Regional smoking bylaw looms Draft document setting out new rules in Durham expected as early as fall Police probe drive-by shooting PICKERING ––Police are in- vestigating after a home and luxury car were the targets of an early morning drive-by shooting yester- day on Bayview Street. Durham Regional Police said a woman awoke to discover her front door and Mercedes SL500 had been sprayed with shotgun pellets. Detectives and forensic identifi- cation officers were called out and three shotgun shells were found, police said. During the investigation a neighbour reported earlier hearing three loud bangs at about 2:20 a.m. and observing a vehicle drive away. The shots may have been mis- taken for backfiring, said Sergeant Paul Malik, police spokesman. Sgt. Malik said police believe the incident may have been “do- mestic-related” and have a possible suspect in mind. Investigation con- tinues. BY JEFF BOWER Special to the News Advertiser DURHAM ––Regional politicians could see a draft of a proposed Durham-wide smoking bylaw as early as September. The Region last week wrapped up a month-long se- ries of public hearings during which officials heard from residents and business owners on both sides of the issue. “It was one of the largest sets of public consultations the region has ever held,” said Brock Regional Council- lor Larry O’Connor, who chairs Durham’s health and so- cial services committee. While the local councillor made it clear during these hearings the group was simply seeking public opinion and no regulations had been drawn up, he said people re- alized this is all leading up to the creation of a bylaw to regulate smoking in public places. Overall, he said Durham residents seem to feel eating establishments and any facilities frequented by children should be 100 per cent smoke-free. Officials also heard from several charities asking that designated smoking rooms be allowed during fund-rais- ing bingos. “That’s something we’re going to have to take a look at,” Coun. O’Connor said. As well as hearing about 75 presentations during the eight public hearings, the Region has received more than 400 responses to its Web site survey, approximately 55 letters and written submissions and more than 60 mes- sages on an information line dedicated to the proposed smoking bylaw issue. When it comes to eating establishments, Coun. O’- Connor said owners realize a bylaw “is on the horizon” and asked for a reasonable period of implementation when it is enacted. Although the public consultation process is now complete, area residents can still participate through the Web site survey, writing or emailing Durham’s health department, or leaving their comments on the informa- tion line. Candy cargo lost in blaze PICKERING —A tractor- trailer burst into flames on Hwy. 401 early Wednesday morning after the driver pulled the rig over when he experi- enced a mechan- ical problem. OPP Sergeant Harry Carrigan said the Quebec man was carry- ing a load of candy in the westbound ex- press lanes, west of Liverpool Road, around 2:30 a.m., when one of his dual wheels started to seize. The driver pulled over as the resulting heat ignited the tire, which in turn lit up the truck and the load inside. “He did the right thing,” said Sgt. Carrigan. “Thank God he pulled it over. If he hadn’t got it over when he did, the truck probably would have jack- knifed.” He noted when the trailer was separated from the truck to be towed, the axle came right out and the wheel came off. The driver was not injured. Sgt. Carrigan said the express lanes were closed as a result of the fire, but two lanes opened around 6 a.m., and in any case “rush hour was very light this morning.” He said Pickering Fire Ser- vices responded and had a tough time extinguishing the fire, which twice flared up after firefighters thought it was out. Sgt. Carrigan estimated the damage to the truck, trailer and candy at about $150,000. May seek mistrial after being found guilty of breach of trust DURHAM ––An Ontario Provin- cial Police staff sergeant who was found guilty of breach of trust for skimming funds from the force’s Whitby detachment has fired his lawyer and may ask for a mistrial. Police lawyer Gary Clewley had represented Bradley Dunbar during his three-day trial in Oshawa in February that resulted in his conviction for breach of trust in April. But at a sentencing hearing Wednesday in Peterborough, Madam Justice Karen Johnston was told Mr. Dunbar has parted ways with Mr. Clewley, and that veteran defence lawyer and former Crown prosecutor Howard Morton would be taking over the case. Mr. Clewley made a brief appear- ance in