Community fights for Pickering family Residents join forces to seek heritage designation of rural home BY SUSAN O’NEILL Staff Writer PICKERING —A longtime Pickering family is hoping the planned demolition of their 160-year-old home can be stopped after City council voted unani- mously Tuesday to request the federal government designate the property as a heritage site. “I think it’s important that we preserve our her- itage,” said Ward 2 City Councillor Bill McLean, who called on his colleagues to re- quest the federal government designate the Tullis Cottage and the neighbouring Evergreen Villa in north Pickering as being of historical significance. “We need to send a clear message to the federal government that Pickering’s heritage is not up for negotiation.” Councillors also agreed to seek a moratorium on the planned demolition of the Tullis Cottage, which is located on the airport lands on Concession Seven just west of Brock Road. The cottage was once the residence of the Elder George Barclay, a founder of the local Baptist church and a leader in the Rebellion of 1837. It is currently occupied by Barclay descendants Lau- rie and Gary Barclay and their four children. David Fisher said his 13-year- old daughter Amanda was swim- ming at the Petticoat Creek Con- servation Area in Pickering with her mother, grandmother, aunt and cousin when she lost her bearings and ended up in over her head. He said Amanda was swim- ming with her 12-year-old cousin Katie, also a Whitby resident, when she called for help. “Katie turned around and couldn’t see her,” Mr. Fisher said, who was attending a Toronto Blue See LIFEGUARD page 2 Jays game at the SkyDome with his son Alan at the time. “We don’t even know how long she was down for... she wasn’t breathing when she came up.” Katie’s mother, Susan Airey, who was at the pool, said “Amanda was swimming and lost track of where she was in the pool. She went to put her feet down and couldn’t. She was over her head.” That’s when Katie began calling for help, she said. “Two men dove under and pulled her out... she would have died if Katie hadn’t been with her.” Mrs. Airey said when her niece was brought to the edge of the pool “She was just lying there. Her face was so blue. Katie was screaming, ‘Don’t die. I love you’.” Mr. Fisher, who called Katie a “hero”, said lifeguards then admin- istered CPR until paramedics ar- rived. “I can’t thank the lifeguards enough,” he said. “They immedi- ately acted on it and did everything they had to do to bring her back.” However, he said his daughter may not have run into trouble had there been a floatation device on the top of the water marking the depth. “The deep end of the pool isn’t marked on the surface,” he said. Mr. Fisher added, “As a con- cerned parent I’m asking to have the safety procedure looked into at the park.” Carmen Schlamb, media spe- cialist for the Toronto and Region Conservation Authority, which manages the park and pool, said on Thursday that the deepest point in the saucer-shaped pool is six feet, three inches. She noted there are black lines painted on the bottom indicating the depths at two feet and again at four feet. Ms. Schlamb added the maxi- mum capacity for the pool is 1,300 people and said on Sunday there were between 500 and 600 people using the facility. She also reported there were eight lifeguards on duty and anoth- er three as backup. “That is more than enough under the Health Protection Act,” she said. “The pool has got the greatest safety record for a facility... we’ve never had a drowning there.” Ms. Schlamb also said the life- guards empty the pool every 30 minutes to do a safety check and go over the safety rules with the crowd. She noted the lifeguard who per- formed artificial respiration on Amanda acted quickly to help the young teen. “I think her quickness definitely attested to her alertness,” she said, adding the lifeguards are there “to do their job. P PAGE 4 NEWS ADVERTISER, SUNDAY EDITION, August 12, 2001 bers Tuesday to support the fami- ly in their fight to save the home. “We were in shock when we re- ceived this notice.” The Barclays were served with a letter in early May from the public works department of Transport Canada, which acts as the landlord for the properties on the airport lands, stating the fam- ily had until Aug. 31 to vacate the home, which would then be de- molished. Ms. Barclay said the family has been told the reason the house is slated for demolition is due to the fact there is toxic mould in the home. But she also noted a report on the results from tests of the mould indicated that washing the affected areas with bleach and water was all that was needed to eliminate the problem. “This to me is malicious,” she said of the evacuation and demo- lition orders, noting the home is located on the fringe of the air- port lands and there is no viable reason for the government to pro- ceed with the demolition. “They don’t need to tear the house down and put in a runway,” said Ward 3 Regional Councillor Rick Johnson. “There’s no reason why this home should be torn down,” he added, noting the federal govern- ment has “taken the soul and heart of this community” by fail- ing to preserve the area’s her- itage. “It’s going to be a ghost town.” Pickering resident John Sabean, who’s been involved with Heritage Pickering over the years, told councillors the proper- ty has been recognized as “one of the treasures of north Pickering”. And, he fears if the home is not designated