BY SUSAN O’NEILL Staff Writer DURHAM —Local taxpayers can expect the first report card measuring Durham’s performance in service delivery early in August, says Roger Anderson. But, the Durham chairman said area residents might have to wait until next year to get a more accurate picture of how the Region’s municipalities measure up com- pared to others in Ontario. “I don’t think this year’s ratings or report cards will be as important as next year’s,” Mr. Anderson said. “We’re not all on the same page yet... I think next year will be fairer.” The Province announced last fall it would force all cities and towns to issue a report card to taxpayers each year detailing how well they are delivering local services. Data from 2000 is to be used to measure and compare how effi- ciently municipalities deliver water, fire, road and other ser- vices. The Region reluctantly agreed to participate in the program after the Province informed Durham coun- cillors that all municipalities are mandated under a regulation of the Municipal Act to submit the required performance measure- ment information to the provincial government. Mr. Anderson, who attended a Regional chairs meeting in Sudbury this past week, said there was a lot of concern about how the Province is going to use the information. He also said the various regional representatives wanted to “make sure we’re all doing them the same way. Depending on how you read the information, you’re going to be good or really bad. The City has hit a wall in talks with the Pickering Harbour Com- pany (PHC) over a proposal to de- velop land at the bottom of Liver- pool Road, an area Pickering is hoping to transform into a ‘Great See PICKERING page 2 ROGER ANDERSON ‘There is no in between.’ Are you being served? ‘Report card’on Durham service delivery expected next month Lakes nautical village’, said a local councillor. “We’ve hit what I think is an insurmount- able impasse,” Ward 2 Regional Councillor Mark Holland said Monday following a meet- ing with the PHC. “They’re not going to con- template any commercial (space on their property).” Coun. Holland said the PHC is proposing the construction of 65 townhomes on a parcel of land located on the west side of Liverpool Road south of Wharf Street where the East Shore Marina is currently situated. He noted some marina operations would remain in that area, but the boat storage would be moved to the Coolwater Farms property across the street.He also said the PHC doesn’t want to build townhomes that include commercial space for cafes, offices and shops on the ground floor. That means there would be “65 townhomes on top of the waterfront,” Coun. Holland said, noting the community is op- posed to strictly residential development that would “privatize” the waterfront. “The area needs to be a dynamic people place,” he said, noting if a residential subdivi- sion is built it will create a conflict any time the City hosts a public event in the area. “Every time we try to have an event (such as the Frenchman’s Bay Festival) we’re going to be getting complaints about noise and the uses,” he said. However, PHC president Harold Hough said Monday Coun. Holland’s vision of the waterfront isn’t realistic. “(He) wants to see both sides of Liverpool Road lined with retail shops in the bottom of houses,” Mr. Hough said, adding he’s been told by several “competent” developers that type of development “won’t work down here because it’s a dead-end street. “We’re not prepared to do a development that has empty spaces... it’s going to kill every- thing down here... it will look like a waste land,” Mr. Hough said, noting the proposal calls for some commercial and retail space on the Coolwater property. “I’m hoping common sense will prevail,” Mr. Hough said. “I’m hoping we’ll get a de- velopment that will add greatly to the water- front.” The development application will be the subject of a public information meeting at the City in early September. But Region director says social services pooling reduces financial impact BY SUSAN O’NEILL AND CHRISTY CHASE Staff Writers DURHAM —A City of Toronto program that relocates homeless fami- lies in municipalities across the Greater Toronto Area (GTA) isn’t having a sig- nificant impact on Durham, says a Re- gion official. Politicians in Hamilton raised con- cerns recently about the additional social assistance costs their city is facing due to Toronto’s ‘housing contacts’ program, which helps homeless people settle in communities surrounding Toronto. However, Durham’s housing director Shirley Van Steen reports the impact of the program on Durham has been mini- mal. “It seems to be much more of an issue in Hamilton,” Ms. Van Steen said, noting of the 300 families relocated through the program last year, only 24 came to Durham and settled in Oshawa. “It’s a very small percentage,” she said, adding roughly half of the 300 fam- ilies settled in Hamilton, which has re- sulted in increased welfare