Mini-Skool spokesman Sarah Sainsbury said the large white custom Ford Club Wagon van, easily identifiable by the Mini- Skool and Summer Club decals on the sides, was stolen from the parking lot behind the Pickering Place apartments the day care calls home. The van is used by Mini- Skool to run kids back and forth to before- and after-school pro- grams. Ms. Sainsbury said the day care is in no position to endure BY MARTIN DERBYSHIRE Staff Writer PICKERING —Waterfront redevelopment took a big step forward Monday night. That’s when Pickering council voted unanimously to adopt the ‘Liverpool Road South area detailed re- view’ and approved a plan for the first commercially convertible townhouses to be built at the waterfront. “I’m extremely pleased,” said Ward 2 Regional Councillor Mark Holland, chairman of the waterfront co-ordinating committee, in an interview following the meeting. “As the nautical village moves forward it will mean more than just success for the waterfront, it will set a standard for private development in the area... it will be the cultural and recreational centre of our community. This is a tremendously positive thing.” The review, more than two years in the making, in- cludes development guidelines to create ‘The Great Lakes Nautical Village’ surrounding Frenchman’s Bay. Townhomes with shops, restaurants, and cafes on the ground floor, unique street lighting, signs and banners identifying the area, and the existing marina and Millennium Square and Boardwalk are all a part of the plan to turn the area into a tourist destination. “This is a great legacy to leave,” Ward 1 Regional Councillor Maurice Brenner told council. “This is something we can be proud of, our children can be proud of and our children’s children.” After adopting the review, council also approved a Glenbrook Homes application to build 17 townhous- es with ground floors that can be converted into com- mercial operations fronting Liverpool Road. The Pickering Harbour Company had filed a planning application to build approxi- mately 67 townhomes on a por- tion of the marina lands. Ward 2 Councillor Bill McLean claimed deleting the additional residential compo- nent was in tune with the idea of creating a tourism node in the area, which he added would be “hard to do wandering through rows of townhouses”. “Intense development of townhouses in the area would be disastrous,” added Coun. Holland. “It would turn public space into private space.” However,Ward 1 City Coun- cillor Dave Ryan noted the har- bour company is headed for an Ontario Municipal Board (OMB) hearing to fight for its plan. “No matter what comes out of here it’s going to be de- bated there,” he said. A date for the OMB hearing has yet to be set. Coun. Holland said he would be setting up a town hall meeting to advise interested residents where the process of waterfront redevelopment is at now. Are they (the Province) going to say, ‘we’re going to cut your funding?’No.” It’s not fair to ask small schools to conform to “city efficiencies”, said Trustee Demmers. NEWS ADVERTISER, FRIDAY EDITION, January 25, 2002 PAGE 3 A/P Durham school trustees seek funding to protect rural schools BY MIKE RUTA Staff Writer DURHAM —Because Durham “isn’t just one big city”, the Province should appropriate- ly fund small schools located in rural areas, says Oshawa Trustee Cynthia Steffen. At Monday’s Durham Dis- trict School Board meeting, Trustee Steffen successfully mo- tioned the board seek the support of other boards in directing the Ontario Public School Boards’ Association (OPSBA) to lobby the provincial government “to amend its funding formula to provide more resources for the preservation and continuing sup- port of small schools”. “This motion came about from our accommodation (plan) meetings,” Trustee Steffen said at the meeting. “The Province presently recognizes small schools in rural boards, however we have a number of rural schools in Central Ontario that are often overlooked.” She referred specifically to “small schools in very much a rural or country setting” in say- ing these facilities can’t compete with larger schools for pupils and funding. The issue of small schools was front and centre during the board’s recent accommodation plan process. Staff recommend- ed the closure of several elemen- tary schools due to low enrol- ment and the relatively higher costs associated with running them, but some trustees resisted the economic argument, instead highlighting the educational and community benefits of small fa- cilities. The Province’s geographic circumstances grant, handed out to “remote and rural school boards” that face higher costs, includes a small schools compo- nent for boards that must operate low-enrolment schools. Oshawa Trustee Kathleen Hopper said the special grants are handed out to boards because the schools are so far away from one another. “I don’t believe in Durham that we qualify for those grants,” she said, adding she believes textbooks and other school needs are higher priorities. Business superintendent Ron Trbovich said the board applies for the grants and is turned down every year “because we’re not rural enough”. He said the best the board could hope for is to have OPSBA “look into it”. Oshawa Trustee Susan Shetler favoured the motion, she said, because she believes in choice in education. “A lot of what’s in the funding