With the aim of creating a “level playing field” across Durham, Pickering councillors want the Region to go about the business of creating a region-wide bylaw regulating smoking in restaurants and other public areas. If a majority of municipalities in Durham agree, the Region will soon begin the process. Pickering’s committee of the whole decided to support a re- gion-wide bylaw regulating smoking in public places and workplaces Monday night after Durham likes combined courthouse, HQ BY JACQUIE McINNES Staff Writer DURHAM ––Durham council has not decided whether it should go ahead with a proposed regional headquarters building but it has al- ready approved the possibility of tying that project in with a provin- cial courthouse. In a 14-12 recorded vote with two councillors absent, regional council voted to put the Rossland Road/Garden Street site forward for consideration for a courthouse the Province is expected to locate somewhere in Durham. The provision would be based on “the constraint the site is devel- oped to meet the needs of the Re- gion with respect to the Region’s planned administrative facility.” A number of council members, including Pickering Mayor Wayne Arthurs, expressed strong objec- tions to the plan of tying the two projects together. Off-duty police officer charged with assault See CLOSE page 2 DURHAM ––An off-duty Durham Regional Police officer has been released on bail after being arrested and charged with as- saulting his wife. Officers took a colleague into custody after responding to a do- mestic call at a Port Perry residence early Thursday, said a statement is- sued by the force. Police said the victim was allegedly assaulted dur- ing a family argument, although she did not require medical atten- tion. The investigation continues. The officer, who works out of 19 Division, the Ajax-Pickering Community Police Office, was re- leased from custody following a bail hearing in Ontario Court of Justice in Oshawa. Police said they are withholding his name to protect the victim’s identity. The department’s Professional Standards Unit has been called in. Game five was in Thornhill Saturday night at 7:30 p.m. Game six is at the complex Sunday at 8:30 p.m. For details of this match-up, see page 16. “It is inappropriate to consider development of a courthouse on this site,” said the mayor, who noted the move could hinder council in weighing the merits of a new headquarters. “We’re not at the point we want to put pre-approval on an administration site,” noted Mayor Arthurs, who said he didn’t want to be in a position of approving the headquarters or losing the court- house project. All companies that have ex- pressed interest in submitting de- signs and bidding for the headquar- ters project will be notified of council’s deci- sion. Scugog Mayor Doug Moffatt suggested there is nothing wrong with having pro- ponents of the project bring the best ideas, either with or without, the adjoining courthouse to the table. Oshawa coun- cil officially op- posed a new head- quarters recently based on its own cost-study. The City is also vying to have the court- house located in its downtown so the idea of linking the two projects was vehemently opposed by the Oshawa mayor, who was support- ed by all Oshawa members in atten- dance except Councillor Bob Boychyn. Ajax Mayor Steve Parish added, “I think it is a mistake for this council to allow a mixing of these two pro- jects.” The whole idea of the headquarters process is to see if a new consolidated site will create efficiencies and save tax dollars, he noted. “Similarly the Province is going through a separate process for the courthouse. It’s fair to say several mu- nicipalities have landowners who have created proposals for both of these projects.” The motion did carry with the support of the following council members: Marcel Brunelle, Gerry Emm, Joe Drumm and Pat Perkins of Whitby; Ken Car- ruthers and Doug Moffatt of Scu- gog; Gerri Lynn O’Connor and Susan Para of Uxbridge; Scott Crawford and Jim McMaster of Ajax; Terry Clayton and Larry O’Connor of Brock; Rick John- son of Pickering and Bob Boy- chyn of Oshawa. Oshawa councillors Warren Young and Nester Pidwerbecki were absent. And, for local politicians involved in a charity bowl-a- thon for the cause, a friendly rivalry has developed be- tween Ajax and Pickering. Ajax is aiming at reclaim- ing its title from Pickering after losing it last year. This is the 26th year the Big Broth- ers Association of Ajax-Pick- ering has held the event, which brings in half of the or- ganization’s operating bud- get. “Regardless of who wins, Big Brother definitely wins,” said Moe Pringle, president of Big Brothers Ajax-Picker- ing, at a press conference to announce the charity bowl. The event also served as an open house to show the new office at 1735 Bayly St. “It’s actually the largest single fund-raiser for chil- dren anywhere in Durham re- gion,” Mr. Pringle said later in an interview. The commu- nity