PPIICCKKEERRIINNGG ––––City officials are
questioning the fairness of a
three-year search for a long-term
storage solution to Canada's nu-
clear waste, with power genera-
tors footing the bill.
"How do we ensure the public,
because the process is being
funding by stakeholders, that it
will be a fair process?" Ward 2
City Councillor Bill McLean
asked at Monday night's council
session.
The question is a fair one being
posed by a number of municipal-
ities, acknowledged Elizabeth
Dowdeswell, president of the Nu-
clear Waste Management Organi-
zation (NWMO), there to present
its annual report.
But, in its quest for a storage
strategy, the federal government
decided against setting up a
crown corporation to search for a
solution, she told councillors. It
instead determined the "waste
owners" themselves should pay
for and be charged with the task.
"It is in the interest of waste
owners that it be a fair and open
process," she said. "The proof is
going to have to be in the pud-
ding. You'll have to judge for
yourselves as we evolve through
the process."
Passed in June 2002, the Nu-
clear Fuel Waste Act required the
creation of the NWMO, a not-for-

members, a "petrified" 16-year-old
student feared for his life and was
justified when he opened fire with
a sawed-off rifle in the lobby of
Pickering High School, a judge
says.
The Ajax youth kept the .22-
calibre rifle hidden in his locker
as "protection" from a street gang
he heard was hunting him down,
court was told Friday.
"I didn't want to kill anybody.
The only thing in my mind was I
had to protect myself. I was
scared. I felt if they ambushed me
and I showed them the gun it
would scare them off. I never in-
tended to use it," the teen testi-
fied.
He admitted he did - in self-de-
fence - on Jan. 11, 2002 when a
dozen alleged "Kingpins" came
looking for him at the Church
Street school in Ajax.
He was between exams during
lunch hour when a large group
walked into the school cafeteria
and circled him, court heard.
"Someone pointed me out to
them and they surrounded me.
They were arguing with me, say-
ing I beat up their friend," said
the youth, now 18.
They began pushing him but
"someone yelled 'teacher' and
they ran away.
"I was so petrified... I ran to my
locker and I got my gun," said the
youth. Under the Young Offend-
ers Act, he cannot be identified.
With the cut-down rifle con-
cealed in his jacket, he ran out
the front doors and was confront-
ed by the group again, so he re-
treated back inside the school.
"They formed a circle and I was
in the middle. I knew they were
going to do something bad to me.
They were going to beat me se-
verely or kill me," he told Judge
Donald Halikowski.
"Let's get him outside," several
in the group yelled as two or three
assailants began pushing and
pulling the teen toward the doors,
he testified.

"I was able to break free and I
pulled out the gun and I shot it... I
didn't want to die... I didn't want to
shoot anybody. I just thought this
would scare them off," he said.
"As soon as I pulled the trigger
everyone ran and I ran."
No one was hit by the round, which
lodged in a metal door frame.
The youth pleaded guilty to pos-
session of a prohibited weapon and
not guilty to charges of pointing a
firearm and possession of a weapon
to commit an indictable offence.
After hearing his testimony, Judge
Halikowski immediately acquitted
the teen of the two counts.
The judge accepted the youth's ver-
sion, saying the teen was sure to re-
ceive a severe beating and out of des-
perate necessity acted in self-defence.
Prosecutor Alex Hope said the
Crown's office is considering an ap-
peal.
The youth, who was expelled from
school, will be sentenced Sept. 2 on
the prohibited-weapon charge.
During questioning by defence
lawyer Reid Rusonic, the youth said
his trouble began early in the school
year after a female friend complained
of being mistreated by her boyfriend.
He later confronted the boyfriend,
who "got angry" and told him to mind
his own business.
Afterward, he learned from friends
the boyfriend was a member of the
Kingpins, the Ajax street gang also
known as KP.
He said students told him "he's
going to come after you" and "to
watch your back."
Court heard KP members are
known for beating and robbing peo-
ple.
"That's how they get even with peo-
ple. They beat them up. It was really
severe and you have to go to the hos-
pital... They walk around with their
pit bulls and rob people and do B and
Es (break-and-enters)," the teen tes-
tified.
Over the next couple of months he
was "afraid to walk the streets" and
got rides from friends to school.
One day in January, after the holi-
day break, he found out from other
students that Kingpins "were at the
school asking about me," he said.
"I felt they were trying to get me
now for what happened earlier in the
year. I was so scared I didn't know
what to do," he said.
He was afraid telling his parents,
school officials or police would make
things worse. "I was just hoping if I
didn't say anything... they would for-
get about it," said the teen, who had
no previous criminal record.
"People that go to police always get
beat up. The gangs will come after
them," he said, recalling an incident
he heard about in which an Ajax
High School student was badly beat-
en by the gang after he reported
being bullied.
He told the court he felt he had
only one choice. "I went out and
bought a gun," he told court.
He said a friend told him about a
man known as "Ghost," who sold
guns.
That week, he met the man in the
school parking lot and was given the
choice of buying a shotgun or a
sawed-off .22-calibre rifle.
The man told him the shotgun
would cause "major damage."
He chose the single-round rifle.
Court heard he paid $50 for the gun.
"It was loaded when I got it."
Prosecutor Hope asked the teen
during cross-examination, if he never
intended to use the weapon, "Why did
you fire?"
The youth said he pulled the rifle
from his jacket hoping to scare the
gang away, but one attacker kept
coming.
"I just fired when I saw him coming
directly at me," he said.