as a heritage site and the family is not allowed to continue living there, the build- ing will be boarded up and even- tually destroyed as has happened in a number of other cases in the area. He also told councillors at least another 50 homes in the area, many of which are also her- itage homes, are facing demoli- tion. “We appeal to you to help us fight for Pickering,” he said. A request for designation as a heritage site has already been made to Heritage Canada with the help of Pickering-Ajax- Uxbridge MP Dan McTeague. However, Mr. Barclay said the family is still sitting and waiting to hear what will happen. “It’s been like a roller-coaster ride,” he said. Pickering group fights to save home from wrecker’s ball PICKERING from page 1 Half of Durham’s beaches closed DURHAM —Eight of Durham’s 16 beaches are closed to swimmers this coming week due to high bacteria levels. The Durham Region Health Department reports Rotary Park and Pickering Beach in Ajax, Lakeview Beach East and Lakeview Beach West in Oshawa, Elgin Pond in Uxbridge, Beaverton South Beach in Brock, Kinsmen Beach in Scugog and Bowmanville East Beach in Clarington are currently unsafe for swim- ming. Local beaches still open are: Frenchman’s Bay West and Frenchman’s Bay East in Pickering, Whitby Beach East in Whitby, Newcastle Beach Central and Bow- manville West Beach in Clar- ington, Lakeside Beach in Scugog, and Beaverton North Beach and Thorah Centennial Park in Brock. The local health unit con- ducts weekly tests at area beaches throughout the sum- mer to monitor the level of E. coli bacteria, which is found in the intestinal tract of ani- mals and humans. Beaches are posted as un- safe for swimming when sample results exceed the provincial bacteria guide- lines for recreational water quality. Provincial standards indi- cate that no more than 100 E. coli bacteria per 100 millil- itres of water are acceptable for swimming. BECOME A COMMUNITY POLICE VOLUNTEER Durham Region Car Safety Seat Program Motor vehicle collisions are the number one cause of death for children ages 1-4 years. Each year in Canada, 70 children under the age of 5 years are killed and a further 4,000 are seriously injured. Death and injuries occur in a crash or sudden stop when unrestrained passengers are slammed against the vehicle interior, thrown against another occupant or ejected from the vehicle. Car seat clinics and surveys across Canada (and in Durham Region) have shown that 85% of car safety seats are not installed or used properly. The most common problems are the seats aren’t approved, they were improperly installed or the child was not properly secured. The Durham Region Car Safety Seat Committee was created in 1997 to address the lack of training and dissemination of information throughout the Region as it pertains to the correct installation and use of car safety seats. Volunteers are required to assist in the examination of car safety seats. This involves some physical dexterity as the seat must be removed from the vehicle and examined. The seat is then re-installed by securing and tightening all straps, harnesses and seatbelts. Five (5) check events are held in the winter/spring and fall across the Durham Region. I am writing this letter to voice my dis- gust over the disrespect Ontario police forces have for their own traffic laws. I cannot count how many times I’ve seen a police cruiser fail to come to a complete stop at a stop sign, or how many times I see a police car going 25 km/h over the speed limit. Just today I followed behind a Durham Region Police cruiser using my speedome- ter to clock his speed. The police vehicle was doing 65 km/h in a 40-km/h zone. The sirens weren’t blaring nor were the lights flashing and there seemed to be no obvious reason for his excessive speed. Yet, they seem to pull other motorists over without a thought and I’m sick of it. How can we all respect the law if those who enforce it cannot even do the same? What am I to do? How am I to feel? I almost feel like refusing to stop should I see those flashing lights in my rear-view mirror. What right do they have to pull me over when they’re breaking their own laws? All their job seems to involve is using Highway Traffic Act violations as a cash cow. Well, I might not stop next time. But you know what will happen? I’ll get charged with some other offence. It just goes to show you the power trip these police forces are on. Since they don’t seem to show any respect for their own laws, why should I? They are beaten, molested, ridiculed, neglected — most often by the very people who are supposed to love and care for them. Child abuse is a blight on our region and how we combat this so- cietal outrage speaks volumes about us as a community. So com- mon an occurrence is child abuse, even veteran news reporters have come to see it as routine. And it’s just that kind of apathy that cripples us in fighting it. The Durham Children’s Aid Society had 771 children in its care last year, an increase of 20 per cent over the previous year and of nearly 50 per cent over two years ago. Add to that the 3,324 active child protection cases they were involved with last year and you get an idea of the enormity of the problem. Children who are victims of abuse are generally too afraid of their abusers to speak out, or worse, too naive to know any other way of life even exists. And when they do finally find the courage to ‘tell’ on their abuser, they face the heart-wrenching prospect