response has been “over- whelming” in sponsoring this event. “It reinforces to me that the community certainly sees the need and importance of Big Brothers in Ajax and Pickering.” Last year, Bowl for Kids Sake raised $80,000, surpass- ing the organization’s $65,000 goal by $15,000. The goal this year is $70,000, which officials also expect to surpass. Bowling will take place at Celebrity Lanes. League bowlers at Ajax Bowl, Plaza Bowl and Celebrity Lanes will also be able to get spon- sors during regular league times to raise money. Grace Belmonte is heavily involved in the Big Brothers organization, volunteering in the in-school mentoring pro- gram and the couples pro- gram. She is also the market- ing manager at Nokia in Ajax, a sponsor of both Big Brother programs both local- ly and nationally. For the couples program, Mrs. Belmonte and her hus- band, Dominic, spend time with eight-year-old Alastair. “They get not only one on one, but two people pouring their attention on them,” Mrs. Belmonte said. And, she noted, if one is too busy to spend time with the child, there is still a chance the other will be available. Activities the Bel- montes do with Alastair in- clude watching movies, chopping down Christmas trees, and simply just going out for a bite to eat. “It’s a lot of fun.” Apart from giving a child a role model and something to do, there are also personal benefits to the program. “It gives us an excuse to watch the kind of movies we wouldn’t normally watch,” Mrs. Belmonte said with a smile. “It’s not as embarrass- ing to watch ‘Monsters Inc.’ if we have a kid with us.” She also gets to spend an hour away from the office once a week to be with six- year-old Ryan, as part of the in-school mentoring pro- gram. One benefit of this pro- gram is the student does bet- ter in school, Mrs. Belmonte said. “They don’t get in as much trouble as they would typically get into.” Education Minister Janet Ecker, MPP for Pickering- Ajax-Uxbridge, reinforced this point in a speech at the press conference. “It doesn’t matter how hard those teach- ers work, or how hard any of us work at education,” she said. “If those kids don’t get the support they need at home or through an organiza- tion such as this, they’re never going to succeed.” The first day of the bowl begins Sunday, Feb. 24 with the Restaurant Challenge. The Mayors’ Challenge is on Friday, March 1, followed by the Corporate Challenge March 2 and finishing with the Bank Challenge March 3. Click on us at durhamregion.com Father charged upon return to Canada AJAX ––An Ajax man accused of abducting his three young chil- dren and fleeing to Jamaica was ar- rested after return- ing to Canada ear- lier this week. The children, brothers aged three and seven and their eight- year-old sister, re- main in Jamaica where it’s be- lieved they are liv- ing with an uncle. Durham Regional Police Sergeant Paul Malik said police have no reason to fear for their safety. Their mother, who is being assisted by the international Child Find organi- zation, flew to Ja- maica on Friday armed with cus- tody documents in the hope of bring- ing her children home, he added. Sgt. Malik said the man moved out of the couple’s Perfitt Crescent home after being charged with as- sault last August. He was released on bail with terms to live with a brother in Markham, and had joint custody of the children. The father al- legedly picked up the children in early December and took them to Jamaica without the mother’s knowledge, said Sgt. Malik. On Monday, Durham officers arrested Newton Rudolph Ffrench, 52, at Toronto’s Lester B. Pearson International Air- port after he stepped off a flight. Mr. Ffrench has been charged with two counts of breach of recog- nizance and three counts of parental abduction. The charge of parental abduction was ap- proved by the At- torney General’s office before being laid, Sgt. Malik said. Mr. Ffrench was held in custody. P PAGE 6 NEWS ADVERTISER, SUNDAY EDITION, February 17, 2002 To the editor: I was upset to read the letter about people who use handicapped parking spaces when they look well and able, just because they did not carry a cane, walker or use a wheelchair. Mr. Trehern stated he often watched people get out of their vehicles in a hand- icapped space while waiting for his wife near an entrance in a local mall. Perhaps Mr. Trehern should be aware that not all disabilities are obvious. Lupus causes muscle pain, exhaustion and fever, and when climbing a flight of stairs it can seem like climbing the Eiffel Tower. Arthritis causes similar problems with walking, standing, sitting, etc. A short walk in the mall can be really painful ... thank goodness there are benches to rest before making the trip back to your car. Heart patients also have problems with distances. They, too, are exhausted easily. The list of “invisible disabilities” goes on. True, there are some people who abuse handicapped parking privileges, but I don’t really think it is