Crack shuts off nuclear power Real earning power Census shows university grads settle in Pickering and Ajax BByy MMiikkee RRuuttaa Staff Writer DDUURRHHAAMM ––––The 1990s saw a large increase in post-secondary participation rates, particularly in west Durham and surround- ing area, which translates into higher earnings. Statistics Canada on Tuesday released educational data gar- nered in the 2001 census, among other things looking at Canadi- ans’ level of schooling and how it relates to earnings. For the first time, the num- bers reveal that over half of all Canadians aged 15 years or over have post-secondary qualifica- tions, namely a university de- gree, college diploma or trade certificate. The Toronto census metro- politan area (CMA), which in- cludes Ajax, Pickering and Uxbridge, has the second-high- est proportion of university graduates in Canada, with roughly one in three people hav- ing a university education, says Statistics Canada. Only the Yukon Territory, with far fewer residents, has a higher proportion of university grads. The data shows that 32 per cent of residents in the Toronto CMA had a university degree, up from 23 per cent in the 1991 census. The percentage of col- lege graduates rose from 14.6 per cent in 1991 to 17.5 per cent. Post-secondary participation rates also jumped in the Os- hawa CMA, which also encom- passes Whitby and Clarington. Repairs under way in Pickering BByy KKeeiitthh GGiilllliiggaann Staff Writer PPIICCKKEERRIINNGG —— A cracked water pipe has shut down the only three reactors operating at the Pickering Nuclear Generating Station. The crack is in a “demineral- ized water pipe” on the non-nu- clear or conventional part of the station, said Ontario Power Gen- eration (OPG) spokesman John Earl. The problem was found Wednesday morning and Units 5, 6 and 8 were all powered down. Unit 7 was off-line for planned maintenance work. Units 1 through 4 have been off-line since 1997 and are cur- rently undergoing repairs. Mr. Earl said the repair work “isn’t a major job, but it requires the units be off-line.” He added there, “was and is no safety con- cern at Pickering.” Dave Martin of the Sierra Club of Canada Nuclear Campaign, however, challenged OPG’s move to “maintain a policy of secrecy on plant shutdowns. It’s unbe- lievable, really, they would con- tinue that policy.” OPG won’t be releasing infor- mation on the status of the reac- tors, such as when they will be back online, said Mr. Earl. “It would be detrimental to electricity markets, that’s why we’re not giving the dates,” Mr. Earl said. “I’m not at liberty to discuss commercially-sensitive informa- tion. If we announced these de- tails, it could impact the price of electricity and be detrimental to the electricity consumers of On- tario.” ✦See Sierra page 2 ✦See Higher page 5 Mr. Martin said of the claim of commercial confidentiality, “There is some plausibility to maintain confidentiality if there’s a serious market concern. But, there isn’t. OPG continues to have a de facto monopoly.” Aside from the Bruce nuclear facilities, which have been leased to British Energy, “I don’t think there is any competition. This is really, I think, not about commer- cial confidentiality. It’s about an attempt to cover up bad publicity for the nuclear restart, particu- larly the Pickering nuclear restart.” Both Pickering and Ajax were notified on Wednesday of the sit- uation. Ajax chief administrative officer Richard Parisotto said both he and Mayor Steve Parish were given “a heads up. “We rely on them being the ex- perts. They’re right there, in the eye of the hurricane.” Pickering Mayor Wayne Arthurs said City officials were notified of a situation at the plant around 11:20 a.m. Wednesday. “They did notify us as they nor- mally would have done,” the mayor said. Developers see room for improvement but process necessary BByy JJaaccqquuiiee MMccIInnnneess Staff Writer DDUURRHHAAMM ––––Ontario’s Mu- nicipal Board, the provin- cial appeal body for local planning disputes, is out- dated and needs serious overhaul according to a GTA task force chaired by Durham Chairman Roger Anderson. The task force released its final report this week, following several hearings with the public, provincial politicians and members of the development industry. “The report gives the Province some options to seriously consider,” says Chairman Anderson. “Hopefully they’ll see they should not abolish the OMB but make it more ef- fective and easier for the public.” Among the recommen- dations by the task force are the OMB should: • respect municipal deci- sions where local council has used solid planning principles and good faith; • ensure developers have given a reasonable amount of time for the municipality to process their applica- tions before they can ap- peal to the board; • make the system more accessible to the public by providing funding for citi- zens to hire legal represen- tation and expert witness- es when appearing before the board; • promote an indepen- dent