Rouge Valley CEO says health centre ‘unsafe’for growing community, faces changes to ‘minimize risk’ BY KEITH GILLIGAN Staff Writer AJAX —A letter from the president of the Rouge Valley Health System is threatening reduced services at the Ajax and Pickering Health Centre if a way can’t be found to fund hospital expan- sion plans. Allan Whiting, president and chief executive officer of Rouge Valley, wrote in his letter that hospital board members “are suggesting that we move to a one hospital/two-site ap- proach. “This would entail building on our strengths at the Cente- nary site to continue to provide a full-service hospital there, and minimizing risk by significant- ly reducing our exposure at the Ajax and Pickering site.” The letter was written June 7 and addressed to Ajax Mayor Steve Parish, Pickering Mayor Wayne Arthurs, Whitby Mayor Marcel Brunelle and Durham Region Chairman Roger An- derson. In May, Durham coun- cil decided against any financial help for over $400 million in expansions at the health centre and Lakeridge Health Corporation sites. “The Ajax and Pickering site has not had a lot of good news lately,” Mr. Whiting stated. “Issues related to physicians and quality of care have made the front pages of our local papers, which, unfortunately, contin- ues to raise questions about the long-term viability of Wait a minutes Durham Mayor says retreat broke municipal rules BY SUSAN O’NEILL Staff Writer DURHAM — A recent Re- gional retreat was in contraven- tion of the Municipal Act, alleges Oshawa Mayor Nancy Diamond. In a June 12 letter to Durham Chairman Roger Anderson, the mayor expressed concerns with the fact minutes taken at the re- treat, held May 16 to 18 at the Pinestone Resort in Haliburton, were being forwarded to Region- al council for approval this week. Call 905-686-2445 BY SUSAN O’NEILL Staff Writer DURHAM — Photo radar and red light cameras are “absolutely necessary” to improve safety on local streets, says Durham Regional Police Chief Kevin McAlpine. The chief told Regional council- lors at Wednes- day’s meeting that the police need the help of that tech- nology if there’s any hope of chang- ing driving habits. “We simply don’t have enough cops on the street... we need that tech- nology,” he said. In an interview following the meeting, Chief McAlpine said, “There was a day in this province if you were speeding or ran a red light that you (expected you) were going to get caught and consequently you didn’t do that. If there’s no expecta- tion of getting caught, you can make the fine as high as you want, there’s still no de- terrent.” Regional coun- cillors voted last month to urge the Province to allow municipal police services to use photo radar within their respective municipalities. The Province first introduced the photo radar pro- gram in 1994 as part of a six-month pilot project on se- lected highways across the Greater Toronto Area. The program was dis- continued in 1995. Chief McAlpine told councillors the de- partment is work- ing to improve traffic enforce- ment, noting six officers have been targeted for a se- lective traffic en- forcement unit. However, only two officers are work- ing in that unit right now. Another two will be added in late August and the final two at the end of the year, he said. He also report- ed the department is introducing new traffic safety co- ordinators in Os- hawa and the Ajax-Pickering area. “We’ve had some horrific acci- dents this year already,” the chief said, noting changing driving be- haviours is about education and consistent enforcement. And, without red light cameras or the use of photo radar he said the level of consistency in enforcement has deteriorated because the number of police officers here has not kept pace with the population growth. He also told councillors police need to work with area municipali- ties to discuss “where and how many red light cameras need to be erected at places where our citizens are getting hurt very often.” He later told reporters he plans to “explore an aggressive” red light camera pro- gram in Durham starting this fall. The City of Pickering has released a draft report out- lining a new traffic manage- ment strategy that will guide the municipality in the fu- ture use of traffic control de- vices and the installation of traffic calming measures. “Traffic concerns have grown at an alarming rate in neighbourhoods throughout the City of Pickering over the past number of years,” the report states. “These concerns have placed a seri- ous strain on the time and resources of City council- lors, City staff and the Durham Regional Police Service, as neighbourhood traffic issues now rank as one of the most frequent types of complaints re- ceived.” The draft report also states “investigations into excessive speeding, infiltrat- ing traffic volumes and other vehicular-related issues have regularly resulted in the installation of technical- ly unwarranted all-way stop signs and the reduction of speed limits. Typically these measures have proven very ineffective at resolving the respective issues and con- cerns.” So, the traffic guidelines, which were requested by council last December, are aiming to set clear standards for addressing transporta- tion issues within the city. Residents, local busi- nesses and community orga- nizations are invited to at- tend public information meetings Wednesday, July 25 and Wednesday, Sept. 19. Both meetings will be held from 7 to 9 p.m. in the coun- cil chambers at the Picker- ing Civic Complex. “Public consultation will consist of gathering and re- viewing/discussing