HomeMy WebLinkAboutNA2002_01_27BY STEPHEN SHAW Staff Writer DURHAM –– A “systemic failure” allowed a deter- mined Ralph Hadley to carry out his twisted plan to kill his wife, Gillian, and himself on June 20, 2000, an in- quest into the Pickering couple’s murder-suicide has heard. During closing submissions at the three-month-old inquest,Gerri Sanson,lawyer for the Ontario Association of Interval and Transition Hous- es, urged the jury to call on the Conservative government to provide immediate funding to plug gaping holes in the safety net for victims of domestic vio- lence. She said cuts to social assis- tance and subsidized housing combined with a lack of fund- ing for emergency shelters and other services for abused women is partly to blame for the breakdown that led to Mrs. Hadley’s horrific death. “What is the cost of a woman’s life and how and when are we going to make that a priority with this government? As a starting point give us back what you have taken away,” Ms. Sanson said. Since 1995, she said, the number of non-profit hous- ing units available in Ontario has been cut by 17,000 and social assistance reduced by 21.6 per cent. The inquest has heard how Mr. Hadley, a 34-year-old postal clerk, broke into Ms. Hadley’s Hillcrest Road residence while she show- ered, chased the naked mother of three into the street, dragged her back inside the door and shot her dead. Mr. Hadley then turned the gun on himself. At the time Mr. Hadley was free on bail with strict court conditions to stay away from Mrs. Hadley and faced charges for criminally ha- rassing and assaulting her, and breaching earlier court orders. Noting Mrs. Hadley was on a long waiting list for subsidized housing, Ms. Sanson said 75 per cent of women killed by their inti- mate partners die in their own home. Emergency housing is vital for victims, she said. Staff Inspector Brian Fazacker- ley, representing Durham Regional Police, told jurors police need more investigative training and re- sources to deal with domestic vio- lence. He called on the Ministry of the Solicitor General to increase the level of domestic-violence training new recruits receive at the Ontario Police College. Mr. Fazackerley also urged the Solicitor General to provide money to expand the OPP’s Behavioural Sciences Unit so it would be capa- ble of providing “risk assessment assistance” to police forces across the province “where required in a domestic violence matter, includ- ing bail hearings.” He said local prosecutors work under “strained conditions” and more Crowns with specialized training are needed in the region. Assistant Crown attorney Frank Giordano, who handled the con- tested bail hearing that led to Mr. Hadley’s release three months prior to the murder-suicide, had just 90 minutes to prepare for 19 hearings that day, he noted. “Something has to be done... about the way the Crown’s office has been staffed,” Mr. Fazackerley said. He suggested the Crown’s of- fice train and designate full-time domestic violence prosecutors and make one available for every bail hearing, including weekends. He also called for changes to the Criminal Code to allow for a 72-hour detention, at the Crown’s request, of a person arrested for do- mestic violence to prepare for the bail hearing and ensure the victim’s safety. As well, the jury was asked to recommend the law be changed so all persons charged with domestic violence are required to show why they should not be detained. The Canadian Urban In- stitute (CUI) believes the provincially owned Seaton lands in north Pickering are the answer, and are looking towards the future of the property with a connection to its past. CUI president and former Toronto mayor David Crom- bie was retained by the Province to mediate the ne- gotiations that resulted in a decision to swap the Seaton property for moraine lands in York Region owned by a consortium of developers. Mr. Crombie addressed a group of interested parties at a recent CUI roundtable breakfast in Toronto entitled ‘Beyond Oak Ridges: new opportunities for Seaton’. He said although a “green-to-brown” approach was initially thought best, whereby previously devel- oped ‘brown’ lands in other parts of the Greater Toronto Area would be swapped for the York moraine lands, the Province’s choice was Seaton, an area expropriated in 1972 for the purpose of developing a community of up to 90,000 people to ac- company the proposed fed- eral airport to the north. Now, as the value of both the moraine and Seaton lands undergo an appraisal process and the swap’s de- tails are finalized, Mr. Crombie and the CUI are looking at a previous plan for Seaton that may stand the test of time. Mr. Crombie said the process in planning for the future development of Seaton should include a local planning process and an environmental review, but