Flaherty says family will help make decision, Ecker also ponders run at Tory leadership BY MARTIN DERBYSHIRE Staff Writer DURHAM —There’s going to be a family meeting at Jim Fla- herty’s home in Whitby this weekend. And, the Whitby-Ajax MPP’s wife and triplet sons will definite- ly be the first to know whether he’ll make a run at becoming On- tario’s next premier. “I’m going to talk to my wife and children about whether I should seek the leadership of the party,” the current finance minis- ter and deputy premier said in an interview Tuesday evening in Os- hawa following Premier Mike Harris’s announcement he is step- ping down once a successor is chosen. “It is a major undertaking,” Mr. Flaherty said of the premier’s post. “It would take up a lot of time, it’s a busy job... I need to think about it, listen to my fami- ly, my friends, and my con- stituents.” Mr. Flaherty added there are “lots of people qualified to be premier”, but with his “varied ex- perience” from his current roles and past positions as attorney general, solicitor general, and minister of correctional services, native affairs and labour, he cer- tainly fits in that group. With another potential front- runner for the job being Janet Ecker, the Pickering-Ajax- Uxbridge MPP and education minister, and Chris Hodgson, minister of municipal affairs and MPP for Victoria-Haliburton- Brock, also pegged as a candi- date, Mr. Flaherty said the future looks good for Durham. “Durham is strongly repre- sented,” he said. “More than at Hadley inquest starts Monday DURHAM —A coroner’s in- quest to examine the murder-sui- cide of a Pickering couple is scheduled to begin tomorrow (Monday) in Toronto. The history surrounding the deaths of Gillian and Ralph Hadley, including his involve- ment with Durham Region po- lice and courts, and the protec- tion of victims of domestic vio- lence, will be the focus of the in- quest, which is expected to hear from 60 witnesses over the next two months. Mr. Hadley broke into Mrs. Hadley’s Hillcrest Road home in the West Shore area on the morn- ing of June 20, 2000 and she fled into the street before being dragged back inside the home. She later succeeded in handing her their 11-month-old son, Christopher, to neighbours who tried to intervene. Shortly there- after, Mr. Hadley shot her to death and then killed himself. The 34-year-old postal work- er was free on bail at the time, See DURHAM’S page 2 Fender bender escalates Pickering man charged with attempted murder PICKERING —A road rage incident on a Hwy. 401 overpass early Thursday has resulted in police charging a Pickering man with attempted murder. The Toronto detachment of the Ontario Provincial Police said the incident occurred at about 12:20 a.m. Oct. 18 when the driver of an Acura Integra heading south on Victoria Park Avenue in Toronto suddenly slowed his vehicle. The follow- ing year she was named minister of community and social services. In 1999 Ms. Ecker was re-elected in Picker- ing-Ajax-Uxbridge and appointed education minister. Warra nty TRANQUILLITY S/E $469 Single Mattress Set $709Single Mattress Set $709 DOUBLE 569 SET 829 QUEEN 679 SET 939 KING 789 SET 1309 DOUBLE 569 SET 829 QUEEN 679 SET 939 KING 789 SET 1309 BY MARTIN DERBYSHIRE Staff Writer DURHAM —The key to re- ducing the amount of euthanized animals is promoting responsible pet ownership, says a report from Pickering, Ajax and Whitby (PAW) Animal Control. “Not until the problem of irre- sponsible pet ownership is fully addressed will there be a notice- able reduction in the number of animals that must be put down,” states the report from the organi- zation’s treasurer. “Quite simply stated, PAW does not have the means to effectively deal with the number of unwanted and stray pets that are dropped on its doorstep.” PAW has come under fire from member municipalities for hav- ing the highest euthanasia and lowest animal adoption rates in Durham Region. The report confirmed the num- bers in a Sept. 2 News Advertiser story that showed PAW admitted a total of 542 cats and dogs in 2000, of which 80 were adopted, 159 were claimed, and 328 were euthanized. The 61-per cent euthanasia rate is well above the four per cent in Clarington, and 11 per cent in Scugog/Uxbridge, both of which admitted more animals than PAW and have signifi- cantly smaller budgets. The report noted Os- hawa’s statis- tics for 2000 were not avail- able. The report recommends animal control staff undertake a review of adoption and euthanasia policies and procedures, and bring for- ward recom- mendations to reduce the number of un- wanted and stray pets being put to sleep. The recom- mendations should include, but are not lim- ited to, promot- ing public awareness and the importance of responsible pet ownership, placing greater responsibility on unwanted pet owners finding suitable homes for their pets, and increas- ing the adoption rate. “I’m glad the problem has been addressed and identified,” said Pickering Ward 2 City Coun- cillor and PAW committee mem- ber Bill McLean. “Some action is being taken to improve the situa- tion and I’d like to see us get more involved in public educa- tion.” While the report admits “some jurisdictions have had more suc- cess than others in finding homes for unwanted pets” it states “un- fortunately, when the pound is filled to capacity and all other reasonable avenues have been ex- hausted, there is