AJAX —Police took a 16-year-
old suspect into custody shortly
after a gunman fired a shot into a
crowded lobby at Pickering High
School Friday.
No one was hurt and dozens of
Durham Regional Police officers,
including the tactical support and
canine units, swarmed Pickering
Village following the lunch-hour
incident. A 911 call from a teacher
at 12:53 p.m. reported handgun
shots fired in the Ajax school, at
180 Church St. N.
Police spokesman Dave Selby
said a gunman standing in the front
lobby fired a single shot into a steel
wall and fled the school. It was not
clear if the shooter targeted anyone
or fired at random. The bullet left a
dent in the wall.
“I can confirm there were ap-
proximately 100 students in the
vicinity when the shot was fired but
no one was hurt. There were a lot of
witnesses,” Mr. Selby said, who
added an area north of Delaney
Drive was closed off “for further in-
vestigation”.
The high school has a student
population of 1,850.
Matt Castonguay, a Grade 12
student, was nearby when the shot
was fired.
“I was standing outside the front
door,” he said. “There was a huge
crowd of people arguing and he
pulled out the gun and shot at the
door. He didn’t hit anyone.”
Staff Sergeant Kim Bulloch of
19 Division said statements from
witnesses led officers to a subdivi-
sion north of the school, where a
suspect was located.
Uniform and tactical officers
sealed off the street, surrounded the
home and a teenager was arrested
without incident just prior to 3 p.m.
Police did not say if the youth,
who was taken to the Pickering po-
lice station for questioning by de-
tectives, attends the school.
Mr. Selby says the teen faces
several weapons charges in connec-
tion with the incident, including
unauthorized use of a firearm; care-
less use of a firearm; carrying a
concealed weapon; possession of a
dangerous weapon and pointing a
firearm.
Andrea Pidwerbecki, the
Durham District School Board’s
communications manager, said

Tactical officers with the Durham Regional Po-
lice Service converge on a northwest Ajax home
Friday afternoon following a shooting in the
foyer of Pickering High School. A male suspect
was arrested shortly after police arrived in the
neighbourhood. No one was injured in connec-
tion with the shooting, school and police officials
said Friday afternoon.

DURHAM —The fate of 17
current and future public elemen-
tary schools could be decided Mon-
day night.
Durham District School Board
trustees will hold a special board
meeting regarding the board’s sec-
ond system-wide accommodation
and school improvement plan. And
Jack Massie, the facilities services
superintendent, said an amended
version of the elementary draft plan
would probably be discussed and
debated.
“It more than likely will be
something new,” he said of what
staff will recommend. “There have
been a number of staff and trustee
information sessions since we last
met in public. We have crafted
some changes to the plan as it was
originally developed.”
However board chairman and
Whitby Trustee Elizabeth Roy on
Friday said she was left “complete-
ly confused” after speaking with se-
nior staff late last week and is un-
sure if staff will stick with their
original proposal or present the al-
tered plan. The latter, she said, rep-
resents “three-quarters of the origi-
nal, but not closing all the (seven)
schools” listed in the draft plan.
Trustee Roy said discussions
have included removing a new Ajax
school slated for the Delaney Drive
and Church Street area from the
first three years of the five-year
plan and choosing a new location
for it.
A second, 485-pupil Ajax school
proposed for Hirons Drive may be
made bigger with $1 million of the
$3-million to be spent converting
Exeter High School, she said.
“These are proposals that have
been thrown around,” said Trustee
Roy.
She said there’s “a 50-50
chance” the plan will be approved
Monday night. However if trustee
motions come forward regarding
individual schools and projects she

DURHAM —A Durham
Region neurosurgeon facing
sexual assault charges contin-
ues to battle cancer and is
unfit to stand trial, his lawyer
says.
Trial proceedings had
been scheduled to begin this
March in provincial court in
the case of Dr. Douglas
Waller, but were cancelled
Friday after a pretrial meet-
ing involving Crown and de-
fence lawyers in judge’s
chambers.
The 61-year-old Oshawa
surgeon, a Pickering resident,
was charged in July 1999
with sexually assaulting and
interfering with a 13-year-old
Whitby boy in a department
store washroom at the Os-
hawa Centre.
He is also accused of sex-
ually assaulting 11 former
male patients during medical
examinations in his King
Street East office between
1987 and 1998.
A trial on the first set of
charges was postponed last
year after Dr. Waller was di-

Cancer battle delays doctor’s sex assault trial
agnosed with prostrate cancer and un-
derwent surgery.
A preliminary hearing into the
charges involving former patients was
also adjourned.
The cases were set to go forward in
March and April but will not due to Dr.
Waller’s condition, his lawyer said.
“He is still undergoing significant
medical treatment and the prognosis
won’t be known for some months. He is
medically unfit to stand trial at this time,
which is unfortunate because we’d like
to get on with it,” Oshawa lawyer Bernie
O’Brien said. His client did not attend
the court proceeding.
Another pretrial to update the court
on his condition is scheduled for April
17. Meanwhile, new target dates for the
trials will be discussed Jan. 22.

