Flaherty ripped by teachersCrocus sales drive blooms DURHAM —As winter sets in for at least a couple more months, one’s thoughts can’t help but turn to the day when the first crocus breaks through the snow. But the arrival of the colourful harbinger of spring has been speeded up thanks to the Canadian National Insti- tute for the Blind Durham. An annual CNIB fund-raising event, crocus sales run Feb. 6 to 14. All funds raised through the annual crocus campaign stay in the community to support local CNIB services. The aim this year is to raise $20,000. Pots of crocuses are $4 each or three pots for $10. Orders can be faxed to 905-436-1202 or telephoned in at 905-436- 7732. The deadline for orders is Jan. 30. Officials say MPP’s proposal to ban strikes just won’t work BY MIKE RUTA Staff Writer DURHAM —Durham Re- gion’s recent troubles are evidence enough that taking away teachers’ right to strike and imposing solu- tions is a step backward, says a local union leader. Tory leadership contender Jim Flaherty announced Tuesday teacher strikes would be a thing of the past if he becomes premier after the current leadership race. The Whitby-Ajax MPP and finance minister proposed legislation to make education an essential service and strikes by teachers and other school board employees illegal. Mr. Flaherty, in a release, said the legislation “would guarantee that children would never again be caught in the middle of a labour dis- pute between a school board and a union”. However, Shelley Page, Durham president of the Ontario Secondary School Teachers’ Federation (OSSTF), said having a solution “imposed on you” can lead to an un- workable situation. That occurred two years ago, she noted, when an arbitrator forced an agreement on local public high school teachers that gave them the heaviest workload in the province, 6.5 of eight classes every two days. The bitterness it provoked resulted in the withdrawal of extracurricular activities that teachers said they no longer had time for and a tense at- mosphere in Durham schools. Ms. Page contrasted that period with last June’s signing of a negoti- ated collective agreement between the board and its high school teach- ers, the first in five years. “The schools are happier places today,” she said. “I would leave it to Hadley ‘snapped’ weeks before murder Inquest continues into murder-suicide of Pickering couple DURHAM —Although Ralph Hadley’s murder of his wife ap- peared to be well planned, it was likely the result of him snapping under accumulated stresses a few weeks earlier, a psychiatrist told an inquest into the Pickering murder- suicide yesterday. “I think the snapping or major change occurred about two or three weeks before the murder,” testified Dr. Harold Merskey, a practising psychiatrist and professor emeritus at the University of Western On- tario. If the parties cannot reach an agreement, they could either choose a media- tor/arbitrator or have one ap- pointed by the Education Re- lations Commission. If the mediator/arbitrator could not help the parties reach a deal, the mediator would decide the outstanding issues be- tween the sides. Ms. Page said if enacted, the legislation would cast a pall over collective bargain- ing. “If at the end a solution will be imposed anyway, what compulsion is there for the parties to discuss freely?” she asked. Marnie Daly, Durham ele- mentary president of the On- tario English Catholic Teach- ers’ Association (OECTA), said the no-strike position was no surprise. “I think it’s clearly the kind of thing I would expect from Jim Flaherty because he’s always demonstrated that he is completely anti- public education... anti- teacher, anti-schools, anti- union, anti-working people, so to hear this kind of non- sense from an educated man in the 21st century is dis- heartening,” she said. “Mr. Flaherty’s agenda should be to support people who are working in this province.” Ms. Page referred to media reports this week that showed three of Mr. Flaher- ty’s four competitors for the leadership and even Premier Mike Harris appeared to re- ject the idea. “It’s probably worth not- ing that he’s fairly isolated on this issue, he’s free falling without a parachute,” she said. “This is really danger- ous ground to tread on.” Ms. Page added “taxpay- ers may not be able to afford pay raise solutions imposed by arbitration” and that nego- tiated deals are better for the public. She said OSSTF does not “officially” favour any candi- date in the leadership race, but “obviously we’re drawn to conciliatory candidates” who want to try and restore dialogue as opposed to a con- frontational relationship with educators. On June 20, 2000, Mr. Hadley, 34, broke into the Pickering