Whether it’s the same people, we don’t know.” Sgt. Townley said one of the worst locations is the area west of Brock Road along the Kingston Road strip and north from there. Hwy. 401 overpasses, fences and behind plazas are also hot spots, he said. “Anywhere there’s a flat surface they’re using it,” Sgt. Townley said. Ward 2 City Councillor Bill McLean agreed graffiti is becoming a “growing concern” not only in his ward, but also throughout the City. “I’m seeing it and I’m hearing complaints about it,” he said Thursday. “There seems to be a lot more of it ap- pearing.” School boards in hiring mode Over 300 signed for public system, 100 for Catholic classes BY MIKE RUTA Staff Writer DURHAM — Durham’s school boards have hired over 400 teachers for the coming year and are well on the way to meet- ing their teacher staffing needs, officials say. McLean, a retired Toronto po- lice officer who now works in real es- tate, also reported graffiti has turned clients off buying homes in local neigh- bourhoods. “It’s not an art form. It’s an illegal, malicious act,” he said, adding when it appears it should be removed right away. “It deteriorates the neighbourhood and it takes away the pride in our community.” Coun. McLean said he’s noticed graffiti on several telephone and hydro boxes, noting he’s sent letters to Bell Canada and Veridian Corporation en- couraging them to “start taking more ownership of their property”. Meanwhile, Sgt. Townley said the police don’t believe the recent increase in graffiti is gang related. “In our opinion it’s not... it’s more of a tagging-type issue,” he said. “It’s a bad habit these kids have... they look at it from an artistic point of view. It be- comes competitive.” He noted graffiti featuring the initials CRC (Canadian Rappers Crew) is com- mon at the moment. “They’re a group of kids, a half- dozen or so, that seem to be doing this on an increased basis,” he said. Sgt. Townley reported if community members witness anyone vandalizing property they should contact the police as quickly as possible. He added the police photograph any graffiti and ask the property owners to remove it right away. However, he noted removal can be costly, especially if it’s on brick because it needs to be sandblasted. “There’s so much of it right now. It’s becoming a real nuisance,” Sgt. Townley said, adding anyone caught vandalizing property with graffiti would likely face mischief charges and could be ordered to pay restitution to cover the cleanup costs. PICKERING —A Toronto writer and poet is coming to town next month to help local teens get their creative juices flowing at a short story workshop hosted by the Pickering Public Library. Mark Truscott will be on hand at the central library on Saturday, Aug. 11 from 10 a.m. to noon to lead the writing workshop. Teens will learn the mechan- ics of short story writing, including tips on developing plot, characters and the setting. The teen services librarian will also be on hand to introduce participants to a variety of print and Internet re- sources for writing. The workshop is part of ‘Teen Read 2001: Summer Shorts’, an ongoing program for teens. All Pickering teens are invited to take part in the program. NEWS ADVERTISER, SUNDAY EDITION, July 22, 2001 PAGE 3 P Millions more for local health centre, but impact unclear BY SUSAN O’NEILL Staff Writer DURHAM —The Rouge Valley Health System (RVHS) is receiving an additional $6.8 million in annual fund- ing from the Province. Tony Clement, minister of health and long-term care, announced Monday the government is increasing its annual sup- port of hospitals by $450 million, which means the total funding allocated to hospitals in Ontario this year will reach $8.6 billion. “Obviously it’s great to get the fund- ing,” said Maria Milanetti, communica- tions spokesman for the RVHS, which includes the Ajax and Pickering Health Centre (APHC) on Harwood Avenue and the Centenary Health Centre in Scarborough. However, she said Monday it’s too soon to know what kind of impact the funding will have on the two sites. “We don’t really know what it means just yet,” she said, adding not all of the funding is new money. Ms. Milanetti said the RVHS is “still waiting for (the Province) to look seri- ously at the Ajax site”. She pointed out the APHC is not only in need of an expansion, but needs increased operating dollars as well. “We’re a bit in limbo (in Ajax),” she said. Ms. Milanetti also said the addition- al funding announced Monday should mean the hospital would be in a better financial position at year end. “We’re hoping we’ll at least be able to balance (our budget) this year,” she said. Meanwhile, Mr. Clement said Mon- day the additional cash means the gov- ernment is providing the “highest base funding ever” to Ontario hospitals. “We want to make sure that hospitals have the means to provide the level of services that Ontarians trust and depend on,” Mr. Clement said. It was a warm summer night, with fami- lies rushing around to get their children to the ball diamond for a 6:30 T-ball game. It was merely an exhibition game and play started with everything going