HomeMy WebLinkAboutNA2002_01_18Police officers, helicopter track down Siberian tiger in north Pickering BY MARTIN DERBYSHIRE Staff Writer PICKERING —It was a tale of a tiger in north Pickering this week that police and others in the area won’t soon forget. Around 1:20 p.m. Wednesday, Durham Regional Police respond- ed to calls a tiger was seen head- ing east across Brock Road on railroad tracks just south of Taunton Road. The report brought out the force’s Air 1 helicopter and a slew of police officers to follow the big cat around the neighbour- hood before she was finally sur- rounded in front of Bradshaw’s Towing on Old Taunton Road. That’s when Qadesh, the 13- year-old celebrity Siberian tiger, climbed on top of one of the police cruisers with an officer inside, and sat patiently waiting for the offi- cers’ next move. “I noticed the cruisers out on the street and we all came outside to see what was going on,” said Brenda Bradshaw, owner of the towing company. “We saw the tiger come out from behind the house across the road, walk right across the street onto our property and then hop on top of the cruis- ers.” Police stood back waiting for animal control officers and Toron- to Zoo keepers, who then calmly coaxed Qadesh into a cage. “I’ve never seen anything like this before,” said Durham Region- al Police Acting Sergeant Cindy Bradley. “(Zoo keepers) coaxed her down off the car and she was playing with them.” “She’s a pretty friendly cat,” said Tony Meulman, senior keeper at the Zoo. “She’s pretty tame, very docile and we coaxed and slid her off the police car and into the cage with no problems.” Police, who said no one was hurt and confirmed Thursday they are looking into whether or not any charges will be laid, were able to contact Qadesh’s owner, Bill Frazer, who came and collected the cat. Lloyd Thomas, president of the Whitevale and District Resi- dents Association, addressed councillors at Monday’s City planning committee meeting, asking them to request the On- tario Realty Corporation (ORC) not consider as an option demoli- tion of the home at the corner of Whitevale and North roads, which was damaged in the blaze. “This is a historically valuable house,”he said. “We want to get her back in there and ensure there is no de- molition. We want to ensure noth- ing happens too quickly... He loves to bring his two kids to our store and to McD’s but says our prices are higher. I asked him if he really knew what the difference was to the penny. He didn’t. Paul Pulla, the Durham Catholic District School Board’s secondary schools superinten- dent, made the comments as the board begins to analyse results from last year’s Grade 9 math test. Ontario Grade 9 stu- dents wrote the first Education Quality and Ac- countability Of- fice (EQAO) math assess- ment last year and the first of two groups is now writing this year’s test. The overall provincial test results saw half of the students in the academic course stream meet the provincial stan- dard by achiev- ing Level 3 or 70 per cent or better. In the ap- plied stream, 13 per cent met that standard. The academic and applied streams are dis- tinct curricula and while EQAO tests stu- dents accord- ingly, some items are com- mon to both. The Durham Catholic Dis- trict School Board’s results were among the lowest in the Greater Toronto Area, as 41 per cent of academ- ic and five per cent of applied students met the standard. Mr. Pulla noted that com- pared to the rest of the province, nine per cent more Durham Catholic board students are in academic cours- es, intended for students who plan to pursue post-secondary studies. “Without drawing inap- propriate con- clusions, what that leads me to conclude with a cursory glance is some students who ought to be in applied-level studies are in academic,” he said in an interview. The board on Monday night released individual results for its five participating high schools. The best result for academic students is at Monsignor Paul Dwyer Catholic High School in Oshawa, where 46 per cent of academic students met the provincial standard. At the ap- plied level, the result was five per cent. Close behind were students at Whitby’s Father Leo J. Austin Catholic Secondary School, as 45 per cent of academic and three per cent of applied students met the standards. Thirty-eight per cent of stu- dents in the academic stream at Archbishop Denis O’Connor Catholic High School in Ajax met the standard, compared to 10 per cent of students in the applied stream, the board’s highest per- centage. In Pickering, 36 per cent of academic and one per cent of ap- plied students at St. Mary Catholic Secondary School met the standard. Meanwhile, at Monsignor John Pereyma Catholic Sec- ondary School in Oshawa, 25 per cent of academic and zero per cent of applied students met the provincial standard. The Catholic board opened two high schools this year, All Saints in Whitby and Notre Dame in Ajax. Grade 9 students there are writing the test for the first time this year. Mr. Pulla said the board likes to be at or above the provincial average in EQAO testing, noting the board’s Grade 9 applied math test results “are significantly lower” than the provincial aver- age. “There’s no question