Pickering wants out of PAW Council votes to end partnership, build new animal shelter Great grads sought Durham College seeks success stories DURHAM —Durham College is looking to honour graduates who have been successful in their career of choice. The college is accepting nomi- nees in six categories for its Alum- ni of Distinction Awards: business, health sciences, recent graduate, technology and two in applied arts — creative arts and design, and community service. The recent graduate award is new, available to graduates from 1996 or later. The awards are being presented June 21 at the college’s convoca- tion ceremonies. Winners are eligi- ble for the Premier’s Awards com- petition. So, rather than attempting to improve the service at a joint animal control centre currently operated by the municipalities of Pickering,Ajax and Whitby, Pickering councillors have voted in favour of disbanding the shel- ter and building a new centre in partnership with the Town of Ajax. City council voted 4-3 Monday in favour of termi- nating Pickering, Ajax and Whitby Animal Control (PAW) at the end of this year and launching the new shelter in north Pickering in conjunction with Ajax, should that Town agree. “This is doable,” Ward 2 City Councillor Bill McLean told his colleagues. Coun. McLean estimated a new facility, which would cost about $275,000 to build, could be operated on a more cost-effective basis than the current shelter and would offer a better level of service. He reported PAW’s budget for 2002 is $688,000, which covers the cost of equipment and the salaries of eight staff members. Pickering currently contributes $243,000 towards the organization, while Ajax kicks in $202,000, he said. “If we were to disband the organization the assets would be divided between the three municipalities,” Coun. McLean said, noting the new shelter could oper- Pickering motorist carjacked at knifepoint PICKERING —A Pickering man was forced out of his car at knifepoint Thursday evening. Durham Regional Police said around 11:20 p.m. March 7, a 29- year-old man was driving on Valley Farm Road south of Finch Avenue when two men crossed the road in front of his car. When he stopped the car so as not to hit them, the men approached and demanded he get out of his vehicle. One had a knife, the driver told police. He got out of his car and the two men got in and headed west on Finch. The man wasn’t injured. Around 1 a.m. Fri- day, the Toronto police called Durham police and said the car was involved in a crash on Midland Av- enue. The description of the two men seen running from the car was similar to those provided by the victim, Sergeant Paul Malik said. The men are described as black, 25 years old and 5’-5” to 5’-8” tall. They were both wearing dark win- ter jackets and one was wearing a black tuque, the other a red one. McLean went on to say he has received numerous complaints about the level of service offered by the pre- sent shelter on Thickson Road in Whit- by. He reported roughly 60 per cent of the animals delivered to the centre are euthanized on an annual basis, noting that statistic is simply unacceptable. However, Ward 1 City Councillor Dave Ryan, who voted against the mo- tion, along with Ward 3 City Councillor David Pickles and Mayor Wayne Arthurs, said there are other options available. “There are ways of addressing it. It can be made better and at less expense to the people of Pickering,” he said, cit- ing a series of recommendations from the Town of Whitby as an option for ad- dressing the need for improvements. However, his attempt to delay a vote on the issue failed. Along with councillors McLean and Holland, regional councillors Maurice Brenner and Rick Johnson voted for the plan. Don McKay, clerk at the Town of Whitby, which handles the day-to-day operations of PAW, said if Pickering and Ajax split up the current arrange- ment all three municipalities would be paying more for animal services. “The per-capita cost of animal ser- vices will escalate,” he said. “I can only hope that whatever decisions are made, they are made on the basis of providing the most cost-effective service. And, the current service arrangement is the most cost-effective.” Mr. McKay noted a Pickering staff report to council last November showed the City was “more than happy” with the level of service provided by PAW. He added he is “not totally convinced” PAW euthanizes more animals than ser- vice providers in other area municipali- ties, although he maintained PAW’s numbers are “factual”. Pickering mayor in the century club Arthurs leads council pay in 2001 with $106,500 PICKERING —Pay and expenses for Pickering council totalled almost $400,000 in 2001. Leading the group was Mayor Wayne Arthurs whose total pay and ex- penses from his duties on Durham and municipal councils reached $106,568.29. Ward 1 Regional Councillor Maurice Brenner’s $6,000 pay as president of the Durham Region Non-Profit Housing Corporation helped push his total for 2001 up to $69,044.91, while Ward 3 Regional Councillor Rick Johnson was a close third at $68,175.54 thanks to the $3,384 he received in pay and expenses for chairing the Central Lake Ontario Conservation Authority. Ward 2 Regional Councillor Mark Holland’s total of $61,929.10 was