as per usual. Then, during the second inning, the coaches and parents of one team starting taking the game too seriously. They began arguing and finger waving with the coach of the other team. Before long, voices were being raised, and fingers were being point- ed. One coach was being verbally abused and a major scene was caused, leading to the cancellation of the remainder of the game. The five- and six-year-old girls and boys couldn’t understand why their game was over so early. I spent days explaining to my son what the reason for the cancellation was. It leads me to wonder: why do parents always seem to take the games their children play so seri- ous? After all, these young children play them for fun, exercise and to learn the value of team play. I think parents need to fully re- view why they sign their children up for team sports. Remember, the odds of your children turning professional are slim to none, so let the children play and have fun. Chances are if you’re a conditional sentence supervisor at a Durham Re- gion parole and probation office, you haven’t the slightest idea. Now that’s not intended as a slight on undermanned Ministry of Correc- tional Services staff,tasked with keep- ing tabs on convicts out on parole, probation and conditional sentences, but it is a reality according to a late- night blitz recently conducted in the Ajax and Pickering area. The crackdown targeting offenders currently serving conditional sen- tences in lieu of jail time found 33 per cent were in breach of their court-im- posed curfews and “house arrest”, po- lice say. Durham Regional Police, accom- panied by parole and probation offi- cers, carried out door-to-door bed checks on 18 offenders last month. In six visits, there was no one home, leading to subsequent arrests. Troubling? Yes. A surprise? Hard- ly. The numbers should be expected given police and correction officers have complained in the past there isn’t enough manpower to monitor people on conditional sentences. As Mary Stewart, manager of the Durham East corrections office, told a judge at a 1998 sentencing hearing, there are “no real resources available” for random visits to an offender’s home. “A curfew violator we would not really know about.” Conditional sentences were legis- lated in 1996 as an alternative to tradi- tional means of incarceration (i.e. jail) to ease institutional overcrowding. The law says a judge may permit an offender to serve his time in the com- munity where the court is convinced the convict does not pose a public danger and the principles of sentenc- ing (deterrence,denunciation,etc.) are satisfied. Despite an early understanding, at least by prosecutors, conditional sen- tences would only be for non-violent offenders, house arrests are routinely handed out in cases involving crimes such as sexual assault, robbery and aggravated assault. “The first round (of the pilot pro- ject) was pretty successful. When you get a 33-per cent failure rate there’s a concern,” said Sergeant Bruce Town- ley, adding those targeted included a sex offender, a robber and a drug im- porter. “It’s not a shock to be honest... But it’s frustrating as a police officer... In our opinion there is little respect for the court orders, Sgt. Townley said. The problem with conditional sen- tences isn’t just a perception they’re too lenient, though it’s easy to ques- tion the punitive value of confining of- fenders to the comfort of their own home. (For the first-time or non-vio- lent offender it may be reasonable punishment.) It’s the inability to en- force them that makes a mockery of the judicial process. Court conditions were never meant to be this loose Problem with house arrests isn’t the perception of leniency, rather it’s the inability to enforce them Less than three months ago, Health Minister Tony Clement de- clared firmly and with apparent conviction he’d given hospitals all the bailout money they could expect this year: $170 million. Surprise, surprise — or maybe we shouldn’t be shocked. The year’s barely half over and once again, Mr. Clement has stepped up to the plate and given hospitals a cool $450 million to help them get through the year. But, and this is absolutely no surprise, hospitals complained they’d run a combined deficit of $650 million for the year not too long ago. You don’t have to have a doctorate in mathematics to see they’re still going to be $200 million in the red, even with this lat- est handout. So we can expect Mr. Clement to make another ‘surprise’ an- nouncement, oh, around October say, that hospitals will get $200 million in funding. What’s crystal clear amid all this million here and million there is that there seems to be no consensus on how much hospitals need and how much the ministry is prepared to spend each year. It’s as though the Health Ministry lurches from funding crisis to funding crisis unaware of how to deal with spiralling costs. After six years in office and with the work of the Health Services Restructuring Commission done several years ago, it’s time for the Province to get a firm grip on hospital spending. The image of the minister trying