New $68-million Durham HQ approved BByy JJaaccqquuiiee MMccIInnnneess Staff Writer DDUURRHHAAMM –––– A new $68-million regional headquarters was given Durham council’s final blessing yesterday but questions about some of the project’s details still linger. “One day somebody will look back and say ‘Wow, what a wise decision’,” predicted Whitby Mayor Marcel Brunelle Wednes- day, as council voted 20-8 to pro- ceed with construction of the building at Rossland Road and Garden Street in Whitby. Voting against the proposal were Oshawa Mayor Nancy Dia- mond and City councillors Clare Aker, John Neal, Nester Pidwer- becki, and Warren Young; Ajax Mayor Steve Parish, and Clar- ington Mayor John Mutton and Clarington Councillor Charlie Trim. Mayor Brunelle initiated the process almost two years ago when he asked for a report from staff on the cost of leasing facili- ties versus owning facilities. Durham is the only region in the GTA that leases space and all of Durham’s eight municipalities also own their facilities. But Mayor Diamond, who has opposed building a headquar- ters from day one, said the final proposal to build on the north Whitby site was decided without enough due process. Durham Regional Police said the 18-year-old victim was taken to Rouge Valley Pickering and Ajax hospital with serious in- juries about 8 p.m. Police said the victim and a friend, also 18, were confronted near a laneway leading to the park by a group of three or four men asking for drugs. When they refused, they were both attacked and robbed of their cash, clothing, shoes, keys and credit cards, police said. As well as being stabbed, the victim also suffered facial in- juries after being struck with a gun. Police said his wounds were not life-threatening. His friend was punched and kicked, causing minor injuries, police said. The investigation is ongoing and no description was avail- able. Four injured in Pickering crash Tw o-year-old in critical condition at hospital PPIICCKKEERRIINNGG ——A north Durham woman and her three young daughters are in hospital, following a two-car collision in rural Pickering Wednesday. At approximately 5:05 p.m. Feb. 12, a silver-grey Buick heading south on Brock Road, just north of the 7th Concession, collid- ed with a northbound large dual-axle Interna- tional truck, driven by a 43-year-old Myrtle Station man, say Durham Region- al Police. “It spun around 180 de- grees and was actually hit at the back of the car,” said Sergeant Paul Malik. The 33-year-old driver of the Buick, a Beaverton woman, sustained internal and serious head injuries and was listed in serious condition Thursday morn- ing at Sunnybrook and Women’s College Health Sciences Centre in Toron- to, say police. Her two-year-old daughter was in critical condition with head and internal injuries, while her seven- and 12-year-old children were listed in fair condition with broken bones. All three were at the Hospital for Sick Chil- dren. The driver of the truck was not injured. Brock Road was closed between the 7th and 8th Concessions until 10:20 p.m. while members of the traffic services branch’s collision investigation unit examined the scene. AJAX (905) 426-1581 PREPAID-CASH ONLY HOME BUYERS: Get automatic access to listing info. on ALL area homes for sale. www.ViewHotListings.com Re/Max Quality One Ltd., Realtor OPP called in to probe Durham drug squad Chief calls allegations of misconduct ‘serious’ BByy SStteepphheenn SShhaaww Staff Writer DDUURRHHAAMM ––––Durham Re- gional Police Chief Kevin McAlpine has asked On- tario Provincial Police to probe “serious” allegations of criminal misconduct by members of his force’s drug squad. “Some of the allega- tions, if proven, could con- stitute criminal behav- iour,” the chief said Wednesday, announcing he’s called in the OPP to “conduct a thorough and independent investiga- tion.” He said “a small num- ber” of drug officers are being investigated. “Most of the allegations relate to possible profes- sional misconduct under the Police Services Act.” He refused to reveal the nature of the alleged wrongdoing to “ensure the integrity of the investiga- tion.” The drug unit is com- prised of 14 members - a dozen constables and two sergeants - and is super- vised by Detective Sergeant Shane Was- mund, of the Intelligence Branch. Despite the allegations, the officers are “continu- ing to conduct police du- ties,” Chief McAlpine told reporters at police head- quarters. Sources say the probe was sparked by a veteran Durham constable. Chief McAlpine would only confirm the source of the allegations was inter- nal. “The