DURHAM — A two-year study on
Durham’s transportation infrastructure rec-
ommends $438 million in capital investment
and a 15-per cent reduction of automobile
use by 2021.
“The plan recognizes Durham is going to
grow over the next 20 years” and needs to
have transportation systems in place to ac-
commodate it, said Gene Chartier, regional
manager of transportation planning and de-
sign. He noted the Region is now seeking
public comment on the report’s recommen-
dations at four upcoming open houses. The
first is Monday in Pickering.
“Public transit is one of the cornerstones
of our future transit system,” said Mr.
Chartier. “One of the key recommendations
is the reduction in automobile traffic by 15
per cent by 2021,” over what it would be if
current patterns continue, he said.
“We thought it was a realistic but chal-
lenging target for this region.”
Mr. Chartier suggested a range of differ-
ent services along the Hwy. 2 corridor con-
necting the urban nodes within Durham,
combined with transit-friendly land use and
more effective public transit for north-
Toronto bound commuters could help the
Region reach this objective.
The draft of the transportation master
plan is the result of two years of public input
and study by a political steering committee
with representatives from all Durham mu-
nicipalities and with the assistance of con-
sultants and regional staff. It also recom-

may cancel some or all school trips
in light of the recent terrorist attacks
on the United States.
Both boards are expected to
make decisions this week after
speaking with school principals.

Pickering councillors get committee nods
PICKERING — As a part of
the City’s new committee structure,
three councillors each have been
named to groups responsible for
planning, operations and finance.
Appointees to the finance com-
mittee include Ward 1 Regional
Councillor Maurice Brenner, Ward
2 Regional Councillor Mark Hol-
land and Ward 3 Regional Council-
lor Rick Johnson.
Ward 2 City Councillor Bill
McLean, Ward 3 City Councillor
David Pickles and Ward 1 City
Councillor Dave Ryan have been
appointed to the operations commit-
tee.
Meetings of the finance and op-
erations committees will be held on
the fourth Monday of each month,
tentatively scheduled for 10 a.m.
and 4 p.m. respectively, although is-
sues of public interest may require
moving the meetings to the evening.
In addition, councillors McLean,
Pickles and Ryan have been ap-
pointed to the site plan advisory
committee.
No meetings have been sched-
uled at this point.
Coun. Brenner said although it
was discussed earlier, councillors
would receive no additional pay as a
part of the new committee structure.
The councillors are appointed to
the finance and operations commit-
tees for a term to expire Nov. 30,
2003 and to the site plan advisory
committee for a term ending Nov.

next 20 years,”
said Mr. Chartier,
who added most
other major roads
south of Taunton
that are currently
two lanes are rec-
ommended to ex-
pand to four
lanes. These in-
clude Brock Road
and Whites Road
in Pickering; Lak-
eridge Road,
which is the Ajax
and Whitby bor-
der; Hwy. 12 and
Thickson Road in
Whitby; Ritson
and Harmony
roads in Oshawa;
and Townline
Road and Region-
al Road 57 from
Hwy. 401 to Hwy.
2 in Clarington.

