several hours Tuesday morning.
Ontario Provincial Police say
Stephane Lefebvre, 23, of
Brampton was killed at 7:17
a.m. when the eastbound Honda
Civic he was travelling in slid

just west of Westney Road.
Mr. Lefebvre and the driver
of the Honda Civic, 25-year-old
Gheorghe Aftan of Mississauga,
were both pronounced dead at
the scene.
The driver of the Impala, a
65-year-old Oshawa man, was
treated for minor injuries at
Rouge Valley Ajax and Picker-
ing hospital and released.

PICKERING ––A 30-year-old
woman remains in hospital with se-
rious facial injuries after she was
robbed, badly beaten and stripped
of her clothes by a doughnut-shop
bandit, who police are calling “a
coward.”
The mother of two, who was
working alone in the Coffee Time
at Gates Plaza when attacked early
Wednesday, suffered a broken jaw
and smashed teeth and numerous
bruises.
“She’s been seriously hurt and is
in a lot of pain. It was a very trau-
matic experience for her,” said

DURHAM ––Regional taxpay-
ers could help fund local hospital
expansions in the near future if
council approves a request from the
Rouge Valley Pickering and Ajax
hospital for a $3.5 million contribu-
tion.
“I think we all know there are
two issues on the minds of resi-
dents: hospitals and health,” said
Regional Chairman Roger Ander-
son at a special finance meeting
Wednesday. Hospital representa-
tives asked the Region to fund a
quarter of the community’s required
commitment of 30 per cent of the
$50-million project. The $3.5 mil-
lion would represent about 7.5 per
cent of the total cost of the expan-
sion project.
“The Province has told us they’re
ready to put this project forward,”
said Hume Martin, the hospital’s
president and CEO. “We have met
all the criteria. The only criteria the
hospital hasn’t yet met is a commit-
ment to the local funding.”
The Province agreed to fund 70
per cent of the $46-million proposal
with the remainder, $13.7 million,
to be raised in the community. His-
torically, this has been the standard
financing split between the Province
and the local communities, noted
Pickering Councillor Mark Holland.
Mr. Hume added that in some areas,
the local community has covered
more than than half or even the en-
tire cost of the project.

new development
charge legislation,
the Region cannot
collect DCs for
this purpose.

councillors have
lobbied to have
the Province re-
verse that deci-
sion.

ing policy regard-
ing health-care
funding, especial-
ly given the intense debate that oc-
curred around the issue in the past
term of council. The councillor said
he would like to look at each request
on an individual basis.
Uxbridge is currently in the ini-
tial stages of building a new hospital
and in Bowmanville expansion
plans have been discussed over the
past few years although there has
been no announcement to date.
Mr. Simmonds told the commit-
tee it not only makes good health-
care sense to support the hospital
expansion but will also make eco-
nomic sense. “Excellent health care
is an important contributor to
healthy economic development
helping to attract companies and in-
dividual families,” he said.

