If we don’t get this $10 million it will leave the rest of the university funding vulnerable,” says Gary Polonsky, University of Ontario Institute of Technology (UOIT) president. The request to the Region is vital leverage for provincial and private sector funding, he says. The university is asking for the money over a five-year period, al- though Mr. Polonsky has said that timeline could be stretched to as much as seven years if nec- essary to accommodate the Re- gion’s finances. Over five years, the cost would add about $14 to the average household’s tax bill if the money came directly from the tax base, says Mr. Polonsky. “We’re asking the average homeowner to think about the cost of a pizza a year for five years to bring a university to town.” But at a regional finance meet- ing Wednesday, a staff report recommended against a $10-mil- lion contribution and instead, committee members seemed to favour a second option to pay UOIT’s portion of infrastructure costs in the area of the north Os- hawa campus for water and sewer pipes. UOIT’s cost allot- ment for the infrastructure was estimated by Finance Commis- sioner Jim Clapp to be worth ap- proximately $2 million. Mr. Polonsky said it doesn’t matter if the contribution is in- kind services or cash, but the university needs the Region to fund the full $10 million if UOIT hopes to meet its fund-raising obligations to the Province. The cost of the university is es- timated at about $500 million, BByy SStteepphheenn SShhaaww Staff Writer DDUURRHHAAMM ––––Ganesh Raghu- nauth has admitted having ro- mantic affairs with three other women at the time of his wife’s death on Mother’s Day 2000. The Pickering man, in his third day on the witness stand at his first-degree murder trial, confirmed that he became en- gaged to Indira Seonarain, of New York, three weeks before Hemoutie (Geeta) Raghunauth died. At the same time, he said, he was also having sex with two other women, including a nurse at York Central Hospital where he worked. Mr. Raghunauth told court his wife suspected him of infidelity but each time she questioned him about extramarital relation- ships, “I denied them.” When asked by his lawyer, Donna Kellway, to describe the state of his six-year marriage at that time, Mr. Raghunauth told the 12-member jury: “It wasn’t the same. It had deteriorated... I wasn’t as much in love with her.” Mr. Raghunauth, 32, is ac- cused of fatally poisoning his pregnant wife with cyanide on May 14, 2000. He says he found Mrs. Raghu- nauth, 28, lying on the bathroom f loor in their Beaton Way home after he went out to buy her a Mother’s Day present. Court has heard she had high levels of Temazepam, a sedative sold under the brand name Restoril, and 64 times the lethal limit of cyanide in her blood. Force investigates possible connection in recent assaults BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG ——Women in the area are being warned to take precautions while out walking and to secure their homes overnight following several early morning sexual assaults and break-ins. Durham Regional Police are link- ing the recent incidents to an attack of a 47-year-old female employee at a group home near Brock and Kingston roads Oct. 3. Investigators believe the same man is also responsible for the April 1 sexual assault of a 19-year-old girl, who was walking through a green- belt on her way to Pine Ridge Sec- ondary School, said police spokesman Sergeant Paul Malik. A nearby house was also broken into on the same day a few hours apart, he said. “The suspect was scared away be- fore being able to take anything but we believe there were intentions there for a sexual assault,” said Sgt. Malik. In the April 1 incident, the teen was grabbed from behind while walking, forced to the ground and fondled. She reported the incident to school officials and while shaken, didn’t require medical attention, said police. In the Oct. 3 assault, the suspect broke into the group home and de- manded money from the worker. Pulling out a knife, he then dragged her into the backyard and sexually assaulted her, threatening death. She was treated and later released from hospital. All of the incidents occurred be- tween 2 and 9 a.m., with the suspect gaining entry to homes through un- locked doors, screens or windows, police said. “You want to make sure all your doors and windows are locked at night,” advised Sgt. Malik. The suspect is described as black, 5-foot-11 to 6-feet tall, with a slim build and almond-shaped eyes. Usu- ally his face is covered. The defence position is that Mrs. Raghunauth committed suicide, con- suming a deadly cocktail after confirming her hus- band’s unfaithfulness. “On