HomeMy WebLinkAboutNA2001_08_31Blades idle when switch flipped in Pickering, but are expected to turn anytime BY SUSAN O’NEILL Staff Writer PICKERING —An elaborate ceremony to mark the launch of a wind turbine in Pickering gener- ated a lot of attention Wednesday, but not much else. Hundreds of residents joined local, provincial and federal politicians in Alex Robertson Park Wednesday afternoon for a start-up ceremony for Ontario Power Generation’s (OPG) wind- mill, the largest of its kind in North America. But, there wasn’t enough wind under the wings of the unit to spin the turbine into action, leaving the crowd of onlookers gazing at three stationary blades following a countdown as politicians threw the switch. “We’re still in the process of commissioning this unit. The controls for the blades have not yet been proven out,” Graham Brown, general manager of OPG’s Evergreen Energy, told re- porters following the event. “For security purposes the blades are in a stalled position...we would need a higher breeze today.” However, he assured the crowd the unit would be operational within the next two to three days. The 226-tonne windmill, which stands 30-storeys tall and features three blades that are 39 metres in length, rotated 180 de- grees to face the wind coming in off the shores of Lake Ontario fol- lowing the countdown to the start up. But, that was the windmill’s only movement. “We only got power to it (Tuesday),” Mr. Brown told the crowd, adding, “You will start to see this unit spin (over the next few days).” The blades on the windmill will spin at about 16 revolutions a minute. Until Sept. 16, the spray pool and washroom facilities will re- main open at the foot of Liver- pool Road. The facility was opened as part of the refur- bished waterfront earlier this summer. The hours of service for the weekends of Sept. 8 and 9 and Sept. 15 and 16 will be from 11 a.m. until 5 p.m. Merged Ajax, Pickering bus service hits the road Sept. 4 DURHAM —Ajax and Picker- ing residents are invited to hop on board for a free ride Tuesday morn- ing, as the Ajax Pickering Transit Authority (APTA) celebrates its first official day of service. “It has been a long time in the works, and it feels great to finally see our two transit systems fully merged and ready to enter an im- provement phase,”said APTA co- chairman and Pickering Regional Councillor Maurice Brenner. “I must commend staff and board members involved in a long and complex process, for their hard work and dedication in helping us reach this day.” The merger of the two transit systems was formalized in March 2000 and an interim board of direc- tors was formed this past January. Under the final merger agreement, the transit service will be managed by a board of management. The Town of Ajax will provide human resources and payroll services to APTA and the City of Pickering will provide financial, accounting, auditing, budgeting, internal control and corporate legal services. “When two neighbouring mu- nicipalities work as hard as Ajax and Pickering have to merge into one transit entity, not only do our customers benefit but it should also See EVERYONE page 4 Free ride marks first day of new transit service A/P PAGE 2 NEWS ADVERTISER FRIDAY EDITION, August 31, 2001 Durham officials on hand for official opening Thursday BY SUSAN O’NEILL Staff Writer DURHAM —Yesterday’s opening of the Hwy. 407 eastern extension into Durham was lauded as a boon for traf- fic congestion and the road to further economic prosperity. “It’s going to be a great economic benefit not only to the Province but to Durham Region,” said Pickering-Ajax- Uxbridge MPP Janet Ecker, who, along with her fellow Durham MPPs, has been pushing for the extension of the toll road into the region in recent years. “It’s certainly going to help to trans- port goods and people in and out of the rest of the Greater Toronto Area,” said Whitby Mayor Marcel Brunelle, who represented the Region of Durham at the event. He noted Durham has witnessed “outstanding growth over the last few years” and said he hopes “the econom- ic development will continue” as one of the spinoffs of the highway. The 15-kilometre extension from Markham Road to just east of Brock Road in Pickering, was opened to mo- torists Thursday at about noon. The toll road now spans 108 kilo- metres from Burlington in the west to Pickering. “I’m delighted the 407 construction schedule continues to go so well,” On- tario Transportation Minister Brad Clark said. “In only a few years (Hwy. 407) has established a position as one of the most important transportation corridors in Ontario.” He noted that approximately 300,000 people travel the highway each day. “If the 407 didn’t exist, think of the traffic that would be on (Hwy.) 401 and the QEW,” the minister said. “There is no doubt the 407 is a world- class success story.” But, environmentalists who attend- ed the opening ceremonies at the York/Durham line, maintain the high- way is simply a route to urban sprawl that won’t solve traffic gridlock. “Expanded commuter