With the help of Liberal Ener- gy Critic Michael Bryant, the local candidate hosted a press conference Friday morning to denounce the Tory govern- ment’s push to privatize nuclear inspections. Only, neither of them expect- ed Ontario Minister of Energy John Baird to make a surprise appearance. “I think the minister’s appear- ance here today sends the mes- sage the current government is concerned about this issue, even with the weather we’re having today, to come out and visit with myself and the City of Picker- ing,” said Mr. Arthurs. “I think that they know this is a serious issue in Pickering and the Province of Ontario.” Mr. Bryant called it an act of “major damage control. “I think the Ernie Eves gov- ernment is waffling again. They say the final approval of this sale has not been completed,” he said. “Look, they’re defending privatization. We’re rejecting privatization. The choice is clear. Ward 1 City Councillor Dave Ryan has thrown his hat into the ring, bringing the number of mayoral candidates to four in Pickering. Up until last week, it looked as if there would be few takers in the fight against double can- didate Wayne Arthurs. The five-term mayor seeks the provincial seat Oct. 2, while also running for re-election to council Nov. 10, his only chal- lenger, former regional council- lor Doug Dickerson. But with political newcomer Margaret Osborne filing her papers last Friday, taxpayers were now assured at least a two-way mayor race, should Mayor Arthurs beat Minister of Finance Janet Ecker and have to withdraw his name from the municipal ballot. With Coun. Ryan being the first incumbent to weigh in, the race gets even more interest- ing. “I think it’s important people in Pickering have comfort and know they’ll have responsible management and leadership following Wayne Arthurs’ de- parture,” said Coun. Ryan, who filed his papers Thursday. ✦See Veteran page 5 A/P PAGE 2 NEWS ADVERTISER, SUNDAY EDITION, September 21, 2003 www.durhamregion.com Walk for Parkinson’s, Sept. 28 BByy LLeesslleeyy BBoovviiee Staff Writer DDUURRHHAAMM — June and Charles Keary will ap- proach the Durham Re- gion Super Walk for Parkinson’s later this month, much like they do life - one step at a time. Routes vary from one to seven kilometres at the event, which kicks off from Ajax’s Rotary Park Sun- day, Sept. 28, but no one’s really keeping count. “We try to make it so people who have Parkin- son’s Disease can walk a little,” explains Mrs. Keary, Super Walk chair- man. “I walk until I feel I can walk no more,” adds Mr. Keary. “But you have to remember, if you go out there, you always have to walk back.” Organizers are hoping to raise $30,000 this year for Parkinson’s research and support services. Last year, 190 people walked the event to bring in $24,000. It’s estimated 100,000 Canadians - 300 of them in Durham - have the degen- erative neuro-disorder. The average age of on- set is 55 to 65, but Ms. Keary points out of the 100,000 Canadians diag- nosed, it’s estimated about 10 per cent are in their 30s and 40s. There is no cure but medication can alleviate some of its symptoms, which range from mild to severe. Looking back, Mr. Keary says it’s easy to see where the muscle stiff- ness, fatigue and tremors under stress were leading. The Ajax resident was diagnosed with the dis- ease about five years later, in 1994. He was 54 and four years into retirement from a fulfilling teaching career. “He got the Parkinson’s and I went to the meet- ings,” says Mrs. Keary, who sought out the Durham Region Chapter of the Parkinson’s Society of Canada. A former chapter presi- dent, Mrs. Keary says the group provided her com- fort and answers to some of her questions. It meets the first Mon- day of each month at St. Mark’s United Church in Whitby, and hosts ses- sions specifically for care- givers the third Monday of each month at the Whitby Seniors Centre. “It took about a year for me to come to grips with the fact the group could be a lot of fun,” adds Mr. Keary. “I joined in 1995. I didn’t like to be identified by my Parkinson’s but I found out the group was made of good people.” Living with Parkinson’s has meant taking medica- tion four times a day, and a gradual loss of strength, energy and mobility. A handyman around the house, Mr. Keary says the repair jobs now take longer to complete and his difficulty getting up and out of a car, means the couple have had to switch to a van. “We had a 30-foot sail- boat we’d spend every summer on,” he says. “But it soon became apparent I was going to have trouble taking care of it. It got to the point we would just go down and sit on it.” There are horror stories of chapter members being mistaken for drunks on the street because of their tremors. One man shared his frustration with being re- fused service in a liquor store. Mr. Keary says, fortu- nately, that hasn’t been the case with him. “I feel sorry for the early on-set,” he added. “To be at the zenith of your ca- reer with children in uni- versity, a mortgage, lots of dreams and hopes, then to get Parkinson’s. COLLEGE Safety Commission (CNSC), and the Province won’t final- ize the deal without that ap- proval, he said. “They would have