Decision on new Durham headquarters delayed

DURHAM ––After months of
intensive lobbying, publicity and
very public bickering between pro-
lease and pro-ownership camps, Re-
gional politicians have delayed the
vote on whether to build a proposed
$68-million headquarters.
Council voted Wednesday to
delay the vote until Feb. 12. The in-
tent of the deferral is to allow mu-
nicipalities more time to study a re-
port recommending a new regional
headquarters released Jan. 10 and to
hold public consultation meetings if
they desire. Oshawa suggested it
may hire the auditing firm of De-
loitte and Touche to review the Re-
gional staff business case, which
suggests ownership would save mil-
lions of dollars over the lifespan of
the building. Clarington also wants
to review the proposal while Ajax
plans to hold a public meeting.
Meanwhile, even some council-
lors who said they support the pro-
ject and believe it will be financially
beneficial suggested the delay
would allow the public to digest the
information. Pickering Councillor
Mark Holland said he would like the
time to reverse the impression left
with some of his constituents by a
mail-out distributed by the Greater
Oshawa Chamber of Commerce en-
titled, ‘Ratepayers to be hammered
again.’
Bob Malcolmson, the CEO and
general manager of the Greater Os-
hawa Chamber of Commerce, was
on the hot seat as regional council-
lors took turns lambasting his orga-
nization’s letter-writing campaign.
The letter suggested other regional
services may suffer if the headquar-
ters proposal is approved. It urged
people to express concern with the
project, proposed for the Region’s
Rossland Road and Garden Street
property where the current regional
headquarters is located.
On Wednesday Mr. Malcolmson
said the chamber still has questions
about the business case and needs
more time to have those questions
answered by staff prior to reaching a
conclusion on the wisdom of own-
ing versus leasing.
Mr. Malcolmson presented
council with more than 700 of the
form letters returned to the chamber
from residents in Ajax, Pickering
and Whitby. The chamber sent out
19,000 letters to selected homes in
those municipalities as a follow-up
to an earlier mail-out in north
Durham.
“How can the chamber send
something out when on one hand
you are saying you need more infor-
mation to make a definitive opinion
yet you send out a letter saying ‘the
ratepayers are going to get ham-
mered again’?” Coun. Holland
questioned.
Mr. Malcolmson said he has had
calls and letters from residents ex-
pressing thanks for alerting them to
the issue.
The proposed five-storey build-
ing would be built by EllisDon at a
cost of $44 million with an addi-
tional $13 million included for fur-
nishings and equipment. As well,
the price tag includes a $3.75 mil-
lion contingency fund and $7 mil-
lion for taxes and other costs.
The finance department’s busi-
ness case suggests ownership would
be better for a number of reasons in-
cluding:
• A savings of $500,000 in the
first year alone with an overall sav-
ings in “present value dollars” of
$8.5 million over 20 years and
$28.2 million over 35 years. In cur-
rent value dollars those numbers are
even higher, suggesting savings of
up to $121 million over the life of
the building;
• Three of the current leased fa-
cilities are not deemed suitable for
future occupancy due to issues relat-
ed to sub-standard office space/con-
ditions;
• Leasing a larger, more modern
building to consolidate staff, may
not be feasible due to a lack of “suit-
able office space of a sufficient size
and standard,” with sufficient park-
ing and technology capabilities;
• The one building owned by the
Region, the existing headquarters
facility, is approaching 40 years of
age and the Region faces capital
costs of at least $5.5 million over the
next 10 years.
However, some regional council-
lors, including Ajax Mayor Steve
Parish, suggested there may be an
alternative staff has not yet evaluat-
ed such as renovating the current
building and expanding it. A new
headquarters “may be, at the end of
the day, the way to go,” he said but
he added, three to four weeks to
“take a second look at it,” won’t
hurt.
The EllisDon price is fixed until
the end of April.

Bleeding and naked in sub-zero tem-
peratures, the victim made her way to a
phone booth near the coffee shop, at
340 Kingston Rd., and called 911 at
4:37 a.m., after the ordeal.
She told police a man armed with a
small axe or hatchet entered the dough-
nut shop, demanded money and ordered
her to take off her clothes. The bandit
emptied the cash register and took
money from a back room. He then vio-
lently attacked the victim for no reason,
Sgt. Malik said. “She may have briefly
lost consciousness during the assault,”
he said. “(The robber) is a coward. It
was just a cowardly and vicious attack
on a defenceless victim.”
She was taken by ambulance to
Scarborough Grace Hospital, where she
is still recovering, Sgt. Malik said.
A massive police manhunt that in-
cluded scent-tracking dogs was
launched but failed to lead to her at-
tacker, who left in an unknown direc-
tion.
The victim was not sexually assault-
ed as initially believed, police said.
Detectives from the robbery squad
are investigating the violent holdup, and
probing possible similarities to a recent
robbery in the Scarborough area.
The suspect is black, about 160
pounds, with a small build, small eyes,
wearing a winter hat with earflaps and
armed with a ‘hatchet-like tool.’

Investigation continues
into cause of fatal blaze

PICKERING —While the investi-
gation into a fatal townhouse fire contin-
ues, five families are due back in their
homes at the end of this week.
Five of the eight units at Orchard Val-
ley Court have now been released back
to the Durham Non-Profit Housing Cor-
poration (DNHC) and are being cleaned
and “defogged” of smoke odours, said
chairman Maurice Brenner, a Pickering
councillor.
“Five of the eight units are habitable.
Residents should be able to go back to
them by the end of the week or begin-
ning of next week,” said Coun. Brenner.
The three remaining townhomes still
involved in the fire investigation, includ-
ing the Maillets, will be “out of circula-
tion” for several months, he said.
No cause has yet been determined for
the blaze, which broke out Saturday at
around 4 a.m., trapping Briann Maillet,
six, and her two-year-old sister, Kiara
Charles inside.
Nor have funeral arrangements been
announced for the sisters, who were
found in their bedrooms after the fire
was extinguished.
Their mother, Debra Maillet and her
11-year-old daughter Shiann are still in

Neighbours tried to enter the house,
including Ms. Maillet’s nine-year-old
son Jesse, but he was turned back by the
flames. He had been staying overnight
with friends and is now with relatives.
One of the other displaced families is

turn to their unit, said Coun. Brenner.
The other family has been offered a
transfer to another Durham Region non-
profit complex on an interim basis, he
said.

last week that claimed the lives of two Pickering girls.