highways will not solve our traffic problems, they will only make traffic and pollu- tion worse,” said Jim Robb of the Bet- ter Transportation Coalition. He noted, “Suburban highways open up new areas for urban sprawl, al- lowing land developers and big con- struction companies to make windfall profits.” Mr. Robb maintained the govern- ment needs to focus its investment in transit services rather than highways. He also said the provincial govern- ment should add 10,000 acres of its publicly-owned land in Markham and Pickering to a regional green-space system that would protect the Duffins Creek watershed. Meanwhile, members of the White- vale and District Residents’ Associa- tion are demanding interchanges planned for North Road and Sideline 24 be removed from ETR’s plans. Both of the interchanges are currently slated to open in 2004. But, association president Lloyd Thomas said Thursday there’s simply no need for the highway to empty into the Hamlet of Whitevale, which has a population of about 250 people. “Opening an interchange on North Road would dump copious amounts of traffic into a heritage village,” he said. He reported the windmill is only the begin- ning of a $50- million invest- ment the compa- ny is making in its green energy program over the next four years. Jim Wilson, Minister of Ener- gy, Science and Technology, said Wednesday said the windmill pro- ject would not have been possi- ble under “the old monopoly” of Ontario Hydro. “One of the benefits of com- petition is for the first time you will have the chance to buy green en- ergy,” he said, adding the government “intends to make Ontario one of the greenest, environmentally-friendly areas in the world.” Officials noted, however, the cost of the electricity generated by the wind turbine will be two to three times more expensive than conventional services. Pickering Mayor Wayne Arthurs noted this week has been “an important week” for the City of Pickering, which supported the recommendation of the Canadian Nuclear Safety Commission to restart the ‘A’ side reactors at the Pickering Nuclear Generating Sta- tion. “Not only will we have safe, clean energy, we will have green energy,” the mayor said. I was shocked to discover the Durham president of the Elementary Teachers’ Federation of Ontario believes the issue of purchasing learning materials that reflect lesbian, gay, bisexual and transgender re- alities for classroom instruction “is a big city one”. Mr. Butcher may be surprised to learn many gays, lesbians, bisexuals and trans- gender individuals do indeed live in a large centre called Durham. I urge him to take his head out of the sand and do what it takes to ensure learn- ing materials that reflect and value these alternative lifestyles reach each and every elementary school in Durham. I have two children in elementary school (in Durham). I have taught my chil- dren to value and respect each and every individual on this earth. That’s our advice to the advisory panel set up by the Province to tackle one of Ontario’s biggest issues in recent years: how to manage the future of the Oak Ridges Moraine. Uxbridge played host to what could be the most important en- vironmental meeting in the history of the township Tuesday night when the advisory panel came to town for the first of four open houses and the only one to be held in Durham. For the most part it was clear residents, hailing from all over the region, felt the panel’s first effort is in need of a lot of work. First and foremost, the loopholes present in the panel’s report, ‘share your vision for the Oak Ridges Moraine’, released earlier this month, have to be plugged up rock solid. As one community leader suggested, lawyers and developers have a way of driving bulldozers right through any loopholes they find. The panel wisely recognized shortcomings in its initial report and promised at the meeting to take residents’ concerns to heart when it releases its final report in the fall. The first report was formulated over the course of seven meetings in July. “We knew as a group... we couldn’t get it all right in that pe- riod of time,” Ron Vrancart, the chairman of the 14-member stakeholder panel, said Tuesday night. Expect the second, third and fourth verse to be much the same as the Uxbridge open house at the subsequent meetings sched- uled in other regions over the coming weeks. And if it does hear a familiar message, the panel must be prepared to take all of the observations and complaints and incorporate them into its final report. Residents’ concerns were backed up by politicians like Uxbridge Mayor Gerri Lynn O’Connor, who spoke against al- lowing any more aggregate pits in Uxbridge. And when experts from the Region like Alex Georgieff, Durham’s commissioner of planning, points out areas that need work, the panel should listen. Mr. Georgieff and his staff have recommended a clearer indi- cation of how long the four proposed designations of restricted land use on the moraine will be in effect. It was a point that did- n’t get by residents like