costs for that city because it’s not part of the GTA pooling program for social assistance. Durham’s costs for social assistance, however, are pooled with other munici- palities in the GTA so Ms. Van Steen said, “from that point of view it’s really not costing us any more”. Yet, she added if Toronto started to relocate a larger number of people here it could lead to a problem in terms of housing. “It’s really not easy to find affordable housing for anybody,” she said, adding the relocated families are moving into privately-operated housing units. “There is no way they would go to the top of the waiting list (for social housing),” she said. “They’re certainly not taking priority over our waiting list.” Ms. Van Steen also reported Toronto staff has indicated the program partici- pants are “highly motivated” and tend to become “assimilated within the commu- nity” fairly quickly. Ed Goerz, of Cornerstone Communi- ty Association, said there hasn’t been a big impact at the organization, which is Durham’s only men’s hostel. “We haven’t noticed any increase in Metro folks,” said Mr. Goerz. “We have not seen any influx. We’ve actually seen a dispersal of people away from here.” The downtown Oshawa hostel is as busy as ever, though, especially since it’s helping serve the youth population, now that the Ark shelter is closed for renova- tions, he said. He noted the housing sit- uation in Durham is “serious” so “it says something about how much worse things are in Toronto” if that City’s staff is helping homeless people move to other communities. “It’s getting worse year by year,” he said of housing here. The number of “couch surfers” is in- creasing, added Mr. Goerz, with people relying on the goodness of friends or even renting couches by the month until they can find their own homes. He also suggested maybe it’s time people stopped concentrating on things such as where the homeless are living and focus on finding solutions to the problem. “I regret that we continue to focus... on whose homeless and whose mentally ill we’re seeing, rather than what... obligations we have as citizens of this country, this province, to provide ser- vices,” he said. The car matches the colour and model of one of two suspected in the am- bush-style shooting at a Whites Road townhouse complex, a source said. Durham Regional Police said an officer tried to stop the car after believing the driver was a man under a court order to stay out of Pickering. A pursuit was initiated when the car sped off, but was terminated by the offi- cer for safety reasons, said Sergeant Paul Malik, police spokesman. On Thursday, Durham detectives arrested the sus- pected driver in the parking lot at the Oshawa court- house at 850 King St. W., Sgt. Malik said. The purple, four-door Honda Accord, believed in- volved in the chase, was later located on nearby Overbank Street, one block north of the courthouse. Officers searched the car with the assistance of the forensic identification unit and seized a loaded nine- millimetre, semi-automatic pistol, which was found concealed inside the dash- board, police said. Sgt. Malik confirmed the gun is being tested forensically for possible links to the Whites Road shooting or any other un- solved crimes in Ontario. “When a handgun of un- known origin is located it is standard procedure to con- duct tests to check if it may have been involved in other offences,” he said. Mark Augustus Malcom, 21, of Pickering, faces nu- merous charges, including dangerous driving, flight from police, breach of rec- ognizance, breach of pro- bation, possession of a firearm while prohibited, possession of a loaded firearm in a vehicle, pos- session of a restricted weapon, unauthorized pos- session of a firearm, care- less storage and possession of crime proceeds. He remains in custody and appeared in Oshawa provincial court Friday. On Jan. 9, a 25-year-old man was ambushed while walking in a townhouse complex at 1990 Whites Rd., chased and fired at by two gunmen. The man, who police be- lieve was the victim of mis- taken identity, was struck by bullets in the hand and leg. Several stray bullets nar- rowly missed children who were playing in a nearby park and struck parked ve- hicles and buildings. One of the bullets went through the wall of a townhouse and was found in a shoe in a bedroom closet. Police said two guns were fired during the attack and two suspect vehicles — a four-door green Dodge Neon and a four-door pur- ple Honda Accord — were spotted by witnesses flee- ing the scene after the shooting. In April, following a lengthy investigation, po- lice arrested one man in connection with the shoot- ing and a woman as an al- leged accessory after the fact. A weapon was also re- covered. A preliminary hearing is under way for Germaine Roberts, 24, of Lawrence Avenue, Toronto, on charges that include at- tempted murder, aggravat- ed assault, possession of a restricted weapon, posses- sion of a dangerous weapon and