Durham Regional Police said the victim and a friend were walking on Whites Road near New Street at about 8:40 a.m. when a stranger walked past the pair, exposed himself and rubbed up against the girl’s body. The suspect is described as white, in his early 20s and was wearing a black jacket, grey, hooded sweater with a black nylon rag on his head. The Education Quality and Accountability Office (EQAO), the arm’s-length provincial agency that administers standardized tests, announced last week the Grade 10 Ontario Secondary School Literacy Test is scheduled for Feb. 14 and 15, four months later than originally planned. After a trial run last year that saw 4,600 Durham students participate, and perform much better than most Ontario students, passing the test is now a sec- ondary school diploma requirement. The October test date was cancelled after a breach of security in which a copy of the test was obtained from a school in Toronto and a portion of it was posted on the Internet. The EQAO is vowing to implement “enhanced security protocols” so that doesn’t happen again. Dano Spooner, senior communications officer at EQAO, in an interview could not say what measures would be taken. “We are actually reviewing the procedures and they will be released in the new year,” she said. Originally, students were to write the test in Oc- tober and have the chance to write it again, if nec- essary, later in the school year. But students who don’t pass the test in February may now have to wait until they are in Grade 11 to get another opportuni- ty. Ms. Spooner said a decision on a second test this school year would be made in the new year. She said the literacy test normally costs about $12.5 million to administer, adding the EQAO was Ratification vote takes place first week of January DURHAM —Nurses and the Ontario Hospital Association (OHA) have reached a tentative deal that will make Ontario’s nurses the highest paid in the country. The three-year agree- ment, retroactive to April 1, 2001, would provide increases of four per cent in each of the first two years, and 3.2 per cent the third. This would bump the full-time salary range to $22.44 to $33.75 per hour. There are also im- provements to shift pre- miums, dental and vi- sion-care benefits and va- cations. The Ontario Nurses Association represents 40,000 nurses, including those working at hospi- tals in Durham Region, and the OHA oversees 136 hospitals, including Lakeridge Health Corpo- ration and the Rouge Val- ley Health System, which has a site in Ajax. Nurses will vote on the deal at the local level the week of Jan. 7 to 14 with results released Jan. 18. Both associations are recommending ratifica- tion. Contract talks start- ed in March. We updated the numbers again (Dec. 19), the board and school results, on our Web site.” The updated results saw a slight change, for the better, in the public board’s results, while the Catholic board’s overall numbers did not change. Fifty-three per cent of Durham District School Board Grade 6 students met or surpassed the provincial standard of Level 3 (70 to 79 per cent) in writing and 56 per cent met or did better than the standard in math. NEWS ADVERTISER, FRIDAY EDITION, December 21, 2001 PAGE 3 A/P Read all about it online at durhamregion.com Province buses in more money for school boards in Durham Officials say extra funds will help with rising costs BY MIKE RUTA Staff Writer DURHAM —Local officials wel- comed news the Province is providing $29.3 million in extra, one-time fund- ing to school boards for student trans- portation. The Durham District School Board is getting roughly $380,000, while the Durham Catholic District School Board is to receive approximately $150,000. Ron Trbovich, the public board’s business superintendent, said the board was “delighted”. “We’re very appreciative of (edu- cation) minister (Janet) Ecker’s ef- forts and the government’s efforts to deliver that money at this time,” he said. Mr. Trbovich said the money would be used to help address the needs of its school bus operators, faced with increasing fuel costs, high- er salaries and benefits for drivers, and other pressures. He said the board would meet with operators early next month to discuss their needs and how the extra money can be used. In the context of the public board’s $16-million transportation budget, the extra money isn’t all that much, said Mr. Trbovich. But he stressed, “every dollar is appreciated”. David Visser, the Catholic board’s business superintendent, said it was “disappointing” earlier this year when extra money was not included in the provincial budget, noting the Province has not increased trans- portation funding to school boards since 1997. “We welcome the money, it was something that boards across the province last year had received,” he said. Mr. Visser said the board has a price escalation clause with its school bus operators and had budgeted more than $200,000 to cover increases in the price of diesel