Seaton swap behind schedule Province also to sell off surplus north Pickering property BY MARTIN DERBYSHIRE Staff Writer PICKERING —It looks like there’s going to be a slight delay with the Seaton land swap. And, as far as the speedy development of Seaton is con- cerned, well, that’s a whole different story. Original communications between the Ministry of Mu- nicipal Affairs and Housing and the City of Pickering stat- ed agreements would be concluded by Labour Day, finaliz- ing which part of the Province’s north Pickering lands Richmond Hill and Uxbridge landowners would be getting in exchange for their Oak Ridges Moraine property. With the Labour Day weekend fast approaching the ministry is now changing its tune. “At this point the discussions are still continuing and will probably conclude sometime in the early fall,” ex- plained Ross Fair, project director for the ministry’s north Pickering land exchange team. In the meantime, the City has placed a one-year interim control freeze on a piece of north Pickering forcing any landowners in the area to wait for completion of the City’s growth management study before moving ahead with de- velopment. Regional Councillor Maurice Brenner spearheaded the freeze and said he did so to prevent the Province and swap- ping developers from leapfrogging the local planning process and pushing ahead with development before the City had studied the area and planned where development and environmental protection should occur. A letter from the assistant deputy minister of munici- pal affairs and hous- ing Edward Sajecki to City of Pickering chief administrative officer Tom Quinn obtained by the News Advertiser said once the swap is completed the Province will be selling off the remaining parts of the Seaton lands for development. “Thereafter, I would expect that a reasonable observer would antici- pate development would occur at a rapid pace,” he wrote. However, if the local planning process were to be respected, says Coun. Brenner, that rapid pace would have to include waiting at least the minimum of one year — the time it will take to conclude the growth management study. And, under the provincial Plan- ning Act, the City can extend its freeze on development for a second year if the study is still not done. DURHAM ––Feedback from public meetings, e-mails and other input on the proposed regional smok- ing bylaw will be presented at a public meeting Thursday, Sept. 5. The Durham Region health and so- cial services committee will review the findings beginning at 9:30 a.m. at the Durham Region planning depart- ment board- room, 4th floor, 1615 Dundas St. E., Whitby. In June, the committee hosted a meet- ing in each of the region’s eight munici- palities to re- ceive input on a proposed bylaw regulating smoking in public places and work- places. Approx- imately 75 pre- sentations were made by local business people and residents. As well, the department received almost 1,000 responses to its Web site survey, another 75 letters and written submissions and 300 messages on a voicemail message system. All the responses were compiled in a re- port to be presented at the Sept. 5 meeting. “Durham Region residents have made their voices heard and have told us that this issue is very important to them,” says Larry O’Connor, chair- man of the committee. “We’re very pleased so many area residents took the time to participate. On Friday, Aug. 23 at 12:43 a.m. police officers from Toronto’s 13 Di- vision responded to gunshots on Al- lenvale Avenue in the Dufferin Street and Eglinton Avenue area of Toron- to’s west end. Upon arrival they discovered the body of Mr. Alao, 21, lying on the sidewalk suffering from apparent gunshot wounds. He was transported via ambulance to the Sunnybrook Health Science Centre where he was pronounced dead. Police say a four-door white or beige vehicle with tinted windows and a red reflector strip across the rear was seen leaving the scene of the murder. Toronto homicide squad Detective Scott Bronson confirmed Thursday they have no other leads in the case and are asking the public for help. “We are continuing to look into the whereabouts of the victim over the last few hours of his life,” Det. Bron- son said. “We’re asking that any friends or associates of Mr. Alao that know anything give us a call.” Det. Bronson did confirm Mr. Alao has had “contact” with Toronto police in the past and said they would “ex- pend all avenues” in investigating the last few hours of his life, including contacting Durham Regional Police to see if they have any information or can assist in the investigation. To date Toronto Police have not done so. Anyone with any information is asked to contact Det. Bronson or De- tective Sergeant Reg Pitts at the Toronto Police homicide squad at 416-808-7400. VAL ALAO Police looking for help in shooting death of Ajax man. PICKERING — A 23- year-old Ajax man is charged with impaired dri- ving after a car crashed through the front