be manned by a single advance care para- medic. The new service would require eight paramedics in total to cover off the shifts at a cost of $500,000 a year. Additionally,$150,000 would be required this year alone for the purchase of the three vehicles. It would be a worthwhile investment, he says, because the units would do the job of two ambulances, which cost $220,000 to purchase and require an annual staff investment of $1.2 million. But Regional Chairman Roger Anderson told the committee he does not believe the expense is justified. “There is absolutely no way anyone could suggest that service will be cut or that response times will be ex- tended if we don’t approve this,” argued the chairman. “You’re sending one person out in a car to stabilize a client. They can’t transport them and it’s going to cost you a million dollars in the next year.” (The cost is $650,000, according to the budget). Province commits $3 million to disabled rec centre in Durham BY NATALIE MILLER Staff Writer DURHAM ––A future elite recreational centre in Whitby for disabled youth and adults scored millions in provincial bucks Thursday. Finance Minister Jim Flaher- ty, MPP for Whitby-Ajax and minister responsible for Super- Build, formally announced a $3- million contribution towards the Abilities Centre Durham project. The 80,000-square foot complex is modelled after Variety Village in Scarborough and will include an indoor track with handrail, workout equipment and courts for basketball and volleyball. It will be built adjacent to the Iro- quois Park Sports Centre on Vic- toria Street in Whitby where the tennis courts are now. “This is going to be an in- credible athletic and recreational facility,” said Mr. Flaherty. “It will be a focal point for Durham Region.” Abilities Centre Durham committee members Ed Crouch and Bill Nurse and a team of 30 volunteers have worked tireless- ly for two years to turn vision into reality. The committee re- cently secured $3.25 million in cash, land and renovations from the Town of Whitby towards the $20-million centre. When Mr. Crouch initially made a presenta- tion to Whitby’s operations com- mittee in January, members were vocal about the price tag of the project. “Finding the ground in the middle...has been the tricky part,” Whitby Mayor Marcel Brunelle said at the time. Mr. Crouch was a happy man yesterday. “We’ve now gotten to the point where the dominoes start to go in place,” he said. “We’re going to have a fan- tastic building here.” The facility is expected to serve youth, adults and seniors across the region and beyond, in- cluding residents living as far east as Kingston and north to Pe- terborough and Haliburton. While Durham residents can use the Variety Village complex in Scarborough, it’s now being stretched to its capacity, Mr. Crouch said. Paralympic athlete Jeff Adams knows the difference a place like Variety Village can make in a young person’s life. He trained at the Scarborough fa- cility from the time he was 13 and captured a silver medal in the 1,500 track event at the world championships last year in Ed- monton,Alta. “I really believe in sport,” Mr. Adams said. “It teaches us to be better ath- letes and better people. The lessons we learn in sport are transferable to life,” the Toronto resident said. “This facility is going to create leaders for this community, this province and this country.” Abilities Centre Durham must complete a feasibility study to determine if there is $13.6 million in fund-raising dollars at- tainable for the project. It is banking on another $3 million investment from the federal gov- ernment. The group will solicit the remaining money from Durham Regional council, cor- porate sponsors, fund-raising ef- forts, memberships and rental fees. Mr. Crouch anticipates a three-to-four-year period for the facility to be completed. The suspect is described as a white male, 16 to 18 years of age, weighing approximately 150 pounds. He was wearing a black-hooded sweatshirt, black pants, and black and white run- ning shoes. Uxbridge Mayor Gerri-Lynn O’Connor disagreed noting, “If that was my kid choking or my mother dying, I’d be glad to have that person there sustaining their life.” Fair or not, Mr. Armstrong says the guidelines are there and Durham EMS has worked hard to reduce response times since taking over the service, including devis- ing a plan for reallocation of am- bulances and building of three new stations over the next couple of years. Refusing to add the SUVs to the service would be a major step backward, he says, noting the vehi- cles are an integral part of the plan to reallocate services for maximum efficiency. “We’ve tried to be more creative, more cost-effective to find ways to meet the guidelines. We felt it was better to look at the rapid response vehicles with single para- medics. It’s part of an intricate plan,” he says. Pickering Councillor Mark Holland questioned how a 10 per cent increase in population in Durham over the last five years could equate such a dramatic in- crease in service requirements. Mr. Armstrong