only one re- maining solution to respond to the pet over-population prob- lem.” But, the report does seek to find a “comprehensive approach that not only addresses the effect, but also the cause of the prob- lem”. Don McKay, clerk for the Town of Whitby, which handles the day-to-day operations of PAW, said new policies are ex- pected to be brought forward in the new year addressing the rec- ommendations and specific mea- sures to encourage more respon- sible pet ownership. However, Coun. McLean is still waiting for a report from City of Pickering staff reviewing animal control options available to the city, including removing it- self from PAW. He hopes to receive it before planning for next year’s PAW budget begins. “I still have other concerns. I want to see the clerk’s report on alternatives, see the figures,” he said. “There are still a few ques- tions and a few problems I’d like to get resolved.” The next PAW committee meeting is Dec. 12 at 5 p.m. at Ajax Town Hall. The driver of the Acura exited his vehicle and began screaming and yelling at the driver of the vehicle that had hit him from behind, say po- lice. He then grabbed the driver by the throat and pushed him west across the road and up against a pro- tective guardrail, began punching him and then grabbed his upper body and legs and attempted to lift him over the rail, which would have caused him to fall on to Hwy. 401, police say. OPP Constable Rob Johnston was on general patrol in the area when he observed the altercation, intervened, and eventually placed a man under arrest. “It is unfortunate that a simple traffic matter escalated into this type of criminal behaviour,” said detach- ment Commander Inspector Brent Mikstas. “This is another example of the times we live in.” Kwame Amsterdam, 27, of Pick- ering, is charged with attempted murder and aggravated assault, two charges of failure to comply with a recognizance, uttering threats, and obstructing police. Nuclear officials dismiss negative report as old news Problems long ago identified and addressed by plant: Strickert BY KEITH GILLIGAN Staff Writer PICKERING —Old news is how Bob Strickert categorized a report this week about sloppy work at the Pick- ering Nuclear Generating Station. Several instances of poor work- manship and possible worker expo- sure to radiation at the Pickering sta- tion were listed in a newspaper report Tuesday. However, during a meeting of the Community Advisory Council on Tuesday, Mr. Strickert, the site vice-president, noted the charges were outlined in a report prepared in 1999 by the World Association of Nu- clear Operators (WANO). But, those WANO report findings were also documented in the Integrat- ed Independent Performance Assess- ment (IIPA), a scathing report of then-Ontario Hydro’s nuclear perfor- mance. In late 1997, following re- lease of the IIPA, Ontario Hydro put the four reactors on the ‘A’ side of the Pickering plant into a laid- up state until improvements could be made to the entire facil- ity. WANO covers 430 nuclear plants in 32 countries. During as- sessments, a team of inspectors come to facilities and focus on 20 to 25 areas, Mr. Strickert said. “Then they come back in two years and if it’s not fixed, that’s bad news,” he added. Ontario Power Generation, which operates the plant, has said it has fixed the identified prob- lems. Mr. Strickert said the utility doesn’t discuss the specifics of WANO reports, as they’re con- sidered “proprietary”. However, he said it will discuss some de- tails. “We tell you generally what’s happening. On Sept. 18, a great icon passed away: Mr. Dressup, also known as Ernie Coombs. I myself am in Grade 9 and still remember every Mr. Dressup show. Mr. Coombs has taught me many things. He taught me to enjoy life. He taught me how to draw, sing and dance, and he also taught me some serious is- sues such as not talking to strangers. Mr. Coombs was an amazing man who reached out to millions of children and adults. This man had a huge impact on many lives. After hearing of his passing I felt such sorrow in my heart. For we have just lost one of the biggest icons, one of the greatest men on this earth. To this day his memory will, at least in my heart, never die. It’s no secret Canadians are perceived across the globe as peace- keepers, as diplomats, as freedom-loving, as people who simply won’t force our way of life on others. We are not a superpower, we are not a military power. We are not a direct target of terrorists. Our role in the U.S.-led attack on terrorism is minimal. At most, we may have a handful of ground troops involved in Afghanistan, our shadowy Joint Task Force 2 elite squadron. Otherwise we’re sending backup and supply ships, plus a few fighting jets. No, terrorists have identified their enemy as the United States. In every speech from Osama bin Laden or Taliban representatives, it is Americans exclusively who are being targeted. That doesn’t mean we shouldn’t do all we can to help our south- ern neighbours. It does mean we have no reason to fear an outbreak of anthrax letters here in Canada. Why would the terrorists bother with us when they can clearly create mass hysteria and worldwide publicity by sending letters to ABC, CBS, NBC, the New York Times and to Senator Tom Daschle’s office? What do terrorists have to gain by mailing a letter to Toronto or Montreal — much less to an ordinary home or