home he had once shared with his 35- year-old wife Gillian. He shot her in the head with an illegal handgun before killing himself. Dr. Merskey’s testimony con- tradicts an earlier witness, Dr. Peter Collins, a forensic psychia- trist working with the Ontario Provincial Police, who testified last month he did not believe people just snap. But Dr. Merskey testified Mr. Hadley’s stress build-up started with his arrest and charge more than a year earlier for criminal neg- ligence causing bodily harm to his disabled stepson, and was fuelled by many problems, including the “betrayal by his wife”. Mr. Hadley caught Mrs. Hadley in bed with another man Jan. 7, 2000, and then assaulted her, evi- dence has shown. Dr. Collins had said he did not feel Mr. Hadley had any psychi- atric illness or was really de- pressed, despite a diagnosis by his family doctor that he was. Dr. Merskey testified yesterday he agreed with the diagnosis of Mr. Hadley’s longtime family doctor, Dr. Mark Milgram, who had pre- scribed him the anti-depressant Celexa, for what he called clinical depression. Dr. Merskey said the drug was “a good choice”. In cross-examining Dr. Merskey, coroner’s counsel Al O’Marra suggested Mr. Hadley’s plans to kill his wife were deliber- ate, as they included a written list of steps, and a taped last testament. Dr. Merskey testified Mr. Hadley hadn’t snapped at that mo- ment. Dr. Merskey added that while he had read several documents re- lated to the murder-suicide, he had not read the six-volume coroner’s brief. Dr. Collins had testified he had read those briefs before forming his opin- ions. While visions of sugar plums were dancing in the heads of residents of Pickering and Durham Region in December, visions of dollar signs were obviously the only things on the minds of our regional chairman and his merry band of councillors. This is becoming quite a tradition for our elected officials — earlier last year they qui- etly slipped an eight-per cent raise into their never-ending stockings. I understand their generosity with the taxpayers’money might even extend to former regional councillors. Are the staff members of the municipalities and Region office being given the same gen- erous offer? Do people working in the pub- lic and private sector enjoy these types of retroactive raises and pension perks? I think not. Do the honourable thing, councillors, and revisit the issue at your Jan. 23 meeting. Pickering and Durham residents have to shake off their post-holiday apathy and let our councillors know how strongly they feel about this issue — telephone, write letters, send e-mails, attend the Jan. 23 meeting. Demand to know exactly how much this is going to cost us. Don’t be fooled by those who talk out of both sides of their mouths — about fiscal responsibility while wining and dining at conferences in Toronto, Banff and even Italy. Budget time is quickly approaching; let’s make our political officials accountable and responsible for spending our hard-earned dollars wisely and for the right reasons. Editorial &OPINIONS NEWS ADVERTISER JANUARY 11, 2002 After being out on our streets and actually surviving to write about it, I’d say most of us need a refresher course in driver’s ed. So, let’s start with the basics, shall we? 1. That red, octagonal sign that you’ll see at the end of many streets is called a stop sign, so what you must do is actually stop. Oh, and it’s best to take turns. The rule of thumb: whoev- er gets there first actually gets to go first, rather than allowing the most maniacal driver to rip through the in- tersection with a near miss on anoth- er person’s vehicle. 2. The red light doesn’t mean “Geez, what’s one more car through? I think I can make it.” 3. The yellow light? Pretty much the same thing. 4. Driving right on my rear end is not going to make me go any faster. I refuse to get a ticket just because you left the house late. Flapping your arms at me (along with other rude hand gestures) doesn’t work either. Blaring your horn? Nope. 5. The speed limit is posted for a reason. Look for the signs in your neighbourhood. For those of you who have already noticed them, many of you are under the mistaken impres- sion the posted speed is the lowest you should go. Beating me to the red light up ahead by two seconds is not worth someone’s life. 6. It’s probably a good idea to look both ways before you barrel out into traffic. 7. It’s probably an even better idea to look while you’re driving. That means no cellphone chatting, no paper rifling, no hair brushing and no teeth brushing (you know who you are). 8. Seat-belts really are a good in- vention. 