Andrews, education director of
the Durham Catholic District
School Board, said in an inter-
view Thursday.
He did not have a specific
number but said “a handful” of
trips were approved in the
spring.
Mr. Andrews said the board
has put in place a moratorium on
the approval of new trips.
“That doesn’t mean that new
ones will not be approved,” he
stressed. “We want to get some
feedback from our principals and
they will likely have some con-
versations with school councils.”
Norm Powers, operations su-
perintendent at the Durham Dis-
trict School Board, said the ele-
mentary and secondary school
principals’ associations have
been asked to gather statistics on
what school trips are planned
and what costs students would
face if a trip were cancelled.
They will discuss that informa-
tion with board officials at meet-
ing Thursday, where a decision
on whether or not to cancel all or
certain school trips is expected.
“We haven’t directed any-
body to cancel a trip,” he said,
adding, “There may be teachers
and parents making these deci-
sions as well.”
Mr. Powers said he was not
aware of any school trips being
shelved, but the board has can-
celled, until further notice, all
cross-Atlantic flights by employ-
ees. He said a group was to leave
for Norway last Thursday and
another was slated to fly to Ger-
many next month.
“We’re not concerned about
air travel per se, but what hap-
pens if you get an employee
stranded over there for a month,”
said Mr. Powers.
He said the board “doesn’t
want to give in to terrorists”, but
at the same time “we want to be
cautious”.
The decision to cancel has al-
ready been made at O’Neill Col-
legiate and Vocational Institute in
Oshawa: a planned Oct. 22 to 24
trip to Ottawa has been “post-
poned indefinitely”, according to
a letter written by geography
teacher Steve Rae that went
home to parents, guardians and
students. It states the board on
Sept. 17 “passed a motion re-
stricting travel for student trips
and for board employees, in the
wake of the New York City
tragedy and with the expectation
of further, retaliatory action.”
Board spokesman Andrea
Pidwerbecki, however, said the
board has made no such decision
on student trips.
Mr. Rae, in an interview Fri-
day, explained the trip was in the
planning stages and had not yet
been approved. He said the letter
was written as a result of a mis-
understanding of the direction
from administrative council. The
fate of the trip remains up in the
air.

Nuclear regulator
failing public
To the editor:
Re: ‘Sierra Club, OPG spar over nuclear
restart,’Sept. 14.
Pat O’Brien, manager of public affairs at
the Pickering Nuclear Generating Station, is
misleading the public when he denies the
four Pickering ‘A’ nuclear reactors are sub-
standard.
In fact, even with the planned upgrades,
the emergency shutdown system will not
meet the current standard for all newer nu-
clear reactors in Ontario, which is two com-
pletely separate fast reactor shutdown sys-
tems. Pickering A reactors will only have a
single enhanced fast shutdown. Mr. O’Brien
said it’s a ‘double’system, but he’s referring
to the slower ‘moderator dump’ unique to
Pickering A, which, as he knows, does not
qualify as a fast shutdown system.
The emergency core cooling system at
Pickering A is another safety system that
doesn’t quite meet the same standards re-
quired for newer reactors. These compro-
mises are being allowed because Pickering
A was designed and built in the 1960s, be-
fore the current standards came into effect.
These safety systems along with the con-
tainment system have a past record that
shows they may not operate properly during
an accident. The environmental assessment
on the proposed restart of Pickering A was a

Safety Commission refused to require a re-
view of accidents where the containment
system failed.
A meaningful review of Pickering A
restart should have included the full conse-
quences of a severe reactor accident, includ-
ing the human health, environmental and
economic impacts. That is the only way to
fairly judge the risk of restarting Canada’s
oldest commercial nuclear station. But our
federal regulator, which is supposed to be
protecting our interests, is breaking its neck
to look the other way when it comes to se-
vere nuclear accident impacts.

Canadians clearly were uncomfortable about being ignored
in President George W. Bush’s speech to the world Thursday
night.
It’s understandable when you consider the 100,000 who at-
tended last Friday’s Parliament Hill memorial to the victims, or
those who gave blood, donated funds or travelled to New York
City to offer help. What about the 40 Canadians who died at
the World Trade Center, or the many thousands across Canada
who opened their doors to U.S. citizens, stranded here when
North American airports were closed just after the attacks?
But we must put aside any bitter feelings and focus on the
task at hand. One speech does not change the fact that over
6,000 human beings have died as a result of terrorist attacks. It
should not waver our responsibility as Canadians in assisting
our neighbours and taking a strong stand for a free world.
British Prime Minister Tony Blair, who was in attendance
Thursday evening, has led the way among allied leaders in of-
fering absolute full military backing to the U.S. cause. Aus-
tralian Prime Minister John Howard has said, “There is no
point in a situation like this, being an 80 per cent ally.”
The opposition parties in Britain and Australia have stood
fully behind the prime ministers. Leaders from Indonesia and
Saudi Arabia, along with French President Jacques Chirac and
Mr. Blair have already been to the White House to pledge their
support. Mr. Chretien will make his visit Monday.
Critics of Prime Minister Jean Chretien demanded he show
our most powerful and closest ally unequivocal 100-per cent
backing for the mission to wipe out terrorists across the
globe.
Squabbling in the House of Commons and barbs from Op-
position leader Stockwell Day and Tory leader Joe Clark don’t
serve to improve the situation.
Canadians are looking for our leaders to take the lead and
stand united. This is not the time for finger pointing or politi-
cal posturing.
Anxiety-laden citizens want to feel safe and government in-
fighting will only serve to deepen our fears and blacken this
country’s name in front of the world.
While it is the Canadian way to debate and find compro-
mise, this is one cause we must all support. There can be no
halfway measures with terrorists. They don’t want to talk; they
want to kill. The goals they espouse must be destroyed so our
way of life can be preserved. It’s time for Canada’s leaders to
show they fully back - militarily and economically - the U.S.
mission to stop the terror.