to be 1,000 per cent confident in any move, not 100 per cent. One- thousand per cent,” Mr. Baird said. “We go to astronomical levels with nuclear safety, as we properly should. Everyone at Ontario Power Generation (OPG) takes this incredibly seriously.” Although safety is regulat- ed by the CNSC, nuclear safe- ty inspectors are at the front- line for ongoing safety, report- ing to the federal regulator, Mr. Bryant said. A deal to sell off the OPG inspection ser- vices division to a private con- sortium “erodes public ac- countability”, he said. The CNSC may not be con- cerned with the sale, but the public is, pointed out Mr. Arthurs. His council passed a motion Monday night asking the Province to rescind the sale. Mr. Arthurs said there is opportunity to create an “at- arms length operation” in Pickering and Durham, with a new 160,000-square-foot nu- clear training facility set to go up on Sandy Beach Road in the future and the Ontario University of Ontario now open. OPG supports the idea, he said, adding the City be- lieves the power generator does put safety first. He blamed the Tories for using privatization to off-load debt. “We need an arms length publicly-held body,” Mr. Arthurs said. “There are no other options. Public account- ability is the only option.” Mr. Baird refuted claims OPG wasn’t on-board with the proposal. The union may not support it, he said, but top OPG brass are “1,000 per cent” in support, he said. Asked about the Pickering resolution, Mr. Baird said, “It’s unfortunate that there wasn’t a more fulsome discus- sion of the issue.” OPG and the City have had a good working relationship and the ministry would consider a public meeting in Pickering to discuss all the details of the proposal, he said. The energy minister also defended Babcock and Wilcox Canada, one of the three com- panies making up the private consortium, which has been linked to the Three Mile Is- land disaster in 1979. Local councillors made that connection earlier this week in their resolution citing a United States President’s Commission report. But Mr. Baird said the incident in- volved a US arm of the com- pany, which has since been sold off to a French company more than five years ago. It has no connection to Babcock and Wilcox Canada, which has built and supplied parts to OPG stations for years. “To draw the comparison, it almost suggests people are playing loose with the poten- tial of a nuclear holocaust,” he said. ✦ Energy from page 1 Arthurs as a local Liberal candi- date, having run for the party him- self in 1999. The two are close friends, he said, often asking each other for advice. But Coun. Ryan promises they won’t be squaring off against one another after Oct. 2. “It’s not an option. Wayne is going to Queen’s Park,” he said. Next month, Coun. Ryan also re- tires from a 33-year career with IBM, which the health and safety manager called his commitment to serving the full-time hours required of the mayor in Pickering. An added surprise is the candida- cy of Ms. Osborne, who has lived in Pickering only since March, but said she has driven through the commu- nity in envy for a number of years from her former home of Scarbor- ough to her work in Ajax. A life-changing trip to Guyana this summer inspired her to run for Civic office. Asked why she didn’t first run for a city or regional seat, Ms. Osborne said while she didn’t feel she could compete with their “infinite knowledge” of local issues, she felt she could bring leadership to the table. “I want to enhance Mayor Arthurs’ legacy,” said Ms. Osborne. “But should he not win (the provin- cial seat), I still think it’s time for new ideas. I think City council is stale.” A professor of computer studies at Seneca College with experience also in the private sector, Ms. Os- borne said like any corporation, Pickering could use a shift in per- sonnel. It needs to start reflecting the “wealth of diversity” in the City, she said. “I don’t see different points of view reflected or respected,” she added. Ms. Osborne said she feels she can look at Pickering’s land issues with an experienced consultant’s eye, while her marketing experience will help sell the City, which is the “best kept secret in the GTA”. The double candidacy of Mayor Arthurs didn’t help her make her decision, she said, but rather added to the intimidation factor. His com- petitors are at a “huge disadvan- tage” because the mayor has been able to gain name recognition while campaigning for MPP. “It’s not an even playing field,” she said. Ron Pietroniro/ News Advertiser photo durhamregion.com Help your neighbour United Way agencies depend on donations to make things happen The good people of Durham Region will be counted on to help two local United Way offices, which serve the entire region to raise nearly $4.7 million in their 2003 cam- paigns. Specifically, the United Way of Ajax-Pickering-Uxbridge will be looking for $1.6 million to fund 27 agencies and 54 programs in the three municipalities. In Oshawa-Whitby-Clarington-Scu- gog-Brock, the United Way is looking to raise $3.075 million to support 40 agencies and 200 programs. The amount needed is tremendous, but the causes support- ed are