BY MIKE RUTA Staff Writer PICKERING —A local man says the City should pay a $1,000 bill he received from an emer- gency response company after an anthrax scare at his Pickering business in June. He also wants other Pickering residents to know they could face a hefty price tag if they report a sus- picious substance. Jim Broomer, of Legend Music Enterprises on Kingston Road, said he opened a letter June 10 from one of the music store’s United States suppliers, and in addition to a document it contained a lot of white pow- der. He began cleaning it up when it occurred to him the powder could be anthrax. Mr. Broomer called po- lice and says police and fire personnel quickly arrived and cordoned off the area. The Durham Region Health Department also arrived on scene and none of the rough- ly 25 people in the store was allowed to leave. An hour or so later, he said he received a call from Team-1 Environmental Services, a Hamilton-based emergency response company on contract with the City of Pickering, saying it was en route and there could be a charge of up to $1,500 for its services. Mr. Broomer said he was a bit “freaked out” at the time and can’t remember if the Team 1 represen- JIM BROOMER ‘Freaked out’. tative gave him the choice of not using the service. But, in the heat of the moment, he said he “was just shoved into the position where the answer had to be ‘yes’. “At that point, what are you supposed to do, tell them not to come?” Mr. Broomer said in an interview. “I did- n’t even phone these people.” Team 1 offi- cials determined the powder was harmless after spending rough- ly 20 minutes at the site. As it turns out, the bill was for $995.10. Mr. Broomer said whoever called the com- pany should be responsible for the bill. Pickering Fire Services of- ficials could not say if they had placed the call, but Deputy Fire Chief Mark Diotte said Team 1 originally billed the City for the services before a review of the contract between the City and Team 1 made it clear it was the business owner’s respon- sibility to pay up. Mr. Diotte said the fire de- partment does not have the capa- bility to handle a biological or chemical emergency. “Do I like the fact that the owner got the bill? No,” he said. “But unfortunately that’s the agreement we have with Team 1.” He said fire personnel are sup- posed to tell a business owner there may be a charge for Team 1’s services, but Mr. Broomer said that didn’t happen. Mr. Diotte suggested because Mr. Broomer was sealed up inside the store there might have been a problem communicating that to him. But, Mr. Broomer said that wasn’t a problem. “They had a direct phone line to me from the fire truck,” he said. Mr. Broomer said it “blows me away” a local emergency team was not available. “I’m flabbergasted that I got this bill,” he said. “If Pickering’s not equipped for something like this, maybe they should be.” P PAGE 2 NEWS ADVERTISER, FRIDAY EDITION, August 9, 2002 THE MALCOLMS U-BET FARM The Legend of the Donkey The story tells how Joseph purchased the small donkey several months before the trip to Bethlehem so Mary could become accustomed to the animal. A great bond grew between the pair as Mary took care of the donkey and nightly covered him with her robe. However, at the start of the trip the donkey picked up a thorn in one of his front feet which caused him to go lame. Every step was painful, but he knew how important it was for him to carry Mary carefully. With great patience and will power the donkey struggled along the trail carefully, being sure not to limp for fear it would make Mary uncomfortable. So careful he was that neither Mary nor Joseph knew the donkey was in great pain. Finally the trip ended in Bethlehem. The little donkey was able to lie down and sleep in the hay, covered with Mary’s robe. Later that night an angel came and lifted the robe from his back and said “Among the beasts thou alone always shall be blessed, for in another’s time of need you bore your cross of pain in silence and all men shall know you for the greatness of your heart. Your children and your children’s children forever more shall bear your mark of honor among the beasts.” When Mary’s robe was removed from the donkey the next morning, she and Joseph saw something that had never been seen there before: A cross on his back. And every small donkey has since borne the cross on his back as a reward for his work. There is no doubt the donkey has been a hard working farm animal for many hundreds of years. Unlike horses little has been done to study any aspect of it’s equine. Users who opted out of fixed-rate contracts for open market see benefit in first quarter energy costs BY JACQUIE McINNES Staff