A boater noticed the body in the water about 10 metres off shore near the foot of Liverpool Road at about 9:30 a.m. Wednes- day. Durham Regional Police iden- tified the victim as Stanley Fran- cis Rowe, of Krosno Boulevard. Police were waiting for autop- sy results yesterday and said the likely cause of death was acciden- tal drowning, based on an exami- nation by the coroner. The adoption of a regionwide bylaw prohibiting smoking in most public places including restaurants, bars and workplaces was recommended by the regional health and social services committee Thursday. To become legislation, five of the eight area municipalities must give approval for the Re- gion to take over responsibility of smoking regulation, current- ly a municipal responsibility. To date, only Pickering has given unconditional approval. Once a majority of area councils has given approval for a regionwide bylaw to be creat- ed, the majority of regional councillors must approve the content of the bylaw. The recommendation came following months of public consultation in meetings, on the Internet and through a phone-in poll conducted by the health department. The consultation and study re- sulted in a 703-page report presented to the committee Thursday. On her Golden Jubilee trip to Canada, Queen Elizabeth II will be presenting the University of Ontario Institute of Technology (UOIT) with a cornerstone for the new school. “The Queen is the Queen, she is the head of state and has served Canada and the Com- monwealth for over half a century,” said UOIT president Gary Polonsky, just hours after hearing the news Thursday. “We’re thrilled she has chosen to include us in her trip.” Mr. Polonsky said he and one or two students, university staff and administrators would be at- tending a ceremony Oct. 9 in Toronto to receive the corner- stone. The Queen’s protocol staff and the university will be working to- gether over the next month to de- velop the language for the corner- stone’s dedication plaque. “This will become one of the highest profile points on cam- pus,” noted Mr. Polonsky. Public board guest says signs must be caught early BY MIKE RUTA Staff Writer DURHAM —Learning disabilities are the most common long-term condition suf- fered by children, affecting an average of 12 per cent of students, public school board trustees learned at Tuesday night’s standing committee. Marlene Avery, president of the Learning Disability Association of Ontario (LDAO) Durham Region, gave the Durham District School Board the first in a series of presen- tations focusing on special education, as the board has dubbed this school year, the year of special education. She explained learning disabilities are an “invisible disability,” a dysfunction within the central nervous system that interferes with the brain’s ability to process informa- tion. Learning disabled (LD) people are of average or above average intelligence, Ms. Avery said, but have a problem receiving in- formation, organizing it, calling it up in the computer that is the brain, or expressing it. “Kids with learning disabilities, some have that information up there but they can’t re- trieve it to get it out, so it’s very frustrating for them,” she said. Ms. Avery said there are many learning disabilities, varying in severity in each child. And while a disability can make it difficult for a child to learn like others, it also affects kids socially. Some LD children have a hard time making and keeping friends. “They take everything very literally, have problems reading body language and do not know when enough is enough,” she said. “These children do not make eye contact during a conversa- tion. They are deeply afraid of change and do not like surprises. They have very low self-esteem.” LD children are bullied more often and about one-third drop out of high school, said Ms. Avery. Roughly half of adolescents who commit suicide had been diagnosed with a learning disability, she said. Ms. Avery said early intervention is im- perative. “Without early intervention and appropri- ate support, an LD student’s self-esteem quickly disappears,” she said. “Learning is difficult without self-esteem because to learn, one must take risks. Students without self-esteem do not take risks, they just try to survive. Self-esteem is fragile and must be nurtured.” 235 BAYLY ST. W. Trustees get a glimpse of learning disabilities PICKERING —The Gates Plaza, 300 Kingston Rd. E., is having a summer bar- becue fund-raiser for parents and children in the community. Businesses serve up barbecued fund-raiser “This is probably the most detailed consultation ever un- dertaken by the Region,” said the committee’s chairman, Brock Councillor Larry O’- Connor. Although all patrons of restaurants, bars and most other public places would be required not to smoke, the proposed bylaw would allow bingo halls, casinos, and racetracks to establish a des- ignated smoking area in up to 50 per cent of the public area in the building. As well, pri- vate member clubs, including the Canadian Legion, would be fully exempt from the bylaw. “A lot of people wanted us to look at bingos as a separate issue because of the charity aspect,” said committee member, Oshawa Councillor Warren Young. “Whether we like them