window of a Pickering restaurant, injuring an off-duty Durham Regional Police detective Tuesday night. Police said a man was leaving Shoeless Joe’s, at 1725 Kingston Rd., at 11:30 p.m. when he lost control of his Mustang in the parking lot and drove into the tavern, knocking a video game machine onto a seated patron. The patron, an off-duty detective, was taken by ambulance to Rouge Val- ley Centenary hospital in Scarborough, treated for back injuries and released. Kenneth Barry Adams, 23, of Bayly Street, is charged with impaired dri- ving causing bodily harm, dangerous driving causing bodily harm and exceed- ing 80 mgs of alcohol. The world provides many oppor- tunities to grow personally and pro- fessionally. How can anyone decide which path to take? The media enables us to con- sciously, or unconsciously, identify with certain individuals and set our long-term goals based on the success of others. People looking for an icon can have their vision blurred by a fabricated image rather than a men- tor. Like many others, I faced uncer- tainty in my life. From my earliest years, I always wanted to be a teacher. In grade school, I was privi- leged to be influenced by a superb role model. As time went on, the de- sire to be just like Miss Bostock grew stronger. Through sporadic letters, phone calls and visits, we forged a unique relationship. As relationships mature, so do greetings, and now I address my mentor as Liz. The characteristics I truly wanted to mirror from my mentor were com- passion, patience, wisdom and, above all, a sense of humour. In vari- ous instances, I was exposed to all of this and more. Undoubtedly, I would be fortunate to possess some, if not all, of these qualities as I formulated my own identity. Compassion was natural to Liz and this was apparent when a family tragedy struck, making home and school environments trying at times. Without hesitation, time was taken to comfort me, lift my spirits and in- spire courage in my efforts. It was admirable how this woman continu- ally balanced her professional and personal concerns for someone else. Patience and perseverance were no strangers to Liz as she spent sum- mers working toward a Principal des- ignation. After completing my col- lege diploma, I was fortunate to be- come a colleague of my mentor. Fi- nally, the opportunity of a lifetime ar- rived: to shine in the eyes of the per- son I idolized on so many levels. An honourable moment came when I was introduced as her protégé. Al- though I did not become a teacher, I am confident my mentor shared uni- versal traits in any profession. I was fortunate to have met Liz in my life and know that my positive traits are partially from her influence. Personally, or professionally, every- one could benefit from a similar mentorship. I appreciate the relation- ships in my life and can only hope to inspire, encourage and support an- other person’s hopes, dreams and goals as significantly as a mentor has done for me. Knowingly or unknow- ingly, the eyes are on you! Mentor a necessary part of finding yourself Is Durham following the best transit route? To the editor: Re: ‘Transit plan takes pass on Durham,’ editorial, Aug. 16. Your editorial seems to trivialize the reason why Durham Region didn’t get provincial funding for transit improve- ments. While the editorial points out other re- gions had more progressive plans that were more worthy of funding, the sugges- tion Durham may be at the “head of the line next time” allows for the possibility that other regions may again get funding ahead of Durham. Durham citizens should be asking if their elected politicians are straining as hard as possible to minimize inefficien- cies, or if all possible opportunities for improvement have been realized to the limit of current funding. On a more positive note, you could do News Advertiser readers a service by re- porting what Durham politicians have done to maximize transit efficiencies, and what the specific plans are, that would put the region into the same league as the re- gions that were selected for funding. After years of political wrangling over what to do about our growing garbage crisis and an expanding awareness of the broad- er issue of saving our environment, many Durham residents might now get the opportunity to take recycling efforts to the next level. Before Christmas, residents in Clarington, Uxbridge, Scugog and Brock could be sorting organic kitchen waste before taking their trash curbside, and will be given an expanded Blue Box pro- gram. Diversion of biodegradable kitchen waste out of landfill to composting facilities isn’t cutting-edge technology, but it’s still a fairly new practice and it’s more than high time a growing region like Durham got with the program. While composting doesn’t come cheaply — it will cost more than landfill initially — the cost of ignoring the growing environ- mental emergency of garbage would be staggering for future gen- erations. Programs such as