An agreement is in the works be- tween York and Peel regions that would meet York’s long-term water supply needs, Alan Wells, York’s chief administrative officer, con- firmed Friday. See PICKERING page 4 See DURHAM page 2 Go jump in the lake Pickering beaches open for swimmers DURHAM —All of the public beaches in the Ajax-Pick- ering area are open for swim- ming this week, according to the Durham Region Health Depart- ment. The local health unit con- ducts weekly tests at Durham’s 16 beaches for E. coli, a bacteria found in the intestinal tract of animals and humans. Beaches face closure when the bacteria level reaches over 100 counts per 100 millilitres of water. And, according to the results of the tests on water samples taken the week of June 18, the beaches on the east and west sides of Frenchman’s Bay in Pickering and Rotary Park beach and Pickering beach in Ajax are all currently safe for swimming. Mayor Brunelle has proposed a facility of that size could be built on the Region’s 19-acre site on Rossland Road in Whitby where the current headquar- ters is located. However, Pickering Councillor and works committee chairman Rick John- son said the committee should give councillors some time to digest the in- formation in the spatial needs study be- fore moving forward with an RFP. The issue will be addressed at the commit- tee’s next meeting in August. An earlier report presented to the committee in April indicated the Region currently spends $5.3 million a year to lease space in 25 locations across Durham. However, that figure drops to about $4 million a year when the costs for the satellite health and Emergency Medical Services (ambulance) buildings are ex- cluded. Those facilities would continue to remain in operation across the region even if a new headquarters was built. “It is a reasonable thing to do. Agreement reached in wee hours of Friday DURHAM —The Durham District School Board and its high school teachers have a tentative new contract. Craig Burch, superin- tendent of employee rela- tions, confirmed the board and its teachers reached a tentative contract agree- ment at 2 a.m. Friday, after approximately 25 bargain- ing sessions. “This is the first negoti- ated agreement since the arbitrated agreement with Professor Jackson,” he said in an interview. “Both teams are pleased that we were able to do this, so I hope both sides will rati- fy.” In January 1999, arbi- trator Richard Jackson is- sued his ruling that Durham public high school teachers must teach 6.5 of eight classes every two days, an increase of a half class to teachers’ workload. Teachers have been without a collective agreement since that arbi- trated settlement ended last August. Mr. Burch said a special school board meeting will have to be called to ratify the deal. Neither he nor Shelley Page, local president of the Ontario Secondary School Teachers’ Federation, would discuss details until the contract is finalized. “We’ve been hammer- ing at them for eight months,” said Ms. Page when asked about the tim- ing of the pending deal. “I think the board was finally faced with a serious enough shortage in terms of the number of teachers we were able to attract to Durham. “In fairness to the board, they wanted labour peace and so did we.” Ms. Page said she be- lieves it’s a good deal for teachers, who will hold a ratification vote Wednes- day. Mr. Wells said Friday although York council hasn’t finalized an agreement with Peel yet, Peel council voted Thurs- day to supply York with its water needs. “It looks very favourable,” Mr. Wells said, although he could not release any details because the issue hasn’t gone to York council yet. “It looks like we’ll be able to suspend our environmental as- sessment in the Region of Durham.” York’s plan had called for the con- struction of an intake pipe that would have extended approximately three to four kilometres into Lake Ontario from Petticoat Creek Conservation Area in south Pickering. A raw water pumping station would have been built in the con- servation area and the pipeline would have been tunnelled from there north along Whites Road, eventually winding its way to a water treatment plant in Markham. Although York Region proceeded with an environmental assessment on the Durham plan, officials also contin- ued to negotiate with the City of Toron- to and Peel in an effort to seek an alter- nate solution. “That’s the way the water will flow,” Mr. Wells said of the Peel alternative. And, that’s “good news for us”, said Pickering Mayor Wayne Arthurs. “It’ll allow us to apply resources elsewhere rather than fighting with York Region,” he said. Mayor Arthurs noted the City didn’t see a need for the project to be located here and didn’t want the community to be disrupted so the City could become a utility