Writer DURHAM —Despite the extreme heat in the past month, there should be no sur- prises on electricity bills this summer and those who decided to play the market after it opened benefited from that decision. Since May 1, the market price for elec- tricity has averaged 4.22 cents per kilo- watt-hour, according to Bruce Campbell, vice-president of corporate and legal af- fairs for the Independent Electricity Mar- ket Operator (IMO). The first quarter, since the market opening, has just been completed. “The OEB (Ontario Energy Board) set the price expectation for the first year at 4.3 cents,” he says, noting those customers who did not lock into fixed-rate contracts will likely pay just slightly over that amount on the commodity portion of their bill. Those customers fared better in the first quarter than fixed-rate customers who locked into deals at approximately six cents per kilowatt-hour (depending which retailer they signed on with). In addition to the commodity price, cus- tomers will pay about .62 cents per kilo- watt-hour for the other components of the bill including wholesale market service charges, transmission charges and a pay- ment toward Ontario’s stranded hydro debt, he says. That price is also what the OEB had predicted. Some fixed-rate users could be a little surprised to find their best efforts to pro- tect themselves against volatility in the new open market aren’t foolproof. During peak demands such as experi- enced in July the IMO paid more for elec- tricity imported from other jurisdictions to help meet the demand and that extra cost is passed on to everyone, including fixed-rate users. Still, says Mr. Campbell, that “uplift charge” is incorporated into the .62 cents so the cost won’t be anymore than the OEB had predicted last spring. The uplift charge has caused some problems for corporate customers billed on hourly intervals, says Mr. Campbell, because they were unable to predict those charges in the same way they could chart normal market prices, he says. Industrial users plan production sched- ules, in part, based on those hourly elec- tricity charges. However, the IMO has rectified the dif- ficulty by posting hourly uplift estimates, along with the regular hourly charge, on its Web site www.theIMO.com. Electricity ratepayers will see exactly how much they are paying for the various components of electricity service when they receive their first bill since the open- ing of the market, says John Wiersma, president and CEO of Veridian Connec- tions Inc., the company owned by the mu- nicipalities of Ajax, Pickering, Clarington and Belleville, which also supplies elec- tricity to a number of other communities, including Uxbridge. The bill is broken down into line items for the various charges, he says. The good news for electricity users is they received a two-week reprieve from their hydro bills this summer due to the opening, says Mr. Wiersma. “This billing delay is due to the timing of electricity price data provided to Verid- ian from the Independent Electricity Mar- ket Operator. After reading a customer’s meter, we must wait 10 business days for this information before we are able to is- sue a bill.” This is the case for all hydro users, con- firms Christine Dade of the Oshawa Public Utilities Network. Oshawa customers may also have experienced a slight delay due to installation of new computer systems at the utility, she says. Durham Regional Police said the drugs were stolen from the south Ajax business during an ear- ly morning break-in July 30. Police detain journalist PICKERING ––A well- known television journalist was arrested by Durham Re- gional Police while covering an incident Wednesday in Pickering. Veteran CFTO newsman Jim Junkin was taken into police custody and detained for a brief period at 19 Divi- sion, station officials con- firmed. “There was an incident involving a reporter that re- sulted in an investigation but no charges were laid,” said police spokesman Dave Sel- by. CFTO News Director Derwyn Smith said Mr. Junkin was covering a police incident in Pickering at about 9 p.m. “He was trying to shoot tape in an area they didn’t want him to be, and that resulted in his arrest,” said Mr. Smith. Police had stopped a mo- torist on Liverpool Road for erratic driving around 8:30 p.m. when a passenger bolt- ed on foot, Mr. Selby said. A 17-year-old boy was captured and faces several charges in connection with the incident. But eating enough of the right foods often seems beyond the reach of our fast-paced, fast- food lives. Even though we choose home-cooked food, we aren’t guar- anteed a nutritionally balanced meal. Canadians are consuming more produce than ever before. The