worth every penny. For, where there is a service gap in the community, United Way agencies find a place to help. Without the United Way, countless services we depend on in our communities would go undone. Consider where we would be without Big Brothers and Sisters, the Canadian Red Cross, Durham Deaf Services, the John Howard Society, the Victorian Order of Nurses, Salvation Army Community Services, Dis- tress Centre of Durham Region, Block Parents, Scouts Cana- da, CNIB and many, many others. These groups receive all or a portion of their funding through the United Way. It's important to recall that all funds raised in Durham will go to help Durham agencies. More than 100,000 people in Durham are directly helped by United Way contributions. The United Way has a proven track record of success in improving the lives of those who most need help. While Durham has large- ly been a success story with massive growth over the past few decades, the growth also means the need for services increas- es. That's why the United Way continues to raise expectations for larger donations to meet higher demand on its member agencies. It's a bigger challenge, but one Durham residents can meet. Municipalities are stepping up to deliver cheques to the United Way to get the ball rolling. The municipalities of Ajax, Picker- ing and Uxbridge have committed $2.90 per person to the Unit- ed Way to help get a start on the campaign. In the next few weeks and months, you'll have an opportunity to contribute to your local United Way. Giving is tax deductible, so the full cost of your gift, while it will go completely toward local agencies, will cost you less. The United Way can only do the work it does through your help. Give what you can so our communities can be the great places we know they can be. Election lobby group advertisements are misleading TToo tthhee eeddiittoorr:: The editorial in the September 5th edition of the News Advertiser (You can't properly serve two masters) ad- dresses one aspect of the upcoming Provincial election. However there are other issue that also warrant public dis- closure. For the past several months full page advertisements have appeared in the News Advertiser attacking Janet Ecker. These advertisements may very easily lead the casual reader to conclude that they are sponsored by a local ratepay- ers association or group of concerned citizens. The reality is that very few citizens groups can afford the cost of a concen- trated media campaign to attack a sin- gle politician. I respectfully urge the readers of the News Advertiser to look behind the "West Duffins Community Group Inc.". In the same spirit that led to your re- cent editorial, it is appropriate to put on the public record the names of all those sponsoring these advertisements. This issue should not be cloaked be- hind the mantle of a non-existent group of local citizens. It’s up to voters to choose You'd think with all the com- motion breaking out over the Conservative Party's aggres- sive election campaign strategies all else was right with the world. People near and far are affixing their halos and soundly scolding these bad boys and girls for offering tough love out on the hustings. Point out what most people across Ontario, including his own party, already know - that Dalton McGuinty just isn't up to the job of being leader of a political party, let alone the province - and suddenly people are doubling over in revul- sion. Hello out there! Mr. McGuinty is Stockwell Day without the wetsuit. Give him a prepared script and he'll give you a great sound bite. Get him off topic and he's hopelessly lost. The Liberals have spent the last few years trying desperately to round him into leadership material. They've also spent a lot of time hid- ing him from the cameras whenev- er the big meaty issues come up. That's not to say Ernie Eves is ex- actly a model leader either. The man had barely settled into the premier's seat when he began dis- mantling much of what Mike Har- ris had accomplished in the seven years before and promised to be more middle-of-the-road when it came to his policies. Fast forward a year and suddenly he's back hug- ging the right side of the road. Where's he off to next? Well, let's wait and see which way Hurricane Isabel blows. But you know what? Here's betting quite a few people will be attracted to the scrapper who is doing what he can to hold on to his job, versus the guy who just wants to be nice. Mr. Eves is playing politics, not running for humanitarian of the year. Besides, the Liberals are just as good at getting their hands dirty. It's no different here in Durham, where you will find wild accusa- tions, stolen campaign signs and publicity stunts. You'll find people bothered by negative messages, in- dividuals thriving off the dirt and, thankfully, many who are ignoring it all and taking the time to exam- ine party platforms before deciding who will earn their support. Elections traditionally bring out the worst in candidates and their supporters. It's your basic survival test. So, if Mr. McGuinty and the Lib- erals want to take the high road that's their choice. Just as it's per- fectly within Mr. Eves's