and fair tribunal through longer term ap- pointments, qualification requirements, performance evaluations and a screen- ing process for appoint- ment of OMB members. In its report, the task force is critical that OMB hearings “effectively void the municipal planning process” and the board simply substitutes its own decision on applications rather than determining if the municipal council made a fair ruling. The task force recom- mends “the municipality’s decisions should be final and binding unless it can be demonstrated a signifi- cant error or impropriety has taken place.” However, Paula Tenuta of the Greater Toronto Home Builders’ Associa- tion says her organization believes there are instances when it is beneficial to have the planning decisions “taken out of the political realm” and made by the OMB rather than just hav- ing the board review those decisions already made by the local council. The report also calls on an extension of the time period the municipality has to process an application, from the current 90 days to 15 0 days, before a develop- er can appeal to the board. Mr. Anderson says some developers withhold pieces of information until just be- fore the 90-day period, making it impossible for municipalities to make in- formed decisions in the time period required under current rules. But Ms. Tenuta says the number of cases heard on the basis of the 90-day timeline “represent only two to three per cent of the 1,500 cases heard annually by the board.” Lengthening the time period before a de- veloper could appeal would be punitive to “the good builders who definitely rep- resent the majority,” and would slow down the devel- opment process, she says. Ms. Tenuta also cautions that public funding could open the door to unfound- ed appeals. “It would be a hard process to manage. I understand the premise but the OMB does encour- age public participation and the board does make a point of hearing all views. It does a good job of that.” The task force suggests the OMB members are “well-qualified and dis- charge their duties effec- tively”, however it suggests changes could be made to improve “both the reality and perception” of the board’s impartiality. Coloroso coming to Durham to address issue BByy MMiikkee RRuuttaa Staff Writer DDUURRHHAAMM ——North Ameri- ca is light years behind other areas in dealing with the problem of bully- ing “and there’s a lot of work to do”, says Barbara Coloroso. The well-known Ameri- can speaker, author and educational consultant is in Durham Region March 31, speaking at Notre Dame Catholic Secondary School in Ajax. Her most recent book is ‘The Bully, The Bullied and The By- stander.’ Canadian and Ameri- can educators mistakenly take the “conflict-resolu- tion” approach to bully- ing, bringing both perpe- trator and victim togeth- er, urging them to, “work it out, be nice”, said Ms. Coloroso. But that’s not dealing with the problem, she added. “Bullying is not about a conflict, it isn’t even about anger; kids who bully, they have contempt for (their victims),” said Ms. Col- oroso. As well, she said teach- ers or parents sometimes point the finger at the vic- tim as somehow provok- ing the bullying. Ms. Col- oroso recalled being in Al- berta when a young woman with red hair ap- proached her and said when she was younger classmates would set fire to her hair. The teacher’s response was to ask, ‘what did you do to make these kids so angry.’ For years the woman thought she was somehow respon- sible. There are no simple so- lutions to stopping bully- ing, said Ms. Coloroso, but a good place to start is to listen when a child brings up the issue, not to dis- miss bullying as teasing or as a part of growing up. “We do have to say to a kid that has been target- ed, ‘I believe you, you’re not in this alone and we can deal with this,” she said. In her book, Ms. Col- oroso identifies three dif- ferent types of bullying, verbal, physical and rela- tional bullying. The latter, she explained, occurs when a person or people shun another. Ms. Coloroso said most kids are not bullies or bul- lied, but bystanders, afraid to step in because they think they will be- come the bully’s next tar- get. In her book, she offers the following dos and don’ts if your child is bul- lied. DDOONN’’TT:: • Minimize, rationalize or explain away the bully’s behaviour; • Rush in to solve the problem for your child; • Tell your child to avoid the bully; • Tell your child to fight back; and • Confront the bully or the bully’s parents alone. DDOO:: • I hear you; I am here for you; I believe you; you are not alone in this; • It is not your fault; • There are things you can do; and • Report the bullying to school personnel. The centre began full-time, daytime operations in 1996, giv- ing local college students the opportunity to obtain a degree from Trent and York universi- ties. The college’s partnership with York ended in 2001/02. Canadians in the 25- to 34- year age category increasingly chose to continue their school- ing