Call in the reserves Durham short $90 million for anticipated social housing costs BY SUSAN O’NEILL Staff Writer DURHAM —The Region is facing a $90-million shortfall in capital reserves to cover the repairs required to maintain Durham’s social housing portfolio over the next 20 years. That’s the finding of a recent study and audit con- ducted to determine the condition of the buildings in- cluded in Durham’s social housing stock and the reserves available to pay for them. “We’ve become responsible for the funding of this portfolio and there is a long- term inherent liability associ- ated with capital repairs that will be required,” Shirley Van Steen, Durham’s housing di- rector, said in an interview Wednesday. The provincial govern- ment handed over the owner- ship and responsibility for ad- ministering the social hous- ing program to municipalities on Jan. 1 of this year. “When you look at all of the individual building as- sessments and match it up against the reserves for capi- tal... it doesn’t match,” she said. “The needs are far greater (than the money in the reserve accounts).” Durham Chairman Roger Anderson said the Province will have to find a source of revenue to cover those ex- penses. “My understanding is part of the swap was that they’d be providing the necessary funding for capital repairs,” Mr. Anderson said in an interview, noting if the Province doesn’t come through with money to pay for the antici- pated repairs, the Region could have to foot the bill. ROGER ANDERSON ‘Part of the swap was that they’d be providing funding for capital repairs.’ Weekend swim plans beached? DURHAM —Nine of Durham’s 16 public beaches have been closed to swimmers this week due to high bacteria levels. The Durham Region Health Department reports Frenchman’s Bay East in Pickering, Rotary Park in Ajax, Pickering Beach in Ajax, Lakeview Beach East and Lake- view Beach West in Oshawa, Elgin Pond in Uxbridge, Beaverton South Beach in Brock, Thorah Centennial Park in Brock and Kinsmen Beach in Scugog are cur- rently unsafe for swimming. The local health unit conducts weekly tests at area beaches throughout the summer to monitor the level of E. coli, a bacteria found in the intestinal tract of animals and humans. Provincial standards indicate no more than 100 E. coli bacteria per 100 millilitres of water are accept- able for swimming. 140 Bond St. W., Oshawa Visit Our On-line showroom@: www.ontariomotorsales.gmcanada.com Durham’s Choice for Used Cars!Park Rd.Simcoe St.Bond St. King St. Hwy. 401 905-725-6501 Plus we have over 120 used, vehicles in-stock to choose from. The ‘summer shorts’ pro- gram gets under way this week and continues until Aug. 23. Anyone interested in participat- ing is asked to register at either the central, Petticoat Creek or Claremont branches. The central branch is hosting a film shorts night, featuring a presentation of ‘Foxy Lady, Wild Cherry’, which was one of the films screened at the Toron- to International Film Festival last year. Teens will have an opportu- nity to meet director Ines Buch- li and actors in the film, which was written and produced by Marlene Rogers and tells the story of a 13-year-old girl’s strained relationship with her father. The show begins at 7 p.m. on Thursday, July 12. Teens are also invited to take part in a short story writing workshop being led by Toronto writer and poet Mark Truscott. The session is at the central branch on Saturday, Aug. 11 at 10 a.m. The summer shorts program wraps up with an open mike and final draws for prizes at the central branch on Thursday, Aug. 23. The evening begins at 7 p.m. and teens are invited to read their favourite short story or one of their own short stories. To guarantee a spot at the open mike, call the branch at 905- 831-6265 ext. 243 or e-mail teens@picnet.org. For more information about the summer shorts program or other events being held at Pick- ering libraries, visit the li- brary’s Web site at www.pic- net.org/teens. It’s teen time at Pickering library Durham couple charged in ‘horrifying’ child abuse case BY JOE CHIN AND LESLEY BOVIE Staff Writers BLACKSTOCK — A Blackstock couple charged with what police de- scribe as “horrifying” acts of child abuse and neglect will be kept in deten- tion until they can come up with $10,000 each in bail. The couple — a 49-year-old man and 40-year-old woman — listened im- passively as the charges were read out Friday. Included were two counts each of forcible confinement, failure to pro- vide the necessaries of life, assault, as- sault with a weapon, and aggravated as- sault. The case is remanded until July 16. The mother was additionally charged with administering a noxious substance. There were also stringent conditions attached to bail including orders to stay away from their sons and witnesses, and to relocate away from the Black- stock area. A publication ban restricts the release of any evidence presented in court and the names of the accused. The pair was arrested Thursday after allegations their two teenage sons were locked in separate enclosed baby cribs for hours on end on a daily basis for years. As well, the brothers were forced to wear diapers, suffered physical pun- ishment, and did not receive adequate food, police said. The children were taken into protective custody by the Children’s Aid Society (CAS) June 29. “This is one of most horrifying cases of