Presidential snub raises questions about
our role in U.S. response to terrorists
Monday night’s public school
board meeting was the setting for yet
another shameful display by some
Durham trustees.
Rude, arrogant, disruptive, self-im-
portant. You pick an adjective because
they all apply to those members of the
Durham District School Board who
just don’t understand they are not, and
are not expected to be, education ex-
perts in the same league as staff. Oth-
ers appear drunk with power, acting
simply because they are able to act.
The bottom line is these people
want to drive the board agenda with
bad ideas, and take it personally when
other trustees don’t fall in line. News
flash: it isn’t about you and your feel-
ings. It’s about priorities, devoting
most of your attention to what is most
important.
Pickering Trustee Paul Crawford
on Monday said he had intended “to
do something in a grandstand way
tonight”, then proceeded to grand-
stand. He wants trustees to find sav-
ings that could be diverted to remedi-
al help for students and plans to start
with trustee expenses, a miniscule
percentage of the board’s budget.
Later, he vowed to produce, every
week, one area where trustee expens-
es could be reduced. During budget
talks, Trustee Crawford also called for
staff to find savings and use the
money where it was most needed.
Then and now he had no suggestions
on where this money could be found.
Ajax Trustee Melinda Crawford,
arguing why trustees should be able to
claim professional development
courses as expenses, said, “We would
like as a board to be informative, up-
to-date, just like staff development.” If
that’s the case, then go into schools
and talk with students, teachers, other
staff and parents. Develop a list of
contacts in the community you repre-
sent and utilize the Internet.
Also Monday night, Oshawa
Trustee Susan Shetler lamented, “we
waste so much time.” This is the same
trustee who prompted a review of the
board’s medication procedures for
students, though staff suggested it
wasn’t necessary, because she read a
story in a newspaper. Waste of time
indeed. The time-wasting is coming
from these trustees who make work
when there’s already plenty of more
important stuff to do.
Shape up and get over yourselves.