business in Durham Region? What’s needed right now is a little common sense, a dose of re- ality. Part of the problem is the incredible, intense media coverage of the real bio-terrorism threat in the United States. That has led to such over-reactions as the woman who dialled 911 after noticing some white powder on a baby changing table. C’mon. As Durham Chairman Roger Anderson said, “to those of you who are concerned, you don’t have to be. The threat of bio-terror- ism in Durham Region is very, very, very small, almost to the point of being no concern whatsoever.” In spite of that miniscule threat, Durham’s leaders are doing all they can to be prepared. Clarington Mayor John Mutton contacted the Defence Department in Ottawa to make sure our local nuclear facilities were protected from an attack. Our medical officer of health said there is no cause for concern and our police departments and fire departments, already trained to deal with emergencies, are ready and more than willing to serve and protect us. It may be a cliché, but it’s well worth repeating: The best way to beat terrorism is to go on with our lives as we did before Sept. 11. Canada, at least compared to many countries in Europe, Africa, Asia and South America, is an oasis of calm, tolerance and accep- tance. We owe it to ourselves to keep it that way. Time for us all to use common sense Be prepared, but realize life must go on as Durham, Canada likely not terrorist targets The events of Sept. 11 have taught us many lessons, not the least of which is the value of our firefight- ers. Almost 400 of them died in the collapse of the World Trade Center and we sadly mourn their passing. These are the men and women who run into the same burning build- ing we are running out of. They sacrifice their own lives to save ours, and they are the world’s heroes. Here in Ajax and Pickering our heroes aren’t being shown the prop- er respect. Over the summer, Pickering Fire Services responded to five dumpster fires, 10 garbage bin fires, one school portable fire and three portable toilet fires that were all de- liberately set. Durham Regional Police statistics show 34 cases of arson were report- ed in Ajax and Pickering for the first eight months of this year, 12 more than the same period in 2000 and only one behind last year’s total of 35. The worst part is, police and fire services don’t have any idea who is responsible. Who are the main suspects? Punk kids with the fire bug. Idiots with nothing better to do than light a dumpster on fire and watch it burn. And, it’s not just a case of kids being kids. The price tag on the damage and destruction from one of these fires was upwards of $2 million. Pickering’s fire chief also said there was a rash of fire hydrants being unnecessarily opened around Pickering this summer. Again, likely bored teenagers with nothing better to do. However, this is not a victimless crime. The at- tention and time of our local heroes is being spent on these useless inci- dents. It shows a lack of respect for their lifesaving efforts. When I was 12, a couple of kids in my North York neighbourhood caught the fire bug. They went around lighting fires in garbage cans, fields, and school yards. One day, two friends and I saw them lighting a fire in a hydro field. The dry grass helped it spread quickly and soon it was too big for them to handle. As it headed towards the transformer sta- tion, the fire bugs headed for the hills and my friends and I had to act. We ran through the field, ripping off our shirts and dipping them in the creek. We put out that fire and it took every bit of courage three 12-year- olds had. The next day we caught up with the two fire starters and literally beat the pulp out of them. They never lit another fire in our neighbourhood. Our local heroes are asking any- one with any information about the rash of deliberately set fires to call them. I recommend any kids who know these punks teach them a les- son they’ll never forget. The Durham Region Manufactur- ers Association (DRMA) has launched a new initiative focusing on human resource planning in Durham. The DRMA will survey 300 Durham-based manufacturers to identify the critical human resources (HR) issues facing businesses. “We’re going to try and identify companies’needs for the future,” said Des Newman, DRMA president, in an interview. “Our concern is, as the economy moves along, what are the skills required by companies that are different than before.” The specific goals of the survey, funded by Human Resources Devel- opment Canada (HRDC), will be to determine the current level of HR planning and shortfalls, and identify the needs and the actions needed to improve employment generation in various Durham sectors. “The economy is changing, there are different requirements,” said Mr. Newman, explaining the DRMA is undertaking the study because “smaller companies don’t have the capacity or the time to do this kind of planning themselves. Many think only in the short-term and have very little time to look at their own re- quirements down the road.” With the information from the sur- vey, the DRMA said HRDC could look at implementing programs that would fit local needs. “Our manufacturers will have the opportunity to contribute to the shap- ing of future human resources pro- grams as well as benefit from the on- the-spot-information about existing programs,” said Mr. Newman. Over