percentage of processed fruits and vegetables and the degeneration of the soil in which they are grown continues to increase as well. When it comes to vitamins and minerals in fruits and vegetables, tomatoes, for example, may vary. They look, feel and taste much the same, but even tomatoes grown on the same farm may vary in nutritive value. A recent study of cattle forage- testing revealed concentrations of calcium in cattle forage plants var- ied, depending on the fields they were grown in. The study showed a difference in phosphorous, cobalt, copper, manganese and zinc con- tent. With such huge nutrient content differences in plants grown only a few kilometres apart, or even side by side, it is easy to understand the foods we eat may not always con- tain the nutrients we need for opti- mal health. The only way to get minerals in fruits and vegetables is to grow them in nutrient-rich soil. Minerals can’t be manufactured, they must come from the earth. Even good, rich soil may starve plants of minerals if the soil structure lets the minerals seep down below the reach of the plant roots. Water supply, time from harvest to purchase, temperature, process- ing, sunlight, and the specific vari- ety of crop can all impact the fruit or vegetable’s nutrient supply. Supply, in turn, helps to determine the plant’s healthy function and ability to synthesize vitamins. Our bodies need good foods. No supplement can supply the fibre, carbohydrates and proteins found in fresh foods. Who could consider life without a sweet sun-ripened orange, garden-grown tomatoes, fresh- picked corn on the cob or peas, popped right out of the pod? The local people who dreamed of putting on a major jazz and blues festival with region-wide appeal thought big. They wanted to bring in major blues and jazz performers in an effort to emu- late the giant festivals put on each year in Toronto and Montre- al. So they’ve committed to entertaining you this coming week in the first Oshawa Jazz and Blues Festival, set to run from Mon- day, Aug. 12 to Saturday, Aug. 17. Chairman Maryanne Sholdra, no stranger to boosting major projects in Durham, is joined by artistic director Howard Ross, producer Kerri King of Eclipse Concerts and a team of volun- teers and workers to make this festival well worth attending. Activities are scheduled in downtown Oshawa venues and other points afield throughout the week culminating in 12 hours of music and celebration at Oshawa’s Memorial Park Saturday, Aug. 17. From 10:30 a.m. on that day, the hottest jazz and blues acts will play the outdoor stage culminating with Canada’s legendary Downchild Blues Band. It will be truly outstanding. Durham Regional Chairman Roger Anderson sees the benefit for all Durham in hosting the festival. “It (music) brings an awful lot of people together. Music is a great solution to a lot of problems. It brings people together. That’s what this is about for the next week,” said Mr. Anderson. Organizers convinced the City of Oshawa to contribute $30,000 toward costs. Though it was coincidental, a $500,000 revamp of Memorial Park can only help the big Saturday windup. People from across the region and beyond are encouraged to enjoy the week of entertainment. Festivals of nearly every stripe start small and tend to grow by word-of-mouth, reputation, and simply because the artists enjoy attending. Therefore, should this event be judged a success, there’s little doubt next year’s will be bigger and better. While Durham has plenty of year-round attractions, it tends, perhaps because of its proximity to Toronto, to shy away from festivals and big annual events. Through sheer hard work, deter- mination and diligence, the Oshawa Jazz and Blues Festival or- ganizers have brought together dozens of businesses and organi- zations to make this festival a reality. They have done their part. For those looking for something to do during the dog days of August, there will be plenty to howl about this coming week. Come on out and give the music a listen. The company delivered 38,351 vehicles last month, an increase of 3.7 per cent over July 2001. Car sales dropped 2.3 per cent to 19,838 units but truck sales soared 11.1 per cent to 18,513. “With calendar year-to-date sales already up by almost 10 per cent and another increase in sales this month, our mo- mentum is unstoppable — GM is truly on a roll,” said Marc Comeau, vice president of sales, service and marketing. “The economic fundamentals remain positive and we expect continued strength in GM ve- hicle sales for the remainder of the year.” The Oshawa-built Buick Regal saw sales jump 10.1 per cent during July. To date this year, car sales for GM are up 7.6 per cent