corridor for another municipality. “It’s once again a victory for the peo- ple of Pickering. When we stand togeth- er and fight together we win together,” said Ward 1 Regional Councillor Mau- rice Brenner, who believes the “final blow” for York Region was the Region’s 26-1 vote in opposition to the project in early May. He also believes the opposition from the community and Durham’s two school boards was invaluable. “I’m pleased,” added Ward 1 City Councillor Dave Ryan. “We’ve been ob- jecting to the proposal since 1997 when we first discovered it.” Meanwhile, PCWG member Don Brooks said there’s a sense of gratifica- tion among the group’s board members. “We’re ecstatic about it,” he said Fri- day. I do not in any way condone the behav- iour of those demonstrators responsible. Nonetheless, I believe I can understand the “why” of it. For two years I have been trying to get the provincial government to understand the plight of some recipients of Ontario disability supplementary pay- ments. For two years I have been given the runaround by, in turn, Pickering-Ajax- Uxbridge MPP Janet Ecker, when she held the portfolio for the Ministry of Communi- ty and Social Services, the current minister, John Baird, and also my MPP, Jim Flaher- ty. Ms. Ecker “fobbed” me off, by referring my question to the ‘area manager’who was not qualified to answer any question. Mr. Baird ‘fluffed’ me off with a page- and-a-half of irrelevant information (blind- ing with science!) in the first instance, and in the second instance he only half-an- swered my query. Mr. Flaherty now ignores me completely, no doubt too busy trying to find a way to come up with enough cash to finance the oft-rumoured pay increase for members of the Ontario legislature. Therefore I can understand the frustra- tion that builds up in people. When one’s elected representatives appear to ignore one, the frustration builds. What we are wit- nessing here is akin to road rage — politi- cal rage. The longer our elected representatives ignore it, the worse it will become. For too long those who have the power, but appar- ently not the will, to change the situation have ignored those in dire need. To MPPs I say ‘deal with it’, and do your job as guardians of the people’s trust. In other words, you can let the child inside out for a good run each week through an excellent and bene- ficial program for adults and kids alike. In a nutshell, the Big Brothers As- sociation of Ajax-Pickering’s men- toring program matches young boys in need of a friend with area adults who can spare an hour each week to visit local schools and provide a pos- itive influence. Tyler and I have done all the above-mentioned activities and much more since we first met up last fall at a public school in Ajax. He’s your typical seven-year-old bundle of en- ergy; never at a loss for things we can do each visit. Last fall and this spring you could find us out in the school- yard (I’m the guy in the shirt and tie with the hockey stick and all the fancy moves; he’s the guy rolling all over the ground stopping everything fired his way), while during the win- ter we filled our time inside. My favourite moment? When Tyler received a Future ACEs award at an assembly in the gymnasium. My least favourite? That will be this week, as the end of the school year means our visits are over until the fall. Which makes this as good a time as any to let others in on this little treasure of a program. For every child like Tyler, there’s another who’d just love to share their time with laughs and play. It’s really simple to become in- volved. Following an application process, the staff at Big Brothers will match you with someone with simi- lar interests at a school that’s conve- nient for you (the mentoring program is available at Big Brother agencies across Durham for anyone working elsewhere). The day you visit and the time you arrive at is flexible too. Howev- er, the process does take some time, so before the summer gets too far along, give the office a call at 905- 686-2871 and find out more. You’ll get back more than you can ever give. Editorial e-mail responses to shouston@durhamregion.com Letters to the editor e-mail responses to shouston@durhamregion.com My kiss-and-tell – program offers a year of fun You could sum up the findings of the Berkeley Consulting Group with respect to governance changes within Durham Re- gion in one short phrase: ‘If it ain’t broke, don’t fix it.’ The consultants, hired by Oshawa and Pickering to look at seven different options for the future of municipal and regional government in Durham, flatly rejected four of those options. The ‘One City of Durham’ proposal, which would ditch the eight local governments and have a region (city) govern the entire ge- ographical area, was considered a poor option because it limits accountability and conflicts with the workings of the Greater Toronto Services Board. Also rejected were three proposals that would include the present regional government and various local amalgamations that would consolidate northern municipalities into one unit and the urban southern municipalities into two or three super cities. These three plans were dropped because the GTSB and two more local forms of government would not be al- lowed to co-exist by the Province. So... that leaves the consultants arguing the merits of getting rid of the region completely and buying into a scheme that unites the three northern municipalities and suggesting three amalga- mation options for the five southern municipalities. Option one merges Pickering-Ajax-Whitby-Oshawa and unites Clarington with Brock-Uxbridge-Scugog for two municipalities in total. The second sees the three northern municipalities united, with Ajax- Pickering merged and Whitby-Oshawa-Clarington united. Final- ly, the three northern municipalities become one, as does Picker- ing-Ajax-Whitby and Oshawa-Clarington. It’s felt these last three options are workable within the con- fines of a larger GTSB and provide for overall tax savings of be- tween four and five per cent. But the consultants also strongly argue that until the role of the GTSB is completely cleared up, the best option is to do nothing at all. Which brings us back to where we started. Is amalgamation the only answer for our municipalities? Are there other ways to cut local taxes by finding savings through shared services? Could some of our services come together — fire departments perhaps — to eliminate duplication and offer service at a cheaper rate than is being provided at present. It should be remembered the Province has not put a gun to the heads of 905 councillors to come up with an amalgamation plan. In fact, Premier Mike Harris just last fall emphatically stated the Province had no plans to force governance changes at the local level in the near future. It doesn’t hurt to be prepared, but until we know all the facts and all the options, especially in regards to the GTSB, our best plan is to leave well enough alone. Coins, cameras and chess, to name just a few things, form the basis for organized clubs which allow members to share their knowledge, enthusiasm and en- joyment with each other and edu- cate the public. These clubs are still going strong, years after being established. They operate quietly, for the most part, but are also quick to welcome new mem- bers and the public to their past- times. The young are particularly welcome. “We just celebrated our 40th anniversary last year,” says Sharon MacLean, president of the Os- hawa and District Coin Club. “We got established in 1960.” The 80 to 84 members meet monthly from September to June to share their love of coins and paper money, doing some buying and trading and learn about new items, such as the new $10 bills is- sued earlier this year. Mrs. MacLean admits member- ship fluctuates from year to year, spurred on by things such as the two-year millennium quarters and the new $10 bill. “Everybody’s out trying to make sure they have all the old bills before they (Canadian mint) bring in the other new ones,” she says. Bringing in young members is something most clubs try to do regularly. “We have some junior mem- bers and we do have a junior auc- tion in the fall,” Mrs. MacLean says. “What we try to do is show the various kinds of collecting that can be done” and the fact not everything has to be expensive, she says. “It doesn’t cost you an arm and a leg. It doesn’t have to be expen- sive to start a collection.” Young people can start collect- ing ‘funny money,’ such as Cana- dian Tire money, Disney bills or Dolly Parton bills, or spe- cial coins and tokens. They don’t cost much, which can appeal to limited budgets, she says. John Van Bruggen, presi- dent of the Os- hawa Camera Club, says sev- eral young members have joined the club re- cently, something he’s pleased to see. “It was sort of an oldtimers club for a while,” he says. One of the young members was named photographer of the year at the end of this season’s meetings. Mr. Van Bruggen says it’s good to see the young people joining and an interest growing in cameras and photography. The club boasts just over 30 mem- bers, its size grow- ing with the fold- ing of the Whitby club some time back. At the Durham Chess Club, interest among young players is growing, thanks in part to an increased emphasis on chess clubs in local schools, says Larry Luiting. “We have some junior players who may have been playing for a couple of years,” he says. One of them was recently named Grade 6 champion for all Canada. Allen Pauric won seven games and drew two to take the title at the