Mary Street program
has students
hooked on books

DURHAM — Literacy Mountain is once
again a focal point at Mary Street Communi-
ty School, part of a mountain range soon to be
filled with climbers at various heights work-
ing their way to the top, and then moving on
to the next challenge.
The felt mountain, displayed on a wall near
the main office, records how many books stu-
dents have completed in the home reading
program, ‘climbing literacy mountain’, that
started last year and has become a smashing
success.
Principal Barbara Farrow said she, her staff
and parent volunteers initially hoped students
would read 100 books a year. But some kids
read 100 books in a month, and before long
Literacy Mountain was too short to record the
accomplishments of the avid readers and
more mountains were added.
“Last year we had one boy who read 500
books, and we only started (the program) half-
way through the year,” she said.
Part of the program’s success, said Ms.
Farrow, is its simplicity. Every day, students
choose a book from the collection at the
school, take it home and read it to mom, dad,
a brother or sister, or even themselves. A par-
ent records how many times the student read
the book, and then it’s on to another title the
next day. There are no complicated work-
sheets, kids can read to anybody (even their
the teddy bear) and school staff from the be-
ginning determined there would be no penal-
ties for roughing up a book.
“We wanted them to read,” said Ms. Far-
row. “And you know what? They didn’t abuse
the books. They took wonderful care of
them.”
In a group interview of students, enthusi-
asm for the program was palpable.
“I love reading,” said Grade 6 student
Mary McDonald.
Asked if she wouldn’t rather watch televi-
sion, Mary’s face scrunches up a negative re-
sponse.
“I’d rather read and play with my friends,”
she said.
Her goal is to read 500 books this year, and
storybook hero ‘Captain Underpants’is on her
reading list.
“It makes everybody laugh,” Mary said of
the series of books.
Matthew Butland is something of a
celebrity at the school after reading 500 books
last year in just four months. He said he did it
by “reading them over and over to myself.
“I’m going to try and beat my record,”
Matthew vowed.
Reilly Melville, a Grade 3 student, is going
to try and read 200 books, or chapters, since
every chapter in a longer title counts as a
book.
“Reading’s my favourite thing to do and
it’s one of my hobbies,” she said.
Reilly thinks it’s fun to read chapter books
“because it leaves you in suspense after
you’ve read a chapter”.
Grade 2 pupil Dillon Heywood likes the
fact he can watch his progress up Literacy
Mountain and read chapter books. His goal
this year, perhaps a bit ambitious, is
5,000,000 books.
Ms. Farrow said it’s a monumental job or-
ganizing the books and distributing them to
kids, and the program would be nowhere
without parent volunteers like Pat Wadding-
ton and Nancy Hall, who give a lot of their
time.
Ms. Waddington said part of her job is to
count how many books students have read at
the end of each week.
“I like that because you really get to hear
from the kids,” added Ms. Hall. “They’ll tell
you, ‘I want a book with eight pages.’”
The books are colourful, short and geared
to each student’s age level, said Ms.
Waddington. Each pupil has a number of
books from which to choose, which she be-
lieves is a part of the program’s success.
“That way you’re giving them something
they’re interested in in the first place,” said
Ms. Waddington.
Ms. Hall noted a Canada Trust/Toronto
Dominion Friends of the Environment Foun-
dation grant of $2,300 enabled the school to
purchase roughly 1,200 books to get the pro-
gram started.
Both parents said the students don’t see
the reading program as homework, but as fun.
Marjorie Robson, the school’s special-ed-
ucation resource teacher, said teachers are
now incorporating the program into their own
classrooms. She noted that while getting
young boys to read is a recognized problem,
the program seems to be making a difference
in that regard.
“Amazingly enough, when we see people
hitting the top of the mountain, we’re seeing
boys,” said Ms. Robson.
The program started midway through last
year for students in grades 1 to 3, before ex-
panding to kindergarten and older students.
“The whole family bought into the pro-
gram and children really wanted to succeed,”
said Ms. Farrow.
She said she doesn’t remember who came
up with the idea, but the motivation to take
action to improve reading habits came last
November, when the first provincial Grade 3
and 6 reading, writing and math results were
released by the Education Quality & Ac-
countability Office.
“Only 50 per cent of our children are read-
ing at the provincial standard and that dis-
mayed us,” said Ms. Farrow. “We thought,
‘we’ve got to do better than this; we’ve got to
do better for our kids.’”

the official, and check out the
organization.

DURHAM — Trustees have
formed an ad hoc committee to search
for savings in the Durham District
School Board budget, paralleling
what staff has pledged to do to bal-
ance next year’s budget.
But after making roughly $3 mil-
lion in cuts and using $1.8 million in
reserves to balance this year’s budget,
and with a staff report coming next
month suggesting permanent cuts to
next year’s budget, both board chair-
man Elizabeth Roy and education di-
rector Grant Yeo are not confident
there’s any trimming left to be done.
In motioning for the ad hoc com-
mittee at Monday’s board meeting,
Pickering Trustee Paul Crawford said
the exercise should begin with trustee
expenses, and any savings would be
transferred to a “remedial envelope”
to help students.
“We would start with ourselves but
we wouldn’t be limited to ourselves,”
he said.
However some trustees criticized
the idea, and in an interview, Whitby
Trustee Elizabeth Roy said, “I don’t
think we’ll find any further savings.”
She noted trustees previously
formed an ad hoc committee to review
medication procedures, though staff
members who administer medication

“I think it undermines our
highly competent staff,” she said.
“If you’re looking for money, go
knock on (Education Minister)
Janet Ecker’s door.”