9. An added bonus: have a little consideration for other drivers. For example, you might move up an inch if you notice the driver behind you wants to move ahead to make a right turn. 10. Last, but not least (and this should go without mentioning): for you knuckleheads who are still mix- ing liquor with your licence to drive: don’t! The latest Reduce Impaired Driving Everywhere statistics are de- pressing as charges are up over a year ago. In spite of all the education, the increasingly stiff penalties and the testimonials from Mothers Against Drunk Driving, many still play fast and loose with their lives and all those who share the road with them. If you have even one drink, don’t drive. It’s simply not worth it. Have a great, safe year! It has come to this, has it? Young medical graduates acting like professional sports free agents, playing off town against town, looking for the biggest, best deal. Bring on the signing bonuses, how about a car? Throw in a rent-free home while you’re at it, oh and, the $50,000 in student loans, it sure would be nice if those were paid off too. With thousands of people in Durham without a family doctor and with no imminent solution around the corner, there’s every reason to be frightened about the state of our health system. Young medical students are showing a reluctance to get into a system that offers brutal hours, high overhead and a net average salary (after taxes and expenses) that leaves them wondering why they wanted to be doctors in the first place. Many are choosing to be specialists, others have taken the hospitalist route where they work in the hospital on fixed hours looking after patients who no longer have family doctors. The beauty of the hospitalist is he has no office, staff or overhead to worry about. But what happens to the thousands of people who’ve moved into Durham over the last decade (and the many thousands still to come)? Where do they turn when ill health strikes? It’s expensive and inefficient for the system when people clog up our emer- gency departments, which are already overrun. How do we bring family doctors to Durham? There are solutions, most of which require money: • The Province, which during the NDP years put limits on the number of grads from the handful of Ontario medical schools, has since increased the numbers. Not enough doctors were grad- uating to meet the growing demand. • Some areas will have to sweeten the pot to draw and keep family doctors. Five-year contracts can be negotiated with pack- ages that might include paying down a hefty student loan, a sign- ing or annual bonus, use of a car and/or home, etc. Some doctors and their families feel so much a part of a community after five years they’ll stay voluntarily. • Communities have to make an effort to recruit and sell doc- tors on the values and charms of their towns or cities. They must push all the positives, aim for locals to return to their home town or look for the right fit. The bottom line is simple: people won’t come to and won’t stay in a community that cannot provide the resources, including a family doctor, to meet their health needs. It’s good business to draw and keep family doctors in town. The Province’s Environ- mental SWAT team has or- dered 11 hazardous waste transfer and processing fa- cilities to take corrective ac- tion following an inspection sweep of operations around Ontario, including two in Durham. Ministry spokesman John Steele claimed Pickering’s Direct Line Environmental Services Inc. and Bow- manville’s Detox Environ- mental Ltd. were out of compliance with Provincial legislation. According to the min- istry, the team found prob- lems at the 11 facilities ranging from improper record keeping to more seri- ous concerns, like potential illegal disposal of waste. Mr. Steele said Detox has been ordered to “cease pro- cessing of all waste” as they “do not have the necessary approvals and they’ve been processing waste without them”. However, when contact- ed about the announcement, Detox Environmental’s company director Beate Ritchie said she was un- aware of any order. “Our position is that any problems the ministry found were issues of a minor na- ture which have been cor- rected or are in the process of being corrected,” she ex- plained. “I’m surprised to hear of a cease order, the ministry is well aware steps have been take to correct these minor issues.” In an interview Friday, a SWAT team official, who did not give her name, stated all of the 11 business owners received a written evaluation dealing with the corrective orders. Ms. Ritchie said she was aware the ministry was con- cerned with one specific issue of using peat moss to mix with waste processed at its Bowmanville site, but un- derstood they were taking necessary steps