as high as 50 per cent. There are temporary permits and permanent disability permits that must be signed by your doctor before you can ob- tain one. It’s truly difficult enough to have a disability without thinking you have to prove it to every Tom, Dick, or Walter out there who thinks you look normal. Please try not to make judgments un- less you truly have the facts. How humil- iating it will be for people out there with these disabilities knowing you are out there watching them. I do trust that while you are watching, you are in a legal parking spot and not parked at the mall entrance. That, too, is illegal! Ajax and Pickering have been asked by Durham Region to consider a public consultation process as part of the creation of a region-wide bylaw governing smoking in public places. The municipalities themselves, with varying rules and re- strictions, currently regulate public smoking in restaurants, bars and other establishments. Durham Region’s effort comes following those of other ju- risdictions in the Greater Toronto Area, where much more stringent and broad rules have been implemented. Pickering and Ajax this week showed some support for the idea, although Ajax officials were quite vocal in demanding a complete and detailed public consultation process. Few would argue about the detrimental health effects of smoking, even as smokers continue to legally light up in some restaurants, and often right beside non-smokers dining in a so- called non-smoking section. The most important element of any restriction on public smoking lies in its even application across Durham Region. As several local politicians suggested this week, a level playing field is crucial to the success of any new bylaw. Durham Region has opened the door to this new approach in lobbying local municipalities for input. What should happen as part of the public consultation process is to use it as a basis for defining both the limits of any new bylaw and the definitions regarding any new restrictions. The consultation process shouldn’t be seen — or used - as an opportunity to simply measure support and then implement a bylaw without community-based participation. Bingo parlour operators have concerns specific to their in- dustry. So do tavern owners and restaurateurs. The average cit- izen, too, has something to offer as part of any debate. Consequently, their views and very real concerns must be taken into account in developing any new bylaw. It’s true that Durham and its municipalities have lagged be- hind other areas in creating a new generation of regulations governing smoking. This move represents an important new opportunity to gauge the direction in which the issue will go. But, the process must be inclusive and broad-based. The most amazing aspect of the Olympic figure skating controversy isn’t that Canadian skaters Jamie Salé and David Pelletier were robbed. They were, although on Fri- day the International Olympic Com- mittee moved to rectify the injustice. No. It’s that men are actually dis- cussing the dust-up at length and with a certain amount of passion. The same amount of conviction is usually reserved for Super Bowls, the Leafs, Raptors, Jays, the spend- ing habits of the significant other, the goings on of the children or the evil committed by Satanic bosses. But, here are men speaking out in righteous indignation about the crime committed by figure skating judges. For most fellows, figure skating begins and ends with Katarina Witt and her appearance in Playboy a few years back. Here in the News Advertiser male-only newsroom, words of venom are being spewed toward those evil judges. The conversations sounded something like this: “Did you see that? Those Russkie judges! And that French judge! They should be shot.” “I can’t believe that happened to our skaters. They were so good.” “No kidding. They were awe- some!” The conversations will lead you to only one conclusion — the guys were actually watching figure skat- ing. For me, Monday was the first time in 17 years of attending insom- nia-curing council meetings when I wanted to get home as quickly as possible so I could watch skating. Usually, I want to get home for the football game. The guys’reaction isn’t limited to what happened following the Mon- day night skate. We’ve actually been reading about the matter and follow- ing along each night as develop- ments break. And, I must say, our male anger is genuine. We’re ticked. We wanted retribution. Sure, part of our anger stems from the fact that Jamie Salé is drop- dead gorgeous. That can’t be denied. But, it’s more than that. We feel, as Canadians, like we’ve been ripped off. We invested our hopes in the pair, only to be denied. Since the crime, however, even us guys can’t help but notice the incred- ible display of good sportsmanship displayed by Jamie and David. Ah, if our kids could only grow up to be just like them. They’ve said all the right things and said them honestly. Their com- ments are not