com- ments, in order for staff to finalize the draft document,” states a City news release, noting the document is ex- pected to be completed in October or November. Pub- lic input and comments should be received by Sept. 30. Copies of the document will be available at the pub- lic meetings. According to Durham Region Po- lice, the accident occurred around 8 a.m. when crane operator Edward Franklin Cox of Rosefield Road was climbing to his perch. “The victim stopped to talk to a co- worker and complained about the weather,” said Sergeant Paul Malik. “When the co-worker turned away, he heard a thump behind him. The victim had fallen some three metres within the tower.” Paramedics responding to the 911 call could not detect any vital signs and Mr. Cox was rushed to Lakeridge Health Oshawa where he was pro- nounced dead. A post-mortem will be conducted to determine cause of death, but police say it appears foul play was not in- volved. It’s time for the Province to get off their backsides and fix the problem.” He said the hospital is telling us “We don’t have enough money and to hell with the Ajax site and we’ll build on to our big beau- tiful Centenary site. That’s why I was opposed to joining these two hospitals together (originally).” Mayor Steve Parish agreed. “I couldn’t believe that type of letter was written and copied to our MPPs. I’m extremely troubled by it.” In an interview, Mayor Arthurs said, “There’s no question we have a serious question with respect to how to fund a major expansion to the site. The hospital’s senior ad- ministrator was pointing out, in no uncertain terms, there are risks if we can’t put that financial package in place. Durham District School Board trustees need to demonstrate to their communities that they are able to resolve problems without resorting to calls for resignations and letters of censure. Trustee Elizabeth Roy, as board chair- man, needs to lead a process that involves discussion and not threats to resolve what appears to be a matter of miscommunica- tion among trustees. Trustees need support from their com- munities and each other as they undertake a hard and most often thankless job. The trustees can be good role models to the students by showing they can resolve problems through discussion. My advice to the school board trustees is play nice with each other. Is it because more peo- ple are coming forward to report crimes? Or is it, in some cases, such as traffic offences, that improved enforcement actually affects some of the stats? Whatever ‘it’ is, the final numbers are upsetting. In the first three months of 2001, crimes involving victims are up a whop- ping 9.1 per cent over the first three months of 2000. While there were 1,400 crimes against victims in 2000 from January through March, that number had jumped to 1,528 this year. The statistics, unveiled by Durham Police Chief Kevin McAlpine this week, show a disturbing, possibly inevitable trend. It’s hard to argue. Durham is now starting to mimic its big city sister to the west. Crimes of violence involving weapons are increasing inexorably year over year. For example: assaults were up 8.4 per cent, from 735 to 797; thefts were up 8.6 per cent, from 1,383 to 1,502; charges for assaulting police officers increased from 19 to 29; overall traffic offences were up 11.6 per cent from, 2,517 to 2,808, and the number of offensive weapons incidents increased by 28.5 per cent, from 123 to 158. Not surprisingly, the chief is “troubled” by the skyrocketing numbers but has no easy answers to explain them. He postulated possibly more members of the public are reporting crimes and also offered the theory population growth in the region might ac- count for part of the rise in crime. There appears little doubt criminals are becoming more brazen about the use of weapons in committing crimes and some aren’t shy about assaulting police officers either. Those two cat- egories showed the biggest jump over last year. Overall, Chief McAlpine reported calls for service were up 6.6 per cent, from 31,338 to 33,392, which translates into rough- ly 371 calls each day. There was some good news, as the chief also revealed a de- crease in reported property crimes, from 6,558 to 6,444; a 3.4-per cent drop in drug charges to 225, and a 6.4-per cent drop in breaking and entering offences, from 654 to 612. It’s certainly hoped the whopping increase in the police bud- get this year, with over $10 million added to the total, will go some distance in helping control and reduce these upsetting sta- tistics. With more police on the street, with more equipment at their disposal, with more satellite offices opening up, the service should, theoretically, be able to put a dent in these crime num- bers. Troubling police stats offer few solutions But, with bigger budget, more officers and equipment, let’s hope force can reverse trend Who, pray tell, was the genius who organized a hit on Whitby-Ajax MPP Jim Flaherty’s office and at- tempted to make the getaway on a chartered bus? And who are these people who call themselves the Ontario Coali- tion Against Poverty? If getting media attention is the sole objective of group members they can claim victory. But they really should change their organization’s name. If easing the plight of the home- less, the underfed or the unemployed is their reason for existence, then how do they do that by terrorizing co-operative education students and well-meaning office secretaries? Here’s an idea if they are really serious about changing government policy: Create a political party and