to plug leaks in a dam does not provide much con- fidence to the people of Ontario. The feds, who have been underfunding health care across the country for almost a decade now, deserve much of the blame here. However, last fall the provinces came together to sign a deal ensur- ing steady funding for five years on social services’ transfers from the feds. That deal’s in the bank now and it should be a relatively simple task for Mr. Clement to work with those numbers and with the Ontario Hospital Association to come up with a stable funding formula everyone can live. In spite of that ‘extra’ $450 million, Lakeridge Health chief ex- ecutive Brian Lemon, who saw his five-hospital-site unit receive $6 million, reported Lakeridge had asked for $18 million. Efficiencies “are going to be needed to maintain existing services,” said Mr. Lemon. Those aren’t exactly words of reassurance to patients. Rouge Valley Health System received $6.8 million but spokesman Maria Milanetti said of the Ajax site, “we’re in a bit of limbo”. The ministry, together with hospitals, has to come up with a sen- sible, effective, yearly funding formula that puts patients first. Our health can’t be compromised for the sake of a few dollars saved. Don’t run. If the animal approaches, wave your arms over your head to appear bigger and yell to try and scare him off. But that advice was forgotten in an instant last Saturday when, while taking a break from a walk in the woods north of Oril- lia, the 16-year-old Ajax youth turned to see a large black bear just 15 feet away. It was about 11 a.m. and Chris was sitting on a log when he heard a noise be- hind him. “There was no thinking about it,” the O’Neill Collegiate and Vocational Institute student said in an interview. “I just ran.” Roughly one mile away from his parents’ trailer at the Sham- rock Trailer Park in Severn Bridge, Chris said “pure adrena- line” took over. The bear quick- ly caught up to him and grabbed his pant leg with its mouth, causing him to fall. The bear then began chewing on and tear- ing his pants, shaking its head and growling. “I was trying to crawl, but I couldn’t go anywhere,” Chris said. “I was thinking, ‘I have to get up or I’m not (ever) going to’.” Fortunately, help was close at hand in the unlikely form of Tiger, a puppy belonging to a fellow camper. The dog was supposed to have been tied up, but Chris had noticed it follow- ing him earlier. Living up to his name, Tiger confronted and began barking at the bear, which turned its attention to the dog and soon was chasing Tiger away from Chris. Chris took the opportunity to escape. He credits his baggy pants for the fact the bear’s teeth did not reach his flesh. He said he almost jumped out of his skin when Tiger again popped out of the bush as he neared the trailer park. The bear was gone. White as snow, Chris didn’t have to say a word for his par- ents to know he was shaken up. The previous summer, an or- phaned bear cub had been hang- ing around the trailer park. It was captured and relocated, but some campers speculated it was the same bear. Chris begged to differ. “It was up to my waist on all fours, and I’m six-foot two- inches,” he said. Natural resources ministry officials in Bracebridge are try- ing to capture the bear, hoping to release the animal in a more remote area. Wildlife biologist Jan Mc- Donnell said in an interview nuisance bears have been quite a problem in the Muskoka area this year. Staff is trying to catch three bears at the moment, but as of Friday morning had had no luck. Ms. McDonnell said it’s pos- sible that Chris’s running away triggered a chase response in the animal, noting you should not run from a bear. The ministry recommends slowly back away while facing the animal. If it approaches, stop, and as long as the bear has a clear escape route, yell and wave your arms to appear big- ger. If this does not frighten the bear, slowly back away while continuing to be aggressive. Even throw rocks or sticks. If a bear makes contact with you, the MNR says you should fight back and not play dead, using a large stick, a rock or anything else you have to try and hurt the animal. Black bears can easily climb trees and out- run a person. Ms. McDonnell said bears have an excellent sense of smell and cautioned campers, hikers and cottagers to take precau- tions with food and garbage. Stifling smog rolls over Pickering DURHAM —With the temperature on the rise, Durham residents are being reminded to take precautions to avoid the effects of smog. The Ministry of the Environment (MOE) issued a smog watch for much of the Province Wednesday to alert members of the public there was a prob- ability high smog conditions would occur into the weekend. The smog watch was upgraded to a smog advisory Thursday. That means residents should take several steps to ensure their health isn’t affected by the air quality, said Craig McIlmoyle, a senior public health in- spector with the Durham Region Health Department. “Any individual can be impacted by smog,” he said, noting people “may ex- perience eye, nose and throat irrita- tions.” He reported individuals, especially