Pickering taxes hiked
‘Tax holiday’ends with
9.8-per cent increase

PICKERING —The “tax hol-
iday” local residents have enjoyed
for much of the last 10 years is
over, says Wayne Arthurs, after
Pickering council approved a 9.8-
per cent tax hike Tuesday.
“It’s not with any great degree
of glee that we wrestle with this
type of budget increase,” said the
mayor, adding the days of zero-
per cent increases are over.
“The next couple of years I
don’t believe will be substantively
easier than this year,” he added.
“The time in which we had a
respite from tax increases is over.”
Pickering councillors approved
a current budget of $46.2 million,
approximately $24 million of
which will be raised through prop-
erty taxes, resulting in a 9.8-per
cent tax increase for homeowners
this year. The City also approved a
capital budget of $6.6 million.
Mayor Arthurs explained a
number of issues have been dri-
ving the budget this year.
“We are seeing a need to fi-
nance the capital projects that
have already been approved and
built,” he said, pointing to the new
Petticoat Creek Library and Com-
munity Centre and the City’s wa-
terfront project as examples.
“We have an obligation... to
repay those monies as though they
were debt we had in the market-
place,” he said, noting just under
$600,000 is being allocated to
debt repayment this year.

board to
dole out
discipline
Schools take part in
second-chance project

DURHAM —Durham’s public
school board, in conjunction with
community partners, will offer
‘The Return Ticket’to expelled stu-
dents seeking re-entry into the pub-
licly-funded school system.
That’s the name of the strict-dis-
cipline demonstration project, fully
funded by the Province, to be of-
fered here starting in September.
The Durham District School
Board this week was one of seven
school board/ agency partnerships
chosen to offer the project, after the
Province issued a request for pro-

being directed toward the Picker-
ing Fire Service in an effort to
enhance the City’s fire services
and increase the number of fire-
fighters here.
He also said the growth the
City has experienced in recent
years dropped off this year, ac-
counting for a reduction of
$400,000 in revenues from build-
ing permits.
Another budget pressure for
2001 was the fact council decid-
ed last year to use money from
the City’s rate stabilization fund
to ensure a zero-per cent increase
for 2000.
“We have no option but to re-
cover it through a tax increase,”
he said.
The mayor noted the City is
trying to pay for capital projects
with current tax dollars and is
also trying to avoid drawing on
reserves.
He reported this year’s budget
process has not been easy for
staff and added, “I’m not sure it’s
the type of thing we want to con-
gratulate ourselves on but it is a
job that has to be done.”
Ward 1 Regional Councillor
Maurice Brenner, however, main-
tained the City could have chosen
to lessen the burden on residents
this year if councillors had
agreed to direct additional rev-
enues from the administration of
the Provincial Offences Act
(POA) toward the operating bud-
get, rather than the capital bud-
get.
“I do understand the rationale
and the logic (for council’s deci-
sion),” he said, adding he be-
lieves the POA revenues could
have been used to limit a tax hike
to just over eight per cent.
“I realize we’re not talking
about a lot of money,” he said of
the roughly $200,000 in rev-
enues, noting in a year when tax-
payers are feeling the additional
pressures caused by the recent
property reassessments and the
government’s new tax policies,
lessening the tax hike by one per
cent could make a difference to
someone.
However, Ward 3 Regional
Councillor Rick Johnson noted
Pickering residents, who’ll be
paying an average of $75 more in
City taxes this year, are still get-
ting “a pretty good bang for their

DURHAM —The Region is call-
ing on the Province to allow local po-
lice services to use photo radar within
their respective municipalities.
Durham council voted Wednesday
to endorse a motion that originated in
the Township of Essa, which has for-
warded a resolution to all Ontario mu-
nicipalities asking for their support in
requesting that the Province reintro-
duce the photo radar program on all
major provincial highways in an effort
to reduce motor vehicle accidents.
“The reintroduction of photo radar
would be a very useful tool in assisting
the police service in bringing bad dri-
ving habits under control,” said Os-
hawa Councillor and Durham Police
Services Board chairman Bob Boy-
chyn in urging his colleagues to sup-
port the motion. Council also agreed to
take the Essa motion a step further and
ask that photo radar be made available
to police all roads.
The Province first introduced the
photo radar program in 1994 as part of
a six-month pilot project on selected
highways across the Greater Toronto
Area. The program was discontinued
in 1995.
Coun. Boychyn noted as chairman
of the police services board he receives
a number of phone calls from con-
stituents “complaining about the hor-
rendous speeds being driven on our
Regional roads”.