fuel. The Whitby trustee was the choice of her peers at Monday night’s vote for chairman after being nominated by fellow Whitby Trustee Doug Ross. “Thank you to the assembly for the support to go into anoth- er year,” said Trustee Roy. “The last few weeks we’ve been working together for a common goal. I hope we can continue for the entire year.” She said she has tried to be as fair as possible and likened the learning curve she followed as chairman to that faced by rookie trustees. Scugog Trustee Martin Dem- mers nominated Pickering Trustee Paul Crawford for the job and a secret ballot deter- mined the winner. The coming year will mark the fourth straight year a Whitby trustee has led the board. Meanwhile, Ajax Wards 1 and 2 Trustee Marilyn Craw- ford, also nominated by Trustee Ross, is the new vice-chairman of the board and chairman of the standing committee. Oshawa Trustee Cynthia Steffen nomi- nated fellow Oshawa Trustee Susan Shetler for the position. Brock-Uxbridge Trustee Nancy Loraine was vice-chairman for the past year. “I know I don’t come to the table with a lot of experience, but I’m a quick learner,” Trustee Marilyn Crawford said before the votes were cast. The vote for vice-chairman of the standing committee went into extra innings. Trustees Paul Crawford, Jennifer Bridge (Pickering) and Melinda Craw- ford (Ajax Wards 3 and 4) were nominated, and the first vote failed to determine an outright winner. Trustee Paul Crawford emerged after a second vote be- tween himself and Trustee Bridge. “I will do my very best to work with you in the second sea- son,” he pledged. Also at the last board meeting before the Christmas holidays, trustees were nominated for and named as liaisons to the follow- ing board departments: Finance and transportation: trustees Paul Crawford, Dem- mers and Kathleen Hopper (Os- hawa). Dec. 20 Hadley inquest hears move toward supplementary report came out of previous proceedings BY STEPHEN SHAW Staff Writer DURHAM —Prosecu- tors at bail hearings for ac- cused spouse-abusers are now relying on risk assess- ment checklists prepared by police, a coroner’s in- quest into the Ralph and Gillian Hadley murder-sui- cide has been told. The domestic violence supplementary report was a jury recommendation from a previous inquest into an- other murder-suicide, the inquest was told. The report, which is in- cluded in the brief package provided by police to the Crown prior to a bail hear- ing, includes background information on the victim, the alleged abuser and their relationship, as well as a risk assessment and lethali- ty checklist to help predict the threat posed by the ac- cused. Daniel Mark, an assis- tant Crown attorney who specializes in domestic vi- olence and works with the attorney general’s victim services division, testified Thursday prosecutors are being encouraged to pre- sent risk assessments to the court during bail hearings for alleged spouse abusers. Staff Inspector Brian Fazackerley, the lawyer representing the Durham Regional Police Service at the inquest, said most po- lice forces, including Durham, began using the reports this year. Mr. Hadley, a 34-year- old postal clerk, was out on bail on charges of criminal harassment, assault and breach of court orders when he shot to death his estranged wife, Gillian, 35, in June 2000. He then took his own life. The two-month-old in- quest is examining the cir- cumstances of the murder- suicide and the couple’s dealings with the criminal justice system in the hope it may lead to jury recom- mendations aimed at pre- venting similar tragedies. Mr. Mark outlined changes made by the Min- istry of Attorney General in response to the recommen- dations made three years ago after an inquest into the murder of Arlene May and suicide of her abusive boyfriend, Randy Iles. They include the cre- ation of 16 specialized do- mestic violence courts across the province where offenders can receive early intervention and domestic violence counselling pro- grams if they are willing to plead guilty. For serious offenders, and those pleading not guilty, there are only a few jurisdictions that have a dedicated court for domes- tic trials, said Mr. Mark. Toronto, Sudbury and Ottawa have dedicated courts staffed by special- ized prosecutors and there is discussion about desig- nating one in Durham, which does have an early intervention domestic vio- lence court, Mr. Mark said. The ministry plans to have early intervention court programs in all 55 court jurisdictions in On- tario by 2004, Mr. Mark added. “That’s our hope,” he said. Mr. Fazackerley raised the suggestion of provin- cial legislation to force al- leged abusers to receive counselling after they have been charged and entered the justice system. Currently, domestic vio- lence counselling is only available after a conviction. But any new law requir- ing “mandatory interven- tion” before an individual has been found guilty would pose a number of legal problems, said Mr. Mark. Mr. Mark said it