Citizen’s Alliance of Uxbridge co-ordi- nator Wynn Walters either. “The perspective on the moraine should be in terms of gener- ations and not, as some will see it, in terms of election cycles,” Mr. Walters said, earning a loud round of applause from the au- dience. All excellent points to issues that will need to be heard and re- solved by the panel. Room for improvement in moraine report Panel members must hear residents’ strong points for revamped policy I was fighting for air. Water was flooding my eyes and I couldn’t see. My right heel hit concrete with a thud. The left calf scraped a wall. It can’t be this far! Clawing the face mask, and losing my precious air, I raised my head and hit the ledge above me. I started to yell and the chlorine poisoned my throat. A little further and my head broke free. I whipped off the mask and choked with gratitude. I can breathe. I made it! I am reborn! This frightening episode brought me back to the past when, as a pre- teen, I nearly drowned. It was in an outdoor pond in cot- tage country. The river ran under the county road. On one side was a wet- land with signs posted saying ‘No swimming. Dangerous undertow’. On the other side of the road, the towns- folk had dammed up the river with a concrete wall that had a dam built in it so they could “open the flood gates” if necessary, to lower the water level in the pond. There was a sand beach on both sides. The water grad- ually deepened in the middle from ei- ther end. I had taken swimming lessons at the dam in my hometown and felt pretty comfortable in the water. I got it in my head that I could walk through the water from one end to the other. No big deal you may say. But, I was carrying a boy who was several years younger and he was a non- swimmer. The water started getting deeper and the sandy bottom became softer and not so stable under my toes and heels as I moved out with him. I wobbled, the water was at my chest, and my passenger began to panic. He climbed upward on my back to my shoulders. I couldn’t get my footing right away. My head and shoulders bent under the weight. The rest of me went under water. I couldn’t lift my head. I wanted to throw him off my shoulders or kick to get away, but he was already handling that department. Bubbles. Dark. Murky. Can’t see. Water went up my nose. I felt all prickly inside my forehead and water filled up all the empty space in my brain. Somehow I made it into the shallow end of the pond Once I was free again, I shivered and shook and cried. I was so mad: at him, obviously, but mostly at me. I was so glad to be alive! Today, I lived that terrifying event all over again. This time in a pool. I admitted to my daughter, after an hour or so, that I had panicked a little bit. I just had had an extra passenger on my back, complete with baggage. Memories bubble back to surface after close call Sweet, precious air! Members of Durham’s works committee voted Wednesday to direct staff to form a policy statement that would set the rules for finan- cial agreements between the Region and municipalities that are embarking on new waste-management projects. The motion was passed following a discussion on a new program being adopted in Whitby this fall. As of Oct. 1,Whitby residents will be required to use paper bags for their leaf and yard waste materials instead of clear plastic bags. The Town has requested financial assistance from the Region through reduced waste disposal fees for leaf and yard waste delivered to the compost site in paper bags. Whitby also requested assistance from the Region for the purchase of the bags. “We should be partners,” Whitby Mayor Marcel Brunelle said. But, works commissioner Jack McCorkell said he’s had no direction from coun- cil on cost-sharing or with help in purchasing bags. “I don’t have approval to do it. My concern is if you approve it here and the rest of the Region implements paper bags, we’re not just going to be paying for Whit- by, but for the other seven municipalities (programs) as well,” he said. However, Mayor Brunelle noted the Whitby project is only one waste management initiative that’s being looked at. “This is not the end of the road of new things that are coming along,” he said, adding he believes it’s “rea- sonable” for the Region to share the costs for waste-di- version programs with its member municipalities. Bell's proposal, which would come into effect over a four-year period beginning in 2002, does not call for specific price changes for regulated services. Rather, it recommends a framework that would limit any local service price changes, subject to CRTC approval, based on the following: • Monthly prices for basic local residential and business services in most areas could increase, on average, by no more than the annual rate of inflation; • Monthly prices for basic service in rural and remote areas – where prices today are far below the cost of providing the service – could increase by no more than $2.00 each year, to a maximum monthly charge of $29.65 at the end of the four-year