this are absolutely necessary. It’s up to Durham regional council now to approve a decision made Wednesday by the regional works committee to proceed with the project in the four municipalities. After much debate over the kind of container to be used and how to implement the system, a consensus has been reached and it would be in taxpayers’ best in- terests now if council accepts the committee’s recommendations. An expanded recycling program of this kind is overdue in Durham. The challenge now is to convince Oshawa and Whitby, which currently do their own collections, to buy in and work to overcome any logistical problems of a region-wide system. Ajax and Picker- ing, currently under contract with private companies for waste col- lection, must also join this new effort when the current collection contracts expire in order to make it a true success. The anticipated benefits are enticing. The Region could meet its target of 50 per cent diversion from landfill by 2007, then set a challenging new target. Next door in Northumberland, a wet-dry collection system has allowed the County to achieve more than a 35-per cent diversion rate, up from 15 per cent several years ago. That’s progress. What this offers residents, of course, is the luxury of less pol- lution — cleaner air, cleaner water and a better planet for our chil- dren, grandchildren and great-grandchildren. Ultimately, the success of this new recycling program rests with the homeowner. While our elected officials work with waste col- lection companies to come up with more and better initiatives in the future, each and every one of us needs to do our part to lessen the amount of trash left at the end of our driveways each week. Without that effort, no collection system in the world is really going to work. When it comes to waste diversion, as the song says, we’ve only just begun. Back in town following his trip to Edmonton last weekend to at- tend the Progressive Conservative Party National General Meeting, Whitby-Ajax MPP Jim Flaherty was candid about why he was there. “The reason I went to the meeting was because I think there is a historic and momentous op- portunity right now for Conserva- tives to align themselves across the country. All three federal political parties, really four with Mr. Harp- er, will all have new leaders. That’s a generational change.” As recent leader of the Canadi- an Alliance Party, Stephen Harper, 42, holds the position of official opposition leader to Jean Chre- tien’s Liberal government. In re- cent months and weeks, NDP leader Alexa McDonough, the PC’s Joe Clark and Prime Minister Chretien have all announced they will leave their leadership posts. “This is a huge opportunity and I feel strongly Conservatives should seize the opportunity now,” says Mr. Flaherty. “It is imperative that we take some constructive steps towards a common strategy.” When he was in Edmonton last week, the MPP says he was actual- ly encouraged by the vote against the idea of running PC candidates in some federal ridings while let- ting Alliance contenders run in others. In recent memory, he explains, “The vote on the 301 (federal rid- ings) issue was more than 90 per cent and now it’s down to 60 per cent. The goal, said Sharon Loverock, se- nior research officer for UOIT and Durham College, is to help bridge the generation gap, make that chasm, be- tween first-year students and faculty members, whose average age is 49. She said the young people, born in 1983 or 1984, are a very interesting group, “a generation of contradictions. “They want to give, but they want to spend. They want to work hard and they want to play hard. It’s almost like they’re swinging on this pendulum be- tween wanting the best of both worlds.” She said the start of college or uni- versity is a scary time for young people. But it’s also intimidating for faculty to stand in front of a classroom full of strange faces. First InSight is intended to help educators understand what’s be- hind those faces, what makes them tick. “It’s really meant to help the two groups understand each other,” she said. Ms. Loverock, who has a doctorate in demographics, collected the infor- mation for First InSight from Statistics Canada and other sources, and a new report will be prepared every year. While they are a generation that em- braces high-tech, MP3 players, cell- phones and the like, they are also “high touch”, she said. “One may think that delivering in- formation to this age group by exclu- sively using the Internet would be ap- propriate and engaging,” said Ms. Loverock. “However, although they ap- preciate finding and receiving informa- tion via high-tech, they still crave per- sonal attention and contact — they still feel as if face-to-face contact is mean- ingful and helpful. They feel as if a combination of the two is the best ap- proach to working, learning and com- municating.” Fittingly, they were born the same year as the Apple Macintosh computer. UOIT plans to