In the 1920s, five determined
women convinced the Canadian gov-
ernment to declare women were in-
deed ‘persons.’ This led to women
attaining the right to vote and
opened the door to women having
the same rights as men.
Over the last 80 years, women
have inched their way up the ladder
in a wide range of areas, from the
boardroom to the operating room.
Last year, for the first time, there
were more women enrolled in Cana-
dian universities than men.
However, if we look at the basic
wage of a woman compared to that
of a man for the same work, we see
considerable disparity still exists.
Case in point: a 19-year-old man
recently began his first real job, here
in Durham Region. It was a labourer
job, where no skills or training were
necessary. It was not a physically de-
manding job, and the young man
began working eight-hour shifts, five
days a week for $9 per hour. Not a
lot of money, but he was satisfied it
was fair pay for his time and effort.
Recently, a 50-year-old woman
began a job here in Durham Region
for a high-profile locally owned
small company. She brought with
her many years of experience in re-
lated work, most of it at home with
her family. While not certified in the
area of expertise of the business, she
had done much of this particular spe-
cialty and was quite adept at it.
Money was not discussed up front,
since she assumed it would be a fair
amount for the work to be done.
Near the end of the fourth day, she
was told her hourly wage would be
$8. This, for a person who by the
fourth day, made over 1,200 pieces
of product, most finished and packed
before the end of an eight-hour shift.
Wo rking a 40-hour week, with
one-half hour deducted each day for
lunch, this woman could expect to
make approximately $300 per week,
about $1,200 per month with no ben-
efits. With rents in the $900 to
$1,000 per month range, how could
a person hope to exist on such a
wage?
The woman was insulted and quit
at the end of the fourth day. She was
fortunate in that she did not need the
money to pay the rent and did secure
a more lucrative job, shortly after.
But what about the women who are
supporting themselves and have no
choices? How could they survive on
this meagre income and why should
they have to?
When will the knowledge and ex-
pertise of women and the contribu-
tions they make finally be properly
recognized and rewarded?

repeat itself
To the editor:
Re: ‘We’re far from ready for the rocking
chair,’William Little opinion shaper, Jan. 17.
Mr. Little states “Never before has there
been such a large demographic group that
has had no model before them from previ-
ous generations.” For Mr. Little’s edifica-
tion, the generation (of which I am one) im-
mediately before his does present a model
— thanks to the actions of his generation.
It was the baby boomer generation that
cast my generation to the side for exactly
the reasons whined about by Mr. Little.
Many of my generation were either termi-
nated or forced into early retirement be-
cause they were regarded “as past it”. The
baby boomers were regarded as the genera-
tion with fresh ideas and approaches. Sound
familiar, Mr. Little?
Mr. Little and I do agree on a couple of
very important points. First, employers have
lost the years of experience of these individ-
uals and those years of experience cannot be
replenished overnight.
Second, there is no reason to retire if you
do not wish to do so. With the shortage of
experienced staff available to the short-
sighted employers, there are all sorts of op-
portunities for an experienced person to pro-
vide consulting services or become a con-
tract employee.
Welcome to the world created by your
generation, Mr. Little!

It took seven years and thousands of dollars in legal fees, but a
Pickering couple’s distressing battle with the federal government
over improperly assessed back taxes ended happily this month.
Tom and Helen Brouwer raised 82 children as foster parents over
a 31-year period and were ordered by the federal government in
1996 to pay $100,000 in back taxes for payments they received
through a foster parent agency.
The Brouwers are a picture of domestic success. They are active
and compassionate, involved in their community. They approached
their duties as foster parents in much the same way they live their
lives — with dignity, love and a good dose of common sense.
Those characteristics helped them raise children with a better
chance at the future, with proper social tools and the knowledge that
love provides a strong foundation for growth.
Their unseemly battle with the federal government underscored
the need for consistency in applying tax laws as they relate to fos-
ter parents. The problem for the Brouwers arose when they gave
their time to a for-profit foster parents organization and continued
to receive assistance payments for their services. Their status, be-
cause they were hired by the for-profit agency, led to the demand for
back-tax payments.
But the federal government has since acknowledged it was
wrong in assessing this case.
As Canada Customs and Revenue Agency spokesman Collette
Gentes-Hawn noted in an interview after the overdue settlement for
the Brouwers, “Some parts of the country have interpreted the act
one way, while others have been interpreting it another.”
The federal government must establish clear protocols to be ho-
noured nationwide as tax laws relate to foster parent income. It must
educate its regional personnel to ensure consistency in the applica-
tion of those laws. And it must create a more effective appeal sys-
tem for people like the Brouwers, who were mired in a bureaucrat-
ic maze with little power or knowledgeable guidance.
Pickering-Ajax-Uxbridge MP Dan McTeague took up the cause
last year, giving the Brouwers a chance to make their case.
Through their collective efforts, this case finally had a positive
outcome.
People like the Brouwers deserve recognition for their decades-
long commitment to giving young people a hand up in our commu-
nity. They deserve credit for their selflessness. They deserve the re-
spect of an entire community.
They didn’t deserve the harrowing experience they endured.