rights to go on the attack if he so chooses. It's up to voters to decide which style they like best. The Lone Star Café, 705 Kingston Rd. near Whites Road, was fined almost $2,000, the largest amount and the most vi- olations in all the restaurants charged from Jan. 1 to June 30, 2003. The April 4 charges against the restaurant included failing to keep food from adulteration or contamination, using food equipment not in good repair, fail to prevent utensils from bacterial growth and contami- nation, fail to dispose of liquid waste in sanitary manner and fail to ensure equipment surface washed as necessary. A statement from a spokesman for Lone Star’s cor- porate office called the convic- tions “minor. “The Lone Star Texas Grill has done everything in order to deal with these issues for the health and safety of our cus- tomers,” the statement said. “(Lone Star) has always main- tained a green status in Picker- ing and will continue to do so.” A health inspector recently visited the restaurant and all the issues have been resolved, the statement concluded. The other big offender was Wong’s Finest Chinese Food at 2 Glenabby Dr. in Courtice. Wong’s was fined over $700 for 10 infractions including two counts of fail to protect food from adulteration or contami- nation, two counts of fail to wear proper headgear while working with food, fail to wash hands before resuming work and fail to clean multi-service articles after use. “After one week, everything was fine,” said Nelson Huang, a manager of Wong’s. Mr. Huang said the charges came on a day when his sup- plies had been delivered during the lunch rush and he didn’t have time to put them away properly, although they were in the store’s cooler. Mr. Huang has since complet- ed his food handling and prepa- ration certificate. As required by the Province, the health department regular- ly inspects restaurants in order to reduce the risk of food-borne illness, with frequency depend- ing on risk, said Alex Connor, a manager of environmental health for the Region. The most important point to get across with these convic- tions is that they’re repeat of- fences, he said. “We don’t just find an infrac- tion and charge them,” he said. “They always have a chance to comply” but if they’re found on a subsequent inspection, then they’re charged. All the restaurants on the list have since complied with the convictions, Mr. Connor added, with the Pickering Lone Star Café in particular being “excel- lent.” “Generally speaking, the tak- ing of legal action has a salutary effect,” Mr. Connor said. “We don’t like to do it...but when we do, it sends a strong message that things need to change.” Other restaurants convicted include Wong’s Palace in New- castle with four violations and more than $2000 in fines, Mr. Wu’s Chinese Gourmet at the Oshawa Centre with three viola- tions, New Golden Gate Restau- rant in Whitby with four viola- tions and Coffee Time Donuts, 223 Brock St. N. in Whitby with three violations. These people walk to help those who no longer can and to raise research money to find a cure for the fatal disease. ALS stands for Amyotrophic Lateral Sclerosis, better known as Lou Gehrig’s disease. At a cruel rate, the loss of motor neurons leads to progressive paralysis of the voluntary muscles. The heart is not a voluntary muscle, and therefore it remains unaffected by ALS. However, since the chest muscles control breathing voluntarily, death usually occurs when the chest muscles are no longer able to help the lungs fill with enough oxygen. Generally, there is little or no impairment of the brain, sight, touch, hearing, or smell. The individual is quite aware of what is happening to him or her. ALS is not contagious, but it is fatal. The battle is usually short, with 80 percent losing their lives within two to five years of diagnosis. While between 10 and 20 percent may live 10 years or more, sadly others end up lasting only a few months. Two to three people die of ALS in Canada every day. There is one way to help. In Durham Region, those suffering from ALS are known as P’ALS and the ALS Society of Ontario’s Durham Chapter is organizing this year’s 3rd annual walk in their honour. The ‘Walk to D’Feet ALS’ is the signature event of the ALS Society of Canada, aimed at raising funds for research and local support services. The walk also helps to raise awareness, raise more dollars for research and to let the people with ALS and their families know they are not alone. Walk teams can be made up of three or more people — family members, friends, co-workers and neighbours — anyone with a desire to help defeat ALS. Businesses can also organize teams to take part by showing support for an employee or an employee’s family member who has ALS. Corporate sponsorship opportunities are also available. But in the past year, the satellite facility of the high tech manufacturer of electrical prod- ucts, energy sources and medical systems, has been drawing in- creasing attention to itself from the Mississauga head office. That is since the addition of a new division at the Durham fa- cility, specifically geared to ser- vicing the nuclear industry. "Ajax and Durham Region was not