court, saying only Mr. Dunbar had decided on different counsel. Mr. Morton, however, said he knew very little about the case - only that Mr. Dunbar and Mr. Clewley had “ir- reconcilable differences” during the final days of the trial and in the period leading up to the sentencing hearing. Mr. Morton said he would need a “significant adjournment” to familiar- ize himself with the case and to pre- pare a possible motion for mistrial. “In talking to Mr. Dunbar and his sister, who is a Crown attorney and an officer of the court, I have reason to believe there may be grounds for a mistrial,” Mr. Morton said. Crown attorney John Marsland op- posed adjourning the case. He pointed out Mr. Dunbar has been on paid leave since he was charged on April 5, 2000, and said the case should be concluded as quickly as possible. Mr. Morton responded Mr. Dun- bar’s status as a police officer who is receiving pay shouldn’t be a factor in deciding whether to grant an adjourn- ment. Judge Johnston agreed with Mr. Morton and adjourned the hearing until Sept. 9. When convicting Mr. Dunbar, Judge Johnston said she had no doubt he was responsible for the disappear- ance of at least some of the approxi- mately $4,315 that went missing from the petty cash box at the Whitby de- tachment over a 13-month period end- ing in January 2000. She noted the detachment comman- der was solely responsible for the con- tents of the box, although evidence also showed other officers regularly borrowed from it. When he was arrested, Mr. Dunbar had one marked $5 bill from the cash box in his possession. Mr. Dunbar, 45, was characterized as a good police officer who paid meticulous attention to detail over his 23-year career with the OPP. All I know is I am get- ting sick and tired of turning on the radio or TV and hearing it over and over again. What am I talking about? Every time a labour group is planning to go on strike or there is an election in the works, the airwaves are inundated with politically oriented messages, lovingly known as ‘public service an- nouncements.’ For the most part, the messages are always the same and come in two forms. The first tells us how their group really cares about the public and love their jobs, but the nasty, uncaring people in the government don’t care about anyone but themselves, so un- fortunately, services have to be with- drawn and the public will have to suf- fer the consequences. Then we get the flipside of the same message, which essentially states, ‘We are tying our best to take good care of you, and regret that you have to cope with all the problems created by those uncaring members of the other groups.’ The bottom line is we really don’t want to listen to these groups com- plaining over the airwaves about how tough life is, and as long as their bat- tles don’t impact upon our daily life, we really don’t care. As bad as things get during labour disruptions, things get really interesting during elections. It seems every group with a point of view against the current government uses TV or radio ads in order to make us see things their way. Is there a solution to this problem? You bet there is. The strength of newspapers has always been their ability to cover a story in-depth, so why don’t we restrict all public ser- vice announcements to the newspa- pers? They could even dedicate a spe- cial section to all the groups who have an agenda they want to promote. Imagine all the money the cash- strapped newspapers could make just on paid political announcements alone. The best part of all is that we won’t have to listen to everyone whining all the time and, what’s even better is we would then have a chance to put all those printed paid political announcements to good use. We could use them to line the bottom of birdcages and litter boxes. Another strike? Beverly Trull writes she has compared many prices in Canada and the U.S. and concludes if one converts the dollars we are better off in Canada financially. She misses the point. We shouldn’t have to convert. When so- cialist prime minister Pierre Trudeau came to power, our dollar was worth more than the U.S. dollar. After over 30 years of Lib- eral mismanagement and allegations of cor- ruption, our dollar is now worth over a third less. Using her logic, we would be even bet- ter off if we were on par with the peso. In October I saw Impalas advertised at $15,000 in the U.S. In December a mi- crowave sold for $116 US, with tax, in Florida. The same one cost $275 Canadian, including the GST, which the Liberals lied about scrapping. Many Canadians vacation in the U.S. but many Americans also vacation here. This isn’t