Trustees revisit accommodation plan Monday
doubts Monday will be the final
meeting.
The board’s draft building plan
was released three months ago.
The plan covers a three-year peri-
od ending in 2004, with projects
in 2005/2006 to be addressed
later. Trustees approved on Dec.
17 the $39-million, high school
portion of the plan.
The board announced the spe-
cial meeting in a press release
Thursday afternoon.
Communications manager An-
drea Pidwerbecki said school
community council (SCC) chair-
men were to be informed by their
principals.
However some SCC chairmen
said the board wasn’t giving them
much notice.
Parkside Public School co-
chairman Dawn O’Hara received
a call from her school principal
just before noon Friday.
“I felt more notification should
have been given,” she said. “I feel
that’s very short notice, I mean it’s
Friday afternoon and the meet-
ing’s Monday night.”
The draft elementary plan calls
for an addition to Valley Farm
Public School and the closure of
Valley View Public School, both
in Pickering.
In Ajax, two new schools and
additions to Lakeside and Alexan-
der Graham Bell public schools
are proposed.
A third addition, to
Cadarackque Public School, is to
be included in the plan’s final two
years. As well, staff has proposed
closing Parkside and Lord
Durham public schools and con-
verting Exeter High School into
an elementary facility.
Whitby’s John Dryden and
Colonel J. Farewell public schools
are slated to receive additions and
R.A. Hutchison is to close.
The draft plan also calls for the
closure of Epsom Public School in
Scugog, H.W. Knight and Can-
nington public schools in Brock
and a new Brock school.
Oshawa is to receive a new el-
ementary school in the draft plan.
The special board meeting be-
gins at 7 p.m. at the board’s Whit-
by Education Centre at 400
Taunton Rd. E.

Hi, I'm Patricia Carley. I live with
my husband, Ken. I am a mother
and grandmother. I work as a
civil servant. Amazing as it
seems, I lost 105 pounds of fat
with hypnosis. My dress size
plunged from a bulging 24 1/2 to
a sleek size 8 in ten short months.
It was easy and fun. This is my
true story.
I came into the world at
five pounds. I was overweight
from there. One of the few baby
pictures I have is when I was two
years old sitting on a sidewalk. I
was so plump I couldn't get up
and walk. I went from an over-
weight infant to a fat child.
Overweight Hurts
With a name like Pat, which
rhymes with fat, I was the brunt
of cruel jokes. I had no friends.
Never developed self-esteem.
Confidence was zero. I would
gaze in the mirror, tears in my
eyes, asking, 'Why me? Why am I
so fat? Why can't I be normal?'
I blamed heredity. I had a 300
pound aunt who had cinder
blocks instead of a bed frame. My
mother was over 300 pounds and
confined to a wheelchair. I looked
at my family and decided fat is
my fate.
I had to sit at the dinner table
for hours until every morsel on
my plate was eaten. Starving kids
in China and all. Later I became
the family cook. I was the taste
tester. I hated to see leftovers so I
gobbled them up. Food became
my friend. My comfort and sup-
port. I went from a fat teen to an
obese young adult.
The Diet Rollercoaster
I married at 18 to get out of the
house. That's when I lost control.
When I wasn't eating, I was think-
ing about eating. I craved.
I binged. I ate all day and into
the night. I developed agonizing
headaches. PMS was a nightmare.
After 16 years my marriage ended
bitterly.
I was 34 and single. I knew no
one would want a fat mother of
two. With a starvation diet and
expensive therapy, I lost 100
pounds. I met and married Ken. I
re-gained all my weight.
I was cheating Ken not being
the slim woman he married. I
knew Ken would never cheat on
me. Still, the question haunted
me, 'Why would this terrific guy
want me when he could have a
younger, thinner, more desirable
woman?'
I went on every crazy
weight loss scheme.
Tried the grapefruit,
egg, special soup,
all protein, all veg-
etable, only
starch, high fiber
and all fruit
diets. Spent a
fortune on taste-
less prepackaged
food. Went to support groups.
Starved on protein shakes. I even
guzzled down straight vinegar
praying it would help me lose
weight. The result was always the
same. I would lose weight slowly
then quickly gain it back plus
more. I was ashamed and embar-
rassed. I had lost all hope.
Desperation to Delight
In January of 1996 I took a
business trip. The airplane seat-
belt barely fit my enormous waist.
I became anxious, stressed and
depressed. The weight had to
come off.
I heard a woman on the radio
saying she had lost weight fast
and easy with hypnosis. My first
thought was it must be a gim-
mick.
The disgust with my fat and
myself was unbearable. It out-
weighed my skepticism. I was
desperate. Ken agreed to go with
me.
I gritted my teeth for the sales
pitch. There was none. The free
screening was fun and exciting.
They explained everything in
detail. Answered all my ques-
tions. Left it for Ken and me to
decide. I walked out that night
with a signed guarantee and my
heart full of hope.
Instant Results
I was amazed by the change
after my first session. My brain
got the message to zap my
appetite. Hypnosis gave me
instant control over my eating
habits. My cravings came to a
dead-halt stop. Binges dissolved.
My confidence and self-esteem
soared. My fat melted off at an
average 3.5 pounds a week.
Easy as 1…2…3…
I was hypnotized Friday night. I
was given the hypnotic sugges-
tion I would be full and satisfied
eating less food. The next night
we're having dinner at Olive Gar-
den. My hand pushed my plate
away. I couldn't believe it. I ate
half my meal and couldn't force
down another bite. It was auto-
matic. Like I had been doing it
all my life. I asked for a
doggy bag for the first
time in 45 years.
Pounds Melt
Away
While Vacationing!
I have taken several trips
since starting my hypnosis pro-
gram. I've been to Chicago, San
Diego and Milwaukee, all noted
for fabulous food. I not only did-
n't gain weight, but actually lost
weight every trip. I savored local
cuisine with zeal. Never felt
deprived. Best of all I had to
adjust the airplane seatbelt small-
er and smaller!
Benefits Galore
I received so many benefits from
hypnosis I could write a book. No
more headaches, cravings, binges,
bloating or weight gain. I'm more
confident at work. I feel alive,
vibrant, active and energetic. I'm
in tune with my feelings. I have
never felt better emotionally,
mentally and physically.
My husband is ecstatic. Now he
can wrap his arms around me!
There is nothing between us.
We're like young lovers. Our pas-
sion grows stronger every day.
SKEPTICS READ THIS!
I realize you may be skeptical.
I understand. I'm a skeptic too. I
failed miserably at every diet I
ever tried. I had no hope of ever
being thin.
After I had results with my
hypnosis program, I was invited
to do a video interview. I told my
story in my own words. The fea-
ture you are now reading was
taken directly from that interview.
Every statement you are reading
is not only true but has been doc-
umented and notarized. When
you attend your free screening
you will see my video interview
along with those of a lot of other
satisfied hypnosis clients.