plug them in. “It’s going to be a laptop university, all students will have a laptop, and that really speaks to this generation,” she said. At the same time, she noted the stu- dents wouldn’t be sitting in a cubicle, shut off from the world when they’re working on their computers. Faculty will be there to lend the human touch and interaction young people value. In assembling the information there were some pleasant surprises. Nowhere is this more apparent than in the area of volunteerism. If you assume this age group is selfish, the numbers don’t sup- port the claim. Thirty-seven per cent volunteer their time at charities, the highest rate of any age group in Cana- da. Further, 58 per cent have made di- rect financial donations to charities, she said. Ms. Loverock said some of the contextual data she gathered “blew her away”. For instance, the group is younger than Diet Coke. And the first time 18- and 19 year-olds heard the phrase “E.T. phone home” was this past spring: the original ‘E.T.’ came out be- fore they were born. The report also notes: • They were a year old when Pierre Elliott Trudeau resigned as prime min- ister; • They like reality television shows like ‘The Osbournes’, but like to take a break from reality too to watch shows like ‘Buffy The Vampire Slayer’ and ‘Smallville’; • Most have traded in their compact discs for MP3 files containing favourite artists like ‘Pink’, ‘Simple Plan’, ‘The Stroke’and ‘Moby’; • Popular film stars include: Josh Hartnett (‘Pearl Harbor’), Julia Stiles (‘Save the Last Dance’), Natalie Port- man and Hayden Christensen (‘Star Wars: Episode II — Attack of the Clones’); and • Most will have seen the films ‘Spi- der-Man’, ‘Scooby Doo’ and ‘Austin Powers in Goldmember’ over the sum- mer. At Monday’s board meeting, Durham District School Board trustees were told contractors are submitting higher bids for building projects. That means some of the new schools and ad- ditions the board approved eight months ago will be pricier than originally esti- mated. Facilities superintendent Jack Massie said it’s the basic law of supply and de- mand. “Construction has and continues to be quite active; there’s a lot of work in construction in the GTA,” he said in an interview. “When subcontractors and major contractors get enough work on their books, they see that they’re com- fortable and can keep busy, and they in- crease their margins.” As a result, business superintendent Ron Trbovich told trustees instead of is- suing $66 million in debentures to fi- nance the plan, up to $70 million is now needed. A number of projects are over budget and, as a result of a few bumps along the road, behind schedule. For instance, the board’s planned $2- million conversion of Exeter High School in Ajax into Bolton C. Falby Public School was tendered Monday night for $2.75 million. The project was to have been finished next month, but work has not started and it might not be ready this school year. Mr. Massie said the Town of Ajax has requested the board do a traffic study after fears from area residents about more vehicles on Falby Court. The conversion of Woodlands Cen- tennial Public School in Pickering to be- come part of Dunbarton High School was tendered at $712,000 above the original cost, primarily because of the needed installation of an elevator. And, the $12-million addition and upgrades to Uxbridge Secondary School carries a current price tag of $14.1 million. “So we’re at $14.1 million — wow,” Whitby Trustee Doug Ross said at Mon- day’s meeting. Some projects, such as the planned $3.8-million addition to Lakeside Public School in Ajax, have come in at a lower cost than expected. The tender was awarded Monday for $2.35 million. Mr. Trbovich assured trustees the board could handle the extra debt, roughly $500,000 per year, for a total of approximately $6 million per year to fi- nance the plan. Scugog Trustee Martin Demmers raised the prospect of revisiting and al- tering the accommodation plan, but other trustees opposed the idea. “I would like to see this go forward the way it is,” said Oshawa Trustee Kathleen Hopper. “I would not like us to go back to the accommodation plan and find savings.” Mr. Trbovich’s report to trustees noted the board’s other long-term debt obligations are about $5 million per year to pay for Sinclair and Pine Ridge sec- ondary schools, the education and main- tenance centres, $15.6 million to pay for the first accommodation plan, and $5.3 million for technology and equipment leases. That makes a grand total of about $31.9 million in debt obligations for the coming school year, roughly $11 mil- lion shy of the board’s debt limit. It was in Oshawa where the Whit- by-Ajax MPP caught up with a few Durham Region students who created their own small businesses this sum- mer under the government’s young entrepreneurs strategy. “Summer Company provides en- terprising young people with the op- portunity to gain an understanding of how to run a