is off-limits

cept one, are open for swimming fol-
lowing testing by the local health de-
partment this past week.
Frenchman's Bay East is posted as
unsafe for swimming due to high
bacteria levels. All other beaches
were found to have acceptable bacte-
ria levels, including: Frenchman's
Bay West, Pickering; Rotary Park
and Pickering Beach in Ajax; Whitby
Beach East, Whitby; and Lakeview
Beach East and West, Oshawa.
The Durham Region Health De-
partment monitors these beaches
weekly throughout the summer.
Tests are conducted at the Ontario
Ministry of Health laboratory in Pe-
terborough.
Unexpected results
force more delays in
return to service

PPIICCKKEERRIINNGG ––––The restart of Unit 4
at the Pickering Nuclear Generat-
ing Station is now slated for Au-
g ust, having been pushed back
again by problems firing up the re-
actor.
Speaking to the Community Ad-
visory Council on Tuesday, Ontario
Power Generation senior vice-pres-
ident Pat McNeil said the latest
delay came as more parts have to
be replaced.
On May 5, one day after getting
permission from the Canadian Nu-
clear Safety Commission, OPG re-
moved Unit 4 from the guaranteed
shutdown state (GSS) it had been
in since the end of 1997. However, it
had to be returned to the GSS May
6.
"There were unexpected delays
during the first stages of commis-
sioning (powering up the reactor),
unexpected results during the ini-
tial start up," he said.
One of the causes was an excess
of boron, a chemical that slows neu-
trons.
"We didn't understand what was
occurring, so we shut it down until
we understood it," Mr. McNeil
noted, adding it took 12 hours to
determine the cause.
Removing the reactor from GSS
and starting to power it up means
the unit would be producing one
per cent of its maximum amount of
power.
Some large valves and limit
switches also need replacing, he
said.
"We made the commitment not to
bring the units back online unless
they're safe. The reality is it costs
us money, but the units will be on-
line in a safe manner," Mr. McNeil
stated.
"We could have done the limit
switches in two or three months
time, but we said no."
The company is awaiting a ruling
by the CNSC on the relicensing of
the reactors. OPG is seeking a five-
year operating licence for the 'B'
side and two years for the 'A' side.
The next step is to get Unit 4 up
to one per cent of full power, then
moving to five per cent. "When you
see us do that, you'll see steam
coming out of the plant," Mr. Mc-
Neil said.
Going to 10 per cent of full power
would "synchronize the turbine to
the grid and it will produce power."
From there, the move to 30 per
cent of full power would mean a
"boiler chemistry test", followed by
the move to 60 per cent of full power
and then 100.
He predicted by the end of Au-
gust, Unit 4 would be at full power.
As for the review into the restart
delays and massive cost overruns
announced recently by the provin-
cial government, Mr. McNeil said
OPG will help in any way it can.
"We're looking forward to provide
any support we can," he said. "I
gather people will be coming to the
plant soon."
When asked, Mr. McNeil said po-
litical pressure has never been ex-
erted on the company to get the
units up and running quicker.
"I haven't experienced any politi-
cal pressure. I don't think anyone
has."