after high school. Statistics Canada noted that when the re- cession of the early 1990s hit, the age group was 15-24 years old, and many opted to stay in school. Young people are also responding to the needs of the highly skilled, technological economy. Sharon Loverock, senior re- search officer at the college and university, said the effect of the changing economy on participa- tion rates bodes well for stu- dents entering UOIT this fall. “It’s great news for students in this area because this univer- sity is going to offer specific pro- grams that are specifically mar- ket-driven,” she said. Ms. Loverock said future UOIT grads “are being prepared for a career where they know there’s a demand.” She noted a recent college/university survey of 500 GTA high school students, in- cluding those in Durham Re- gion, found that the greatest in- f luence in deciding on an insti- tution is the programs offered. Statistics Canada reported a university degree is money in the bank. Over 60 per cent of Canadians making less than $20,000 per year did not have more than a high school educa- tion in 2000. All have left memories. We were both 18 when Terry de- cided to join the Air Force. I ac- companied her to the recruiting office and waited while she was writing her test. The recruiting officer suggested I, too, write the test. Having been raised in a strict Catholic home and schooled in convents, I wasn't very familiar with the word 'No.' I wrote the exam and passed. Terry failed. Te rry came to see me off at the train station the day I left for basic training. We were both cry- ing. She, because she wanted to go. And I, because I didn't. Patti, who was also my boss at the time, taught me how to drive. After having my licence for about five days, and never having driven on the highway, she wanted me to drive a car from Kinderslee to Rosedale, Sask., about 50 miles away. It was also beginning to snow and I was terrified! She assured me everything would be fine and to just follow her and do what she did. With arms hugging the wheel and a constant prayer on my lips, I followed her as closely as I dared. About three miles from Rosedale, Patti turned right. Feel- ing a little self-righteous because I flicked on my signal and she hadn't, I followed her -- right into the ditch! I could only indignantly mutter, 'Well, you said to follow you!' Then there was one of the first childhood friends I remember. Pa- tricia and I met in Grade 2 in a convent boarding school in Bowral, Australia. We used to get into so much trouble the nuns fi- nally designated each of us to ei- ther end of the playground. Of course I will never forget my f irst boyfriend, Brian. We used to double date and go to Lookout Point in Stanley Park to watch the 'submarine races'. It must be the convent thing again but I ac- tually thought that was why we were there. Once, I'm sure I even spotted a couple of subs -- one red, one white. I have many such friends. They may not be in my life anymore, but they have all left the stamp of f riendship. Your mother and father may have told you to 'get a trade' and, guess what, they were right too. There was much to learn from Tuesday's release of 'Earn- ings of Canadians', a Statistics Canada cornucopia of infor- mation regarding education and the average salaries of peo- ple across the country. Most interesting was the gap between incomes of those who received a high school diploma and those with a university certificate, diploma or degree. For instance, in Ontario, high school grads averaged $27,606 per year in 2000 while their uni- versity graduate counterparts made an average $53,525. In the Toronto CMA, which includes Ajax, Pickering and Uxbridge, high school grads earned $28,885, college grads $38,569, trades people $37,578 and university grads came in at $56,267. Durham residents have every chance to receive whatever level of training and education they desire right here at home. Through the auspices of the fledgling University of Ontario Institute of Technology, the highly esteemed Durham College and numerous opportunities for apprenticeship through high schools, businesses and Durham College's Whitby Skills Training Centre, there are boundless opportunities to reach for success. The numbers don't lie. Clearly, the chance to make more money increases exponentially the more training and educa- tion a person has. Higher education, at least college or university schooling, isn't the answer for everybody, nor should it be. Canada is fac- ing a skilled-trades shortage and the need for well-trained skilled workers is one of the key economic factors for our country in the next few decades. The need to 'get a trade' couldn't come at a better time and young people in Durham who are thinking along these lines should be encouraged to follow through. If ever you were in doubt about a career in the trades, the survey should settle that question -- the money's there. Something that hasn't changed is the huge disparity be- tween the average