high on Siemens radar screen but we did a market assessment and identified the strong auto- motive and energy sectors here," says Bill Smith, now general manager of the Ajax office. Par- ticularly, he says, it was the strong cluster of energy sector business, led by Ontario Power Generation's two major nuclear plants that prompted his compa- ny to expand their operations here. As he points out, two signif- icant energy generating plants operating within a close geo- graphical proximity to each other is a rare commodity. "You don't find that situation pretty much anywhere else in the world. The generation coming from Durham is probably greater than any other province in Canada aside from Quebec," he relates. And with that intensification of capi- tal, comes human resources, and business opportunity, he points out. Siemens, like many other com- panies, has taken notice and ex- panded operations here. A strong cluster of uniquely skilled work- ers and specialized companies have together created a new dri- ving force in Durham Region. Mr. Smith compares the energy skill base and general awareness of the industry here to the high-tech community of Silicon Valley. In fact, the strength of the en- ergy sector here played a vital role in Oshawa being awarded the first new university in this province in 40 years, says George Bereznai, dean of energy engi- neering and nuclear science at the University of Ontario Insti- tute of Technology, UOIT. Aside from the educational benefits of having a university within the re- gion, the economic spin-off is es- timated to be worth billions of dollars to the local economy in the next decade. "The (close) distance from the plants was a critical aspect," of the government's decision to site the university here, says Dr. Bereznai. "UOIT, in general, was established by the government as a market-focussed university." When determining the needs of industry, it was clear the energy sector needed more highly- skilled graduates, and soon to replace the many engineers and scientists poised to retire within the nuclear industry in the next decade. The industry is going to require a large influx of the spe- cialized workers to fill that void. Aside from a nuclear option at McMaster University that turns out about a dozen grads a year, the province had no other univer- sity program specifically geared to the industry, relates Dr. Berez- nai. When considering the loca- tion, Durham seemed ideal. And it's not just the proximity of the power plants, he says. "There are many supporting in- dustries. Research is going to be facilitated by such geographical closeness. It's so much easier from a human contact and phys- ical contact," point of view. It's a symbiotic relationship, he points out. Experts from these compa- nies can assist with student's studies and conversely, the uni- versity will be able to provide re- search information that will as- sist the industry. While nuclear may be the jump-off point for Durham's strength in energy, by no means is it limited there, says Pat Olive, economic development commis- sioner for the Region. "We have taken it on as a major sector," says Mr. Olive, who adds the Region is being marketed worldwide by the Greater Toron- to Marketing Alliance as the place to locate for energy tech- nology, not just nuclear. Within Durham, he says, 12 companies have formed a committee to work on alternative energies such as wind turbine manufacturing, which is currently primarily fo- cused in Europe. There are no current North American manu- facturers of the turbines, some- thing this consortium would like to change, he says. Durham's pursuit of alterna- tive energy manufacturing could- n't come at a better time. The Province recently released a re- port on energy and it plans to focus efforts on future generation stability. That report, combined with the recent black-out, which has drawn unprecedented atten- tion to the state of Ontario's elec- tricity sector, are placing new em- phasis, and opening up new fund- ing for energyR&D. And then there are the major projects like ITER, the Interna- tional Thermonuclear Experi- mental Reactor, an energy re- search project estimated to be worth upwards of $10 billion in spin-off revenue for the host country of the research facility. With the energy infrastructure here, Durham is one of the top contenders to win hosting rights of the facility when the decision is made next month. The Canadian government is still deciding whether to invest in the project along with the other G-8 part- ners but the point is, says Clar- ington Mayor John Mutton, whether or not the federal gov- ernment decides ITER is a good investment, the world has al- ready decided Clarington is a good investment. "Many of the delegates have in- dicated Canada, and thereby Clarington, is their first choice to host the project,” he says. Although Mayor Mutton would be extremely disappointed if the federal government doesn't come to the table when cabinet makes a decision on ITER in the next couple of weeks, the point is Clarington and Durham are ide- ally positioned for this type of high-tech energy research and development or further energy generation