the problem. I have always bought Canadian whenev- er possible and fully appreciate our strengths over the U.S. However, Stats Canada has confirmed our standard of living has declined since 1989 when our massive debt caught up to us. We are now one of the most heavily taxed nations in the world thanks to these Liberals. D.R. The Catholic Church-organized celebration for young peo- ple — those between 16 and 35 are invited to participate re- gardless of their religious affiliation — actually runs July 18 to 28. The big news is 82-year-old Pope John Paul II, who has been ailing with Parkinson’s disease for years, will make the journey to celebrate with hundreds of thousands of young peo- ple. Certainly, it’s a tremendous inspiration for everyone to see the Pope determined to remain active and alive and at the heart of such an important event. It will be the highlight of the 10- day celebration. In Durham, many people are excited about WYD. Bow- manville resident John Vandersanden, 38, and his daughters Holly, 14, and Alicia, 12, paddled across Lake Ontario last month to raise money for WYD activities. The trio, accompanied by a powerboat, made their way from Olcott, New York across the lake in a journey that took about 11 hours to complete. All the cash raised by the impromptu trip is to help with accommodations and transportation of WYD participants. Recently, many local young people participated in the car- rying of the international World Youth Day cross through the region. The cross, the symbol for WYD and blessed by the Pope, has travelled around the world, arriving here in plenty of time for the opening ceremonies. Those who had a chance to carry it were moved. “It’s an amazing experience because this cross has been all over the world and touched by millions of Catholics,” said Brian James, a Grade 12 student in Pickering. Leanne Marshall, a Grade 12 student at Monsignor John Pereyma Catholic Secondary School in Oshawa, got a chance to carry the cross, and others went a step further, hugging and even kissing it. “I just thought it was a real honour (to carry it),” she said. “It’s a true sign of our Christianity” in that the faith includes and unifies people of all races, she said, noting, “young people are going to be the church of the future.” With all the troubles the Catholic Church has faced in the last few years, it’s heartening to see a positive event coming up. Durham Regional Police said one of two men confronted the victim on Church Street at about 10 p.m. Wednesday. He questioned him about a threatening incident involving a knife that happened a couple of months ago. When the victim told the pair he wasn’t involved, he was shoved against a wall and punched several times in the head, police said. The pair forced him to the ground, kicked him in the face and searched him for money, police said. When they found none, they took his house keys. The victim suffered facial injuries, including a split lip and bruises, and had teeth knocked out during the at- tack. He made his way home and was brought to Rouge Valley Ajax and Pickering hospital, where he received treatment. Both suspects were in their mid- to late-teens. One was described as His- panic, 5-foot-6, with a slim build, goa- tee, and wearing a black tracksuit. The other is white, also 5-foot-6, chubby, wearing a red T-shirt and blue jeans. PICKERING —Veridian Corpo- ration officially opened its Veridian Centre last month — a new landmark building in the heart of Pickering. The facility contributes over 36,000 square feet of office space to Pickering’s downtown core. It is the new home of billing and call centre operations for Veridian, which serves over 90,000 customers in Ajax, Pickering, Clarington, Uxbridge, Brock Township, Port Hope and Belleville. “This building provides the space needed to consolidate seven billing and call centres into one central loca- tion”, said John Wiersma, president and chief executive officer of Veridi- an Corporation. “Our choice of downtown Pick- ering was a strategic one. Its location provides us with access to an excep- tional talent pool from which we can draw the people we need to grow our business. “We are also very impressed by the convenient transportation links to this location, including Highway 401, GO Transit and Pickering tran- sit.” Veridian’s operations occupy the entire second floor of the building, and employ about 50 full-time staff. The Province last Friday re- leased a breakdown of the extra funding, both in terms of how much money each hospital is get- ting and how it will be spent. The local hospital system’s share is $11,674,400. Last year