"The minister needs to read the entire Memorandum of Under- standing (MOU) and the ease- ments in entirety rather than cherry picking," he said. "The full agreement has a number of pro- visional matters." Mr. Young's letter, sent Tues- day to the mayor's office, points out the May 1999 MOU signed by the then-Town pledged to protect the Duffin-Rouge Agricultural Reserve in perpetuity. It points to one specific clause in the agreement, which states, "It is the intention of the parties that the covenants and ease- ments herein shall run with the Property in perpetuity". City officials are currently em- broiled in a power struggle with the Province over who has the au- thority to plan future develop- ment in north Pickering. Council Minister stands behind order AAJJAAXX ––––There's one suspect se- vere acute respiratory syndrome (SARS) case at the Ajax hospi- tal. The case comes a day after hospital officials said Thursday there were no probable or sus- pect cases at Rouge Valley Ajax and Pickering. Spokesman Maria Milanetti said Friday there were no probable cases. At the Rouge Valley Cente- nary site, there are two probable and two suspect cases. Also, one staff unit has been quarantined until test results are finalized. The hospital isn't releasing which unit is affected, she added. "It's a working quarantine, but they are fully protected," Ms. Mi- lanetti said. "We wanted to be as careful as possible. That's been our tradition. "They haven't had exposure to SARS. We're just being doubly sure," she added. A.J. Case made for Hwy. 407 Study suggests Durham needs full ex t ension BByy JJeerreemmyy LLee PPaaggee Staff Writer DDUURRHHAAMM ––––Durham needs Hwy. 407 to support its rapidly expanding population and in- dustry, states an environmental assessment report on the pro- posed extension. The report, released Wednes- day, lists several reasons for the need to build the highway, in- cluding Durham Region's ex- treme population growth, high level of trade, and tourism. Those findings are no surprise to Durham Chairman Roger An- derson who said "the 407 is ab- solutely vital" to Durham, its taxpayers and its industry. "It's been part of our official plan for 15 years. When it comes to transportation, we have the largest employer (General Mo- tors) in Ontario here in Durham Region, which needs just-in- time delivery along with other industries that need that too. The 407 will be the blood-line for those industries." The 100-page document, analysing possibilities for the route from Brock Road in Pick- ering to Hwy. 35/115 in Claring- ton, will be given to the Ministry of Environment for approval be- fore a formal route location can be developed. "The 2001 Region of Durham population of over 530,000 is forecast to almost double to one million by 2031," states the docu- ment, which says, "The Hwy. 401 corridor is experiencing conges- tion today from the City of Os- hawa, westerly through the To wns of Whitby and Ajax in the a.m. peak, and easterly through the City of Pickering and the To wn of Ajax in the p.m. peak..." The report suggests congestion is also expected to "increase and extend into Clarington." The number of commercial ve- hicles travelling through the re- gion on a daily basis amount to 32,000 at the Durham-Toronto boundary, 18,000 through Whit- by, and 13,000 through Claring- ton. Dan McTeague, Liberal represen- tative for Pickering, Ajax and Uxbridge, said he'll vote against the bill, which deems possession of up to 15 g rams of pot a minor offence carrying no criminal record. "I don't think it's well thought out," he said, calling the legislation "short" and "weak". Introduced by Justice Minister Martin Cauchon Tuesday, the new bill lifts criminal sanctions for pos- session of up to 15 grams of pot and instead lists fines of up to $400 for adults and up to $250 for teenagers. In the case of marijuana posses- sion of 15 to 30 grams, police would have the right to press criminal charges with up to six months in prison. Growers and dealers would face a maximum of 14 years in prison in- stead of the current seven. The length of the term would be deter- mined by the amount of product. At the same time, the govern- ment is committing $245 million over the next five years on enforce- ment, education, and research and treatment programs. But Mr. McTeague said the legis- lation is "putting the cart before the horse" by decriminalizing posses- sion before a national drug strategy is in place. "We need strict provisions for marijuana impairment," he said. "And we need strict mandatory sen- tences for grow operations." One of the difficulties, Mr. McTeague said, is there are no means of determining if someone is impaired from pot other than tak- ing a blood sample. That makes prosecuting pot users with driving under the influence almost impos- sible. Increasing the maximum jail term for growers and dealers is also "unworkable", Mr. McTeague said, arguing seven-year terms were rare under the current law. "No one ever got seven years," he said. "They were either put under house arrest or fined. It's only the small number of cases that catch