Canadian Youth Chess Championships in May. “He’s doing very well and his younger brother, Denis, is doing well,” he says, adding both will be playing in the United States representing Canada in the North American champi- onships. Schools are pro- moting chess more (there’s a chess club for kids which meets twice a month at the Whitby Montessori School) and there’s more access to chess through the Internet, Mr. Luiting says. “There’s more chess being played on the Internet than any other game,” he says. This has raised the in- terest among young people in the game and resulted in more people in- volved in chess clubs and tour- naments. The Durham Chess Club meets once a week, apart from July and August, play- ing tournaments at Durham College. Some of its 23 members also travel to other communities for tournaments. Paul Hurley, a chess master and professor at Durham College, competed in the Ontario Open in May, winning a game against one of Canada’s top chess players, an international master, just one step removed from a grandmaster. Young and old play against each other, depending on their skill levels. “We have people of all differ- ent levels playing,” Mr. Luiting says, adding some people are seri- ous while others play for recre- ation. “Some people find it relaxing,” he says. “A lot of them find it stressful. Take your pick. It’s a mental competition. I think people who play chess are very competi- tive, a whole lot more than with other sports out there.” Tournaments can be very stressful, with people playing up to five or six hours a day, he adds. At the Oshawa Camera Club, members meet twice a month, sharing their latest photographs, discussing cameras and critiquing each other’s work. “One evening we have show and tell where people bring in slides and we put them in a tray and show them and everyone com- ments on them,” Mr. Van Bruggen says. “It’s a learning experience. The object of the club is learning and sharing. I’m trying to stress that fact.” People join the club be- cause they like photog- raphy and they want to share photogra- phy, en- thusi- asm, skills and pick up more of same, he says. At the end of the season, the club holds a two-night show for members. Like other clubs, there are var- ied specialties and opinions among members. A few are get- ting into digital but most mem- bers like their current systems, Mr. Van Bruggen says. “Some members have their own dark- rooms,” he says, adding he’s not one of them. “I’d rather be out- side taking pictures and let someone else do the dirty work.” A nature photographer, Mr. Van Bruggen says the club does well in nature photography in the annul competition of the Greater Toron- to Council of Camera Clubs, made up of 34 clubs. “Oshawa is always right up there and quite often we’re No. 1,” he says. The coin club puts out newslet- ters, brings in guest speakers and holds two major shows a year. Members often start their collec- tions for children or grandchil- dren, Mrs. MacLean says. Oshawa and District Coin Club generally meets the second Sun- day of each month from Septem- ber to June at Rundle Park Club- house. Displays start at 12:30 p.m. with the meeting beginning at 2 p.m. Durham Chess Club, affiliated with the Chess Federation of Canada, meets every Thursday from September to June between 7:15 and 10:30 p.m. at Durham College. RON PIETRONIRO/ News Advertiser photo Performance data in 35 areas required by Province DURHAM —Municipalities will have until June 30 to submit to the Province data measuring their perfor- mance in key service areas, and until Sept. 30, to report that information to taxpayers. Municipal Affairs and Housing Minister Chris Hodgson announced the change in dates June 18 at the an- nual meeting of the Association of Municipal Managers, Clerks and Treasurers of Ontario. The previous timelines were April 30 and June 30 respectively. “The program’s goals — higher quality services, better value for tax dollars, and greater accountability to taxpayers — remain the same,” said Mr. Hodgson. Municipalities will still collect 2000 data on 35-performance measures such as water and sewage services, and report 16 of them to tax- payers. The objective of the program is to increase local government account- ability. Mr. Hodgson said when the program was started, the Province stressed the first year was only a starting point and municipal input was critical to refining the measures and ironing out details. The 16 measures that will be re- ported to taxpayers are about garbage, sewage, water, roads, tran- sit, fire, police, local government, and land-use planning. Garbage information will include the operating cost for waste collec- tion per tonne per household. It will also contain the percentage of resi- dential solid waste diverted for recy- cling