May 14, I didn’t deny the accusations,” Mr. Raghunauth told court. The morning began as a “normal day,” wishing his wife a Happy Mother’s Day, preparing breakfast and offering to cook her lunch, he testified. He said he went out to buy his wife flowers, and called Ms. Seonarain from his cellphone to wish his mistress’s mother a Happy Mother’s Day. He cooked lunch –– duck, chicken and rice –– and then his wife cut his hair. While he was shower- ing, he said, Mrs. Raghu- nauth had discovered pic- tures of him with his se- cret fiance, which had been hidden in his vehicle. “When I got out of the shower Geeta came up- stairs and confronted me with four pictures of my- self and Indira. Two of them were when we went to the Poconos (in Janu- ary 2000),” Mr. Raghu- nauth said. “She was angry. She said ‘What do you have to say about these now?’” “I just said I don’t want to talk about it,” he said After, he went to Picker- ing Town Centre to buy his wife Mother’s Day per- fume and took his father, visiting from Guyana, to a cricket match, he said. Earlier in the trial, the jury was shown forged prescriptions for Restoril, seized by Durham Region- al Police during the homi- cide unit’s investigation. “It’s my handwriting,” Mr. Raghunauth told the jury. He said he and his wife had used Restoril as a “recreational drug.” “I knew (forgery) was something wrong. I didn’t think about the conse- quences,” he said, claim- ing his wife filled the pre- scriptions herself. “Geeta had a lot of them in her possession. She used to use them and I got caught up using them as well,” he said, adding he saw Mrs. Raghunauth abuse Restoril on “numer- ous occasions. Cross-examination of Mr. Raghunauth by the Crown is scheduled to begin today. ✦ Defendant from page 1 P PAGE 6 NEWS ADVERTISER, FRIDAY EDITION, April 11, 2003 www.durhamregion.com Mid-term review serves all OPG, City must work together on reactor licensing Pickering councillors are throwing their support behind Ontario Power Generation in its bid to renew operating licences for its active 'B'-side reactors and idled 'A' units. The move, coming as it does with OPG officials fending off renewed criticism for massive cost overruns in restarting the 'A' side of the plant, might seem to run counter to good sense. But the operating licences -- particularly as they relate to the 'A' side -- are necessary for Pickering Nuclear Generating Sta- tion officials to continue their work towards the restart process. The active 'B' side already meets major federal regulatory protocols and is contributing electricity to Ontario's power grid. To that end, the five-year licence being sought by OPG makes good business sense. The bid for a two-year operating licence to govern the 'A' side's return to service is also necessary to take reactors from their guaranteed shutdown state and bring them online in ap- propriately timed intervals. For Pickering's part, it's important to note City officials are quite properly seeking the right for a mid-term review of the li- cence to ensure codes, targets and safety protocols are being met. That guarantee positions the City firmly in the process to ensure the safety of its 90,000 citizens. And officials at OPG would do well to ensure the City's views are heard. As Pickering Regional Councillor Maurice Brenner noted this week, "we've learned over the years... the renewal of a licence doesn't negate our right to raise concerns during the term of a licence." To that end, Pickering, if it is seeking assurances that it has the right to intervene in the middle of an operating licence, must also provide resources and oversight throughout the pe- riod of the licence. By monitoring nuclear plant operations at the municipal level of government, Pickering could be more proactive in addressing concerns and seeking remedies. His- torically, Pickering officials have been left to react after prob- lems have occurred. This mid-term review approach will serve Ontario Power Generation as it continues to make its operations more trans- parent and accountable, as well as the citizens of Pickering who still have questions about plant operations and potential safety concerns. Pickering has made plain its position. It supports OPG in its quest for the two operating licences, but with the proviso it be able to take stock of plant operations throughout the period of licensing. That makes good sense to the people of Pickering. Now, it's up to officials at OPG to see that it continues to stand up to necessary and sometimes prickly scrutiny. A week of real lessons in place of 'useless' tests TToo tthhee eeddiittoorr:: It is time again for the government of Ontario's Grade 