mendations to the federal govern-
ment on the long-term management
of used high-level nuclear waste.
Governed by a six-member board
made up of representatives from
major owners of Canadian nuclear
waste fuel, the NWMO will look at
three specific methods over the next
three years: storage at existing reac-
tor sites, deep geological disposal,
and central storage above or below
ground, Ms. Dowdeswell said.
The same waste owners also fund
the NWMO based on the number of
fuel bundles produced by each com-
pany. Under that arrangement, more
than 90 per cent is funded from On-
tario Power Generation, she said.
Waste owners are also required to
contribute to a trust fund to help fi-
nance a long-term management
strategy once Ottawa makes its deci-
sion, and set up an advisory council
to comment to the NWMO through-
out the process as an arm's-length in-
dependent body.
Asked how the advisory council
was selected, Ms. Dowdeswell said
the NWMO used a third-party search
firm to find citizens not directly in-
volved in the nuclear industry but
often engaged in community issues.
"So you used a headhunter. That's
not too assuring," commented Ward 1
Regional Councillor Maurice Bren-
ner.
Coun. McLean pointed out David
Crombie is chairing the advisory
council.
"Mr. Crombie is no stranger to
Pickering," he added, making refer-
ence to the North Pickering Land Ex-
change Panel, which was also under
the charge of the former Toronto
mayor.
The NWMO has just begun the
process of asking communities how
they would like to provide input, said
Ms. Dowdeswell.
It plans to publish three docu-
ments with each soliciting communi-
ty consultation. The first will ask an-
alytical questions about each storage
method, while the second makes as-
sessments. The final report will make
recommendations on implementa-
tion.
This isn't about site selection, Ms.
Dowdeswell added.

Canada in Vienna
to discuss bid

DDUURRHHAAMM ––––After getting the go-
ahead from some federal cabinet
ministers earlier this month to
proceed with ITER international
negotiations, Canada's bid team
was back at the table yesterday.
At negotiations in Vienna,
Thursday, the Canadian team of
Dr. Murray Stewart, Iter Canada
president and Jim Campbell, ne-
gotiator for Natural Resources
Canada, confirmed this country's
intentions to host the Interna-
tional Thermonuclear Experi-
mental Reactor (ITER) in Clar-
ington.
The team presented Canada's
anticipated position on the
blessing of Ontario's cabinet
ministers including Allan Rock.
But financing for Canada's share
of costs on the $12-billion inter-
national project will still need full
federal cabinet approval. The
Canadian negotiators will need
that cabinet commitment by the
end of the summer if this country
has any hope to be chosen as
host of the energy facility.
"We need a clear and definitive
negotiating position," Dr. Stew-
art said Thursday after complet-
ing the day's negotiations.
"There is still some skepticism
if (the Canadian offer) is going to
happen. We have to be able to ne-
gotiate from a position of
strength. Some of our strong
friends are wanting our position
on the table sooner rather than
later."
The feds are being asked to
commit about $1.15 billion over 30
years, half of Canada's $2.3 billion
required commitment to the pro-
ject, if the Canadian site is select-
ed. The Ontario government has
already said it would match the
federal amount. In order to be
considered for the project, Cana-
da must first join the six other
countries -- European Union, the
United States, Japan, China, the
Russian Federation and most re-
cently into the partnership,
Korea - in order to be considered
as a potential host. If Canada
was not selected for the site, the
non-host cost would be about $1
billion over 30 years. About half
of that money would be spent in
Canada on development of com-
ponents for the project regard-
less of where the actual facility is
located.
France, Spain and Japan have
also offered sites for the facility, a
$12-billion energy research pro-
ject to find a clean, sustainable
energy source using fusion. The
European Union (EU) is expect-
ed to chose between France and
Spain before final site negotia-
tions this fall and put just one
site forward in the final bidding
process.
"Basically we're going to have
to have everything in place paral-
lel to the Europeans going down
to one site," Dr. Stewart said,
noting that decision will likely be
made at the EU summit in late
September.
"There is a very high degree ex-
pectation the Canadian offer will
come with a reasonable financial
package to go with all the other
things that make Clarington an
ideal site. Without the financial
package in place it makes it diffi-
cult for them (international part-
ners) to get enthused. Not until
they can see the whites of our
eyes so to speak."