or not they put a lot of money into the community that we as taxpayers would be responsible for.” But two bar owners, in at- tendance at the meeting, later expressed concern some businesses will receive a par- tial exemption from the bylaw. As entertainment fa- cilities, racetracks, private clubs and casinos are in direct competition with their busi- nesses, they said following the meeting. “They say it’s a level play- ing field yet there are already exemptions,” says Ted Manikas, owner of Jack’s Fillin’Station. Clarington Councillor Charlie Trim said he supports introduction of the smoking bylaw but questioned why it would take almost two years to enact. There are a number of rea- sons for the delay, said Coun. O’Connor, including the need to get budget approval for en- forcement, the need for some bingo facilities to retrofit to accommodate the 50/50 re- quirement and because of a need for education and pro- motion. As well, if it comes into effect in June 2004, the timing would be in sync with full implementation of the Toronto smoking bylaw that is currently being phased in. The Region heard during the public consultation that a phased-in approach should not be taken, said Coun. O’- Connor. The proposed bylaw and report are headed to mu- nicipal councils which are to advise the Region by Oct. 18 if they consent to a regional bylaw. BY CHRISTY CHASE Staff Writer DURHAM ––General Motors of Canada, with its headquarters in Oshawa, is the target in this year’s contract negotiations with the Canadian Auto Workers. “It gives me a great deal of pleasure ... to announce that Gen- eral Motors workers have been se- lected to lead bargaining,” an- nounced CAW national president Buzz Hargrove at a Toronto press conference Thursday morning. That means the CAW’s GM master bargain- ing committee, headed up by Local 222 presi- dent Mike Shields, will lead the negotiations for a new three- year contract with GM. The resulting agree- ment will serve as a pattern for talks with Ford Motor Co. of Canada Ltd. and DaimlerChrysler Canada Inc. “I want to thank brother Hargrove for this vote of confi- dence,” Mr. Shields said. “It wasn’t until 8 o’clock this morning that I was convinced I had convinced the individual who would make the decision.” The heads of all three union bargaining teams, representing workers with the Big Three au- tomakers, have spent the last few weeks persuading Mr. Hargrove to pick their unions to be the bar- gaining target. He said it was a close call between Ford and GM. Mr. Shields said the strong strike vote taken last week “is an incentive to get a good collective agreement for our members.” The master bargaining commit- tee was to meet Thursday after- noon with its GM counterparts and is ready to work hard to get a contract before the Sept. 17 strike deadline, he said. GM, too, is prepared, said company spokesman Richard James. “Essentially we’re pleased to be chosen as the first up in negoti- ations,” he said. GM hasn’t been the target company since 1984. “They will get started in earnest since they have a relative- ly short deadline,” he said. GM of Canada president Michael Grimaldi has repeatedly said he wanted GM chosen as the target for this year’s negotiations. Mr. Hargrove said priority is- sues for talks include job security, a “substantial” wage increase, cost-of-living and health benefit improvements and the time off program, which helps open up new jobs and gives existing work- ers much-needed time off from the job. Assemblers at GM make $27.70 an hour while electricians make $33.10. Specific Oshawa is- sues the union wants to see in- clude continued commitment to the truck plant and No. 2 car plant and a new paint shop for the car plants, Mr. Hargrove said. Talks to date have been amica- ble and included the sharing of in- formation, he said. “Now with the deadline in place, it’ll take more than the sharing of information and amica- ble discussion. We won’t have anybody in day care. This is a major lifestyle change. We’ve had at least one kid in day care continuously since April 1987. We probably could have bought sev- eral large homes and gone on more than a couple of European vacations on the after-tax dollars we’ve poured into child care, but such is the cost of not being genetically suited for life as a stay-at-home mom. Or stay-at- home dad, for that matter — my hus- band didn’t seem to be any more eager to forego outside employment than I was. Those parents who can stay home and raise their kids without ultimate- ly resorting to infanticide have noth- ing but my everlasting respect. I ad- mire people able to watch more than three minutes of ‘Teletubbies’ with- out completely losing their mind, or who have the patience to do Christ- mas crafts with two-year-olds. Not me, no way, no how, and I don’t care how many drugs you give me. So we’ve had both our boys in day care, from the time both were three months old. Maternity leave was different in the old days; 17 weeks, and then back to the salt mines with you. But we’ve been re- ally lucky. We’ve never had a prob- lem with finding good day care. Which brings me to the staff at Perry House Child Care in Whitby. They’ve had at least one Denomy son on their roster continuously since the spring