Pickering council on Monday nominated five community mem- bers and one city councillor, in ad- dition to Mayor Wayne Arthurs, for appointment to the Greater Toronto Airport Authority’s (GTAA) Pick- ering Advisory Committee (PAC). Crown denies charge of impaired driving See PICKERING page 4 City wants full house on airport committee BY STEPHEN SHAW Staff Writer DURHAM ––Crown Attorney John Scott’s blood- alcohol level was “well below” the legal limit when he was given a breathalyser test shortly after his arrest for impaired driving in relation to a pedestrian hit-and-run, his lawyer says. Bernie O’Brien, prominent Oshawa criminal defence counsel retained by Mr. Scott, said the long-time local prosecutor denies the charges laid in connection with Tuesday’s collision in Ajax and plans to plead his inno- cence. Mr. Scott, 55, faces two counts of failing to remain at the scene of an accident causing bodily harm and im- paired driving causing bodily harm. The Ajax resident has voluntarily stepped aside as Durham’s senior Crown, a position he’s held for more than 20 years, until the case is over. “He has asked for and been granted a temporary as- signment to another position within the Attorney Gener- al’s office,” Mr. O’Brien confirmed. Durham Regional Police said a 16-year-old boy was bloodied and bruised when struck by a westbound car while walking with friends on the north shoulder of Rossland Road, east of Harwood Avenue, at about 9:30 p.m. The driver failed to stop and left behind a broken side-view mirror, police said. The driver returned to the scene about 10 minutes later, spoke to the victim and his friends, but drove off again, witnesses told police. A short time later, the 1993 Chrysler Intrepid re- turned to the scene a second time. The driver was ar- rested when officers arrived soon after. The teen was treated at Ajax and Pickering Health Centre and released. The car’s windshield, hood and side- view mirror were damaged. Mr. O’Brien called the case a “gen- uine tragedy for all concerned” and said his client has expressed “deep concern for the young man’s well-being.” “He is very happy to hear (the victim) wasn’t seriously injured. On the other hand, we’re looking forward to demon- strating his innocence,” he said. Mr. O’Brien said Mr. Scott “co-oper- ated fully” with officers and gave a breath sample after being arrested and taken to the Pickering police station. Mr. Scott blew 47 mgs of alcohol per 100 mls of blood, “barely half” the legal limit of 80 mgs, Mr. O’Brien said. Police sources confirmed the results. “The reading was well below the type of reading that would justify a charge of this nature. We do not feel the charges are appropriate,” Mr. O’Brien said. The high-profile public official has been devastated by the charges. “It’s fair to say he is very distraught,” said Mr. O’Brien, who has sat on opposite sides of the courtroom from Mr. Scott on nu- merous occasions. An independent counsel has been re- tained by the Attorney General to prose- cute the case and an outside police agency brought in to conduct witness in- terviews to ensure impartiality in the in- vestigation. Among those expected to be interviewed are Crown colleagues of Mr. Scott. Mr. Scott is due to make his first ap- pearance in Oshawa court March 12. BY MIKE RUTA Staff Writer PICKERING —Jim McCafferty has decided to pass on next month’s Catholic trustees’ seminar near Orillia, describing it as “a waste of money that could be used elsewhere”. That makes three of eight Durham Catholic District School Board trustees who say they will not attend the three-day seminar, planned by board chairman and Whit- by Trustee Mary Ann Martin. After reviewing a draft seminar agenda handed out to trustees Monday night, Trustee McCafferty in an in- terview said, “as far as I’m concerned, there’s no need to have that conference up at the Fern Resort, it should be done here. “I felt the money spent in going, on the accommoda- tions, the meals, the travel ex- penses, the time away from home, you add that up and it’s pretty expensive per trustee.” At Monday’s board meet- ing, when Oshawa Trustee Stan Karwowski and Brock- Scugog-Uxbridge Trustee Fred Jones said they would not be going, Trustee McCaf- ferty had not decided. Education director Grant Andrews said Friday the cost per trustee is $330, plus taxes and service charges. Trustees are to spend Thursday night, Friday and Saturday morning at the resort, with seven infor- mation sessions scheduled. The topics include a two-part session on finance and one session each on special edu- cation and school choice. “I don’t have any problem justifying it at all,” Trustee Martin said in an interview Thursday. “It’s too bad, be- cause I think each of the three trustees could benefit from it like anyone else.” Trustee