Last year, a large school board released an
interesting study. It seems that students who attend
summer classes not only achieve higher grades but
also develop a positive outlook on school.
Unfortunately. most parents and many teachers
think the opposite is true. Imagine being able to
improve motivation by taking summer classes.
The reasons why this happens are both simple
and complex. Learning consists of a series of
purposeful activities: activities we can control and
direct. Children must learn that it is possible to
control and direct their own learning activities.
Parents usually leave this control in the hands of
the education system. They feel that it is the
schools’ responsibility. They feel that teaching is
active while learning is passive. This unfortunate
mind set often carries over into the summer and
winter holidays. If learning is the direct
responsibility of the teacher and the classroom,
then a vacation from these permits the student to
let go all responsibility for school and relax. No
harm done.
Unfortunately, the exact opposite is true. By
taking the summer off, education suffers and
students drift backwards. Students lose much of
the academic gains they made during the previous
year but, more importantly, they lose their ability
and motivation to learn. As they drift, they even
lose self-esteem because they have relinquished
control and direction and have lost key skills and
learning strategies.
Remember that school and school-based
learning are artif icially constructed ideas. Even
with a great teacher and an interesting program, it
is hard enough to get kids interested in problem-
solving and clear writing. Throw in a wind-down

many heroes
in our midst

offer us a chance to say thanks
I t happens a lot more often than you might think. Ordi-
nary, everyday people just minding their own business
suddenly turn into heroes in seconds, resulting in a life
saved, a crime stopped, a tragedy averted.
Ta ke the case of the Oshawa man who chased down a
knife-wielding bandit for two blocks, tackled the man and
held him on the ground until police could come and make
the arrest. Or consider the Port Perry person who, seeing a
young girl and a man flailing in freezing water on Lake Scu-
gog, saved both despite the risk to his own life.
These are just two of the local heroes, unassuming people
really, of the 'Aw, shucks, anybody would have done it,' vari-
ety. Asked about why they risked their own lives to help
complete strangers, some can't provide an answer.
Jim Scharf of Oshawa, who chased down the knife-hold-
ing thug with assistance from his girlfriend Jennifer Dodd,
said, "Even to this day, I still can't explain my actions." Call
it the inner human desire to help somebody else in distress.
Luckily, there are always people in our midst who will
think of their neighbour's welfare before their own. That
was the basis for the annual award ceremony held by the
Durham Regional Police recently.
Some citizens, like Frank Pelligra of Port Perry, saved
people from certain death. It was Frank who got the snow-
mobiler and his daughter out of the bone-chilling water.
Others, like Nevina Crisante, Sandra Cummins, John
Musselman, Filomena Reboh and Jeff Wood, did everybody
a tremendous service by alerting police to the whereabouts
of an escaped accused killer.
Still others, like Christian Peterson, Robert Robbins and
Jim Washbrook, Sheryl Barrett, and two 16-year-old girls, in
four separate incidents told police of suspicious activity by
drivers which led to inquiries and/or arrests.
Pauline Broome stopped a vicious assault in Oshawa
from continuing. Joseph Glover, owner of Lake Vista Plaza
IGA, stepped up to help the Christmas food drive when
Knob Hill Farms closed down.
These brave, community-minded people went way be-
yond the call of duty when their fellow citizens really need-
ed them.
Lives were saved, crimes were prevented, and people in
need who otherwise would not have been helped, can
thank these special people for being there when it really
counted.
The police are the front-line servants in our community.
But behind our men and women in blue beat the hearts of
those who can be counted on when the chips are down. To
all our winners we say thank-you.

Allow me to offer my congratulations
to Beth Navarro for sticking to her
morals on the issue of gay marriages
and truly upholding my belief that his-
tory repeats itself.
It was not so long ago in the United
States when there were unequal rights
and discrepancies based on what Beth
calls 'moral views'. This was called
racism and at the time was actually, if
not very ambiguously, written into var-
ious government treaties.
To hear complaints about the up-
holding of tradition and the sanctity of
this or that is not new. I am not at all
surprised by Beth's views, but of
course I feel I should offer my own in-
sight; to allow my own 'moral view' to
come forth in this time of conflict.
I believe firmly same-sex couples
should have the right to marry. I al-
ways have. To argue against this act of
progress just because you are straight
or traditional, is 100-per-cent compa-
rable to arguing against the freedom
for African, Native or Mexican people
in America simply because you are
white.
I think it is time for people like Beth
to realize we are bearing witness to
one of the final frontiers of legislative
discrimination in North America. If
anyone feels radically opposed to this
view, perhaps you should consult your
history books as well as your 'moral
views' before you expound them, be-
cause then you might not look so im-
moral 20 years down the road.