of being pulled away from the only family they know or worse, not being believed at all — the ultimate abuse. Detective Sergeant Jim Douglass of the Durham Regional Police sexual assault and child abuse unit tells the News Advertiser the onus is on each and every one of us to report child abuse. All you need is a suspicion and a call now could save a child’s life. The tricky part is recognizing abuse. Bruises, the most common indicator, are by no means the only clue. Difficulty walking or sitting, frequent sore throats (caused by sexual abuse or being choked), sudden fluctuations in weight, and complaints of stomach pains and headaches may not be the indica- tors that first leap to mind, but they are very definite signs of abuse, says the Canadian Red Cross. Additionally, shyness, powerlessness, obsessive behaviour and low self-esteem can all be clues a young person is being victimized. The achingly sad truth is children are helpless to protect them- selves until they tell someone, or until someone tells for them. Child abuse plants the seeds for a lifetime of trouble. Not every- one sexually abused as a child becomes an abuser in adulthood — but many do. Not everyone who is beaten as a child physically pun- ishes their own offspring — but many do. Our job is to keep our eyes and ears open for signs of trouble, to report our suspicions rather than fear the wrath of a relative, friend or neighbour, to listen when a child speaks, and to ask questions when the words don’t quite seem to come. If you suspect a child is being abused, either through neglect, physically or sexually, call the Durham Children’s Aid Society at 905-433-1551. They’re open 24 hours a day, seven days a week. It’s the very least we can do to save a child from a lifetime of pain. In the last three decades alone they have stood up to protest garbage dumps, an airport and, most recently, a new highway. And they’re not done yet. This time they’re gearing up for a battle to protect the City’s heritage by preventing their beloved commu- nity from becoming a ghost town. A crowd of more than 40 people packed the City’s council chambers Tuesday to lend support to the Bar- clay family, which has been sitting on pins and needles for the past three months as they await word on whether their 160-year-old home will be saved from the bulldozers; a fate many homes in the area have met in recent years. The Barclay family lives in what is known as the Tullis Cottage, a modest home on Concession Seven that was built in the 1840s for the Elder George Barclay, a local church leader who was influential in the Re- bellion of 1837. The Barclays have rented the cot- tage from the public works depart- ment of Transport Canada for 16 years. They never dreamt they’d be forced to leave their ancestral home. But, in early May they were given a notice informing them they are being evicted from the home at the end of August because the house is slated for demolition due to toxic mould that was found on the proper- ty. However, that’s an argument many in the community aren’t buy- ing. Instead they believe the govern- ment simply wants to get out of the business of leasing homes as it pre- pares for an airport to be built here. “Those of us who are left are not going down without a fight,” area resident Mary Delaney told council- lors this past week. “We’re not going to let down the Barclays.” However, the Barclays are not the only residents in north Pickering who are facing eviction. According to local historian John Sabean, more than 50 homes in the area have been scheduled for demo- lition. And, while each of those homes may not be of historical value, it would surely be a travesty to see what was once a thriving area of Pickering decimated into a waste- land, or paved over for a runway. City councillors and Pickering- Ajax-Uxbridge MP Dan McTeague are supporting the Barclays in their quest for a heritage designation for the property. That would save the home from being flattened, but sadly the Bar- clays battle seems one of many yet to come. Barclays battle likely only the beginning Susan O’Neill Staff Writer soneill@durhamregion.com Nuclear plant meets half of performance targets PICKERING —June was a better month than May at the Pickering Nuclear Generating Station, as half of eight perfor- mance indicator targets set by Ontario Power Generation (OPG) were either met or bettered. That’s an improvement over May when the utility received failing grades on five targets. The corporation releases the monthly ‘report card’ in an attempt to make itself accountable to the public. June report card results were as follows, for the first six months of 2001, except for measurements that are quarterly, as indi- cated: • In an index reflecting 11 industry stan- dard performance measures set by the World Association of Nuclear Operators (for the second quarter of 2001) — 74.9 per cent, worse than OPG’s target of 76.3 per cent, and short of the industry bench- mark of 96 per cent. It is, however, a 2.7- point increase over the first quarter of 2001; • Public safety levels 1 and 2 events re- portable to the Canadian Nuclear Safety Commission — zero in June, but there have been six so far this year, and that’s worse than the year-to-date target of two. A Level 1 event is defined as highly sig- nificant and a Level 2 event is defined as significant; • ‘Reactor trips’ or the number of un- planned automatic reactor shutdowns per 7,000 hours — 1.5, worse than the OPG