The project became necessary
when the government introduced its
Ontario Code of Conduct. Under the
code students will be suspended and
face expulsion for certain behaviour,
including possession of a weapon,
trafficking in drugs and weapons,
robbery and sexual assault. To re-
turn to the classroom, expelled stu-
dents must successfully complete a
strict discipline or similar program.
The board will partner with
Frontenac Youth Services in Os-
hawa, Chimo Youth Services in
north Durham, Durham Family
Court Clinic in Oshawa and the
Whitby Mental Health Centre.
The demonstration project will
not be offered on school property
but at three yet-to-be-announced lo-
cations — in Pickering, Oshawa and
north Durham during regular school
hours.
Education Minister Janet Ecker
in an interview said she was “very
pleased” Durham was among the
chosen board/agency partnerships.

Everyone has a role
to play in air quality
To the editor:
Re: ‘Durham is failing its poor, elderly,’
editorial, May 16.
The sentence, “As for air quality —
that’s a problem that goes well beyond
Durham’s borders and must be policed by
the Province and the feds” gives the im-
pression there is nothing we Durham resi-
dents can or should do about it.
Durham residents can do more to re-
duce air pollution, but more awareness
needs to be brought to the attention of all
residents.
Some examples of how residents con-
tribute significantly to air pollution in-
clude driving vehicles wastefully (notice
how many drivers speed or idle motors un-
necessarily), using solvent-based paints,
using gas-powered lawn mowers where
manual push-mowers might be suitable,
having outdoor bonfires, and using aerosol
spray products.
Many of these opportunities for indi-
viduals to minimize contributions to air
pollution also would save energy and so
ought to become more obvious as energy
costs increase. While the provincial and
federal governments implement legisla-
tion and programs for such measures as
vehicle emission testing, sulphur and ben-
zene content in fuels, and industrial emis-
sions of smog precursor chemicals, both
governments provide literature that indi-
cates individuals can help reduce air pol-
lution by their individual choices in use of
energy and products.
Citizens should be reminded at every
opportunity that they should help reduce
air pollution in Durham and the media has
a responsible role to at least avoid skip-
ping this aspect of the air quality problem.

Dick and Jane – a primer for the 21st Century
We have some requests for our friendly regional politicians:
please dispense with the expensive regional governance retreats,
please quit funding ‘do-nothing’studies from consultants, please
stop worrying about amalgamation.
At a time when property taxpayers are getting slammed with
significant tax hikes on the order of eight per cent regionally and
three to 10 per cent locally, we don’t need more of our tax dol-
lars wasted on frivolous retreats and reports.
After all, what do we have to show for all this hot air and
burned-up money? Nothing. We’re right where we started years
ago, when fears of forced amalgamation began. The Province has
spoken on the issue and has assured Durham lawmakers that en-
forced amalgamation is not on the immediate agenda.
And, who knows, we could well have a different party in
power after the next provincial election, a party that has no inter-
est in pushing amalgamation.
Even if amalgamation is forced by the Province, what good
will reports, consultants and retreats do us? The Province will do
whatever it wants to do — see Toronto circa 1997 for an exam-
ple.
Don’t get us wrong. We’re all in favour of finding the most
cost-efficient way of providing municipal and regional services.
But that isn’t something that requires special retreats and costly
reports. It should come as second nature to our municipal and re-
gional politicians. Surely their No. 1 duty is to protect and look
after taxpayer’s money. It should be taken care of in the natural
order of political business.
If municipal and regional politicians feel amalgamation serves
their constituents best, they can make a case to the people they
represent and petition the Province to put the issue to a referen-
dum at election time. Of course, the odds are local politicians
aren’t keen to offer an alternative that could see their influence or
even existence threatened. That’s where an outside body, the
Province, comes in.
In any event, our concern is the amount of time, money and
energy being wasted on amalgamation and governance. We can
understand the desire of regional politicians to earn that fat eight-
per cent raise, retroactive to Jan. 1, they voted themselves. We
just feel they could better spend their time trying to find ways to
save money so Durham’s property taxpayers won’t have to be hit
with huge tax increases once again next year.
Municipal and regional politicians have plenty enough to
worry about without getting bogged down with amalgamation is-
sues. Please stick to the job at hand.