earns Rotary Club’s first
community leadership award

PICKERING —Joan Wideman has a
reputation for getting things done.
“She’s an unassuming person, someone
who just does the job,” said Gordon Dyk,
secretary of the Pickering Rotary Club.
The service club recently honoured the
north Durham resident with its first-ever
community leadership award.
“I was both honoured and humbled to be
the recipient of this inaugural award from the
Rotary Club of Pickering,” said Ms. Wide-
man. “Awards such as this encourage the re-
cipient’s continuance in the pursuit of high
ethical standards within business, communi-
ty and in all relationships.”
Ms. Wideman is the vice-president of em-
ployee services for the Lenbrook Group of
Companies in Pickering. She joined the
Ajax-Pickering Board of Trade (APBOT) in
1985 as Lenbrook’s representative.
Over the years, Ms. Wideman served as
director, second vice-president, first vice-
president, chairman of the government rela-
tions committee, and the APBOT’s represen-
tative on the Durham Region Joint Boards of
Tr ade/Chamber of Commerce. She was also
a board member of the Bureau for Excel-
lence in Durham Region.
In 1994, Ms. Wideman become the co-
chairman of the business reference group for
the Durham Region Local Training Board,
participating in several subcommittees and
key strategic initiatives.
More recently, she resumed the role of
APBOT’s government relations committee
and is first vice-president of the board.
Ms. Wideman was selected because “she
understands her vocation has value in the
community and she uses the abilities she has
learned through her work experience to help
the community,” said Mr. Dyk.
A mother of four, Ms. Wideman is also
minister of music and co-chairman of a
building expansion under way at her church.

Ms. Freedman’s educational

commitment to excellence.

cator,” she said. “We could
not have hoped for a more
outstanding superintendent
and leader in the system. We
are forever grateful.”
Craig Burch, who be-
comes the board’s director of
education Feb. 1, said he
would miss “not having a
person who sometimes took
a different view.
“I will also miss Bev’s
caring and concern for all the
children in our board,” he
said at the meeting.
Ms. Freedman said she is
leaving her portfolio in good
hands with new programs su-
perintendent Luigia Ayotte.
“I will think of you long-
ingly when I’m reading a
book or working on my doc-
torate,” she told the board.
“This is an extraordinary
board. My colleagues and
the trustees are knowledge-
able and caring and they
have allowed me to grow as a
person.”
Ms. Freedman compli-
mented her “dynamic and
caring” staff, and said she
has come to love the parents
and community of Durham.