child abuse I have ever seen and it’s scary that it’s happening in this day and age,” said Sergeant Paul Malick, media relations officer for Durham Regional Police. “I hope the youngsters will get over it and there’s a good chance that they will.” Detective Paul Nadeau told reporters after the hearing that “investigating of- ficers are having a difficult time emo- tionally” dealing with the case. Defence lawyer Alexander Sosna cautioned the public against rushing to judgment. “There was the satanic cult case in this very region about 10 years ago... and those allegations were proven false,” he said. The small rural hamlet of Black- stock was still reeling from the news Friday morning. “Everyone’s been talking about it,” said Linda Lowe, manning the counter at Penny’s Mini Market, a popular gath- ering place. “We’re in shock. What can I say? I have four (children) of my own. “Nobody’s going to get their mail this morning,” she said, trying to sort through envelopes, answer countless calls from national media, and ring in orders. One customer expressed frustration with the publication ban on the names of the accused, which is in place to pro- tect the children involved. “Everyone is going around pointing fingers, thinking it’s their next door neighbour,” he said. The principal where the boys attend school said she learned about the child abuse case just like the rest of the world, from watching the news the night before. Nobody had any idea about the abuse, even the boys’educational assis- tant, who worked closely with them, she said. “She’s just sick (about it).” School officials have been requested to forward the boys’school files and at- tendance records to the CAS. The prin- cipal said she didn’t know their exact attendance rate. Those who knew the family said the couple kept to themselves and their small rented farmhouse. Tim Lizotte, a Blackstock resident and acquaintance, said the man may have been “a little odd” but he always seemed like “a nice genuine fellow. “But I never saw the boys much, only getting off the school bus,” he said. “I remember getting curious and saying to him recently, ‘Where are your boys? I never see them. Are they not the out- door type?’ “He said, ‘You can’t get them off the computer. They just love the comput- er.’” Mr. Lizotte said he was once inside the farmhouse to fix the furnace and everything seemed fine, “nothing was abnormal”. He was surprised to hear the age of the boys. “I would have guessed they were at about eight or 10 (years old),” he said. “They were smaller boys.”Read up on the Net:durhamregion.comTIM LIZOTTE Acquaintance of the accused man. 1735 PICKERING PARKWAY AT BROCK ROAD 905-686-23091735 PICKERING PARKWAY AT BROCK ROAD 905-686-23091735 PICKERING PARKWAY AT BROCK ROAD 905-686-2309 PICKERINGPICKERING ONLYONLY Service Hours: Monday - Friday 7:30 am - 9:00 pm Saturday 7:30 am - 6:00 pm Sunday 9:00 am - 6:00 pm 1/2 PRICE ALIGNMENT1/2 PRICE ALIGNMENT with purchase of 2 tireswith purchase of 2 tires • Our licensed, trained technicians use the latest, computerized equipment to help extend the tread life of your tires. • Installation of rear-wheel shims and adjustments extra, if required.24249999 Most Cars Reg. $49.99 CASTROLCASTROL LUBE, OIL & FILTERLUBE, OIL & FILTERLUBE, OIL & FILTER 19199999 $2.00 Enviro Charge Applies • 5 Litres of Castrol Motor Oil • New Motomaster filter • Lubricate the chassis (NO SUBSTITUTES) FRONT DISC RELINEFRONT DISC RELINE • Replace front brake pads with quality Motomaster brake pads with a Lifetime Guarantee. The ownership of the non- profit and co-operative hous- ing units in Durham will be transferred from the Province to the Region in phase two of the transfer, which was to take place over an 18-month period that began at the start of the year. When the transfer is com- plete, Durham will be re- sponsible for more than 6,400 housing units. Ms. Van Steen reported a consultant was hired to in- spect social housing build- ings in Durham and to fore- cast when major repairs will be required. The study, completed by the Stonewall Management Group, included 42 organiza- tions that manage 87 differ- ent projects across Durham consisting of a total of 6,215 rental units. The study concluded that a lump sum of $90 million would need to be invested today to cover the repairs that are anticipated over the next 20 years or the annual contri- bution to reserve accounts would have to be increased by an additional $7 million a year. “We need $90 million in the bank today to make sure repairs can be dealt with without having to delve into Regional money,” Ms. Van Steen said. She also pointed out al- though extensive repairs will be needed during the next 20 years, “Our portfolio isn’t in bad condition. As of today the portfolio is in good con- dition. The problem doesn’t start becoming one until five years from now.” She noted if there is a $90- million problem in Durham, other jurisdictions are likely facing similar situations with regard to social housing. Regional councillors voted Wednesday, without any discussion, to petition the Province to provide funding to cover the shortfall. A/P PAGE 4 NEWS ADVERTISER, SUNDAY EDITION, July 8, 2001 Durham fears social housing repair costs DURHAM from page 1 Region takes control of housing corporation BY SUSAN O’NEILL Staff Writer DURHAM —The Re- gion is assuming the manage- ment of a