there’s room for improvement and we hope to identify key areas that will bring about the improvement we’re looking for,” he said. As the ministry requires, the board and each school will devel- op an action plan detailing how it will go about raising the percent- age of students who meet the standard. Mr. Pulla said that process would include looking at how students select their courses. Mr. Frazer said he “pan- icked” when he realized she was on the loose and blamed his own “stupidity” for allowing the cat to paw its way around Picker- ing. “(Qadesh got loose) because I’m a jerk, I was- n’t careful enough,” he ex- plained. “I guess I’m just a bad parent.” Zookeepers said Qadesh’s eyesight is very poor and Mr. Frazer, who added he has owned the tiger since she was only nine days old, thanked Toronto Zoo staff for not using tranquilizers since Qadesh may be “on her last legs”. Pickering- Ajax-Whitby (PAW) Animal Control officer Brian Booth was called to the scene by dispatch and said in the three municipali- ties PAW covers, it’s definitely il- legal to own ex- otic animals like Qadesh. However, Mr. Frazer said he lives north of Bradford, where Qadesh sleeps with him and his six-year-old daughter. “She’s a house cat,” he said, adding she had never been caged before and when at home, she stays “wher- ever she wants”. Qadesh, who has celebrity sta- tus in the Greater Toronto Area from her many visits to day cares, schools, wedding recep- tions, fund-rais- ers, and corpo- rate events, seemed pleased to see Mr. Frazer, letting out a loud moan when the owner arrived to take her home in the back of his long white stretch limou- sine. However, Wednesday wasn’t the first time the freedom-loving tiger has been on the loose in Durham. About 10 years ago, Qadesh was part of an exotic dancer’s act at the Spruce Villa Hotel in Whitby and found her way into the great outdoors. Mr. Frazer said in a telephone interview Thursday he couldn’t re- member the exact date when his charge got loose in Whitby but noted, “She was let out the back door of the hotel by one of the staff... It was in 1991 or 1992. YR.WAR. That Durham is a sea of Tory blue is something more than metaphori- cal: every riding in Durham Region has a Tory MPP at Queen’s Park; we even boast three high-profile cabinet ministers. Common sense might suggest this should benefit Durham residents. After all, we have con- tributed our fair share to Tory suc- cess in the last two elections. Our loyalty should have some tangible reward, shouldn’t it? Well, let’s just say the Tories have an odd way of rewarding loyalty. As far as education goes, being Tory blue and the home of Education Minister Janet Ecker has proven dis- astrous for Durham. We became the crucible for Tory education policy in the province. While other school boards found ways to improve the more troublesome aspects of legisla- tion like Bill 160 and Bill 74 — so as not to completely alienate their teachers — our board went out of its way to please the Tories. Meanwhile, John Snobelen, Dave Johnson and Ms. Ecker each in turn seemed to take special aim at rebel- lious teachers in ‘heartland Durham.’ As a result, we experi- enced more education disruption than anywhere in the province: we had more strikes, our students were deprived of extracurricular activities longer, and worse, we lost more of our best teachers to other boards. More recently we saw just what frightening price can be exacted for being a Tory stronghold: the highly publicized land swap to preserve the sensitive Oak Ridges Moraine. Now, I want the moraine protected as much as anyone. But instead of tak- ing a real stand against the relentless and rapacious tide of urban sprawl, the Tories merely made a deal with their developer buddies. And they realized while there would be a definite political cost for allowing developers free rein on the moraine, paving over Pickering farmland and eating up Durham green doesn’t matter. Durham is se- curely Tory blue. At a glance it seems a strange way of rewarding our loyalty. But in fact it’s very pragmatic and political theorists since before Machiavelli have advocated it. Why not bury po- litical hot potatoes in their most se- cure ridings? And so the lesson is this: if the Tories need to beat up on teachers, or make a deal with developers, or maybe build a new landfill site or toxic waste dump, or implement any host of unpleasant initiatives, they’ll do it in a safe place, like Durham. Durham, after all, is Tory blue. There’s no place like Durham for Tory battlegrounds Beating up on teachers, dealing with developers par for the course in our ‘safe’Conservative ridings Flaherty turning campaign up a notch To the editor: Re: ‘A plan among empty promises,’editor- ial, Jan. 13. Jim Flaherty’s “clear stand on important issues” has certainly set him apart from his rival leadership contenders who are all try- ing to drum up some profile for what some people feel is a short-term run at being pre- mier of Ontario. Some of the news media would have us believe the Conservatives have no hope of governing Ontario for a third term. That sentiment is surely echoed by the labour unions and particularly the teachers across the province. However, Mr. Flaherty