PICKERING — Local politi-
cians support the continuation of
the Greater Toronto Services
Board (GTSB) as a co-ordinating
body, but don't want it to become
another level of government.
The. City's executive commit-
tee voted Tuesday to endorse a

a request for municipal input on
the first phase of the ongoing
GTSB review.
When the board was formed

a third term in his local Ward 1 seat.
"I have been proud and honoured to

munity policing.
He maintains the main challenge at
both levels "will be to choose communi-
ty over sprawl, to judge every applica-
tion that comes before us -by asking
what is best for Pickering, to look be-
yond the application number -and make
the decision that is best for people, to
promote our city and build an image that
attracts business and entices you to
spend your leisure time locally."
In the past three years, Coun. Hol-
land has been chairman of the Millenni-
um Trail Waterfront Committee, co-
chairman of the Waterfront Co-ordinat-
ing Committee, chairman of Winterfest
and vice-president of the Ajax -Picker-
ing Social Development Council.
He lives in Ward 2 with his wife Aer-
lyn and their three children.

DEPARTMENT
Under the authority of the Health Department, the Regional
Municipality of Durham is seeking three voluntary members for the
Durham Nuclear Health Committee (DNNC)
The DNHC has been meeting for the past four years. Meetings are
held every two to three months. The Committee acts as a forum
for discussing and addressing radiological emissions from Ontario
Power Generation's nuclear generating stations in Durham Region
and potential human health impacts.
The DNHC will be adding three more voluntary members to
represent the interests and concerns of, their communities on
matters that pertain to the health of the public.
One of three new DNHC members will reside in Ajax and the two
others elsewhere in Durham Region. Preference will be given to
applicants with an interest in nuclear energy and human health.
Interested applicants should submit a letter outlining their

to outline the rationale for the
pipeline, indicating in addition to
York's water needs, it could pro-
vide water for the proposed Picker-
ing airport lands.
Wasn't Durham Region con-
cerned about the Pickering Airport?
The potential to hasten the develop-
ment of the airport is obvious.
Pickering residents face two
years of construction dust, noise,
traffic chaos, and safety concerns
for our children. An estimated 180

Region's sole benefit.
Recently, Pickering council
unanimously denounced York's
plans in several motions. Where is
the Region? We have heard no such
position from the very people that
appear to have invited the problem
in the first place.
Since we have not heard from
Durham, we are left to assume they
still support this intrusion into the
heart of Pickering without a care
for the well-being of their citizens.

Migraines. Monster headaches.
Pain. Pain. Pain.
About one in seven Canadians
suffer from migraines, including be-
tween 200,000 and 300,000 chil-
dren. As sufferers can attest, mi-
graines are more than just a bad
headache.
Joanne Brown of the Migraine
Association of Canada says a mi-
graine usually lasts from 24 to 72
hours and sufferers have to "de-
crease their social activities and
workplace activities.
"Migraines cost half -a -billion
dollars to the Canadian economy
(annually). The actual number of
lost days is five -and -a -half million
days," she notes. "So it's a big prob-
lem and I think it's under -diagnosed
and under -treated."
There have been any number of
reasons or beliefs for the cause of
migraines put forth over the cen-
turies.
For instance, it was once thought
there were evil spirits in the head.
And Greek physician Hippocrates
believed the intense pain was
caused by fluids or vapours circulat-
ing in the body, rising from the liver
to the brain.
In the 18th century, Thomas
Willis put forward the theory that
migraines were caused by the
swelling of blood vessels in the
brain. It wasn't until the 1940s when
the correct diagnosis was made —
blood vessels in the brain constrict
during a migraine.
Accompanying the intense pain
are nausea, vomiting, and a sensitiv-
ity to light and noise. "There's an in-
tense throbbing action, usually uni-
laterally, on one side of the head,'
Ms. Brown says.
"It will probably knock your
socks off."
There are two types of migraines
- one with an aura, which 20 per
cent of sufferers get, and one with-
out. The aura is difficult to describe,
but think of your senses being over-
powered.
When Vicki Hainer gets a mi-
graine, it's sometimes accompanied
with the aura and "colours are
jagged and there are lights inside
my eyes. It goes from one side of
my face to the other."
The pain is like someone with
"vice grips at my temples and
they're trying to close them, says
the Oshawa resident. "Sometimes
I' m totally flat and I go to bed in a
dark room. Sometimes I can func-
tion. The last couple, I ended up
missing work."
Aside from taking medicine,
"the only thing I can do is lie down
in a dark room. Basically, I hide
from the world,' Ms. Hainer notes.
Ms. Brown says two-thirds of
sufferers are women and it's thought
to be related to the hormones estro-
gen and progesterone.
"Women in menopause don't get
headaches anymore," she notes.
Ms. Brown says migraine suffer-
ers run the full age span, from chil-
dren as young as one to seniors over
70. However, she notes it's not as
common after age 60 and that's par-
ticularly true with women.
The peak years are between 25
and 40, "which are also the peak
earning years. It's hitting the people
who make up the biggest part of the
workforce."
In the early 1990s, medication
called `triptans' was discovered and
worked well for some sufferers.