Glen Kerry made a life-altering
decision in 1990.
He went into business with his
mother Elva, heading up their
commercial cattle operation on
Scugog's 6th Line in the wake of
his father Walter's death.
"When my dad died I was 23,"
he explains. "I basically had to de-
cide if I was going to quit and let
the family farm go when he died or
stick with it."
A graduate of Kemptville Agri-
cultural College, Mr. Kerry says up
to that point farming was all he had
ever "done". And so for him, the
decision to take over the family
farm seemed natural even though
none of his siblings took the same
route.
Today, the 34-year-old and his
wife Shari have bought out their
partner and have expanded the
family farm into a 120 cow-calf
purebred operation. Mr. Kerry di-
vides his time between that and
managing a nearby farm for anoth-
er owner.
"Most beef operations are part-
time. It's too big of a capital in-
vestment for so little return," says
Mr. Kerry, who believes the
chances are slim his two small
daughters will ever follow in his
footsteps.
"(Farming) is only going to get
worse. If they do do it, it won't be
in Durham. This is too high of a
tax zone," he says, adding land
prices are high this close to urban
areas. Like most local farmers, he
rents 400 of his 500 acres for
Fairview Farm.
The Kerrys are the norm when
it comes to young people gaining a
foothold in a farm operation, says
Larry Flett, a senior account man-
ager with Royal Bank in Port
Perry. With the high cost of farm-
ing, it's tough for a young farmer
to establish themselves without the
help of farming parents.
"It's what we call estate plan-
ning. You'll find a father and moth-
er helping out a son and daughter.
If they have a large farm they will
give them shares. If there's a part-
nership, the mom may back away
and the dad will work with the son
or daughter," he explains.
But the cost to do business is
going up all the time, says Mr.
Flett, who has been lending money
to farmers for 27 years. A dairy
barn can cost as much as $300,000
to build, with another $2,500 a
head for good cattle, he says. Pro-
ducers also have to purchase
quota, which is a right to produce
so many litres of milk, in the sup-
ply-managed market. An average
sized herd, about 40 to 50 kilos of
quota, can run at around $800,000.
While cash croppers aren't re-
quired to purchase quota, they are
hit with heavy equipment costs,
says Mr. Flett.
A combine can cost as much as
$400,000 with attachments and
that's only one piece of equipment,
he adds.
As a result, about only a hand-
ful of people under the age of 25
are knocking on his door each year
for start-up financing. Mr. Flett
takes in territory spanning from
highways 48 to 115.
"I generally ask them about
their experience level. Did they
work on a farm for most of their
life or do they have a degree in
agriculture or agfinance out of
Guelph?" Mr. Flett explains. "I
want to know if they have an estate
plan in place. What happens if
something happens to mom and
dad?"
Applicants are also asked if
they have a business plan in place.
Mr. Flett says he works with the
client to determine in which direc-
tion a son or daughter wants to
take the family farm and if there's
sufficient cash flow to make it all
possible.
"I think the large corporate
farms are where the overall indus-
try is headed," he says.
"You'll still have the lifestyle
farmer who works at GM and has
50 head (of cattle). Those are the
people who want to live in the
country and grow vegetables or
run a greenhouse. They'll always
be around.
"But the full-fledged family
farms, the guys in the middle - it's
becoming more and more difficult
for them to survive because of the
costs."
More and more large farmers are
buying out their smaller neigh-
bours, a trend illustrated by the lat-
est statistics from the Canadian
Federation of Agriculture. A 1996
census reported a total of 276,548
farms in Canada, an 18.3 per cent
decrease from 1976.
At the same time, Canadian
farms are, on average, 22 per cent
larger today than 20 years ago.
The average farm size was 608
acres, compared to 499 acres in
1976. The trend towards larger and
fewer farms in Canada means fewer
farmers produce more food than
ever before.
That's a fact that scares Dave
Barry when he thinks of the future
of his industry.
At 41, the president of the
Durham chapter of the CFA says
he's considered a young player in
the world of agriculture. The aver-
age age of a farmer in Ontario is 58,
he says. "It's hard enough for guys
to stay in farming let alone get start-
ed," says the Zephyr farmer, who
began renting his own land at the
age of 15.
He was able to establish himself
with the help of his father and a
provincial farm start program in the
1980s, which gave young farmers a
five per cent interest rate rebate on
their debt.
Those programs have since dis-
appeared and groups like the DFA
don't have the resources to pick up
the slack, he says.
"We're a straight lobby group.
We have a hard enough time financ-
ing ourselves," says Mr. Barry.
"It scares me because the future
of any industry depends on building
new ideas," he explains.
"As farmers get older there isn't
that transference of knowledge, his-
tory and experience from one gen-
eration to another. And as opera-
tions get older, you lose a sense of
community."
If one can draw a positive from
this past year of rising fuel costs
and falling commodity prices, it
could be that it created a sense of
community among farmers as they
lobbied the provincial and federal
governments for some relief, says
Mr. Barry.
"I hope people keep coming up
the ranks because farming is our fu-
ture," he says, adding things won't
get any better until "the government
does truly see the value in agricul-
ture".
Canadian farmers can't compete
with the treasuries of other govern-
ments like the United States and
Europe, which heavily subsidize
their producers, he says.
Domestic farmers aren't even
on a level playing field with pro-
ducers in their own country, he
says, pointing out Ontario pro-
ducers can't compete with Que-
bec farmers, who are subsidized
by their provincial government.
Although starting a farm is a
definite challenge, it's best to be
tried when you're young and
chances of recovery are better,
Mr. Barry says.
"If you do lose, you don't lose
years of work," he adds.
"But the problem is farming
becomes your identity and when
things go bad, the heart rules in-
stead of the head," he says.
"If I quit now I wouldn't know
who I was."