of 1989; for that alone Fern and the gang deserve some kind of endurance medal. They took a tremendous load off our minds — we knew the kids were more than OK. For working parents, that’s worth its weight in gold. And they even seemed almost sorry to see us go — although maybe they were just being polite. I don’t intend this to be an adver- tisement for one day-care facility over another — I know from friends there are many others providing care of a similar standard. It’s just that ECEs (and trust me, that doesn’t stand for ‘extremely comfortable economically’) and other day-care workers rarely get the recognition, or the thanks they so richly deserve. So, to everyone at Perry House, past and present, who put up with, helped, and supported us — thanks guys, we couldn’t have done it with- out you. Just how do day care employees do it? They help kids, support families, but generally don’t get the recognition they deserve Conservatives open to new ideas To the editor: Re: ‘Flaherty urges Conservatives to make Alliance,’Aug. 30. Canada does need another national party that can speak for all Canadians and one that is prepared to form a government. The members at the Progressive Conservative Party convention clearly demonstrated we are again ready to assume that role. The party endorsed the democratic initia- tives taken by Joe Clark and is now com- mitted to strengthening the roles of mem- bers of Parliament, an elected senate with equal regional representation, better distrib- ution of parliamentary committee chair- manships and improved ability for MPs to vote on issues to reflect the concerns of their constituents. There was lots of discussion about how we could bring together those who voted for our party previously, and as reported in your paper, Whitby-Ajax MPP Jim Flaherty dis- covered a strong willingness and openness in our party to bring the voters of Canada to- gether. There was a clear majority of our members who want a rapprochement to Al- liance Party supporters, but that same per- centage are interested in the same outcome with Liberal or other supporters. What was quite clear, however, was that the delegates were supportive of the fact we are a national party and we would run can- didates in every riding. When the resolution came before our convention to disband our party and join with others in a new united cause, it was rejected almost unanimously. The Progressive Conservative party has improved and changed since I was the Member of Parliament for this area. There is clearly time to join for those who wish to vote for our leadership and input on poli- cies. The door is open. Bring your ideas and viewpoints; the time is now. As Pickering firefighters finish off preparations for their an- nual charity boot drive running next weekend, their Ajax coun- terparts, saying their hands are tied, took a pass this year on their fund-raising work for muscular dystrophy. At the heart of the matter is a relatively new piece of provin- cial legislation, the Safe Streets Act. Passed in 1999 in an at- tempt to discourage the aggressive actions of squeegee kids and panhandlers, Rod Woodcock, president of the Ajax Profes- sional Firefighters Association, said the bill effectively means carrying out the boot drive would be illegal. Technically, they are correct, since sections of the Safe Streets and Highway Traffic acts legislate against stopping ve- hicles on public highways for any solicitation purposes. However, a spokesman for Ontario’s attorney general says the Ajax firefighters’ description of the situation isn’t that cut and dried. Brendan Crawley says the ministry encourages volunteer and charitable work in communities, and urges non-profit groups to work with local police to find a way to conduct com- munity-based fund-raising initiatives without violating any portions of the two acts. The law wasn’t enacted to hamper charitable efforts, be they firefighters with a boot drive, local students running a car wash to fund a school trip, or young children trying to make a few dollars at the side of the road selling glasses of lemonade. In Pickering, the city’s firefighters, with help from numer- ous businesses, including the Pickering Town Centre, Metro East Trade Centre and Hub Plaza, will be out Sept. 14 and 15 in parking lots asking for help. “It’s not illegal, not if you’re on private property,” explained Kirk Smythe, public relations director with the Pickering Pro- fessional Firefighters’ Association. “We can’t stop people in the middle of an intersection like the squeegee kids do, but in parking lots it’s OK.” With such a sensible and logical solution so close to home, certainly Ajax firefighters can work with the ministry, Durham police and their Pickering counterparts to find a way to contin- ue their notable record of charity work. No doubt a number of area businesses, which share a lengthy track record of helping local causes, will step forward as well. Given the incredible good firefighters do in our communi- ties through their boot drives, it would be a shame to see the Ajax service give it up this particular tradition based on a tech- nicality. A shady spot, marshy area or wooded tract all require a certain measure of finesse when it comes to planting a