to determine if you suffer from migraines or clus-

• The pain was moderate to severe and ag-
gravated by physical activity;
• The pain lasted from several hours to sever-
al days;
• You saw blind spots, lines, flashing lights or
endured 'heat waves' shortly before or during a
headache;
• You felt sick to your stomach or felt like vom-
iting;
• You were unusually bothered by, or, especial-
ly sensitive to light, strong odours or sound;
• The pain was worse on one side of the head;
• The pain was pounding or throbbing; and
• The pain was localized around the eye.

says. "I'm always skeptical.
Under the right conditions,
migraines will reappear." .
Ms. Brown has suffered
from migraines for 39 years,
since she was six. "Actually,
I'm having a good year. Tra-
ditionally, I get six to eight a
month. I'm a fairly severe
sufferer.
"In the last few years, I've
made lifestyle changes."
Another trigger is the
weather. Calgary is known
as the `migraine capital of
Canada', Ms. Brown says.

suffering, she says.
"A lot of illnesses have outside
signs. With migraines, if you look at
the face it may seem pale. A lot of
times, they say `he's not sick or
she's not sick,"' Ms. Hainer adds.
"People have lost relationships,
jobs, homes because of this."
She says, "I was about 13 (when
she had her first migraine), but it
wasn't properly diagnosed until I
was 23 "
Her husband Robert and 18 -
year -old daughter Stephanie also
suffer from migraines.
It's believed for 50 per cent of
sufferers, there's a hereditary factor
involved, Ms. Brown says, adding if
a woman's mother gets. them,
chances are she will suffer or a sis-
ter or a niece will.
Researchers are still trying to -de-
termine if migraines are genetic. "I
think they're still trying to sort that
out. They're doing the research,"
Ms. Brown says.
Having both started getting mi -
grains at a young age, Ms. Brown
and Ms. Hainer understand full well
a child's difficulty in understanding
what they're going through.
"It's very frightening to get the
aura," says Ms. Brown. "The aura
stage comes before the pain. There
was visual disturbances and jagged
lines. Without knowing what's hap-
pening, it can be very frightening:'
For children, "There's not a lot
of medication available. It's very
strong, so we have to look at
biofeedback and massage therapy,"
she adds.
The triggers have to be found, so
the child can "gain some control
over the headaches and what can be
done about it. It's very frightening,"
Ms. Brown says.
As she's from a family of mi -
grain sufferers, her parents recog-
nized right away what she was
going through.
Ms. Hainer's daughter Stephanie
began getting them while in kinder-
garten. Helping and explaining the
situation to a young child can be dif-
ficult. "You basically answer their
questions as they come up," Ms.
Hainer says. "At that age, they do
understand pain. As they grow
older, they do understand the ques-
tions."