No More Yo-Yo!
“I,Jodelle
Munroe, have lost 32 lbs. in
2 1/2 months. I had tried
every diet known to man. I
was on the yo-yo syndrome
for years. I knew from the
free screening that hypnosis
was for me. The staff gen-

The only word I would add
is permanent. For the first
time in my life I can honest-
ly say I have made life-long
changes. It is easy and nat-
ural. I thank my dear friend
for introducing hypnosis to
me. It has changed my life
in so many ways.”
Jodelle Munroe,

Cravings Vanish!
“Hi, I’m Allen
Hollingsworth. I am in Law
Enforcement. I lost 15 lbs.
in only three weeks thanks
to hypnosis. I am averaging
5 lbs. a week!
I was overweight
ever since I can remember.
Nothing could keep my
weight off. With hypnosis
my eating habits have
changed. The weight loss
thus far has been easy. The
change in my habits was
immediate. When I was
overweight I felt out of con-
trol. With hypnosis I have
no cravings. I no longer eat
for emotional reasons. I
have also noticed a reduc-
tion in my stress level. I rec-
ommend hypnosis for any-
one. The cost is much less
than most diets and it is
worth every penny. I believe
my weight loss will be per-
manent because it is a men-
tal change. Hypnosis is
what I’ve been looking for.”

“Bartender Kicks
Smoking Habit!”
I was amazed the
first time I was hypnotized.
I thought it hadn’t worked
because I didn’t go to sleep.
Imagine my surprise when I
got in my car and didn’t
want to light up. Being a
bartender, I am constantly
around smokers. I still do
not think of having a ciga-
rette. Smoking completely
slips my mind, even in
stressful situations. Hypno-
sis even helped decrease my
appetite. It improved my
self-confidence. I’ve been
giving my customers and
friends the number so they
can also kick this dreadful
habit and be happier people.