War about settling
score with Saddam
So, Mr. Bush, just where are
all those weapons of mass
destruction in Iraq you
warned us about?
If these were normal times, the
president of the United States
would have some explaining to
do. But, Americans, so happy at
the relatively quick and painless
subjugation of Iraq, don't really
care much about those WMDs.
Congressional hearings to look
into whether the American people
were misled about the Iraq inva-
sion may well bear little fruit and
could even backfire on Democrats
eager to capitalize on the exag-
gerated claims of Mr. Bush and
his cronies.
Fo r, in the United States these
days, might obviously means
right. The Iraq attack, the tours
of Saddam Hussein's palaces and
the toppling of his statues, and
the ability to get the madman of
the Middle East on the run, all
served as a form of payback for 9-
11.
Even New York Governor
George Pataki, in some reports, is
keen to take one of Saddam's
statues and stick it in the court-
yard of the rebuilt World Trade
Center site. Never mind that
there has never been any connec-
tion drawn between Saddam and
Sept. 11.
In the minds of Americans bent
on revenge against Arabs for the
attack on New York City, the stat-
ue would be thoroughly appropri-
ate.
No, it's clear Iraq posed no
threat to the United States or to
its neighbours. This was about
finishing off Daddy's business for
the president and about settling
old scores for many members of
his cabinet.
It does raise several key ques-
tions however: Where do those
who did not support the invasion
of Iraq go in future? Is there any
significant role left for the United
Nations? As the most powerful
nation on Earth will the United
States try to make peace or make
war?
Canada was so clearly on the
right side on this issue it hardly
bears debate. Just because the
U.S. decides to decimate a coun-
try, doesn't mean we should go
along for the ride.
The whole situation is rife with
irony. After all, where were the
Americans in 1914 and 1939 when
Canada came to Europe's rescue
during the First and Second
World wars?
Answer: The U.S. sat on the iso-
lationist sidelines for more than
two full years in each case and
only joined the war once it be-
came absolutely necessary.
Students of history know the
United States is in no position to
point fingers at Canada when it
comes to loyalty.
When next Iraq happens whose side will we be on?

SARS free.
Tests for severe acute respiratory
syndrome (SARS) on a patient who
died in Lakeridge Health Oshawa
earlier this week came back negative
Wednesday. And that's just part of
the good news for Durham health-
care workers and their families. The
final cases linked to a cluster of 15 ill-
nesses at Lakeridge Health Whitby's
long-term care and dialysis units
were cleared of SARS Thursday.
"This is extremely good news for
the health department and for resi-
dents of Durham Region," said Dr.
Donna Reynolds, Durham's associ-
ate medical officer of health. "We've
been able to rule out the SARS virus
in all facilities (related to the Lak-
eridge Health Whitby investigation)
and those individuals who were af-
fected as a result of association with
these locations are no longer re-
quired to be on quarantine." Coinci-
dentally, most quarantines related to
that cluster were scheduled to end
Thursday, the 10th day since the
final exposure date.
There are three probable cases re-
maining in the region, says Glendene
Collins, spokesman for the Durham
Region Health Department. Howev-
er, she adds, all three cases are
linked to North York General Hospi-
tal, their condition is improving and
none of them require hospitalization.
They are at home in quarantine and
any potential contacts with the pa-
tients have been contacted. Health
department staff are still investigat-
ing nine other individuals and 412 re-
main in quarantine. Rouge Valley
Ajax and Pickering had no suspect-
ed, probable or cases under investi-
gation as of Thursday.
On Wednesday, the provincial gov-
ernment announced $10 million to
create an infectious disease network
to help combat SARS and West Nile
virus. A liaison officer from the World
Health Organization (WHO) will be
arriving this week in Toronto to as-
sist the Province and public health
officials dealing with SARS, says
Emmanuel Chabot, Health Canada
spokesman. The officer will be exam-
ining how SARS has been handled in
Ontario though Mr. Chabot said
Health Canada does not know
whether WHO will look specifically
at how the disease was managed
within Durham.