plants. AECL, Atomic Energy Canada Limited, is currently developing the Advanced CANDU Reactor (ACR), a new less costly, more ef- ficient reactor than current CANDU technology. The mayor says when the new reactors are ready for construction within the next decade, a Darlington B plant, and all the business that would come with it, could be in the cards. "I have heard Natural Re- sources Canada has deemed Clarington is the site for ACRS and it is perfectly situated to host the ACRS, especially with the nu- clear program right next door at UOIT. The economic develop- ment spin-offs would just be tremendous in Clarington and Durham and would further our title to energy capital of Canada." Pickering Mayor Wayne Arthurs suggests when the Pick- ering nuclear plants eventually reach the end of their life-span, the plants have the transmission infrastructure in place to be used for alternative forms of genera- tion. That idea fits in perfectly with the Region's vision. "We are looking at the tech- nologies being developed and we are looking at developing new technologies ourselves," says Mr. Olive. "There's a lot more to ener- gy than just nuclear. We've dug a little deeper and have come up with a heck of a lot of others." While the nuclear industry has powered the energy sector in Durham, the industry here has taken on a life of its own with diversification and off-shoot businesses. ONTARIO'S ELECTRICITY GENERATION Ontario has one of the largest electrical power generation systems in the world. More than 90 plants produce over 30,000 megawatts of electricity. However, not all this capacity is available at any one time because of scheduled maintenance and other factors. The Ontario grid also has the capacity to import and export up to 4,000 megawatts of electricity. Environmental due diligence not done, says Pickering BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG — The City of Pickering is taking legal action against the Province, alleging it didn’t do a proper environ- mental assessment before an- nouncing the Seaton land swap. But, local MPP Janet Ecker says the City is putting the cart before the horse because the time for an EA has simply not yet arrived. “How can anyone determine what land will be developed and swapped until they deter- mine what is inappropriate land?” said Ward 1 Regional Councillor Maurice Brenner, leading the charge at Monday night’s council session. “The Province has said Seaton has been studied to death but how could that be, when an environmental as- sessment hasn’t even been done?” he added. Coun. Brenner argued there is precedent considering the Ontario Realty Corporation (ORC) stands trial later this month on similar allegations. A justice of the peace has charged the ORC for allegedly not conducting an adequate study of how the Rouge River and the remains of a native vil- lage would be affected when it sold lands for a cemetery in Markham. The provincial gov- ernment is swapping lands it owns in Seaton with privately owned lands in Richmond Hill and Uxbridge. But before de- velopers “come to the table” as new owners of Seaton, a full environmental assessment (EA) needs to be done, said Coun. Brenner. There was no reference to an EA in the Province’s recent request for proposals in plan- ning a development area for Seaton, he said. There have been rumblings about an EA but only of a Class B nature, he said. “That’s not good enough. A Class B assessment is a very weak assessment without wide public involvement,” Coun. Brenner added. “We know about cold water creeks in those lands. We know about native burial lands in that area.” At the same time, the Province has introduced Bill 25, which passed first reading in May, he said. If approved, it will allow the government to remove all requirements for an EA when deemed necessary for the building of new trans- portation corridors, Coun. Brenner added. Ward 3 Regional Councillor Rick Johnson was the only member of council, who disagreed with the idea. “I have difficulty understanding an EA on a land transaction. I don’t know of an EA that has taken place before a land swap,” he said. “And I have difficulty spending more tax- payers money in legal action.” A map of the development area re- leased earlier to council showed no environmentally sensitive areas would be developed, just open fields and farmland, said Coun. Johnson. Members of the North Pickering Land Exchange Team declined to comment about the decision, citing the upcoming provincial election. Local MPP Janet Ecker wouldn’t discuss the details of an EA, calling it “an issue of ownership” and confi- dential until the land swap is final- ized. But, she reaffirmed her govern- ment’s commitment to protecting 53 per cent of Seaton as environmental- ly sensitive and said any deal with developers will be public and re- quired to go before an independent fairness commissioner. “Not one shovel should go in the ground before the proper growth studies and public consultation is done. And when I say growth stud- ies, I mean growth studies not paid for by developers,” she said, taking a poke at the City’s growth manage- ment study. An EA is the process for all new projects, said