It’s the only totally black and white
issue of which I know. And although a
good friend taught me years ago never
to indulge in the polarized, all-or-
nothing kind of thinking that runs the
risk of becoming too simplistic, drunk
driving is the exception to the rule.
You just don’t do it, ever, under any
circumstances. Zero tolerance.
How scary it is to realize there has
been a rise in the numbers of drunk
drivers charged by Durham Regional
Police in this years Reduce Impaired
Driving Everywhere (RIDE) cam-
paign. Twenty years of education and
increasing social awareness to make
clear the fact that getting behind the
wheel while impaired is a crime, obvi-
ously needs an infusion of sanity.
Enter Mothers Against Drunk Driving
(MADD), the grassroots advocacy
group started in 1990 by family mem-
bers who had lost loved ones to drunk
driving collisions.
MADD is actively encouraging the
lowering of the blood alcohol limit to
.05 from .08 and says such an achieve-
ment will result in a decrease of be-
tween 185 and 555 Canadian fatalities
a year. Sharing the crowded roads of
southern Ontario is an act of faith at
the best of times. Drivers feeling the
need for speed, sleep, a coffee and
cigarette, plus cellphone conversation
— all at the same time — make the
cautious among us cringe. Add in the
fools who drink and drive and it’s as
though a monster has been unleashed.
People used to laugh at heinous
crimes like drunk driving. “I was too
drunk to walk so I had to drive,” was
an unfortunate, if not an uncommon,
remark 30 or 40 years ago.
Whether they think they are above
the law because of a belief in their
self-importance and ability to get
away with impaired driving; whether
they’re young and inexperienced or
are an addict in denial, drinkers that
drive pose a terrible risk to the inno-
cent and vulnerable around them.
Sharing characteristics closely resem-
bling those inherent in the monsters
who abuse children and animals,
drunk drivers leave 4.5 dead every day
on our nation’s roads. They break the
hearts of as many families, which are
permanently ripped apart because of a
practice that reeks of stupidity and
total irresponsibility.
Obviously the penalties for those
who still want to drink and drive are
not severe enough. Lowering the
blood alcohol limit to .05 is a start to
seeing the scourge of drunks operat-
ing vehicles — a factor in one-third of
all traffic fatalities — lowered as well.
Increasing RIDE numbers show problems remain
Lowering the legal blood alcohol limit is a start as current penalties obviously not severe enough
Nurse practitioners
could help shortage
To the editor:
Re: Doctor shortage in Durham Region.
Physicians are over-worked dealing with
our rapidly growing population. However,
there is one potential solution to this current
problem: nurse practitioners.
Practitioners are experienced registered
nurses who have received additional educa-
tion and certification. They are trained to as-
sess and treat people with common illness-
es, monitor stable chronic conditions, and
perform full physical examinations. Re-
search on the quality of care provided by
nurse practitioners has found it is compara-
ble to that of physicians in these cases.
I am a nurse practitioner. I drive from
Pickering to Toronto to do what I love —
help people with a wide variety of health
problems, something I have spent over eight
years in university preparing for. There is
very little opportunity for me to work in
Durham.
I assess, diagnose and treat people with
common medical conditions such as strep
throat and urinary tract infections. I can pre-
scribe medications, such as antibiotics and
oral contraceptives, and order laboratory
tests, X-rays and ultrasounds. I see children,
pregnant women, teens and adults. I per-
form regular physical examinations, and
monitor people with high blood pressure,
heart conditions, and diabetes. I work with-
in very specific guidelines that require me to
consult with a physician whenever a client’s
condition is outside my scope of practice.
Physicians in this area are dedicated but
overworked. They need help and nurse prac-
titioners would provide efficient and cost-
effective care. Many are currently unem-
ployed because of a lack of funding. While
we still need to recruit new physicians,
nurse practitioners could provide the access
to health care that is sorely needed.
Durham residents should be asking local
and provincial government officials why
they are not able to access nurse practition-
ers in the face of this health-care crisis.

You have to hand it to Ontario Progressive Conservative leader-
ship candidate Jim Flaherty: he takes a clear stand on the important
issues and doesn’t back down.
Mr. Flaherty, who has held important portfolios in less than
seven years at Queen’s Park, including minister of labour, attorney
general and now finance minister and deputy premier, has clearly
staked out his turf among the five contenders to succeed outgoing
Premier Mike Harris.
It appears his bid for succession is rooted — and demonstrated
— in views and policy pitches that mirror that of Mr. Harris.
While Environment Minister Elizabeth Witmer and, to a lesser
extent, Ernie Eves, have called for a kinder, gentler Tory govern-
ment in Ontario, Mr. Flaherty has proudly and firmly established his
campaign as one that will continue the Common Sense Revolution
approach to governing that swept the Tories to majorities in two suc-
cessive elections.
He has been unequivocal in his support of the tax credit that will
provide up to $3,500 within a few years to parents of private school
children. He believes the measure offers parents freedom of school
choice. He also said this week he would eliminate the right to strike
for teachers and educational support staff, calling the provision of
elementary schooling an essential service.
His leadership opponents have questioned the latter position, but
haven’t offered much of an alternative other than pushing for friend-
lier relations with teachers.
Further, Mr. Flaherty says unionized workers should have the
right to determine how and where their dues are spent and auda-
ciously promises that within five years of his becoming leader, there
will be no waiting times for cancer patients in Ontario.
Mr. Eves, Mr. Flaherty’s predecessor as finance minister and
deputy premier, seems to have returned to public life mainly be-
cause he thinks he can beat the Liberals in the next election. He has
said little of substance since announcing his candidacy a month ago
except to flirt with two-tier health care, a position Mr. Flaherty
won’t touch. If nothing else, Mr. Flaherty has distinguished himself
from the others — Labour Minister Chris Stockwell and Health
Minister Tony Clement round out the field — in a strategy that
promises more of the kind of government Ontarians have come to
know in the last several years.
It may not win him the leadership — and it could well be moot
if voters reject the Tories in the next election — but Mr. Flaherty
hasn’t submitted to the seduction of telling people what they want
to hear. He’s chosen his path and is walking it briskly. His leader-
ship opponents, should they try to turn too far to the centre, risk bat-
tling Liberal Dalton McGuinty on his own turf and that could be a
recipe for Tory defeat.