allegations were made by a member of our service... All of the infor- mation is from an internal member,” he said. Two members of the Professional Standards Branch, the unit which normally investigates complaints against offi- cers, reviewed the allega- tions in mid-January, he said. Based on their findings, they recommended an outside police agency be called in to conduct a criminal investigation, the chief said. Doug Cavanaugh, Durham Regional Police Association president, said, “This isn’t good for anybody. From the associ- ation’s point of view, our hope is that the investiga- tion will be done thor- oughly, but in a timely fashion.” He said he hasn’t been told the exact allegations, but wants the investiga- tion to move quickly, not- ing an unrelated, ongoing RCMP-led investigation of To ronto Police drug offi- cers is entering a second year. Mr. Cavanaugh said the association would provide officers with legal counsel or an association repre- sentative if requested for any OPP interviews. There is deep concern in the justice community the allegations –– proven or unfounded –– could be damaging to drug cases currently before the courts. One justice official fa- miliar with the unit and the allegations, who spoke on condition he not be named, said it’s his under- standing the misconduct alleged generally involves “improper note-taking” and “court preparation” by officers. Regardless of the inves- tigation’s outcome, the al- legations are “potentially devastating” to the de- partment, he said. “If they’re found to have merit, then it’s far worse, obviously.” He said he’d be shocked if the allegations were found to be true. “These are hard-work- ing guys and they have a tough job, which they do very well. I have a very hard time believing it,” he said. Chief McAlpine ac- knowledged the allega- tions could have an impact on drug cases currently before the courts, al- though to what extent wasn’t clear. “At the very least the en- tire drug unit will obvious- ly be subject to greater scrutiny (during the court process),” he said. Some Durham municipalities now getting curbside service BByy JJaaccqquuiiee MMccIInnnneess Staff Writer DDUURRHHAAMM –––– After more than a year of working out the bugs, composting in Durham has begun. The first trucks rolled out in Clarington Tuesday to begin picking up kitchen scraps separate from the regular garbage stream to head to a com- post facility in Richmond Hill. At the same time, re- gional politicians celebrat- ed the launch in Oshawa This Week’s warehouse filled with bins still coming in from the manufacturer for delivery to households in Clarington and the three northern townships of Uxbridge, Scugog and Brock. Together they are taking Durham’s first steps toward another route to waste diversion. The townships are sched- uled to begin the compost pickup next week. But, de- lays in manufacturing of the containers have meant a slower start than antici- pated. The containers are being delivered by Metroland Printing, Pub- lishing and Distributing Ltd.’s Durham Region di- vision. Only about a third of Clarington homes actually have the containers cur- rently but Peter Watson, manager of waste for the Region, says it won’t be long before all the contain- ers are delivered. By the end of February, all of Clarington should be set to go and by the end of March delivery into the townships will be complete also, he says. The holdup has been the manufactur- ing of the bins for the 45,000 households that will take part in the program. In the meantime, house- holds that have received their compost bins can start separating food scraps including meat, dairy, vegetables, fruit, coffee grinds and filters. Each home will receive a 10-litre container and lin- ers to use in the kitchen. When the liner bag is about half full, the biodegradable bag can be transferred into the larger bin, which is put out to the curb alongside the regular household garbage. It is important residents do not put an additional bag in the large container, notes Mr. Watson, as that would interfere with the composting process. Regional Chairman Roger Anderson said di- verting food products out of the waste stream will be very important as Durham comes to terms with its garbage given the growing concern over landfill dumping. “Every one of these things results in less ton- nage going to landfill. It’s a new day and a new way of doing business in Durham.” In addition to the com- post, the four municipali- ties are the first to kick off an expanded Blue Box program that should be Durham-wide within a year. Milk