period; • Ongoing monitoring of the effects of price increases on affordability would continue; • Customers would receive rebates if CRTC-mandated quality of service indicators were not met; and • The flexibility to increase prices of payphone service (affecting indoor payphones only, where the price could increase over the four-year period to 50 cents per call). Payphone prices have not changed since 1981. And with our latest Service Improvement Plan, Bell is proposing to invest $41 million to connect, over two years, more than 500 remote localities in Ontario and Quebec where basic local telephone service is currently unavailable. Through gradual and moderate increases in basic residential service prices, service would remain affordable, while encouraging greater competition and innovation. People with ALS are generally paralyzed in the later stages of the disease. In most cases however, the mind is unaffected. The disease was named for New York Yankees first baseman, Lou Gehrig, who played in a record 2,130 consecutive games before ALS forced a premature retirement in 1939. Lou Gehrig died in 1941. ALS can strike anyone. It can hit at any time, regardless of age, sex or ethnic origin. The usual age of onset is 55-65, but people under 20 have been diagnosed. In at least ninety percent of cases, ALS strikes people with no family history of the disease. The cause is unknown and there is no known cure or treatment that prolongs life significantly - yet. Between 1,500 and 2,000 Canadians currently live with ALS and ninety percent of people with ALS die within five years of diagnoses. However, some people live much longer. A person with ALS will require an average of $127,000 in equipment. Nursing care can exceed ten times that amount. The ALS Society of Canada was founded in 1977 and is the only national health charitable organization dedicated solely to providing a variety of services to people with ALS and their families. The money will come from this year’s $140 million SuperBuild re- newal initiative, designed to help Ontario colleges and universities renovate and otherwise improve their facilities. “It’s more than we usually get, it’s double what we used to get so I’m very grateful to the minister (of training, colleges and universities), Dianne Cunningham, and the gov- ernment,” said Durham College president Gary Polonsky. He said the college is “a 33- year-old shop, by and large” and experiences the same wear and tear as any similarly-aged facility. Mr. Polonsky said the money would go towards roof repairs and sidewalk and curb improvements. The latter, he noted, will make it easier for students, especially those in wheelchairs. “(The sidewalks) had begun to heave and crack so we want to make them safer,” said Mr. Polon- sky. Some of the money will be spent on refurbishing classrooms to a hi-tech-friendly state. Mr. Polonsky said this is important, “especially in this age where our students rightly expect our class- rooms to be outfitted with the latest e-ware.” “SuperBuild benefits many communities across Ontario,” said Whitby-Ajax MPP Jim Flaherty, responsible for the fund as minister of finance, in a press release. “It is gratifying for me as a Durham MPP to see some of these funds being put to good use at Durham College. It’s good news for Durham College and good news for the students in our community.” Durham College has received over $4.7 million in SuperBuild re- newal initiative funding since 1999, Durham MPPs noted in the press release. The college has also received $60 million in capital funding from the Province, announced in this year’s budget, to create the Ontario Institute of Technology, Durham Region’s first university. At the prestigious Empire State Championships in New York State, he did better than normal. Mr. Moseley en- tered nine events and returned home with three first place awards, a second and a third. Unlike other aircraft hobbyists who fly planes by remote control, free-flight model plane builders cre- ate planes that are not controlled by radio or any other means. Small en- gines or even rubber bands can power them, and the goal is to stay aloft the longest. Mr. Moseley said 66 contestants were registered in the New York event, with most of them hailing from New York, Pennsylvania and New Jersey. The hobbyists generally all know one another, he said, and bring their spouses to competitions to enjoy the atmosphere. The orchestra recently re- ceived the funding from the Trilli- um Foundation to help with growth and expansion over the next three years. “One of the biggest problems is many people in the area don’t know the orchestra exists or the quality of it,” said Tim Slocombe, executive director of the orches- tra. The $175,000 will be used to advertise orchestra events and ac- tivities and allow it to move from its current 400-seat home at the Salvation Army Temple on Thorn- ton Road, to the 1,000-seat Cal- vary Baptist Church auditorium on Rossland Road East in Os- hawa. “Those extra 600 seats will re- quire a focused and strenuous