local housing cor- poration despite concerns the move isn’t consistent with a past resolution to create a ‘slimmed down’ Durham government. Regional councillors voted at Wednesday’s council meeting to integrate the prop- erty management operations of the Durham Region Local Housing Corporation (DRLHC) within the Region as of Jan. 1, 2002. But, Ajax Mayor Steve Parish questioned why the DRLHC “has been singled out to be taken in-house” when that’s not being sug- gested for any other housing providers. He also noted the Region, which is responsible for fi- nancing social housing, can have control of the corpora- tion’s budget without taking over management. “Taking this in-house is not going to result in any effi- ciencies, it’s not going to re- sult in a better system,” he said. “I see really nothing to be accomplished here.” Mayor Parish also pointed out “taking the housing port- folio in-house and creating a large bureaucracy is not con- sistent” with a past resolution councillors approved to cre- ate a slimmed down Region. “All you need is good bud- get and policy oversight,” he said. Under Bill 128, The So- cial Housing Reform Act, all of the public housing in On- tario became the property and the responsibility of area mu- nicipalities on Jan. 1 of this year. Under that transfer, the Region assumed the owner- ship of the roughly 1,600 units belonging to the corpo- ration, which provides rent- geared-to-income housing. So, members of the health and social services commit- tee and the finance commit- tee recommended Durham also assume the management operations of the corporation. Barrie Lennox of the DRLHC, who urged council- lors Wednesday to let the housing corporation continue operating as an arms-length body, noted the corporation is “the most efficient social housing agency in Durham.” He also said, “Durham Region owns us lock, stock, and barrel. You are the sole shareholders of this organiza- tion.” Drink coffee, fight Alzheimer’s DURHAM — Coffee break time in Durham Re- gion is fast ap- proaching. On Sept. 20, the Alzheimer So- ciety of Durham Region is asking local businesses and groups to host a ‘coffee break’ event at their of- fice or organiza- tion. Participants place a box beside their office’s cof- fee pot and en- courage co-work- ers and clients to give a donation in support of the Alzheimer Soci- ety of Durham Region. Donation boxes and promo- tional materials will be provided. Last year, businesses, ser- vice clubs and in- dividuals raised over $10,000 in Durham Region in support of local services. In the private system, the ultimate conse- quence is ‘you’re outta here’. In my opinion, the reason our public school system is in a crisis is that there are more yahoos around now than there were 10 or 20 years ago. And there are fewer options available for dealing with these turkeys. My best guess for why this phenomenon is occurring is that we have fewer social institutions such as churches and clubs where people can learn the rules of the road necessary for nav- igating in a polite society. So, when all is said and done, maybe the only way to go is to allow more private in- stitutions in the game of education before the yahoos do us all in. I’ve always believed in the public school system, but if it can’t get its act together, perhaps the time has come for a competing parallel system where control is maintained and standards are not reduced to the lowest common denominator. In closing, I’d just like to say, everyone needs respect. To teachers, I say, if you show your students respect, you will receive respect in return. To students, I would suggest respect is something one earns, or as the golden rule so eloquently states, treat others as you would have others treat you. Let’s get back to showing one another a little more respect. With regards specifically to the private school tax credits, I’m sure this is nothing more than a thinly veiled attempt by the government to wrestle some power away from the almighty teachers’unions with the idea being that you let them know that they won’t necessarily always be the only game in town. Editorial e-mail responses to shouston@durhamregion.com Letters to the editor e-mail responses to shouston@durhamregion.com Editorial &OPINIONS PICKERING NEWS ADVERTISER JULY 8, 2001 In the span of 10 minutes Thursday morning, I watched health-care woe after hospital woe on the early news. There were nurses threatening mass resignations, the story of an im- pending lawsuit over 12 deaths al- legedly due to fungus in the ventila- tion system of a hospital, and the tale of a man arriving at a hospital only to be told there wasn’t enough staff to administer the tests he needed. In the last case, the man went to another fa- cility, only to sit on a waiting room couch for more than two hours before a blood clot in his leg killed him — while he was still sitting on the couch. Now, before anyone goes lighting up another effigy of Mike Harris and curses his latest attack on health care, keep in mind none of these stories de- veloped under his government’s rule in Ontario. In fact, they pretty much cover the gamut of the regions of our country. The first case involves Nova Scotia nurses and their contract squabbles, the second involved a Montreal hospi- tal, and the poor man sitting on the couch? He died in Winnipeg. The reason I mention the items is because they