This is the first in a series of monthly
features examining environmental is-
sues in Durham Region. In this story
we look at how the Province’s new
Oak Ridges Moraine Conservation
Act will impact Durham.
BY TIM FORAN
Staff Writer
DURHAM –Brian Buckles’s
Uxbridge home occupies an idyllic
part of the Oak Ridges Moraine in
north Durham. Surrounded by small
farms and publicly-owned forests,
his family’s 100-acre property con-
sists of rolling hills, trees and pasture
and lies near the headwaters of the
Duffins Creek, which runs south to
Lake Ontario. On an early January
day, birdfeeders hanging from his
trees still persuade grosbeaks to
make a feeding stop on their way to
more southern climes. It is a pastoral
setting Mr. Buckles has fought for
more than a decade to protect. And,
on the surface, it appears he has suc-
ceeded.
In its last session prior to the
Christmas break (which will likely
stretch until the spring due to the
Tory leadership race), the provincial
legislature passed Bill 122, the Oak
Ridges Moraine Conservation Act.
The Act essentially divides the
moraine into four designations: nat-
ural core areas; natural linkage
areas; countryside areas; and urban
settlement areas. A proposed conser-
vation plan that accompanied Bill
122 describes 62 per cent of the
moraine as falling into natural core
and natural linkage areas, the most
protected of the designations.
The plan is a more detailed docu-
ment than the Act that was passed in
December, which merely provides a
legal framework to the plan. And it is
the plan, not the Act, that has also
drawn the most criticism.
In Durham Region, where the
moraine stretches across six of eight
municipalities, concerns have been
raised over the leeway given to the
aggregate (sand and gravel pit) in-
dustry. Durham politicians have also
called for some type of funding to
help pay for the implementation of
the Province’s plan, especially the
requirement for costly watershed
strategies. And planning staff at the
cities and townships have said the
mapping contained in the plan was
not clear enough for the municipali-
ties to provide effective comment.
Sometime this month, the critics
expect to find out if their concerns
were heard as the Province releases
its finalized moraine conservation
plan.
Despite yelps of protest from
those still distrustful of the Tories,
the Moraine Act itself allows the
Minister of Municipal Affairs and
Housing to modify the plan quite
easily, although a public process is
now expected to be included before
any changes would be made.
In Durham Region’s west end,
the Oak Ridges Moraine stretches
from the north Pickering hamlet of
Claremont up to the town of
Uxbridge. Almost half of Uxbridge
Township falls on the moraine. The
moraine then narrows heading east-
ward,running along Scugog’s south-
ern boundary with Whitby and Os-
hawa, where it widens again heading
into Clarington.
In total, the moraine is a 160-
kilometre long ridge of sandy hills
that stretches from the Niagara Es-
carpment in the west to the Trent wa-
terway near Rice Lake in the east.
The glacially-formed ridge is no-
table mostly because it provides the
headwaters for more than 30 streams
and rivers flowing into Lake Ontario
and Lake Simcoe, including 13
streams coursing through Durham
Region. The moraine’s groundwa-
ters provide drinking water for
250,000 people, including all of
Uxbridge and other parts of north
Durham.
The moraine is also a target for
developers and industry. Its rolling
hills and sweeping vistas make it an
attractive spot for recreational devel-
opments such as golf courses and ski
hills as well as residential “estate
homes.” The moraine ridge also pro-
vides a source of primary and sec-
ondary sand and gravel deposits for
the aggregate industry, whose main
market is the GTA.
For the most part, the moraine in
Durham Region has retained its rural
character. Unlike York Region,
where towns, industry and country-
side estates have eaten up much of
the moraine land, Durham’s moraine
is primarily composed of small
farms, hamlets, forests and sand and
gravel pits.
Mr. Buckles, a member of the
Durham Conservation Association
as well as local environmental
groups in Uxbridge and Pickering,
believes the new Act will protect this
country flavour.
“Even those who are very con-
cerned about some of (the plan’s)
deficiencies have to agree it’s far
more restrictive than the (NDP’s)
1994 draft strategy (to protect the
moraine),” said Mr. Buckles.
Alan Heisey, the lawyer for Save
the Rouge Valley System, is even
more effusive in his praise.
“This is amongst the toughest en-
vironmental protection legislation in
North America on this large a scale,”
Mr. Heisey says.
The Toronto lawyer credits an
unlikely factor as contributing to the
Province’s decision to produce the
legislation: the Ontario Municipal
Board (OMB).
OMB hearings on proposed de-
velopments in Richmond Hill and
the controversial Gan Eden develop-
ment in Uxbridge created discussion
among the public about the impor-
tance of the moraine, Mr. Heisey ex-
plains.
“And that’s not a bad thing,” he
continues. “The United States does-
n’t have tribunals where these kinds
of debates are held in public.”
The Gan Eden development,
which first gained notoriety in 1996,
was a flashpoint for Durham envi-
ronmentalists and politicians, many
of whom saw it as the sprawl of York
Region heading eastwards.
The 2,500-home and golf course
proposal would have doubled the
population of the town of Uxbridge.
Durham Region and Uxbridge
Township rejected the application,
but project developer Joey Tanen-
baum appealed the municipalities’
decision to the OMB.
In early 2001, however, Mr.
Tanenbaum apparently had a change
of heart, selling his Gan Eden prop-
erties to developer Mario Cortelluc-
ci, who promised to scrap the pro-
posal. That didn’t help the Region or
Uxbridge, both of whom spent con-
siderable funds on legal fees in
preparation for an OMB battle.
One of the creators of the
Province’s moraine plan says tax-
payers can now expect their dollars
will no longer have to fund munici-
palities’fights with developers.
“I think it’s going to be as differ-
ent as night and day,” says Ron
Vrancart, chairman of the Province’s
moraine advisory panel. He points
out the new Moraine Act demands
proposed developments “conform
with” the moraine plan, whereas de-
velopments off the moraine only
have to “have regard for” provincial
planning strategies. It is a fine point
but one experts expect will dissuade
moraine developers from appealing
a municipality’s planning decision in
the future.
However, there is still one major
OMB hearing Durham Region has
to deal with. At the time of the de-
velopment freeze, both the Gan
Eden development and a proposal by
Sandhill Aggregates to build a 750-
unit condominium tenure golf
course community on the moraine in
the Uxbridge hamlet of Coppins
Corners were the subject of appeals.
The Gan Eden proposal has been
dropped, thanks to a land swap the
Province negotiated with Mr. Cortel-
lucci. The Province has assumed
control of the Gan Eden lands in re-
turn for providing Mr. Cortellucci
with developable lands in the Seaton
area of north Pickering. Though the
City of Pickering has asked for de-
tails of the swap, no information has
yet been forthcoming from the
Province.
Sandhill’s hearing is still on the
books, and it appears the new rules
spelled out in the Moraine Act do
not apply to the company’s develop-
ment application.
In fact, some argue the Act actu-
ally helps those applying for devel-
opment rights by allowing them to
play under the old rules. Conversely,
some landowners who already have
development rights are facing the
prospect of losing their zoning under
the Act. Uxbridge, for instance, has
asked the Province not to downzone
three industrial sites identified as
natural linkage areas in the moraine
plan for fear of losing their tax dol-
lars and job opportunities. The
Uxbridge Conservation Association
is opposed to the Township’s re-
quest.
Pickering, Whitby and Scugog,
besides looking for more detailed
maps, have not expressed any major
problems with the Tory’s proposed
moraine plan. Oshawa had hoped
the plan would include a ban on the
dumping of human waste or paper
sludge on moraine lands. However,
the municipality appears satisfied
that restriction will be taken care of
in the Tory’s proposed Nutrient
Management Act, which is currently
before the legislature.
Uxbridge and Clarington, where
sensitive forests make up much of
the moraine area, are concerned the
plan does not allow them to take a
more restrictive stance to the aggre-
gate industry. The proposed moraine
plan forbids municipal official plans
from being more restrictive to either
the agriculture or aggregate industry.
Both Uxbridge and Clarington
are among the top 10 producers of
aggregate in the province, and most
of the sand and gravel comes from
pits on the moraine.
Ironically, Uxbridge, which had
been advocating for the moraine
plan to take a get-tough stance with
the aggregate industry, has asked for
the Province to re-designate a Town-
ship-owned pit on Brock Road as
being a countryside area rather than
a natural core area (the designation
was an apparent mistake by the
Province).
Clarington, home to both the Ga-
naraska and Long Sault forests, is
asking for the Province to respect the
restrictions the community has al-
ready imposed on aggregate compa-
nies. “The provincial initiative
serves to weaken the environmental
protections from the greatest threat
to the Moraine in Clarington, the ag-
gregate industry,” the municipality
wrote in a November submission to
the Province.
Save the Ganaraska Again
(SAGA) is also concerned about a
proposal in the moraine plan to re-
view the possibility of allowing ag-
gregate companies to operate with
some restrictions in natural core
areas. The aggregate industry be-
lieves it can excavate sand and grav-
el in areas of scrub growth or young
forests and then replant the pits with
indigenous forest species later on.
“We don’t want to see (aggre-
gate) extraction happen in the for-
est,” maintains Kathy Guselle, presi-
dent of SAGA.
Although the Tory’s moraine
plan may bring some surprises, it is
likely Mr. Buckles’s home will be
protected from residential develop-
ment pressures. But he does not see
his moraine battles as a NIMBY at-
titude.
“If it were more open season (for
development) here, it would be to
my financial advantage,” says Mr.
Buckles, who recently donated an
easement along his property to a
conservation authority protecting the
land from any type of development.
“When you’re in an area like the
GTA, where you’re going to get two
million more people...you’ve got to
be more careful about the way you
use the land. Durham Region al-
ready has huge amounts of area des-
ignated for urban areas.
“If you ask people around here,
they treasure the fact there’s a natur-
al countryside around them and
that’s an important part of living
here, and I don’t think we should be
apologetic for that.”
‘Even those who are very concerned about some
of (the plan’s) deficiencies have to agree it’s far
more restrictive than the (NDP’s) 1994 draft
strategy (to protect the moraine).’