Approximately three months ago I ran up
a flight of stairs barefooted to answer the
phone. I was about halfway up when I lost
my footing, slipped and my big toe hit the
rise of the step. The pain wasn’t bad at the
time so I really didn’t think anything of it. I
am now however, finding that I cannot
move my injured big toe up or down, as
much as my other big toe. With everyday
activities it only hurts a little but when I
wear a 2 inch heel or when I exercise the
pain is much , much worse. What have I
done and can I treat or reverse it?
It sound as if your injury is a condition
known as hallux limitus, which is a
limited range of motion of the big toe
where it attaches to the metatarsal bone.
The amount of pain associated with this
deformity can range from no pain to such
severe pain that it is disabling.
The normal range of motion of the big
toe is approximately 70 degrees because
this is the amount of angulation needed to
propel the foot as it toes-off to take the next
step. With less than 70 degrees a structural
(as yours is) or functional (tight tendons on
weight bearing) hallux limitus exists. The
amount of space between the two bones
that make up the big toe joint narrows
causing a jamming of the big toe. This
causes pain on the top of the joint due to
inflammation created by excessive bone
against bone compression forces. It is
aggravated with the toe-off stage of each
and every step. The analogous situation
might be with a door having difficulty
opening as it abutts against the door jam.
Pain and inflammation increases with the
exertion as you tend to have greater forces
against the joint. The samec an be said
about wearing higher heeled shoes. You
put more weight and pressure on the front
part of the foot.
Aside from the type of injury you have
described, excessive pronation can lead to
hallux limitus, as can an exceptionally
long metatarsal bone. Both of these factors
put greater amounts of force on the first
metatarsal-phalangeal joint ( the big toe
joint).
As far as treatment goes, nothing can be
done to reverse the damage you have done
to the joint. The best treatment involves a
gait adjusting orthotic that will try to
balance the forefoot and decrease pressure
on the joint by minimizing pronation. An
extension should be used on the orthotic
with a cut out for the big toe joint, thereby
allowing it to “float”. This will decrease
the ground forces on the joint. The orthotic
should be stiff.
Untreated, the patient may experience
pain in the middle of the foot, the ankle
and even in the leg, as the other parts of
the extremity
try to make
up for the
less than 70
degrees of
angulation.
The best
lesson to be
learned here
is that it is so
very
important to
always wear
something
on your feet
at all times.
One missed step that could
have been so easily
prevented by wearing shoes
or slippers can leave you
with a chronic nagging
injury.

added to growing list

to add milk and eggs to your shop-
ping list when heading over to the
site of the former Metro East Trade
Centre.
Sobeys Inc. has applied to the City
to open a 48,400-square-foot grocery
store in early September as part of
the redevelopment currently under
way at the Brock and Kingston
roads site.
"Typically, our stores hire upwards
of 150 people with a 70-30 full- and
part-time split," said Sobeys
spokesman Kelly Norgate.
"It will be a good size, but it's still
too early to tell what all the ameni-
ties will be."
Sobeys would join 25 tenants at
the 48-acre First Professional Shop-
ping Centre, including one of the
first Sam's Club warehouse stores to
open in the Greater Toronto Area
when it does so this fall.

First Pro hopes to have the centre
fully open by the end of the year, said
its director of land planning Ornella
Richichi, who is handling Sobeys site
plan approvals with the City. Those
approvals should be complete by the
end of the month.
"The site when it was the Metro
East Trade Centre (METC) was
somewhat underutilized given the
land size," said Pickering's economic
development officer Ron Taylor.
The new buildings will have a com-
bined gross floor area of 531,000
square feet, almost double the trade
centre's 292,000 square feet, he said.
"And it will be used throughout the
week instead of just on weekends,"
he said, referring to the flea market,
which used to be open Saturdays
and Sundays only at the METC.
The redevelopment, along with
the neighbouring Home and Leisure
Centre and Canadian Tire and Wal-
Mart stores, helps consolidate the
area as a "regional shopping destina-
tion", ideally located just north of
Hwy. 401, Mr. Taylor said.