3 and 6 tests. This year, my youngest child is in Grade 3 and scheduled to take his first of these gov- ernmental tests. As a teacher and then principal, I know that valid tests and timely results allow teachers to evaluate curriculum and student progress and help design remedial help for students having diffi- culty. Comparing tests results should be avoided as much as possible. Last April's tests results were distrib- uted as late as December -- eight months after the tests. Remedial mea- sures were totally impossible. The gov- ernment, which doesn't claim that these tests are useful to teachers or children, uses the results to make utterly invalid comparisons of schools in downtown To r onto with Rosedale and with Durham, etc. There are no surprises in the results for the teachers. Not surprisingly, the high academic achieving children like the tests because they do well. The tests cost many millions of dol- lars, have no educational value, often have English-as-a-second-language and special-education classes cancelled, test 10 months of education in the eighth month, and waste valuable teaching time. But what they do to the self-confidence of lower academic achievers and other children with spe- cial needs is often devastating. Regret- tably, the general public, with the ex- ception of the parents of special-needs children, has become complacent with these tests. My son is greatly looking forward to the week of tests. He will spend that week with me at the zoo, museum, hik- ing through Altona Forest, practising baseball and together we will turn a week of useless and demeaning tests into a week of learning and fun. Just clearing up so much misinformation We hear and repeat many words and phrases on a daily basis we do not truly understand. We apply our own def- initions without thinking of the meaning others may attribute to our remarks. The following is a list of misunderstood terms I compiled after a recent news broadcast. Trust me. This phrase is used by politicians, lawyers and corporate accountants. It means, "I am lying, but it will take thousands of dollars and many months before you can prove it, by which time, I'll be gone." Underfunding. This expression first entered the lexicon in the late 1970s, when governments found it increasingly difficult to keep throw- ing money at the various groups screaming for handouts. It has pro- gressed to the point where every group receiving government money is 'underfunded', which leads to the obvious conclusion that we are all 'undertaxed'. This term is unheard of in the private sector. Honourable member. Actually an oxymoron, this is how members of a legislature refer to each other im- mediately before they proceed to show that the person is anything but. If they actually called each other what they thought, it couldn't be printed here. Global warming. Obviously a myth, I stopped believing in this in Fe bruary. I have heard all the argu- ments, but when it hits minus-20, plus a wind chill, I wouldn't mind if it warmed up a degree or 10. Buy an SUV and leave it idling. Public transit. This is the notion that if you come, they will build it. If we all park our cars and walk to the local bus stop there will be buses and trains to take us where we want to go. All this can occur with- out any public- or private-sector in- vestment. This is brought to you by the people who said air travel would keep getting cheaper and cheaper. Plea bargain. The bargain part refers to justice being sold down the river. Essentially what this means is that the accused will agree to admit he committed the crime if we agree to sentence him like he didn't. Our whole legal sys- tem is built around this concept. Reality television. I was going to say this is the closest definition I could think of for the term 'artificial intelligence' but by doing so, I in- sulted the latest generation of com- puters. If the highway of life goes past a town called 'Degradation', this is the warning sign that the off- ramp is just ahead. If people tell you my definitions are wrong, they are lying. Trust me. The Province, over time, will be contributing about 80 per cent of that cost and in the next two years alone about $200 million, he says. However, in order to qualify for that funding, the universi- ty must raise $100 million within the community includ- ing through municipal and private sector contributions. The $10 million request to the Region is needed to bring on private sector partners and meet the community’s fi- nancial obligation, thus quali- fying UOIT for provincial dol- lars. “I can say with full legitima- cy this $10 million will lever- age $500 million. It is the best deal