Committee takes look
at Ontario Municipal
Board process

DURHAM ––For Robert Burton,
it was quite a jaunt to Whitby last
Monday morning, but the president
of an Oakville ratepayers’ group has
gone much further in his quest to
fight development around his neigh-
bourhood.
Mr. Burton, president of the
Joshua Creek Ratepayer Association,
was in Durham to address the GTA
Task Force on Ontario Municipal
Board (OMB) Reforms. The task
force, initiated by Durham Region, is
headed by Regional Chairman Roger
Anderson with members from all
GTA municipalities including Toron-
to and Hamilton. The committee in-
tends to send a report to the Province
early this spring with recommenda-
tions on changing the way the OMB
operates.
The OMB is a provincial agency
where developers, residents or other
interested parties can appeal planning
decisions made by local municipali-
ties and regions.
“For all intents and purposes the
OMB has become the decision-maker
about land use for most municipali-
ties,” John Sewell, a former mayor of
To ronto told the task force. “Devel-
opers know they can usually override
municipal councils by going to the
OMB and forcing a long and costly
hearing. (Municipal) official plans
have no status at the council or the
OMB... everything seems nego-
tiable.”
For Mr. Burton and the residents
he represents, this has been the expe-
rience. In the past “eight or nine
years” he has lived in his subdivision
of single-family homes with a mix-
ture of housing from small 600
square-foot homes right up to estate
lots of 5,000 square feet. In that time,
he says, his group has been involved
with the OMB a half-dozen times and
spent tens of thousands of dollars to
do so.
“In every case our community suf-
fered as a result,” Mr. Burton relates.
Although in some situations the de-
veloper didn’t get everything he de-
sired, there was never a time when
the full intent of the official plan was
upheld, he says. Often, the cases have
been heard at the request of a devel-
oper after Oakville council had de-
nied the application, Mr. Burton says.
“Our history has been a story of
pressures by land speculators and
promoters eager to change the land-
use designations on their properties.
These have not been happy experi-
ences for us,” he told the task force.
Some of the projects the neighbour-
hood has opposed include a waste
transfer station, a water treatment
plant, truck transfer operations in-
cluding one with a 300,000-square
foot warehouse “all of which are too
close to the abutting residences,” Mr.
Burton said.
Peter Hennessy, a senior manager
for the OMB said in an earlier inter-
view, “The board doesn’t provide
comment in terms of its mandate. The
Province set the act and the board
will continue to exercise that man-
date.”Any change in the type of hear-
ings conducted by the board would
have to be addressed through the
Ministry of the Attorney General, he
said.
Durham’s decision to form the
task force followed endorsement by
Durham council of a May 8 resolu-
tion by the City of Mississauga ask-
ing the government to review the role
of the OMB, the Planning Act and the
Ontario Municipal Board Act.
In its resolution, Mississauga
council stated minor planning matters
currently being referred to the OMB
should remain at the local planning
level and the City called on the gov-
ernment to “restore local control over
planning by involving citizens and
ensuring decisions are made by de-
mocratically elected officials.” Mis-
sissauga stated “smart growth,” a
planning principle for ensuring effec-
tive, manageable growth, cannot be
accomplished currently because deci-
sions made locally can be overturned
“by an appointed body with often lit-
tle knowledge of the municipalities
whose future they are shaping.”
While Mr. Burton would like to
see the OMB abolished, the task
force recommendation probably
won’t go that far, says Chairman An-
derson. He suggests the complexity
of throwing out the system all togeth-
er would be too great and time-con-
suming to allow municipal business
to function. However, he says, he
does believe when it releases its re-
port to the Province, there is a strong
chance a list of reform measures will
be highly recommended.
Public board
settles contract
with clerical,
technical
workers
DURHAM —Durham’s public
school board on Jan. 20 ratified a
one-year collective agreement with
the office/clerical/technical unit,
Local 218 of the Canadian Union of
Public Employees.
The union and the Durham Dis-
trict School Board reached a tenta-
tive deal in December and the union
ratified the agreement Jan. 8.
The deal is retroactive to March 1,
2002, and sees employees receive a
3.95 per cent raise by the end of next
month.
At that time, employees’ salaries
will range from $12.50 to $26.77 per
hour, up from a minimum of $12.22
and a maximum of $26.17.
As well, a benefit plan improve-
ment, effective April 1, will see the
dental rate based on the 2000 Ontario
Dental Association rates.

Brouwers’legal
battle ends with feds
returning $78,000 in
unwarranted taxes

PICKERING —Tom and Helen
Brouwer have great things to say about
being foster parents, even now.
“There are very fulfilling stories of
kids being adopted,” said Mr. Brouwer.
“My wife has had children named after
her. There have been wedding invita-
tions.”
One boy, Mr. Brouwer proudly
pointed out, went on to graduate from
university after their care.
They took in 82 children over a peri-
od of 31 years, but in 1996 received the
shock of their lives. Canada Customs
and Revenue Agency claimed the cou-
ple owed $100,000 in back taxes for
payments they received through Stewart
Homes, a for-profit agency in Peterbor-
ough.
The Brouwers fought the federal tax
department for six years, shuttling back
and forth between their home in Picker-
ing and an Ottawa court while interest
and penalty costs compounded. Last
spring, they finally gave up and paid
$78,000 by cashing in their retirement
savings.
“It just became too much for both of
us. We began to lose sleep. We were
talking too much about it,” said Mr.
Brouwer.
In November, the Brouwers decided
to go public with their struggle and
things started to happen. The issue
caught the attention of Pickering-Ajax-
Uxbridge MP Dan McTeague and sev-
eral talk shows. Mr. Brouwer received
news they would be getting a full refund
the week after Christmas.
“My wife was in Australia at the
time visiting one of our children,” he
said. “When I called her, I couldn’t
speak.”
Canada Customs and Revenue
Agency officials say there was confu-
sion as to the tax status of foster parents
like the Brouwers, who receive social-
assistance payments for their services
but are hired by for-profit organizations.
Some weren’t properly assessed, added
spokesman Collette Gentes-Hawn.
“Some parts of the country have in-
terpreted the act one way, while others
have been interpreting it another,” she
said. “But money paid to foster parents
is not taxable if it is for a child living in
a home they rent or own.”
Mr. Brouwer, who is still fighting to
recoup legal fees of about $5,600, said
the charges of back taxes were hard to
take given the level of commitment the
couple has given to foster service over
the years. “If you work it out by hour
and it’s not a one-man operation, it is far
below minimum wage,” he argued.
“When the kids come home from
school they need care and supervision.”
Foster care isn’t a 9-to-5 job, Mr.
Brouwer added.
Parents of two sons and a daughter,
the Brouwers decided to foster their first
child in 1969, wanting to round out their
family with another boy. But the couple
was hit hard when his natural mother
came to collect him about two years
later.
“The Children’s Aid (Society) came
back to us and said, ‘You did such a ter-
rific job. Would you like to foster
again?’” Mr. Brouwer remembered.
“But we thought, ‘This is too hard’.”
CAS officials convinced them other-
wise and eventually, Mr. Brouwer, a
production manager in between jobs,
and Mrs. Brouwer, a child-care worker,
were operating their own group home.
They came to Pickering in 1983, some-
times having as many as seven children
under their charge.
The family became involved in the
sibling program, which Mr. Brouwer
said was fulfilling because it kept broth-
ers and sisters together and meant work-
ing with one natural parent.
When the CAS discontinued its sib-
ling program in 1983, the Brouwers
turned to Stewart Homes and said he