Durham councillors narrowly vote against overnance study
Regional politicians worry `Oshawa resolutioi ' could `lead to roadblock'
Durham Region won't take part
in an Oshawa -led governance study
to examine options for municipal re-
structuring here.
Regional councillors voted 12-
11 Wednesday against participating
in the study, which is being spear-
headed by the City of Oshawa.
Oshawa council unanimously
supported hiring the Berkeley Con-
sulting Group to explore gover-
nance alternatives in Durham in re-
sponse to a recommendation ap-
proved at a January retreat of re-
gional council that requested all
area municipalities comment on
local governance reform.
"This is a process we firmly, be-
lieve provides an opportunity for the
exploration of a variety of gover-
nance options that need to be looked
at, Oshawa Councillor Iry Harrell
said, noting that City does not have
any preconceived notions about pre-
ferred alternatives and the process is
not biased.
But, council decided not to go
along with the study.
Clarington Mayor Diane Hamre,
who voted against the Region's par-
ticipation, said her municipality is
already engaged 'in a governance
study with Durham's rural munici-
palities.
"We have forgotten the process
we all agreed to (at the Regional re-
treat last January)," she said, adding
"Clarington let the Region know by
the deadline date (of June 30) what
our process was going to be."
Scugog Mayor Doug Moffatt
also voted against the motion telling
his colleagues he was "afraid of say-
ing `Yes' to the Oshawa resolution"
He reported Scugog has identi-
fied 11 different governance op-
tions, adding the Oshawa study
could set the Region's municipali-
ties "on a course that will lead us to
a roadblock".
According, to the guidelines of
the Berkeley study, the consultants
will examine six options, including
the creation of one large city made
up of the Region and its eight mu-
nicipalities, splitting Durham into
north and south or east and west
cities, and maintaining the status
quo with a reduction in the number
of politicians and shift in responsi-
bilities for service delivery.
To date, the City of Pickering is
the only other Durham municipality
that has expressed an interest in par-
ticipating.
Pickering's executive committee
voted Tuesday that the City would
take part subject to the Region's par-
ticipation. But, given Durham's de-
cision Wednesday, Pickering's par-
ticipation could be in jeopardy.
Pickering Mayor Wayne Arthurs,
who is hopeful Pickering council
will vote this coming Monday to
take part in the process regardless of
Durham's decision, urged the Re-
gion to "move the agenda forward.
"The status quo is not an option,"
he said. "We have to be prepared to
face alternative options."

6 quarts unsalted popped corn
GLAZE -
2 , cups sugar 1 teaspoon vinegar
1 can (6 ounces) frozen 1/2 teaspoon salt

1/4 cup cranberry juice Licorice strings
1/2 cup light corn syrup green gumdrops
Keep popcorn hat and crisp in a 3001F oven. Combine sugar, orange juice concentrate, cranberry juice,
corn syrup, vinegar and salt in a heavy saucepan. Bring to a boil; cook over medium heat to hardball
stage (250'F on candy thermometer). Pour glaze in a thin stream over popcorn in a large buttered bowl
and mix well.
Working quickly with buttered hands, form two-thirds of mixture into .

finishing touches, heat a little corn syrup, brush on corn ears, press small
candies firmly in place to resemble Indian corn; cover with green paper

(NWHL) team and the win column at
the Ajax Community Centre Tuesday
night.
As it was, the Lightning were nipped
by the visiting Toronto Sting 3-2 for the
club's seventh loss of the NWlll_, cam-
paign. But, a few "questionable calls"
and a glaring omission by the officials
definitely hurt the home team, explains
Lightning head coach Don Henwood.
In the second period, a puck appeared
to have crossed the Toronto goal -line
but, because the referee had lost sight of
the puck, the goal was called back. Ad-
ditionally, a Lightning player was in
alone on a breakaway in the third period
in what could have led to the team's
tying goal, but the play was called back
on an.offside call.
Henwood, however, was philosophi-
cal about the calls that went against the
struggling Lightning, now 1-7-0 and last
k the West Conference standings, Tues-
day night.
"That happens," he said. "The refer-
ees are only human... they see what they
see."
If there was a silver lining in Tues-
day's defeat, it was the fact the Light-
ning's offence, which has struggled to
find the range so far this season, is start-
ing to show some spark.
"We saw a lot more shots and the of-
fence played a lot stronger game than
they have in the past," said Henwood.

Rourke scored the Lightning goals.
And, the Durham squad was able to
slightly curtail its trips to the penalty box
against Toronto. However, the 16 min-
utes.in penalties were still deemed "too
many" by Henwood, even though his
charges have been averaging 20 minutes
a game so far this season.
Although still feeling the ill effects of
ber back injury suffered during last
weekend's play, goaltender Nicky Mor-
ris got the call in net for Tuesday's game
and performed well.

Clearnet Lightning which took the team
to Montreal and Ottawa over the
Thanksgiving long -weekend. In a penal-
ty -filled contest against Montreal
Wingstar — the top team in the league's
East Division — the Lightning were de-
feated 8-1 Saturday.
To add insult to injury, both Light-
ning goalies sustained injuries in the
Montreal contest. Starting goaltender
Nicky Morris suffered back spasms prior
to Saturday's game, giving way to Sarah
Couch who played until the third period
when she suffered a groin pull.
The injuries placed the Lightning in a
precarious spot for Sunday's game in Ot-
tawa against the. Raiders. Morris, al-
though still suffering from back pain,
persevered in the contest, but the Light-
ning went down to defeat 9-4 to Ottawa.
"Unfortunately, our goaltender didn't
have the range of movement she would
have liked to have," said Henwood, who
praised Morris for hanging in despite her
injury.