the past several years, they’ve become a com- mon learning tool, used for everything from helping de- velop small motor skills, to enhancing communication abilities, to acting as a voice for otherwise non-verbal stu- dents, to providing a research base for pupils working on projects. And boards of education are spending enormous amounts of money on hard- ware, software, connectivity and training, to ensure they get the most out of comput- ers. Take, for example, the Kawartha Pine Ridge District School Board, which in- cludes Clarington and Northumberland. In the 2001-2002 budget, the line for technology totals a whop- ping $14 million, which cov- ers equipment, staffing, equipment leases, and com- munications requirements such as telephone lines and cabling. But there are groups out there which feel the educa- tion system relies entirely too heavily on computers, that technology is posing risks to children, from repetitive stress injuries, to obesity, to stunting intellectual develop- ment. Such findings can be found in an article entitled ‘Fool’s Gold:A Critical Look at Computers and Child- hood.’ The study, penned by educator Ed Miller and re- leased by the UK-based Al- liance for Childhood, indi- cates greater reliance on computers as a teaching tool for young children could lead to all sorts of difficulties. “The sheer power of infor- mation technologies may ac- tually hamper young chil- dren’s intellectual growth,” warns the report. “Face-to-face conversa- tion with more competent language users, for example, is the one constant factor in studies of how children be- come expert speakers, read- ers, and writers. “Time for real talk with parents and teachers is criti- cal. Similarly, academic suc- cess requires focused atten- tion, listening and persis- tence.” There could indeed be a problem, should computers be the main learning tool, agrees Lorraine Lewis, of the Ajax-based Speech, Lan- guage and Learning Centre. “When it takes the place of teachers, it’s not being used properly,” says Ms. Lewis. But, she adds, the computer can augment a stu- dent’s communication skills, if used correctly. “When the child has the foundation in place... a com- puter is a wonderful tool to help them apply those basic skills,” she notes. “When the computer is used to teach those foundational skills, I see less success.” Simply seating a child in front of a computer equipped with communication soft- ware isn’t sufficient, agrees John Valiquette, a speech pathologist at the Oshawa Speech and Language Cen- tre. “I don’t think a computer should be used alone,” he says. “If one uses a computer with a child, one should sit with the child at the comput- er, and augment real life situ- ations with the computer.” Computers are found in classrooms starting at the ju- nior kindergarten level, but “in a serious way in Grade 1,” says Bev Freedman, superin- tendent of programs with the Durham District School Board. “The truth is, for students today, computers are an inte- gral part of their environ- ment,” says Ms. Freedman. “Used correctly, computers do enhance learning.” Ms. Freedman says the Durham board has done ex- tensive study on what pro- grams and uses of computers best enhance student learn- ing. For example, she says, the board has looked at how gender affects the use of computers. Boys tend to be “far more engaged when they’re working on a comput- er... it’s a modality that they favour.” Girls often find suc- cess in developing patterns and eye-hand skills using computers, she notes. “We haven’t seen comput- ers in any sense act as a detri- ment,” Ms. Freedman says. Computers are also being widely used as a tool to help students with special needs, says Brenda McGuinness, a speech language pathologist with the Kawartha Pine Ridge District School Board. Software to make writing easier, programs to help with acquiring new language con- cepts, aids to help students learn to say sounds appropri- ately, even computers equipped with voice output systems for students who would otherwise be largely non-verbal - all are used to help students with special needs, she says. The down- side? The equipment can break down, says Ms. McGuinness. “They have the best tech- nical equipment they can have, but they also have a low-tech plan” such as a binder of pictures to allow students to maintain commu- nications skills even in the event of technical difficulty, she says. Another challenge boards face in using computers as ef- fectively as possible is keep- ing teachers abreast of the constantly changing world of technology, says Trudy Lum, KPR’s superintendent of stu- dent services. “The challenge is bringing staff up to speed on pro- grams... to ensure they’re being used in the way they’re designed to be used,” she says. Boards of education, she says, are challenged to use limited dollars provided for professional development to best train staff in such mat- ters. Computers, used appro- priately, can be helpful learn- ing aids, notes Ms. Lewis. “If it’s used as a supple- ment to what’s going on in the classroom, it’s a great tool,” she says, noting teach- ers “do need to teach children how to use them.” But, she adds, “we have to make sure it’s used as a tool.” Computers: Classroom aid or hindrance to learning? Ron Trbovich, the Durham District School Board business superinten- dent, said the goal is “to get our house in order”. And