promotion campaign,” said Mr. Slocombe. Bill Swan, chairman of the ODSO board of directors, agreed it’s important to expand the or- chestra’s presence. “Our first aim is to make sure everyone knows the orchestra ex- ists,” said Mr. Swan. “The next will be to bring people to hear the orchestra. Once people hear the orchestra play, they are impressed and return.” The City of Oshawa recently proclaimed Sept. 23 to 29 as ‘Os- hawa Durham Symphony Week’, which leads into its first concert of the season, Sept. 29. A display at the Oshawa Centre Sept. 28 and 29 will also highlight the orches- tra. Mr. Slocombe said one of the biggest reasons the orchestra has evolved so much is its current conductor, Marco Parisotto. The 38-year-old is about to start his sixth season with ODSO and was also named principal conductor and artistic advisor of the Shang- hai Symphony Orchestra last year. “Here we have a first-class conductor and one of the best re- gional orchestras and we’re play- ing for small audiences and they (many residents) don’t know about us,” said Mr. Swan. Mr. Slocombe agreed Mr. Parisotto has had a big impact on ODSO. “He has transformed this or- chestra into one of the best in Canada that’s not professional,” he said. “We’re hoping to make it one of the top regional sym- phonies in Canada and we’re pret- ty close to being there.” Following the season-opening concert, the orchestra has shows Dec. 1, Jan. 19, March 9, and April 20, all at Calvary Baptist Church. There is also a special concert with guest conductor Howard Cable and the Mantini Sisters May 11 at Carruther’s Creek Community Centre in Ajax. It’s impossible to please everyone. Some just never think they get enough. Some said raise your prices and just give people whatever they want. However, those that requested extras for nothing were so much in the minority or less than 1 in 10, that raising our prices would have been unfair to the majority of our customers and we want to keep our prices as low as possible. But lets say we did raise our prices and gave our staff free rein to give extras rather than upset the customer. What is extra? John Doe orders a blizzard with extra Skor. One staff gives him two scoops. The next time he comes in another staff thinks one scoop is extra and the customer complains he got more the last time he was here. Or how much is extra? Can you imagine a teenager coming in and our staff put two scoops in and he says more and then he wants more again. Where does it stop? If we tell our staff to give one free scoop someone will want two, if we say two free scoops someone will want three. Confusion would rein and we would be out of business. Our solution. First we prepare our products strictly to DQ standards. The amount of product when done to these standards is very generous. What about those who like extra product. No problem! Every extra is charged for. From 39 cents to 50 cents you get a uniform upgrade and it’s the same for everybody. That’s peanuts. That way we keep our prices low for the majority and for a small charge the less than 1 in 10 can have extra. And it’s consistent for all! With this article you can have free extras (whipped cream, nuts, or sprinkles on any soft serve product) till Sept. 15, 2001. This is a common perception. Just last year a customer asked for more strawberry on their Banana Split and was told that there was an extra charge and he said he wouldn’t be back. All of the DQ’s in Canada are individually owned. This customer said he’d always gotten extras for nothing at other places. This dilemma has plagued the franchise business for years. Consistency. Some of our competitors are well known give aways rather than upset the customer. Soon you start giving away products for the wrong reasons rather than the right ones. And some of our customers expect us to do the same. A customer returns a more than half eaten hamburger and says it’s cold. Some stores would give him another. A wrong is rewarded and of course soon it’s abused. Today you blink wrong and the customer wants something free. I don’t buy it. But what about the dilemma of extras? Should we charge for extras or not? The DQ corporation insists that all products be weighed and uniform so that every customer gets the same. Extras much be charged for. Finishing third in the league standings behind powerhouse Peterborough Tigers and an improved Whitby Chiefs, the Red Sox were anything but the favourites to capture their fourth consecutive title at the six-team double elimi- nation tournament. Yet, the Sox finished the tourney undefeated, after beating Kingston, Whitby, Peterborough and the sur- prising Ajax Spartans in the final. Timely hits, outstanding pitching and steady de- fence kept the opposition at bay as the Red Sox peaked at this critical junc- ture in the season. Pickering is currently competing in an elimina- tion series against Whitby and Peterborough for the right to represent the EOBA at the Ontario Base- ball Association’s major peewee championship in Barrie over the Labour Day weekend.