to 158,091 while truck sales have increased 12 per cent to 144,188. That makes a com- bined increase of 9.7 per cent for the first seven months of this year, compared to the same period in 2001. Pickering expands its circle of notification City widens radius on development applications BY MARTIN DERBYSHIRE Staff Writer PICKERING —It took a while to figure out they could have done it all along, but the City of Pickering is increasing the circulation radius for notifi- cation of development applica- tions. “The Ministry (of Municipal Affairs and Housing) is now ad- vising us that there is nothing prohibiting us,” said Ward 1 Re- gional Councillor Maurice Bren- ner. “Now we’re raising the bar. This is a big step forward.” Council directed staff last week to increase the circulation area for giving notice of Official Plan, zoning and subdivision ap- plications. In the urban and ham- let areas the change is from 120 to 150 metres and in the rural zones it’s from 120 to 500 me- tres. When the question of increas- ing the radius came before coun- cil in early 2002 as an attempt to improve the council process for the public, the City’s solicitor said the ministry limit of 120 metres could not be legally changed by the municipality. In April, council wrote to the ministry urging it to establish the 120-metre radius as a minimum and not a fixed distance and to allow Pickering to increase the circulation radius as long as it did so for all applications equal- ly. Chris Hodgson, minister of municipal affairs and housing, wrote back, saying no existing regulations prohibit the munici- pality from exceeding the 120- metre radius. “It only makes sense that we be able to determine whom we circulate to,” said Ward 2 Re- gional Councillor Mark Holland. “This will improve the process at an extremely nominal cost.” But, Mayor Wayne Arthurs, who has previously expressed the thought increasing the radius on development applications would not increase the public’s interest in council’s process, vot- ed against the increase. “I couldn’t find the value added,” he said. Fernie Richard and Mike LaFlamme, both 38, contributed to the team’s efforts at the event, held in St. Paul’s, Minnesota. It’s the second time in three years Powerhouse has won the gold at the championships. Powerhouse defeated the CCM Hosers, out of San Diego, California, 3- 2 in the finals. It was a bit of revenge, as the Hosers thumped Powerhouse in pre- liminary round action 8-3. Due to in- juries, Powerhouse had to play in the fi- nals with only six players and a goal- tender. In the final, LaFlamme assisted on the first goal, potted by Nick Moran. Richard netted the second marker with nine minutes to go in the second half. CCM roared back to tie the affair mo- ments later, but Richard scored the win- ner with little more than five minutes remaining. Powerhouse had to kill off a penalty during the final two minutes. Powerhouse rolled to an easy 9-2 win over Team Border Patrol in the semifinals. In preliminary play, Power- house started slow and was defeated in its first game 6-3 by the host Minnesota team. But, they rebounded to win 7-2 in their second match, knocking off Team Mission FLI, a squad from Los Ange- les. In the third game, Powerhouse fell to the Hosers. Richard chipped in with two goals and six assists during the tournament, while LaFlamme played defence and contributed with six assists. Currently ranked third in the province, Ajax is preparing for the Tier 1 Provincial Championships in Whitby Aug. 17 and 18. The girls have compiled a 30-12 record this year, and in tournament play, have claimed gold in Chatham, silver in Whitby and Pickering and were top 4 in Brampton and Lan- caster, New York. Their most recent tournament ac- tion was against older Western New York competition, where Ajax fin- ished as semifinalists. Morgan Bates provided the tournament highlight, nailing a line-drive double to clinch a win over Rochester and entrance in the semis. Shauna Pesch, Shan- nen Kinnon, Taylor Murray, Jessica Leduc and Jessica Pike all earned player-of-the-game honours. The Raiders provided plenty of fireworks over the Canada Day weekend, going undefeated to win the Chatham crown. Pike, Hallie Anthony and Murray led the offen- sive charge, while Bethany Fudge was great defensively. Murray’s three home runs helped earn her tournament most valuable player status. Earlier this season in Brampton, the girls went undefeated during round robin play before losing two straight playoff games. The tourna- ment highlight was a 9-5 win over a strong Oakville club, led by Kin- non’s strong pitching, the defence of infielder Anthony, and three hits apiece from Leduc and Pesch.