he also said the award- winning plan for develop- ment in the area created by planner John Van Nostrand more than a decade ago is still plausible. The plan, designed to use up 8,800 acres and include equal space for agricultural, natural, and urban land uses creating a self-sufficient and environmentally friendly community, is “imple- mentable without major changes”, says the author of the plan himself. It would allow for 90,000 residents and 45,000 perma- nent jobs. “It is an achievable plan,” said Mr. Van Nostrand at the breakfast. “(The plan) in- cludes an agricultural re- serve and an urban area... it is a model for growth and environmental preserva- tion.” And, a plan based on the same principles has been successful in the Brampton area, he added. Environmentalist Jim Robb, president of Friends of the Rouge Watershed, told the crowd with limited updating and redesigning, Mr. Van Nostrand’s plan could become a preferable reality. “It represents a strong foundation of good principle planning for the Seaton community,” he said. Jennifer Hibbert’s column is very good, save for a comment she makes in her first point. She writes, “The rule of thumb: whoever gets there first (stop sign) actually gets to go first.” Well, not always. Unless it’s a posted four-way-stop in- tersection, a car that’s turning does not have the right of way over a car going straight. If you’re at a two-way stop turn- ing left and there’s a car facing you going straight through, it doesn’t matter if he got there after you did. That driver has the right-of-way. I have to tolerate straight-through dri- vers who don’t realize this and sit there, or drivers who turn in front of me, at the end of my road almost daily. It’s danger- ous and it’s tiresome. The correct method is in the driver’s handbook. I wish more people would take the time to read it. Editorial &OPINIONS PICKERING NEWS ADVERTISER JANUARY 27, 2002 It’s a question of priorities. Should Durham Regional Police do as Pickering council is asking and set up a domestic violence unit? Yes they should. Trained officers with the skills and knowledge of proper protocol in dealing with often sticky domestic situations could help stem the tide of spousal abuse and murder in the re- gion, which has already cost us so much. The problem is, as one local councillor was quick to point out, how do we pay for it? An estimated $92-million budget in 2002 for police services in the re- gion is barely affordable. Few would support a property tax hike to cover the costs, so room must be found inside that budget for the unit that some say would need at least six new officers and countless hours of specified training. The solution seems simple to me. Police need to look at areas where they are wasting valuable resources fighting a battle they can never hope to win. The war on drugs, at least from the criminal enforcement side of things, was lost a long time ago. Yet, it seems like every time you turn the page of the News Advertiser, cops are busting another marijuana grow- ing operation. Is anyone still under the misguid- ed impression that raiding a pot lab is doing anything at all to diminish the available supply? And really, is marijuana that bad? No matter how many hours and dollars police spend building a case, tracking the growers down, raiding their operations, and parading them through the court system, marijuana is as readily available as it was be- fore. They can bust as many people and seize as many plants as they want; it’s just a drop in the bucket. It may not be realistic to ask politicians to legalize weed, but with medicinal marijuana already ap- proved and several other pressing is- sues a bit more important (see guns, gangs, domestic violence, etc.) this prohibition has passed its prime and legalization — or at least decrimi- nalization — should be on the way. Let’s take a bold stand here in Durham. Let’s spend our money wisely. Instead of spending innumer- able hours and immeasurable dollars enforcing ineffective laws that do nothing to prevent the problem — if it even is one — create a domestic violence unit. For me it’s just a question of pri- orities. I’d rather have the wife beat- er in jail and his spouse properly protected than continue watching our police bang their heads against a brick wall. The cash has been returned because the Greater Toronto Ser- vices Board has been dumped, leaving local municipalities with much-needed funding that can go towards transit authorities which, let’s face it, run on substantial annual deficits and have in- frastructure in desperate need of repair and renewal. In Oshawa, for instance, many of the buses are creaking, far past their best-before dates. The City is looking at buying 21 new buses over six years at a cost of about $3.2 million. Pickering and Ajax, which just