run for office on a platform that ap- peals to Ontarians. Hey, it worked for the Alliance — for a little while anyway. I must say I was shocked at the level of damage in Mr. Flaherty’s Whitby office when one of our pho- tographers returned from the scene Tuesday afternoon. Boy, these OCAP people have some hostility is- sues to deal with. Mad at Mike Har- ris? Let’s go turn over some filing cabinets and empty desk drawers; that will show him! Fed up with the Conservatives? Let’s organize a strike force and then run like hell! Want to bring attention to your cause and bring people around to your way of thinking? Let’s scare the wits out of a group of teenaged girls. I’ll bet the counter-culture rebels at OPAC are already plotting their next Big Thing in their ongoing quest to Change the World, Or At Least The Area Most Easily Accessi- ble by Chartered Bus. I’ve got a few ideas for them too. They can protest the effects of grav- ity by, say, jumping off the Michael Starr building in downtown Oshawa carrying a banner the whole way down that says — what else? — ‘Gravity sucks’. Or they can fight rampant consumerism by refusing to buy their clothes at army surplus stores. Or maybe they’ll break new ground in their fight to aid the need- iest in our communities by, say, going on a hunger strike. Forever. There are some things about the Mike Harris government’s policies I’ve come to question in recent years, and there are many like me. But I don’t see how vandalizing an office, or staging violent confronta- tions, or throwing rocks at duly sworn law enforcement officials will solve anything. I’ll exercise my fran- chise when the next election is called and be led by my conscience instead of my fists, like most everyone does. Heck, if the members of OCAP really want to get the provincial gov- ernment to stand up and take notice, they should just apply for welfare. In an interview Thursday, Mayor Diamond said the Municipal Act sets clear guidelines regarding what consti- tutes a meeting of elected officials and, she argued those guidelines weren’t followed. “If it’s a (formal) meeting (of coun- cil), then there are minutes and there are requirements under the Municipal Act that it has to be open to the pub- lic,” Mayor Diamond explained. “I’m really fixed on this, you’re doing the business of the public,” she said, adding if councillors are making decisions then that has to be done in a public forum. She said, while the Act allows for councillors to hold retreats for the pur- pose of staff briefings on issues, “you cannot make decisions, you cannot vote. “If it was a meeting it contravened the Municipal Act. If it was not a meet- ing you don’t produce minutes because you don’t vote. This is not how coun- cils are supposed to do business.” Mr. Anderson maintained, however, Regional council didn’t break any rules by holding the retreat to discuss municipal governance options and vot- ing Wednesday on recommendations from that meeting. “If council is in a group together it is considered a meeting,” he said Fri- day, noting the retreat was a public meeting because the media knew about the event and were welcome to attend. “We kept track of the discussion that took place and what we did Wednesday was confirm those discus- sions.” He added, “Our clerk was quite adamant on the rules. I don’t think it was a big deal. “The fact was we needed some strong discussion on governance with- out the formality of a formal meeting... councillors sometimes temper what they want to say... at the retreat every member of council had the opportuni- ty to speak their mind.” Mr. Anderson reported the recom- mendations approved by council Wednesday lay out a plan of action for the Region, noting the procedure fol- lowed at this year’s retreat was no dif- ferent than what was done last year fol- lowing a retreat at the Fern Resort. He also said Mr. Rust-D’Eye is “not our clerk and not our lawyer. I have no intention of listening to George Rust- D’Eye.” He maintained he has no concern at all that the meeting was held in contra- vention of the Municipal Act, noting, “If I did we wouldn’t do it and I’m sure my clerk and our lawyers wouldn’t allow us to do it.” The mayor also questions why council went ahead Wednesday and approved the recommendations from the retreat when they had been given a legal opinion that stated those recom- mendations are a “nullity. “Despite this legal opinion, they proceeded anyway.” She added, “I think collectively the council is losing its vision of respect. I’m appalled at the lack of respect for the law. I can’t believe a council will so brazenly contravene the Municipal Act. It does not give me respect for council.” The mayor said she plans to follow up on the matter, noting, “The conse- quences will depend on the informa- tion I get.” NANCY DIAMOND ‘I think collectively the council is losing its vision of respect.’ DURHAM — Teeing up for charity paid off Thursday as the Durham Re- gion Chairman’s Charity Classic Golf Tournament raised a record-high amount of money for two “good caus- es”. Roger Anderson reports the fifth an- nual tournament, held at the Oshawa Golf Club, raised more than $206,000 for Junior Achievement of Durham Re- gion and Durham College. “It’s the highest that I’ve ever heard of in a golf tournament,” the Durham chairman said. “It was just a great day.” The event featured 164 golfers and more than 200 people for dinner and an auction, Mr. Anderson said. The auction offered participants a chance to bid on items such as full-time tuition at Durham College for three years; a helicopter ride in the Durham Regional Police helicopter, Air1; dinner for eight at Mondo Ristorante; and 12 tickets for a Toronto Maple Leafs game. “It was very well-attended,” said Mr. Anderson. “The Oshawa Golf Club did a phenomenal job.” According to Mr. Anderson, one of the highlights of the day was the $1-mil- lion shootout. Ten golfers who shot clos- est to the pin during tournament play were invited to return to the 18th hole at the end of the day to try and sink a hole- in-one for $1 million. Mr. Anderson said Township of Uxbridge chief administrative officer Alex Grant “missed it by about four inches. Everyone thought it was going in. It was just a great day and we raised an awful lot of money for two good causes.” He noted the event wouldn’t have been the success it was without the help of many corporate sponsors. They in- cluded the Durham Division of Metroland Printing, Publishing and Dis- tributing group of newspapers (which includes the News Advertiser), Brook- valley Holdings, Campus Living Cen- tres Ltd., Telus Corporation, First Pro- fessional, Lafarge Pressure Pipe, Miller Paving, Ontario Power Generation, El- lisDon and Totten Sims Hubicki. Klein, B.Sc., D.P.M. Podiatrist-Foot Specialist We all tend to make New Year’s resolutions to exercise, lose weight and watch what we eat, but our motivation only seems to peak with the start of summer. There is nothing like warmer weather to encourage us to get out- doors, even if it is only to begin a walk- ing program. As with any new exercise, if you are over 35 years of age, you should get a medical evaluation before beginning. Walking not only burns fat, but it tightens muscles and lowers lipopro- tein cholesterol levels. Our walking rate as we go about our daily activities is approximately 3 miles per hour. The average person should walk at a pace of about one third faster (4 miles per hour) to reach a desired exercise heart rate. A good walking shoe is very important and should provide flexibili- ty at the mid sole. It does not have the thick sole that a running shoe has, as walking does not require as much impact protection. Before you begin walking, it is always a good idea to begin with at least 5 minutes of stretching. After you stretch, begin to walk slowly. Do so for about 5 minutes to slowly increase your heart rate. Now walk briskly for about 25 to 30 minutes. Your walk should end with a 5 minute decrease in speed to cool down and then 5 minutes of stretching to prevent stiffness and increase flexibility. Never wear ankle weights. They will put pressure on your joints that evolution never anticipated and are sure to cause future problems. Safe walking is great for all ages. It only involves common sense. Several summer exercise tips are: 1)Dress appropriately for the temperatures. Wear light coloured (as it does not absorb sunlight), loose fitting clothing. Always wear a hat with a visor, and use a sunscreen with a SPF of at least 15. 2)Drink a lot of water before, during and after the walk. Don’t wait until you are thirsty, by then it’s too late, you are already dehydrated. 3) Give yourself time to adapt to warmer temperatures. Exercising in the summer heat puts more strain on the body than in cooler temperatures. 4)Walk in the morning or early evening when it is cooler, and traffic is lighter. 5) Make sure you are visible when walking at night. The greatest threat to the health of a walker is an inattentive driver. Wear bright clothing with reflective tape on your arms, front and back. Also carry a flashlight. 6)Avoid busy streets. Carry only enough money for a phone call or emergencies. 7)Obey the rules of the road. Walk facing traffic where there are no sidewalks. Like any form of exercise, walk- ing should be done in moderation, every other day. If you are concerned about the temperatures outside, you can always mall walk. Most are open early in the morning, long before the stores open and all are 21º C. Just think, you will never have to worry about a pet owner who neglected to scoop their poop! The Toronto Tour, which features several players from Ajax and Pickering, played in the North American Roller Hockey Championship tour- nament final against the Buf- falo Bruins, a team Tour had defeated soundly in a round- robin game. The Bruins were determined to avenge the previous loss and worked hard to score a few goals, but again, were no match for the fast-skating, crisp-passing, and sharp-shooting Tour. The final score was 11-4 for Tour. Jason Crete scored four times, Kyle Cunningham had three, Liam Reddox scored twice, and Ryan An- nesley and Andrew Dis- sanayake added one each. In roller hockey an eight- goal difference, or ‘mercy’, immediately ends the game. Toronto won all three round- robin games by mercy. Tour beat the Buffalo Ju- nior Wings 9-1 in the open- ing round-robin game. Red- dox scored five times, Cun- ningham scored three times and Dissanayake scored once. In the second game, Tour took only 15 minutes to mercy Team OPRR 8-0. Chris van Onlangs scored twice, and Kyle Tate, Crete, Danny Lefort, Reddox, Cun- ningham and Dissanayake scored once each. Tour needed less than 17 minutes to mercy the Bruins 8-0 in the third contest. Red- dox scored a hat trick, Cun- ningham potted two, and van Onlangs, Annseley, and Crete added one apiece. Toronto also scored at the tournament award table, with the duo of Quinn Caggiula and James Ronald winning the top goaltender award and Reddox earning the top scorer award. Kyle Zettler is also a member of the team. Rob van Onlangs and Ken Mulgrew coach the team.