seems to under- stand these vociferous critics make for good press but don’t really speak for the people outside of their own sphere of interest. There are many who are not sympathetic to the constant flood of this negativism and the only way they can voice their own opinion is through the voting process. It would appear Mr. Flaherty shrewdly recognizes it was these quiet voters that swept the Tories into two majority govern- ments on the basis of the ‘Common Sense Revolution’and his approach to carry on the momentum is to move this philosophy up to the next level — such as private school tax credits, the elimination of a teacher’s right to strike, and a worker’s rights with regards to union dues. There is no question this hard-nosed ap- proach has caused some of those quiet vot- ers to sit up and take notice. Now that he has established his position, look for Mr. Fla- herty to move it up a few more notches, bring up a few more controversial issues and ride the wave of publicity it will stir up. It would appear the Conservative leader- ship race is becoming the show we hoped it would be. Editorial &OPINIONS NEWS ADVERTISER JANUARY 18, 2002 Editorial e-mail responses to shouston@durhamregion.com Letters to the editor e-mail responses to shouston@durhamregion.com Amid all the hype over Prime Minister Jean Chretien’s Tuesday cabinet shuffle was a very interesting comment made by John McCallum, the Markham MP elected in 2000 who is the new secretary of state for international financial institu- tions. Mr. McCallum, who before his election was chief economist for the Royal Bank of Canada said, “I think they (bank credit card interest rates) look grotesquely high, especially at this time of economic slowdown – and I think the banks should lower them.” Mr. McCallum’s comments come in the wake of the Bank of Canada’s benchmark prime interest rate which has dropped all the way down to two per cent. Most bank credit card interest rates run at around 18 per cent with department store cards even higher. The gulf between the prime rate and the credit card interest rate has never been higher, allowing banks to make massive profits. In addition, interest rates on bank savings and chequing ac- counts is generally two per cent or less. While Mr. McCallum bemoaned the high rates, he also ad- mitted there may not be much the government can do about them. As he will be working closely with Finance Minister Paul Martin on economic issues, perhaps Mr. McCallum – the most likely successor to Mr. Martin should he become the next prime minister – will be able to exert influence. Banks have shown little inclination to drop the rates and have argued consumers have a number of choices offering dif- ferent rates of interest. They also claim the high rates are need- ed to pay for those who carry a balance from month to month or go bankrupt. Canadian Alliance finance critic Jason Kenney defended the bank’s rates. “These are unsecured loans the banks are carry- ing and what we need is more competition.” Indeed, Mr. McCallum, who made the comments just before he went into his first-ever cabinet meeting, was singing a slightly different tune a few hours later. He said the best way to slice rates would be if consumers spent more time shopping around for the best rates. He added the government could do its best to spur on competition to help drop rates. And his boss, Mr. Chretien added, “He (Mr. Mc- Callum) has views. Now he will have to express them in the cabinet.” We can only hope Mr. McCallum’s honest opinion about the rates results in an effort to help lower them. Mr. Thomas said 90 per cent of residents in the White- vale community have signed a petition asking that the home be saved and have contributed more than $1,200 to a fund, which the association will match, to help offset the cost of renovating the Ms. Bunn’s home. Ward 3 City Councillor David Pickles noted the ORC has not indicated an intention to demolish the home, nor has it applied for a permit. He also applauded the resi- dent association’s efforts. “I certainly appreciate the efforts of the community in as- sisting Ms. Bunn,” he said. “It shows the community cares about its residents.” Friends of Ms. Bunn at- tending Monday’s meeting said she was fine and currently staying with family. The EFP is a confiden- tial, self-appraisal of the major aspects of your farm operation from an environ- mental perspective. Administered by the On- tario Soil and Crop Im- provement Association with technical assistance from the Ontario Ministry of Agriculture, Food and Rural Affairs, the program now provides access to two sources of funding for envi- ronmental improvements and well maintenance. Once an action plan is approved under the pro- gram, the farmer qualifies for a $1,500 grant to up- grade water wells, decom- mission abandoned wells or drill a new well. The incentive also ap- plies to improving livestock yards, soil management, stream and flood plain management and improve- ments to petroleum, pesti- cide and fertilizer storage. With an approved EFP, the Ontario Federation of Agriculture also provides funding under its Healthy Futures program for rural well upgrading and decom- missioning at a rate up to 67 per