hollow words. Pickering council is expected to ratify the decision this upcoming Monday. If a majority of area municipalities agree, the Region will proceed with a public consultation by the regional health and social services committee to decide the parameters of the bylaw. “If five out of eight municipalities agree, then we’ll begin the public con- sultations,” said Ward 1 Regional Councillor Maurice Brenner, who also sits on the regional health and social services committee. “Right now it’s not a level playing field...we need something consistent that can be con- sistently enforced. When you look at the Toronto and other GTA regions in the 905 area, Durham Region is the only one that doesn’t have a level play- ing field.” As of June 1, 2001 municipal by- laws came into effect prohibiting smoking in restaurants in Toronto, York Region and three municipalities in Peel, yet none of the eight Durham municipalities have joined the battle for smoke-free restaurants, still allow- ing between 25 and 50 per cent as des- ignated smoking areas in local estab- lishments. The regulations currently differ from municipality to municipal- ity. Coun. Brenner said part of creating a level playing field across this region does not necessarily mean a complete ban on smoking, but it does mean making sure the different municipali- ties have the same percentages. Ward 1 City Councillor Dave Ryan said he agrees any anti-smoking by- law should be put in place across Durham, so restaurateurs from differ- ent municipalities aren’t subject to un- fair advantages or disadvantages in at- tracting clientele. “We can’t play off one against the other,” he explained. “It’s up to the Re- gion to address these issues.” CITY from page 1 Tomorrow begins today. There are many fun games that introduce the basics of count- ing, comparing sets. classifying, etc. Here are some concrete ideas for you to use when helping your child: 1.Whenever possible, prac- tice counting with your child -- the number of peanuts, candies, etc. being eaten for snack, the number of beads that there are on a neck- lace, the number of books there are on a shelf, and so on. This can be capped off by participating in your child’s activity -- go ahead and enjoy the snack too! 2.Provide your child with cotton balls and plastic cups. Get him/her to place a selected num- ber of balls in each cup, drawing the number with a marker. Repeat this activity with different num- bers, allowing your child to exam- ine the relationship between the numbers and the quantity drawn. 3.Write a number on a piece of paper. Give your child dried beans. Ask him/her to place the number of beans corresponding to the number you have written down, on th sheet of paper. Your child will really enjoy this activity when asked to glue the beans on to the sheet of paper and to decorate the sheet with sparkles or decora- tions! 4.Whenever feasible, get your child to organize his/her posses- sions in some logical way: e.g. divide books into topic areas (ani- mal books, food books, books about friendship, etc.) As a by- products, you will get your child to clean up a messy room!! 5.As a clas- sification activity, have you child arrange objects by height, shape, or by some other dimension: e.g. organize crayons in terms of height from the shortest to the tallest. 6. Classification activities can also be based on household rou- tines : e.g. you can ask you child to organize in some specific way the sub- stances or materials you are using as you prepare dinner (by colour, by shape, by function , etc.) In this way turn dinner preparation into a fun and interactive activity! 7.Stress the relation between number symbols and concrete objects whenever possible: e.g. counting buttons on a shirt, plates on a table and so on. 8.Show your child that the same objects can also be classified according to pattern: e.g. the but- tons according to colour, the plates according to size, and so on. 9.As another counting activi- ty, ask your child to put the num- ber of items, in a situation, in a one-to-one correspondence: e.g. the number of tea cups vs. the number of people at a tea party. You can then ask your child to determine if there are more or less tea cups than required. Make sure you provide real tea and cookies so you can both enjoy the event! 