Plenty, or at least there should be
when designating new streets in
Pickering, say City officials.
Council decided Monday night to
move forward with a plan to name
new streets after veterans of past
wars, along with any other individu-
als of significance to local history.
Staff has been directed to solicit
the City's two branches of the Royal
Canadian Legion for a list of local
vets, as well as come back with op-
tions for naming streets after other
notable past residents.
Naming streets after veterans is
meant to be "a lasting tribute" to
their sacrifice and service, said Ward
3 Regional Councillor Rick Johnson
while introducing his motion.
"Other municipalities have done
it," he said, pointing to Whitby and
Clarington. "And it's something I toy
with every time we come up with a
street name like 'Kodiak'."
"I think this is a resolution that is
well overdue."
Wa rd 2 Regional Councillor Mark
Holland agreed street names should
have meaning. "I think it's important
and it says something about a com-
munity," he said.
While a large proportion of new
streets should be named for vets, the
City should leave room for others to
be recognized too, Coun. Holland
suggested.
"If we say every single street, I
think that's maybe too encompass-
ing," he added.
Wa rd 3 Councillor David Pickles
said he felt Coun. Johnson's idea was
a "fitting tribute" and not meant to
be exclusive. "I live on a street
named after a 'Lord of the Rings'
character," he laughed.

councillor is worried ap-
proval of airport zoning
reg ulations may be con-
fused with City support
for a future airport in
north Pickering.
Council needs to "make
it perfectly clear", while it
supports in principle the
new zoning regulations, it
does not approve of an
airport, Ward 3 City Coun-
cillor David Pickles said at
a council meeting Monday
night.
He tried to push for an
amendment, making ref-
erence to an earlier Pick-
ering resolution advising
Durham Region it did not
support the development
of a future airport.
But it was voted down
5-2.
Wa rd 2 Regional Coun-
cillor Mark Holland said it
was his recollection Pick-
ering's earlier motion in-
volved an international
airport, not a regional air-
port as now being investi-
gated by the Greater
To ronto Airports Authori-
ty.
A regional airport is
recognized in the City's
Official Plan so the
amendment "could be
somewhat contradictory",
he added.
Wa rd 3 Regional Coun-
cillor Rick Johnson was
the only other supporter
to Coun. Pickles' amend-
ment, adding he was op-
posed to the airport zon-
ing regulations them-
selves.
"I have difficulty with
how the federal govern-
ment will handle an air-
port," he said. "There's
been no real opportunity
for dialogue."
Council, however, ap-
proved of the airport zon-
ing regulations (AZR) by
a vote of 5-2, but with the
proviso Transport Cana-
da defer moving ahead in
the process to allow cer-
tain implementation con-
cerns to be addressed.
Expected to be ap-
proved by the Privy Coun-
cil later this year, the AZR
protect surrounding lands
to ensure uses are com-
patible and don't interfere
with the safe operation of
an airport, should the fed-
eral government decide to
build one in north Picker-
ing.
They impact federal
lands in Pickering,
Markham and Uxbridge,
from Hwy. 404 in
Markham to the eastern
edge of Whitby, and from
north of Ballantrae,
Goodwood and Coppins
Corners in Whitchurch-
Stouffville and Uxbridge
to south of Hwy. 401 in
Pickering and Ajax.
Regulatory controls in-
clude restrictions on the
height of buildings, struc-
tures, objects and natural
growth; and land uses and
activities causing elec-
tronic interference and
bird hazards.
All landowners and ten-
ants within that regulated
area must comply with
the AZR, although uses in
existence prior to the reg-
ulation coming into force
will be grandfathered.
The only positive aspect
to the AZR is the position
against landfills being lo-
cated around an airport
because they create a bird
hazard, said Coun. John-
son.
But Ward 1 Regional
Councillor Maurice Bren-
ner pointed out the City
isn't giving blanket ap-
proval to the AZR but is
requesting a deferral
based on a staff recom-
mendation.
"We think some work
needs to be done to clarify
the mitigating factors,
which would allow such
uses as municipal parks
and storm water manage-
ment ponds in the bird
hazard zones," explained
Tom Melymuk, Picker-
ing's corporate projects
and policy division head.
"That could take
months."
However, Coun. John-
son still felt the City
would be sending a
stronger message by in-
cluding Coun. Pickles' mo-
tion.
"Unless we come out op-
posed, it still looks as if
we're working with them,"
he said.

school students taught their ele-
mentary brethren a lesson in eating
healthy this year.
When the Dunbarton High School
Grade 12 business organizational
studies students received their final
project, Julia Herdman, Hilary Pea-
cock and Nicole Morrison rose to the
challenge.
On June 10, from 8:45 to 10 a.m.
the girls presented a 'healthy eating
breakfast event' for Grade 4 to 6 stu-
dents at Fairport Beach Public
School. Each student was provided
with an example of a good breakfast
and listened to and discussed the
importance of nutrition.
"This event is a joint effort be-
tween secondary students and ele-
mentary pupils, in a very positive
role-model situation," said Liana
Lafranier, principal at Fairport
Beach.
The students relied on a number
of donations for their presentation.