Relieve insomnia, emotional
stress and muscle pain naturally
Just about everybody has trouble
sleeping at some time or other. But if
you have insomnia, you know its
effects are much more far-reaching
than just a bad night’s sleep.
Rest assured with PhytoCalm
from Herbal Magic, a natural way of
promoting restful sleep. It also relieves
emotional stress associated with fear,
anxiety, anger or other problems.
As a muscle relaxant, it may also
be helpful in relieving neck and shoul-
der tension, irritable bowel syndrome,
muscle spasms and menstrual pain.
PhytoCalm is a botanical formu-
lation made up of safe, effective herbal
ingredients like valerian root, a non-
narcotic herbal sedative used since
antiquity to relive emotional stress
associated with fear or anger.
It also contains passionflower,
used for many years as a natural tran-
quilizer and whose sedative properties
are well-known throughout the world.
Use it with confi-
dence, knowing it
contains no benso-
diazephines, has no
known side effects
and is not habit-
forming.
The maximum
calming and seda-
tive effects of
PhytoCalm can help
relieve insomnia
due to prolonged
stress and anxiety.
That’s important to
your long-term
health, as numerous
studies warn of the
dangers of stress:
the inability to deal
with it effectively
can be detrimental
to the nervous,
endocrine and
immune systems - leading
to chronic degenerative dis-
ease.
PhytoCalm can be
used to relieve insomnia,
hyperactivity, prolonged
nervous stress, irritability,
muscle pain and inflamma-
tion, and for improving
sleep quality. It can also
relieve PMS symptoms.