business,” said Mr. Fla- herty. “A key priority of this government is to foster entrepreneurial spirit and develop skills in our young people which, in turn, will result in future employment opportunities in the province.” The Summer Company program awards up to $3,000 to students be- tween 15 and 29 years old to run their own summer businesses. In Durham, the program is being delivered through the Business Advi- sory Centre Durham (BACD), which also provides hands-on training and mentoring through volunteer busi- ness advisers. “The program allows students to truly experience every angle of run- ning their own business,” BACD manager Carol Ann Walker said. “We are providing them with a positive experience that will encour- age them to think about entrepreneur- ship as a viable choice for the future.” The young Durham entrepreneurs include: Brock Baker, Matthew Blanche, Graham Greenland, Jen- nifer Hayman, Melissa McKnight and Carla McLaughlin. The Scarborough Thunder, the Central Ontario Minor Football League champs last season, capitalized on some mental miscues by the Dol- phins en route to a 22-12 vic- tory, spoiling the home opener for the local squad. The Dolphins opened the scoring on a first-quarter drive capped by a touchdown by running back Jahmoy Tyrell. The peewees, however, com- mitted several turnovers later in the game that turned the tide in favour of the Thunder. Despite the mistakes, the Dolphins never gave up. In the fourth quarter, defensive back Kyle Exume returned an inter- ception for a touchdown to narrow the gap. The Dolphins’ offence made mistakes but showed a lot of character as it never gave up and played hard to the final whistle. Ajax’s Gordie Burns qualifies for Canadian Open, hopes for solid showing BY AL RIVETT Sports Editor AJAX —An Ajax golf pro will tee it up with many of the world’s top players at the Bell Canadian Open Championships. Gordie Burns will be one of 156 players at the Angus Glen Golf Club in Markham Sept. 2 to 8 in pursuit of a piece of the $4-million in prize money for a Canadian stop on the PGA tour. The players confirmed for the links include 2001 champion Scott Verplank, Vijay Singh, John Daly, Justin Leonard, Nick Price, Jes- per Parnevik and Canadian Mike Weir. A player on the Canadian Pro Tour for several years, Burns will make his debut at the prestigious PGA tourna- ment, saying he’s “thrilled” to play alongside the world’s top pros. “It’s definitely a big opportunity for me to do something big and play for some nice money and credibility,” said Burns, whose home course is the Cedarbrae Golf and Country Club in Scarborough. “It will definitely be an interesting feeling there, for sure. I know a lot of the guys on the tour. They’re just people, too, right? I’m going to try to treat it like any other tournament, except this one has a $4- million purse.” In fact, the winner’s share — $720,000 — is more than the com- bined purse for the entire Canadian Pro Tour, noted Burns. The 28-year-old played his way into the field after earning an auto- matic exemption at one of the Open’s qualifying tournaments at the Hidden Lake Golf and Country Club in Burlington in late July. One of 144 golfers at the qualifier, Burns shot a round of 65 to be the low qualifier. Playing at the Open, says Burns, was something that seemed almost unreachable earlier in the summer. Frustrated after having missed the cut at six Canadian Tour events, he rec- ognized his game was on the rocks. He immediately sought help to recon- struct his flagging game. “It’s a habit I got into, a bad habit (with my swing),” said Burns, who received the help of ‘Canada’s Golf Doctor,’ Terry Miskolczi, to bring about a change in his technique. “It was never explained to me until Terry explained it. I’ve focused all my at- tention on changing that habit. “It applies to most guys — every- body has developed some glitches in their swing over time. I’m really fo- cusing my attention on doing it prop- erly.” And, his attention to detail while swinging a club, he noted, culminated in his strong play at the qualifying event. He’s hoping his renewed con- fidence and the momentum that ac- companied it will continue into the Open. “I’m trying to get into a groove and hopefully I can play with some consistency,” he said. “Hopefully, I can gain some confidence going into (the Open).” Burns played in the recent 2002 Greater Toronto Open event at the Mandarin Golf and Country Club in Markham, but the event didn’t go as planned for the former Ontario junior champion. Using the Canadian tour event as a tune-up event for the Canadian Open, he ended up shooting a 76 in each of the first and second rounds, and missed the cut of the Canadian tour event. Nonetheless, Burns said he’ll play several rounds on the 7,400-yard, par- 72 Angus Glen course prior to the open to be ready when Round 1 gets under way Sept. 5. In order to make the cut, Burns must finish in the top 70 golfers after the opening two rounds.