McCafferty said the seminar could easily be held at the board office or in a local school or church hall. Trustee Martin has defended going outside of the region, saying without the distrac- tions of home, trustees would be better able to make use of their time. The board budgets money every year for trustee professional development, she said. Trustee McCafferty reject- ed the idea that distance from home is a factor in a success- ful seminar. “You just say, ‘we’ve got a meeting at a school or parish hall and that’s it, we’re going,” he said. These lands were designated under the Aeronautics Act as an airport site on Aug. 15, 2001. Since April the GTAA has taken a number of steps to begin this work... PAC is an important component of this process, as it will serve as the forum for the GTAA to discuss issues with interested community stakehold- ers.” However, Ward 3 City Councillor David Pickles said to adequately repre- sent this community’s views, one com- munity member and one representative from council is not nearly enough. “In my eyes the majority of the land and the majority of the impact of an air- port will be felt in Pickering,” he ex- plained. “One seat for council and one for the community is woefully inade- quate representation.” Council nominated Coun. Pickles, in addition to Stephen Frederick, president of the community group Voters Orga- nized to Cancel the Airport Lands (VOCAL), and North Pickering resi- dents Lloyd Thomas, Joan Moritsque, Kurrie Storey, and Gail Wideman to sit on the committee. Coun. Pickles said representation from north Pickering hamlets is important since “at the end of the day it’s those residents who may or may not have an airport on their doorstep.” GTAA general manager of commu- nications Peter Gregg said the extra community and council representatives are welcome at PAC’s first meeting Feb 7. “All seven can come, we’re not going to turn them away at the door,” he said, adding they will discuss the need for their permanent inclusion on PAC at the meeting. A GTAA document states the man- date of PAC is to include, but not be lim- ited to, examination of the region’s avia- tion supply, the social and environmen- tal impacts of a possible airport, the eco- nomic viability of a possible airport, and the full range of alternatives. Mr. Frederick said he is willing to take part in the process, as long as it stays true to that mandate. “If this is just a process of rubber- stamping things, then I’m not interested in participating,” he said. “We want to discuss what they have in mind and I’ll give them the benefit of the doubt, but if it does turn into just another public rela- tions exercise I’m not interested. Let’s see whether a business case exists.” Mr. Gregg said the GTAA does not have a mandate to build an airport in Pickering, only to look at the need, study its feasibility and make recommenda- tions to the federal government. BY STEPHEN SHAW Staff Writer DURHAM ––Police in the region and across Canada staged their own ‘Weedless Wednesday’ uprooting 189 clandestine hydroponics pot- growing labs and seizing $56.2 million worth of the illicit crops. In Durham, 70 police offi- cers led by the drug enforce- ment unit conducted early morning raids at 10 homes stretching from Pickering to Oshawa as part of the country- wide co-ordinated police pro- ject dubbed ‘Project Green Sweep.’ Police here hauled away 3,810 plants with a street value of $3.8 million, confiscated $390,000 worth of growing equipment and $10,000 in cash. Eleven people were arrested locally and face a combined 46 charges including cultivation of marijuana, possession for the purpose of trafficking and theft of hydro. Police said five children, whose parents were among those charged, were removed from homes and turned over to the Children’s Aid Society. Police say organized crimi- nals convert luxury homes lo- cated in quiet subdivisions into sophisticated drug factories disguised as family residences. “This is about organized crime coming into your neigh- bourhood and setting up a drug factory. This is a community safety issue,” said Durham spokesman Sergeant Paul Malik as drug officers loaded a truck with plants removed from a Bentonwood Crescent home in Whitby, near two schools. Police believe Vietnamese organized crime groups are re- sponsible for what law enforce- ment agencies across Canada are calling an epidemic. “They are well-run, like any franchise operation,” Sgt. Malik said. Durham Chief Kevin McAlpine also expressed seri- ous concerns over the sudden growth of indoor drug opera- tions in local residential neigh- bourhoods. “Our officers did a fantastic job (Wednesday) in what was a very complicated response to this organized crime opera- tion,” the chief said. Chief McAlpine said the labs present a fire