The Pickering Town Centre
Mayors’ Charity Classic has
demonstrated, yet again, why it is
the premier charity golf tournament
in Durham Region! The sixth
annual event held on Thursday
September 13th at Cherry Downs
Golf and Country Club raised
$143,577 for the Rouge Valley
Health System’s Ajax and
Pickering Health Centre.
This year’s success brings the total
raised by the tournament to more
than $675,000 since it began in
1995. The dollars raised have
supported the purchase of vital
medical equipment for Rouge
Valley Ajax and Pickering
including a CT Scanner,
sophisticated surgical instrumen-
tation and surgical orthopaedic
equipment. Proceeds from this
year’s tournament will support the
purchase of life-saving cardiac
diagnostic imaging and testing
equipment such as electro-
cardiograms (ECG’s).
“This tournament has always had a heart,” says Event Co-chairman Bill Collier. “But this year we
wanted to show that golfing in the Pickering Town Centre Mayors’ Charity Classic is good for the
hearts of all West Durham residents.”
Heart disease is Canada’s number one killer. The state-of-the-art cardiac equipment, a vital
component in saving lives, will be critical in the early detection and treatment of heart conditions.

On Thursday September 13th over 200 golfers teed off to
support the purchase of much-needed cardiac diagnostic
equipment for our community hospital, the Rouge Valley Health
System’s Ajax and Pickering Health Centre.
The additional cardiac testing, monitoring and diagnostic
equipment such as electrocardiograms (ECG’s) and Holter
recording devices will, quite literally, save lives. Earlier
detection, treatment and intervention can reduce the severity of
heart conditions and, in the best case - prevent occurrence of
Canada’s number one killer.
Just as the equipmen,t purchased by this event, will make hearts
stronger, the newly formed Rouge Valley Health System
Foundation will make the Ajax and Pickering Health Centre
stronger.
The Rouge Valley Health System Foundation will
combine the strengths of both the Ajax Pickering
Hospital Foundation and the Centenary Health Centre
Foundation. The new Foundation is deeply committed to
raising funds to support vital medical equipment
purchases for both the Ajax and Pickering Health Centre
and the Rouge Valley.
Our hospital is the vital centre of West Durham. As West
Durham grows and develops, so too must the hospital.
Everyone’s support, through donations or events like the
Pickering Town Centre Mayors’ Charity Classic, is critical in

Foundation announces Inaugural Howard
Sokolowski Award
For well over 10 years, Howard Sokolowski, President and CEO of Tribute Communities has donated
his time, his leadership, his financial support and his outstanding business reputation to ensure that the
goal of providing excellent health care, close to home, for the residents of West Durham, is met and
surpassed.
On Thursday September 13th, 2001 the Rouge Valley Health System Foundation formally honoured
Mr. Sokolowski’s outstanding contributions to the Rouge Valley Health System’s Ajax and Pickering
Health Centre by creating the Howard Sokolowski Award.
This award will be given annually to an individual or company in the community that has shown
exemplary leadership in embracing the goal of improving health care for the residents and employees
of our community. Each award will be a unique piece of art commissioned by the Foundation that is
created by a local artist. Pickering-resident Edward
Falkenberg created this year’s award.
Like Howard, the recipient of the inaugural award was an individual who has an outstanding record of business accomplishments.
As President of Pickering-based Lenbrook Group of Companies, Gordon Simmonds has become well known for his part in the largest
telecommunications deal in Canadian history. The Toronto Star has called his family business a “pillar of entrepreneurialism”.
Gord has brought that same entrepreneurial spirit to his volunteer work. Since agreeing to chair the $13.7 million Vital Signs
Campaign in May of 2000, he has been integral in building and leading a team of volunteers committed to raising the funds required
to support the much-needed expansion and redevelopment of Rouge Valley Ajax and Pickering. As well as donating his time and
business expertise he has also given his financial support to the hospital.
Recently in pledging his company’s commitment to the hospital his words were simply “...we are not prepared to leave this
responsibility to others. For the sake of our current and future employees, our friends, and our families, you can count on us.”