containers, drink boxes, twist-off top plastic containers, aerosol cans and empty paint cans are among the new items in- cluded in the program. “It is a very, very good day for all the people who fought landfill all these years,” said Regional Wo rks Chairman Rick Johnson, a Pickering coun- cillor. The governor of Michi- gan, where much of Durham’s garbage is dis- posed in landfill, has stat- ed he is concerned about hazardous household waste going into dumps, says Coun. Johnson. “Sixty to 70 per cent of our waste will be diverted and they will just take our residual waste. “We will be able to tell Michigan household haz- ardous waste from Durham will not go into its landfill,” adds Coun. John- son. Whitby, Oshawa, Picker- ing and Ajax are currently in negotiations with the Region examining ways they can add composting into their systems, says Mr. Watson. Oshawa and Whitby own their own garbage trucks, which will need retrofitting to accom- modate a compost pro- gram. Ajax and Pickering are currently in long-term contracts with private companies and must rene- gotiate those contracts if they wish to add compost- ing. Pickering does have a pilot program in one com- munity where composting is offered. Ontario Public Service Em- ployees Union (OPSEU) staged the ‘day of protest’ at 40 hospitals to bring atten- tion to stalled contract nego- tiations. On Wednesday, the Ontario Labour Relations Board ruled the protest was illegal and union officials could be disciplined, including being fined or prosecuted. At the Ajax site, OPSEU Local 311 members picketed, but didn’t stop anyone from getting into the facility. “We’re not asking people to wait. We’re not stopping any- one,” said Greg Hubka, vice- president for Local 311. Ms. Cronin-Wood agreed union protesters didn’t stopped traffic, beyond hand- ing out leaflets. “It’s not a strike. It’s a day of protest,” said Connie Fer- rara, president of Local 311, adding, “We won’t put pa- tients at risk. If there’s a risk or a trauma or an emergency, they have my cellphone num- ber.” The event was called to pressure the Ontario Hospi- tal Association, the body ne- gotiating for 40 of the approx- imately 160 hospitals in the province. About 5,500 workers have been without a contract since March 30, 2002. Their last raise was in April 2001 and their salaries range between $37,000 and $50,000. The union represents respi- ratory therapists, X-ray tech- nicians, pharmacists and physiotherapists, among other occupations. Ms. Cronin-Wood said pos- sible disciplinary action will be considered in the next cou- ple of days. “Everybody is extremely valuable in the hospital,” she said. “It’s unfortunate we’re in this situation. We don’t want to have a confrontational rela- tionship. “It hasn’t affected patient care. There’s been no impact on our emergency depart- ment or any of our outpatient programs. We’re very fortu- nate we haven’t had any over- all negative patient reaction. Several (OPSEU members) are in caring for patients, which is very much appreciat- ed.” Ms. Ferrara said the union members would be “out as along as we can stand the cold. All we want is fair treat- ment.” Headquarters approved by Durham councillors raised numerous issues with the regional staff recommen- dation to proceed. The Region’s business case for the new building suggests the project could begin saving taxpayers money in the first year it opens compared to the cost of leasing. Among the Oshawa mayor’s concerns are: •A consultant hired by Os- hawa was not given enough background materials to allow it to properly assess the business case made by re- gional staff for the project; •the Region is just begin- ning a strategic plan of its ser- vices and the building design was completed without con- sideration of this plan; •the estimated future leas- ing costs are inflated to make the business case for owning more desirable; •the building is overly ex- travagant in its use of space including a 13,000-square- foot, 300-seat cafeteria; a 6,000-square-foot council chamber and 17 to 20 one- hundred-person capacity committee and training rooms; •key frontline social ser- vices will be pulled out of Os- hawa where the majority of people who use the services reside. Mayor Parish also raised concerns that $9.5 million of the Region’s rate stabilization fund will be used toward a downpayment on the building at a time when there are many other pressures on the fund, including requests from hospitals and the new Durham university. However, proponents for the headquarters argued all the numbers used in calculat- ing the