10. You can also ask your child to determine if there is a one- to-one correspondence between the number for envelopes and birthday party invitations that you will be mailing out, asking your child to deter- mine if there are more or fewer envelopes than invitations. They are children of the computer age, born into a world where the Inter- net, cellphones and pagers weren’t in- vented, but are now a part of everyday life. Where an adult may shrink from a new technology, afraid to dip a toe into those uncharted waters, children eagerly dive in, exploring its uses with nary a glance at the instruction manual. “They certainly seem to have the drive to use (computers) to their maximum potential,” says Richard Johnston, a prod- uct architect in the programming field and volunteer at Westcreek Public School in Pickering. “Given the opportunity, a lot of these kids will stay on the computer for hours.” He is referring to the school’s Tech Team, a group of roughly 20 students in Grade 6 to 8 selected to share their exper- tise in the use of presentation software and other tools to help their peers and even teachers use them in the classroom. A year ago, Westcreek was one of only 30 Canadian schools chosen for the SchoolNet Network of Innovative Schools (NIS), a designation that came with a $10,000 grant. The NIS is part of the broader SchoolNet, a technology ini- tiative support- ed by the Canadian, provincial and territorial gov- ernments, edu- cation groups and the private sector. The school must be approved each year in the three-year agreement, and West- creek recent- ly received the OK — and an- other $10,000 — for its second year. Students must digitally apply to be Tech Team members, generally producing a CD that gives them an opportunity to show what they can do, says school principal Kevin Lowe. “They have to have the support of their parents, solid academics and the support of their teacher,” he says. “It often attracts youngsters who you sometimes find trouble engaging,” he con- tinues. “It’s a vehicle that appeals to them.” James Rowed is a Grade 6 teacher at the school and the Tech Team coach. He and Mr. Johnston pre-train the students in the use of new software, for example, and then back off so the team members have an opportunity to “play” with it, exploring on their own what it can do, an approach Mr. Rowed says helps students learn bet- ter. They then achieve a comfort level with the software by using it in a project. Over the last year, Tech Team students have gone into the computer lab when a teacher has a class, perhaps working on word processing or an Internet project, to lend their experience and another set of hands. “People like the added source of sup- port, especially in large groups,” says Mr. Lowe. Some team members even tutored teachers privately, but for the most part, their role has been to meet needs at the school on an ongoing basis. In the future, Mr. Rowed and Mr. Lowe hope to move the Tech Team on to higher- end applications of their skills, where they would become involved in the professional development of teachers at after-school sessions often held at Westcreek. In this more informal environment, says Mr. Rowed, the team’s ability would be on dis- play and teachers would be more aware of what they can do and more likely to ask for their help. Mr. Rowed says he splits the team into smaller groups based on grade level, abili- ty and the breadth of their knowledge. And he ensures that two girls are in a group. “One (reason) is to encourage girls to be on the Tech Team,” says Mr. Rowed, noting eight out of every 10 team appli- cants are boys. The second reason is he finds young girls are more confident speaking their minds when they have the support of an- other female group member. Grade 6 student Michael Gilbert is one of the newest members of the Tech Team. “We had to show as much as we know for the presentation, and if you know a lot you probably get on the team,” he says of applying for the team. Classmate Eric Fisico notes making the team and staying on it are two different things: if you fall behind in school you’re off the team, says the Grade 6 pupil. Grade 6 student Heather Brown’s pre- sentation showed off her ability to make slide shows, use clip art and surf the Web. “I want to learn more about computers,” she says, adding it’s fun to work in a group setting with the other team mem- bers. For Grade 7 student Stephen Dines, being a member of the Tech Team is a point of pride. “It makes me feel big because you’re one of the only kids in the school who knows how to work lots of software,” he says. “It makes you feel privileged.” Stephen was showing off the new digi- tal camera the team was experimenting with, taking photographs that may appear in the school yearbook. Sarem Naqvi is well on his way to achieving his goal of making computers his career. The Grade 8 student is qualified to teach five computer courses, including Microsoft Windows 1998 and 2000. He doesn’t hesitate when asked why he is interested in technology. “Technology’s changing our world,” Sarem says. “Look at all the objects we have now, machines that help us work.” Grade 6 student Kishan Chouan’s inter- est in computers began when he first heard about the Internet. He remembers getting excited about it and remembers going on the Web for the first time. “I didn’t know what to do but soon I learned lots about computers,” says Kis- han. “I want to learn more and that’s why I joined the Tech Team.” One day he wants to be a computer technician or perhaps a Web page designer. As for the teaching part of what the young team members do, Mr. Lowe