use of a firearm to commit an indictable of- fence. Sherill Clarke, 34, of Murison Avenue, Toronto, is charged with accessory to attempted murder after the fact, obstruct police and aiding and abetting a breach of a court order. DURHAM —Durham’s sepa- rate school board has reached a two-year deal with the Associa- tion of Professional Student Ser- vices Personnel (APSSP). Pickering Trustee Fran Pereira announced the agreement be- tween the Durham Catholic Dis- trict School Board and the association at the July 23 spe- cial board meet- ing. A press re- lease was issued the following day. The local APSSP repre- sents 33 board social workers, youth counsel- lors, speech and language pathologists, psychologists, psychometrists and commu- nicative disor- der assistants who provide support to stu- dents in ele- mentary and secondary schools across Durham Re- gion. Education director Grant Andrews said the agreement calls for a two- per cent raise retroactive to Sept. 1, 2000, a further one-per cent one year later, and 1.5 per cent on Feb. 1, 2002. “Overall, I must say that we’re generally pleased,” said Lana Woytowich, local APSSP repre- sentative. “We feel that the board cer- tainly heard some of our concerns around working conditions.” She said one of those con- cerns, “a tremendous issue for a number of our members”, is a lack of private and quiet spaces in schools where social workers and others can meet with students. The board made a commitment to continue to look at the issue, said Ms. Woytowich. I must strongly disagree that anything positive came out of the ruthless attack on MPP Jim Flaherty’s office and staff by the thugs of the Ontario Coalition Against Poverty (OCAP). The causes of poverty are complex, and it is naive at best to think any government can end poverty with a wave of the magic tax-wand, regardless of how much illegal pressure is applied. The athletes, corporate heads, and politi- cians Ms. Sorrill cites with contempt are paid what they are worth to their organiza- tions. That’s how a free economy works. She looks up to the vandals and envies their “courage”, while waving the virtues of her law-abiding citizenry. How much courage did it take for a large, organized group to storm an unprepared office and in- timidate a token staff? That takes no courage whatsoever. The real tragedy is that tax dollars will now have to be used to improve the security of all MPP offices in anticipation of the next guer- rilla assault. It’s true OCAP gained tremen- dous media coverage from its criminal act, which is unfortunate. The media should report the cowardly act of vandalism and intimidation, but not the organization responsible. That probably comes as no shock to the thousands of drivers who daily travel Durham’s two-, four-, six- or eight-lane highways on their way to work, battling tie-ups, trying to get somewhere and attempting to beat the clock. Sometimes an innocent mistake — a turn made when it should- n’t have been, a bad lane change that cuts off an oncoming driver — can lead to near fatal results. Local Highway Rangers, the On- tario Provincial Police traffic unit responsible for cracking down on aggressive driving throughout the Greater Toronto Area, have many tales to tell about road rage. They’ve watched a team of tow-truck drivers chase a van from the Don Valley Parkway in Toronto to Ajax, flying across lanes at 140 km/h in a near suicidal attempt to stop the vehicle. Why? Be- cause the van driver had inadvertently clipped the side-view mirror on one of the tow trucks. In another recent case, police say they witnessed a motorist throw a water bottle at the door of a tractor-trailer after the truck cut him off. The drivers pulled over to the shoulder of the highway, the trucker nearly rear-ending an OPP cruiser stopped for another investigation. Both drivers attacked each other and the officer had to drop what he was doing to break them up. Road rage has many causes: mileage driven on North American roads has jumped 35 per cent since 1987 while road construction is up just one per cent. There are 17 per cent more cars on our roads and 10 per cent more drivers than there were just 10 years ago. Too many cars are squeezed into too little space. And everybody is in a rush to get somewhere in this fast-paced world of ours. Citizens are noticing all of this, usually as first-hand victims of frightening incidents; so are politicians and police officers. There will be more resources devoted to defusing road rage in the future. More officers will be hitting the roads and heavier fines and penal- ties are coming. The Province has shown no reluctance to get tough with road vandals as speeding, drunk-driving and truck-related of- fences have been toughened over the last few years. However, like so many things in life, the real, long-term answer comes down to each of us. Take your time out there. Don’t rush. Avoid driving if you’re angry or tired. If you can, stay away from