would violate the fundamental principle of the justice sys- tem — the presumption of innocence until an accused person is found guilty — and such a law would like- ly be found unconstitution- al and struck down. I cannot understand why journalists at- tempt to create an issue where none exists, in this case the ever-popular topic of cen- sorship. The unavailability of Adolf Hitler’s ‘Mein Kampf’ at Indigo or Chapters book- stores is a classic example. Heather Reisman’s decision is neither censorship nor banning. If she has decided this book is nothing more than offensive hate literature, she is entirely within her rights not to carry it in her stores. How iron- ic it is that, had it suited the mood, the press could have hailed her decision as a victory for freedom of choice, expression and opin- ion? Ms. Reisman has neither the power to ban the book in Canada, nor the ability to prevent other vendors from carrying it. Therefore, it remains available. Mr. Kelly’s analogies were truly ridiculous attempts at making a point. Comparing Indigo-Chap- ters’ book selection with attempts of ban- ning by the Catholic Church or Ayatollah Khomeini? Please. Is he suggesting Ms. Reisman has the power or influence of either the Church or Khomeini? Hardly. Furthermore, suggest- ing Hitler’s autobiography of hate has the same value and importance as the writings of Churchill or Roosevelt is also rather silly. A similar analogy would be to suggest a comic book is as valuable a teaching tool as the work of Shakespeare. Since Mr. Kelly considers this to be such an important issue, can we expect to see significant portions of ‘Mein Kampf’ pub- lished in the Ajax-Pickering New Advertis- er in the future, perhaps on a weekly basis? Listening to the vel- vet voice of Tony Bennett sing ‘Chestnuts roasting on an open fire...’ while relaxing, sipping mulled wine and toasting cold toes by the crackling log fire. Wait a minute. Did I say relax? How can I relax when I have 16 people coming for Christmas dinner and I haven’t even had time to look at the M & M flyer yet? Or when the cat thinks she’s a fe- line Godzilla with our miniature village? Or when I have to take out a line of credit to pay for postage of cards and gifts back to Scotland? (And the printer runs out of ink just as I’m running off the annual life up- date to go along with the photos and cards). And especially when I have to worry about getting our autistic son to school safety this winter, and I have to beg and plead with the Durham District School Board for a bus. (Apparently, they think he is capable of walking to school on his own. Ludicrous when you consider he can barely deliver a note from his teacher to the office and find his way back to class!) Or how about when a certain video game company advertises a product that does not exist, and children (our son included) are “sucked in” by the hype at this time of year. According to its advertising, a certain game can be used as a con- troller with another game. To do this, you need a special cable. The company’s posters show children using this cable. Guess what? The cable doesn’t exist! When confronting this certain company by e-mail, they are unable to give any details, price or release date for this item. Their retailers are also being kept in the dark and are being inundated by requests from confused consumers. Does anyone think I have a mul- timillion-dollar lawsuit case? It would certainly help with the Christmas shopping. Ahhh... Christmas... If I close my eyes to the rest of the world, and open my ears to Mr. Bennett, I might just enjoy it. The last-minute shopping is all but done. Stockings are ready to be hung. Festive meals are being prepared, all in the name of one special day of the year. There are gifts to give to mothers, fathers, brothers and sis- ters. There is the anticipation of seeing a youngster’s face as he opens that special gift Dec. 25. Imagine, then, that image shattered because of the careless choice of a drunk driver. Statistics released this week by the Durham Regional Police Service show twice as many motorists have been charged with drinking and driving in the first two weeks of its latest Reduce Impaired Driving Everywhere (RIDE) campaign over last year. Fully 40 people have been charged with drunk driving, ex- actly double the number in the same period of 2000. Further, 58 motorists received 12-hour suspensions after registering a ‘warn’ on breathalyser tests. A year ago only 27 had received warnings. Adding to the troubling numbers is the fact 10 ‘graduated drivers’have been cited for violating their new licences by con- suming alcohol. Certainly new motorists should be aware of their responsibilities behind the wheel, especially regarding drinking and driving. People who make the choice to drive impaired — and it is a choice — don’t think about your mother or father, brother or sister when they get behind the wheel after a night of drinking. Do they think of their own? They surely