fourth highest. The City’s three local councillors, who do not sit at the Region, are at the low end of the pay scale. Ward 2 Coun- cillor Bill McLean was paid salary and expenses of $31,273, Ward 3 Councillor David Pickles brought home $29,899, and Ward 1 Councillor Dave Ryan earned $25,917. The mayor earned $50,000 last year for his municipal duties, while all coun- cillors earned $20,000. At the regional level, Mayor Arthurs and Coun. Johnson earned $31,589.74 in base pay in 2001 as chairmen of Durham committees, while councillors Holland and Brenner were paid $25,610.45. Total pay and expenses for all seven members of council at the municipal level reached $250,453 while the re- gional pay and expenses for Pickering totalled $142,353.84. A/P PAGE 4 NEWS ADVERTISER, SUNDAY EDITION, March 10, 2002 Durham public service employees in strike position March 13 DURHAM — There could be a shutdown in some services in Durham this coming week if thou- sands of public servants opt to strike. Members of the Ontario Public Services Employees Union (OPSEU) voted 88 per cent in favour of reject- ing a recent contract offer from the provincial government. The main issue is wages, coupled with job security and benefits. The union will be in a legal strike posi- tion Wednesday, March 13. There are almost 3,000 public ser- vants serving Durham in the Os- hawa-Whitby area, which include nurses, probation and parole officers, jail guards, court clerks, systems of- ficers and clerical workers, accord- ing to OPSEU. In Ajax and Pickering, the move affects the Municipal Property As- sessment Corporation employees and some probation and parole officers with Local 301. There are also parole and probation officers with Local 302. At the Whitby Jail, “It will be like a work slowdown,” said Glen Allin, acting president of Local 359. The number of staff would be reduced but it won’t pose a risk to the public, Mr. Allin con- firmed. Fewer inmates would be un- locked from their cells at one time and their meal service would also be affected. The Whitby Mental Health Centre would be short-staffed and many programs, such as groups, vocational and recre- ational services, won’t be avail- able, noted Ron Ballantyne, ad- ministrator. The centre would close some units and has already begun re- ducing the number of patients in the facility. Support will be arranged for any patients who are discharged or placed on leaves of absences, said Mr. Bal- lantyne. Doctors and managers would not be involved in the proposed strike. The health centre will run a crisis service for outpatients from Monday to Friday, 9 a.m. to 5 p.m. at 400 Centre St. in Whitby. The phone number is 905-665-4019. Court services would be dras- tically reduced if there’s a strike, noted Kathleen Demareski, president of Local 340. No new cases will be scheduled, she added. Collections or vendor pay- ment services would also not be available and information offi- cers who provide details about government programs won’t be working the phones. On Feb. 28, the UOIT’s nine front-line pro- grams were presented to the Post Secondary Education Quality Assessment Board, which will review the courses and recommend to the Minister of Colleges and Universities which ones meet Ontario university standard. UOIT will find out which programs have made the cut by the end of June. Among the proposed courses of study at UOIT will be nuclear en- gineering, technology manufacturing, educa- tion and six others. “Programs are to a university what cars are to GM –– that’s our bread and butter,” said Durham College/UOIT president Gary Polon- sky. “It took us months with teams of people working literally around the clock, seven days a week to meet the Feb. 28 deadline (for the curriculum presentation). The university is still almost a year away from having a full-time faculty in place for its September 2003 inaugural class. It has hired retired deans from the universities of Toronto and York to complete the task. In addition, final reading to create the university is expect- ed this spring. “I think we’re confident we’ve done a great job and that these (programs) could be ap- proved,but I guess it’s like anything else when you’re awaiting other people’s judgment,” Mr. Polonsky said. He also noted $50 million has already been spent on constructing buildings for the university, and another $100 million will be spent over the next three years. UOIT will share the Oshawa campus of Durham College and is expecting 700 to 800 students for 2003-04. By the end of the decade, Mr. Polonsky predicts there will be 6,500 students enrolled in the university. Here’s More Proof!... Wayne King and badminton. They’re inextricably linked. His name is synonymous with the sport in Durham Region. He’s the ‘King’, if you will. The head of science at Ajax High School has no equal in his ‘racquet’, so to speak, as his dedication to the sport has spanned more than 30 years. He’s the founder of the local Harwood Phoenix Junior Bad- minton Club and, over the years, his knowledge of the sport has been im- parted to literally hundreds of this area’s youth. It’s a game, he quite freely ad- mits, that gets next-to-no respect from athletes and casual observers alike. Not until they try it do they find out