the media's attention that are actu- ally sent to jail." There are more than 50,000 grow operations across Canada "wreck- ing lives and stealing electricity", Mr. McTeague said. "Durham Regional Police are frustrated judicially and legally to prevent the propagation of this criminal element," he said, pointing to a recent Ontario Supreme Court of Appeal decision ruling helicopter infrared technology a violation of privacy. Asked if his government could turf him for voting against the bill, the backbencher said he didn't think the prime minister could ever make the vote a matter of confi- dence. However, the Province has im- posed the order putting the reserve off-limits to developers and removing local planning authority for the entire growth management study area and additional lands in Duffin Heights. This week's letter comes one day after Pickering council wrote the minister asking to meet with him "openly and in public" over the issue, said Mayor Arthurs. Pickering is living up to its original agreement in 1999, he said, also pointing to specific wording con- tained in the agricultural easements themselves the City entered into with each landowner on the reserve. "Clause 5 states: except with prior written approval of the Town, the fol- lowing uses and activities shall be specifically prohibited on the Proper- ty: a) severance or subdivision...c) the mining or extraction of peat...d) commercial recreational uses, includ- ing golf courses and driving ranges, e) the removal of topsoil," he quoted. Ministry spokesman Chris McPherson maintains the mayor's reading doesn't take into account other key portions of the MOU or its stated intent, that of preserving the lands for agricultural use. In Whitby, some relief has been felt by residents, as the study indi- cates land zoned for a link between Hwy. 407 to Hwy. 401 may be planned further west than the sug- gested 1992 location. In former doc- umentation, the proposed link was called the 'Whitby Link.' Now, it is referred to as the 'West Durham Link.' Ajax Mayor Steve Parish said the eastern point for the link is roughly Halls Road and to the west it's ei- ther at or near Audley Road. Ajax has approved subdivisions bordering Audley between Rossland and Taunton roads. Also, the Sport- splex is on the east side of Audley, at Taunton. "Any terms of reference worth their salt would remove Audley Road," Mayor Parish said. "I imag- ine Whitby is sharpening their pen- cils." Link could be further west ✦ Link from page 1 New report backs need for 407 Don't delay the inevitable, action required now here in Durham Anew report merely states the obvious, facts which have long been available to all and which make it as clear as traffic jams morning and night on the 401. The time to extend the 407 is now. Troubling hints from the Province that an eastern 407 link from Brock Road in Pickering to Hwy. 115/35 in Claring- ton may be more than a decade away should be put to rest by the report. Durham's population is expected to more than double by 2031 when more than one million people will be living in a reg ion that now totals about 550,000. Of course, the vast majority of that population will live in the southern five Lake Ontario municipalities which are stretching northward monthly as new subdivisions are con- structed. Already the 401 is a traffic nightmare for several hours through points west of Oshawa each morning and evening. Without an alternative east-west highway through Durham the problem is only going to worsen each year. The Province needs to also look at widening the 401, although the plan to put in new highway exits in Oshawa and Whitby could put the kibosh on that notion. That makes the 407 extension even more vital. Business- es in Durham need highway options that provide them with necessary transportation links to get their vehicles to southern Ontario and U.S. just-in-time destinations. And businesses located here, especially General Motors, need to be assured deliveries can make it to Durham. The vast army of commuters who make the trip into To ronto each day need to be able to avoid the current bot- tlenecks that invariably occur on the 401. And the problem only worsens when the inevitable accidents, construction and foul weather makes the 401 a treacherous reduced-lane track. While it's admirable and necessary to improve non-vehicle transit alternatives so more people leave their cars and take trains or buses to make the commute, decades of research has shown efforts to get them off the road are thoroughly resisted. Many would prefer to sit in a traffic jam than let the bus (or train) take the fuss. A keen look at the reality of the situation makes it all crystal clear. We're growing rapidly, we have just one multi- lane highway through our region and we will all suffer un- less we get the 407 extension we need. The time to act is now before the problem becomes disas- trous. Our war stance could mean no ITER for Canada TToo tthhee eeddiittoorr:: I read in the May 9, 2003 edition that Spain was another country competing with Canada for the new ITER facility. This project will create