Private agencies take much of the over-
flow from the CAS, he explained,
which are often much more difficult
children.
“But it was a tremendous experi-
ence,” said Mr. Brouwer. “We formed
an excellent team, my wife and I. We
never had trouble and things like that
can be hard on a marriage.”
“I use to think I had a busy job but I
ended up getting a lot busier.”

Couple finally paid back for years of service

Pickering residents Tom and Helen Brouwer fought a
long and arduous battle with the federal government
over improperly assessed back taxes related to their
work as foster parents over the past 31 years. A fed-
eral government spokesman said the tax status of fos-
ter parents aren’t consistently addressed across the
country. Now, the couple is working to get thousands
of dollars in legal fees they spent in the ordeal re-
turned.

AJAX —It’s cold, but the time is
right for some frosty fun.
Winterfest, presented by Ajax
recreation services, is a day of out-
door fun for the whole family. This
year it’s being held Saturday, Feb. 8
from 1 to 4 p.m. at the Greenwood
Conservation Area.
Activities include horse-drawn
wagon rides, ice skating on the pond
(bring your own skates and helmet),
snow painting, children’s games, en-
tertainment, and inflatable games.
Tw o special features are planned
as well, including the Family Chan-
nel’s snow days, which includes to-
boggan races, obstacle courses,
games and prizes for everyone. The
first 200 families to register on-site
receive a free snow tube to use dur-
ing the activities and then take
home.
The other feature sees members
of the Durham Region Astronomical
Association attending and setting up
high-powered telescopes for the
public to view the sun and
sunspots. This includes
both visual and video ob-
servations.
Admission is free, but
there is a nominal charge
for refreshments and some
activities.
The conservation area is
on Greenwood Road, off

DURHAM –– If you overhear
a student at Coronation Public
School saying ‘Hockey, schlock-
ey’, it’s not a negative thing.
Quite the contrary, schlockey is
perhaps the most popular of a
number of unique activities that
are part of the school’s PROPS
program, where 25 children in
Grades 6 through 8 organize
games for the younger children
during recess and lunch time.
PROPS, short for Peers Run-
ning Organized Play Stations, was
introduced at a handful of schools
last January by Durham’s two
school boards in conjunction with
the health department as a way of
increasing physical activity and
social interaction.
If Coronation’s success is any
indication, PROPS should be
well-received when it is officially
launched on March 31 at Eastdale
Collegiate, after which time it is
hoped every school within the
Durham district public and sepa-
rate school boards will jump on
board.
“The kids love it. It’s just an
amazing program,” says Carole
Morgulis, who teaches Grade 4 at
Coronation and oversees the
PROPS program along with col-
league Tracey Wray. “Last year,
we were one of the few schools
that got it up and running. Now
we have other schools coming and
seeing us in action to see what
we’ve actually done.”
Among the “oodles of games”
that are played at Coronation is
schlockey, a version of hockey
where two players with bladeless
sticks try to guide a puck into
small nets on a wooden board.
The board is similar in size to a
table hockey game, but sits on the
ground.
“Every time we bring out
schlockey, we have long lines,”
says Morgulis, whose father,
Doug Dickson, made two such
boards for the school.
Tw enty-five student leaders
were taught about 30 games by
teachers at the start of the school
year. Many are conventional ac-
tivities re-invented, such as play-
ing tag with rubber chickens or
four-square with more than one
ball.
“I really like it because it’s a
learning experience,” says 12-
year-old Michael Hunter, one of
the student leaders. “You get to
learn how to be a leader and what
to do in case there’s an emer-
gency. You’re pretty well-trained
and it’s a lot of fun.”
Hunter, a well-spoken student
and good athlete who plays club
basketball, says the program will
definitely help him down the road,
no matter what path he chooses.
“It’s a little bit far off for me,
but maybe later on if I have to
deal with children, I’ll know how
to handle them a little better,”
Hunter says of his future career.
“If I’m a parent, I’ll know how to
entertain my kids at least.”
Emily Boyd, another 12-year-
old student leader, agrees that the
PROPS program is beneficial to
all involved.
“This is my second year in it
and it’s very enjoyable for both
myself and the kids that we’re
working with,” she says. “It’s a
very enjoyable experience be-
cause we’re learning different
things, whether it’s from health
and safety to working with
younger children.”
In addition to the PROPS pro-
gram, the 500 students at Corona-
tion have just wrapped up Healthy
Living Week, which included a
play put on by Grade 4 students
and members of the Oshawa Gen-
erals and RCMP talking to stu-
dents about healthy living choic-
es.
In May, 350 students from
kindergarten to Grade 6 will be in-
volved with a bike rodeo with the
help of the Kiwanis Club.
“It’s a lot of fun and the teach-
ers absolutely love it,” Morgulis
says of the school’s high level of
activity, and especially the
PROPS program.
“It helps with a lot of the be-
haviour outdoors. We have less
students coming into the office
with problems. It’s just an amaz-
ing program.”

