The Durham District School Board and its largest employee group, the Durham unit of the El- ementary Teachers' Federation of Ontario (ETFO), reached a tentative, two-year contract early Friday morning. The interim deal wraps up a week of negotiations for the board. It also reached temporary deals with its high school teach- ers, custodial and maintenance workers, educational assistants and clerical and technical work- ers -- roughly 5,500 employees in all, including the 2,400 elemen- tary educators. Durham ETFO president Rachel Gencey was "very pleased" with the agreement. "It's a very positive move for- ward for us and we're definitely going to recommend it to our membership," she said. The union executive presents the deal to its members and holds a ratification vote Wednes- day. However, even if teachers ratify the agreement, Ms. Gencey said the work-to-rule labour action in Durham elementary schools, which began Jan. 22, would con- tinue until board trustees ap- prove the deal May 20. "You never know," she said. "It just can't be a foregone conclu- sion that everyone's going to rat- ify it." Ms. Gencey and Whitby Trustee Doug Ross, the board representative on the negotiating team, would not discuss details of the agreement. "I think it's a fair deal," offered Trustee Ross. "I think it's where the rest of the Province has gone." He said the onus was on the board during talks to demon- strate that it was fair to its teach- ers -- and that the agreement ac- complishes that. Pickering council is consider- ing appealing the zoning order to the Ontario Municipal Board (OMB) on the basis it also re- moves all local planning control over Duffin Heights, said Ward 1 Regional Councillor Maurice Brenner. "They've put a freeze on Duffin Heights as well but it's outside of the growth management study area," he explained. Last month, Municipal Affairs and Housing Minister David Young shocked the City by issu- ing a minister's zoning order, which protects the Duffin-Rouge Agricultural Preserve, while set- ting in motion a provincial devel- opment plan for north Picker- ing. She called on the board to hold a special meeting to ratify the agree- ment sooner. Ms. Gordon on April 7 removed her two children, Brandon and Alyssa, from Bellwood Public School. She said they're not going back until the work-to-rule ends. Trustee Ross said he understands people have been frustrated with the labour action, but he agreed with Ms. Gencey that not ending the work ac- tion is done as a matter of course. As for a special board meeting to ratify the deal, assuming teachers do so on Wednesday, he said he person- ally would not be opposed to it. Coroner will examine details of man's death BByy KKeeiitthh GGiilllliiggaann Staff Writer PPIICCKKEERRIINNGG ––––The inquest into the death of a murder suspect will try to deter- mine if "everything was by the book". Montgomery Harmon died March 28, 2001 at Rouge Valley Ajax and Pickering hospital, two days after the death of his wife and daughter at their Pickering home. He died just hours after being charged with two counts of murder by the Durham Re- gional Police. Under the provincial Coroner's Act, an inquest has to be called when someone dies while in po- lice custody. "We want to assure they're treated well by the police who had them in custody," said Dr. William Lucas, the regional super- vising coroner for central Ontario. The inquiry will ensure "everything was by the book, he received the ap- propriate medical care he deserves as a citizen -- even those accused of crimes. If there are any lessons to be learned, the jury has the opportunity to do that." A coroner's inquest jury cannot assign blame. The hearing is in the council chambers of the Pickering Civic Complex Wednesday, May 14 at 9:30 a.m. Dr. Richard Swain presides over the hearing. "We've set aside two to three days. It shouldn't be terribly long," Dr. Lucas said. May 14 and 16, and possi- bly May 20 are the dates, he added. One of the witnesses, the doctor responsible for Mr. Harmon's care, won't be available for testimony until May 20. John Scott, the Crown attorney acting as counsel to the coroner, may introduce what's called a 'will say' state- ment, where the doctor will describe his actions while caring for Mr. Harmon, Dr. Lucas said. If all parties agree with the introduc- tion of the statement, then the inquest could finish May 16. Marcia Harmon, 42, and six-year-old Danielle were murdered in their Lydia Crescent home March 26, 2001. Mr. Harmon, 52, was found in the house, uncon- scious from an apparent suicide attempt by drug overdose. He was taken to the Ajax hospital for treat- ment. An autopsy found he died from a pulmonary em- bolism, or a massive blood clot in the lungs. Marcia and Danielle Harmon were bludgeoned to death. As Mr. Harmon was in police custody at the time of his death, the provincial Special Investigations Unit was called in. Following a short investigation, the