formula... is not working,” she said. P PAGE 4 NEWS ADVERTISER, FRIDAY EDITION, January 25, 2002 Online at durhamregion.comPickering man faces weapons offences under public safety warrant BY STEPHEN SHAW Staff Writer PICKERING –– The owner of a hand- gun found in a local strip faces weapons charges after several firearms were seized from a home under au- thority of a “public safety warrant,” police say. The warrant was ex- ecuted last Thursday at a Poppy Lane residence as part of continuing in- vestigation into an inci- dent Jan. 14 at the Palace East on Dilling- ham Road. Police sur- rounded the bar after a patron was allegedly threatened with a hand- gun and another was pistol-whipped. An Oshawa man, who is an alleged mem- ber of Hells Angels puppet club Crimson Few, was arrested after patrons were asked to clear the club. Police later searched the bar and recovered the handgun in the garbage in the women’s washroom along with ammunition and biker gang colours. Durham Regional Police traced the regis- tered owner of the gun to a Poppy Lane resi- dence where they seized several rifles, handguns, imitation handguns and ammuni- tion, Detective Sergeant Peter Naumienko said. “They were removed under a public safety warrant. We feel it is in the interest of the pub- lic that he not be in pos- session of the weapons,” he said. The owner has no known connections to any outlaw motorcycle gang, said Det. Sgt. Naumienko, who added police are continuing to investigate. Robert Devlin, 36, of Poppy Lane, Pickering, is charged with failing to report a lost or stolen firearm, possession of a prohibited device and unlawful transfer of a restricted weapon. He is scheduled to appear in Oshawa court on Feb. 26. Meanwhile, Michael David Parsons, 29, of Nonquon Road, Oshawa was ordered detained last Tuesday on charges of pointing a firearm, unauthorized possession of a restricted weapon and assault causing bodily harm stem- ming from the bar incident. He is also facing four counts of breach of recog- nizance and is before the court on outstanding drug traffick- ing and weapons charges. Prosecutor Michael Hill said the decision to drop the charges - mischief causing damage to proper- ty over $5,000, un- lawful assembly and causing a dis- turbance - was made after a re- view of the evi- dence against each individual. The Crown de- termined “there was no reasonable prospect of convic- tion based on the evidence” against those seven, Mr. Hill said in an in- terview. Meanwhile, lawyers for the re- maining dozen charged members of the Ontario Coalition Against Poverty, including controversial OCAP lead orga- nizer John Clarke, appeared in Os- hawa provincial court Wednesday to set a trial date. Other charges arising from the Whitby incident include assaulting a police officer. The non-jury trial, which is ex- pected to take three weeks, is scheduled to begin Nov. 12. However, Crown and de- fence counsel agreed to move the trial ahead to an earlier court date should one be- come available. Police allege protesters stormed the Dundas Street riding office of the Whitby-Ajax MPP and Tory leader- ship hopeful last June 12, over- turned cabinets and displays, past- ed anti-govern- ment posters on the windows and tossed office furni- ture out onto the street. OCAP took credit for what it called a mock “of- fice eviction” to protest Conserva- tive social policies. The protesters scattered as police showed up and two OCAP mem- bers were arrested at the scene. Ten others were taken into custody after police stopped a bus on Consumers Drive. Police arrested Mr. Clarke in connection with the incident along with several other OCAP members in the days that followed. Mr. Clarke, the outspoken OCAP leader, was de- tained for 25 days at Whitby Jail and eventu- ally released on $40,000 bail. Mr. Clarke also faces charges of breach of recognizance stemming from an earlier re- lease on charges in relation to a June 2000 protest at Queen’s Park. Charges against the following seven Toron- to residents have been withdrawn: Robert Chrysler, 34, Ewan Gibb, 26, Stefanie Gude, 26, Stephen Guiliano, 50, Michael Haliechuk, 21, William Lambkin, 72, and George Sweet- man, 25. YR.WAR. Although not an expert on father- hood, I have come up with a few ob- servations on parenting that may be of use to other stay-at-home dads out there — only as a last resort. Right off the bat you’re entitled to a little more slack than the stay-at- home moms out there. Call it reverse discrimination if you will, but take advantage of it at all opportunities. A quick example of this would be the express checkout line. The supermarket near me was a little crowded so I took the express line knowing full well I had one or two (or three) more items than the maximum, but with a babe in arms, a cranky three-year-old at my side and a harried look that could evoke pity from the Grinch himself, I sailed through with a wave and a smile. Blackmail works. Yes I know, the experts will chew me up and spit me out for that comment but ya gotta do what ya gotta do. The toddler’s acting up in the mall, a quick reminder of the train store should keep him in line. The babe won’t eat all of her cereal, so storytime at the local library may be put on hold temporarily. Can’t seem to get her to finish her dinner, the ice cream might just have to stay in the freezer until