follow on the heels of news that Canada is no longer the best country in the world in which to live, according to the United Nations. Apparently, Canada has slipped to No. 3 and there’s little doubt the drop and our current health situation have some connection, if not plenty, as quality-of-life issues play a significant role in the UN’s rankings. Many would have us believe our country’s health-care ails are restrict- ed to Ontario; a bad experiment gone wrong at the hands of our Conserva- tive government. You’ve all heard the cry: tax cuts are being paid for at the expense of our health care. Yet study the examples listed above and you’ll find they fall under parties representing the entire political spectrum. From the Tories, to the Parti Quebecois, to the New Democrats and, by extension, our federal Liber- als, each case offers a different ideol- ogy or solution to the problem, yet, each paints just as grim a picture as the others. Cold hard facts tell us more money is being spent on health care in On- tario than ever before. Still, here at home and right across Canada, we can’t seem to meet the needs of an aging and growing population. Those same facts and figures also tell us our government will soon be running deficits again if it continues to increase health funding at its current clip. So where does that leave us? Staring down the prospect of a two-tier health-care system. It won’t be here next year and probably not in five. But it’s coming. Our political leaders, both nation- ally and provincially, will only be able to hold out for so long. Sickness, death and tears leading to privacy issues With funds short and patience wearing thin, Canada’s health-care system drifting towards two tiers Tony Doyle News Editor tdoyle@durhamregion.com If built, the Courtice-based International Thermonuclear Experimental Reactor (ITER) would be the largest internation- al collaborative research project on earth, with only the space station outranking it. Years of research and planning are about to culminate in the coming months with a decision as to where to put the $12-bil- lion facility. By this time next year, we should have our answer. In the meantime, an environmental assessment is under way for the local site. It is exciting from an economic development standpoint of course. And, if the research is successful, Durham Region could be at the pinnacle of a discovery that would bring a new era of energy production. Proponents, in- cluding scientists around the world, believe it could be the world’s next major energy source, more environmentally friendly and sustainable than any other already known to mankind. All of this is heady stuff for the local education, political and business communities, which have all heartily endorsed the bid. The opportunity to be at the centre of a project like this comes around about as often as a visit from an inter-planetary craft. But a project of this size and nature does not come without a lot of questions that must be answered. Some of those ques- tions are now being asked as the ITER Institute — an agency created to eventually operate the facility should it come here — begins its journey through the EA process. Residents posed some of those questions at a meeting held last week. They asked how much hydro the project will pull off the local grid and what the impact may be on local electricity customers. They asked about the potential for pollution and about the de- commissioning process once the 30-year project is complete. There were questions about how much public money will be put into the project. These are all good questions and no doubt, as we move through the process, there will be more. The ITER team seems more than willing to provide the an- swers and work with the public. The EA process requires it. As the gatekeepers for the next generation, we should take up the offer, learn all we can and provide our input to the agencies whose job it is to listen to and protect us. Our excitement to join in on what appears to be the oppor- tunity of a lifetime should be tempered by thorough investiga- tion and if the right answers are there, we can move forward knowing due diligence has been served. Time to assess important questions ITER the chance of a lifetime, but environmental process an important one DURHAM —Regional councillors have approved a waste action plan that could see a new collection system intro- duced in at least four of Durham’s municipalities. Durham council voted Wednesday to recommend an in- tegrated waste collection system be introduced in the municipali- ties of Uxbridge, Brock, Scugog and Clarington as of next April. The recommendation would see the introduction of a curbside organics collection program, which means residents in those municipalities would have to separate their garbage into recy- clables, compostables and resid- ual waste. The Region will issue a request for proposal (RFP) for collection in the townships of Brock, Scugog and Uxbridge and a separate RFP for Claring- ton, subject to the approval of the municipalities. Several other recommenda- tions in the waste action plan re- garding collection contracts for recyclable materials and leaf and yard waste were deferred by works committee members at their last meeting. The plan will be addressed by the committee at their August meeting. We’re at durhamregion.comNancy Diamond