Safety tips for shoveling the healthy way
A Michigan study
showed how strenuous
snow shoveling can really
be. It found that on average
each shovel load weighed
about 16 lbs and that the
average male could lift
about 12 loads in a minute
or close to 2,000 lbs in 10
minutes! Here are some
tips to try to prevent
unnecessary strain while
clearing your driveway.
When you're shop-
ping for a shovel, look for
these features:
• Seek out the
"push/dump" shovel avail-
able at most hardware
stores.
• Find a shovel made
out of light material, such
as aluminum or plastic.
• Make sure the han-
dle is long enough to pre-
vent you from
being forward
while you shov-
el.
Before you
shovel:
• If you
have a history of
heart disease or
low back pain,
you should con-
sider hiring
someone to shov-
el your snow for
you or consider
buying a snow blower.
• If you must shovel
the snow yourself, try to
condition your back with
stretch-strengthening exer-
cises long before winter
arrives. Your local chiro-
practor or back care
provider can help you with
these.
• Before you start
shoveling, take the time to
warm up and do some
stretches.
• Wear layered cloth-
ing. It's better to wear a
heavy sweater with a light
jacket. Bulky coats can put
a strain on your shoulders.
• Don't let the snow
accumulate. Its better to
shovel three or four times
than to clear your whole
driveway at once.
Follow these steps
while you shovel:
• Keep your back straight.
• Try to push the snow instead
of lifting.
• When your shovel is full take
one step forward and dump the
snow.
• Don't overfill your shovel,
work with a load that you can com-
fortably handle.
• Avoid twisting at any time.

any health care concerns.
If you have a history of heart disease or low back

your snow for you or consider buying a snow blower.

AJAX —Three Annandale juniors curling for
Uxbridge Curling Club performed well, but fell
short of a provincial title last week.
Jason March skipped the team of Blair Me-
trakos, Jason Duckworth of Uxbridge, and Matt
Critchley to a third-place finish out of eight teams
vying for top spot at the Ontario Teranet Junior
Curling Championships at the Unionville Curling
Club Jan. 2 to 6. The March rink finished with a 4-
3 mark after round-robin play, advancing to the
semifinals where they faced the Jason Newland
rink representing the Guelph Curling Club. The
Newland rink led 4-1 after three ends and was
never seriously threatened in a 7-2 victory.
In the finals, the Jeff Armstrong rink from the
Blue Water Curling Club of Owen Sound posted an
8-4 win over the Newland team.
The March rink can take solace from the fact it
was the only one to beat Armstrong during round-
robin play.
The Armstrong team will represent Ontario at
the Karcher Canadian Junior Curling Champi-
onships in Summerside, P.E.I. Jan. 19 to 27.
School and other commitments kept the four
local juniors from taking part in Annandale’s Sun-
day morning junior league, so the allegiance with
the Uxbridge club was formed.
•••
The annual youth bonspiel is at Annandale this
Saturday, Jan. 12. The Little Rock draw is full with
10 of 16 teams visiting from other clubs. These
teams play two six-end games. The bantam draw
has 12 teams entered with six from outside clubs.
They will play three games of six ends each in this
points’event. All players will get to the prize table.
•••
The OCA bantam zone playdowns are this
weekend, too. Annandale will send four teams to
the competition at the Oshawa Curling Club. In the
bantam girls’ bracket are the Kaitlyn Leslie and
Meaghan O’Leary rinks; Tim March and Justin
Ferreira will compete in the bantam boys’division.
•••
Annandale teams met with success at the TCA
Energizer Youth Bonspiel Dec. 29 and 30. Three of
four local entries won their way to the finals. The
O’Leary bantam girls’ foursome won the second
event, while Leslie took the third event. March was
runner-up in the bantam boys’ fourth event, while
Paul Boyland was sidelined in junior men’s play.