and tonnes of solid waste recy- cled. Treatment and disposal costs for sewage and storm-water per cubic metre will be included as well, along with how many hours it takes for un- treated or partially treated sewage to release into lakes and natural water- courses. Three measures will be shown in the water section: operating cost per million litres of water treated, num- ber of breaks in water lines per kilo- metre, and how many days it took for a boil-water advisory to be in effect after it was issued. Regarding roads, operating cost for winter maintenance per lane per kilometre and the percentage of win- ter event responses that meet or ex- ceed municipal road maintenance standards will be shown. Transit information will include the number of conventional passenger trips per person in the service area and the cost for conventional transit per regular service passenger trips. The cost for fire services and po- lice service per $1,000 of tax assess- ment will be in the report. The police section will also in- clude the percentage of violent crimes and property crimes cleared for Statistics Canada. Operating costs for municipal ad- ministration as a percentage of total operating costs and the percentage of designated agriculture land preserved will be listed as well. According to works staff, about 75 per cent of the winter budget is typi- cally spent in the first half of the year, leaving 25 per cent of the budget to cover snow removal costs in Novem- ber and Decem- ber. However, to date approxi- mately 99 per cent of the bud- get has been spent. The staff re- port indicates there were 54 winter storms from January to April, compared to 32 storms during the same period last year. The works department has used 36,000 tonnes of winter sand and 4,800 tonnes of winter salt so far this year. That compares to the 25,100 tonnes of sand and 4,200 tonnes of salt used in the same period of 2000. Any additional winter maintenance costs for 2001 will be financed from the Region’s rate stabilization fund, the report notes. Drafted by the Blue Jays in the sixth round (182nd overall) of Major League Baseball’s amateur draft earlier this month, the talented 21-year-old short- stop signed a minor league contract with the Jays Thursday. Working out for the past three weeks in Greenville, N.C. and being on pins and needles regarding his short-term fu- ture, Delfino breathed a sigh of relief to finally have a deal in place. “I’m glad this thing got taken care of,” said Delfino in an interview from North Carolina. “It’s been tough to swallow. I wanted to get out there and play, so the last three weeks have been really trying. I’m really excited about my opportunities now. I just want to go and play and make the best of my op- portunities.” Delfino receives a signing bonus of $122,500 from the Jays, along with a further $7,500 in incentive bonuses. And, the Toronto ball club will foot the bill for his final one-and-a-half years of college education at the University of East Carolina whenever he decides to return. Delfino will suit up as soon as possible for the Blue Jays for their short- season ‘A’affili- ate — the Auburn Dou- bledays of Auburn, New York — that competes in the New York-Penn League. He flew to New York Thursday and was to meet with team coaches and teammates over the weekend. He expects to be in the line-up this week after his contract is cleared with the MLB commis- sioner’s office. “I hope to meet my team- mates and coaches as soon as possible and get comfortable with the team. I hope to start playing as soon as possible,” he said. It’s been a long road for the Pickering Base- ball Association product to final- ly become a member of the Blue Jays’ orga- nization. Delfino was first drafted by the Jays in the fifth round of the 1998 draft. He elected, however, to attend East Carolina University in Greenville N.C. on a baseball scholarship. The six-foot one-inch, 180-pound shortstop will likely find a home at sec- ond base with the New York Double- days as Jays’officials told him after the draft they would convert him to the po- sition. A junior with the East Carolina Pi- rates this past season, Delfino had an outstanding 2001 campaign, posting a .362 average, with 11 home runs and 54 runs batted in. He also earned second team all-star honours in the Colonial Athletic Association. He also helped the Pirates post a record of 47-13 this season, which tied the school record for wins. The Pirates ended up one step short of attending the college ‘World Series’ in Omaha, Ne- braska this month after a loss to the University of Tennessee at the Super Regional Tournament in May. In his three years with ECU, Delfino was a three-time Colonial Athletic As- sociation second team all-star and, as a freshman, earned all-American hon- ours.