West Durham physicians are now able to refer their patients to Rouge Valley Ajax and Pickering for a variety of outpatient
cardiac diagnostics tests such as Echocardiograms, Holter Monitoring, Stress Tests and Electrocardiograms. Previously

of state-of-the-art equipment that has been installed in the new Cardiac Diagnostic Unit. Funds will
also be put towards the purchase of new ECG (electrocardiogram) machines to be used in the
Emergency Department, Intensive Care Unit and on other patient floors in the hospital.

PICKERING —The Ajax-Picker-
ing Raiders Cousins’ Packaging/The
Office Furniture Store minor atom
‘AAA’ rep hockey team beat the best to
take the championship crown at the
club’s own Early Bird Tournament this
past weekend.
The Raiders captured the tournament
title after defeating the reigning OMHA
champion Richmond Hill Stars 3-2 in
an exciting final.
Brett Holmberg emerged as the hero,
scoring the game-winning marker with
only 11 seconds remaining in the third
period. Colton Kennedy and Callum
Lynch earned assists. Andy Andreoff set
the pace with an early goal, assisted by
Mike Purcell, and Ryan Brawley scored
the Raiders second goal on a short-
handed effort. Richmond Hill tied it up
with less than two minutes left in the
game, setting the stage for Holmberg’s
winner.
Holmberg was named the tourna-
ment’s most valuable player.
In semifinal action, the Raiders
edged Whitby 3-2 in overtime. Andreoff
netted the overtime winner, assisted by
Holmberg. Holmberg and Ryan Kirk
scored in regulation time, with assists to
Drew Boyd, Andreoff, Matt Cousins
and Lynch.
The Raiders started slowly, losing
their first game 3-0 to Richmond Hill.
They rebounded in Game 2 with a 1-0
win over Whitby. Kristopher Barclay
scored, assisted by Andreoff and Pur-
cell. Kyle Bradley earned the shutout.
The Raiders came on strong in Game
3 beating the Markham Waxers 5-0.
Jared Cowley earned the shutout.
Kennedy, Boyd, Lynch, Andreoff and
Purcell scored, with assists to Holmberg
with two, Purcell, Brandyn Marconato,
Brawley and Kennedy with one apiece.
Solid efforts from defenders Adam

winning weekend.
The hosts with the most — success
PICKERING —The Pickering Soccer Club fin-
ished its 2001 outdoor season with several events.
The club’s official end was marked by trophy day at
Kinsmen Park in Pickering recently with trophies
handed out to all youth players — some 3,000 strong
— ages eight to 19.
The Pickering Soccer Club-Ontario Power Genera-
tion Mini Festival was a big hit with the club’s five-,
six- and seven-year-old players. Approximately 1,100
girls and boys enjoyed a day of soccer, sun, fun, pizza
and drinks. In total, 94 teams played two games apiece
and then received trophies and loot bags for all their
hard work.
The club’s house league cup tournaments for ages
eight to 16 were held at Kinsmen Park Sept. 8 and 9.
A number of evenly matched games needed shootouts
to decide the winner.
The women’s division final was played Sunday,
Sept. 16, with the Lasting Impressions Esthetics (pur-
ple) team and the Sporting Images (turquoise) team
finishing regulation time in a 3-3 tie. The game pro-
ceeded to penalty shots with Lasting Impressions win-
ning 2-1.
The club closed the 2001 outdoor season with a
dance at Annandale Golf and Curling Club on Friday
Sept. 21.

championship recently.
Pickering played the
Ajax ‘A’ squad for the cup,

This year, the Pickering
under-nine boys won their
division title and the Ajax
tournament crown, and
were semifinalists at the
North Toronto tournament.

game all season.