salaries of men and women. In the Toron- to CMA, men averaged $46,613 while for women, the number was $29,924. Clearly we have work to do in this area. As a community we should strive to create opportunity for girls to see successful women in leadership roles. That means women at the front of the classroom, at the boardroom table, in government, emer- gency services, the sciences and the military to name but a few professions. We learn by example, so let's set the example. A camera can also be a useful tool. Offenders usually look around before deciding not to pick up so you should find a place to ob- serve without being seen. The number of offences on my prop- erty dropped to near zero last summer but the problem has arisen again dur- ing the winter. Come spring, I will renew my efforts. If it's necessary to post a reward for information leading to a conviction, I will do that as well. There's the Durham Community Legal Clinic, or, as executive director Deborah Hastings calls it, "legal aid for low-income people". This legal aid is, however, different from Legal Aid, which just happens to share office space with the DCLC. It also shares Ms. Hastings, who serves as the area di- rector for Legal Aid. The DCLC has been helping clients since 1984, pro- viding legal assistance involving landlord-tenant mat- ters, Ontario Works, Ontario disability, Canada pension, CPP disability, employment insurance, workers' com- pensation, wills and power of attorney. What it doesn't do is help with criminal matters, fam- ily disputes, civil lawsuits, immigration and refugee matters. For criminal matters, there is Legal Aid. "Clinics in Ontario evolved in the 1960s from a more grassroots level," says Sharon Gagnon, DCLC office manager. "It addresses gaps in the legal aid system." For an issue such as a landlord-tenant dispute, "a pri- vate lawyer isn't interested in taking that on. You can't pay," Ms. Gagnon says. "You could lose your roof. It can be very threatening and life-changing." "Where do you turn to when you have no money?" Ms. Hastings adds. "That's why you're being evicted." The clinic is there "when you have nowhere to turn. People are so happy there's someplace to go to know their legal rights. It's so frustrating," she says. There are 78 such legal clinics in Ontario, in- cluding specialty clinics dealing solely with one issue, such as youth, HIV, disability or elderly matters. In addition to Ms. Hastings and Ms. Gagnon, there's a staff lawyer, two community legal workers and the receptionist. In the course of a day, people either come in or call in looking for help. Over a year, about 3,500 people call in, Ms. Gagnon says. On this day a man comes in and tells recep- tionist Patti Ashbridge, "I have a problem." That's often what people say, Ms. Ashbridge says. "That's the start and you have to narrow it down from there," she says. Cathy Duignan, a community legal worker, helps the man. "He's a tenant and having trouble filling out the forms, so I did them," Ms. Duignan says. "It's my day with walk-ins." Maybe a client will come in and "they don't know what the next step is, if they've been turned down somewhere else. We refer them or give them advice," Ms. Duignan notes. "If (we can't help them), we'll send them on their way with the appropriate documents, a little knowl- edge and pamphlets. We'll redirect them to someone. "We don't turn anyone away. We'll see anyone who wants to see us." A client will "usually want to know someone can help them," Ms. Duignan adds. "The reason they're here is important, it could be their house or money. We see a lot of people living in their cars, living on the streets." Staff lawyer Lavinia Inbar says her clients are "low-in- come, marginalized, often at the end of their rope. By the time they get here, they're near the end of the road." As she says, the "toothpaste is out of the tube", and that could mean they're being evicted and the sheriff is at the door. "Often, we can't fix it because it's too late." The legal problem is "a little bit of their problem," Ms. Inbar says. "Their problems are very complex. The only thing we can address are narrow, legal issues. We can't address the large, systemic issues." However, fixing the legal issues might not be enough to repair all the other issues a client faces, she adds. "We all do pretty much the same stuff. I do workers' comp, and wills and power of attorney," Ms. Inbar notes, adding she'll also handle matters at tribunals. She has one workers' compensation file going back 12 years. "Those files tend to be long lasting and have many is- sues," she says. With the clinic "we're representatives of our clients," Ms. Hastings says. "We open a file and handle the case from start to finish. There are a lot of areas that fall under administrative law and tribunal work." That includes going to Ontario disability support pro- gram tribunals or a hearing where a client could be cut off welfare for life. "We give free legal advice to low-income people in