ever offered to regional council. This is absolutely the most transforming event to hit Durham Region since Colonel Sam. “Everybody should appreciate an amaz- ing thing is happening here, a genuine miracle that most communities never get,” the president says. In addition to education benefits, the uni- versity is expected to bring billions of dollars in revenue to the local economy. But for some committee members, the idea of financ- ing education, even if it is a university within the commu- nity, translates to the Region funding a non-mandated ser- vice, something council has been very wary to do and something the finance com- missioner is recommending against. “On a theoretical level, mu- nicipal arguments for a better financial deal from the senior levels of government lose credibility when municipali- ties appear capable of going beyond their own mandate to fund provincial responsibili- ties such as colleges and uni- versities,” Mr. Clapp said in his report to the committee. Oshawa Councillor John Gray said Oshawa has al- ready contributed $8 million toward the university and Os- hawa taxpayers would be double-contributing if the Re- gion were to fund the univer- sity. Mr. Polonsky points out the City brokered a very benefi- cial deal to use the recreation- al facilities that will be built with that money. Under the partnership, the City receives rights to prime- time exclusive use of the facil- ity for many years to come, in- cluding a double-pad arena for minor hockey league par- ticipation. As well, he says, Oshawa, as the university’s host commu- nity, will benefit the most from its arrival. “If they are feeling they are contributing disproportionately, everyone recognizes Oshawa benefits disproportionately,” Mr. Polonsky says. The committee has de- ferred its decision on the $10 million request until its April 30 meeting. Mari-Lynn Cordahi ready for sixth walk to aid multiple sclerosis research BByy AAlliissoonn BBeellll Special to the News Advertiser AAJJAAXX ——This weekend, Mari- Lynn Cordahi participates in her sixth Super Cities Walk for multiple sclerosis (MS). It has also been six years since she was first diagnosed with the disease. Many people would become discouraged after receiving such news, but Ms. Cordahi was inspired to do more. Although the disease has affected some aspects of her life negatively, the 34-year-old stays positive. When she’s not working at her part-time job, she volunteers many after- noons, evenings and week- ends with the Durham chap- ter of the MS Society. She is the education director at the Durham chapter, and works to teach people about MS and the symptoms that go along with it. “I promote awareness,” said the Ajax resident. “I’ve done speaking engagements and gone to nursing homes to speak with the health-care providers to inform them about the disease so they can be more understanding of pa- tients that have MS.” The chronic disease ran- domly attacks the central ner- vous system, bringing a multi- tude of symptoms. “The thing about the dis- ease is it can come and go,” she said. “The most common types are primary-progressive and relapsing-remitting.” Patients with primary-pro- gressive MS develop symp- toms that grow worse with time. Symptoms from relaps- ing-remitting MS come and go. Ms. Cordahi, who has re- lapsing-remitting, refers to the ups and downs as ‘hills and valleys’. She has experienced symp- toms from a twitch in her face to blindness in one eye. Numbness and tingling sen- sations are also common. But her hardest fight has been against chronic fatigue. “It’s individual,” she said. “You never know when the disease is going to hit.” When she feels good, Ms. Cordahi lives life to the fullest. She feels great and is looking forward to the April 13 walk and the MS Society’s next event, the carnation cam- paign for Mother’s Day. The walk takes off Sunday beginning with a breakfast at 8:30 a.m. at Pickering High School, followed by the walk at 9:30 a.m. Participants choose between a five- or 10- kilometre walk, and make pit stops along the way for snacks and washroom breaks. Lunch is served at the finish line. Durham residents invited to walk for breast cancer cure on Mother’s Day AAJJAAXX ——A rezoning has been ap- proved in Pickering Village to make way for a beauty salon and spa. Ajax council’s community affairs and planning committee gave the thumbs up to the rezoning at 527 Kingston Rd. W. Council still has to approve the matter, which is expect- ed Monday. There’s a house on the property and the interior will be renovated for the salon and spa. The property was rezoned in 2000 for a day-care centre, but it was never set up. Town planner