to correct the problem. Ms. Ritchie added she “takes issue” with being grouped in with companies illegally disposing of waste and not being notified about the cease order from the ministry directly. The ministry also says Direct Line was found with “hazardous waste on-site they were not approved to receive” as well as a few other minor infractions and have been ordered to obtain the necessary approvals, ac- cording to Mr. Steele. However, Bob Munshaw, owner of Direct Line, a waste processing and recy- cling facility whose services include waste oil, oil filter recycling and waste oil re- moval for several auto ser- vice centres and dealerships around the province, said last Friday he has little idea why his company was found to be out of compliance. “They haven’t notified us of one single solitary thing,” he said. “If we were doing something in non-compli- ance, I have no idea what it might be.” He did agree the SWAT team inspections were worthwhile and “overall” the investigators on his site “did a good job”. Mr. Munshaw said he was also surprised to hear Direct Line was being found in non-compliance of envi- ronmental legislation be- cause they “do everything 100 per cent by the book”. To confirm the facilities have taken the required cor- rective action, the inspectors either pay another visit or receive proof from the oper- ators that they have com- plied, the ministry said. In addition to ordering corrective action, where ap- propriate, the team referred cases to the ministry’s inves- tigations and enforcement branch for review and possi- ble prosecution. A company convicted of its first major offence could be fined up to $6 million per day and individuals could be fined $4 million per day and face jail terms of five years less a day. Ministry officials would not confirm whether such actions would be taken against either of the Durham companies. The Environmental SWAT Team was formed in the fall of 2000. To date, the team has completed more than 700 in- spections in a variety of sec- tors. The team complements regular inspections conduct- ed by the ministry’s district offices. Durham plans place for new award Role in Oak Ridges Moraine protection process recognized DURHAM —The Region of Durham has received an award for its part in a public outreach program and input to the Province during the Oak Ridges Moraine planning process last year. Durham, along with Peel and York regions, was recently awarded the Re- medial Action Plan Program 2001 Award of Excellence in the category of education and outreach. The program is a co-operative effort between the Waterfront Regeneration Trust, the Toronto Region Conservation Authority, Environment Canada and the Ontario Ministry of the Environment. “It came as a surprise,” said Alex Georgieff, commissioner of the Re- gion’s planning department. “A lot of work and a lot of effort went into that. It’s nice to be recognized.” The three regions received the award for their contributions to the strategic planning document ‘The Oak Ridges Moraine: Proposals for the protection and management of a unique landscape 2001’and for the open houses and pub- lic input sessions they sponsored during the formation of legislation on protec- tion of the moraine. “Durham Region is extremely proud to be a recipient of this award,” said Durham Chairman Roger Anderson. “Our hard work and partnering with other regions has paid off for the citizens of Durham Region as well as all the peo- ple in the (Greater Toronto Area) who will benefit now and into the future from this plan.” The awards of excellence are pre- sented annually to schools, businesses, community groups and agencies that have made outstanding contributions to restoring the waterfront and watersheds in the GTA. He receives letters on a regular basis from students thanking him for their visit. A lot of them ask if they can come back. Some have even called it the greatest day of their lives. “You have to be here to see the wonder in their eyes,” Mr. Farquharson said. “They ask so many questions. You can see them bubbling over.” He began taking his own classes to NEEC soon after the first students arrived at the cen- tre just north of Port Perry in January 1977. This month, Mr. Farquharson finds himself organizing the centre’s 25th anniversary cele- brations, set to take place Jan. 16. The Durham District School Board has three environmental education centres — NEEC, Duffins Creek Environmental Educa- tion Centre near Claremont and Durham For- est Environmental Education Centre in Uxbridge. NEEC is not only the oldest, but also the only one equipped to accommodate both elementary and secondary school class- es, offering 60 different programs. Born