amalgamated their transit sys- tems, face challenges associated with massive growth, as does Whitby. Clarington is going ahead with a north-south route in Bow- manville and will contract out service from Oshawa. In terms of co-operation, Oshawa already runs buses into Whitby and Courtice. It would appear the groundwork has been started to achieve some type of regional transit system. The eight-mayor, five-coun- cillor regional transit task force has recommended the hiring of a consultant to determine the best way to deliver a regional system. The key involves several sensible east-west and north-south links. One suggestion would have buses travel across Taunton and Rossland roads, a good idea but one that would require mas- sive construction on sections of both arteries to make them ser- viceable for transit. North-south links along major roads in most of the municipalities are now available, which would provide convenience for the system. The major problem in Durham will be providing linkage for the three northern municipalities. How often would buses run into Uxbridge, Brock and Scugog? How cost-effective would the northern swing be? Hopefully a study could come up with an- swers to these difficult questions. While it’s vital Hwy. 407 come through Durham to Hwy 35/115 in Clarington, if only to offer a bypass around Hwy. 401 through the Greater Toronto Area for heavy trucks, it’s just as im- portant to construct a regional passenger transit system that offers commuters an attractive option to using their cars every day. In addition, as Durham College/University of Ontario Institute of Technology grows over the next decade, options will be need- ed to bring students to the campus. A transit system that serves the entire region will be just the ticket. It’s up to our regional politicians to make it a reality. This is the most by far in any government of Ontario’s history.” He added special task forces have been assigned and will stay in place at post-secondary insti- tutions to make sure students with special needs are being served. Mr. Eves said he plans on continuing the Harris tradition of getting the job done by not sur- rounding himself with “yes men” or giving in to popular de- mand. He used the education situa- tion as an example. “I believe we have a better curriculum today in the province of Ontario than we had when we started,” he said. “Even most teachers agree with that,” al- though, he noted, they may not agree with the methods used to get there. What the Province does now for health care is vital in achiev- ing success in the future, said Mr. Eves. Public health may not be sustainable 10 or 20 years down the road if certain adapta- tions are not made, he said. “There are problems,” he said. “We must be prepared to look at all the options to rehabil- itate (the system), to not be afraid of different solutions.” In an interview following the speech, Ms. Ecker explained why she thinks Mr. Eves is the man for the job. “When you look at what we need here in Durham Region and in Ontario, we need a leader who has depth and security of leader- ship,” she said. “He’s been in government in the good times and in the bad times.” Mr. Eves is running for the job against Whitby-Ajax Jim Flaherty, who is the current fi- nance minister and deputy pre- mier, Labour Minister Chris Stockwell, Health Minister Tony Clement and Environment Min- ister Elizabeth Witmer. It doesn’t have to. You can have a finished basement and you can even do it yourself. It sounds like a big job but, by taking some courses at local supply stores or even reading a book or two, you can handle all the work required. Glenn King, of Home Depot in Oshawa, says people often think they can’t manage jobs such as installa- tion of studs, drywalling and floor- ing. But he’s found they change their minds once they learn how to do the required work. Home Depot regularly runs Home Depot University, a series of courses designed to teach people how to finish their basements and do other jobs around the house. Many people take those courses, not intending to do the actual work themselves, but to ensure they know what to expect from the contractor they’re going to hire to do the work, he says. It doesn’t always turn out that way. “A lot of them end up doing it themselves because they find it’s not all that difficult,”he says. “Eighty per cent of our business is do-it-your- selfers.” Before you begin,you need a plan and a budget. Decide what you want the basement to look like when it’s finished - ceilings, walls, floors. Then figure out how much you can spend. The average cost, Mr. King says, is between $3,000 to $6,000, and that’s the basics. If you want extras - fancier lights, panelling instead of paint, or carpet, be pre- pared to pay more. “You can actually double the price,” Mr. King