noted there are many factors beyond population growth contributing to response times in- cluding the way health care is de- livered and an aging population. Although some councillors sug- gested the budget has “doubled” since the Region took over the ser- vice, Finance Commissioner Jim Clapp notes the operations budget has actually decreased slightly for 2002 and the increase is due to the one-time cost of capital investment for the new ambulance stations. The budget goes back to the fi- nance committee April 10 before going to council April 17. The two decided to skip a honeymoon. “It was a pretty big gathering, for this place any- way,” he noted. The news of the wedding came as a surprise to most of their friends at Orchard Villa. “Were they ever,” Mr. Birkett said. “They’d never heard of it. They made quite an event of it, since it was a long time, if ever, someone had gotten married here.” The couple met when Mrs. Birkett arrived at her new home in 1998. Mr. Birkett had been there for eight years. They start- ed out as friends, as Mr. Birkett’s first wife was still alive. But as time went by, they noticed a mu- tual attraction. “There seemed to be something between us right from the beginning,” Mrs. Bir- kett said. “We were forever bumping into each other in card sessions, dances and birthday parties here and there. So we de- cided to try it this way.” “There’s just something about him,” Mrs. Birkett added, saying unexplained chemistry is one way to describe it. It was near the end of last summer when they decided to marry. Despite their age, Mr. Bir- kett said this wedding isn’t really any different from any other wedding. “There’s nothing spe- cial about this one, except maybe the surroundings; they don’t have many weddings in here.” Neither can remember any specific wedding proposal. It was more of an idea that evolved over a week. “I ended up going up and having afternoon tea with him,” Mrs. Birkett said. “I think it came about then.” “We live together in the same area, in the same building, and decided instead of living on one floor and another on another floor, to be together,” Mr. Birkett said, who now shares a room with his spouse. Besides sharing living quar- ters, the two said not much will be different. “We’ll see more of each other, go to the same card parties, same events every day, eat at the same table,” Mr. Birkett said. “We’ll just live a normal life.” Mrs. Birkett added. Gay student finds support near and far To the editor: Re: ‘Board says no prom for gay cou- ple,’ March 20, 2002. As a Canadian working in Silicon Val- ley, California, I always make a point of reading my hometown news, and was de- lighted to read about Marc Hall and the support he enjoys from his friends. I grew up gay in Durham and can attest it’s a pretty tough atmosphere, even in comparison with other suburban commu- nities around Toronto. As Durham urbanizes and seeks to at- tract a sophisticated new economy work- force with projects like ITER and the Uni- versity of Ontario Institute of Technology, it will be important to emphasize diversity and tolerance. Indeed, this has been a huge part of the economic success of high-tech regions like the San Francisco Bay Area, Boston, Stockholm and Tel Aviv. It’s also the right thing to do. There are hundreds of gay kids in Durham schools — public as well as reli- gious — who will benefit from the integri- ty shown by Marc and his friends. In fact, all Durham students can learn from their honesty, loyalty and civic engagement. Marc can rest assured he has many proud Canadians and proud Durhamites supporting him from afar. That doesn’t mean, however, that we shouldn’t pay close at- tention to the triumphant conclusion of the Alliance leadership battle. The first ballot, clear-cut victory of Stephen Harper over incumbent challenger Stockwell Day has breathed new life into a weather-beaten Official Opposition. Mr. Harper’s first challenge is to unite a party which suf- fered terribly under Mr. Day’s divisive, short-lived leadership. His easy win suggests this won’t be a difficult task, since those who left the party did so because they could not abide Mr. Day. Now, dissidents can return to the fold to boost the Alliance to full strength. Next on Mr. Harper’s to-do list will be building strength for the party in Ontario and eastern Canada. If the Alliance is ever to pose a serious threat to the Liberals, it must attain signifi- cant numbers of seats in Ontario and Atlantic Canada. Finally, Mr. Harper must work hard to convince Progressive Conservatives that vote-splitting is suicidal to the aim of de- feating the Liberals. Some type of unified front is necessary to provide voters with a clear alternative to a government that has had too easy a ride since 1993. The Canadian Alliance must redefine itself under Mr. Harp- er. What exactly does the party stand for now? All the bicker- ing and back-biting which has hampered the CA since the last election has overwhelmed every stance it has taken on any issue since then. Mr. Harper has been given the clear mandate to