SIU cleared a Durham po- lice officer of any wrongdo- ing. Dr. Lucas announced the inquest last Friday. The delay in calling it had to do with the availability of the investigating police, he noted. About one-third of all mandatory inquests called each year deal with deaths while in police custody. "For objectivity, an inde- pendent police force inves- tigates for the inquest. It has to be somebody other than the Durham police," Dr. Lucas stated. The OPP conducted the inquiry, but because of the "number of inquests, we have to set priorities", he added. "It takes a period of time to move forward. Last week, Pickering council voted to appeal the order to the Ontario ombudsman, an independent officer of the provincial legislature charged with hearing complaints about provincial government services. At the same time, local councillors decided to lobby the provincial legis- lature and other municipalities for support, while requesting the Province supply the City with all documents pertaining to provincial development interest within its boundaries. But Pickering might have another opportunity to fight the order stem- ming from the fact it effectively re- moves everything north of Picker- ing's urban boundary from local planning control, including Duffin Heights, said Coun. Brenner. Meant to act as a link between a future Seaton community and al- ready established development in south Pickering, Duffin Heights is bordered by the St. Lawrence and Hudson Railway to the north and a hydro corridor to the south, Ganat- sekiagon Creek to the west and the Ajax border to the east. While minister zoning orders su- persede all local planning decisions, Coun. Brenner argued Pickering should still be able to appeal to the OMB on a land-use planning matter like Duffin Heights. It might just be the start to "opening up" the order. "Duffin Heights is already desig- nated as an urban area under our Official Plan," he pointed out, adding the area is not provincially owned like Seaton, nor does it have agricul- tural easements like the preserve. Pickering recently approved land- use modifications for Duffin Heights and was ready to move forward with the plan, Coun. Brenner said. It calls for a mixed-used corridor along Brock Road, and pockets of residen- tial development linked with pedes- trian trails. "My concern is if we don't exercise our rights under the Planning Act, we could be slamming the door at an opportunity," Coun. Brenner added. He plans to bring a motion for- ward May 20 asking for council's ap- proval of the appeal. It's still unsure, however, how much time the City has to launch its case to the OMB because there are so little guidelines to a minister's zoning order, said Coun. Brenner. "We're assuming it's the same as the Planning Act, which is 20 days after official notice is given," he said. Notices publicly advertising the minister's zoning order appeared in national newspapers this week. Even though the idea of launching an appeal is still being investigated, Mayor Wayne Arthurs said he felt Pickering is compelled to put a case forward regardless of the cost. "We can't afford not to spend money on (defending) the rights of the municipality," he added. The clinic, which is located at Rouge Valley Centenary hospital, deals with its last patients Friday, May 16. It is also closed this week- end. More than 350 people have been assessed for SARS at the clinic since it was opened April 15 at the request of the Ministry of Health and Long Term Care. Over the course of the last few weeks, the number of people coming to the clinic to be assessed has dropped from about 30 per day to about seven or eight, said Rouge Valley of- ficials. "With that kind of volume, we feel comfortable enough that people can visit their physician or the emer- gency department if they feel they have symptoms," said hospital spokesman Katie Cronin-Wood. "It's not only us. Some of the other centres are starting to shut down too," she said, adding with the clo- sure, staff at the clinic will return to their "home units. "It's going to be a great relief to our home units. Many of them had to work short. It's been very chal- lenging for staff." Rouge Valley's sites in Ajax and Scarborough have cared for 33 prob- able and suspect cases of SARS since the outbreak began. The SARS isolation units -- one at each hospital -- are still fully equipped and staffed. "This has been a very stressful time for health-care workers and our communities," said Hume Mar- tin, Rouge Valley's president and chief executive officer. "And we're working hard to get back to busi- ness so we can provide safe, accessi- ble care for our patients." Like most hospitals in the GTA, Rouge Valley has started to reacti- vate many of its clinics and services, and is now allowing more visitors. The hospital will allow two visitors to the majority of patients today, May 11 from 11:30 a.m. to 8:30 p.m. Exceptions include emergency, and the intensive