thousands of jobs and pour billions into our economy, should we be successful in our bid. I note with interest, the President George Bush had sent his Energy Sec- retary Spencer Abraham to Spain with instruction to 'give serious considera- tion' to the Spanish proposal. Spain supported the United States, along with Britain and Australia, in the war against Iraq. Canada did not. I wonder if this is the first subtle U.S. re- taliation against Jean Chretien for Canada's cowardly action, in not back- ing the coalition forces in the war. I also wonder what other ways we may hurt because of our Prime Minis- ter's decision regarding the war. None of us really wants to hand over more of our hard-earned money to government. That's why, at first glance, the Tory election platform promise to require mu- nicipalities to get residents' ap- proval before raising taxes might sound like good news to many homeowners. Not by me. I never thought I'd see the day when so many munici- pal politicians are talking sensibly at the same time, but those who've denounced the proposal as ludi- crous are right on the money, pun intended. Like all taxpayers, I don't want to pay any more but I do expect re- gional and municipal services. I want safe, properly treated water to come out of the tap when I turn it on; I want my garbage taken away from the curb and I want to know there are adequate numbers of police officers and firefighters out there in case I have an emer- gency. I expect the regional and local roads I travel to be properly maintained. Since I can't expect those munic- ipal services for nothing, I'll admit I should pay my fair share of mu- nicipal taxes, and I do. What I don't want to pay for is a referendum every time my elected officials sit down to work out their annual budget. If we're going to make budget decisions by referen- dum, why should we have a local council at all? Under the Tory plan, we'll end up paying for the referendum, in which the neighbours will veto a tax hike, thereby forcing the mu- nicipality to slash or cancel ser- vices. Once we say no to higher taxes, out will come another refer- endum, which we'll also pay for, asking our permission to raise rev- enue by taxing gasoline, parking spaces and hotel rooms. Does that sound like a better alternative to anyone? Apart from the local referen- dums, we can also expect regional referendums, predicted to cost half a million dollars each. This is not democracy in action. This is anarchy. We already have democracy; we have the right to vote in the munic- ipal election this November. Exer- cising that right gives us a better chance of putting level-headed, re- sponsible people on our local coun- cils to make budget decisions. While we're at it, we can pay atten- tion to those budget deliberations, show up at a council meeting and give our politicians our opinions, if we wish. If we don't like the job they do, we don't have to vote for them again. Meanwhile, if the Tory govern- ment really wants to come up with a great idea on the eve of an elec- tion, how about dictating there must be a referendum every time our politicians want to raise their own salaries? That's a referendum I'd buy into. As many as 52,700 Ontarians will be diag- nosed with cancer this year and about 24,600 will die from the disease. But it gets worse. By 2020, newly diagnosed cancers are expected to in- crease to 91,000. Because of these shocking numbers the Canadian Can- cer Society (Ontario Divi- sion) and Cancer Care On- tario released 'Cancer 2020' on May 1, a report stressing the need for prevention and early detection. "More than half of these cancers that will be diag- nosed over the next 20 years can be prevented," says the report. This includes some of the deadliest cancers such as lung, stomach and esophageal cancer, for which treatments are less effective and which can be caused by poor lifestyle choices. Cancer Care Ontario is the Ministry of Health's principal adviser on cancer issues and the province's leader in the integration and co-ordina- tion of cancer control ser- vices. Areas targeted in the agency's report to prevent cancer include decreased to- bacco use, increased con- sumption of fruits and veg- etables, a decline in obesity, more physical activity, less alcohol consumption, re- duced exposure to ultraviolet light and reductions of expo- sure to occupational and en- vironmental carcinogens. Dr. Peter Dixon, chief exec- utive officer of the Durham Region Cancer Centre says he expects 4,600 cancer pa- tients in need of treatment when the centre opens in late 2005. "Although the centre is a Lakeridge Health Corpora- tion program, it is being built in association with Cancer Care Ontario," explains Dr. Dixon. Cancer Care Ontario operates all of the province's Regional Cancer Centres. Be- cause the Durham Regional Cancer Centre is a joint ven- ture between Cancer Care Ontario and Lakeridge Health, the two organiza- tions will share financial, de- velopment and operational responsibilities. The $94.8 million Durham Regional Cancer Centre will provide cancer care and treatment services that in- clude