risk as the operations significantly over- load electrical transformers, creating potential for explo- sions. Police forces in the GTA and across the nation shut down 189 indoor labs, seizing 56,000 marijuana plants with a street value of $56.2 million and $75,000 cash. In total 162 peo- ple were arrested and charged with 367 offences. In Durham Region, police executed warrants at homes in Pickering on Douglas Avenue, Rainy Day Drive and Burnside Drive; in Ajax on Fletcher Av- enue and Sullivan Drive; in Whitby on Glenmore Drive, Bentonwood Crescent, Over- lord Street, Intrepid Drive; and on Snowbird Street in Oshawa. And in an unrelated case, patrol officers discovered a smaller hydroponics operation in a garage on Adelaide Avenue East in Oshawa while arresting a man on an outstanding war- rant. Police seized 144 plants worth $144,000 and arrested two teenagers and an adult. Since late November, police in the region have shut down 32 indoor labs, though they sus- pect many more are still operat- ing. I enjoyed the movie and now show major symptoms of SMS - stock market stupidity. I refuse to face re- ality. I will not accept the obvious, that the rich and powerful do control the wealth and therefore the stock markets of the world. It’s like going to a poker game and you are the only one at the table with face-up cards. The only time you can win is to get very lucky and obviously, you are not going to win any big pots. Further, on the downside, if you play long enough the broker/dealer will eventually have all the chips anyway. I was reviewing my several ‘make-be- lieve’ stock portfolios that I had been fol- lowing over the last few months. The high number of ‘delistings’ should be a sign to us little investors. Do we heed the warn- ings? I don’t think so! We think we are smart enough or lucky enough to avoid these losers. We are all aware of financially successful people, some of whom have been business bank- rupted more than once. It’s sad to me that we apparently have such a loose system as to allow people to walk away from their debt... a first... a sec- ond... who knows how many times? Editorial &OPINIONS PICKERING NEWS ADVERTISER FEBRUARY 3, 2002 Pickering High School (PHS) stu- dents have made it loud and clear they want to help find solutions to make their school safer. They shouldn’t have had to. At last count there were about 1,850 students and 99 staff members at PHS. Students know best what’s going on in the school and have the greatest stake in realizing a violence- free environment. They have to play a major role in turning things around. It will take some courage, and not every student will be on board, but those with whom I spoke at a public infor- mation meeting Wednesday night clearly are ready to tackle the job. But from Day 1 it seems they have been shut out. Immediately after the Jan. 11 shooting incident, the school board told me students were kept in their classes where staff could address any of their questions or concerns. It seems that didn’t take place. As we heard Wednesday night, the students were kept in class because the gun- man had left the school and it was considered the safest place to be. Students who spoke up said they had little or no idea of what had hap- pened, with some walking out the front doors of the school — where the shot was fired — and possibly into harm’s way. Sure, there was a lot of confusion and staff didn’t know much. But stu- dents should have been told some- thing. Three weeks later students were asking for the opportunity to speak about the incident and how they feel about it. In a letter that went home to par- ents, Durham District School Board education director Grant Yeo said, “to help everyone through this unsettling time, the crisis management team of board psychologists, psychometrists and social workers is available at the school to council students and staff.” That sounds very reassuring. But were all students made fully aware of the opportunity? One student after the meeting told me she “heard some- thing about guidance” on the Monday morning announcements. That’s where students were to go to speak to the professionals. I’m sure many students were scared when they came to school the Monday following the shooting but those who are trained to help waited for students to come to them. A par- ent commented there should have been counsellors in every classroom. At the very least, teachers should have been instructed to start the day by letting students talk about what had happened. Ultimately, though, this isn’t about assigning blame. It’s about making things better and I would suggest stu- dents are the first place to go to un- derstand how that can be done. Even with the economy doing a nosedive in the second half of the year and the Sept. 11 terrorist events