wants legal opinion on getaway DURHAM —Oshawa Mayor Nancy Diamond has asked the Region to get a written legal opinion on whether a retreat held in May contra- vened the Municipal Act. “I would appre- ciate a written opinion as to the appropriateness of that meeting,” she said Wednesday. “I’m formally ask- ing for that.” The mayor ex- pressed concerns last month that minutes taken at the retreat, held May 16 to 18 at the Pinestone Re- sort in Haliburton, were forwarded to Regional council for approval in mid- June. She said then that the Municipal Act sets clear guidelines regarding what constitutes a meeting of elected officials and has argued that those guidelines weren’t followed. The mayor maintained if a meeting is a formal meeting of council, then minutes are taken and there are certain requirements under the Municipal Act that the meeting must be open to the public, which she says wasn’t the case at the retreat. The mayor has also pointed out that while the act allows for councillors to hold retreats, they cannot make deci- sions or vote at a retreat. “We can work within the law,” Mayor Diamond told her colleagues Wednesday. However, Durham Chairman Roger Anderson continues to maintain, “We broke no laws”. Scugog Mayor Doug Moffatt point- ed out councillors did not approve any binding resolutions at the retreat but were simply “trying to get our heads around governance”. Mr. Anderson reported the Region’s solicitor will respond to Mayor Dia- mond’s request. Man charged in robbery DURHAM ––Police arrested a man for a Whitby gas bar heist five days after releasing an unidentified suspect’s image cap- tured by a video surveillance camera. Emergency Physicians will continue to provide care 24 hours a day, 7 days a week. Children should always be taken to the nearest hospital in the event of a medical emergency. However, parents and guardians should be aware that, depending on their condition, it may be necessary to transfer their child to the Regional Paediatric Centre at Rouge Valley’s Centenary site. Paediatricians will be available to support newborn care in our Labour and Delivery department. Rouge Valley is developing a dedicated Child Health Unit at the Ajax and Pickering site and our expectation is that it will be open in the late fall. Adam Hughes-Bruinsma Facility could be big treat for south Oshawa this Halloween DURHAM —If all goes according to plan, a new community police station in south Oshawa could be up and run- ning in time for Halloween. Regional councillors Wednesday unanimously approved the construction of a community police station on Cedar Street at a cost of $397,500. “It’s nice to see something before us,” said Oshawa Councillor Warren Young, who reported the community has been trying to get a police station in the area for about 10 years. “I strongly ask you to support this so we can get on with erecting the building and become operational sometime in the fall,” he told his colleagues prior to the unanimous vote. Durham Regional Police Chief Kevin McAlpine said in an interview he’s “delighted” the project is moving ahead, adding he’d like to have the sta- tion open for Halloween night. “Certainly the people in south Os- hawa have been looking for some en- hanced police presence for some time,” said Chief McAlpine. He reported there are a “lot of quality-of-life issues” in the neighbourhood, adding he’s hopeful the police will “be able to have a bigger im- pact on the quality of life in that area” when the station opens this fall. The community police centre will be located on Cedar Street next to St. Peter’s Anglican Church. The facility, which was unanimously approved by council in February, will be a 2,160-square-foot prefabricated build- ing. The community police station is ex- pected to serve as a model for other cen- tres across Durham. According to a re- port prepared by works commissioner Jack McCorkell, the first tender for the project was issued in March of this year. But, the lowest acceptable bid was more than $410,000 so the design was revised in an attempt to reduce costs. The second tender process resulted in council awarding a tender for $319,400 to Synder Construction Wednesday. With architect fees, taxes and various miscellaneous costs, the total project cost is $397,500. The project will be funded from the Durham Police Services Board budget. PICKERING —Durham Regional Police called in its helicopter and canine units after three people ran from an ac- cident scene in Claremont late on Cana- da Day. Police said the helicopter tracked down three men shortly after the accident between two vehicles on Old Brock Road north of the train tracks at about 10:20 p.m. July 1. Once the heli- copter crew pinpointed the trio, the ca- nine unit was called in and the three were arrested. A search of one car found traces of cocaine in the glove compart- ment, police said. The female driver of the other car suffered a cut lip. Two Claremont residents face charges. Dwayne William Towner, 20, of Central Street, Claremont, is charged with impaired driving, failing to stop for police and various offences under the Highway Traffic Act. Joseph Hill, 18, of Central Street, Claremont, is charged with possession of a controlled sub- stance. The third man was released. However, traveling with diabetes involves extra preparation and planning. Though, with proper care, you should