garden. One problem area many homeowners encounter when planning a garden is a steep slope. According to the experts at Gardening.com, dealing with a steep slope can be one of the hardest tasks when it comes to garden design. Mowing a lawn on a slope can be treacher- ous, and plant borders are a challenge to weed. There are ways to combat the slope prob- lem in your design. One idea is to cut a wall in the slope bank to create a ledge, rather than a steep incline. This area can be used as an upper lawn area or an elevated patio. Incorporating a stream into your design might give the slope a waterfall effect. However, drainage is key when it comes to planning around a hill. When it rains, you can expect runoff, therefore drainage holes at the foot of your design can catch the excess water. If you are consider- ing cutting into a bank, have a test dig before you finalize your plans to determine what you will be cutting into. If you must cut through rock and the like, you may need to rethink your plans to achieve a sensible solution. Water will run off slopes very quickly, so be careful about plant selection. Plants that will tolerate drought conditions are best. That’s about $117 million (Cana- dian). And that, boys and girls, is collecting at its priciest. The third most valuable painting ever sold at auction, the masterpiece illustrating King Herod’s slaying of Israel’s male infants is now in the collection of Toronto media giant Ken Thomson. But most collectors are a bit more modest in the kinds of things they acquire. Stamps and coins don’t usually start out cost- ing the GNP of a small country. Although, who would have thought that Superman lunch pail you so proudly took to school in 1954 is now worth more than $3,500 (US), according to the online swap meet ebay. So what is a collector to do if he or she is not one of the wealthiest people in the world and brown-bagged it to school? Experts ad- vise to collect the things you love. That’s what Ron Bouckley has done in his 60 years of collecting. The sixty-eight-year- old General Motors retiree has amassed pa- pers, documents, postcards and posters relat- ing to his hometown. A decades-old vintage poster from the Oshawa Fair graces one wall of his den. Banks of oak filing cabinets line another wall where the items and artefacts he’s sought out over the years are neatly orga- nized. Mr. Bouckley’s passion can easily be un- derstood when one realizes he is the nephew of Tom Bouckley, the late historian whose su- perb collection of early Oshawa photographs still manages to amaze. The late chronicler of the City’s past published three books docu- menting his prolific finds. Based on the economic principle of supply and demand, rare items can garner high-sell- ing prices. Most people collect what they can afford and try to find unique, one-of-a-kind items in pristine condition. Thanks to his uncle’s teachings and his own knowledge, Mr. Bouckley is a diligent collector. “He didn’t drive,” recalls Mr. Bouckley of his uncle. “I used to drive him when he was looking for antiques. He collected music boxes. We’d be gone all day. “I’m not a historian,” declares Mr. Bouck- ley. “I’m a collector, an accumulator.”Yet he admires history and has been working on a full detailed index for his uncle’s books. He is quick to point out from one of his volumes of old Oshawa postcards showing Oshawa loca- tions that there was once a top floor on the downtown Burns shoe store. And he’s still ex- cited about a recent acquisition of McLaugh- lin Carriage Company catalogues, complete with patents and dating back to 1896. “A guy just appeared,” says the modest collector of his purchase. “He was steered my way and wanted to sell.” One of the bonuses he found tucked inside were endorsement letters from happy cus- tomers. A physician wrote in 1911 how much he enjoyed driving his dependable McLaugh- lin Buick. A bill of sale for the same year was issued to a Brooklin man who bought his car for $1,300. It’s accompanied by a bill one year later for a complete overhaul to the tune of $96.49, including a “touch up and revar- nish” for $25. A bit of a departure from Mr. Bouckley’s Oshawa-related treasures is his collection of trade stimulators. The early 20th century an- tiques are coin-operated gambling machines storeowners would set up on their counter to stimulate trade. “Some of them dispensed gum to get around gambling laws,” he says of the 60 machines he’s collected so far. He tests all the machines himself to make sure they’re in working order and says he would like to lend them to non-profit groups to display and to help raise money for charity. But most of the documentation and picture postcards he’s gathered show Oshawa in sim- pler times. One photo shows a First World War airplane making an emergency landing at the Oshawa Golf Club. Another recalls old tin ceilings made by the Pedlar manufacturing plant. “I’ve really always collected something,” he adds. As a child he it was coins and stamps, “A real pile of junk,” he laughs. He went from coins to guns in the 1950s, long before he began the postcard collection. “After Tom died, I started collecting. There were 150 postcards in his estate and I now have approximately 1,200,” says Mr. Bouck- ley. Not