surgery, radiation, chemotherapy and support- ive services from prevention through to palliative. The long-awaited cancer centre, first promised in the 1990s, will be located at Lakeridge Health Oshawa, filling the void, for example, of radia- tion therapy that exists be- tween Toronto, Kingston and Sudbury to the north. But most of the 4,600 can- cer patients Dr. Dixon ex- pects to see upon opening will be living within the refer- ral region of the Durham Re- g ional Cancer Centre: Durham Region, Peterbor- ough County, Northumber- land, Victoria County, Hast- ings County, Toronto and Haliburton. It is estimated the new centre will serve a population of approximately 750,000. Although research has made advances in the care and treatment of cancer, en- abling more than half of pa- tients diagnosed with cancer to live full and productive lives, cancer is on the rise. "All of them (types of can- cer) are increasing because the population is increasing," says Dr. Dixon. "But the risk of (certain) individuals get- ting cancer is actually chang- ing. Men's chances of getting lung cancer are decreasing because they're stopping smoking. Young women's chances of getting lung can- cer are increasing because more of them are smoking." More diagnoses of prostate cancer are being made, he continues, partially because the population is aging and because of the accuracy of screening tests which detect the form of cancer earlier. Lynn Nazarko, community services co-ordinator for the Durham Region Unit of the Canadian Cancer Society, says the local agency strong- ly agrees with the prevention aspect of the Cancer 2020 re- port. Durham volunteers already give presentations to pro- mote healthy lifestyles to a variety of organizations in the Region, from businesses to church groups. "We also make risk-reduc- tion presentations on tobac- co, sun awareness, diet and exercise," she adds. Another initiative the local cancer so- ciety unit is involved in is 'Durham Lives.' This pro- gram combines the efforts of a number of area agencies - including the health depart- ment and both school boards - to fight heart disease, as well as cancer. Again, smoke-free, healthy lifestyle choices that include nutritious food and exercise are emphasized. The second part of the Cancer 2020 report aims at early detection of breast, cer- vical, colorectal and prostate cancers. Ms. Nazarko says a number of doctors have called the branch recently asking for information about such screenings. "I've noticed an increase in calls from surgeons particu- larly regarding colorectal cancer," she says. "There have been quite a few calls." Hearth Place Cancer Support Centre has seen a noticeable rise in the number of cancer patients and their families who use the resource and drop-in centre. The only support centre of its kind in Durham Region, Oshawa-based Hearth Place is currently in the plan- ning stages to build an addition to ac- commodate more people living with cancer. Ms. Shaw says the expansion is need- ed not only for those currently using Hearth Place services but will be built in anticipation of the increase in mem- bership once the Durham Region Can- cer Centre is complete. Filmmaker Michael Moore wins an Academy Award for best documen- tary feature (Bowling for Columbine) and gets booed at the Oscar cere- mony for attacking George W. Bush's presi- dency. Dixie Chicks' lead singer Natalie Maines makes a critical comment about Bush and her group's CD, Home, which won three Grammys earlier this year, is banned from the playlists of several U.S. radio stations and de- stroyed in fits of rage by onetime fans. A veteran voice of politi- cal dissent from within the U.S. artistic community is also highly critical of the policies of the Bush White House, including its re- cent war in Iraq. While Harry Belafonte hasn't been attacked as vi- ciously and vociferously as his younger colleagues in the arts world have, he hasn't been spared criti- cism and his work has been distorted toward an agenda decidedly not his own. Following the 9/11 ter- rorist attacks in the U.S., the morning radio hosts of KOMP-FM in Las Vegas used the calypso rhythms and Day-O tune from Mr. Belafonte's 1955 hit, Ba- nana Boat Song, for their own Bin Laden Bomb Song. And last fall, Mr. Bela- fonte was on the receiving end of a huge backlash from the U.S. media after he chastised fellow African-Americans Secre- tary of State Colin Powell and National Security Ad- viser Condoleeza Rice for betraying public faith both in terms of their race and their mandates -- and in an appearance on CNN's Larry King Live, compared Mr. Powell to a plantation hand that only supports policies that please his master, Mr. Bush. Mr. Powell responded by saying that Mr. Belafonte's comment was "a throw- back to another time and another place that I wish Harry had thought twice about using." But Mr. Belafonte isn't easily silenced. Having spent decades as a tireless advocate for human rights, and having been a close friend and ally of such celebrated 20th-century justice and peace activists as Eleanor Roosevelt, Martin Luther