next time. Yeah, it’s not right and may lead to prob- lems at a later date, but desperate times require desperate measures. Service always seems to be better for the stay-at-home dad. Not that it’s done intentionally, but salespeople (especially women) seem to take pity on that perplexed looking father. Maybe it’s the mismatched outfit on my baby daughter, the look of frustra- tion after another ‘accident’ with my toilet-training son or maybe she real- izes I’m trying and can see some of her husband/father/brother in that role. Whatever the case, take the help when you can get it. Housework is always a sticky sub- ject. Let’s face it, nobody likes doing it, but nobody likes living in a frat house either. I always thought I might just be able to get away with chang- ing diapers, fixing regular meals and providing clean clothes. I forgot to take into account the regular sweep- ing, vacuuming, laundry, bathrooms, garbage and general tidying up. I’m not saying I do it regularly, I’m just saying it’s there, so if you want to keep the peace, you might want to put off the purchase of an Odyssey putter and invest in a cleaning lady instead. You might have time for the occa- sional soap and/or talk show but for the most part it’s a very busy day. It might just give you a whole new per- spective on life. At the very least, you’ll spend quality time with your child or children. In my opinion, building a new, larger Durham Region office building would be a waste of time and taxpayers’ money. Instead, politicians should first do a study of all the work that is performed by regional and municipal employees. The purpose of this would be to find out what tasks are redundant and thus eliminate those jobs. The use of more automation should be put into the workplace to re- place taxpayer-paid employees. Outsourcing of work should be used when found to be cheaper. For example, police personnel running Reduce Impaired Driving Everywhere spot checks and radar traps could be replaced by fully equipped and trained security guards. They could be hired from an agency on a temporary basis for this duty. The politicians should be in- stituting a mandatory policy that requires a minimum one per cent reduction in the an- nual employee head count. These are just a few money-saving ideas that would reduce the need for more office space and reduce our taxes. Tell the politicians how to work smarter, cheaper, and not harder. Editorial e-mail responses to shouston@durhamregion.com Letters to the editor e-mail responses to shouston@durhamregion.com As the coroner’s inquest in Toronto into the murder-suicide of Pickering couple Gillian and Ralph Hadley winds down, it serves to underscore the need to examine and find solutions to combat abuse against women and children. The communities of Ajax and Pickering have served as a light- ning rod for the domestic abuse issue; the tragic Hadley case was only one in a series of cases where women and a child have been killed in the last three years. These are ugly and senseless events no child, family, or com- munity should have to endure. Already, steps have been taken to raise a greater awareness of the issue as a result of these cases. There is ongoing fund-raising and community-based work to establish a shelter for abused women and children here in west Durham, for example. But Pickering council took the issue an important step further this week in urging the Durham Regional Police Service to es- tablish a domestic violence unit. “What other crime is affecting 51 per cent of the public?” asked Ward 1 Regional Councillor Maurice Brenner in referring to 1993 Statistics Canada figures that show one in two women have been physically or sexually abused. Further, he pointed out, between three and six women are murdered every month in On- tario by their current or former male partner. What other crime indeed? Durham Deputy Police Chief Rod Piukkala said the service has researched the idea over the past few weeks, noting officers already spend a “significant amount” of time training in domes- tic violence at the police academy and once they are on the force. However, a dedicated unit offers infinitely more possibilities in tracking abusers through the justice system, developing and identifying patterns of behaviour, and offering support to groups working with women and children. With the 2002 Durham Region budget process well under way, and no doubt with the usual expansive request from police to come, there’s no better time for the force to address the issue with a dedicated unit. It must be at the top of the Durham Police Services Board’s priority list and must have the unanimous backing of not only Pickering council, but Durham councillors as a whole. “I’ve seen the hurt and the pain that comes out of domestic vi- olence,” Pickering City Councillor Bill McLean, a retired Toron- to police officer, said this week. “Domestic violence is an ugly business... we need to design funds specifically for this type of unit.” Let’s put an end to this blight. NEWS ADVERTISER, FRIDAY EDITION, January 25, 2002 PAGE 7 A/P A/P PAGE 8 NEWS ADVERTISER, FRIDAY EDITION, January 25, 2002 Slowly but surely, transit plan moves ahead BY JACQUIE McINNES Staff Writer DURHAM —It may not be moving at the speed of light rail, but a transit plan for Durham is headed in the right direction, suggests the chairman