Buying a home is a difficult
enough experience without the prob-
lems of securing the financing to
make it all possible.
The prospect of finding a mort-
gage could mean visiting many
financial institutions in order to find
a desirable interest rate and the sub-
sequent approval.
Unfortunately this is the mis-
take many people make - shopping
around for a mortgage.
Earl Willi is the owner/broker
of Diamond Mortgage Inc. and has
more than 15 years experience help-
ing his clients secure a mortgage
without wasting time and hurting
their credit rating.
“Every time you apply for
credit it shows up on your credit
bureau file and too many inquiries
will hurt your credit rating,” he says.
“There is also the time it takes to
shop around and most people are
just too busy.”
As a broker, Earl will do the
shopping for you, contacting various
banks and trust companies that he
does business with on a regular
basis.
“Once you fill out an applica-
tion for me and are qualified, I will
find the best deal,” he says. “Up to
1% or with a 5 year variable starting
at 1.49%*.
You can have an application
faxed to you and you can fax it right
back to Earl or fill one out on his
website. He will also make a person-
al visit if necessary. But believe it or
not you can apply for a loan and be
approved by fax and phone.
“What’s even better there is no
cost to the client. No upfront fees,”
says Earl. “I’m paid by the lender.”
In the U.S. more than 70% of
mortgages are secured through bro-
kers while in Canada it’s about one-
third but growing all the time.
“Not only do you get the best
interest rate and maintain a good
credit rating but it saves you time,”
says Earl. “It’s a win- win situation
and the modern way to get the
financing to buy a home.”
When it comes to consolida-
tions the new CMHC rules allow
refinancing of up to 90% to consoli-
date all debts.
“One of our clients saved
$2,000 a month,” says Earl.
Diamond Mortgage Inc. also
offers private funding for people

Curves for Women, 30 Minute Fitness and
Weight loss centres celebrated its one year
anniversary in Pickering in November 2001.
With over 300 members and more joining
daily, Curves International considers the
Pickering franchise a success in its first year of
operation. Now franchise owners, Joan
Murphy and Joanna Lopez are opening their
second location on January 14th in the Gates
Plaza at Altona Rd in West Pickering. Their
first location opened over one year ago and is
located at 1050 Brock Rd. between Bayly and
the 401.
Curves provides a thirty minute total
workout and weight loss counselling in the
same place.
“The reason Curves for Women franchises
grow so rapidly is because Curves is a unique
concept in the exercise industry,” says owner
and manager Joanna Lopez. “The facility is
built around a breakthrough in exercise with
the use of the Quickfit circuit. It’s a complete
workout in just half an hour.”
The Quickfit circuit is a system of exercise
that alternates hydraulic resistance machines
with aerobic recovery stations. As you move
around the circuit, enjoying the music, you
perform both cardio and strength training at the
same time.
“The thirty minute total workout burns as
much as 500 calories.” says Joanna. “Because
you’re moving fluid rather than weights, it’s safe
for any age or condition.
“Weight loss is the main reason women join
our facility,” says Joanna. “But along with
weight loss are health reasons such as
osteoporosis; arthritis and diabetes; more
energy; decrease stress and firm up. Members
are successful in reaching their fitness goals for
the first time because the workout is quick and
fun, the atmosphere is not intimidating and
monthly consultations monitor and motivate.
We also run challenges and exciting promotions
that encourage members to come three times a
week, the best frequency for the best results.”
The testimonials given by the members are an
indication of the facility’s success.
Member Nancy Raby says “The Curves for
Women program fits my busy lifestyle because the
workout is only 30 minutes. I get a complete workout
of strength training and cardio, which has improved
my flexibility, and lowered my
blood pressure. My goal was
to lose 60 pounds, which I
have accomplished by
exercising, cutting out carbs,
sugars and fats. My next goal
is to lose 25 more pounds
and with the combination
of exercise and continued
food control, I feel confident
that it will happen. One
other thing which makes
Curves so attractive is
the friendly and supportive
atmosphere, so I look
forward to my workout every morning.
Any women interested in more
information or to join either one of the facilities
is invited to call 905-421-9550 for Brock Rd. or
905-509-5578 for Kingston Rd.
Curves for Women, 30 Minute Fitness