business case are con- servative numbers, that frontline services will be ac- commodated through satel- lite offices where required and the space needs were deter- mined by a study looking at the nine locations to be amal- gamated into the new build- ing. Mayor Brunelle said the ar- guments had been made, the debate had occurred and the time for a decision was at hand. Mayor Mutton asked coun- cil to consider having the re- gional auditor, Deloitte and Touche, verify the numbers in the staff report to ensure council was approving the project based on accurate in- formation. If a parent is unwilling to exert reasonable guidance over a child of 10 , what will happen over the next six years, as opportunities for influ- ence become fewer and more chal- lenging? Seasoned parents know it's safer to loosen the reins slowly and give freedom a little at a time than to try to take back control once it's been tossed away. It hasn't been long since women claimed the op- portunity to freely choose life paths. Why haven't we been able to hold the gains, to keep that level of raised consciousness, to ensure all persons are treated with respect? For our children, if not for our- selves. A peace rally and march planned for tomorrow (Saturday) and supported by local churches, social service agencies and organizations in Ajax and Pickering, is inviting local resi- dents to take part and express their solemn belief in the ef- fort to march instead toward peace. This event, led by Reverend Glen Eagle of St. Paul's Unit- ed Church in Ajax, serves to provide residents in Ajax and Pickering with an outlet to raise awareness in our communi- ties, to interrupt the rhythm of war drums, and to provide an alternative to armed conflict. Fe w can reasonably argue against the notion that Sad- dam Hussein is a despotic ruler with a reprehensible record and a relentless hunger for power. Fe w er still in North America would suggest we leave things as they are. But the talk of a need for war, the need for a regime change, the need to forcibly disarm Iraq has overtaken the debate, drowning out thoughtful and impor- tant voices of dissent. Saturday's march and rally can shed light on other views that aren't being heard as clearly, as forcefully or as persua- sively as the talk of war. We 're fortunate to live in a country where differing views - - however unpopular or unfashionable -- are freely ex- pressed. Residents in Ajax and Pickering also hold deeply their belief in speaking out against issues they deem impor- tant, whether it's about municipal tax hikes or health-care funding. The weekend rally underscores that commitment to free- dom of expression we all hold dear. By taking part, you can learn more about what your friends and neighbours are thinking, turn out to provide your support, or simply watch from the sidelines. No matter where you stand on the issue, rest assured your voice is an important one in the debate. This event won't turn the tide one way or the other, to be certain, but it will demonstrate -- in a peaceful manner -- that we, too, have something of value to say here at home about what's going on in other parts of the world. Inform yourself, speak out one way or the other and find common ground with the people around you to raise the level of awareness and bring to light important new ques- tions. By continuing a dialogue in the community, by ex- pressing our collective will, we can be a part of the solution. War isn't necessarily inevitable, but neither is peace in our time. Striving for peace TToo tthhee eeddiittoorr:: Peace seems to have become too elu- sive in our times. Despite the current clouds of fear of the impending war, pil- grims all over the world are in the Mecca for the annual peace conference hajj, which culminated Feb. 12. Peace is the central theme of hajj: the inner peace with oneself, with fellow human beings, with the environment, and even with the tiniest creatures. To violate this element is to defy the spirit of hajj. Chanting and glorifying God, the Almighty, one feels fortunate while entering the Grand Mosque in Mecca -- where Kaaba stands as a symbol of the origin of all monotheistic religions. Amid the sea of humanity, one gains a glimpse of the reality that the essen- tial human divide, the one that matters before God, consists in one's inner puri- ty and spiritual character. It is only in the realm of creation that such diversi- ties, as race, colour, gender and culture, which are God's own design, seem to carry some weight for some of us. Despite all the technological ad- vancements in