of a re- gional task force. “The municipal operators (of transit) are all working together,” said Whitby Mayor Marcel Brunelle, who is heading up the transit task force, which includes the eight Durham mayors and five members of regional council. “There’s a sense of co-operation. Nobody’s putting up barriers,” he said.. Last fall the Province announced it would take back responsibility for GO Transit operations and a share of capital expenditures, dissolving the Greater Toronto Services Board in the process. The announcement has resulted in an expected $9.5 million previously paid to the GTSB that will now return to Durham for transit initiatives after Durham’s GO capital cost commitment is deducted, said Mayor Brunelle. “If it’s used to subsidize the systems we already have, there starts to become a regional system,” he said. “And over time I can see it coming together under one authority. The Region does need a transit co-ordinating authority. That’s why the committee was formed. To get to the next step will take money and a fair bit of co-ordination.” The task force is recommending the Region hire consultant Totten Sims Hu- bicki to assist in its determination of the best way to create a seamless regional transit system for Durham using all its eligible funding sources. Ajax Regional Councillor Jim Mc- Master, who is on the task force and the regional transit co-ordinating commit- tee, cautioned Queen’s Park hasn’t offi- cially announced what it’s going to do with GO. “If the Province does what we think they will, it may give us the money to do something about transit,” he said. While he doubts the Region would operate a transit system, it could partner with local authorities. “At the end of the day, I don’t see a regional transit system. There are a cou- ple of (transit) properties that don’t want to play with others,” he said. But, “there’s no reason” why the Re- gion couldn’t take some of its money and get buses running along a route, such as Taunton Road or Bayly Street, he added. “We could go to Ajax-Pickering, Whitby and Oshawa and ask ‘If we gave you guys the money to do it, would you do it for us’,” he said. “It’s not some- thing that would happen overnight. Rick Wagoner Jr., president and chief executive officer, General Mo- tors Corporation, announced the ap- pointment. He replaces Maureen Kempston Darkes, who has been appointed GM group vice-president and president Latin America,Africa, Mid-East Oper- ations, as well as to GM’s automotive strategy board. At a press conference for Canadian auto writers, Mr. Grimaldi said he wants to raise GM’s current market share considerably higher during his tenure. He also said GM Canada is consid- ering directing some of its new prod- ucts to Chevrolet dealers who have lost Oldsmobile, which has been terminat- ed as a brand. This will be done to even the number of offers at Pontiac-Buick dealers. Interestingly, Mr. Grimaldi said it was he who made news last year as the unnamed GM executive who had do- nated $1 million he won at a golf tour- nament to charity. Born and raised in Cleveland, he al- ready has moved to a home in Toronto. Mr. Grimaldi had been GM vice- president and general manager of field sales, service and parts for North America since July 1999, and prior to that he was the vehicle line executive for GM’s full-size trucks from Novem- ber 1995. Mr. Grimaldi began his GM career in 1976 in Detroit as a staff assistant on the worldwide product planning staff. He joined the corporate financial staff in 1978, where he progressed through several positions in North American product programs and in overseas cap- ital management. In the 1980s, he held positions of increasing responsibility in planning and marketing at the for- mer Fisher Body Division, the corpo- rate comptroller’s staff, the former Buick-Oldsmobile-Cadillac Group and the Pontiac and Oldsmobile divi- sions. The provincewide study is based on an earlier probe carried out in Durham Region by the Durham Haliburton Kawartha and Pine Ridge District Health Council, the local training board, Durham College and Durham Region Health Care Group, a coalition of non-profit health care providers, said Carol Smith Romeril, se- nior planner for the local DHC. “It (the local study) was seen as valu- able information so all DHCs wanted to get similar information,” she added. A provincial study will give each DHC a better idea of the local health care work- force and comparisons with other areas, Ms. Smith Romeril said. The same questions, data collection tools and definitions will be used for the study, she said. Health care employers, such as ambu- lance services, community care access centres, mental health agencies, hospices, long-term care facilities and public health units, will be asked to respond to a number of questions. The survey will look at the numbers of people working with the various agencies, the percentage of part-time and full-time workers, their ages, along with how agen- cies recruit new workers, how successful they are and what aspects make a differ- ence (training, benefits, workplace philosophies), Ms. Smith Romeril said. The collected information will be gath- ered and a provincial picture presented while local DHCs will analyse their own results. Results from the provincial study will be released in the summer. Information from the Durham study