Durham Region," Ms. Gagnon says. "Not only will we give summary advice or open a file, we give free legal education to the community," Ms. Hastings adds. "We give talks on wills and power of at- torney, and a CPP workshop. We educate the communi- ty. Anyone who needs that information can call us and we'll do it. If it's an area we don't do, we have contacts who do." For example, a senior without a will might come in seeking advice. They also give talks on "general legal topics", Ms. Gagnon says. The clinic also helps the specialty clinics. "We'll help with information gathering," Ms. Gagnon says. "Our focus in Durham Region is to be more hands-on to as- sist people." With the clinic's "limited resources, it's better to go out and assist people than to go out and lobby." The clinic handles a file the same way a lawyer would handle it, Ms. Gagnon says. "A t a hearing, we represent the client. It's a little more like a traditional law office," she says. And since they deal with clients as lawyers do, confi- dentiality governs all matters. In fact, the hearings they attend are closed to the public. The clinic also provides legal advice over the phone. "There's a 24-hour turnaround time. They'll get an an- swer right away or within 24 hours, on any area," Ms. Gagnon says. Since December 2001, the DCLC and Legal Aid have shared office space in the Oshawa Centre. "The great thing about our office is Legal Aid and the clinic are together but separate," Ms. Gagnon says, adding it provides "one-stop shop- ping" for those needing assistance. "There was confusion in people's mind" having the two offices in different locations Ms. Gagnon adds. Being in one eliminates frustration for clients. "They're already feeling vulnerable," Ms. Gagnon states. While they share space, they are "two separate entities with two separate computer programs," Ms. Gagnon adds. "We supplement each other," Ms. Hastings adds. "There's a lot of word of mouth and repeat clients. There are agencies that know us, and lawyers send clients." Information is also conveyed through a newsletter, pamphlets and its Web site. "It's one of constant outreach to let people know we're here," Ms. Gagnon says. An autopsy confirmed Laura England, of Down Crescent, was killed by "blunt force trauma to the upper body," Durham Re- g ional Police said Friday. The body of Mrs. Eng- land, Durham's second homicide victim of the year, was found by her mother inside her resi- dence at 10:15 a.m. Thurs- day. The mother went to the home to look for her daughter, who she hadn't heard from in several days, when she discovered the bloody murder scene. "She was extremely dis- traught. It's obviously very upsetting. The whole family is very upset," said Detective J. J. Allan, of the homicide unit. Shocked neighbours said Mrs. England, who worked in promotions, lived at the residence for three or four years with her husband, John, a truck driver. Mr. England wasn't at home when his wife was discovered but police tracked him down as he was working later Thurs- day and broke the bad news. Police wouldn't discuss possible motive or sus- pects, saying the investi- gation is early and they're still trying to learn details of the victim's life. "There are a lot of unan- swered questions. We haven't ruled out any- thing," said Sgt. Malik, who wouldn't say if a mur- der weapon was found. "It's a whodunnit at this time; we don't know who committed this vicious crime." Police weren't saying whether they believe Mrs. England knew her killer, however, there was no sign of forced entry to the home, Sgt. Malik said. The residence, in the Bloor Street-Townline Road area, remained cor- doned off by yellow police tape Friday as officers from the forensic identifi- cation unit continued a search of the residence gathering evidence. Next-door neighbour Gary Hill, who described the Englands as a "nice couple" who kept to them- selves, said he hadn't seen her in several weeks. Nor had his daughter Melissa Hill, who said she was friends with Mrs. England and described her as friendly, outgoing and "always on the go." Police are trying to find out about Mrs. England's most recent movements and want to speak with anyone who recently saw or spoke to her. Hugh Sinclair, 72, van- ished from his Toronto home on July 7, 1999. Although his body was missing, prosecutors relied on circumstantial evidence to convict a friend of first- degree murder in his disap- pearance. Two years after the un- usual jury trial, homicide detectives can close the book on the case after Durham Regional Police identified the skeletal re- mains, found in a secluded wooded area of Scugog Township, as Mr. Sinclair's. A land surveyor found the victim's skull Dec. 20 on top of some snow in an area known to locals as a "lover's lane," near Pine Gate and Mast roads. More bones were discov- ered in the area, southwest of Utica, and 80 per cent of an entire skeleton was col- lected during a three-day police search. Investigators from Durham's homicide and