appearances can truly be deceiving. “A lot of people think it’s a back- yard sport. It’s not a contact sport and has an image that it’s not that tough to play,” says King. “But once you get a kid out to try it, they love it. To get them out there and for them to actually say they like it, that’s the hard part.” King laughs when recalling an incident where a student athlete took verbal pot shots at the sport, calling it something less than an ath- letic endeavour. With that, King threw down the gauntlet, er, shuttle. He challenged the doubter to a match, but with a catch. King would sit in a chair on the court throughout the game. In front of a bunch of cu- rious onlookers, the pooped-out stu- dent could only take two points off King who easily defeated his chas- tened adversary. King has guided badminton play- ers at all levels — university, high school and club — and has pro- duced a multitude of winners, from high school and club champions, right up to players in the university ranks with his University of Toronto men’s badminton team. Winning, he notes, shouldn’t be the most impor- tant gauge of a coach’s success. It’s seeing student athletes use the sport as a life lesson and as a springboard to bigger and better accomplish- ments. “A lot of the kids (I’ve coached) have gone on to university and a good job. That’s certainly more im- portant than badminton,” he says. King was recently recognized as the Ontario University Association’s (OUA) coach of the year for the third time in four seasons. The team’s improvement from 88-88 a year ago to 116-60 this season made it the most improved club in the OUA. While he plans to retire from teaching in the future, badminton is another matter altogether. “I plan to keep coaching, for sure.” Who really benefits from ITER project? To the editor: Re: ‘We Want ITER,’special section, March 3 News Advertiser. The section described the ITER (Inter- national Thermonuclear Experimental Re- actor) project as a $12-billion experiment built on 50 to 80 years of wishful thinking. It will suck more electricity from Ontario Power Generation’s power grid during its 30-year operation than any other customer. When this nuclear toy is deactivated in 2033, it will take another 75 years before decommissioning is complete. Why not use a fraction of the invest- ment to retrofit all homes, factories, and commercial sites with proven solar and fuel cell technologies, along with other en- ergy efficiency and conservation technolo- gies? Other countries are doing this and it generates more jobs and faster indepen- dence from nuclear and fossil fuels than the ITER dream ever will. Why would we risk money on a bad fu- sion bet when we can win bigger benefits sooner by using proven renewable energy and conservation programs? Who benefits? Durham District School Board trustees and Pickering City councillors are unanimous in wanting information about the whereabouts of convicted sex offenders. Give us their picture, their address and trust us to be re- sponsible with the information provided, say trustees and councillors. Of course everyone’s primary concern, as well it should be, is to protect our children and keep them safe. That was the basis on which a recent public meeting was held in Pickering by police and community officials after news of a pedophile living in their midst became public. Police took their lumps from angry residents, but used the opportunity to impress upon parents and caregivers the impor- tance of teaching children to be aware and ready to act in the face of any threat. Police and other officials refer to it as streetproofing, but you may call it common sense. The point is, children can im- prove their chances with such lessons in self-protection. And, providing children with the necessary tools to identi- fy and react in potentially dangerous situations is simply the most practical and effective way to guard against tragedy. To reasonable people, it’s terrible that adults who prey on chil- dren exist in our society, but they do. But by naming names and providing addresses of people who pose a potential threat to children is a Band-aid solution, one based on avoidance in- stead of common sense practice. Children must be taught at home and at school — repeat- edly, if necessary — to develop and employ these defensive skills. It means lessons taught to ensure they are not approaching strangers or strange vehicles, not walking alone to or from school, and using the buddy system when at play, even in the middle of day. It means children telling parents where they’ll be — even if only for a minute — and honouring parental limits set around the house. For children, it means being alert and reporting sus- picious behaviour in your neighbourhood to a trusted adult or teacher. If it’s the devil you know may be better than the devil you don’t, then it’s also true that streetproofing, and ongoing com- munication between kids and parents, is an important means to reduce the risk. In this story we look at what is happening with our forests. BY TIM FORAN Staff Writer DURHAM – Derek Foulds’s 62- acre forested homestead on the bor- der of Uxbridge and Scugog town- ships is a microcosm of the state of the forest system in north Durham. Less than 50 years ago, his