craft the Alliance in his image. He will be helped enor- mously by Preston Manning’s recent retirement from politics and the inevitable move to the background now by Mr. Day. The party belongs to him. Mr. Harper’s win is vital to the political process in this country. A healthy democracy needs a strong Opposition. Mr. Harper, unlike Mr. Day, at least offers hope the Alliance will be able to hold the government to account for its decisions. The only way to make Prime Minister Jean Chretien and his cabinet take notice is create the conditions under which an Op- position could replace the existing government. Under Mr. Harper, at least Canadians may have a real choice come the next election, a situation which is preferable for us all. Friends have accompanied me to watch me in ac- tion. I haven’t disappointed them yet. Let me pass on some advice so you, too, can become a power shop- per. 1. Never show your mate your credit card bills. You want the one you love to live as stress-free as possible. Don’t add to his worries by letting him see something that would create unnecessary health problems. 2. Remove all price tags immedi- ately. Tear them into small pieces. Flush them down the toilet. If they are left around, there will be questions. 3. Get those purchases into the closet, ASAP. Don’t hide in plain sight is my motto. The bags or boxes they came in need to be removed too, or you may be busier than a fiddler’s elbow, trying to explain them away. Your neighbour’s garbage cans are handy hiding places. 4. Don’t ask your mate to shop with you. Both of you will find the whole experience too frustrating for words, and worse, one of you will end up sleeping on the couch. 5. Lie about how much something costs. In case you don’t think you can carry this off without giving the game away, practice in front of a mirror until you get it right. Soon you will be able to lie as smoothly as a spy under interrogation, and you won’t even break a sweat. 6. If your mate insists on shopping with you, get him or her to hold your purse while you spend your brains out. I guarantee it will be the last time your loved one suggests such quality time together. 7. Don’t show your mate this arti- cle. It will be our little secret. Now you have some real common sense advice to assist you in your shopping expeditions. So, get out there and make all of us proud of you. After all, it is people like us who keep the economy moving, so it is impor- tant we do it right. Grass fires are back and local fire departments across Durham are warning resi- dents to take precautions in what could be a busier sea- son than usual. “We’ve had one so far this year,” said Pickering Fire Chief Bill Douglas, adding grass fires can begin tiny and “all of a sudden something blows and it takes off”. The season began earlier this year because of the lack of snow this winter, said Clarington Fire Prevention Officer Randy Reinert. Usually the season be- gins in late March and lasts until everything turns green in late May or the beginning of June, he added. However, with the dry, mild winter we’ve experi- enced, the ground is drying out earlier, he explained this week. Often the fires will begin along the railway tracks, noted Chief Douglas. Trains are probably one of the biggest hazards at this time of the year, agreed Kim Crouch, platoon chief for Whitby Fire Emergency Services. “We end up with fires border to border. The train goes through and the fire follows along behind it,” he related. However, Chief Douglas noted, they can be started by human behaviours too, such as throwing lit cigarette butts into the grass. Pickering no longer is- sues burning permits, he added, except for working farms, which must first get permission from the fire de- partment. “People should be careful how they use their barbe- cues and keep an eye on their kids. “Make sure they don’t play with matches or lighters and cigarette butts are one of the big things,” said Oshawa Fire Prevention Chief Norm Lansing, who noted kids and cigarettes are probably two leading causes of grass fires. When a fire does catch, “if we have a wind like we often do at this time of year they can go for miles,” said Chief Lansing. “You just can’t control them.” Kids can get trapped if the wind changes, he noted. And while the fires may begin in grass, there’s a real danger they can spread to sheds or houses, he said. Gord Gettins, fire in- spector for Ajax, said due to the large amount of residen- tial growth in recent years, grass fires are not as much of an issue in the town. “This has really become an urban community,” he noted. The few the service does have to deal with are “mostly the result of sparks from the CPR tracks”, he said. Well, for a number of local politicians, not a home. But, while these four men and two women may live outside the area they represent, they’re all unanimous in the belief that ef- fective representation isn’t mea- sured by a mailing address. Rather, they say its measured by their track records. They represent the gamut of elected positions, from school board