Durham’s growing up Over 10-per cent jump in population last five years BY JACQUIE McINNES Staff Writer DURHAM — For every 10 of us living in Durham five years ago, there’s now one more. The region grew by 10.5 per cent between 1996 and 2001, according to newly released census data from Statistics Canada. Leading the way was Whitby with an 18.5-per cent jump to 87,413 people from 73,794. Clar- ington went up by 15.2 per cent, in- creasing by almost 10,000 people to 69,834. Oshawa and Brock pulled down the average with only 3.5-per cent growth each. In total, the cen- sus reported, Durham’s population was 506,901 during the 2001 census period. “We’re quite pleased with the census data though it’s not quite what we anticipated,” says Alex Georgieff, Durham’s planning di- rector. The numbers are probably about three to five per cent lower than the true population at the time of the census, he believes. The planning director notes Statistics Canada will bring out revised numbers by the end of the year to reflect that. “There’s always this anomaly. It’s a known undercount. They do a quick survey of missing people and come up with a fudge number,” he explains, noting it could include people away on travel or at school during the census period. Durham is “right on target” in terms of growth, says Mr. Georgi- eff, who calls it a “good healthy pace when you compare it to the rest of the GTA, except for York.” See GROUP page 2 Community keeps up fight for change Pickering group works for greater public protection BY MARTIN DERBYSHIRE Staff Writer PICKERING — While the Concerned Community Working Group was initially strung togeth- er last month to demand Durham police share information about two sex offenders living in their neighbourhood, its fight isn’t end- ing there. Police have confirmed one of the convicted pedophiles has moved out of the city and the other is planning to go, but the group — made up of area school community council members, mu- nicipal politicians, neighbourhood associations and concerned citi- zens — has decided to battle on. “Getting (the two sex offend- ers) out of Pickering doesn’t solve See OVER page 5 More charges to be laid in girl’s death DURHAM —An autopsy performed Friday on two-year- old Alexis Currie shows the girl died from a “sharp force injury to the neck”. Toronto Police confirmed those results with media late Friday after first discussing them with the slain toddler’s mother, Maureen Currie. Toronto Police Service in- vestigators remained at the scene where the body was dis- covered, along Westney Road south of the Pickering- Uxbridge Townline. The group’s mandate, which they adopted at a meeting in Pickering Tuesday night, includes researching and reviewing the existing provincial laws for public notification of sex of- fenders, federal sentencing structures, and what other jurisdictions have done in terms of public notification. The group also wants to look at how serious the crime of pedophilia is being treated in Canada and will con- sider pushing for radius restrictions on paroled sex offenders to keep them away from neighbourhoods where children live. “There’s no room for that NIMBY (not-in-my-backyard) attitude. You can push pedophiles out of Pickering and they just move to someone else’s com- munity, it’s always going to be some- body’s problem. It’s like a hot potato,” said Ward 1 Regional Councillor Mau- rice Brenner. “This is not a matter of not in my backyard, this is a matter of affecting change.” “This is the most pressing and dan- gerous thing in our community,” added Ward 2 Regional Councillor Mark Holland. “We need to have a voice at the federal and provincial levels as well as the regional and municipal. We need a strong lobby to have a real ef- fect and get some changes made.” The group will now ask for partici- pation from members of all school community councils in Pickering and representatives from local MP Dan McTeague and MPP Janet Ecker’s of- fices, Durham Regional Police, the at- torney general’s office, the solicitor general’s office, and the local media. Holland also said they would be asking Durham council to support a motion calling for Durham police to change their standard operating procedure when it comes to public notification of sex offenders. Police directed their search efforts to Durham Wednesday night, after speaking to the child’s fa- ther, Peter Currie, who is in police cus- tody facing charges in connection with the case. Police charged Mr. Currie March 10 with abduction, carrying a con- cealed weapon and possession of a dangerous weapon, after confiscat- ing a knife from the man. After autopsy results were released, police said they