out of an agreement with the Min- istry of Natural Resources, NEEC began as one classroom with 40 hectares of land situat- ed within the Nonquon Provincial Wildlife Area, which spans 1,200 hectares near Scu- gog’s 10th Concession. In the early 1980s, NEEC increased in size to its present 150 hectares and has since grown to three buildings — the David Carroll classroom, named for the centre’s first facili- tator, who died in a mountain-climbing acci- dent some years ago, and the pheasant pen and habitat rooms. Known as ‘Nonquon Don’ to visiting classes, Mr. Farquharson runs the centre with the help of three outdoor instructors, special- ists with an environmental, geographic or sci- ence background. Cathy Galberg, an interpreter/naturalist shares her time among the three different EEC sites, and sometimes high school and college co-op students help out. Often local residents, such as bird bander Brian Joyce, will drop by to demonstrate special wildlife skills for stu- dents. However, NEEC is currently at peak capacity in terms of space and manpower, said Mr. Farquharson,who has applied for a school portable to help keep up with the growing number of visitors. Due to safety concerns, teacher-student ratios in the woods are about 15 students to every instructor, he explained. NEEC welcomed 360 classes in 2001, and typically handles up to three classes almost every day during the school year. With those numbers, it’s hard to imagine the Durham District School Board wanted to pull the plug on all its outdoor education fa- cilities due to tough economic times in 1994. Parental pressure kept NEEC open and since then the demand to visit the site has been so high Mr. Farquharson must apportion one class visit for every 100 students within a school. “One of the reasons we’re in such high de- mand is we offer programs that can’t be du- plicated anywhere else,” he explained. “We’re able to meet sections of the curriculum teach- ers in the classroom can’t because they don’t have the equipment, facilities or location. We have the expertise a regular teacher can’t be expected to have.” Aside from being an official Environment Canada weather watch centre, NEEC has three different ecosystems — wetlands, hard- wood forest, and overgrown fields — in which students can learn the “checks and bal- ances” of nature, while hiking or snowshoeing through its trails, said Mr. Farquharson. Programs range from ‘bushcraft’, a crash course in outdoor survival skills, to wetland analysis, with each tailored to the individual class. Before each visit, teachers are given an outline of how they can prepare students for their trip by covering specific topics, as well as what classes can expect to learn during their time at the centre. For some children, especially those in more urban parts of the school board’s juris- diction, a trip to NEEC may be their first ex- posure to nature, said Mr. Farquharson. “A lot of the younger ones feel they’ve come to the ends of the Earth because it’s at least a 30-minute drive if you’re coming from Oshawa or Pickering,” he said. He loves to bring his two kids to our store and to McD’s but says our prices are higher. Before I comment on that I want to pay tribute to someone. This week the founder of Wendy’s, Dave Thomas, passed away. It truly was the end of an era. Wendy’s has enjoyed great success and Tim Horton’s has flourished under their ownership. As I listened to all the news some interesting things were mentioned. Dave’s hamburgers were square because he didn’t want to “cut corners”. He thought the expression burger cheapened the product and always called them “hamburgers”. He would never call his products fast food but “food served quickly”. Dave Thomas will be missed especially on those great commercials. Back to my friend Bob. I asked him if he really knew what the difference was to the penny. He didn’t. He just said we were more expensive. So I purchased a Big Mac combo meal and Hamburger Happy Meal and compared them to our double cheeseburger meal and kids hamburger meal dressed exactly the same. The difference “in price” was less than a dollar for our two meals combined compared to their two meals combined. The real key? We include a free desert. Not only that but our double cheeseburger weighed more than the Big Mac dressed exactly the same and our kid’s hamburger weighed more than their kid’s hamburger too. Your kids will never leave our store hungry because our portions are big. McD’s is a great organization and serves great food but competition benefits you the consumer. Yes you can serve smaller portions at lower prices but we serve larger portions for basically the same price. Viva la competition! And we