be able to go anywhere in the world. Here are some guidelines to follow when traveling, courtesy of the American Diabetes Association (www.diabetes.org) and (www.children withdiabetes.com). • Always carry your diabetes supplies with you. Bring more than enough for your trip, including insulin, test strips and lancets. • If you’re going to another country, take with you a note from your doctor indicating that you have insulin- dependent diabetes. Customs agents are used to travelers with diabetes, so you are unlikely to experience any problems but the note will help if you are questioned. • Wear a medical identification bracelet or necklace that indicates that you have insulin-dependent diabetes. Carry a card in your wallet or purse, too. • Take an emergency sugar supply to treat hypoglycemia. Good examples are glucose tablets, which won’t melt in the heat or get sticky. • Unless it’s really hot in your room, don’t store your insulin in a hotel room refrigerator. These small refrigerators have poor temperature control, and you’re as likely as not to end up with frozen insulin, which must be thrown away. • Take real food with you, in case meals aren’t available from elsewhere. You never know when you will be delayed, or when you’ll be stuck someplace for an extra hour or two. Good food choices are fruit, power bars and peanut butter crackers. DIABETIC’S LANGUAGE GUIDE In case you do get into trouble on the road, it’s vitally important that you or your travel companion be able to communicate your condition and your needs quickly and correctly. Below is a list of how to tell someone you have diabetes in six common destination languages: • Spanish — Yo tengo diabetes • French — J’ai le diabete • German — Ich habe Diabetes • Italian — Io ho il diabete • Chinese — Ngo yau tong liu beng • Hebrew — Yesh li suceret KING FITNESS COMPLEX Kingsway College, 1200 Leland Road, Oshawa • Tel: (905) 433-1144, Ext. 274 or 275 2001 Summer Schedule DATE ACTIVITY LOCATION TIME Jul.8/01 Roller Skating OLD GYM 12-3PM Jul.8/01 Roller Skating OLD GYM 6 - 9PM Jul.9/01 Roller Skating OLD GYM 4 - 7PM Jul.10/01 Hockey OLD GYM 4 - 7PM Jul.11/01 NBA 2 BALL KFC 6-10PM Jul.15/01 Roller Skating OLD GYM 12-3PM Jul.15/01 NBA 2 BALL KFC 6-10PM Jul.16/01 Kids Hockey (age 6-10)KFC 11AM-3PM Jul.16/01 Teen Hockey (age13-16)KFC 3PM-6PM DATE ACTIVITY LOCATION TIME Jul.16/01 Adult hockey (age14 up)KFC/OLD GYM 7-10PM Jul.17/01 Roller Skating OLD GYM 12-3PM Jul.17/01 Roller Skating OLD GYM 6-9PM Jul.17/01 Volleyball KFC 7-10PM Jul.18/01 NBA 2 BALL KFC 11AM-3PM Jul.18/01 NBA 2 BALL KFC 7-10PM Jul.19/01 Open Gym KFC ALL DAY Jul.22/01 Roller Skating OLD GYM 12-5PM Please call for further activity dates!! BETTER LEARNING 2001 What works best for one student’s learning is often counterproductive to another’s By Shelley Smith, Tutortime Learning Centres Inc. Are students capable of learn- ing anything? Absolutely! Students are capable of learning anything and have unlimited potential as long as they are being taught using an approach that is consistent with how they learn best. Unfortunately, in spite of our schools’ good intentions, the intel- lectual development of many chil- dren is being unfairly short circuited in one-size-fits-all classrooms. This learning methodology leaves many students that do not fit this mould with lowered self-confidence and skill gaps in their learning. It is essential for students of all ages to discover their unique learn- ing needs so they can take control of their learning. Students benefit most from a positive approach that is based on working with each stu- dent’s natural gifts and dispositions, rather than applying dysfunctional labels such as A.D.D., Dyslexic, Hyperactive, or Learning Disabled. Tutortime Learning Centres Inc. offers personalized in-home tutoring programs based on each student’s needs with specific learn- ing strategies for practical applica- tion in and out of the classroom. This is not a ‘Triv- ial Pursuit’ question. You can search and search and you won’t find it anywhere on the map. But it’s a real place and for 50 years its whereabouts have been protected by a pseudonym. But why the pro- tection? And can this community tell us something about depres- sion? In recent years we’ve tended to believe increasing numbers of peo- ple are suffering from depression. But is this fact or just a modern- day myth? Dr. Alexander Leighton, a Boston doctor, is Professor Emeri- tus of Social Psychiatry at The Harvard School of Public Health. He’s 92 years of age and 50 years ago had a novel idea. Why not study how depression affects a community over a long period of time. Now, after five decades his study has found the answer. In 1952 Dr. Leighton picked Stirling County as the site of his in- vestigation due to its socioeco- nomic and cultural diversity. Now we know this community is in Canada on the eastern side of the Gulf of Maine. Also in 1952, Jane Murphy, Leighton’s wife, made the first “cold call” at a randomly selected farmhouse. She had to convince these and other people in Stirling that confidentially would be iron clad. That answering questions for two hours and for several decades would help to advance medical knowledge of mental health. Stirling County, unlike most large cities, has seen little growth in population. In 1952 the popula- tion was 19,989. Today 21,225. But like many other