says. With a plan and a budget and plenty of measurements, you can get help with what you’ll need from local stores. These businesses provide formu- las that will help you painlessly work out the amount of studs, drywall and other materials needed for your pro- ject. (One other thing you might want to check is whether you’ll need a building permit. Chances are you will. And check into building codes too so you can ensure all work is done to standard. Your municipality will provide you with the informa- tion you need.) Before you can begin, you need the proper tools. Mr. King advises basic tools are all you’ll need. You won’t need table saws or planes or even a workbench. Tools to have in- clude a caulking gun,a square,a saw, a hammer, a skill saw, drywall knife, drywall trowel, drywall sanders (manual) and a battery-operated drill. You can spend little or a lot on tools. If you’re just going to be doing this one project, and you don’t al- ready have these tools, you might want to go for the less costly tools or even rent them, Mr. King says. But the basics are things you should have around the house anyway, he notes. When it’s time to start work, you’ll begin with the studs. There are the traditional wood ones or the newer, galvanized metal ones, made from recycled metal, which are catching on, Mr. King says. Some people find them easier to work with and they can be cut to size using tin clippers. These involve less effort and less dust, he adds. They’re also less ex- pensive and will stay good and straight. However, supporting or load- bearing walls must have wood studs. Then it’s time for insulation, which comes in premeasured bales. Gloves and a mask are required for this. Once that’s up, put up a vapour barrier,sheets of plastic which are stapled (to wood) or glued (wood and metal) onto studs. This keeps condensation from getting in and rotting the insulation. It’s drywall time now. Drywall sheets are screwed to the studs. Mr. King says screws are better since you won’t be using a hammer. With a hammer, you could end up denting the drywall. If you’re adding a bath- room, you’ll need special drywall that keeps water out. Once drywall is up, it needs to be taped (seams) and drywall com- pound (or mud, as it’s called) added to make the wall smooth. The compound will have to be sanded and more layers added to get to the finished product. Some skill is needed here but it’s not difficult to pick up, Mr. King says. The mud comes premixed in buckets, probably the easiest for do- it-yourselfers. For sanding, get drywall sanders which have holes so the dust goes right through and doesn’t clog up, he says. If you’re drywalling the ceiling, put it up first, before you do the walls. You can rent tools that push up drywall sheets and hold them in place while you screw them in, Mr. King says. If you’re installing ceiling tiles, you’ll need to put up tracks. With measurements and adjustments, un- even ceilings can be levelled this way, he said. You can also stucco the ceiling, a popular choice. Before painting or wallpapering, prime the walls. If you paper without priming, it’s difficult to get that paper off, Mr. King says. Floors can be carpet, hardwood, ceramic tiles, or vinyl tiles. Mr. King recommends some sort of platform, to keep the flooring off the concrete and the dampness found in most basements. With ceramic tiles, you’ll need to learn about grout and how to apply it. But, like dry- walling, the skill can be acquired, Mr. King says. As for lighting and plumbing, it’s probably best to get professionals in to do this, Mr. King said. These jobs have to be inspected anyway, even if you do it yourself, he says. “I would advise any homeowner to get an electrician to come and do this and get a plumber to do the plumbing,” he says. “It’s best to have these jobs done right.” Then you can sit back and enjoy your handiwork and new rec room. Getting The Skinny On Body Fat Until recently, the scale was the only device that dieters dreaded. Perched on it for only a second in the morning, it could make or break our day. Lurking in the bathroom corner like a childhood bogeyman, it repre- sented a necessary evil in our lives, a tool that we allowed too much control. But now, thank goodness, we’ve been given a reprieve. As it turns out, our weight isn’t the main factor of whether or not we’re unhealthy. What really matters is the amount of body fat that we carry, and that varies from person to person. For example, three men or women may be the same height, but differing weights. The heav- iest is the fattest, right? Not so, as the heavier one may simply be car- rying more muscle. In fact the light- est of the three may have the highest percentage of body fat, and there- fore all of the health risks that accompany it. What are the ideal percentages of body fat? They