trustees, to regional and local councillors, and federal and provincial representatives. While the home addresses of some out-of-area politicians may be well known, such as that of Pickering Regional Councillor Maurice Brenner, it’s not for oth- ers, such as Ontario Education Minister Janet Ecker. The local politician living fur- thest from his home base is Lib- eral MP Dan McTeague. The Pickering-Ajax-Uxbridge MP lists his current home as “just west of Mississauga”, a move made necessary by three car ac- cidents, including a serious one, involving his family while trav- elling from his former home in Pickering to his wife’s business in the Mississauga area. “Many (MPs) live in their rid- ing and many don’t,” he said, adding, “I won’t put my family in harm’s way so I can spend five days a weeks for nine months in Ottawa. Those I’ve spoken to un- derstand.” The McTeagues have two children, ages four and two. “When you’re voting for someone, you’re voting for their recommendations, not their resi- dency. Residency for some is im- portant, particularly at the mu- nicipal level.” As for the challenges, he said there are “very few”. He announced his move through a mailing to his con- stituents, and noted, “most peo- ple appreciate it”. More important than where he lives is that “the public generally recognizes this MP has defied the odds and passed legislation,” he said, pointing to changes to the Competition Act. Mr. McTeague’s provincial counterpart in the riding is Ms. Ecker. When the provincial electoral districts were redrawn before the 1999 election to match the feder- al ridings, Ajax was split in two and Ms. Ecker found herself on the outside looking into her newly-constructed riding. A south Ajax resident, she represents the north part of town and lives in the riding of her cab- inet colleague, Whitby-Ajax MPP Jim Flaherty. Barely. She estimates she lives about a mile outside of her riding and hasn’t heard any complaints. “If I lived in Etobicoke, I think it would be different,” she said. “But you find in all levels of government, particularly in urban and suburban ridings, a representative who might be a block or two outside of the line.” Ms. Ecker said in her experi- ence, when a representative lives outside their riding, it does not necessarily hinder them in terms of doing a good job. “I live in the Pickering-Ajax- Uxbridge area, I socialize and shop and do business in the Pick- ering-Ajax-Uxbridge area,” she said. Coun. Brenner, who repre- sents the City’s Ward 1 residents while living in Ward 3, also keeps up regular appearances. “There’s not a day that goes by where I’m not in a coffee shop in the ward talking about local issues, not one morning where I can’t be found in a retail or grocery store holding court,” he said. “I practically do live in the ward.” He said politicians living out- side the area they represent can still do an effective job. “The issue is one of accessi- bility, visibility, and responsibil- ity, and you can meet those chal- lenges no matter where you live,” he explained. Coun. Brenner noted he keeps a 416-phone number that can be reached all over Pickering with- out long-distance charges and said he still spends a lot of time in Ward 1. “I represent the City and the Region, I vote on the same issues as all councillors,” he said. “(Living outside the ward) may even give me a better perspective on the entire city.” Ajax Ward 2 local Councillor Joe Dickson lives in Ward 4, which is in the south end of the community. “They see me so much, most of my residents think I live next door,” he said, pointing to seven open houses he hosted in Octo- ber and November of last year. “It’s never been a concern.” Ward 2 covers the area rough- ly north of Hwy. 401 and east of Westney Road. “I lived the first 30 years of my life in north Ajax. That makes a big difference to a lot of people,” Coun. Dickson noted. “I lived in north Ajax longer than anyone (now) on council.” A politician living out of the area they represent is more of a factor at the provincial or federal level, he said. “I think most people are very sensitive to that issue,” Coun. Dickson stated. At the school level, Melinda Crawford, the Durham District School Board’s south Ajax trustee, is a Whitby resident. But she said running in the Town’s Wards 3 and 4 riding came natu- rally. “I was established in the com- munity already,” she said in an interview. “My home church is there, I have friends who live in south Ajax and I have family in Ajax.” The rookie trustee was ac- claimed in the 2000 election and counts her predecessor, former trustee Brian Clarke, as a friend. Trustee Crawford said she has not heard any complaints from her constituents that she’s not a local. “I think everybody seems to be happy; I’ve tried to make my- self known, available,” she said. “I send the school community councils updates at least once a month.” Interviewed on a Thursday morning, she said she had been in Ajax four times that week. Trustee Crawford said she reads to kids in local schools such as Lord Durham Public School once