rush-hour traffic. Be a smart driver and signal before turning, let others pass if they’re so inclined, don’t follow too close, lay off the horn and don’t yell at or threaten other drivers. Most of us know the rules of the road. We just have to follow them. It’s all the rage so be careful out there With more motorists than ever on our roads, patience and common sense are needed The case of the Toronto senior who ran over another woman and dragged her under her car, killing her, has once again raised the issue of elderly people and driving. Eighty-five-year-old Pilar Hicks was driving slowly around a corner about 16 months ago when she struck Beth Kidnie, who was cross- ing the street on a green light. A judge on Monday found Ms. Hicks guilty of criminal negligence caus- ing death, suggesting her driving ability was “impaired by age”. One camp says there should be stricter testing of senior drivers, or that drivers of a certain age should not be allowed on the road. Seniors are quick to call this discrimination. Ontario transportation ministry statistics, cited recently, show 19- year-olds were involved in roughly as many accidents 1999 as all drivers 75 and over. Clearly, age alone cannot be the determining factor in gauging some- one’s ability to drive. I know two men in their early 80s who provide an example of why we cannot make blanket statements when it comes to older motorists. One is sharp as a tack, still working and quite capable of operating a motor vehicle. The second couldn’t be more dif- ferent. Family members suspect Alzheimer’s disease. He has almost stopped driving altogether. But on a recent trip to a nearby store, in the neighbourhood where he and his wife have lived for many years, he got lost and arrived home three hours later. Another time, shortly after dri- ving himself and his wife across Toronto to visit her sister, he asked his wife how they had arrived there. I don’t think he’s alert enough to drive. My grandfather was 94 when he died and drove for all but the last two weeks of his adult life. I often shud- dered to think of him driving, but each year he passed the required tests with flying colours. Some of us even thought of phoning the licens- ing office and asking them to fail him. He rebuffed all suggestions that he stop driving, saying it would take away his freedom. The transportation ministry plans no changes to its testing program, in which drivers 80 and over have to pass a yearly eye exam and written test. But perhaps it’s time, as Ms. Hicks’s own lawyer suggested, to re- instate the annual road test for dri- vers over 80. Family physicians could also play a role by providing a recommendation to the transporta- tion ministry on a patient’s ability to drive. We all age differently, but age we do and many of us, at a certain point, will become “impaired by age,” to use the judge’s phrase. Maybe a little and maybe a lot. Maybe enough to make us unfit drivers. Service co-ordinator Christine Stokell said while last month’s appeal for help resulted in a few new volun- teers, many regulars are tak- ing well-earned summer va- cations and the organization still needs a lot of helpers. Pickering volunteers and those who can continue after the summer ends are espe- cially needed. “What I need is a big heart and reliability,” she said of the ideal candidate. Ms. Stokell said 50 peo- ple are required to deliver hot meals to seniors and other shut-ins in the commu- nities. The service is now running with about 30 dri- vers, including two teachers who cannot continue once school starts. She said as the number of drivers has decreased, the number of clients has gone up, from 37 eight months ago to 61 at the present time. Community Care needs roughly 20 drivers and five more packers, people who get the prepared meals ready for the drivers and take them to central collection points in Ajax and Pickering. A commitment of just 75 minutes once a week is all that’s required to join the team. Drivers receive a set route of six to eight address- es and visit each client for about five minutes to ensure all is well. They deliver the meals between 11:15 a.m. and 1 p.m., while packers work between 9:45 and 11:15 a.m. For more information and to volunteer, call Ms. Stokell at 905-686-3331. Pickering went undefeated in winning the events, recording a combined record of 6-0-1. The Pickering boys captured the Newmarket championship earlier this month after defeating Malvern in the final. No score was submitted. Davey Pusztai contributed a two-run home run to pace the Pickering attack. While the bats were some- what “sleepy” at this tourna- ment, the defence was excellent as the mites outscored their op- ponents 30-11 in three games. The team batting average was .356,while the team on-base per- centage was .531 over 16 in- nings. Pitcher Daniel Wilkins was outstanding. Over 16 innings of work he struck out 39 batters, 16 of whom were caught looking at called third strikes.