forensic identification units, working with foren- sic scientists and anthro- pologists, had been trying to put a name to the re- mains for the past three months, creating a profile of the unknown victim through post-mortem tests. The mystery was finally solved this week after the found skull's "unique" den- tal work was compared to Mr. Sinclair's dental records, and the match made, said Sergeant Paul Malik, Durham police spokesman. To ronto Police homicide detectives have been noti- fied and were in Durham yesterday to be briefed by their Durham counter- parts. As part of the time-con- suming investigation, Durham detectives re- viewed more than 190 out- standing missing person files from Canada, locating 20 people as a result, said Sgt. Malik. Despite the missing vic- tim, Crown evidence called at the murder trial of Tim- othy Culham, 27, left little doubt with a jury about Mr. Sinclair's death. Body fluids matching the victim's DNA - from samples obtained from his electric razor - were found in the maggot-infested trunk of a car rented by Mr. Culham five days after Mr. Sinclair's disappearance, court was told. The Crown theorized Mr. Culham, also a collector, killed Mr. Sinclair for his $200,000 antique collection, which he sold to pay off gambling debts. Mr. Culham claimed at trial he found his friend dead, and panicked. Autopsy tests on the skeletal remains failed to reveal the cause of death. All along, Toronto Police suspected Mr. Sinclair had been dumped either near Collingwood, or around Casino Rama in Orillia. They weren't far off. Mr. Culham is currently serving a life prison sen- tence, with no parole eligi- bility for at least 25 years. Oshawa resident James Brewster donated a simula- tion training mannequin to the Region's emergency medical services department as a way to say thank you for lifesaving services received in the past decade by both him and his late wife. The mannequin "does practically everything a patient would except get up and walk on its own," says Rick Armstrong, director of Durham's Emergency Medical Services (EMS). The staff thought 'Brewster' would be the perfect name for the new addition to the team, he adds. "It all came about from the fact my wife and I were each helped by paramedics in Durham Region," says the philanthropist, who, over the years, has donated more than $1 million to health care in Durham. "I've had 10 years more of life because of what they accomplished. My wife had five years more of life be- fore she passed away last year." Mr. Brewster wanted his do- nation to be of value to all of Durham Region, says Mr. Armstrong. "This really has the most impact for the dol- lars." The mannequin, one of only about 20 of its type in use across Canada, will help train paramedics across the region. "We use it as a primary train- ing aid for new paramedics and to do continuing medical education for paramedics al- ready there. You can simulate almost anything, trauma as well as medical emergencies. It simulates almost perfectly a real patient. Someone talks through the mannequin and gives responses to questions and it responds to treatment," he says. "Paramedics get continuing education twice a year to en- sure they're maintaining their skills at the highest possible level and we'll be using the mannequin for part of that," Mr. Armstrong says. Toward that end, the teenaged racer drove the 185- horsepower open-wheel racecar for more than 60 laps around South Carolina Motorsport Park’s road course near Ker- shaw, South Carolina. During the test, Guerrieri drove the #21 Fran-Am car that Britain’s Charles Hall drove to the title in the Fran-Am Winter Series held last month in Flori- da. The car is prepared by To r onto-based JD Autotecnica, led by Anthony Wei. “I really enjoyed driving the Fran-Am car,” said Guerrieri after the test. “The car is a blast. It was very demanding physically because of the power of the engine. It was especially hard for the neck muscles. It was a huge difference from the Formula Ford car I raced last year. “The cockpit is also a lot more complex,” Guerrieri con- tinued. “The team took some 20 minutes just to explain all the buttons and digital gauges. The car is also equipped with a se- quential transmission, which means that you simply pull on the lever to shift up one gear and push on it to downshift. “The basic handling of the Fran-Am car is about the same as a Formula Ford except that everything goes a lot faster.” Having driven a Fran-Am car, Christopher Guerrieri hopes to be on the starting grid for the opening round May 3 in Phoenix, Arizona. “The series is really fantas- tic,” Guerrieri said. “The cars are awesome and the high-pro- f ile race venues are wonderful. The Fran-Am Series races at many major motor sport events throughout North America, whether it is Formula 1 or ChampCar racing. Plus, the champion is offered a free ride in the new Formula Renault V- 6 series in Europe in 2004. This is a tremendous opportunity to climb the racing ladder.