differ between men and women, and also between certain ages. For men under 40, 7- 10% is extremely low, often found only in long-distance runners. The average is between 14-20%, with the high range between 18-25%. Over that, and you have some serious health risks. For men over 40, the measurements run about six or seven percentage points higher. Women normally carry more body fat than men, so a very low rating for women under 40 is 14- 18%. Normal is around 18-26%, and high between 27 and 32%. Over 40, add three to four percentage points, but any percentage over 33% is cause for some dietary adjustments. Billboard January 27, 2002 Board invests vote of confidence in Trbovich Trustees back business superintendent on investment fund decisions DURHAM —Public school board trustees gave their busi- ness department a vote of confi- dence at Monday night’s meet- ing. The Durham District School Board reaffirmed its support of business superintendent Ron Tr- bovich and his staff as the board’s investment fund man- agers. At a meeting last month, two residents in a letter accused board staff of violating the Edu- cation Act by not seeking the ap- proval of trustees to spend $10 million over and above the ap- proved 2000/01 budget. Most of that money was to purchase an investment for the board’s sinking fund, designed to repay the $160-million debt the board incurred to finance its first school building plan. Scugog Trustee Martin Dem- mers’ defence of the letter as “constructive” prompted Mr. Tr- bovich to threaten to quit man- aging the fund. But given the option Monday night of issuing a request for proposals to find a fund manag- er, trustees opted to stick with board staff. “I think that staff does a very good job of investing the money,” said Oshawa Trustee Kathleen Hopper. “It would be a huge mistake to go outside the board.” She added it’s not trustees’ job to “micromanage staff”. Trustee Demmers did ask Mr. Trbovich if the Education Act required him to get trustees’ ap- proval before spending money beyond the approved budget. Mr. Trbovich, while not say- ing ‘yes’ or ‘no’, replied the sinking fund is different than other expenditures because in- vestments made there pay down the board’s debt. RCMP officer walks in municipal cop’s shoes BY NATALIE MILLER Staff Writer DURHAM —A RCMP officer will go from handling underage drinkers in Whitby to investigating the smuggling of alcohol between the Canada and U.S. border, all in a matter of months. Constable Shawn Villaroel, 26, is getting a taste of municipal policing through a joint project between the Toronto East RCMP detachment in Bowmanville and Durham Regional Police. He will spend three months walking in the shoes of a community police officer. “I enjoy the opportunity to go out and answer a call and try to resolve the problem,” said Const. Villaroel. “Being out on the road and seeing the community... it gives you a sense you’re making a difference.” While he was trained in municipal policing in Regina, the RCMP in On- tario primarily enforces federal laws and conducts plainclothes investiga- tions. The RCMP approached Durham po- lice about the project, which allows On- tario RCMP officers the chance for community policing experience. Const. Villaroel is the sixth officer to go through the program. Durham Deputy Chief Rod Piukkala said both forces benefit from the mar- riage. “Our members are exposed to different ideas and thoughts on polic- ing,” he said. “On a networking per- spective, it’s very good for all of us.” Const. Villaroel was sworn in with Durham Regional Police in December 2001 and has since responded to typical calls, including domestic assaults, trou- ble with youths, car crashes and suspi- cious people and vehicles. His duties and attire will change when he returns to the RCMP detach- ment. He’ll hang up his uniform and perform surveillance duties in plain- clothes while assigned to the customs and excise unit. Const. Villaroel will be wrapped up in lengthy investigations involving the illegal importing and ex- porting of alcohol and tobacco. “There’s no instant gratification,” he said, noting the investigations can take months or years to complete. He was hired in November 2001 by the RCMP and hails from Montreal where he was a supervisor for the crime prevention department of a non-profit youth organization. Const. Villaroel is paired with Durham Constable Gill Lock. “Shawn’s been a great rookie,” said Const. Lock, who volunteered to get in- volved with the program. Const. Villaroel has accompanied her on various assignments to provide him with a sense of the diversity of mu- nicipal policing. While on the road, a few residents have commented on Const. Villaroel’s different uniform and have made the odd joke about him lacking a horse. “People really enjoy the fact the RCMP