prop- erty, bought by the then newly-grad- uated engineer for a mere $2,000, was a denuded landscape, character- ized by stone-filled gullies, grass and weeds and farmland stripped of its topsoil. “The blowsand used to drift right across (Uxbridge’s) seventh conces- sion and the Township used to plow it in the summertime with a snow plow,” Mr. Foulds recalled of the land near his home, much of which was abandoned by farmers who could not make a go of it on the sandy hills of the Oak Ridges Moraine. Since that time, both Mr. Foulds’s property as well as much of the moraine in Durham Region has re- bounded. Mr. Foulds has planted 45,000 trees where only a mere 12 once stood. And both the Province and the former Ontario County, now Durham Region, went on planting sprees in the last 80 years, creating large forest systems such as the Ga- naraska in what is now Clarington, as well as the Durham Forest and parts of the Glen Major complex in Uxbridge. The majority of trees planted were conifers such as white spruce and red pine but the forests are quickly reverting back to the mixed- forest native to Durham, notes Graeme Davis, a forester with the Lake Simcoe Region Conservation Authority (LSRCA), which main- tains the Durham Forest on behalf of the Region. The forest expansion accounts for a sizeable chunk of the 50,000 hectares of forest still remaining in Durham. But it hardly begins to rec- tify the damage done to Durham’s forests by European settlers during the 19th and early part of the 20th century. Before the farmers arrived to clearcut much of the landscape, forests covered 95 per cent of Durham Region. Today, provincial data reveals only 21 per cent of Durham as forest. Most of the damage was done in south Durham,where farmers initial- ly found healthy soil to work the land and which is now experiencing rapid residential and industrial growth. Only 7.9 per cent of Oshawa’s landscape is forest, compared to al- most 30 per cent in rural Uxbridge Township, noted Bohdan Kowalyk, forester for the GTA at Ontario’s Ministry of Natural Resources. Mr. Kowalyk’s definition of a for- est is an area at least a half-hectare in size and which is dominated by trees. One environmentalist believes those minimum qualifications are evidence the MNR is taking a my- opic view to what constitutes a for- est. “They’re only looking at what qualifies as a woodlot,” explained Andy Kenney, a professor of urban forestry at the University of Toronto and a spokesman for the Federation of Ontario Naturalists. Mr. Kenney believes people do not place enough emphasis on im- proving and maintaining not only large forest stands but also individual trees within our towns and cities. “In general we seem to have trou- ble looking at the urban forest as an ecosystem,” Mr. Kenney said. “We don’t recognize there are ecological processes going on (in urban forests),” he said, pointing to the importance trees play in protect- ing our air and water quality,creating wildlife habitats and even providing shade. Experts suggest a well-treed neighbourhood acts like a giant air conditioner, keeping the community up to five degrees cooler on a hot summer day. Unfortunately, many of the trees in older communities in Ontario’s cities and towns are dying, Mr. Ken- ney said, and many municipalities don’t have strategies to replace them with new growth. Durham’s municipalities, for ex- ample, are focused on protecting ex- isting woodlands and planting new trees along publicly-owned boule- vards beside roadways, but they do not subsidize the cost of a tree for private homeowners as Toronto does. (Some of the five conservation authorities with watersheds in Durham, including the LSRCA, do subsidize the planting of trees but usually only for owners with signifi- cant landholdings, such as 10 acres or more.) Durham Region,which takes care of subdivision planning for north Durham’s townships, and the south- ern municipalities require developers to plant trees on the boulevards in new residential communities. Once the developer is finished building the subdivision, the responsibility of maintaining those trees - as long as they’re healthy - becomes the re- sponsibility of the municipality. Mr. Kenney feels this practice is shortsighted. “The boulevards are probably some of the toughest environments to grow (trees) in the city,” he ex- plained. Car exhaust and road salt combine to adversely impact the health of trees and modern construc- tion practices mean new trees are forced to compete for space with dri- veways and underground utilities, he said. Grading of new subdivisions also removes much of the necessary topsoil for tree roots to grow. “The best places to grow trees are in people’s backyards,” Mr. Kenney said. He believes Durham’s munici- palities should make it a policy for new subdivision developers to plant trees in front yards and backyards and not just on boulevards. Similar comments were made two weeks ago at a pubic meeting hosted by Durham Region’s Envi- ronmental Advisory Committee. Regional staff, who are currently conducting a review of Durham’s 1993 Official plan, may include the suggestions in an environmental dis- cussion paper to be released later this year. While expressing concern that a front yard tree may