in the United States putting a damper over everything, homebuy- ers would not be deterred. Buoyed by 40-year-low interest rates and a competitive mortgage market, sales skyrocketed in December with 506 homes sold throughout the region as opposed to 364 in De- cember 2000. That’s a 39-per cent jump. Lois Weaver, sales agent with Royal Lepage Connect Real- ty in Pickering said December 2001 was the “best December” of her career. “It’s been very busy,” she said. “January started out with a bang right out of the gate.” Patricia Mapplebeck, president of the Durham Region Real Estate Board, confirmed a healthy market. “Even with the talk of recession, all indications point to the activities of December continuing well into 2002. In 2002 the market will continue to grow. It’s scheduled for good growth numbers,” said Ms. Mapplebeck. Victor Fiume, president of the Durham Region Home Builders’Association, said “It’s an exciting time to buy a new home with good deals and low mortgage rates.” He does point out the average price of new homes in Durham, $207,000 as compared to $187,480 for resales, has cooled the demand for new homes. He suggests increased development charges, which he argues should be lowered to spur sales, have put a damper on the market. “First-time homebuyers are more attracted to resale homes as opposed to new homes. It’s an unfortunate trend.” Balanced against this outlook are the huge numbers in resi- dential building permits recorded across Durham municipali- ties. With demographers expecting Durham to double in popu- lation in the next two decades, there will be plenty of opportu- nity to sell new homes in Durham. Add in the construction of the University of Ontario Insti- tute of Technology and the strong possibility of the ITER fu- sion research facility being awarded and built here and you have the recipe for massive housing developments. There has probably never been a better time to jump into the Durham home market. Certainly that bodes will for our re- gion’s future. Pat O’Brien, Ontario Power Genera- tion’s manager of public affairs for the Pickering Nuclear Generating Station, was selected as president during elec- tions for the group’s board of directors. “We’re going to be focusing on putting our house in order,” he said dur- ing a recent interview about the goals of his term. “I also want to ensure the voice of business speaks with a social con- scious to improve the quality of life here in Ajax and Pickering.” Mr. O’Brien said, on that note, the board would continue to work with groups like Junior Achievement, educat- ing youth about business and safety, while also pressing its members to take an active role in community projects such as a women’s shelter for west Durham. “Durham is a huge growth area,” he added, pointing to construction of a new Ajax interchange on Hwy. 401, the con- tinuing rise in residential development in both Ajax and Pickering, the recent announcement of a new university, and the fusion research project, ITER, as signs the area is growing exponentially. “Growth and development in Durham over the next few years and longer will be phenomenal and it’s so important for community planners and business to work together, it’s going to be a lot of work,” said Mr. O’Brien. The powder room. The little girls’(or little boys’) room. If your throne is less than fit for a king, it may be time for some bathroom remodelling. After all, we spend a lot of time in the porcelain palace. If you have a general knowledge of plumbing and basic tools,it’s a project you can take on - with a little help from the experts. “There’s not an awful lot that can go wrong,” says Gord Cole, plumbing associate for Home Depot in Oshawa. “Whatever you took apart has to go back the same way. Everything is interchangeable unless you have a really old house.” Let’s start by removing and replacing the toilet. “It’s not hard to install a toilet,” says Ryan Lupton, head of the plumbing department for Millwork in Oshawa. As with all bathroom projects, shutting off the water is the first important step. Turn off the shut-off valve which is located on either the floor or the wall near the toilet. Flush the toilet to drain the water from the tank. If water still remains in the tank, use a sponge to ab- sorb and remove excess water. Disconnect the supply line, which carries water from the main water supply to the tank. It’s the tube extending from the shut-off valve that is attached to the tank. Remove the tank by un- screwing the bolts that attach the tank to the toilet. Lift off the tank. Moving on to the toilet, cup out ex- cess water from the bowl and discard the cup. Then loosen the bolts attaching the toilet to the floor. You may have to re- place the floor bolts if they are old and rusty. Rock the bowl very gently to