don’t have the image of a smiling child’s face as he rips into a special Christmas gift. Do they picture their own children? Historically, police RIDE programs have proven successful in reducing the incidence of impaired driving. Legislation has been toughened up in recent years to reflect society’s intoler- ance of this dangerous game. Awareness programs and groups such as Mothers Against Drunk Driving have done an excellent job of spreading the message. If you’re celebrating in the coming days, please make sure you make a simple choice and hold yourself to it: If you drink, you will not drive. Period. If Christmas is indeed a time of giving and you make that simple choice, it is one rooted in consideration, compassion and generous amounts of common sense. By choosing not to drive after drinking, you potentially give others — family members and strangers alike — the most spe- cial of gifts: Their future and all it may hold. Merry Christmas. Risk is great- ly reduced by allowing pets out for short, supervised periods of cold weather. In addition, some dogs may benefit from ‘coats’; • To remove the discomfort of salt and ice balls from an animal’s paws, carefully place them in warm (never hot) water and then dry off with a towel. There are also special- ly made boots for animals; • To virtually eliminate the pos- sibility of cats being killed by the fans or fan belts in the vehicles they are using for warmth, motorists should bang on the hood of their ve- hicle or honk the horn and then wait several seconds before starting the engine; • Ensure all products with ethyl- ene glycol, a very toxic substance found in antifreeze and other items, are safely locked away where ani- mals cannot get access to them; and • No matter how well animals are protected, there are times when first-aid equipment is necessary. Scott Airey, 26, a uniform officer assigned to Oshawa’s 17 Division, is to appear on the Highway Traffic Act charge in a Lindsay courtroom Jan. 25. Evan Huntington, the grandson of former Scugog school board trustee Bobbie Drew, was killed Sept. 22 when the station wagon driven by his aunt, Janice Huntington, 49, of Port Perry, was rear-ended by Mr. Airey’s pickup truck on Kawartha Lakes Road 57, west of Janetville Road, about 12:30 p.m. OPP said the station wagon had slowed down to turn into a private dri- veway when it was struck by the pick- up, which rolled several times and landed on its roof. The collision sent the station wagon into a parked vehi- cle. Evan, sitting in a rear-facing seat, was thrown from the back of the car, police said. He was transported to Ross Memorial Hospital, where he died. The other occupants of the wagon, including Evan’s 10-year-old sister, Brittanee, grandmother Lois Hunting- ton, and an adult cousin, Jeremy Wilcox, suffered various minor in- juries. The family was on its way to the Lindsay Fair and were stopping to pick up another relative at the time. Constable Ted Schendera, of the OPP’s City of Kawartha Lakes detach- ment, said part of the collision investi- gation focused on why Evan’s seatbelt failed to protect the senior kinder- garten student at Grandview Public School in Bethany from being ejected from the station wagon. The Huntington and Airey vehicles were both seized for mechanical tests. Const. But, with Christmastime and hockey tournament time being pretty much synonymous, this is a particularly busy time of year for the 46-year-old City of Oshawa employee. Fortunately, he’s not alone. Kowalczyk is one of about 40 NASC volunteers who will oversee the annual Checkers Variety Tournament at all five Oshawa arenas beginning on Boxing Day and continuing through to Dec. 30. “By the end of the tourna- ment, we’re just whacked out,” Kowalczyk says on behalf of his fellow committee members. “It’s a tremendous effort. A lot of people are taking their holi- days that week and they’re down at the rink 12 to 16 hours a day. That’s why it’s so suc- cessful.” Successful indeed. When Kowalczyk first be- came involved as tournament chair five years ago, 59 house league teams took part. That number has grown to 96 in 1998, 130 in 1999, 160 last year and a record 170 this year. “The only problem we have in Oshawa is we’re running out of ice surfaces,” says Kowal- czyk, singing a familiar tune. “We’re about as big as we can be now.” An annual event for more than 30 years, the Checkers tournament will see nearly 3,000 players skating at Chil- dren’s, North Oshawa, Harman Park, Ice Sports and the Civic Auditorium. Some 100 teams will repre- sent Oshawa’s NASC, CYO and OCHL leagues, another 30 come from the Clarington Recreational Hockey League and the remaining 40 come from such areas as Whitby, Port Perry, Ajax, Peterborough, Bar- rie, Port Hope, Cobourg and the Greater Toronto Area. Championship day will be held Sunday, Dec. 30, on both pads at Ice Sports, with tyke games beginning at 7 a.m., novice games at 9 a.m., atom games at 11 a.m., juvenile games at 1:30 p.m., peewee