the Province announced Rouge Val- ley, which has sites in Ajax and Scarborough, would receive an extra $6.8 million in annual fund- ing. Bruce Cliff, chief operating of- ficer of the Ajax hospital site, said while “it’s encouraging to see that health care has been given a high priority in the government funding this year,” the hospital is still awaiting details on how the money will be allocated. “Part of the problem here is we’re carrying ($16 million in) deficits from last year,” he said in an interview. “Is that being funded or not? I don’t know.” The announcement cited $70 million to help hospitals “facing financial pressures or undergoing operational reviews,” but Mr. Cliff did not know if part of that fund- ing is coming to the local hospital. Without knowing all the de- tails, he welcomed the largest piece of the new funding pie: $180 million to account for inflationary pressures like wage increases, drug and other costs. Mr. Cliff said the hospital’s inflationary costs are more than two per cent and “we certainly need that money. “The issue here is not just in- flation but growth,” he said, citing an eight-per cent jump in the num- ber of patient visits to the hospital last year. The new funds also include $100 million for hospitals that have experienced growth, “as well as in recognition of hospital effi- ciency”. The Province allotted $120 million as ongoing funding for hospitals that received that amount last year for demonstrating “oper- ational efficiency”. Mr. Cliff said the hospital would not be receiving any money from that pot. A/P PAGE 10 NEWS ADVERTISER FRIDAY EDITION, July 5, 2002 AJAX —A six-bed mental health unit dedicated to helping children and adoles- cents opens Monday at the Centenary site of the Rouge Valley Health System. And, at any given time, about one-quar- ter of the patients will come from west Durham, said Katie Cronin-Wood, director of communications at Rouge Valley Ajax and Pickering. “In the past, these children, young peo- ple, were housed on the adult floor,” she added. “A 17-year-old experiencing problems with his peer group has nothing in com- mon with a 50-year-old who has lost his job. It’s not a good mix. “They’ll be cared for in their own unit. They’re physically separated.” The hospital received $1.6 million for the unit, part of an $8-million commitment by the provincial government to open 30 new child and adolescent mental health beds in the Toronto area. The other beds are at St. Joseph’s Health Centre, North York General Hospi- tal, Toronto East General and Orthopaedic Hospital, and the Humber River Regional Hospital’s Finch site. The Rouge Valley unit is complemented by a new child and adolescent mental health outpatient unit at the Centenary site. The funding “allowed us to put the unit in and hire staff,” Ms. Cronin-Wood said. The staff is “trained in dealing with adolescents and children. They care for them in a unit specially designed for them. It’s child friendly.” There’s a classroom with a full-time teacher from the Toronto District School Board and having the teacher is a “great partnership with the Toronto District School Board”, Ms. Cronin-Wood stated. Last year, about 300 children were treated on the adult floor of the psychiatric ward, she said. “The goal is to help the transition back into their day-to-day lives,” she noted. “When it opens, there will be a full com- plement of six kids. “It’s six kids we’ll help intensively to get them back home.” The family of the patients are also in- volved in the treatment. “Mental disease isn’t an easily under- stood illness. People are weary and ner- vous being around it,” Ms. Cronin-Wood said. NEWS ADVERTISER, FRIDAY EDITION, July 5, 2002 PAGE 15 A/P BY NATALIE MILLER Staff Writer DURHAM - It’s not unusual for the pedia- trician to see kids in her office eating corn chips and cheesies at 10 a.m. Dr. Mary Mitchell is well aware there are problems plaguing children who are products of a packaged food culture. The convenience diet coupled with a sedentary lifestyle is creat- ing chubbier children with alarming health problems. “It’s a common problem,” says Dr. Mitchell, pediatrician, neonatologist and di- rector of the Neonatal Intensive Care Unit for Lakeridge Health Oshawa. Dr. Mitchell is a member of the American Academy of Pediatrics and has a special inter- est in nutrition - she completed her undergrad- uate degree in the subject before attending medical school. She practised privately as a general pediatrician in Whitby for eight years before joining the hospital full-time in January 2001. “As a general pediatrician I saw a lot of the obesity types