MADD demonstration provides sobering message for students

AJAX —Connie Heron ad-
mits she never figured she’d end
up back in high school on a reg-
ular basis.
But for the victim support
chairman of the new Durham
Region chapter of Mothers
Against Drunk Driving
(MADD), frequent stops at local
schools, such as her recent visit
with Grade 11 students at Pick-
ering High School, are an impor-
tant step in educating students
about the dangers of drunk dri-
ving, something she believes her
daughter Amanda would have
wanted.
“I never dreamt I’d be out in
high schools doing this,” Ms.
Heron told the students.
Amanda was killed in June
1998 by a drunk driver, and since
then, Ms. Heron has been telling
her story to Durham youth, hop-
ing she will at least convince one
person not to drink and drive.
Ms. Heron shares her story
through words and a video, cre-
ated by Durham Region high
school students, about Amanda
and another drunk driving vic-
tim, Jennifer Crook.
After the video, ‘Tragic
Memories’, finished playing at
Pickering High, the room went
silent as some students wiped the
tears from their faces. Ms. Heron
also shed a few tears, saying she
never knows when the pain of
her loss will hit.
Following Ms. Heron to the
stage was Mike Murphy, educa-
tion chairman for the Durham
chapter of MADD. His job is to
tell the students what will hap-
pen if they are caught driving
under the influence. But some-
times, actions speak louder than
words. Four students were cho-
sen to be part of a demonstration
that shows students what it
would be like to drive drunk.
Wearing ‘fatal vision’ gog-
gles, which simulate what a per-
son would see when they are
over the legal limit of alcohol,
each student had to push a chair
with a classmate on it through a
course of pylons. All four failed
the test, and had they been be-
hind the wheel of a car, were re-
minded they could have killed
themselves.
Wendy Burt, 17, said she
would never drive drunk after the
experience.
“I would never (drive drunk),
I was embarrassed just about the
way I was driving,” she said mo-
tioning to the chair she had just
finished pushing.
Her passenger, and then dri-
ver, Maximito Cisneros, 18, said
he had his family to think about.
“All I know is, I’ve got siblings to
care for, so I don’t want to risk my
life,” he said after crashing into a
group of students.
Erin Bay, was another one of the
students to fail the challenge.
“If I couldn’t go around those py-
lons, then I doubt someone could if
they were drunk,” she said.
The students noted preparation is
a good way to deal with driving
drunk or getting in a car with some-
one who is under the influence.
“You have to plan ahead,” said
Jamie Tam, 17, noting said she and
her friends always have a designated
driver.
Ryan Dasilva, 17, agreed a desig-
nated driver is the way to go, adding
if you don’t trust that person to stay
sober, “Just don’t go at all.”