don’t fry our burgers. The taste of a DQ hamburger is exceptional because of that great beef taste. As to speed of service? I still won’t condiment our products in advance. As it was, the Panthers settled for a 4-4 overtime draw with the Legion- aires in OHA Ontario Provincial Ju- nior ‘A’ Hockey League (OPJAHL) action at the Pickering Recreation Complex. With the tie, the Panthers (15-17- 5-2 for 37 points, fourth in South Conference standings) have earned at least a point in their last eight games, including an overtime loss to the Markham Waxers back on Dec. 16, and are unbeaten in their last seven. Leading the Legionaires 4-3 late in the game, the Panthers were hit with an unwanted icing call with only seven seconds remaining. After a time out and Oshawa pulling goalie Bryan Sand for an extra attacker, the Legionaires won a crucial faceoff in the Pickering zone, leading to a shot by Dave Coleman that beat a shocked Kevin Kliman for the equalizer. “Our defenceman just had to make sure the puck got out of our zone, but instead he slapped it down the ice. We lost the faceoff and they scored off the draw,” noted a disappointed Pan- thers’ head coach Bill Purcell. The draw against an always-tough Legionaires squad was made more palatable since the Panthers entered the contest without two key players — forward and team captain Garret Winder and defenceman and alternate captain Kyle Aitken — who both took part in the OPJAHL all-star game in Hamilton that same night in a bizarre bit of rescheduling of a previous game. Bad scheduling aside, the Panthers cobbled together another in a long line of strong contests, including an- other solid effort from Kliman who has logged most of the workload in net of late. The Panthers continued to get good production from forward Dave Tonkin who has been red hot, scoring five goals in the last two games, in- cluding two against the Legionaires. Only a few weeks ago, Purcell said Tonkin was in danger of being a for- mer Panther, owing to several missed games and practices. A meeting be- tween the two sides, however, cleared the air and Tonkin has settled in to be- come another weapon for a club that has, at times, been offensively chal- lenged this season. “He’s been a great surprise for us. It’s nice to see other kids stepping up. He played an excellent hockey game for us (against Oshawa) until he in- jured his knee in the third period,” said Purcell. In addition to Tonkin, Sean Bradley and Dan Schofield scored for the Panthers. Mike Hanna, Schofield, Alex Pavloski and Paul McFarland drew assists. The Teal tourney was one of two events the Raiders played in over the holidays. The peewees also suited up at a recent Barrie tournament. In St. Catharines, the Raiders played their way to the final before losing 2-1. Ajax-Pickering downed Amherst, New York 2-0 in the semifinal. The Raiders beat Amherst 5-2 and Welland 3- 2 and lost to St. Catharines 2-1 in round-robin play. The peewees were unlucky at the 28-team Bar- rie tournament last weekend, winning two games and losing one. The record wasn’t enough to qual- ify for a quarter-final game. Detroit Honeybaked beat the locals 2-0 in an exciting first game. The Raiders rebounded to defeat the Gloucester Rangers 3-1 and Burlington 5-4. The Raiders are now preparing for the stretch run in league play. They currently sit fourth with a mark of 10-4-2 with 16 games remaining. The Panthers advanced to the champi- onship final where they lost a hard-fought 2- 0 decision to the Flamborough Sabres. After playing scoreless hockey well into the third period, due to brilliant goaltending at both ends of the ice, Flamborough finally broke the ice for a 1-0 lead and then added an empty-net marker. The atoms advanced to the final after blasting the Mississauga North Stars 5-1. Jordan Bean notched two goals, while Chris Stuart, Tommy Reid and Louis Del Re had the others. That’s exactly what the Dutch Canadian branch of the Royal Canadian Legion will be doing this weekend in Port Perry as it awards the Dutch Appreciation Medal to 100 ex-ser- vicemen from across Durham and Kawartha regions. The ceremony takes place Sunday, Jan. 13 from 11 a.m. to roughly 1 p.m. at the Royal Canadian Legion, Branch 419 at 484 Bay St. “This is the Dutch population saying thank you to Canadians who served in Hol- land in the Second World War,” explained Chris Kruter, president of the Dutch-Canadi- an Veterans Association. Canada helped liberate the Netherlands from German rule in 1945 and since then Canadian veterans have always shared a spe- cial relationship with the Dutch. In 1978, a Thank You Canada Committee was formed in Holland to demonstrate its appreciation, noted Mr. Kruter.