target and the industry standard of one trip per 7,000 hours; • Capability factor or the amount of en- ergy capable of being produced per month as a percentage of perfect performance — 74.8 per cent, meeting the OPG goal of 74.8 per cent, but below the industry medi- an of 88.2 per cent; • Radiation dose to the public from both the ‘A’ and ‘B’ stations — 2.2 microsiev- erts (µSv), an international unit of dose, bettering the second quarterly target of 5.0 µSv. The dose is significantly below the reg- ulatory limit of 1,000 µSv; • Major and moderate preventable spills — zero, meeting the OPG goal of zero; • Industrial safety accident rate, or, the number of accidents per 200,000 work hours that result in lost work time, restrict- ed-work injuries or fatalities, for Pickering ‘A’ — 0.33, worse than the OPG target of 0.3 and above the industry median of 0.1. For Pickering ‘B’ — 0.2, which is below, or better, than the 0.3 target; and • Accident severity rate or the number of days lost for injuries per 200,000 hours worked, on the Pickering ‘A’ side — 1.99 days, better than the OPG goal of 3.4 days. For Pickering ‘B’ - 0.08 days, better than the 3.4 target. OPG states performance listed worse than target is not an indication the reactors are unsafe. It is estimated that during this time over one billion women had their feet bound. Foot binding was an attempt to stop the growth of the feet, somewhere between the ages of four to seven. It could occur later if the family needed the daughter to work around the house or farm. A bandage 10 feet long and 2 inch- es wide was wrapped tightly around the foot forcing the four small toes under the sole of the foot. this made the foot nar- rower and shorter as it forced the big toe under the sole of the foot. this made the foot narrower and shorter as it forced the big toe and the heel closer together by bowing the arch of the foot. The ban- dages were tightened each day and the feet were put into progressively smaller shoes, the average shoe size being about four inches. The entire process took two years at which time the feet could only function minimally. Without continuously daily care the feet were prone to constant infections, and possible gangrene. It was not until the late T’ang Dynasty (618-906) that foot binding began, and gradually spread through th upper class during the Soong Dynasty (906-1297). It was not until the Chinese Revolution of 1911 that foot binding was outlawed. Only those below a certain social class did not have their feet bound. The origin of foot binding is not known, however several theories exist, most of which refer to the con- cubines or wives of the upper class. Foot binding prevented them from straying or running away. Confucian teaching s at that time stressed the superior status of men over women as a basic element of society. In the finals against Oakville, an overtime goal by Melissa Pavlidis paced Pickering to a 2-1 win. Anna Mulgrew netted a mark- er in the second half and the score was tied 1-1 at the end of regula- tion. Goalie Chelsey Rogatinsky was outstanding, making a number of big saves to keep the team in the game. In the semis against Ancaster, Pickering began slowly and need- ed a kick-start. The Power got it when Rogatinsky made a great save on a penalty kick. The save, along with great play by Brittany Arsenault, Lee Palmer-Wilson and Shanyce Shaw, helped Pickering to a 6-2 win. The only way to stop child abuse is to know what to look for. Abuse can carry many faces people just don’t notice. “The best way for everyone to prevent child abuse is for everyone to understand their duty under the Child and Family Ser- vices Act that was amended in 1999,” said Detective Sergeant Jim Douglass of the Durham Regional Police Sexual Assault and Child Abuse Unit. “It indicates that every in- dividual is required to report abuse or neglect concerns to their local children’s aid society ...the onus is on each person to report child abuse.” ‘Respected,’ a Canadian Red Cross pro- gram, teaches children 12-18 how to under- stand abuse. The program also shows adults how to recognize when a child is probably being abused. Finally, ‘Respected’ indicates to adults why it is so hard for children to open up. “Some of the physical indicators that may not be bruises, include difficulty walking or sitting, frequent sore throats (from sexual abuse or being choked), sudden weight gain, extreme weight loss, they may have psycho- somatic complaints such as a stomach ache and headaches; those are some of the signs that would not be considered the norm be- yond bruises and very definite physical signs,” said Sharon Walker, branch manager for the Canadian Red Cross. Shyness, pow- erlessness, obsessive behaviour and low self- esteem can also be indicators. It’s very hard for children to make a dis- closure not only because they’re afraid, but also because abuse is something they may have come to expect in their lives. Mrs. Walker said because children are also emo- tionally attached to their abusers, making a disclosure is a very difficult decision for them. “When a child tells, it’s the end of the pain for them and the beginning of recovery,” she said. “With child abuse, therapy is really required because it’s so insidious, it happens over such a long period of time and it’s al- most a constant thing in a child’s life.... When a child does disclose, proper help can be provided, professional help so that the child can work with a therapist