should be available in the next few months. The Durham DHC is also taking part in the provincial study and is encouraging health care employers who receive the survey to take part. The DHCs are working out a data-shar- ing agreement with the Ontario Hospital Association which carried out a similar study for hospitals in 2001. The provincial survey is being funded by Human Resources Development Cana- da at $346,543. The charitable efforts of Ontario Power Generation (OPG) employees shone brightly in 2001, as they raised $347,088 for the company’s annual charity trust campaign. Included in the total is more than $145,000 for the United Way of Ajax-Pickering. The overall total is a 16- per cent increase over last year’s fund-raising effort and is a combination of employees’ contributions and a corporate gift from OPG. “As a company, we’re going through a lot of changes to prepare for an open electricity market, in- cluding our plan to return the Pickering ‘A’ reactors to service,” said Bob Strickert, vice-president of nuclear support at Picker- ing. “So I’m delighted that so many of our employees rose to the challenge with their generous contribu- tions to the community’s support groups.” The trust allows em- ployees to donate to the charity of their choice through payroll deductions, which the trust then distrib- utes to the selected organi- zations. “The outstanding gen- erosity of Ontario Power Generation has such a pos- itive impact on the lives of many,” said Edna Klazek, executive director of the local United Way. “They should be very proud of their contribution of $145,365, representing 10 per cent of our overall goal. OPG is both our largest corporate donor, as well as providing the largest em- ployee campaign gift we receive. In addition, OPG contributes to many other worthwhile organizations. So, I went to McD’s and purchased four nuggets and weighed our three nuggets and their four nuggets. There was only a half ounce difference. A HALF ounce! Now add the free dessert and we still give more! I only make this point because so many are under the impression that we are more expensive but if you take a close look we are basically the same. But the clincher is that our burgers are flame broiled which cuts the fat. Now what about the toys? Well as you know when your child comes into our store they see the toys right at eye level in our toy stand. I love watching the excitement as the kids see the toys. McD’s has just come out with two toys in every kid’s meal. It is advertised as a new toy and a surprise. I purchased a kid’s meal and it had two quality toys. One new toy and one from a previous promotion. I’m not that sold on kids needing more toys. We come out with four new toys every month. Dennis the Menace, Scooby-Doo and Nickelodeon are only a few of the toys we have featured. That’s almost fifty toys a year. It is not uncommon for our families who come in once a week to collect all four toys each month. What do they do with all the toys? I don’t know. Anyway I have said competition benefits you the customer so beginning Monday we start a special promotion and each kid’s meal will have two toys in it. Viva la competition! But even without the toys you simply get great value with our kid’s meals and you don’t have to redeem the free dessert coin right away. They can be redeemed any day, any month, any year. The Ajax Rising Stars skating club hosts the Regional-Invitational Special Olympics Figure Skating Competition to- morrow (Saturday) at the Ajax Communi- ty Centre. Skaters from across Ontario and the U.S. will be competing for gold. It’s the first major figure skating event hosted by the Ajax special-needs skating community. “Some of (the skaters) are nervous,” said Debbie May, founder of Rising Stars. She’s been a key player in organizing the event since last September. “This is their first big step before going on to the Provincial Special Olympics in Barrie (in 2003).” From there, the next stop is the nation- als in 2004, and then the World Special Olympics in Nagano, Japan, in 2004. “It’s a really big goal for them to work to- wards,” said May. Rising Stars coach Nancy Harding said the skaters, some of them new to compet- itive skating, can hardly wait. “This is their chance to shine, to do new tricks, to dress nice and have their hair done,” Harding said. “It’s their big day.” The competition is divided into five categories — levels 1 through 5 — with Level 5 featuring the most experienced skaters. One such skater is 14-year-old Erin Rynberg who won gold in the dance category and silver in the free skate at the last World Special Olympics, held in Alaska. This year, said Harding, Rynberg is hoping to attempt a double Salchow, a jump containing two rotations, for the first time in competition. Another pas- sionate skater is Ashley May, 13, who will be teaming up for the first time in the part- ners category. “She loves to compete,” Harding said, noting May started figure skating with a partner last year. “She’s a real horse at the gate.” The Rising Stars club has collaborated with Skate Canada-Central Section, the Ajax Skating Club and Durham West Spe- cial Sports to bring the regionals to Ajax. Americans competitors will be from Con- necticut, Massachusetts, and New York State. There are 125 volunteers involved, many of them friends and family of the Rising Stars.