games at 4 p.m., bantam games at 6 p.m. and midget games at 8 p.m. There are also eight novice instructional teams for players aged five and six who will play at the Civic and get a chance to skate with the Oshawa Gener- als at the end of each day. “The talk is it’s one of the best tournaments around,” says Kowalczyk. “Basically we’ve got 20 mini-tournaments in four days.” Kowalczyk also serves as the Oshawa Ice Advisory Council representative and the schedul- ing chairperson for NASC hockey. “He works hard for the pro- motion of kids just like (tourna- ment chair) Peter Drake and the rest of the volunteers,” says John Dallas, who has served as referee-in-chief since 1978. Kowalczyk, whose 16-year- old son Boston will play in the tournament for the NASC Sto- rie Park midget team, has been a fixture on the local sports scene for many years. For the third consecutive year, the Pickering Boyer Pontiac Pan- thers junior ‘A’ and Pickering Panther atom ‘A’ hockey clubs made their traditional trip to the Ajax-Pickering Salvation Army. The two teams joined together to sponsor four local families in the Salvation’s Army’s Christmas as- sistance program. The two teams first enjoyed a practice together where Pan- thers’head coach Bill Purcell put the players through their paces in an intense but fun practice. From there, the clubs enjoyed a pizza dinner together and then set out to personally deliver their dona- tion. “This is a tremendous event which supports and demonstrates our coaching staff’s belief that a player’s involvement on any sports team should provide chil- dren with enrichment well be- yond learning how to play the game at a higher level,” said Pan- thers’atom head coach Dale Lee. “We are thrilled to be involved in this event as we wanted these young players to stop and reflect on their good fortune as well as to learn at an early age that it is critical to give back to the com- munity that provides us with so much.” Michael Boyer, owner of the junior ‘A’ Panthers, agreed with Lee’s approach. A Showcase Christmas for Panthers, Axemen Local juniors hockey teams part of Newmarket tournament DURHAM —Two area junior ‘A’hockey teams will be doing more than eating turkey and opening presents this holiday season. The Pickering Boyer Pontiac Panthers and Ajax Axemen will compete in the annual Newmarket Junior ‘A’Showcase Tournament Dec. 27 to Dec. 30 at the East Gwillimbury Recreation Centre and Ray Twinney Complex. The tournament typically includes a number of teams from the OHA Ontario Provincial Junior ‘A’ Hockey League (OPJAHL) as well as those from other tier II junior leagues in Ontario and additional provinces. This year, Capital District (Ottawa), Truro, Nova Scotia, Sault Ste. Marie and Orangeville will compete with teams from the OPJAHL. Both Pickering and Ajax hit the ice Dec. 27. The Pan- thers play the Bramalea Blues from the OPJAHL’s West Conference at East Gwillimbury at 1:30 p.m. Meanwhile, the Axemen play the Milton Merchants, also from the league’s West Conference, at Ray Twinney ‘A’ice pad, also at 1:30 p.m. Later that day, the Panthers will skate again, this time playing the Port Hope Predators of the East Conference at Twinney ‘B’ at 8:15 p.m. Meanwhile, the Axemen hit the ice for their second game Dec. 28 against the Sault at Ray Twinney ‘B’at 9 a.m. The Panthers play their final preliminary-round game Dec. 29 against the Aurora Tigers of the North Conference at Twinney ‘A’ at 9 a.m. The Axemen suit up later that morning against Truro at Twinney ‘B’ at 11:15 a.m. Playoffs begin later on Dec. 29, with the championship final Dec. 30 at 7:30 p.m. at Twinney ‘A’. Pickering tweens perfect en route to tourney gold Ringette squad doubles Falls for St. Catharines crown PICKERING —The Pickering tween ‘B’ ringette team was perfect at the recent St. Catharines tournament, winning all five of its games, including the gold-medal championship final. In the title game, the Pickering girls doubled the score on Niagara Falls 8-4. Maria Greco and Robin Gallagher paced the Pickering tweens with two-goal efforts, respectively. Julia Clements, Stephanie Pillings, Danielle Taglioni and Andrea Holmes notched one goal apiece. A perfect 3-0 record through the preliminary round allowed the Pickering tweens to advance to the semifinal contest against the Barrie Bliz- zards. In a much closer contest than in round- robin play, Pickering posted a 7-5 victory to earn a berth in the gold-medal final. Greco scored a whopping five goals to lead the way. Gallagher struck for a pair of goals. The Pickering tweens scored a 7-5 victory over the St. Catharines Penguins in the opening contest. Andrea Holmes, Robin Gallagher and Caitlin Partridge each provided two-goal ef- forts, while Danielle Taglioni chipped in with a single marker. In the second game, Pickering ripped the Barrie Blizzards 7-3. Maria Greco led the way with a hat trick. Taglioni had a two-goal game and Stephanie Pillings and Gallagher added one apiece.