communications, hajj remains, first and foremost, what it has always been, a return to our centre and origin. It is a rehearsal for purposeful living. Such was Abraham's life when he fulfilled the divine mission more than 4,000 years ago. During hajj, a pilgrim symbolically revives and repeats the historic life events of prophets Abra- ham and Ishmael who are known to have been the first pilgrims to this sa- cred place. This grand assembly of 2.3 million people at one place, drawn from a vast array of nationalities, races and colours, yet with a remarkable unity of heart and purpose, harmony of thought and feeling, is the greatest gift of Islam to the children of Adam. Witmer promises to follow through with Rozanski report BByy MMiikkee RRuuttaa Staff Writer DDUURRHHAAMM ——The Ontario government will imple- ment the rest of the Edu- cation Equality Task Fo r ce’s recommendations over the next three years, says Elizabeth Witmer. The education minister and deputy premier was in Ajax Wednesday morning to visit J. Clarke Richard- son Collegiate and later stopped at Holy Cross Catholic School in Os- hawa. Mordechai Rozanski headed the task force, which reviewed the Province’s education fund- ing formula. Two months ago, he concluded the sys- tem needed $1.8 billion more over three years. The Province responded to the three highest priorities he identified, namely special education, student trans- portation, and funding for boards to negotiate collec- tive agreements with em- ployee groups this year. Ms. Witmer said the gov- ernment is reviewing the other recommendations and meeting with stake- holders “to determine what the priorities are. “We want to make sure that as we implement the Rozanski report, we do it in a way that reflects prior- ities,” she said. In the past year, there have been an increasing number of fires reported in the United States, Mr. Evered states, adding there haven’t been any fires caused by the fryers in Ajax. The fryers are sold in the U.S. and are available in Canada over the Internet. He added residents in Ajax and other Durham com- munities have bought the units. After testing the units, Under- writers Laboratories (UL) decid- ed against certifying any of the models. Officials say the burner doesn’t have a thermostat, so the oil temperature could rise to the point it ignites. If someone wants to use a fryer, Mr. Evered has several sug- gestions. “Always use them outdoors, at a safe distance from buildings, overhanging structures and other combustible materials. Never use them on wooden decks or in garages,” he said. Other safety suggestions in- clude using a fryer on a flat sur- face, never moving one when it’s hot, never leaving one unattend- ed, keeping children and pets away, and using a thermometer to regularly check the oil temper- ature. Also, make sure the turkey is completely thawed and dried before frying, and use well-insult- ed potholders or oven mitts when touching the pot and wear goggles to protect your eyes from oil splatter. Due to a large increase in the use of its personal disaster assis- tance program (PDA), there is a need for more volunteers. PDA is a partnership between the Red Cross, fire, police, and emer- gency medical services, provid- ing food, shelter, clothing, per- sonal services and family reunifi- cation during the 72-hour period following personal disasters such as house fires, gas leaks, floods, or police situations. The Red Cross has experi- enced a 204-per cent increase, meaning the demand for volun- teers has also increased. The program operates in Ajax, Pick- ering, Oshawa, Whitby, and Clar- ington, with help needed in each community. It is also expanding to Port Perry in March, officials say. Volunteers can choose their own shifts and all supplies are provided by the Red Cross, along with the necessary train- ing. Choking woman saved by alert Durham man BByy KKeeiitthh GGiilllliiggaann Staff Writer DDUURRHHAAMM ——Boom, boom, boom. Devon Murphy didn’t think, he just did what he’s been trained to do. Be- cause of that, a 74-year-old woman is doing just fine. Just before Christmas, Mr. Murphy was at work at a Whitby restaurant when a customer began choking. She quickly became un- conscious and turned blue. “As I was standing at the bar, all the hostesses ran to one side of the restau- rant,” Mr. Murphy said. His fellow employees knew he was studying to be a paramedic and he was pressed into action. A woman with the vic- tim was helping her to the floor. Mr. Murphy performed a “finger sweep to clear food” out of the mouth, while the other woman began to perform