while Mr. Trbovich said he’s an optimist, at Mon- day’s board meeting he ad- vised trustees that the task ahead will be very difficult. “We’re starting off with a huge problem,” Mr. Tr- bovich told trustees. “We have a $2.4-million short- fall, but we can get through it, maybe.” That amount was taken from working reserves to balance the current budget, and he said trustees cannot go to the same source again to balance the books next year. But finding $2.4 million is just the beginning. If the board’s special-education program is to remain as it is, already weakened by cuts, trustees will once again have to find roughly $1.5 million to fund it beyond provincial grants if they re- main at this year’s levels. However, Mr. Trbovich has already told trustees he believes the board will re- ceive $1.9 million less from the Province next year in the intensive support amount portion of special-education funding. Then there’s the matter of raises given to teachers and other employees, a pri- ority in the budget passed four months ago. Mr. Trbovich said it will add about $6 million to the budget starting next Sep- tember. But while the board needs more money, he said a slowing economy likely means less money for school boards and other public-sector organizations from the Province next year. “It’s likely our transfer payments won’t meet our expectations because provincial revenues have fallen,” Mr. Trbovich told trustees. Trustees agreed to send a letter to Education Minister Janet Ecker, in the form of a press release, outlining what the board has already endured because of cuts it has been compelled to make. Billboard Oct. 21, 2001 ADVERTISING FEATURE Unable to Get a Toe-Hold ASK THE PODIATRIST: Approximately three months ago I slipped and my big toe hit the riser (the vertical portion) of the step. I’m now finding that I cannot move my injured toe up and down, as much as my other big toe. What have I done and can I treat or reverse it? It sounds as if your injury is a condition known as hallux limitus, which is a limited range of motion of the big toe where it attaches to the metatarsal bone. The normal range of a big toe is approximately 70 degrees. With less than 70 degrees a structural or a functional hallux limitus exists. The amount of space between the two bones that make up the big toe joint narrows causing a “jamming” of the big toe. As far as treatment goes, nothing can be done to reverse the damage you have done to the joint. The best treatment involves a gait adjusting foot orthotic that will try to balance the forefoot and decrease pressure on the joint by minimizing pronation. An extension should be used on the orthotic with a cut out for the big toe joint, thereby alllowing it to “float”. This will decrease the ground forces on the joint. The orthotic should also be stiff. Untreated, the patient may experience pain in the middle of the foot, the ankle and even in the leg, as the other parts of the extremity try to make up for less than 70 degrees of angulation. Gail Elliott, Ajax schools superinten- dent for the Durham District School Board, at Monday’s board meeting noted the opening date, originally next spring, was delayed because parents were con- cerned about a mid-year opening. The unnamed O’Shanter-Kerrison Drive school will be a two-storey, 18- classroom facility. Its students will mainly come from Dr. Roberta Bondar Public School, the town’s most populated elemen- tary school. Ms. Elliott said 250 to 300 Bondar stu- dents will move to the new school, along with about 75 Applecroft Public School pupils. As a result, at least nine portables will be removed from Bondar and a minimum of three from Applecroft. The unnamed school was approved in the board’s first accommodation plan, which ends at the end of December. Ms. Elliott said parents had no concerns with the boundary at a meeting last year. That’s the message from the Central Lake Ontario Conservation Authority as it reminds Durham resi- dents that dumping aquari- um pets into creek and pond systems has a nega- tive effect on native fish species. A number of goldfish have been discovered in the Oshawa Creek and the Goodman Creek storm water detention pond, said Ian Kelsey, fish and wildlife technician with the authority. “Invasive species, such as goldfish, generally dis- place natural species by out-competing them for habitat and food and carry- ing the risk of disease which native species have no resistance to,” he said. “The problem of inva- sive species seems to be growing rapidly due to the popularity of backyard water gardens. Michael Barrett, chair- man of the R.S. In the final, Durham West avenged a previous loss to Mississauga with a come- from-behind 3-2 over- time victory. Mis- sissauga led 2-0 in the second period, but the Lightning climbed back into the contest with goals by Colleen Broaderip and Katie Wailes, as- sisted by Brittney Sullivan, Michelle Sabourin and Julianne Lindeblom. Neither team was able to score in the final period. Ajax received strong goaltending from Danielle Cyr in the third to keep the game tied. With one minute remaining in sud- den-death overtime, Erin Cameron scored, assisted by Wailes. The Lightning novices met Etobicoke in the semifinals, winning 4-3. Etobicoke staged a late-game rally, but was thwarted by strong defensive play from Sabourin, Wailes, Lindeblom and Robyn Crummey, along with Cyr.