much has escaped the painstaking re- search and tenacious spirit of the Oshawa col- lector. But there are 10 more campaign medals issued to Ontario Regiment soldiers serving during the Fenian Raids of 1866 he’d like to find. Creatures in nature can capture the imagi- nation of some collectors. For Shannon McInnes of Bowmanville, it’s all about frogs. “I have around 30 frogs,” she says. “From red-eyed tree frogs to just plain green frogs.” The nine-year-old Ontario Street Public School student is fascinated by her web-foot- ed acquisitions. Not all of the tailless amphib- ians are aquatic, though. Some are stuffed toys and others ceramic. “I have one live one,” says Shannon. “It’s a fire-bellied frog. We bought it.” She keeps this living part of her collection in a tank. “We keep it for now just in a little tank but once we have time, I’ll put it in a bigger aquarium. Its name is Cucumber.” As delightful as Cucumber is, Shan- non’s preferred frog, ‘Twisted,’doesn’t re- quire watering and feeding or a special place to live. Twisted is stuffed. “Yes, this is my favourite,” she con- firms. “It’s a really big, red-eyed tree frog and the name ‘Twisted’is for just the way it looks.” A successful science project she and a friend worked on for school was all about frogs but Shannon has been collecting for years, simply for enjoyment. “I start- ed collecting when I was in kindergarten,” she says, “and now I’m going into Grade 4. I used to collect Beanie Babies and I still collect Groovy Girls.” Has our passionate stasher of frogs ever kissed one? “Yes,” she giggles. When asked if it turned into a prince, the good-natured Shannon replies, “No.” Collectors are often inspired by the things they love. Shannon McInnes, above, is just wild about frogs. Stuart Nodell, 22, and his Nodell Motorsports Racing Team claimed not one, but two major Canadian motorcycle racing championships while racing at Shannonville Motor- sports Park, east of Belleville, over the Labour Day weekend. In the 250 Grand Prix Super- series regional event, Nodell went wire-to-wire for victory in the over- all series points’ standings. Nodell won the first three races in the se- ries, all held at Shannonville, with two coming after earning the pole position. In the penultimate race of the se- ries, only one driver — Mike O’Neill — had a chance to catch Nodell in the points. O’Neill, how- ever, didn’t finish Race 4, which meant Nodell’s second-place stand- ing was enough to clinch the cham- pionship with one round remaining at Shannonville Sept. 27. Meanwhile, Nodell also cap- tured the Can Am 125 Grand Prix Challenge overall championship, also at Shannonville, last weekend. And, the Nodell Motorsports Team needed a lot of things to go its way in order to realize its second cham- pionship. In this one, Nodell needed to fin- ish first in qualifying, thus earning the pole position and 10 bonus points. In addition, the team needed to finish higher than points leader Dave Wright, who was six points ahead. Nodell finished second, with Wright ending up in fifth position, which paved the way for Nodell to claim the title in the series that fea- tured top riders from the U.S. and Canada. Nodell noted the path to the 125 Grand Prix championship was any- thing but a straight line for him and his racing team. He missed the third race at Mosport in July as he was waiting to take delivery of his new custom-built racing bike from Japan. In the first two rounds, in Shannonville in May and Grattan Raceway in Belding, Michigan in June, he earned second- and third- place finishes, respectively — both coming while riding a rented bike. After taking delivery of the new bike — which was delivered in pink, of all colours — Nodell fin- ished second in Race 4 at Atlantic Motorsport Park in Shubenacadie, N.S. His win in Race 5 at Grattan was one of the most exciting of the season. “It was a barn- burner. The lead trad- ed places every lap. The lowest I was in the race was fourth. It was really wild rac- ing; lots of passing and lots of action every lap,” said Nodell who had the pole position. Last March, Nodell posted a ninth-place finish at the American Motorcyclist Associa- tion’s (AMA) MBNA 250 Grand Prix class race at Daytona Interna- tional Speedway. The Nodell team was prepared to finish the MBNA Grand Prix Class season throughout the U.S. this summer. But, some storm clouds forming over the viability of the pro racing series made Nodell do a dou- ble take about continuing and return to Canada. “Initially, I was frustrated about not going to compete in the U.S.,” said Nodell. “But, once we started competing at the regional level here we became more competitive. The Dolphins tykes earned their first win in three outings by pound- ing the Eagles 26-0 to lift their Cen- tral Ontario Minor Football League record to 1-2. Led by new quarterback Jonathan Gray, the Dolphins were firing on all cylinders offensively. David Wilson scored three touch- downs and added two converts to pace the attack. Tyler Grayer, who’s having an outstanding season, added another major. Meanwhile, the defence domi- nated the line of scrimmage. Espe- cially effective was Brandon Mis- seri who recording a number of sacks and tackles in the Eagles’ backfield.