a month and enjoys it very much. After serving six years as one of two Oshawa trustees on the Durham Catholic District School Board, Fred Jones is now trustee for Brock, Scugog and Uxbridge townships. He was also acclaimed in the 2000 election. The one-time board chairman disputes the notion he doesn’t live in his riding. “I do live in the area which I serve; I serve all of Durham Re- gion,” he said. Mr. Jones said the telephone is the main way a trustee com- municates with constituents. And, while many of the ratepay- ers he serves are a long-distance call away, he pointed out that even within some Durham con- stituencies a long-distance call is required. Besides, said Mr. Jones, the board has a 1-800 telephone number. He added a representative al- ways becomes more familiar with the area he or she serves after the election, noting even as an Oshawa trustee he was not fa- miliar with all of the city’s schools at first. Mr. Jones said no one has complained he is not a north Durham resident and it’s a “non- issue. “I don’t think there’s anything to get around. Jacquelyn Devine, a Grade 7 student at Holy Redeemer Catholic School in Pickering, collected 10,700 pennies from class- mates to contribute $107 worth to the Alzheimer So- ciety. “I didn’t realize (Alzheimer’s disease) is as bad as it was,” the 12-year- old said, who spent two weeks collecting the pen- nies after someone from the Alzheimer Society visited the school to tell students about the degenerative brain disease that affects one in 13 Canadians over the age of 65. The number of people with Alzheimer’s or related dementia in Durham is almost 4,000. “I just thought it would be a good idea to do some- thing that would help a lot,” said Jacquelyn, whose best friend’s grandmother has Alzheimer’s, adding she’s interested in one day be- coming a doctor. “I realized how deadly it was, and how scary it must be to live with somebody with it.” The success of Jacque- lyn’s penny drive was only half a surprise for her. Thanks to the contribution of schoolmates, daily an- nouncements and posters on the walls, she had an inkling the final copper col- lection would be a big one. “The way things went, I kind of had an idea that we were going to do good, be- cause everyone was being generous in giving up money,” she said. Classmate Theresa Evans, who spent some re- cesses helping her friend roll the pennies, was im- pressed with the drive. “I think it’s good that she thought of other people who have Alzheimer’s dis- ease,” said the 12-year-old. “It’s important to help oth- ers because if you had Alzheimer’s, you’d want people to do that for you.” Planned use of the money will go toward fam- ily support, public educa- tion and research of the dis- ease in Durham Region, said Cathy Stokes, resource development co-ordinator for the Alzheimer Society of Durham. She was at the school Wednesday, March 6 to re- ceive the massive collec- tion. “We hope that through our new education pro- grams, that we’ll see more and more of this type of fund-raising,” Ms. Stokes added. The Durham office is pi- loting a new education pro- gram for elementary and secondary schools. So far, representatives from the or- ganization have visited six schools. “It’s important to us,” Ms. Stokes said. “Just as much as the education of the students about Alzheimer’s disease is im- portant, so is the fund-rais- ing. Ryan Cullen A Concern About The Treatment Of Ankle Sprains People often are concerned about the treatment of ankle sprains, whether they should be left alone or treated. The injuries are most often the result of turning over on the ankle and vary in severity. Sprains are immediately painful, debilitating, and can become chronic or recurrent if not managed properly. Sprains are graded by severi- ty and treated accordingly. First degree sprain is mild over stretching of the ligaments around the ankle. There is little swelling and difficulty with walk- ing and the person returns to activ- ity quickly, as the ligaments are stretched not torn, and inflamma- tion is low. Second degree then is swelling and bruising as the liga- ments are partially torn. The time for repair can be as long as six weeks. Third degree is the most severe because of the degree of lig- ament tearing. Sometimes immo- bilzation is required. Early intervention is essential for good results (limited weakness and scar tissue) Initially as with most acute injuries the “R.I.C.E.” principal applies (Rest, Ice, Compression, and Elevation). This will reduce pain and swelling and limit scar tissue for- mation. The ice should be applied every two hours for 10 minutes at a time. Often an anti-inflamma- tory medication is pre- scribed for the swelling and inflammation. The treatment stages vary accordingly to the severity of the sprain. Advice from the physiotherapist is the best course as they will discuss and help with such things as, when you should walk on the ankle, use of crutches, and what kind of ankle support is nec- essary. The physio- therapist will monitor the healing and progress as soon and as safely