communi- ties Stirling has undergone great change in 50 years. It’s become less rural: the economy, less local and more industrial. People have seen living standards increase, ed- ucational opportunities and health care expand. Progress has also caused nega- tive effects. The population has faced more crime, more drug abuse, more fragile families, weak- er religious values and more social communication, particularly TV, in their homes. Today several studies claim that these same negatives have caused more depression in the general population. But such findings have resulted from single interviews with diverse people. Interviews in which people were asked to look back and recall their experiences with depression. None have fol- lowed the same people in the same community for 50 years. So what happens when you fol- low people closely for 50 years? Dr. Leighton and his colleagues re- cently reported their extremely time-consuming study in Psycho- logical Medicine. The study fractured a myth about depression. It showed that the rate of depression in Stirling had not changed since 1952. Five percent of the population were de- pressed at that time and five per- cent were still depressed in 2001. But although the number of de- pressed people remained constant there were several significant vari- ations. Compared to 1952 more women under 45 years of age were likely to suffer depression. And they were twice as likely to need psychological help as older women or men. Dr. Leighton agrees that genet- ics plays a role in depression. But believes that the increased number of depressed younger women is due to social factors. One theory is that after World War II more women started con- tributing to the household income. This was a blessing for some fam- ilies. But for other women it was the start of depression. Not an un- expected finding. It’s not easy being a wife, mother and wage earner all at the same time. But who is the stronger sex when depression strikes? It was particularly dangerous for men. Compared to women, depressed men had twice the expected mor- tality rate. Depressed women fared better perhaps because they were twice as likely as men to seek med- ical help. Depression is a debilitating, persistent and deadly disease. And it affects every strata of society. Winston Churchill called it “the black dog of depression” and fought this problem for years. Distinguishing between every- day low spirits and outright depres- sion is not always easy. Even expe- rienced doctors can miss the diag- nosis. In fact, family members who see each other day after day can sometimes spot the problem long before the doctor. Remember that sadness and melancholy become depression when people lose interest in events around them. They often have little desire for food, dwell gloomily on the past and complain of insomnia and fatigue. Depressed people suddenly lack interest in things they used to enjoy and have little desire for sex. They find it hard to make decisions and may talk about suicide and death. It’s vital that depressed people seek early medical treatment. Fortunately today there are ways to chase away the “Black Dog” of depression. W. Whitehead, Ph.D. Oxford Learning Centres When Labour Day rolls around each year, stu- dents file back into their schools - ready for a new school year. Or are they? A teacher friend of mine tells me that, “It isn’t until mid October that most kids are back to speed. “This means that from July 1 through Thanksgiving many stu- dents are not focused or at their best. It may even be worse than that. Think about your child’s learning experiences in June each year. Tests, exams, field trips and other events con- sume most of that month’s schedule adding another month to the let-down period. Considering that the average school year includes only 195 days of instruction, we soon see why many schools strug- gle to meet the educational expectations of parents and society. We know that kids who are focused and ready in September, will learn, integrate and understand new material right away. How can you help your kids stay sharp over the summer holiday so there will be no let-down in the fall? Here are a few suggestions: • Reading: Make sure that your children read during the summer. Even if they have a busy social life and a part or full time job, make sure that they take time each day to read. • Studying : Set up brief study periods at least every other day. Times when your child can review the worst or hardest sub- jects, read ahead into next year’s material and organize for next year. • Writing: Buy interesting jour- nals and help them get started. Write each day - feelings, weather, what they did. Anything is fine. Encourage internet communication with a select group of friends using something like ICQ or Messenger. The more they write, the more they focus. • However, possibly the best way to help students stay sharp is through a good summer program such as those at Oxford Learning Centres to help keep those thinking, reading, writing, math and study Staying Sharp all Summer skills sharp and ready for September. It’s not so much the memorized material that students forget over the summer, it’s learning how to learn that gets forgotten each summer. That’s because it is seldom taught independent of school subjects. Students who develop good learning and thinking skills will be ready for