interfere with boulevard trees, Bill Slute, the parks manager for the City of Oshawa - one of the few municipalities in Durham to actually keep a forester on staff - said he supports the idea of developers putting a little more thought into how trees exist in their communities. He noted a tree is usually last on the list of items, including utilities and driveways, which developers have to fit into new subdivisions. “We think it should be first on the list,” Mr. Slute said. However, maintaining the urban forest not only demands the agree- ment of developers and the munici- palities but also the assistance of the homeowner, said Mr. Kenney. Durham’s municipalities, for in- stance, ask residents to water their boulevard trees, as they don’t com- mit the resources to do the job them- selves. And it is expected various conser- vation authorities will ask for the as- sistance of Durham residents in the future to maintain the health of the Region’s watersheds. Over the next five years, water- shed studies for almost 20 major streams in Durham will be complet- ed. In watersheds like the Bow- manville-Soper and Duffins creeks, where the forest and wetland cover approaches a healthy 30 per cent, the conservation authorities will contin- ue to focus on acquiring more lands along the stream valleys. But in urban streams such as Ajax-Pickering’s Carruthers Creek, which has only 3.7 per cent natural cover, the conservation authority needs the help of private homeown- ers to improve the health of the wa- tershed, even by naturalizing some- thing as small as their backyard. “The homeowner has to be an ally in the situation,” Mr. Kenney said. He was 71. The winner of the 1993 Peter Perry Award as Whitby’s most outstanding citizen, Mr. Souch founded the family-owned Marigold Ford Lincoln car deal- ership in 1982. The successful business on Dundas Street East and Anderson Street has ranked as one of Ford Canada’s best for consistent sales volume, but Mr. Souch will also be remembered for his many contributions to the community. He was chairman of the Whitby General Hospital Board from 1994-1996 and was chosen as the Whitby Chamber of Com- merce’s ‘Business Person of the Year’ in 1990. Mr. Souch served as presi- dent of the Chamber in 1983. “He was a good president of the Chamber of Commerce and a very nice person to work with,” said Brian Winter, who worked for the cham- ber in the mid-1980s. A graduate of the General Motors Corp. Dealer Training Cen- tre in Flint, Mich., Mr. Souch was head of Ontario Motors Sales Ltd. in Oshawa, a business his father, L.M. Souch, co- founded. He worked his way up the corpo- rate ladder, starting out pumping gas. He became a salesman and, 26 years later, was chairman of the board. It was after a brief retirement from Ontario Motors Sales that he es- tablished Marigold Ford Lin- coln. Mr. Souch entered politics in 1979 and 1980 when he twice ran as a Progressive Conserva- tive candidate against NDP Leader Ed Broadbent. He was the founding chairman of the Dr. Charles H. Best Cen- tre for diabetic chil- dren and also worked for the Toronto Hos- pital for Sick Chil- dren, the United Way and the United Church. “Jim was certainly an elder statesman of the church,” said Kingsview United Church Reverend Craig Donnelly. “He was very involved in his local church community, in the Columbus United Church, and he was also very active at Os- hawa Presbytery. He was always very productive, he had a won- derful sense of humour and was a true ambassador for his faith.” Active in the Ontario Auto- motive Dealers Association, he was named Quality Dealer of the Year in 1990 and served a term as president. Mr. Souch also held the title of president at the Oshawa Ski Club, the Oshawa Flying Club and the Oshawa Kiwanis Club. He served as a business adviser to the Durham Board of Educa- tion, as well. Mr. Souch is survived by his wife of 51 years, Joan, the cou- ple’s five children, 14 grandchil- dren and a brother, Don. Whitby — including six players from Ajax and Pickering — posted a 4-0 record during round-robin play and advanced to the final against Ottawa. Whit- by rebounded from deficits three times before subdu- ing a tenacious Ottawa squad 6-5. Kelsi Landry notched four goals, with singles to Jess McNair and Cassandra Abel. In round-robin play, Whitby beat London, Cam- bridge, Gloucester, and Ot- tawa. Whitby then defeated Ottawa for a second time to gain an automatic berth in the final. The team included Pick- ering residents Abel and Jacqui-Lee McGarry, who was solid in goal through- out the weekend. Mean- while, Abel was fourth in tournament scoring and had the championship win- ner. The Monarchs — the Lake Ontario Secondary School Athletics ‘Quad-A’basketball champs — lost their second game at the Ontario Federation of School Athletic Asso- ciations (OFSAA) championships in Windsor by a 55-52 score to St. Augustine from Peel Region Thursday. The loss eliminated them from further play. David Ferdinand scored 14 points for the Monarchs. The 12th-seeded St. Mary squad opened the tourna- ment Wednesday night against the top-seeded Eastern Commerce Saints from Toronto, losing 61-45. Ferdinand led the team with 12 points. The Monarchs finished the basketball season with a 23-9 mark.