loosen it from the floor. “Basically it will just lift off,” says Mr. Lupton. Before you install the new toilet, prepare by using a rag to clean the hole in the floor where the toilet was. It will be mostly residue and wax from the wax seal attached to the old toilet. Once you’ve selected your new toilet and it’s in your bathroom, place a new wax seal on the bot- tom of the toilet over the drain horn and press it in place. This seals the toilet to the floor and prevents water from leaking when it’s flushed, Mr. Lupton says. Secure the toilet to the floor by fitting the floor bolts through the holes on the base of the toi- let. You may want to sit on the toilet to flatten the wax seal. Attach the washers and the nuts to the floor bolts. Be careful not to tighten too much or the bowl could crack. “Hand tighten and (use) roughly one turn with a wrench,” Mr. Lupton says. For added leakage protection, you can use putty or silicone around the toilet if you wish. Attach the tank and fasten the tank bolts, again being cautious not to tighten too much. Connect the supply line to the shut-off valve and then to the tank. If necessary, cut to fit. Turn on the shut-off valve and presto, your new toilet is installed. Now we move on to the sink; in this case, we’ll install a sink with van- ity. Begin by removing the old sink. First, shut off the shut-off valves. There will be two of them, one for the hot water and one for the cold. If these valves don’t exist, as is the case with some older homes, you’ll have to turn off your main water supply,Mr. Lupton says. Look underneath the sink and locate the black tube, drainage pipe, coming out of the wall. There will be a P-shaped black tube, a P-trap, attached to the wall tube. Either unscrew, if a relatively new installa- tion, or cut the P-trap from the wall tube with a hacksaw. Then unscrew the screws that fasten the taps to the sink. “Lift and remove,” says Mr. Lup- ton. There are two major components to the new sink unit. The vanity is the part under the sink and counter that has doors and drawers for storage. The piece that fits on top is a counter with built-in sink, all from one mold. Put the vanity and countertop in place. Then run a ring of silicone around the hole in the sink where the drain will go. Put the drain as- sembly in place through the hole in the sink and then tighten the nut on the drain assembly under the sink. Tighten to the base of the sink to hold the drain in place. When you tighten the nut on the drain assembly, excess silicone will ooze out from the drain at the sink. Wipe with cloth. Attach a trap adapter to the drain assembly and tighten by hand. This allows you to connect the new P-trap to the drain assembly. Seal with ABS glue. Then connect the P-trap to the drainage pipe protruding from the wall. It may not match up per- fectly. You may need to shorten or add a piece of piping to the drainage pipe so it lines up with the drain assembly, Mr. Lupton says. Place the faucet on top of the counter and attach with the mounting clamps underneath the sink. Re-attach the hot and cold supply lines to the appropriate taps. Attach the other end of the supply lines to the shut-off valves. Turn on your water supply and then turn on the taps to ensure there are no leaks. Now comes the challenging part: installing a new Jacuzzi tub. “You need a little more exper- tise for putting in the bathtub,” says Mr. Cole. First of all, shut off the main water supply. Remove the chrome trim off the handles and spout, overflow and drain. You can work out any brewing frustration during the next step. Take a ham- mer or wrecking bar to the tiles. “Just destroy them,” Mr. Cole says. The tiles and drywall will come down together and you’ll be left with the wall studs. The tub will be loose and will just lift out. Measure to set up the waste and over- flow with the drain. Mr. Cole recommends a plastic or brass rotary-dial waste and overflow device. It’s the piece that connects from the overflow hole on your tub to the drain. As- semble this now before putting in the new tub. Install the drain first and bend the pipe gently to the overflow. Connect to plumbing. Next, put some sealer on the drain hole in the new tub. Then slide the new tub into place so the drain hole and the overflow hole line up properly. Mount the main body of the new faucet in the wall at the appropriate height. If you have a two tap set- up,you’ll see two copper pipes coming down from the faucet. You’ll have to solder the pipes and add an elbow at either end to attach them to the one- faucet model. The copper pipes should look like upside down ‘Ls’that join at the new faucet. You’ll also have to solder piping to connect the faucet to the water spout. You may also need to use another elbow to line the pipe up properly with