as possible. Physiotherapy will consist of a grad- ually graded exercise program addressing mobility strength and stability of the ankle, then eventual specific conditioning to return to your sport or nor- mal activities. To promote heal- ing, the physiothera- pist may also use modalities (i.e. ultra- sound, tens) in the early phases. In both communities the number of people over 65 is continuing to increase and the under 20 population is higher than the provincial average. Seniors and children are the highest users of hospital services. In Pickering, city officials are projecting significant population growth as the East Duffins area north of Finch Avenue is developed. Over 17,000 people are expected to move into the area and a further 90,000 people are projected for the Seaton lands, also in north Pickering. A proposal by the federal government to open a new regional airport, also in Pickering, leaves Rouge Valley officials concerned about the impact on the hospital sites. “The Phase I expansion of Rouge Valley Ajax and Pickering will deal with current pressures in the Emergency Department and Diagnostic Imaging and will help us care for seniors with the 30-bed Complex Continuing Care Unit,” says Rouge Valley CEO, Al Whiting. “And we’ve been talking to the Ministry about our Phase II plans for more inpatient beds and more services at the site.” “We had planned to do everything at once and had developed a $98 million plan that would have increased the size of the site by 70 per cent,” says Whiting. “But we haven’t been able to move ahead with our full expansion plan right now because of the lack of regional government support to date so we have to do it in phases.” “We won’t be able to handle another hundred thousand people from north Pickering with our existing facilities,” he continues. “Already Pickering residents are traveling between the west Durham and the east Toronto site. They deserve the same close to home care so we may have to consider opening an out patient facility or even another hospital site in the north.” Rouge Valley Health System has put great effort into increasing the resources available at Rouge Valley Ajax and Pickering since the merger. “But we’re concerned about the insufficient capacity and lack of resources at the Ajax and Pickering site to serve the current population of 200,000 people,” says Whiting. “This, combined with the growing population, suggests that West Durham should have a larger hospital with a larger budget to serve our patients’ needs.” Rouge Valley is working with all levels of government to ensure this kind of facility exists for west Durham in the future. Although this is a difficult balancing act, the hospital has achieved sustainable efficiencies and progress to date. However, more needs to be done. According to a recent Ontario Hospital Association Survey, hospitals across the province are facing a collective funding shortfall of approximately $300 million for 2001/2002. Rouge Valley Health System’s portion of that shortfall is reflected in a projected operating deficit for 2001/2002 of approximately $16 million. The $16 million budget challenge Rouge Valley now faces is significantly better than the $27 million budget challenge it started out with when the fiscal year began in April 2001. A 2% increase to the Rouge Valley budget allocated by the Government of Ontario along with other efficiencies achieved independently by the hospital has contributed to the improved financial position. Investments in Rouge Valley Health System’s programs have been necessary and are at times costly. The hospital has held back on a number of investments, but recognizes that it is important to deliver the high-quality services that patients need. While certain investments have been delayed to keep costs down, the hospital has gone ahead with enhancements to its paediatrics program and complex continuing care areas. The hospital has also put resources into maintaining existing services to meet the community's needs such as the TRANSAMERICA Breast Screening and Diagnostic centre, purchasing necessary medical, x-ray and other diagnostic equipment, and keeping up with surgical volumes. Collectively, maintaining these services has had a significant impact on Rouge Valley’s operating budget. In addition to these service pressures, Rouge Valley has had to cover $1.1 million in union settlement costs, an unexpected $700,000 increase in the cost of energy, $3.5 million in costs associated with increased volumes and $5.7 million to address quality and accessibility issues specifically at Rouge Valley Ajax and Pickering. “The majority of hospitals in Ontario are facing a deficit for this year,” says Whiting, “So we are certainly not alone.” “We’re having a long hard look at our budget to see if any more costs can be cut and we are also meeting with the Ministry to see if there is some additional funding to help address the shortfall,” continues Whiting. “Whether or not we will get the full $16 million from the provincial government remains to be seen. What we do know