care and severe acute respiratory syndrome (SARS) isola- tion units. Like most hospitals in the GTA, Rouge Valley began, early on, pro- hibiting visitors to help contain the spread of SARS. Only families of crit- ically ill adult and pediatric patients, and one support person for labour- ing woman were allowed entry. Last week, Rouge Valley relaxed those guidelines to allow one visitor a day to all patients, who had been hospitalized for more than 28 days. On May 7, the hospital began allow- ing one visitor a day to all patients regardless of their condition or length of stay. Visiting hours are restricted to 5:30 to 9 p.m., Monday to Friday and 11:30 a.m. to 8:30 p.m., Saturday and Sun- day. Mother's Day visitors may bring in flowers, but no flower deliveries are allowed. Food items are also prohib- ited, and children under the age of 12 are not allowed. Families must contact the nursing unit prior to arriving to have their names included on an approved visi- tor list. In Ajax, visitors must use the west entrance and will be screened and masked upon entry. Rouge Valley reverts back to the one-visitor-a-day policy tomorrow, with the exception of the Rouge Val- ley's Centenary site neonatal inten- sive care unit, where both parents are permitted to visit at the same time. It’s time to move salaries up It's time for the Province to in- crease the salary of school board trustees. And with provincial and municipal elections looming, the timing is right. As you may recall, the Progres- sive Conservatives six years ago capped a trustee's salary at a max- imum of $5,000 per year. Board chairmen and vice-chairmen earn more, but for the majority of board members, $5,000 isn't much of a head-turner. It shows. There are currently no trustee candidates for the Durham public and Catholic school boards. Nineteen positions, but no takers. Sure the election isn't until Nov. 10 . But the last date to register has been moved up this year to Sept. 26. That's less than five months away. In the 2000 election, five of those positions were filled by accla- mations. The government reduced trustee salaries because some in Toronto were earning $40,000 or so per year and because it said too many edu- cation dollars were being spent outside the classroom. However in- stead of capping the amount at, say, $20,000, the government went too low. The result has been far less interest in the position and, in gen- eral, lower quality trustees. It's not like paying trustees $20,000 would break the bank. The Durham District School Board's yearly budget is close to half-a-bil- lion dollars, so in that context it's not a lot of cash. The benefits would be many. For one thing, more people would be interested in the job. How many of you would consider a job that pays $5,000 per year? I believe there are a lot of qualified people who would sign up to run if the salary was respectable. As well, the low salary prompts some, perhaps many trustees, to put less time into the job. They don't return calls from ratepayers. They don't attend school and board events. And they aren't visi- ble in schools. Unfortunately, I don't hear any of the provincial parties talking about paying trustees more money. While it shouldn't be, it's a controversial policy -- something to be avoided before an election. There still are some able trustees out there, but it seems they're fewer and far between than in the past. Nancy Loraine, the Brock- Uxbridge public school board trustee, and a good one, has al- ready said she's not running again. Another board veteran likely won't be in the race. Who will take their place? It's a lot easier to be in it for the kids when there's something in it for you as well. Despite stiff challenges from other huge multinational au- tomakers, GM has consistently maintained a leadership role in the highly-competitive auto industry. That push for the pinnacle at GM has been clearly recog- nized by the esteemed J.D. Power and Associates industry research firm. For the second year in a row, an Oshawa GM plant has been rated No. 1 of 82 auto plants in North and South America for initial quality. GM Canada's No. 1 car plant, which makes Chevrolet Im- palas and Monte Carlos, came first this year. Guess which plant in the western hemisphere finished first in the survey for initial quality last year? That would be GM Canada's No. 2 car plant, which constructs the Pontiac Grand Prix and Buick Regal and Century. That's quite a 1-2 punch and indicative of the terrific work being done at the massive complex in Oshawa. The No. 2 car plant placed fourth in initial quality this year, still a superb placing. L ast year Oshawa No. 1 car plant was evaluated as the most productive assembly plant in North America in a study by Harbour Associates, a U.S.