will consult with the Crown Attorney’s office and additional charges could be laid early next week. Alexis was last seen Friday with her four-year-old sis- ter when their father picked them up in Scarborough for a custodial visit. DURHAM –– Police are investi- gating after a man exposed himself to two girls at Rotary Park in Ajax Thursday morning. Durham Regional Police said be- tween 9 and 9:45 a.m., a man ap- proached two nine-year-old girls and exposed himself. When the girls began looking for help, the man took off, heading east from the pavilion at the park. Police searched the park and area neighbourhoods but didn’t find the man. He is described as white, 20 to 30 years old with short, dark hair and a clean-shaven appearance. He was wearing black shoes, black pants, a black shirt, a black jacket and black or dark sunglasses. A day earlier, a man followed three girls, aged nine, 10 and 12 in Pickering. Sometime between 1:45 and 3:19 p.m. Wednesday, a man tagged along behind the girls from Kins- men Park to Liverpool Road near Holy Redeemer Catholic School and then disappeared. They weren’t harmed, police said. He was described as white, in his early 20s and wearing a black leather bomber-style jacket, a black hat –– possibly a tuque –– white jeans and sunglasses with small lenses. Toron- to only saw a four-per cent increase in growth. This is the first time in history when the GTA areas (with a combined 2.6 million people) have had a higher population than Toronto (2.48 million). The Durham growth rate is “consis- tent with what we’ve been projecting,” says Mr. Georgieff, who notes, “It’s not an issue with what we’ve been planning for the region.” However, he says, data truly helpful to anticipating service needs for Durham will be available over the coming months as the raw numbers are translated into demographic snap- shots. “We need to know more about the quality of the community’s characteris- tics, of Durham’s human side. Where’s the growth from? Are we aging? Are there more young families?” These are the statistics that will help plan Durham’s future, he says. Jack McCorkell, the Region’s works commissioner, says one area where the growth has had a negative impact is on the region’s transportation systems. “We’ve been able to do OK as it re- lates to water and sewer,” he says. Those services are paid for by the utilities’ ratepayers and the Region’s water effi- ciency plan has helped Durham hold off on some capital programs, Mr. McCorkell says. A new Ajax water treatment plant is now op- erational and another is to be built in Courtice to service Clar- ington, Oshawa and part of Whit- by. However, he notes, “There has been an increase in traffic de- mand as is evident in our existing road system where there are many roads badly needing widening and we haven’t been able to do that.” The lakeshore municipalities (that all experienced double-digit growth except for Oshawa) are the ones in most urgent need, he said. The problem has been exac- erbated by the requirement to put money into new Hwy. 401 inter- changes, adds Mr. McCorkell. “A good chunk of money that would be going into road widen- ing has gone into interchanges. But, they’re at key locations and again they’re needed for the de- velopment that’s happening in these areas,” he said. Durham is on the hook for one-third of the interchange costs. Overall, though, Mr. Georgi- eff says Durham’s numbers are looking good. “But let’s delve into that num- ber. This first blush is just that. Your editorial asked ‘Where does the ancient Tory leader fit into the picture?’ He is exactly where he is needed at this time. Joe Clark is the only opposition leader who has any credibility and has always challenged the waste and incompetence of the Liberal government. Mr. Clark is Canada’s last true statesman and he does his job for Canada, not for personal glori- fication as does our prime minister. He’s taken more abuse from the media in the last 25 years than even the inept PM today, but he keeps coming back for more and gets better every time. If Mr. Clark is ancient, as you say in your editorial, what does that make Jean Chretien and his entire caucus? Out of touch would be too mild a statement, but it would start you off in the direction about the true identity of the governing Liberals. The Progressive Conservative Party of Canada is constant and solid in its policies and traditions. Mr. Clark has recently rein- troduced past PC policies such as govern- ment reform and an elected Senate, not to only bring former Canadian Alliance members back into our fold, but to appeal to the political reality of thousands of vot- ers across all political lines in this