Ms. Ecker, adding nothing in Bill 25 says, “a govern- ment can wake up one day” and de- cide to change that. But no one has been able to pinpoint exactly why. It could be because people physiologically r elax around pets or because people can always count on pets to be non-judgmental and by their side. Research has been done that shows people who have suffered an illness benefit more if they own a pet. Pet owners who have had a heart attack survive longer than those who do not own a pet. For people who are strongly attached to their pets, the benefit is especially pronounced. Having a pet is not best for everyone, however. The benefits of having a pet work best with people who like animals and those who aren’t allergic to them. Research studies show that animals also help reduce anxiety. A 1984 University of Pennsylvania study showed that watching tropical fish in an aquarium was as effective as hypnosis in relieving anxiety in patients who were going to have dental surgery. Patients were able to focus their attention on something other that the surgery, thus their fear was reduced. A 1986 study by the University of Minnesota suggested that having a gerbil, f inch and/or fish in a waiting room of a doctor helped calm children who were anxious about seeing the doctor. People tend to respond to animals in ways that they never would to people. It is because of this that animals are often used to help reach emotionally distant or alienated people. Bringing dogs and cats to nursing homes and children’s hospitals has helped bring happiness to people who are depressed, lonely, bored and isolated. Pets can also make for more social interaction. The British Journal of Psychology showed that people who walked dogs tend to have more social interactions during the course of a day than people without a dog. This is because a person with a dog seems less threatening and easier to approach. And having a dog makes for a safe topic, like what kind of dog it is or how friendly it is. Pets offer unconditional love and their interest in you can validate your worth as a person. The physical effects pets have on people are rooted in emotional responses. Dog owners visit their doctors less than non-dog owners do. Dogs reduce stress levels and improve their owner’s physical ability to withstand emotional events, such as a death in the family or a major illness. For people without children, pets offer an outlet for nurturing instincts. BByy CCaarrllyy FFoosstteerr Staff Writer DDUURRHHAAMM — The head of the Region is disappointed provincial election candidates have not answered a sur- vey of what he believes are important issues. “I find it interesting, the lack of at- tention that’s being given to these se- rious questions,” said Durham Chair- man Roger Anderson. “These issues are important to the Region and its residents.” In the spring, Region staff and council prepared a list of 26 questions for local members of provincial par- liament and those running in the Oct. 2 election. The questions were a condensed version of 90 questions put together from region committees like health and social services, and the Durham Regional Police Service. Sent out over a month ago, the Re- gion has only heard back from five candidates in the entire region, Mr. Anderson said. John O’Toole, Con- servative MPP in Durham riding, Wayne Arthurs, the mayor of Picker- ing who’s also the Liberal candidate in Ajax-Pickering-Uxbridge, Cathy McKeever, the Freedom Party candi- date for the Durham Riding, plus people on behalf of the NDP and Green Party were the respondents. “One would think the candidates would want to get their thoughts out so residents can get their perspec- tive,” said Mr. Anderson. “These issues will be brought for- ward to the Province either through the Association of Municipalities of Ontario, municipalities themselves, the regions...They’ll (MPPs) have to make decisions. It’s only fair we know their take on it.” Under regional responsibilities, questions included whether candi- dates favour a referendum for tax hikes, would stop downloading onto municipalities, how they would im- plement Smart Growth recommen- dations, what their plans are for the 407 through Durham and how to sup- port agriculture and transit. The po- lice posed questions about photo radar, the national sex offender reg- istry, a new courthouse in Durham, counter-terrorist responses and red- light cameras. Acceptance in Ontario would standardize lessons allowing students to move from one instructor to another and still work towards their certificate. Legend Music is the RGT’s official examination centre and lesson house for instructors and students in the Ajax and Pickering areas exclusively. Student exams range from preliminary to Grade 8. A certified examiner using examinations validated through the London College of Music and Thames Valley University tests students yearly. Participants raised a total of $146,624 in pledges, more than $20,000 than the year be- fore. “We’re getting more awareness. People are do- nating more heavily,” said organizer Sandra Arm- strong. “The Terry Fox Run has really become the charity of choice for some people because they