Zaheer Karim said The Jasmine Tree Beauty Salon and Spa would have a maximum of seven employees and four clients an hour. A traffic study completed for the salon owners found there would be “minimal impact on traffic flow”. The Town’s engineering section con- curred, as there would only be four vehicles an hour going into or out of the site. “The property has been left un- touched for a number of years,” Les- ley Moyes, one of the owners, told councillors. “We want to enhance it.” Gardens will be grown at the rear of the property and available for wedding photography, she added. Pickering council stated Monday night it has no ob- jection to a two-year li- cence renewal for Pickering ‘A’ and a five-year renewal for Pickering ‘B’, currently being considered by the Canadian Nuclear Safety Commission (CNSC). However, the City does want the opportunity for a midpoint licence review. “We’ve gone through this process many times,” said Wa rd 1 Regional Councillor Maurice Brenner in an in- terview afterwards. “What we’ve learned over the years is the renewal of a li- cence doesn’t negate our right to raise concerns dur- ing the term of a licence.” Licences for Pickering ‘A’ and ‘B’ expire June 30. On- tario Power Generation (OPG) made its submis- sion to the federal regula- tor in the first of two days of hearings in February. Objections to the plan will be heard May 21 in Ottawa. The City used to spend so much of its resources fly- ing back and forth to Ot- tawa either defending or arguing against a licence that council felt an ongoing review was a more produc- tive route, Coun. Brenner said. Pickering has the same midpoint licence review arrangement with OPG for its nuclear waste manage- ment facility, he said. Monday night, council was told CNSC staff has recommended a shorter re- newal for Pickering ‘A’ be- cause its licensing activity is expected to change with the impending restart of the laid-up reactors. “But a shorter licence for Pickering ‘A’ doesn’t pre- clude a longer licence at a later date,” said Jim Blyth, CNSC director general of power reactor regulation. The ‘A’ reactor met or ex- ceeded all safety require- ments except for two areas: quality assurance and pressure boundary compo- nents. The ‘B’ reactor met all requirements except for pressure boundary compo- nents and systematic train- ing for staff. Those areas are being addressed now and don’t adversely affect safety at the station, said Mr. Blythe. OPG is steadily boosting its operation, while bring- ing down its backlog of “maintenance tasks” for improvements to the sta- tion, said Pat McNeil, se- nior vice-president of nu- clear strategy and support. The generator plans to apply to the CNSC in the next week or so to get its first reactor on the ‘A’ side out of guaranteed shut- down status, he said. That's how members of the St. Mary Improv Team (SMIT) de- fine their craft. It sounds simple, and at first glance appears to be a simple form of entertainment. But the performance and prac- tices are anything but. The team, made up of 10 St. Mary Catholic Secondary School students, puts countless hours into rehearsing themes and structures. They have warm-up and pre- competition routines, and are al- ways brainstorming what they're going to do next. Basically, they eat, sleep and live improvisation. "Everything relates to improv," said team captain Julie Ross. As a result, their hard work has paid off. The group is travelling to Ottawa this weekend to compete in the National Improv Games at the National Arts Centre. They earned their trip by win- ning gold at the Durham Region- al Improv Games in February and bronze at the Toronto re- gional tournament in March. Toronto proved to be a hard- fought competition. After the first day, the team was ranked seventh. Teams fifth to ninth competed for a wild card slot to go on and play for the champi- onship. St. Mary kept growing stronger throughout the tourna- ment. "We were just so happy to be going," said Ross. The group relates the victory to working well together. In addition to being teammates, they are all good friends. "The closer you get to someone, the easier it is to play with them on stage," added Ross. The happy, energetic group spends extra time together out- side of rehearsal and school. Their tight-knit relationship has allowed them to get to know each other's strengths and weakness- es, and anticipate each other's re- actions. They know when to feed ideas and how to have fun with each other. "Our team has always been known to be a lot of fun and very positive on stage," said team coach and drama teacher Anas- tasia Lainas-Hayward. The positive attitude is passed onto the audience, and