of problems. It’s really become more and more of an issue in the last 10 years. “We’re seeing it as early as pre-school age.” One in four children are overweight and it’s a trend that continues to climb, Dr. Mitchell says. Between 1981-96, the incidence of over- weight has doubled among boys and girls, ac- cording to the Canadian Medical Association Journal. The problems often start at home. With both parents working, menus can become the chil- dren’s responsibility or the adult’s last-minute decision. For palate pleasure, children are more likely to indulge in sweets and deep-fried foods after school than they are in apples and carrot sticks. If the parent is in- volved in meal preparation after a long day, zapping a frozen lasagna in the microwave is a convenient al- ternative to grilling lean meat and steaming vegetables. “We’re adjusting to what’s avail- able in the supermarket,” says Dr. Mitchell. For some families, the buggy is filled with convenience and junk or fast foods which are high in fat and calories and low in fibre. “Kids tend to eat next to no fibre.” They’re also generally consuming too much starch instead of complex carbohydrates, which exist in sugars from fruits and vegeta- bles. With two parents working there’s also more money for restaurant dining or take out, Dr. Mitchell adds. To make matters worse, playing typically involves a mouse and computer screen instead of fresh air and a soccer ball. According to the Canadian Fitness and Lifestyle Research Insti- tute, three out of five children aged five to 17 are not active enough for optimal growth and development. That’s partly because they spend almost as much time watching television as they do sleeping, according to the Canadian Pediatric Society. Not to mention, many of the commercials they’re watching promote food choices that are high in fat, salt and sugar. There are several reasons children aren’t running about in the great outdoors after school. First of all, they have far more homework, says Dr. Mitchell, noting her own children who are in the primary grades spend between 30 and 60 minutes on homework every night. Parents who are working encourage their children to stay close to home where it’s safer. “It depends on the parents’ schedules,” she says. “A lot of it is a safety issue. People are re- luctant to let kids be kids.” Obesity is “a vicious cycle,” Dr. Mitchell notes. Children who are heavy typically have low self-esteem so they don’t participate in physical activity because they get out of breath quickly and can’t perform as well as their peers. This encourages them to stay indoors. They eat more. They get heavier. “With weight, it’s always a balance between what they take in and what they burn off.” While overweight children are often subjected to the wrath of cruel peers, there are other equally serious concerns beyond those psy- chological. When children run, jump and play, they strengthen their lungs, heart and muscles. When they sit still and eat unhealthy food, they’re subjecting themselves to a host of health problems. Dr. Mitchell has treated patients in their early teens with adult complications. “High cholesterol, diabetes and high blood pressure - those kind of things are growing up with chil- dren.” Obesity can also trigger gall bladder disease, gall stones and joint problems. Young people who don’t get treatment early on, grow into obese adults, she said. “(We’re) trying to go back to the origin and change the habits in the children. Adult re- search in obesity has trickled down to pedi- atrics.” The majority of children Dr. Mitchell treats are in the eight-to-12 age group and are be- tween 10 and 25 pounds overweight. After a child reaches two years of age, his or her shape and size is established. Beyond the second year, a child’s growth rate slows to an average of two inches per year. It doesn’t pick up again until puberty, which is generally between 11-16 for girls and 14-17 for boys, when they grow approximate- ly four inches a year. During this period they can grow up or out. If they already have a weight problem, it could correct itself with a little height. On the other hand, growth war- rants appetite and if their growing slows but eating doesn’t, the scales reflect that. Most parents are aware if their child is overweight, Dr. Mitchell notes. “It’s hard. You don’t always want to admit your child has a weight prob- lem.” Finally, the most important thing parents can do is talk to their family doctors during the annual Well Baby,Well Child visits about their son’s or daughter’s diet and ideal weight, Dr. Mitchell recommends. By Kathy Scott Tending