and doctors and learn how to overcome it.” “If it’s been a chronic situation, some kids get accustomed to it and it’s almost like it’s normalized for them, even though it’s so hor- rendous to the rest of us,” added Sheri Makarczuk, an intake supervisor for the Durham CAS. “It’s kind of making them re- alize that this is not OK, this wasn’t right what happened to you and how to protect themselves from future instances as well or recognizing and telling somebody about it.” Counselling can boost a child’s self-es- teem because the abuser has likely told them they are not a good person and the abused may feel responsible for the abuse. Abusing a child doesn’t only show up as signs of unhappiness, but can involve de- structive behaviour including self-mutilation and aggression. Children who try to initiate sexual conduct with other children which isn’t consistent with their age group, or by mimicking sexual intercourse with dolls can be a sign of sexual abuse. “Some kids could have unexplained injuries, either physically or sexually,” said Mrs. Makarczuk. “Sometimes children go to a doctor and they have a sexually transmitted disease...or they may have some trauma to genital areas.” One of the worst child abuse cases she has seen was a toddler who was repeatedly sexu- ally assaulted by a caregiver. Through a physical examination doctors were able to tell the abuse had happened recently. In a case like that, she said the Durham Re- gional Police would assist the CAS. Sgt Douglass said the majority of child abuse re- ports come from doctors and teachers. “People generally don’t like to admit it happens,” he said. ‘It’s difficult for most peo- ple to believe someone could harm a child... I just think people can’t comprehend that someone could do that to their own family.” Not all people who were sexually abused as children become abusers as grown-ups, said Mrs. Makarczuk, but a number of peo- ple who purposely abuse children do have a history of it in their own family. She said sometimes they think it’s OK to physically punish a child because they themselves were abused in their youth. The same thought process can occur with regard to sexually abusing their child –– because it happened to them. “Just by the virtue of being kids they’re a natural prey to some of these people,” said Mrs. Makarczuk. “They (abuser) may not choose to sexually assault an adult female because that person’s going to tell, but their niece may be just the victim they need and can threaten into keeping a secret.” Because child abuse is something that usually happens behind closed doors, people need to call if they have any suspicion a child is being abused. In the past, legislation re- quired people to have a reason to call CAS, now all they need is the suspicion. Sgt. Dou- glass urges people to call, not wait. “I’ve seen some very bad cases where children, young children have been shaken and it’s caused permanent brain damage,” he said. “I’ve also seen children who have been sexually assaulted by their parent or caregiv- er and it’s sad, these scenarios, because the very people who are supposed to protect them are the people who are causing them harm, and they (children) are helpless to pro- tect themselves until they tell someone.” Anyone with any suspicion a child is being abuse, whether it is through neglect, physical, sexually or any kind of abuse, is asked to call the Durham Children’s Aid So- ciety at 905-433-1551. DURHAM -It’s hard for children to pick up their lives and move on after being sex- ually assaulted. A big part of recovery is to know they aren’t all alone. Girls aged eight to 11 can get the sup- port they need to fix their lives after being sexually assaulted through the Catholic Family Services of Durham’s ‘Healing Hearts’ program.The program runs for 12 weeks on Monday nights from Sept. 24 to Dec. 17. “Learning and knowing other girls who have been through it helps normalize them,” said Donna Harris, counsellor and group leader for the program. “They know others have been through it too.” The girls involved in the program have already disclosed and dealt with Children’s Aid Society, but even children who are no longer in crisis can join the group if their parents are concerned about them. “It’s education for them,” she said about the program. “We have to provide them with information because they’ve been through an adult experience... a lot of what they go through is grief because they’ve all lost something.” The group discusses the changes dis- closure brings, feelings of trust and grief, and has a long-term goal of preventing vic- timization from happening again. An as- sessment is done before the girls are grouped together to see which group is best for them. “It’s (assessment) finding out what de- velopment curves the sexual abuse is inter- fering with,” said Mrs. Harris. “The kids can heal and have healthy and whole lives.” She said all the girls have lost some- thing, whether it is a part of their childhood or a loved one.The course helps prevent them from growing up and thinking they are damaged goods such as many women who were assaulted as children and don’t talk about it feel. A $50 fee is attached to the program, which usually is just enough to cover the cost of snacks. Programs are also available for women and teenagers, but not for men. Mrs, Harris said any man or parent with a son who has been sexually assaulted should call them because they can’t start a program until there is a demand.