success in September. Attending a study session over the summer at Oxford is the best way I know of overcoming the summer let-down. Canada fires up the offence in cricket win over Fiji Ajax United Magic under-11 girls enjoy early six-cess Hot squad dominates league games, lose in Robbie tourney semis AJAX —Hotter than asphalt during a heat wave. That’s the only way to de- scribe the Ajax United Magic girls’ under-11 soccer team. The squad is in first place in their Central Girls’ Soccer League di- vision with a perfect record of six wins in six games. The toughest match was against Barrie, but the local girls came away as 2-0 victors. Natasha Grouios and Jade West were the offensive guns, while Jasmin White, Andrea Moore, Lindsay Gunn and Nikaila Davis turned in stellar defensive efforts to shut down the Barrie attack. Alicia Guzzo and Jessica Leroux controlled midfield for United. At Unionville, the Magic ran away with a 3-1 win on goals by West, Grouios and Kelsi Landry. Moore scored on a penalty shot, but the goal was denied by the referee, who ruled other Ajax players had encroached into the penalty area. The Bradford Eagles were no match for Ajax, as United came away with a 5-1 home win. Landry potted the first marker, while Grouios added a pair and West one to give the Magic a 4-0 halftime lead. Lisa Poff netted a goal early in the second half be- fore Bradford was able to score what was the first league-game goal of the year on Ajax. The girls continued their win- ning ways during the Robbie tournament in Scarborough over the Canada Day long weekend. Ajax started off with a 2-0 win over Burlington, with goals by Kelsey Bosilac and Poff. Bradford was next and United scored early and often on the way to a 6-0 victory. Grouios hit the back of the net before Bradford had even touched the ball. Grouios added a second goal, West connected on a hat trick and Poff rounded out the scoring. On Canada Day, the Magic went up against Markham and in a rain-shortened match, prevailed 1-0. Alyson Trinier put United ahead but a spectacular diving save by goalkeeper Taylor Childs preserved the win. Midfielders Justine Forth, Jenna Read, Cally Bolton, Landry and Poff were key in the victory. Unfortunately for the Magic, their winning ways ended in the semi-finals against the Pickering Power. Although Ajax controlled play during the first half, the Power kept them off the scoreboard. In the second half, Pickering came on strong and won 3-0. From between the pipes to more time for playing them Healy considering future plans as he heads into retirement AJAX —Glenn Healy could be moving from the crease to the broadcast booth. While there’s “nothing real- ly firm in my plans. I’m lean- ing towards that retirement thing,” the Ajax resident said in an interview Friday. The Pickering native cleared waivers on Thursday at noon and is now free to negoti- ate with any NHL team. That, however, isn’t likely, he added. “My family is a big influ- ence. I don’t want to pack up and move to another situation,” he said. “If I’m a betting man, I could improve a lot of (local) men’s teams.” The Toronto Maple Leafs placed the popular netminder on waivers last week to make room for Swedish goalie Mikael Tellqvist, 21, the orga- nization’s top prospect. The Leafs will buy out the final season of his contract for $300,000 (U.S.), two-thirds of the $450,000 he was scheduled to make in 2001-02. “The great thing is I’m 39 in a little bit (August). I was never drafted in any league. I had a long career. Sixteen years was a long time for someone never drafted,” Healy said. Healy started playing in the Holy Redeemer Hockey Asso- ciation. He then played in the Bay Ridges All Stars organiza- tion, which evolved into the Pickering Hockey Association. From there, he played two years with the Pickering Pan- thers and then went off to Western Michigan University on an athletic scholarship. In 1985, he joined the Los Angeles Kings, eventually be- coming a full-time NHLer in 1987-88. In 1993-94, Healy won the Stanley Cup with the New York Rangers, serving as a backup to Mike Richter. He also played with the New York Islanders, prior to joining the Leafs in 1997-98. Winning the cup is one of the highlights of Healy’s ca- reer. “Every kid who plays hock- ey or road hockey pretends they won the cup. You really want to win the cup. A lot of greats played and didn’t win it,” he said. “Your last name goes on the cup.” Another goal was to play for the Leafs, while a third one was to win the Cup with the Leafs. The fact he didn’t achieve the last one is “a little disap- pointing”. As for what’s next, “I’m not sure. I have an interest in broadcasting. I’ve had a few calls and I’ll pursue some of that. I’m not in a rush to do anything,” he said. “I’ll take some time and put this career behind me before I move on.” One of the reasons Healy and his wife Susie chose the Leafs was “we picked the time to begin a family. That’s the reason to come back to our home. I fulfilled my childhood dream and I’m working to make this my home,” he stated. The couple have two daugh- ters, Meagan, three (“going on 15”) and Rachel, 16 months. In the meantime, “I have bagpiping. I’m on the (Ajax- Pickering) hospital foundation, trying to raise money. That will keep me very busy,” Healy added. — with files from TORSTAR NEWS SERVICE GLENN HEALY ‘My family is a big influence.