your garden this summer can bring you a sense of pleasure, peace and accomplish- ment. To have your gar- den be useful, as well as ornamental, add some garbage. I’m talking about food items such as potato peels, coffee grounds and carrot peels. These are some of the food scraps you can mix with grass clippings, dried leaves and prun- ings to make dandy com- post. Starting a compost pile is really pretty sim- ple. The first step is to find a place where you are willing to pile your “garbage.” You can dele- gate a corner of your yard or you can build a special bin. The ingredients that you need shouldn’t be hard to gather. Save food scraps from your kitchen instead of throwing them away. Chop up bigger branches and twigs, and start layering these in the bin or other designated area. Keep your compost pile moist, but don’t soak it. Keeping your compost pile aerated is also impor- tant for speedy decompo- sition. You also need to stir the heap with a rake or shovel every so often so that the ingredients can be exposed to even heat. An easier way to produce compost is to simply pile the three ingredients, without lay- ering, into that corner or bin and leave the rake or shovel in the tool shed. By not stirring, your com- post pile will become a “cold” compost pile. It will still work as a dandy fertilizer for your garden but will take about twice as long to “ripen”-about 6-12 months. Some things to avoid adding to your compost pile are meat, dairy prod- ucts, pet manure and cooking grease. Meat scraps, dairy products, manure and grease can cause the compost pile to smell and also invite animals to invade the heap. If your compost pile begins to smell unpleasant, you may need to aerate it. Go ahead and give it a little stir to get the air moving or spread it out for just a little while. If you want to keep your compost in a bin, make sure that the sides have plenty of holes or spaces between the slats if that’s what you’ve used to build the bin. That will allow air to flow in and through the compost. GM sales dip in June, but up overall DURHAM —A dip in car sales resulted in an overall de- crease in June vehicle pur- chases for General Motors of Canada, the first monthly set- back the company has experi- enced in 2002. The automaker delivered 45,319 vehicles last month, down 6.2 per cent compared to June 2001. Car sales dropped 13.4 per cent to 22,290 while truck sales went up 1.9 per cent to 23,029. “We have had an outstand- ing first half — enough to raise our market share,” said Marc Comeau, vice-president of sales, service and market- ing. “Now we’ve had a bit of a breather, we expect to pick up the pace again as consumers take advantage of our... offer of zero-per cent purchase fi- nancing on virtually all of our General Motors vehicles. Our current sales are 10 per cent ahead of last year’s and we still have high hopes 2002 could be our best year in the past decade.” Mr. Comeau noted some “promising signs” among the June results, including the “al- most 100-per cent increase in sales of the Oshawa-built Buick Century, recently named North America’s lead- ing quality passenger car in the premium mid-size seg- ment.” So far this year, GM of Canada has sold 263,928 vehi- cles for an increase of 10.6 per cent over the same period in 2001. Chris Guerrieri, a rookie in the Canadian Formula Ford Champi- onship, contests Round 4 of the series this weekend at the Toronto Molson Indy. He’ll be looking for his second victory of the year. The former kart- ing champion brilliantly secured his maiden victory a month ago at the Formula One Canadian Grand Prix in Montreal. Guerrieri, 18, the driver of the sil- ver No. 11 NGCL Cherry Beach Sound Vector race car endured a dis- appointing race last weekend at Auto- drome Saint-Eustache, Que. He had difficulties at the standing start and lost a couple of places in the first cor- ners. He began to pass competitors, but he was involved in a crash on Lap 5 that took him out of the running. His Vector was badly damaged in the accident but worse, it was a costly re- tirement. After three rounds, Guerrieri is in third place in the Canadian Formula Ford standings, having also collected a second-place finish in the season opener at Mosport Park, near Bow- manville. The young competitor who raced on Europe’s most gorgeous tracks last year as part of the French La Filière scholarship program looks forward to this weekend. “I’m delighted to race at home, es- pecially in such a high-profile event,” said Guerrieri. “I am now totally fo- cused on winning the Toronto event in front of a huge crowd as well as the CART and Formula Atlantic team