the spout. When it’s connected, turn on the water to en- sure there are no leaks before you build up the wall. Turn off again. Next, Mr. Cole recommends putting up cement board which goes up like dry- wall in sheets but is very waterproof. “It’s almost impossible to get wet.” To finish the new tub, you’ll have to re-tile the walls, put up styrene wall surround sheets or use barker board, which looks like tiles but comes in sheets. Put on the chrome trim. Connect the main water supply. Finally, soak in the tub and turn on the jets. You deserve it. Three performance indicators set by Ontario Power Generation (OPG) for the station weren’t reached. In the four previous months, only two indicators weren’t met or bettered. Targets not reached were the nuclear performance index,the capability factor and the num- ber of unplanned reactor trips, or shut- downs. The corporation releases a monthly ‘report card’ in an attempt to make itself accountable to the public. December report card results were as follows, for all of 2001: • In an index reflecting 11 industry standard performance measures set by the World Association of Nuclear Oper- ators (for the fourth quarter of 2001) — 75 per cent, worse than OPG’s target of 77.6 per cent, and short of the industry benchmark of 96 per cent. It is a 0.2- point decrease over the third quarter; • Public safety levels 1 and 2 events reportable to the Canadian Nuclear Safety Commission — one reportable event in 2001, which occurred in De- cember, bettering the year-to-date target of four. A Level 1 event is defined as highly significant and a Level 2 event is defined as significant. The December event involved the unavailability for two minutes of a unit’s airlock doors leading into the reactor building; • ‘Reactor trips’or the number of un- planned automatic reactor shutdowns per 7,000 hours — 1.14, worse than the OPG target and industry standard of one trip per 7,000 hours; • Capability factor or the amount of energy capable of being produced per month as a percentage of perfect perfor- mance — 73.3 per cent, worse than the OPG goal of 76.1 per cent and below the industry median of 90.6 per cent; • Radiation dose to the public from both the ‘A’ and ‘B’ stations — 6.4 mi- crosieverts, an international unit of dose, bettering the fourth quarterly tar- get of 10 and significantly below the regulatory limit of 1,000; • Major and moderate preventable spills — zero, meeting the OPG goal of zero; • Industrial Safety Accident Rate, the number of accidents per 200,000 work hours that result in lost work time, re- stricted-work injuries or fatalities, for Pickering ‘A’— 0.16 and Pickering ‘B’ — 0.14, which are better than the OPG target of 0.3, but above the industry me- dian of 0.1.; and • Accident severity rate or the num- ber of days lost for injuries per 200,000 hours worked, for Pickering ‘A’— 0.96 days and Pickering ‘B’ — 0.19, which are better than the OPG goal of 3.4 days. There are many different approaches to psychotherapy and people come to see a therapist for many different reasons. How do you know it is time to see a psy- chotherapist? Some of the reasons are: 1)when you feel bored, have no “joie de vivre” and know you want more out of life; 2) when you feel something (like a sense of fulfillment and lack of direction) is missing in your work life; 3) when your relationship lacks communication, intimacy and fun; 4) when there is a problem you (and your partner) cannot seem to resolve; 5) when you find it difficult to cope with day-to-day living; 6) when issues from the past impact the quality of your life today; 7) when you experience(d) emotional, physical, sexual abuse. People often feel stuck, overwhelmed, depressed, angry when they come and just having someone to listen and step into their world without making judg- ments or offering solutions right away is a relief. Being heard and under- stood is very important to our sense of well-being and feeling cared for. And that is a big part of the work I do: I step into the other per- son’s world; listen to how they experience their world; verbalize my understanding of their situa- tion and their emotions and help them explore their past, where they are now and where they want to go with their lives and their relation- ships. Listening, validating, explor- ing (feelings, thoughts, values, life situations) and problem-solving are all things that I “do” in my work with people. I experience a deep sense of respect and feel honoured when I witness people’s vulnerabilities, inner struggles, courage and I share in their joy when they accomplish their goals. Let me give you a tip that will help improve your communi- cation with your partner, children, friends and colleagues at work. Listening is an important part of communication between people and