country. Line workers, tradesmen, educators, busi- nessmen and average Canadians can now find themselves supported in the public policy of the Progressive Conservatives. The alternative to Liberal reign awaits and you’ll be pleasantly surprised when you see us in action. Stephen R. Editorial &OPINIONS PICKERING NEWS ADVERTISER MARCH 17, 2002 The tension was obvious. The per- son on the other end of the phone chose his words carefully. I was asking Grant Andrews, edu- cation director of the Durham Catholic District School Board, why a gay Catholic high school student was not permitted to bring his boyfriend to prom. Mr. Andrews said the board does not condemn homo- sexuals, but at the same time, “we’re not going to do things that encourage or promote that practice.” As a Roman Catholic, it called to mind a well-known Bible story. A woman has been caught in the act of adultery and a mob is about to stone her to death when Jesus inter- venes. ‘Let he who is without sin cast the first stone,’ he says, shaming the crowd into the realization that as sin- ners themselves, they are unfit to act as the woman’s judges. One by one, they drop the stones and walk away. Jesus does not condone the woman’s action, telling her not to sin again. But he does not condemn her. This distinction is important in understanding that for Christians, it is the sin that is to be detested, not the sinner. However, that’s not a justifi- cation for wrongdoing. I interviewed the Oshawa student and some friends who support him. They say the board is discriminating against him. The students said they were taught in school that apart from having sex, there’s nothing wrong with homosexuality. After doing some admittedly scanty research, I discovered the stu- dents were generally correct: Church writings on homosexuality do indeed distinguish between the inclination toward homosexuality and gay sex, the latter being the sin. The Biblical references I found, and there are sev- eral, all refer to practising homosex- uals as being sinful. But, if students are being taught the Church says there’s nothing wrong with being ho- mosexual, that’s not what I read as I perused documents on the Vatican’s Web site. In The Truth and Meaning of Human Sexuality, guidelines for sex education within the family, Cardinal Alfonso Lopez Trujillo, discusses the issue. “If parents notice the appearance of this tendency or of related behav- iour in their children, during child- hood or adolescence, they should seek help from expert, qualified per- sons in order to obtain all possible as- sistance,” he writes. He also states all forms of unjust discrimination toward homosexuals must be avoided. Catholic schools have a right, and a duty, to follow Catholic teaching. Doing so cannot be discriminatory. It may be a poor analogy, but the Church is like a club, and everyone is invited to be a member. However, you don’t join a club or remain in one if you don’t agree with what it stands for. If you say the club’s rules must be changed, I say find another club. The presence of all those cranes and the constant sound of saws and hammers in new subdivisions testifies to the boom we’re all liv- ing in. Durham’s population jump saw our eight-municipality re- gion increase 10.5 per cent in just five years, from 458,616 people to 506,901. Durham’s growth rate was just ahead of the entire GTA, which jumped 9.8 per cent and now, with 5,081,826 citizens, has one-sixth of Canada’s entire population of 30,007,094. What does it all mean? The numbers play a critical role in many areas of our lives, not the least of which involves the provision of public services. The fed and Province take a long hard look at pop- ulation distribution when making decisions about grants, new hos- pitals, employment programs, highway construction, transit expan- sion... the list is practically endless. Businesses pay close attention to those numbers when deciding where to locate. On the other side, local politicians and MPs and MPPs can make the case to their political superiors that, as a growing area, the GTA deserves a far larger slice of the federal and provincial tax pie than it now receives. It’s interesting to note the population of the GTA is larger than the combination of the following: Newfoundland, Nova Scotia, New Brunswick, Prince Edward Island, Manitoba, Saskatchewan, Nunavut, Northwest Territory and Yukon Territory. Do we receive the same kinds of programs, the same proportion of federal funding, as that long list of provinces and territories? Compare Durham Region with Newfoundland for instance. Newfoundland has 6,000 more people but seven MPs compared to just four for Durham. A Newfoundland