accu- rately predicts, “I think you’d get a wide range of opinions.” For students possessed with a lot of self-confidence, it’s not a big deal, while others aren’t as comfortable stepping to the forefront. “I felt pretty comfortable,” Michael Gilbert says of his teaching experiences. “The first time I was nervous because I had to talk over everybody and I’m not used to it. The second time I had more confidence.” Eric Fisico doesn’t have fond memories of helping young students. “It was kind of difficult because it was a whole bunch of hyper Grade 1s and they did not want to listen,” he says. “I had to go to most of the students individually.” Eric doesn’t see teaching in his future. “From what I’ve seen, what happens to teachers is they have to yell a lot,” he says. “I wouldn’t want to teach either,” Michael adds. Grade 8 student Michelle Lee, however, finds it fun “working with the kids,” recall- ing how she helped Grade 3 pupils use Storybook Viewer software. Still, she has her eye on another career. “I think I’d like to design Web pages because it’s really fun,” she says. “I like looking at my finished product because you don’t know what you’re starting off with.” Watching the presentation for the hun- dredth time, Mr. Rowed asks students if they’re up to the task of using the digital video camera for a project. “Of course” and “absolutely” are the re- sponses. Phoenix is an eight-week program dealing with survivorship issues for pa- tients with at least two years of treatment behind them. Conducted by a profes- sional psychotherapist who is also a can- cer survivor, the goal of the group expe- rience is to help empower these individ- uals by emphasizing personal growth and self-awareness. Group size is limited to six partici- pants who must register for the new pro- gram, which begins meeting March 5 and continues each Tuesday through March 12, 19, 26 and April 2, 9, 16 and 23 from 7-8:30 p.m. Ongoing Hearth Place programs in- clude ‘Young Hearts,’ a support group for those aged 18 to 35 living with can- cer. They meet Monday nights at the centre from 7 to 8:30 p.m. Wednesday is the busiest day of the week at Hearth Place when four differ- ent programs are held. Yoga for bodies under stress is offered to cancer patients and their caregivers from 10 to 11:15 a.m. and again from 11:30 a.m. to 12:45 p.m. A Metastatic Cancer Support Group for those dealing with the spread of their cancer meets from 1 to 3 p.m. Tai chi, the graceful series of move- ments that support relaxation while im- proving strength and flexibility is avail- able to cancer patients and caregivers from 7 to 8 p.m. The Breast Cancer Support Group for women living with breast cancer meets from 7:30 to 9 p.m. and is a drop- in group with no registration required. On Thursday from 2 to 3 p.m., a sup- port group for caregivers provides an op- portunity for those caring for people with cancer to share their feelings and coping strategies with others in similar situations. In their first year of competition in the league, the Cougars have been more than respectable, posting a record of 4- 2-1 within the 14-team Lake Ontario Secondary School Athletics (LOSSA) varsity girls’loop. Paul McFarland and Mike Alexiou drew assists on the power-play marker. The goal was Tonkin’s second of the night. In a series that has been marked mostly by low-scoring games, Thursday’s contest didn’t follow in the footsteps of its predecessors. In fact, the Panthers held a whopping 5-1 lead in the second period only to see the lead evapo- rate as the Rattlers scored four goals on five shots in a three-minute span. Pickering’s starting goaltender Kevin Kliman was ejected after the third Rattlers’goal with a high-stick- ing major penalty. Neither squad was able to score in the third period on Pickering netminder Scott Gray or Thornhill’s Cutler, who took over for starter Mike Andreoff in the second period. Panthers’ head coach Bill Purcell notes it was a gutsy effort to pull out the overtime win after his charges surrendered the lead in the second period, but were able to hold down the Rattlers in the third period and force over- time. “Basically, I told them (in the dressing room) let’s forget about what’s happened (in the second period) and let’s go out and win this period, which we did. I have to give them credit. They didn’t fold the tent. They came out and dominated the third period.” Also scoring for the Panthers were Garret Winder with two, Brent Chandler and Ryan Taylor with single markers. Assisting were McFarland, Alexiou and Dan Schofield each with two, Tonkin, Colin Jennings, Kevin Rogers and Alex Greig with one apiece. The Panthers outshot the Rattlers 41-32. PANTHERS’ POSTSCRIPT: Taylor (charley horse) and McFarland (two broken ribs) returned to the lineup for the Panthers Thursday. McFarland came back two weeks early from his rib injury after getting medical clearance to play. He used a flak jacket dur- ing the game to protect his broken ribs.