a chest compression. That forced the food out of the victim’s airway and she began to breathe. Mr. Murphy then rolled the woman onto her side and waited for the para- medics. Ron Sistermans, facilita- tor for quality and devel- opment for Durham Emer- gency Medical Services, said the victim had a “completely obstructed airway that rendered her unconscious and turning blue.” Turning blue, or cyanotic, “shows us imme- diately that no air was get- ting through her airway,” Mr. Sistermans added. “The brain needs oxy- gen. As soon as it’s de- prived, you become uncon- scious.” Without immediate at- tention, the condition can be life-threatening, Mr. Sistermans said. Durham EMS advanced paramedics arrived short- ly after the victim was re- vived. One of the attending paramedics suctioned the remaining food out of the woman’s airway. “She got up and wanted to go home. The para- medic said ‘no’, she had to go to the hospital,” Mr. Murphy recalled. The woman was taken to the Oshawa site of Lak- eridge Health for further medical attention. “When the person is un- conscious, it’s appropriate to do a chest compression and try to relieve the air- way of the obstruction,” Mr. Sistermans noted. “That’s the correct rescuer manoeuvre. Their efforts were correct and relieved the obstructions and the woman was able to breathe.” Mr. Murphy hasn’t spo- ken to the woman since the incident, but added, “From what I understand, she’s doing fine.” He’s taking a semester off from the paramedic’s course at Boreal College in Sudbury where he’s three- quarters of the way through the program. While Mr. Murphy has ridden along with para- medics, this was the first time he’s had to do some- thing on his own. “It was quite the adven- ture,” he said. “My training kicked in. As I was doing it, it was boom, boom, boom. After, I thought holy crap. I didn’t realize what I was doing until afterwards.” He received a certificate and a letter of commenda- tion from Durham EMS. “I’m pretty proud. I feel I was in the right place at the right time,” Mr. Mur- phy stated. The certificate noted his “good service to another member of the public”. “The amazing thing is he’s a paramedic student and he’s in training,” Mr. Sistermans added. A strong first half by the Tro- jans, complete with high-percent- age shooting and tenacious de- fence paved the way for an easy 76-61 Lake Ontario Secondary School Athletics senior boys’ vic- tory over the Monarchs, who dropped their first league game of the season. The Trojans (5-2 in league, third in the West Division) put it all together defensively in the first half, limiting St. Mary (7-1, first in the West) to a paltry four first-quarter points. By halftime, Pickering had piled up a sizeable 38-18 lead and was in control of the game throughout, despite a better defensive effort by the Monarchs in the second half. It was the second time in Feb- ruary the two teams have met. Last weekend, the Trojans chalked up their second tourna- ment crown in a row, beating London’s Beal 58-54 in the final of the Durham College Classic Tournament. Although Trojans’ coach Ron Parfitt believed Tuesday’s tilt with St. Mary was a meaningless game, in the sense either Picker- ing or St. Mary are in line to fin- ish either first or second in the West Division this year, he was pleased with the all-around solid effort. “We played well and we played hard. We’ve been playing well for the past three or four weeks,” said Parfitt, whose team is cur- rently ranked fourth in a weekly poll of GTA senior basketball teams. “They’re moving the ball well and playing hard. What more can you ask?” Conversely, Monarchs’ coach Mike Gordensky was “disap- pointed with the effort” from his players. He did, however, laud his charges for closing a 23-point bulge after three quarters to only 15. “Pickering won it in the first half. They came out shooting the ball and their defence was excel- lent. They were getting transition baskets and we weren’t getting back to stop them,” said Gorden- sky. “Their defence in the first half was key. Their kids wanted it more than ours did.” The game didn’t come off with- out incident, though, as frustra- tion by both teams boiled over in the fourth quarter. It was marked by a hard foul by Monarchs’ David Ferdinand on Pickering High’s Mike Brown who was sent in alone for a layup on a length- of-the-court pass by Jerome Fo r de with 4:28 to go. Emotions continued to take over in the late going as the game turned into a foul-fest, including several tech- nical foul calls to both teams. Brown led the way with 17 for the Trojans.