Local artists join forces
for inaugural show
at new library branch

AJAX —A coming together of
the arts is helping to celebrate the
opening of Ajax’s newest architectur-
al marvel.
Twenty-two Ajax artists have
teamed up for ‘Art works in the li-
brary’, an exhibition that is part of
the celebration currently under way
to mark the opening of the Ajax Pub-
lic Library’s new main branch. The
art display opened Jan. 14, a collabo-
ration of the PineRidge Arts Council,
To wn of Ajax and the library, and
runs until Sunday, March 2 in the fa-
cility’s Rotary Room.
“It’s a celebration of the opening
of the new library with something
else that is part of the arts — the lit-
erature and visual arts,” said April
Polak, a PineRidge member and one
of the organizers of the event.
A number of familiar names dot
the impressive list of talent, includ-
ing Carol Kapuscinsky, Polak, and
Miles Tsang, who won the best in
show youth award at the recent fourth
annual PineRidge Arts Council and
To wn of Ajax juried art show.
“Ajax has such a huge well of tal-
ent,” said Polak.
“The 22 going in are just a small
number of the talented visual artists
in Ajax.”
Among the work on display are
oils, pencil, watercolours, and glass,
with each artist entering one piece.
Polak noted the show took shape
quickly after some preliminary talks.
“When they knew the new library
was a go, (chief librarian) Geoff Nie
and I loosely talked about maybe
having a show for the opening,” she
said.
“About a month ago, Geoff called
and asked me if I could help put a
show together for the opening.”
The Rotary Room will be used for
a number of purposes, said Nie, in-
cluding Rotary Club meetings and
educational forums. He said because
of this new visual arts aspect for the
branch, it seemed only natural there
be an exhibition to coincide with the
official opening Friday, Jan. 24.
“To have an art show in the library
that is of the calibre that it’s going to
be is a great plus for the community,”
he said.
Nie said adding the new compo-
nent to the branch achieves two pur-
poses.
First, it offers space for an impor-
tant aspect of the community that
“doesn’t get enough exposure
through other avenues”.
The other reason, he said, is that it
fits in nicely with the community and
educational aspects of libraries.
“It’s helping to fulfil the public
mandate of a public library in the
community,” he said.
The exhibition can be viewed
Monday to Thursday between 10
a.m. to 9 p.m., Friday and Saturday
from 10 a.m. to 5 p.m. and Sunday
from 1 to 5 p.m.
The branch is at 55 Harwood Ave.

clubs in the region and
surrounding areas are giv-
ing youth the chance to
have their say, and win
scholarships at the same
time.
The clubs are looking
for teens to participate in
the Optimist essay and or-
atorical contests.
The essay is open to
youths under 19 who
would be interested in
writing a 400 to 500 word
essay on the topic ‘When
our freedom is threat-
ened’. The winner receives
a scholarship of $650 from
the district. All entries
must be sent to the local
club before Friday, Feb 21.
The oratorical contest
is open to youths under the
age of 16 who would like
to speak for four to five
minutes on the topic ‘Unit-
ed we stand in Optimism.’
Scholarships of $1,500,
$1,000 and $500 are avail-
able for winners. The
Durham Region oratorical
contest is held Wednesday,
April 9 and those interest-
ed must register by Mon-
day, March 3.
“In previous years there
have been few youths who
wish to take on these chal-
lenges, especially public
speaking, but we are hop-
ing that more youths will
be interested in competing
for these scholarships in
2003,” said Optimist Scott
McAthey.