King, Jr., Robert Kennedy and Nelson Mandela, he is resolute in continuing his efforts. "It would be discourag- ing were I made of another kind of mettle. But I am angry enough, not care- less, but angry enough about what this adminis- tration is doing and has done, and I am resolved that they should not win," he explains in his trade- mark whispery, husky voice. Now 76, a married father with one son and three daughters (two of them from a previous marriage) and three times a grandfa- ther, Harlem-born, Ja- maican-raised Mr. Bela- fonte had to bow out of a recent 11-city Canadian re- union concert tour with Nana Mouskouri after falling ill. "I incurred a lot of dizzi- ness over a couple of days, I was quite imbalanced," he said just two days be- fore the tour was sched- uled to begin on May 11 in Victoria. "My doctors found that my blood pressure was in- ordinately low -- critically so. I'm going through a se- ries of tests now that will determine what it is; cer- tainly fatigue and exhaus- tion is part of it." Long associated with the United Nations and serving as Goodwill Am- bassador of its children's fund, UNICEF, since 1987, and organizer of the 1985 "We are the World" star- laden benefit recording and concert to help African victims of war, famine and drought, Mr. Belafonte does not dis- miss "the tragedy" of the events of 9/11 nor concerns over ongoing threats of terrorism and of "cruel so- cieties that have tyrants who govern in totalitarian ways and oppress people." He, however, does op- pose the "tremendous irre- sponsibility" of the U.S. government and its at- tempt to "dismantle and destroy" the civil rights he and others have long struggled to achieve. "We are living in one of the worst times that I can recall - and it gives no ap- pearance of going away," says Mr. Belafonte, whose "appetite for resistance to tyranny, oppression and racism" was fed after drop- ping out of high school and spending nearly two years with the U.S. Navy in the American South dur- ing the Second World War. Certainly as an enter- tainer, he's practically done it all, as a legendary performer on concert stages and on Broadway, as well as in recording stu- dios, movies and televi- sion. To that end, he's also been blessed with great talent and good fortune. He studied acting with the likes of Marlon Bran- do, Rod Steiger, Walter Matthau, Bea Arthur and Tony Curtis, and along with lifelong pal Sidney Poitier became one of America's top African- American actors. His 1949 professional debut as a singer at New Yo rk's famous Royal Roost featured no less than Charlie Parker and Miles Davis comprising his back-up band. Mr. Belafonte's first foray on Broadway, in the musical John Murray An- derson's Almanac, earned him a Tony Award in 1954. His introduction to TV found him teaming up with a little-known direc- tor at the time from Cana- da named Norman Jewi- son to create the 1960 mu- sical program Tonight with Mr. Belafonte, which won Mr. Belafonte an Emmy - making him the first African-American to receive the honour. His third album, Calyp- so, released in 1955, be- came the first album to ever sell over one-million copies. An 18-year-old student at Pickering's Pine Ridge Secondary School, Martin won three individual gold medals at the Central Re- gion OFSAA track and field qualifier Wednesday at York University. By winning the senior 400-metre run, 110m hur- dles and 400m hurdles, Mar tin easily qualified for the OFSAA champi- onships June 5-7 in St. Catharines. The top four from each event Wednesday will compete at the final track and field event of the high school season next week. As he did a week earlier at the LOSSA champi- onships in Oshawa, Mar- tin edged Pickering High School's Cameron Saha- dath in the sprint hurdles. Rated as the top two ju- nior hurdlers in Canada, Mar tin and Sahadath will continue the intriguing ri- valry at OFSAA. Martin was one of sever- al athletes from Durham who excelled at the Cen- tral region meet. In the midget division, Austin's Carley Dart (400m, 800m), Pine Ridge's Amber Cushnie (1,500m, 3,000m) and McLaughlin's Rob Brown (1,500m, 300m) won two gold medals apiece. Garnier's Liliane Sparkes (800m, 1,500m) and Pickering's Ryan Finn (800m, 1,500m) and Ryan Gordon (110m hurdles, triple jump) were double gold medallists in the ju- nior division. The Pickering Rotary Club pre- sents its Two Million Dollar Hole in One fund-raiser at Dunbarton High School from June 4 to 8. The event is open to golfers of all skill levels, with the exception of professionals. It'll be staged each day from 10 a.m. to 9 p.m. Each day of the campaign, the top 10 golfers closest to the pin re- ceive a prize and move on to the semifinals. In the semifinals, slated for Sunday, June 8, each of the semifinalists takes three shots from 10 5 yards from the pin. A hole-in- one on the first shot means a $25,000 prize; the second shot nets $10,000 and an ace on the third shot brings a $5,000 payday. In the final, six finalists get one shot for a hole-in-one from 150 yards and the $2-million grand prize, which will consist of $50,000 per year over 40 years.