MP represents about 73,000 citizens compared to his Durham counterpart who has, on average, 126,000 people to serve. Obviously, there’s an imbalance. Why should a Newfoundland citizen be worth more representation than one from Durham? The challenge in the coming years for the fed and Province will be to address the problems of the GTA and commit adequate health care, education, transit, roads and infrastructure funds to our area. We need a concentrated effort by all levels of government to address the needs of the tens of thousands of immigrants who come to our urban area every year. Canada’s future rides in part on using this valuable data to make changes and improvements. Those in power must pay attention to the numbers and see the people behind the figures. In 1966, the United Nations estab- lished March 21 as the annual day to mark the ongoing battle to eliminate racism, but the Durham activities will unfold over a few weeks. There will be cultural events, youth workshops and forums. “Over the last few years, the com- munities of Durham Region have seen changes in their demographic compo- sition,” said Ajax resident Roland Rut- land, of the National Movement for Harmony at a recent Durham council meeting. “It has become a diverse multicultural community. This diver- sity has strengthened the fabric of the community and helped bring it closer together. “However, people still face sys- temic barriers in our community based on their ethnic, religious, cultural, racial and other differences,” he added, noting the terrorists attacks of Sept. 11 prompted hate crimes and racist activities in Durham. “The pre- scription for these diseases is public education, in the classroom and the community that focuses on promotion of harmony in its broadest sense.” Volunteers, community organiza- tions, school boards and the Durham Regional Police Service have part- nered to create a number of venues to assist with public education and dis- cussions. Some of the events include: • A public forum and round table April 2 with presentations and dis- plays from local schools on hate crime, anti-racist education and human rights awareness. Or even a newspaper story with the central idea as the lead, or first paragraph. Again, the curriculum demands students learn to “proofread and correct their final drafts, focusing on grammar, punctuation, spelling and conventions of style.” That editing process is essential at a newspaper and performed by several people, starting with the writer and pro- gressing to the editors. Ms. Darling says the 10 lessons pique students’interest. “The curriculum is full enough and demanding enough as it is, we’re looking for ways to engage students,” she says. Not surprisingly, the students like some parts of the job better than others. “I think they enjoyed the writing part of it, but they were really fasci- nated by cartooning and photogra- phy, visual things really catch their eye,” says Gloria McRae, Glen Dhu’s teacher-librarian, who works with the pupils. She says the word that strikes terror into most reporters, ‘dead- line’, had a similar effect on the stu- dents. “They were shocked at dead- lines,” says Ms. McRae. “We’re al- ways at them to get their work in on time. It made a few of them kind of cringe.” Ms. Burghardt found the stu- dents liked anything to do with tech- nology, especially digital cameras. And there was no hesitation when it came to stating where they stand on issues. “They certainly have lots of opinions and they’re not afraid to put them on paper,” she says. Tony Doyle, news editor at the Ajax and Pickering News Advertis- er, was one of several staff members who recently went to Glen Dhu to work with 16 student editors. They’re laying out, or ‘dummying’, pages the old-fashioned way, with pencil, paper and sizing wheel. “A headline kind of captures a story,” he says, asking for some ideas for a story the group is laying out. After a few blank looks, Mr. Doyle offers a few suggestions and the group arrives at a consensus. When he asks Katherine Hender- son how many inches in length a story is, she’s at a loss. “How do you look at the words and know how many inches it’s going to be?” she asks. Mr. Doyle explains the general rule is 40 words equals one newspa- per column inch. A week later, the students arrive at the This Week office in Oshawa to produce, with help from Durham Division editors, their hand-dum- mied pages on computers. Ms. Burghardt is working with Katelyn Parish and Katie Millar, ex- plaining the process is like fitting to- gether a puzzle where all the pieces are rectangles. “It’s fun and very hard,” says Katelyn, looking up from her work at the computer. What’s