Durham considers
donation mechanism
for property bills

DURHAM —Regional politi-
cians are considering the inclusion of
a mechanism on this year’s tax bills
that would enable residents to make a
charitable donation toward Durham’s
hospitals.
Pickering Councillor Maurice
Brenner called on his colleagues
Wednesday to approve a motion that
would see Durham’s eight member
municipalities include a mechanism
on the 2001 property tax billings for
an elective contribution of one per
cent of the bill toward the region’s
hospitals.
“If a resident chooses to make an
elective contribution, they’re getting
a credit back for a charitable contri-
bution,” he explained. “There is a
need across our region. It’s become
clear to me there is a way to assist.”
The Rouge Valley Health System
and Lakeridge Health Corporation
had requested $100 million in fund-
ing from the Region toward planned
expansion projects at health-care fa-
cilities across Durham.
Council, however, turned down
their request.
Coun. Brenner noted while
Durham residents weren’t in favour
of seeing the responsibility for health
care added to their property tax bills,
creating an opportunity for voluntary
contributions to local hospitals
would “allow us to gauge what the
mood is like in the public”.
He also said the Region has a
wider audience than the hospital
foundations, which are involved in
fund-raising in communities across
Durham.
“We cover each and every proper-
ty in Durham Region,” he said.
Coun. Brenner reported munici-
palities would issue tax receipts to
residents who make a donation to
hospitals, noting the City of Picker-
ing was successful in raising
$500,000 toward a millennium fund
for its 2000 celebrations by issuing
charitable receipts to donors.
Pickering Councillor Rick John-
son, who seconded the motion, said
the Region has an opportunity to
“bring awareness to the hospitals’
plight. It’s another vehicle to raise
money for hospitals.”
Meanwhile, Oshawa Mayor
Nancy Diamond noted providing res-
idents with the opportunity to make
an elective contribution to area hos-
pitals would indicate the Region’s
support for Durham’s hospitals.
“It has been very successfully
done elsewhere,” she said. “It makes
it easier for people to contribute.”
However, Ajax Mayor Steve
Parish suggested the motion should
be circulated to area municipalities
for input prior to Durham council
making a decision.
The issue is expected to come
back to the Region at the next
Durham council meeting June 13.

Durham high school students driven to succeed
DURHAM — Students from 11
Durham high schools put their dri-
ving knowledge to the test during
the recent Teen Driving Challenge.
At a course set up at Whitby’s
Iroquois Park, 22 students competed
for cash prizes and learned a little
something about road safety along
the way.
Molly Forrester of Oshawa’s
O’Neill Collegiate was the top stu-
dent while Scott Provost of Whit-
by’s Sinclair Secondary School fin-
ished second.
The overall challenge included
three phases designed to test stu-
dent’s knowledge and skill level. In
February, students from across the
region were invited to take a written
test. The six students with the best
scores from each school then took a
computer-simulated driving chal-
lenge. The top two from each school
were behind the wheel last weekend
for phase three, actual driving tests.
“It’s very important young peo-
ple realize they are not invulnerable,
especially behind the wheel of a
motor vehicle,” said Lynne Gray, a
public health nurse with the Durham
Region Health Department.
“The Teen Driving Challenge
highlights the seriousness of the dri-
ving world in an interactive and fun-
filled environment.”
According to a 1998 report by
the Ontario Injury Prevention Re-
source Centre, motor vehicle colli-
sions are the leading cause of death
and hospitalization among individu-
als aged 15 to 24.
The event was held as part of
Whitby Street Safety Day, which
saw the launch of the Whitby Road
Safety Challenge, a provincewide
competition on road safety.
The Durham Region Teen Dri-
ving Challenge Coalition is a co-op-
erative effort of many community
sponsors including Durham’s police
and health departments.