Red Maple Award reading pro-

inated books qualify to vote for

A voting party takes place at

PICKERING —The Pickering
Panthers Royal Brew Pub minor ban-
tam selects hockey team used a con-
vincing effort to clinch the title at a
recent Uxbridge hockey tournament.
Jason Dwyer led the way in the
final, scoring two goals in a 4-1 vic-
tory over Port Perry. Bryan Kirow
and Brandon Racicot also scored,
while Matt Frawley, with two, Raci-
cot, Kirow, Jordan Bonnie and
Michael Scott earned assists.
It took a third period comeback
against the home town Uxbridge team
to get through to the championship
match. Brendan Doyle and Brad
Spiers scored.
Kirow, Racicot and Michael Deg-
root drew assists. The final score was
not reported.
Facing Beaverton with a berth in
the divisional championship on the
line, Pickering rolled to a 4-2 win.
Doyle, Racicot, Frawley and Dwyer
scored, while assisting were Racicot
and Doyle, with two each, Kirow, De-
groot and Andrew Brien.
Jeff Love and Daniel Thorpe pro-
vided solid goaltending throughout
the tournament.
Other team members are Derek
Filer, Miles Ashmore, Adam Wilkin-
son, and Mark Badcock. An injured
Adam Burke cheered on his team-

DURHAM —The Papp’s Restau-
rant Ajax/Pickering Raiders major
peewee hockey club fell just short of
the title at the Niagara Falls Interna-
tional Tournament last weekend.
The local peewees lost the champi-
onship game 4-1 to the North York
Rangers.
It was a hard-fought 3-1 win over
the Mississauga Senators in the semi-
finals that moved the Raiders into the
final. In round-robin play, the Raiders
posted two wins, no losses and two
ties, finishing atop their division. The
peewees dumped the Rangers and
Cambridge Hawks, both by 3-1
scores, and tied Niagara Falls 4-4,
and the Munroe County Eagles of
Rochester, New York 1-1.
Blake Boddy and Matt Hennessey
received tournament all-star status,
while goaltenders Sean Molony and
Jonathan Humpreys along with for-
ward Daniel Schofield all received
game MVP awards. Other team mem-
bers include Bobby Bois, Steven
Flowers, Tyler Stuart, Bobby Gert-

Lightning bantam peewees take tournament crown
DURHAM —Age and size
wasn’t a factor as the Durham
West girls took home the crown
at a recent tournament.
The Lightning peewee AA
team beat Mississauga 2-1 in
the bantam final to clinch the
Scarborough tournament.
Kayla Richard opened the scor-
ing for Durham West in the
third period when she wired a
shot under the crossbar. Sec-
onds later, Amy Johnson’s shot
from her knees made it 2-0.
Mississauga scored a power
play goal to lessen the gap but
the girls shut the door the rest
of the way.
In round-robin action, the
girls fought to one win and
three ties.
The first game was against
the host team from Scarbor-
ough. Kendra Seto, on assists
from Johnson and Natalie
Spooner, provided all the Light-
ning scoring in a 1-1 tie.
Kimmy Caggiula stopped 18
shots in net for Durham West.
Game 2 saw the girls play a
physical Mississauga team to a
2-2 draw.
Call-up Darija Davidson and
Brooke Sawyer scored, with as-
sists to Kristi Farrow and Tara
Watc horn.
Danielle Boudreau, Spooner
and Johnson scored in Game 3
as the Lightning earned a 3-2
win over Scarborough. Spooner, Seto,
Kaitlyn Hill and Allannah Wakefield
earned assists.
The final round-robin game against
Mississauga ended in a 2-2 knot. The
girls fell behind 2-0 but rallied on
goals by Spooner, from Hill, and Far-
row, who was assisted on the play by
Trisha Egberts.
Other team members are Kailey
Chappell and Jessica Ronald.
Dino Caggiula, Tim Wakefield,
Greg Chappell, and Bob Watchorn
coach the team, Liane Ronald and
Drina Hill are the trainers, and Andrew
Ronald is the manager.

mini-putt.
The executive director of the Head
Injury Association of Durham Region
is preparing for the organization’s first
mini-golf challenge, Thursday, Feb. 20
at 7 p.m. at The Putting Edge, located
in the Whitby Entertainment Centrum,
75 Consumers Dr. in Whitby.
Teams of four are encouraged to
gather pledges in support of the Head
Injury Association and then play a
round.
Pledge sheets are available at the
association office, 459 Bond St. E.,
Oshawa or at the Putting Edge.