it is probably the most difficult! We often formulate an answer in our minds already in response to the person we are lis- tening to when that person is still in the middle of their story! When that happens, we have stopped lis- tening and are just waiting for the other person to catch their breath so we can fill the gap with our response. Really listening means to suspend our response, focus on what the other person is saying, and let the other finish their story! We also receive information through our own perceptions, values, experiences etc. To check out whether we really heard what the other person is trying to communicate, it is a good habit to ask them (after they have finished their story): “this is what I heard you say, is that what you want to get across?” When you are assured that you heard the other person correctly, you give your response - it will create a lot more understanding and a closer connection. It may seem like an onerous way to have a conversation, but with some practice you will get better at it and find yourself enjoying easier flowing relationships. For many senior citizens, this can be a problem. In Durham Region, most munici- palities and Community Care organizations offer seniors free or low-cost programs to clear the ends of driveways, walks and sometimes the entire driveway after a snow- fall. In most programs, seniors who are living in their own homes without able-bodied people under the age of 65 are qualified. The biggest program is in Oshawa, where about 2,500 seniors have the municipal side- walks in front of their homes and windrows in driveways cleared when a snowfall reach- es one inch. This free service sees eight ma- chines put to work once plows have com- pleted the roads and gets to all registered homes within 24 hours of a snowfall, said Doug Laffin, public works technical support supervisor. Seniors need to renew the ser- vice on an annual basis each fall, while new people can sign up anytime throughout the winter. “They can be added to the system daily,” Mr. Laffin said. “We tell them it can take up to two weeks (for the service to start) but it usually takes a lot less, about a week.” To register, call 905-433-9018. The extended service, which costs $100, also sees the full driveway cleared. The cost is charged regardless of the amount of snow received each win- ter. Last year, workers were out about a dozen times, Mr. Peters said. This year, up until recently, there hasn’t been much snow to clear. “Basically it’s like buying insur- ance,” he said. The Town has about 200 clients a year, who must renew each fall. How- ever, people who want to register once winter starts aren’t turned away. The City of Pickering offers a free service but it’s full this winter. The City takes 200 people and the program fills up fast, said Valerie Nodwell. Front sidewalks are cleared and one shovel-width path to the front door is also done. Windrows are done when roads are complete. In Whitby, the Town clears all side- walks but offers a free windrow ser- vice for seniors. Co-ordinated by the Seniors Activity Centre, the program looks after up to 400 homes. If you experience sharp, sudden pain in a muscle after exertion, chances are you’re suffering from muscle strain. The muscle may also swell which could lead to severe cramping, as in a charley horse. Extreme muscle strain may be evident in bruising and muscle stiffness. There may also be limited use of the affected body part. Once a muscle is strained, there is little you can do except rest and sup- port. If the muscle is in a limb, im- mobilize it so the muscles can relax and repair themselves. The St. John Ambulance first aid approach for muscle strain is to use RICE. • Rest - stop the activity that caused the injury. • Ice - apply to the injured area once immobilized, to reduce swelling. • Compression - use a bandage to apply pressure to the injury right away to help limit swelling. • Elevation - elevate the injury to make it easier for fluids to drain away. Ontario Public Service Em- ployees Union (OPSEU) Local 331 members are angry the Province has yet to produce a wage offer, said Joan Gates, pres- ident of the union. OPSEU, which represents 949 workers at WMHC, has applied to the Min- istry of Labour for a conciliator to get contract talks moving. Their contract expired Dec. 31, 2001. “It’s very much a wage issue,” said Ms. Gates. She noted their salaries differ significantly from their counter- parts working in general hospitals. She expects they will meet with a conciliator this week and then OPSEU president Leah Cassel- man Feb. 6. Depending on negoti- ations, workers could be in a strike position by the end of Feb- ruary. The 325-bed mental health fa- cility serves Durham, east Toron- to, York, Haliburton, Kawartha and Pine Ridge.