cent of the project. The entire process in- volves participation in a part day or evening work- shop, introducing partici- pants to completing the EFP binder and action plan. Workshop participants complete the work binder on their own time, general- ly during an evening or two. A second workshop is available as a drop-in ses- sion for those needing some help in completing the actions identified, and for the OFA Healthy Fu- tures grant for well im- provement and abandon- ment. In a survey of 19 commu- nities by the Ontario fire mar- shal’s office,Ajax was one of only four complying with the municipal fire protection in- formation survey. Peter Guiry, a fire protec- tion adviser with the fire mar- shal’s office, told Ajax coun- cil Monday the survey came out of the Fire Protection and Prevention Act (FPPA), set up in 1997 to ensure commu- nities were providing ade- quate fire protection. “The vision of the Fire Protection and Prevention Act is that every resident in the province of Ontario will receive an appropriate level of fire protection in their community,” Mr. Guiry said. The fire marshal’s office has the job of monitoring the levels of fire service provid- ed. The survey was devel- oped in late 2000, conducted last spring and looked at four minimum requirements. The four areas were: con- ducting a simplified commu- nity risk assessment; having a smoke alarm and home es- cape program in place; distri- bution of public safety infor- mation and the delivery of those programs; and fire pre- vention inspections conduct- ed upon a request or a com- plaint. Mr. Guiry said the re- sults of the survey will be used to identify and share best practices being used by municipalities, provide assis- tance and advice to munici- palities to ensure they comply with the FPPA, and recognize the achievements of commu- nities in compliance. “I think that this council can take great pride in the fact that it is one of only four of the initial pilot communities that is in compliance as of this date,” he added. It’s amaz- ing how much stuff we accumulate over the years. Eventually we reach the point where our closets just aren’t big enough to hold everything. And if you are like most people, you don’t really want to get rid of all these possessions. So this leaves us with two choices: either move into a bigger home or increase the storage space in our cur- rent home. Since the first option is unfeasible for many of us, let’s look at some of the cleverer ways of creating extra storage space. First of all, the most important thing about storage space is that it must be practical. That means everything should be within reach and well organized. One option is to replace your current cupboards and cabinets with larger ones that use all the vertical and horizontal space available. If this isn’t a viable option, try to find creative ways of adding storage space. How about a shelf that runs around a bed- room three-quarters of the way up the wall, or flat boxes on wheels that slide under the bed? As a general rule, the more you spend on storage space, the more it should harmoniously complement the surrounding décor. A/P PAGE 22 NEWS ADVERTISER FRIDAY EDITION, January 18, 2002 DURHAM —Norman Ball, the ‘passion- ate grandfather’, began a trip through Durham Region in aid of needy and forgotten children this week and to say ‘thank you’for his shoes. At 59, Mr. Ball is walking more than 13,600 kilometres in an effort to raise aware- ness of — and $10 million for — children fac- ing hunger, abuse, degradation and death. “When I was about 53, my wife and I were in Arizona spending part of the winter there and some Romanian friends told us about the ‘throwaway children’,” said Mr. Ball this week from his room at a Toronto Best West- ern. “They told us about children living on the street and living in sewers. I had managed to get through 53 years of life (without knowing that) but people do just enough to keep their conscience asleep.” Inspired to do something about the horrible conditions suffered by Romania’s orphaned children and others, he began his Walk of Hope one year ago in Phoenix. Now more than halfway through his trek, the Torontonian plans to end his journey back in Phoenix in the fall of 2002. During his Durham visit, he is being sup- ported and hosted by local Kiwanis Club members. Thursday, at National Sports in Pickering, he held a press conference at 9:30 a.m. It was also a chance to thank the sports equipment store that has supplied him with the shoes he’s worn on the North American highways and byways he’s walked these past 12 months. “I’m on my 15th pair of shoes,” said Mr. Ball. “All have been donated locally by Na- tional Sports in Pickering.” This Monday, Jan. 21, ‘Walk with Nor- man’ is being held at Kendalwood Plaza in Whitby at 9:30 a.m., one hour after partici- pants are asked to gather at the shopping mall on Hwy. 2, midway between Oshawa and Whitby. Man’s North American walk offers hope for children Optimists looking for schools to donate goods DURHAM ––A Durham club is encouraging area students to donate their extra pens and pen- cils to school children in Afghanistan. They’re asking each class to fill a box 18-inches long by 11- inches wide and 