difficult, she says, is ar- ranging all the puzzle pieces on a page. After all, there’s more than one way to do it and decisions have to be made, and justified. Proofreading the printed page, Katelyn exhibits a flair for editing, easily finding spelling mistakes and asking if a headline, because it’s what someone has said, should be in quotation marks. She would choose to be an editor at a paper, with a focus on page lay- out. “You get to arrange everything and put it where you want,” Katelyn says. A budding cartoonist, Prea Zwarych enjoyed Durham Division editorial cartoonist Tim Dolighan’s visit. Prea contributed a cartoon of her own to the club’s newspaper, based on the pairs’ skating judging controversy at the recent Winter Olympics involving the Canadian team. Prea’s cartoon shows the judges at the competition. While some are thinking to themselves how well the Canadian team is skating, two judges are colluding to deny them the gold medal. “Working as a team,” Prea com- ments, pointing out the irony. Ms. Burghardt says working to- wards a goal, the completed news- paper, is a motivator for the stu- dents. “The beauty of using the writing skills in putting out a newspaper is they have an end result, there’s a purpose to it,” she says. Brittany Stanyon can’t wait to see the club’s paper, the Gator Gazette. Asked what it will be like to see her name in print as a writer, she says, “kind of cool because then people know you. “But it’s kind of embarrassing if you have something horribly wrong,” she adds, expressing the fear that keeps many a rookie re- porter awake at night. BY MIKE RUTA Staff Writer DURHAM — Who woulda thunk it? The work done at a newspaper, the behind-the-scenes stuff that hap- pens before a paper reaches your doorstep, fits perfectly into the new Ontario curriculum’s language ex- pectations for Grade 7 students. But don’t tell that to the roughly 90 Grade 7 students at Glen Dhu Public School in Whitby. They’ve been too busy having fun learning first-hand how a newspaper is pro- duced. The students have been inter- viewing people, writing and editing stories, taking pictures and laying out pages as part of their school’s Newspaper Club. The club is the brainchild of Joanne Burghardt, editor-in-chief of the Durham Division of Metroland newspapers, which includes papers in Ajax, Clarington, Northumber- land, Oshawa, Pickering, Scugog, Uxbridge, and Whitby. She’s also Glen Dhu’s school community council chairman. “Improved literacy skills,” Ms. Burghardt responds when asked what she hopes the students will get out of the club. “The whole project is about making writing fun for them, and the best way anyone learns about something is by doing it.” The Newspaper Club isn’t a side project or an extracurricular activity; it’s taught as part of the regular course load. However, it didn’t start out that way. Ms. Burghardt suggested the club last year when parents were looking for academic and extracur- ricular activities. The idea was for an after-school club where pupils could learn about newspapers in 10 lessons, culminating in the produc- tion of their own paper. She had no idea when she sat down to write a how-to manual, if you will, that the lessons fit the curriculum. But, when Glen Dhu principal Kay Darling and the teachers asked to review the document gave it a read, they realized the Newspaper Club could be more than an ex- tracurricular activity. “Because the actual lessons fit in so well with the curriculum, we elected to use it as part of the course in Grade 7,” says Ms. Darling. It’s all there in black and white. Look at the Ministry of Education’s overall Grade 7 writing expectations and you would think they were writ- ten with the Newspaper Club in mind. For example, by the end of Grade 7, the ministry says students must be able to “organize information to de- velop a central idea, using well- linked and well-developed para- graphs”. Mr. Mullin gave a pre- sentation to trustees at the March 11 Durham Catholic District School Board meeting. The CCC in central and western Ontario is a group of 17 Catholic school boards, including Durham, which pool resources in the area of curriculum devel- opment and makes bulk purchases to save money. Whether you find this place in a corner of a bedroom, the basement or even the garage is not important. What is important is the message it sends your kid and that message is: “Here’s a place to do your best work!” Don’t worry if your child is too young to use some of these items. It’s good that they become familiar with the tools of education. Who knows how much learning results from fooling around with things we aren’t formally prepared to use?