AJAX —Plans for about 40 townhouses
are going to be replaced with single-detached
homes in a southeast Ajax development.
And, Ajax councillors want Runnymede
Somerset Ltd. to get moving on building a
construction road to get heavy traffic off Shoal
Point Road leading to the Lakeside subdivi-
sion.
Council’s community affairs and planning
committee on Tuesday agreed to a request
from Runnymede, the developer of the pro-
ject, and Tribute Homes, the project builder, to
allow single-detached homes rather than
townhouses.
Approximately 65 single-detached homes
would be on 50-foot-wide lots along a yet-to-
be-built southerly extension of Audley Road.
Tribute spokesman Lucy Stocco said one
of the reasons for the switch is single-de-
tached homes are easier to sell.
But, Town planner Dave Meredith told the
committee, “From staff’s perspective, it’s a
fairly significant shift from what was pro-
posed. There’s no element of distinction, no
focus. The focus is being lost through the ap-
plicant’s request for conversion.”
Staff found “the profit margins aren’t as
high for townhouses as detached houses,” Mr.
Meredith said. “It’s not that there isn’t a mar-
ket. It’s that they’re not as profitable.”
With the request, 90 per cent of the devel-
opment would be single-detached housing, he
stated. “I question if we’re providing a suffi-
cient range of housing.”
Ward 3 local Councillor Randy Low said,
“When I read the report, to me it seemed like
a reasonable request. Single-family dwellings
on larger lots is a preferred method.”
Mayor Steve Parish wanted the matter de-
ferred for four weeks to give Runnymede,
John Boddy Homes and the Town a chance to
discuss the construction road.
Boddy owns land immediately north of
Runnymede’s, where the road would travel.
Heavy traffic would use the construction road,
which would run north to Bayly Street.
Rodger Miller of Runnymede argued
against a deferral, saying, “We’re anxious to
proceed to phase two and timing is critical.”
Instead of a deferral, committee members
attached a holding provision to the rezoning
bylaw.
The holding provision would be removed
once Runnymede shows it’s made progress on
negotiating a construction road.

Clues in video store
robbery sought
PICKERING —Crime
Stoppers and Durham Re-
gional Police are asking
for help in finding a man
wanted in connection with
a robbery in March.
On Tuesday, March 20
at around 9:30 p.m. a man
walked into The Adult
Video Store at 1163
Kingston Rd., Unit 5, in
Pickering.
He approached the
clerk, produced a meat
cleaver with an eight-inch
blade and demanded the
money from the store’s till.
The clerk complied and
gave the man the money.
After handing over the
cash the clerk was locked
in the store’s washroom
and the suspect fled on
foot.
The suspect is described
as a black male in his 20s
standing about five-feet
eight-inches tall and about
160 pounds.
He was wearing a black
puffy jacket with a black
hooded sweatshirt and
faded green Nike running
shoes.
Crime Stoppers will pay
cash for any information
that leads to an arrest in
this incident and callers
never have to give their
names.

PICKERING —Keeping its ISO desig-
nation means OPG has an EMS for SEAs.
Ontario Power Generation (OPG) follows
an environmental management system that
oversees activities that could impact the envi-
ronment and helps keep its ISO 14001 desig-
nation.
Frank Bajurny, of OPG’s environmental
services section, told the Community Adviso-
ry Council last week the EMS is based on the
ISO designation the utility received in De-
cember 1999. The certification was retained
following an audit last year and another audit
is scheduled for October. ISO 14001 is an en-
vironmental designation. The EMS is the
process used to achieve and show sound envi-
ronmental performance by controlling the im-
pact activities, products or services could have
on the environment, he noted.
OPG doesn’t provide services or products,
so “we focus on activities”, Mr. Bajurny said.
The ISO 14001 is “based on a simple
process” of continual improvement, pollution
prevention, regulatory compliance and man-
agement commitment, Mr. Bajurny said.
Having a management commitment is nec-
essary, he noted. “The first three without the
fourth is just lip service.”The management re-
views the EMS to ensure it’s “suitable, ade-
quate and effective. The review goes on annu-
ally to ensure we’re robust.”
The EMS process starts by establishing an
environmental policy, coming up with a plan,
implementing the plan, checking and taking
any corrective action and ends with a manage-
ment review. But, Mr. Bajurny said the
process is “cyclical”, so it never stops.
Having an environmental policy includes
complying with all laws, preventing or mini-
mizing pollution, training employees and set-
ting targets, he noted.
Part of the planning is to identify different
activities that have the potential to impact on
the environment. Mr. Bajurny noted 300 ac-
tivities were identified, with 14 of them cate-
gorized as having or possibly having a signif-
icant impact. Some of the 14 activities include
tritium emissions, releasing contaminants into
groundwater or storm water, releasing PCBs,
carbon-14 emissions, and noble gas emis-
sions.
The 14 activities are listed as significant
environmental aspects (SEA), and managing
or responding to them “forms the backbone”
of the station’s environmental program, Mr.
Bajurny stated.