is that we will not compromise our commitment to quality care and changes may have to be made to ensure we keep this commitment to our communities.” “The east GTA is already underserviced when it comes to hospital services,” says Whiting. “So we don’t see reducing our existing services as a viable option.” In the long run, hospitals must receive funding to provide the necessary health care services required by patients and their families. Just as the community continues to support the Rouge Valley Health System in meeting this challenge, so too must all levels of government. A number of new specialists - paediatricians, internists, cardiologists, ophthalmologists, obstetricians/gynaecologists, anesthetists and surgeons - have been added and each month more highly trained nurses and health professionals choose to come to Rouge Valley to join their colleagues in caring for patients in east Toronto and west Durham. This will be reinforced when cardiac angioplasty, a life saving procedure to open up blocked arteries, opens in the spring of 2002. A new Family Birthing Centre, more Child and Adolescent Mental Health services and a continued interest in obtaining full Cardiac Surgery are also in the plans for the site. At Rouge Valley Ajax and Pickering the relocation of the Ambulatory Care Unit (outpatient clinics) to the ground floor will create space for a brand new Child Health Unit for younger patients and their families on the fourth floor. Planning is also well underway for a $46.7 million expansion project which will result in a brand new Emergency Department, a larger Diagnostic Imaging (X-Ray) department, a new 30-bed Complex Continuing Care Unit, more space for Mental Health and more space for outpatient clinics. Rouge Valley actively participates in quality audits, external and internal surveys, seminars and reviews. In June 2001, two strong and vibrant organizations, the Centenary Health Centre Foundation and the Ajax Pickering Hospital Foundation, came together to form the Rouge Valley Health System Foundation. Together, our job is to link our communities to the hospitals that serve them, and to provide the financial support needed to realize Rouge Valley’s vision of the future. BY JACQUIE McINNES Staff Writer DURHAM ––If ‘Ontario Works’ then why is Durham paying more for social assistance? That was the burning question Wednesday for politicians grappling with budget numbers. Durham’s 2002 Ontario Works bud- get reflects a 17-per cent caseload de- crease from 2001. Yet, contrary to what the Region’s bean counters were antic- ipating, taxpayers will actually pay more to administer the program. “This increase in the social assis- tance cost is really an acknowledge- ment the Ontario Works program is ex- tremely costly to administer,” says Larry O’Connor, the Region’s health and social service committee chair- man. “Any savings made in payment (re- ductions) on income support is eaten up by the incredible cost to run the pro- gram as the Ontario government de- signed it.” More to the point, the provincial government cut more than $500,000 in subsidies to the Region this year for administration, including $487,500 for program administration and another $164,319 for other accounting and staff time costs. In total, the Region will pay out about $1.1 million this year for social assistance administration, says Durham Finance Commissioner Jim Clapp. Traditionally, the administration costs were split 50/50, says Paul Cloutier, Durham’s income support di- rector. Now, the Region is picking up 62 per cent, he says. Durham is re- sponsible for seven per cent of all On- tario Works costs throughout the GTA. Durham Chief Administrative Offi- cer Gary Cubitt says the Region, along with many of its municipal counter- parts, is extremely concerned about the trend toward further downloading of the Ontario Works program. “We have every reason to believe the government will continue to back out of the grants it gives municipalities to run its programs,” he says, noting re- gional chairmen and large urban may- ors are planning to lobby the Province to change the trend. Based on the information available to the Region so far, “it’s going to go from bad to worse,” adds Mr. Cloutier. “They’re going to be pulling more funding next year and though we don’t know the amount yet we know it’s going to be substantial, probably as much or more than this year.” In total, Durham’s social assistance budget could increase as much as 159 per cent this year if staff’s recommen- dations are adopted by council at its April 17 budget meeting. This increase does not change service levels, notes Mr. Cloutier. Aside from the subsidy loss, the most significant cost increase is for personnel wage increases totalling an additional $1.2 million. As to Coun. O’Connor’s assertion on the cost of administrating the pro- gram, Mr. Cloutier says if you were to compare the Ontario Works program today with the prior social assistance system of five or six years ago, “it is a much more complex system to admin- ister than it was before.