in turn is ref lected back to them. "We basically do all our improv based on what we get from the audience," said Ross. "It's called an 'ask for'." They use only their bodies to create objects and sound effects. "We learn how to do object work to create a clock or a lamp out of our hands," said team member Adam Cawley. Before they hit the stage for each performance, the group has a routine to follow. First, they load up on candy and sugar. Then, they all put their jerseys on at the same time, and follow with a huddle, prayer and chant. They leave for the nationals today (Friday) and return Mon- day. MusicFest Canada, a not-for-profit organization, is a festival that gives students and educators across Cana- da the chance to show off their musi- cal achievements and creativity. This is North America's largest event dedicat- ed to developing musical talent. The annual national event runs for six days and brings together more than 11,000 young Canadian musicians. Par ticipants range in age from 12 to 24 and are from different levels of school including elementary, high school, col- lege and university. The program is May 21 to 25 in Mississauga. Annandale Curling Club's Tim March rink started the eight-team competition, hosted by the Carleton Heights Curling Club, near Ottawa, with a 3-1 record, but faltered down the stretch, losing its final three matches to put it out of contention. After losing to Scott McDonald's Highland Country Club rink 7-5 in the opening draw, the March team defeat- ed Ben Willemse from the Woodville Curling Club, blitzed Justin Walker's Burlington rink 13-1, and then edged the Ryan Myler team from the Brampton Curling Club 6-4. The March rink dropped a 9-3 deci- sion to Shane Latimer from the Win- chester Curling Club in Draw 5, lost 5- 3 to Andrew Frankland's Markdale Curling Club foursome and, finally, a 6-4 decision to Rob Bushfield from the Brockville Curling Club. The Bushfield and McDonald rinks tied with identical 6-1 records, bring- ing up a tiebreaking contest for the title. Bushfield prevailed 7-2. City gymnasts vault way onto provincial teams PPIICCKKEERRIINNGG ----Two city gymnasts are off to the provincial championships after posting excellent re- sults at the Metro east re- gion's third qualifier. Mo re than 200 gymnasts competed in a number of categories at the final qual- ifying session, hosted by Gemini Gymnastics in Os- hawa recently. Lauren Steele, nine, and Tara Columbus, 16, were both named to the Metro East team: Steele in the argo 1 division and Colum- bus in open 3. Steele finished fifth all around following a silver medal on uneven bars, fourth on vault, seventh on balance beam, and eighth on floor exercise. That finish and a first at the second qualifier placed Steele on the six-member Metro East argo 1 team travelling to Brantford in May. It's the first time for Steele at the provincial showcase. Meanwhile, Columbus captured the all-around bronze in open 3. This re- sult, combined with a fourth-place finish at the second qualifier was enough to push Columbus to the Elite Ontario compe- tition in Mississauga later this month. Attack falls short at Cup event Midget girls' volleyball team earns silver at major Toronto tournament DDUURRHHAAMM ----There was a silver lin- ing for the Durham Attack White midget girls' volleyball team at the Tier 2 Bugarski Cup in Toronto re- cently. The Attack, ranked number two entering the 16-team midget (ages 16 and under) tournament held at Scarborough College, finished with the silver medal. As a consequence, Durham, which includes several players from Ajax and Pickering, moved up to tier 1 for the Ontario cham- pionships at Scarborough College this weekend. The White team joins two other Durham Attack midget girls' teams at the tournament, which includes the top 16 clubs in the province. In the gold-medal match at the Bugarski Cup, Durham was de- feated by the Waterloo Tigers 18- 25, 25-21, 15-8. The Attack was un- able to stop Waterloo's strong hit- ting. In the semifinals, the Attack White beat the Stratford Stingers 25-23, 28-26. Durham took an early lead in the first game and then proceeded to fall asleep, allowing the Stingers to make it close. The second game featured a good bat- tle. The Attack upset the top-seed- ed Ganaraska Wolves 22-25, 25-21, 15 -11 in the Durham squad's best game of the day. Lindsay Ellicott and Stephanie Betts paced the Attack with strong serving. Meanwhile, middle hitters Natasha Knutson and Amanda Falzon played well at the net. Tena Mata and Jenn Wright provided strong defence in the backcourt. The Attack finished first in their four-team pool, tied with the Auro- ra Storm at 5-1.