is out in the public,” Const. Lock said. “I hope we maintain the liaison. Regional politicians have agreed to poll area municipalities to determine if a majority support a bylaw regulating tobacco use in public places and workplaces. It’s now up to the eight municipalities to decide if a smoking bylaw is in the cards for Durham Region, following a 19-5 vote that took place Wednesday - coincidently falling in the middle of national non-smoking week - in the Regional council chambers. Some of the strongest support came from councillors representing Pickering, the city that requested the Region consider a bylaw that would encompass all Durham’s munici- palities to create a “level playing field” as op- posed to a mish-mash of policies across the region. “While smoking may be a lifestyle choice, second-hand smoke is not,” said Pickering Councillor Mark Holland. “We can’t make it illegal to smoke but we certainly can ensure when children walk into an establishment they’re not subjected to second-hand smoke,” he said. His fellow Pickering councillor and health and social services committee member Mau- rice Brenner said if the Region gets the green light from a majority of the municipalities, the health department will “embark on public consultation” that will include everyone inter- ested in participating, regardless of what side of the issue they represent. “It’s not black and white, it’s not cut and dry,” the councillor said, noting, “I’m asking for a level playing field. That’s it. We are the last region to deal with this matter, we’re not leading the way, we’re trailing the way.” Five of the eight municipalities must agree for the Region to proceed with consultation and a bylaw regulating smoking in public places including restaurants, workplaces and bingo halls. Once the bylaw is drafted, Re- gional council must give its blessing before it is enacted. The idea didn’t sit well with Oshawa Mayor Nancy Diamond, who said the double majority of municipal and regional councils doesn’t go far enough in ensuring the process is democratic. Given that smoking regulation is currently the responsibility of the area mu- nicipalities, not the Region, the Oshawa mayor said any decision to proceed with a bylaw should also require consent of repre- sentatives for 50 per cent of the overall popu- lation of the region. “This is an important migration of service and I believe population base should be sig- nificant,” said the mayor. The area municipalities have until Feb. 28 to tell the Region whether they would support creation of a regionwide bylaw following pub- lic consultation to include residents, the enter- tainment industry and business owners. In Toronto and some neighbouring regions, smoking bylaws have already been created prohibiting smoking in restaurants and work- places. In Toronto, bars will also have to come into compliance with this bylaw by June 2004. Clarington conducted a survey on its mu- nicipal Web site (www.municipality.claring- ton.on.ca) which found 76 per cent of respon- dents are in favour of regulating smoking in public places. In total 326 people responded to the survey, says Mayor John Mutton, who ini- tiated the survey late last fall. Whitby Mayor Marcel Brunelle told coun- cil his municipality has been receiving letters on this issue and some restaurants have al- ready begun banning smoking voluntarily. “We need to have that debate in our own com- munities,” he said. Krystle Alexopoulos, 16, was chosen for one of four women’s softball teams that will compete in Cup 2002 in Amsterdam and Paris Jan. 15 to 22, 2003. The U.S. squads will play a host of Eu- ropean teams at the eighth annual event. “I was excited,” noted Alexopoulos after get- ting the good news. “I didn’t expect to be on the team.” A centre-fielder with the Markham Cougars bantam girls’ softball squad, Alexopoulos was among a group of Cougars players to make the trip to the annual selection and training camp for the Cup teams at Kent State University in Kent, Ohio two weeks ago. The camp featured more than 200 players from across the U.S. and Cana- da who were put through their paces with a series of drills and scrimmages carried out in front of scouts and Kirt Whiteside, the general manager of the North American teams. “It was a good camp, but with so many people there, it was hard for them to teach things,” noted Alexopoulos, who attends Exeter High School. Soon after the camp, her Markham coach, Howard Dinetz, contacted her to tell her she had made the cut to join one of the four 10-member teams. She was one of two Cougars’ players to find their way on to one of the teams. The North American teams have won the cup at the last four tournaments. To prepare for the tournament, Alexopoulos will continue to play with the Markham Cougars as a second-year bantam player.