9-inches deep (a typical box that holds photocopy paper) with crayons, pencils, erasers, chalk, a skipping rope, a deflated soccer ball with a mini hand-pump and tennis balls. The club is also suggesting residents help the children in or- phanages by filling the same- sized box with bedding, food, or winter clothing including boots, wool socks, sweaters, scarves and gloves. He was 73. In 1978, at the relatively ad- vanced age of 50, the Port Perry resident started up a small hold- ing company in Pickering called the Lenbrook Group. The com- pany started out as a national distributor of electronics and audio gear but soon began in- vesting in the emerging cell- phone industry in the mid-1980s. The eventual result was Clearnet Communications, a mobile phone company that used an in- novative approach to customer service to compete against larger players like Rogers and Bell be- fore being sold two years ago to western telephone giant Telus in the largest telecommunications deal in Canadian history. The $6.6-billion deal repre- sented a $140-million payoff to Lenbrook and the Simmonds family, but David did not see it as an opportunity to retire. In- stead, after almost 55 years in the electronics world, he decided to try his hand in the develop- ment industry by becoming chairman of Shobrook Gardens, a proposed upscale retirement building in Uxbridge (Shobrook was Mr. Simmonds’s middle name). “Shobrook Gardens, it was a natural evolution for him to con- sider the next phase of life, the retirement life,” Don Simmonds, one of Mr. Simmonds’s six chil- dren, said of his father’s venture. “It was a plan for not just him- self but also the community.” A devout Baptist, Mr. Sim- monds prioritized one’s contri- bution to society behind only faith in God and dedication to family. He was past president of the Canadian Baptist Federation, now called Canadian Baptist Ministries, taught Sunday school and occasionally preached at his church in Uxbridge. Indeed, Mr. Simmonds’s faith was so complete he partly attrib- uted Telus’s purchase of Clearnet to God. The deal had come 10 years after Mr. Simmonds’s offer to sell Lenbrook’s 60 per cent stake in Clearnet to Bell’s wire- less division fell through. “How wonderful that the Lord over-ruled!” David wrote in his personal journals. “His faith in God was a per- sonal, all-encompassing experi- ence rather than a religion or a...routine, an adherence to prac- tice,” explained Don, who was also a business partner to his fa- ther. “He would see God as his best friend.” Mr. Simmonds is survived by his wife Barbara, his six children (all of whom still live within 20 minutes of each other in west Durham), and his 23 grandchil- dren. He is also survived by five siblings. Avonlea teams sweep titles at annual youth bonspiel BY JIM EASSON Special to the News Advertiser AJAX —Visiting teams swept up the top spots at the annual Youth Bon- spiel at the Annandale Curling Club last Saturday. The bonspiel boasted 16 teams in the ‘little rock’category and another 12 in the bantam division. ‘Little rock teams played two games of six ends each. The bantams played three games of six ends each in the points bonspiel. The Tristan Marantos rink from Avonlea took first place in the little rock bracket. Rebecca Downey’s An- nandale rink placed second. Meanwhile, in the bantam division, another Avonlea skip, Aidan Ritchie, guided his team to first place. Annan- dale’s Blair Metrakos rink finished sec- ond. All players received a prize. ••• The OCA bantam zone playdown was held on the weekend, too, at the Oshawa Curling Club. Annandale had four teams in the girls’ and boys’ com- petitions. In girls’ play, the Kaitlyn Leslie team was sidelined after losing both the ‘A’- and ‘B’-side finals. The same scenario played out for the Tim March quartet. Meaghan O’Leary and Justin Ferreira skipped the other An- nandale teams. ••• The TCA Energizer men’s bonspiel was held at Toronto-area clubs last week. It is the continuation of what used to be the Canada Life Trophy Bonspiel, the world’s oldest continuous curling competition. The best showing of Annandale entries was by the Carl Vickers foursome. The Predators dropped a 4-0 decision to the Nepean Wildcats in the champi- onship final. The final shaped up into a duel between the Wildcats goalie and Predators netmin- der Karen Purchmajer, who were named players of the game for their respective teams. Durham West’s other goaltender, Noelle Morissette, was unable to play in the final due to illness. The Predators also started the tourney against the Wildcats. Nepean led 2-0 into the second period until Mary Faux scored to narrow the margin. However, that was as close as the Predators could get. Ne- pean added an empty-net goal for a 3-1 victory. Tara Boag was named player of the game for the Predators. Game 2 saw Pickering score a well-de- served 3-0 victory over the Kingston Comets. Brittney Faux led the way with two goals and was named player of the game. Assists went to Seana Ford, Charlene De Mello and team captain Amber Austin. Boag scored the third and final goal, as- sisted by Alyssa Ilott and Jennifer Black. Purchmajer and Morissette were outstand- ing in posting the only shutout of the tour- nament.