Area athletes off to OFSAA
after qualifying meet
TORONTO ––Seven athletes
from Durham Region qualified for
the provincial high school track and
field championships in style by win-
ning two gold medals each in indi-
vidual events of the Central Region-
al championships at York University
Wednesday.
Oshawa’s Patricia Mayers of
Eastdale Collegiate blasted to the
finish line in both the 200- and 400-
metre finals in the junior girls’ divi-
sion. She won the 200m in 25.15
seconds, nearly a full second ahead
of Pickering’s Shannon Boodram,
and the 400m in 56.59, almost three
seconds ahead of Boodram.
Zach Vine of Bowmanville High
School took the junior men’s 100m
dash in 11.22 seconds and the 200m
in 22.71.
Liliane Sparkes of Ecole Charles
Garnier in Whitby prevailed in
longer distance runs, winning the
midget women’s 800m in 2:24.63
and the 1500m in 5:04.12.
Pickering’s Pine Ridge Sec-
ondary School and Ajax’s Pickering
High School produced a pair of dou-
ble gold medallists apiece.
For Pine Ridge, KerriAnn
Mitchell won the senior women’s
long jump (6.03m) and triple jump
(12.22m) while Paul Martin won the
junior men’s high jump (1.85m) and
300m intermediate hurdles (39.73).
For Pickering, Akiel John took
the junior men’s long jump (6.73m)
and triple jump (13.88m) while
Dwayne Higgins won the 110m
high hurdles (14.10) and 400m in-
termediate hurdles (55.68).
The top four finishers in each
event qualify for the Ontario Feder-
ation of Schools Athletic Associa-
tion championships at Toronto’s
Centennial Park Stadium May 31 to
June 2.
AJAX — Pickering High
School track athletes had a ban-
ner day at the OFSAA Central
Region Track and Field Champi-
onships at York University
Wednesday.
After a gruelling day of com-
petition, 17 athletes qualified to
represent the school at the 2001
Ontario Federation of Schools
Athletic Association Champi-
onships in Toronto next Thurs-
day through Saturday.
Leading the way was Dwayne
Higgins, who was a triple gold
medallist in the senior boys’divi-
sion. Higgins won both the 110-
and 400-metre hurdles, recording
the fastest times for high school
athletes in the province. Higgins
also was one fourth of the senior
boys’ gold-medal winning 4-x-
100m relay team with Sheldon
Scott, Jamaar McLeggon and
Jantzen Campbell.
Scott earned another gold and
two silver medals to go with his
relay gold. Scott won the long
jump, recording a provincial-best
leap,as well as silver in the 100m
dash and the 200m.
McLeggon finished fourth in
the 100m dash and 200m.
Higgins, Scott, Nick Shelton
and McLeggon teamed up for the
open boys’ 4-x-400-metre relay,
finishing with a silver medal in a
photo finish to Scarborough’s
Birchmount Park. The Pickering
High time of 3:25 was the second
fastest high school time in the
country this year.
In the junior division, Akiel
John was a triple gold medallist
at the central regionals. John won
both the triple and the long jump,
recording the longest leaps in the
province. He also helped Picker-
ing High capture a gold medal in
the junior boys’ 4-x-100m relay
with teammates Jason Jordan,
Cameron Sahadath and T.J.
Gibbs.
Sahadath also captured a gold
medal in the 110m hurdles and
won silver in the 300m hurdles.
His time in the 110m hurdles was
the fastest in the province.
Jordan also ran to two silver
medals in the 100m dash and the
200m.
Kevin Richards also struck
silver in the long jump and the
triple jump, posting the second-
best leaps in the province.
In the midget division, Picker-
ing High’s 4-x-100m relay team
of Tedroy Gomes, Matthew
Lawrence, Cory Seale and John-
ny Grosso won the gold medal.
Gomes also captured a gold
medal in the 100m hurdles and
was fourth in the 300m hurdles.
Andrew Bennet placed second in
the 100m hurdles.

in-law Jim Dixon, cherished grandmother of

Jim Raaphorst, Julie and her husband Kevin
Ewing, great aunt of Austen Raaphorst,
Jesse, Brendon, and Taylor Ewing. Prede-
ceased by sister-in-law Sharon Pinch. Sister-
in-law of Philomena Holowaty and husband
John, Josephine Gangemi, Joseph Gangemi,
Lou Suszek, Gina Gangemi and Jerry Rowan,
aunt of Karyn Holowaty. Gayle retired from
Oshawa This Week this year after thirty
years with the paper. She enjoyed spending
time with her grandchildren and family, espe-
cially at her cottage on Little Hawk Lake,

bered for her generosity, her sense of hu-
mour, her honesty and integrity, and her
great capacity to love. Gayle and Jim will live