AAJJAAXX ---- The baseball season just
keeps getting better for an Ajax pitch-
er.
Fresh off helping Pickering High
School capture the Prentice Cup, em-
blematic of high school baseball su-
premacy in Ontario, 18-year-old right-
hander Jamey Allen is ready for more
diamond challenges.
He left Thursday with the Ontario
Blue Jays under-19 elite baseball team
for a 26-day tour of the U.S. where
they will play against high-calibre
competition in four states. The tour
starts in Dayton, Ohio and continues
on to Oklahoma, Memphis, Ten-
nessee and Atlanta, Georgia before
returning home July 14.
For Allen, the chance to play
against the best teenaged competi-
tion in North America represents his
biggest challenge in baseball yet.
"I think it's a great opportunity. I
haven't played baseball at this level
before, but I think I can go out there
and play great," said Allen, who'll re-
turn to Pickering High in the fall.
Allen was a last-minute addition to
the Blue Jays and didn't get so much
as the benefit of one practice prior to
striking off on the U.S. tour.
His ascension to the elite team was
a direct consequence of his stellar
pitching performance as the ace of
the Pickering High Trojans staff. He
delivered a gem of a mound perfor-
mance in the Prentice Cup quarter-fi-
nals.
"The head coach (of the Ontario
Blue Jays) saw the game and asked
me to pitch with them. I knew I had
pitched a great game, so I knew that
something could happen," said Allen.
In the Trojans' 3-1 quarter-final vic-
tory over the St. Clair Colts from Sar-
nia, Allen was simply dominating.
Played at Toronto's SkyDome, Allen
hurled a complete-game, seven-in-
ning victory, racking up 12 strikeouts,
while allowing only two hits and one
walk.
Although having little preparation
with the Blue Jays, Allen said he'll be
completely at home with the squad,
owing to the fact he knows many of
the players. Most importantly, he'll
have his favourite catcher, Kevin
Brown, behind the plate. Allen and
Brown formed the battery for the
Trojans.
"I grew up with him and we work
great together," said Allen. "I love
pitching to him. We're always on the
same page and he's the best catcher
I've ever had."
He knows several other players on
the Blue Jays, including Ajax's Jason
Wiles, another catcher, and pitcher
Brett Bachman and catcher Jordan
Ripko, both of Whitby.
The dream season for the Trojans,
he said, almost didn't happen as
coach Marc Picard had threatened to
pull the plug on the team due to spot-
ty attendance at practices. The play-
ers, however, rallied behind their
coach and gave a commitment to
keep the team on the field.

Street, the team put together a 14-2
overall record, including the Prentice
Cup.
"We had a great team and a great
coach. We put our heads together and
played the way we believed we could
play," said Allen, who chalked up a 9-2
record on the mound.
After losing the LOSSA title, the
Trojans got a measure of revenge by
beating the Hawks in the Prentice
Cup final at SkyDome. In the end, the
Trojans' potent offence played bombs
away with the Hawks en route to a de-
cisive 11-5 victory. In the final, Allen
helped offensively with a triple and
four RBIs.
"We wanted a shot at redemption,"
said Allen, named as the Toronto
Star's high school pitcher of the year
after the final. "We loved the chance to
meet (Henry Street) in the final. We
knew we were the better team. We just
had to come out strong and show it."
The Trojans shocked the St.
Michael's Kerry Blues of Toronto in
the semifinal 12-3.
Following a summer with the Blue
Jays, Allen hopes to earn his way back
with the Blue Jays for their fall pro-
gram.
Then, he has his eyes set on the U.S.
"I want to finish high school and
work to get a scholarship for next
year. I want to see where (baseball)
takes me," he said.