-based firm. And GM's success wasn't limited to Oshawa. Six of the top 10 plants in North and South America were GM opera- tions. Clearly General Motors has taken a firm grip on quality production and is showing its rivals the way it should be done. The thousands of employees from Durham and beyond who work hard every day to produce high-quality vehicles at General Motors should be extremely proud of their rat- ings. They also must understand how fierce the competi- tion is to stay on top and need to keep working to reduce defects. The top plant, Oshawa No. 1, showed in its survey 87 problems or defects per 100 vehicles. The defects, which can be as minor as a loose screw or paint blemish, were de- termined in a J.D. Power survey of 52,000 new vehicle own- ers during the first 90 days they owned their cars. Naturally, GM Canada president Michael Grimaldi was thrilled with the latest results. "We are very proud of our car plant employees and the work they do for us every day," he said. The teamwork between workers and management at GM has been exemplary and Mr. Grimaldi's leadership is cer- tainly part of the picture. The ratings also reflect well on the people of this region and the quality of work employees here produce. What's good for GM is truly good for Durham. Hit politicians where it hurts TToo tthhee eeddiittoorr:: Every time I pick up the newspaper lately I read about tax increases and public-sector strikes. In addition, wages keep going up and up for public employees and politicians. My wages keep going down, my taxes, heat and hydro keep soaring, and the $100,000 club gets bigger every year. I never thought I had any recourse of action, but now I realize I do; there is not an incumbent in any form of government that I will ever vote for again. Maybe all of us auto technicians should consider a union. They all drive don't they? To our dismay, some politicians and develop- ers are planning once again to pave over that heritage. Let us hope a new generation takes up the torch from our failing hands. It needs to be done. Roughly 25 students and Margaret Church-Hawkins, the school community coun- cil chairman, attended Mon- day's board meeting. A pa- rade of students told trustees of their involvement in school clubs, sports, cultural and other groups, highlighting the active and engaged stu- dent population at the Ajax school. The subtext was that PHS could produce even more impressive students if the board made needed phys- ical improvements to the school. "We are asking for physical plant upgrades to support these efforts," said Ms. Church-Hawkins. "Please consider Pickering High School as an important prior- ity to receive plant upgrades." Parents and students also made a presentation to the board two months ago. At the time, school council member Bruce Flattery outlined a long list of upgrades required, including a new heat and ven- tilation system, and more gym and cafeteria space. Board chairman Elizabeth Roy two months ago told the PHS community the board has a list of well over $40 mil- lion worth of maintenance projects at schools and there is competition among schools for the dollars. "We cannot raise $100 million within Durham Region, we sim- ply can't," University of Ontario Institute of Technology (UOIT) President Gary Polonsky told re- gional councillors Wednesday. With the $10-million commit- ment from the Region, the uni- versity will be able to go forward inside, and outside, Durham to individuals, businesses and the non-profit sector and ask for fur- ther donations. "We have to go outside the re- gion, across the country and cer- tainly across the province," he said. "They will want to hear how the community is committed." The $10-million contribution from Durham will be paid through $2.13 million in in-kind services through roads, sewer and water infrastructure and the remainder in cash over an eight- year period. The cash financing will be drawn from .1 per cent of Durham's taxable growth start- ing in 2004 and an additional .1 per cent of that assessment growth beginning in 2005. While many regional council- lors stood to voice support for the contribution, noting the signifi- cant positive economic impact the university will have on the re- gion both in the community and directly to regional taxpayers, Ajax Mayor Steve Parish stood in lone opposition to the request. "This is another in a line that are specific one-time extraordi- nary endeavours," he said, adding between the university, the can- cer centre and the Ajax hospital, the contributions from the Re- gion over the next eight years total $21 million. "I am very concerned that at a time when it appears the present and future core rate tax increase is going to be at least five per cent without these additional respon- sibilities, we are adding these sig- nificant amounts." However, finance chairman Jim McMaster pointed out the $8 million will come from growth as- sessment that could probably be attributed directly to the univer- sity itself. "We have to look at what's best for our citizens. This is an excel- lent investment in our future. Sometimes you have to