like that proceeds go directly to cancer re- search.” However, the number of runners was down this year from about 200 to 180. That’s a concern, said Ms. Armstrong, who feels the future of the event de- pends on participation, not just dollars raised. Organizers are already looking towards next year’s event. A core group of 10 volunteers has been heading up the Pickering run over the past few years. Ms. Armstrong has been with the run for four years, the first of which raised $23,000 in 2000. From there, pledges climbed to $45,000 in 2001 and ballooned even fur- ther to reach $120,000 in 2002.Pickering organizers also raised an additional $20,000 through a Terry Fox golf tournament hosted earlier this month. Neither gusting wind, nor driving rain, not even Hurri- cane Isabel could slow down the Monarchs from an ap- pointment with victory in Lake Ontario Secondary School Athletics (LOSSA) opener against the Dunbar- ton High School Spartans at St. Mary. Playing in abysmal weather conditions, the Monarchs - led by quarter- back Erik Glavic - were still able to throw the ball with authority in chalking up a decisive 34-0 victory over Pickering rival Dunbarton High. Although billed as a 'Bat- tle of Whites Road' and a re- match from last year's LOSSA final where the Monarchs just barely got past a surging Spartans squad 21-14, this game was anything but close. In fact, St. Mary led 14-0 at half time and continued to pile up the points in the last half of the game. Monarchs' head coach Gordon Judges noted his players were able to take the game to the Spartans on both sides of the ball to come away with the com- fortable victory. "We got an excellent effort from all areas of the game -- offensive, defensive, kicking, the ground game and through the air," says Judges. "This was as good of a season opener as we've ever had, but it doesn't mean anything. We're just going to move on to the next game." Surprisingly, the Mon- archs' offence defied tradi- tional logic on this day, stat- ing that in atrocious weath- er conditions, the best course of action is to play it safe and keep the ball on the ground. Throwing conven- tional wisdom to the wind, St. Mary pivot Glavic pre- ferred the pass, as the Mon- archs scored most of their points in the air. Judges says he and Glavic discussed how best to move the ball prior to kickoff. Both agreed it was best to put the ball in the air. "Erik and I came out on the field an hour before the game. He tested the wind and told me 'I think I can throw the ball in this' and he sure as heck did," says Judges. Glavic's favourite target was wide receiver Aaron Racioppa. The two hooked up for well over 100 yards in the air and combined for three touchdowns. A 70-yard pass from Glav- ic that hit Racioppa on the dead run from 70 yards out was the highlight of the con- test. Racioppa outran the Dunbarton coverage to haul in the long bomb at the 25- yard line and ran into the end zone unmolested. The touchdown play put the score at 14-0 and went a long way to deflating the Spartans. Jesse Andrews and Eric Robinson also scored ma- jors. Jermaine Orahm added a two-point convert and Glavic added two con- verts. That's what the Pickering Power 1991 girls' rep soccer team can call itself after a solid victory in the Ontario Cup final for the under-12 age group at the Coffee Time Centre in Vaughan on Sept. 7. After a slow start to the proceedings, the Power put it all together in the sec- ond half to post a well-earned 2-0 victo- ry over the Erin Mills Eagles to capture the coveted Cup, emblematic of minor soccer supremacy in the province. The teams were nervous and tenta- tive from the start, yet once those first few tackles happened the anxiety changed to adrenaline and the teams started to settle into the game. The first half ended in a scoreless tie. In the second half, the Power began to exert pressure and take the play to the Eagles. The Power scored 10 min- utes into the second half to take a 1-0 lead. Pickering added an insurance marker several minutes later to secure the On- tario Cup title. The championship victory was the culmination of a two-month quest that took the Pickering Power girls across Ontario. The team started its march toward the Ontario Championship by taking a bus trip to Sault Ste Marie for the tour- nament round of the Ontario Cup in July. The Power played three games, defeating the host Soo Civics 2-0. Next, against the London Hurricanes, the Power played to a come-from-behind 1- 1 draw. The equalizer came with mere minutes to play. In the tournament final against the North Mississauga Twisters, with the winner advancing to the Ontario Cup quarter-finals, the Pickering girls emerged with a 4-1 victo- ry. The next stop was a trip to Kanata for the quarter-final game last month. The Power started quickly, in fact they scored 47 seconds into the first half and went on to win 3-0. The win placed the Power in the semifinals at Esther Shiner Stadium in late August against the Burlington Challenge. The Power scored three times in the first half and added four in the second en route to a decisive 7-0 victory over Burlington to set up a date with Erin Mills in the final.