owners. Like Montreal, Toronto is a very big event with lots of journalists and TV crews.” Guerrieri is scheduled to head to the starting line for the 20-lap race Sunday following the CART race. In their first game in the scorching heat, the Spartans mercied Oakville 12-2. Stephen Stilo led the offence, going 3- for-3 with two singles and a double, scoring two RBIs. Justin Ryan and O’Mar Bailey each smashed two-RBI triples. Jeff Adams singled in two RBIs, while Mat Earle and Jamie Ryll each cranked two singles scor- ing two RBIs. Kyle Noble had solid hits advancing the runners. Bailey pitched three innings, allowing two runs. Ethan Boston was sparkling at catcher, throwing out attempted Oakville steals. A/P PAGE 28 NEWS ADVERTISER FRIDAY EDITION, July 5, 2002 Head-injury victim knows first-hand the benefits of bike helmets BY NATALIE MILLER Staff Writer DURHAM —A Durham doctor is well aware the deep crack in his bright blue bike helmet could just as easily have been in his head. On March 30, shortly be- fore Easter dinner was served, Dr. Steven Russell and two of his children ven- tured out to the driveway to ride around on their bicy- cles. In one playful move, the Port Perry resident flew over the handlebars on his bike and crashed into the as- phalt headfirst. He landed on his right temple and was knocked unconscious. Wearing a corrective col- lar around his neck, he shared his story recently at the Durham Region launch of Headsfirst, a campaign promoting bicycle safety. “In a matter of seconds, doing an everyday fun thing with my kids... I faced death,” he said. “Without my bike helmet I wouldn’t be standing here today and I might not be alive.” Following the mishap, he was taken to Lakeridge Health Port Perry with a broken neck and then trans- ferred to Sunnybrook Health Science Centre. While in the Toronto hospital, he dis- cussed with his wife, Dr. Elizabeth Russell, how he could promote the use of bike helmets. Staff at the Durham Re- gion Health Department ap- proached him about just that following the accident. “It was gratuitous for us, unfortunate for him,” said Joan Segal, public health nurse. “He exemplified every- thing we were looking for (in an ambassador).” The campaign is a joint program between the health department, Durham Re- gional Police Service, com- munity groups and corpo- rate sponsors. It started as a pilot project in Clarington in 1999 and was extended across the region in 2000. Police officers, either during their shift or on days set aside, scout out children on bicycles to see if they are wearing their helmets. Chil- dren who have their heads protected are rewarded with small treats from the partici- pating corporate sponsors, while children who aren’t, are issued a notice. The notice suggests the child attend a two-hour edu- cation session about the use of proper helmets, injury prevention, safe cycling practices and the current law. Since 1995, it has been mandatory for children in Ontario under the age of 18 to wear bike helmets. Chil- dren who fail to attend the session could be fined $80. So far this season, police have issued 80 reward cer- tificates and 100 tickets. According to the health department, there were 51 hospitalizations in Durham in 2000 due to bicycle-relat- ed injuries, with 60 per cent of those injured being under 20 years old. A survey the department conducted last year found 72 per cent of cy- clists aged five to 17 report- ed always wearing a helmet. “We believe like the seat- belt message, the next gen- eration won’t have to be trained,” said police chief Kevin McAlpine. Dr. Russell and his wife cycle often and decided if they promoted the use of bike helmets to their chil- dren, they should also don them. “The unique part of my message is adults need to wear them too. Our children depend on us. We can’t af- ford to be hurt,” he said. The accident obviously came as a shock to his three children, nine-year-old Peter, seven-year-old Chris and four-year-old Margaret. The younger two were with their father when the acci- dent happened. “There was a feeling of insecurity in the family,” he said. He wore a halo, a metal brace that’s bolted into his skull to prevent his neck from moving, for three months and was stationary, needing help with everyday necessities of life. He’ll wear the collar for a month and physiotherapy will fol- low its removal. The doctor has been un- able to work since and his wife and colleagues at the Medical Associates of Port Perry group practice have handled his patients in the doctor-short community. He hopes to return to work in the fall, depending on his own doctor’s orders.