spend money to make money," he said. Among the expected economic benefits of the university are con- struction and capital expendi- tures expected to generate $706.3 million in income and 14,125 per- son years of employment, operat- ing expenditures expected to generate $387.7 million in person- al income and 7,754 person years of employment over the next eight years and by 2010, 1,434 new jobs are expected to be created as a result of university operations with annual personal income reaching $71.7 million. After a summer spent chasing butterflies, swimming, working or just plain lazing about, Labour Day rolls around and hundreds of thousands of students file back into their schools - ready for a new year. Or are they? A teacher friends of mine tells me that, “We have to allow at least a month for everyone to get settled and back in a learning mood.” That puts us into October and according to other teachers, many students are still not refocused and ready to learn by then. However, according to the same source, “by mid October most kids are back to speed.” According to my calculations, this would mean that from July 1, through at least October 15, most kids are not focused or at their best. “For at least three and a half months, learning can be haphazard to say the least,” says Robert Primrose a Grade 10 teacher. In fact, it may even be worse than that. Think about your child’s learning experience in June each year. Tests, exams, f ield trips and other events consume most of that month’s schedule adding another month to the let down period. Considering that the average school year includes only 200 days of instruction and many of those days are spent in less than idea conditions, we soon see why many schools struggle to meet the educational needs of students and expectations of parents and society. What can we do to help? Easy. Help your kids stay sharp over the summer holiday and there will be no let down - no big gap in the fall. Kids who are focused and ready in September, will learn, integrate and understand new material right away. This will allow them to make the most of each school day instead of only a fraction of them. There are many ways to help kids remain on top of their school skills. Make sure that your children read and write during the summer. Even if they have a busy social life and a part or full time job, make sure that they take time each day to read. Set up brief study periods at least every other day. Times when younger children can read to parents, talk about the ideas in the book they are reading, and write in their journal about something fun they did that week. Older children can review the worst or hardest subjects, read ahead into next year’s material and organize for next year. However, possibly the best way to help students stay sharp is through Supplemental Education programs. On June 7, the Shriners will be hosting a parade in Whitby, which will start at 1 p.m. at the intersec- tion of Hwy. 2 and 12 (Brock and Dundas streets) and travel south to Burns Street, west to Henry Street and south to the Iroquois Park Sports Complex. The parade will feature live music, clowns, cars, mini-bikes and unusual floats and, like the treatment provided at the 22 Shriners' hospitals throughout Nor th America, it is free. Three arrested on gun charges following traffic stop PPIICCKKEERRIINNGG –––– Three young men were arrested Wednesday night after police seized masks, a loaded sawed-off shotgun and a bulletproof vest during a traffic stop. Officers noticed a small brown ve- hicle driving suspiciously just after midnight. It stopped in a residential driveway on Pine Grove Avenue and the driver got out to speak to offi- cers, said Durham Regional Police spokesman Sergeant Paul Malik. Officers looked into the car at the two passengers and spotted a plas- tic bag on the floor. "Police found the vest on one of the passengers," said Sgt. Malik. "The shotgun was in a bag in the back of the car on the floor. Masks and other things of that type were also found on the floor." Police also recovered a bag of nar- cotics. The Spanish government and Eu- ropean Commission welcomed Unit- ed States Secretary of Energy Spencer Abraham to their country for a presentation on their site offer- ing for the $12 billion (Canadian) in- ternational collaboration to find a fu- ture energy source for the planet. The European Union, the U.S., China, Japan, the Russian Federa- tion and Canada are partnering in the research project. Canada, Spain, France and Japan have all submitted offers to host the main facility. Cana- da's proposed site is in Clarington be- side the Darlington Generating Sta- tion. At a May 1 press conference, Rodri- go Rato, Spain's minister of economy, said his government would "provide the cost of the project in terms set out by the members, that is 10 per cent of the cost of construction." Mr. Rato added, "This project is highly profitable from all points of view and Spain contributes to it with an important and long experience in the technology of fusion." The benefits to the partners of lo- cating the project in Spain include its proximity to the sea and infrastruc- ture including road, train and air transportation. The Spanish site is considered most similar to Canada's, which is considered to be the superi- or technical choice. Mr. Rato suggested the project would create 120-340,000 employees in terms of annual employment, a number much higher than a Canadi- an study suggesting it will bring 68,000 person years of employment. As well, he said, for every 1.8 euros in- vested, the host country could expect 4.8 euros in return in economic in- vestment. The European Union expects to in- vest about 45 per cent of the cost of the project, independent of the host country, Mr. Rato said. "It would also have a clear positive effect in social terms such as employ- ment, infrastructures and economic terms –– environment technology –– and strategic terms, since it would place us in the centre of international research on such an important issue as is the energy of the future," the minister said. Loyola de Palacio, commissioner and vice president of the European Commission, said the European Union's wish is for the project to be lo- cated either at the proposed Spanish or French site. Mr. Abraham said U.S. President George W. Bush instructed him to "give serious consideration" to the Spanish proposal as the U.S. goes for- ward in its evaluation of the sites. Several local churches are among 400 Canadian churches tak- ing part in Women Alive, which is de- signed to raise awareness about the transmission of HIV from mother to child. The churches hope to raise $200,000 to fund a project aimed at reducing mother-to-child HIV, and to give new African mothers a chance at a healthy life for their children. The Cougars (3-0), who sit atop the Lake Ontario Secondary School Athletics (LOSSA) West Division standings, downed neigh- bouring rivals, the J. Clarke Richardson Secondary School Storm 13-1 at Ajax's Sportsplex Fields Thursday afternoon. On Wednesday afternoon, Notre Dame won going away against Pickering's St. Mary Catholic Sec- ondary School Monarchs, 6-1 in Pickering. The upshot is the Cougars are one-half game ahead of the Ajax High School Rams who own a per- fect 2-0 record. In three games, the Notre Dame have showed a strong all-round game, scoring 29 runs while allowing a stingy two. In quieting the Storm, the Cougars received a solid pitching performance from starter Jonathan Rossi, who registered six strikeouts. Rossi also helped his cause offensively with a run and two RBIs. Jesse Adams took the loss on the mound. Against St. Mary, the Cougars allowed the Monarchs to score the first run and then proceeded to score the next six. Notre Dame re- ceived a complete-game effort from pitcher Matt Firth, who recorded nine strikeouts along the way. Chris Papalia spanked a two- run home run to lead the way of- fensively. Although the Cougars are pleased with their fast start, the players know it's a tougher road ahead with games against Picker- ing High, Denis O'Connor and Ajax looming on the horizon. "We are extremely confident but we will not take these teams light- ly," noted Cougars' co-coach Greg Kieszkowski. Co-coach Chad McPherson adds the players are loose and having fun so far this season, and are looking forward to the chal- lenge the next three games repre- sent. "The boys are excited. They can't wait to play these guys," says McPherson. Willis earns silver in gymnastics, gold in dance - all in the same day PPIICCKKEERRIINNGG ----A Pickering athlete strutted her stuff both on the gym- nastic apparatus and on the dance floor, with excellent results. Sarah Willis, 11, finished second overall at the Ontario Provincial Gymnastics Championships in Brant- ford. Individually, she placed seventh on vault, third on uneven parallel bars, sixth on balance beam, and fourth on floor exercise. Competing for the Metro East team and repre- senting her host club, Scarborough Gym Elites, Willis competed against 31 athletes from across the province who had earned the right to attend the championships through qualify- ing meets held over the winter months. Her second-place finish was all the more significant as she missed 10 weeks of training this winter due to a broken bone in her foot. She earned a berth for the champi- onships at the last qualifying meet, held in Oshawa in March. Later the same day, Willis raced to the Vaughan Playhouse where she competed as an elite dancer for Jacqueline's School of Dance. Shortly after her arrival, she competed in the acrobatic solo divi- sion and not only won a gold medal, but also attained the first-place overall award for under-12 soloists. She had competed additional solo dances as well as being in- volved in numerous group dances. Willis has danced since age two, and competed in gymnastics since she was six.