the elderly and young children who suf- fer from asthma, should avoid outdoor activities when smog conditions are high. The Province issues smog advisories and smog watches as part of the Air Quality Ontario initiative to provide in- formation to the public when high smog conditions are expected. A smog advisory is issued when high smog levels are expected the next day, while a smog watch is issued when there is at least a 50-per cent probability high smog conditions will occur within the next three days, Mr. McIlmoyle ex- plained. The MOE has issued either a smog watch or smog advisory affecting Durham Region on roughly nine occa- sions this summer. The first was issued May 3. “I think this year we are on an in- creased trend,” Mr. McIlmoyle said. “Certainly the weather has a lot to do with that.” The ministry reported, “Smog is made up of ground-level ozone, fine particles and other pollutants.” Ozone is created when nitrogen ox- ides (byproducts of combustion) and volatile organic compounds (the sol- vents in paints, thinners and fuels) com- bine in the presence of sunlight. The Province recommends residents take several actions to protect them- selves and to avoid high smog levels, in- cluding: • Restricting the use of gas-powered equipment; • Taking public transit or car pool to work; • Turning off your vehicle to avoid prolonged periods of idling; • Refuelling your vehicle during the cooler hours of the day; • Leaving lawn mowing for another day; • Turning down the air conditioning; and • Reducing electricity consumption and avoiding the use of your barbecue. He said many are coming from outside of the province, in- cluding several educators from Nova Scotia and Newfoundland, where the board recruits teach- ers. “The numbers are always a moving target,” he said. “We’re still looking to hire in excess of 400 people (including the ones already hired), it could be as many as 500 people.” Mr. Reid added while the On- tario Secondary School Teach- ers’ Federation and Elementary Teachers’ Federation of Ontario ‘pink letters’ — urging teachers not to apply for positions with the board until contracts were settled (new deals were reached in June) — did cause the board “some anxious moments”, over- all he’s happy with the way re- cruitment has gone. “The pink letter with respect to the elementary panel was only in effect for a short time,” he noted. As for the OSSTF pink letter, issued in March, Mr. Reid said teachers interested in working at the board simply waited for it to be lifted. “I don’t think it had as big of an effect as some people would like to think,” he said. Some 50 teaching jobs are currently posted, but Mr. Reid said the board is receiving a lot of applications. More teaching positions will almost surely open up between now and September, he noted. Mr. Reid said it remains diffi- cult to find teachers in some subject specialty areas, includ- ing core French and French im- mersion, mathematics and the physical sciences. “I think there may be some of these specialty subjects where we hire uncertified teachers,” he said, noting there are people with a solid background in these subject areas but no teaching certificate. He said both the lack of teachers in some subject areas and the need to hire uncertified teachers to fill those spots has been standard practice for two or three years, and not just in Durham but also at many school boards. Grant Andrews, education di- rector of the Durham Catholic District School Board, said the board has been “quite success- ful” hiring teachers this year, but agreed finding French teachers is the area of greatest concern. “It’s a provincewide problem and it doesn’t seem to be getting much better,” he said. Lori Coffey, the board’s su- pervisor of human resources, said the bulk of the board’s re- cruitment efforts in the Mar- itimes were centred on French teachers. There still are some French teaching spots to fill, but overall she said the board is pretty much set in its staffing needs for Sep- tember. “We’ve probably hired just over 40 at the secondary level and probably 60 elementary,” said Ms. Coffey. As at the public board, she said “quite a few” of the board’s new teachers are coming from the Atlantic provinces. The number of adults choosing orthodontics is on the rise. More adults are opting for healthy smiles these days. In fact, today one out of every four orthodontic patients is an adult. Regardless of a person's age, orthodontic treatment is usually a change for the better. The mechanics involved in the movement of teeth are essentially the same in adults as in children. Gaps between teeth, crowding, protruding front teeth and teeth in abnormal positions are problems that may be corrected in the adult by orthodontic treatment. However, because an adult's facial bones are no longer growing, certain conditions cannot be resolved with braces alone. Sometimes, surgery is required to obtain the correct result. The health of teeth, gums and supporting bone, as well as jaw relationships, are key factors in determining the prospects of improving one's appearance through orthodontic treatment. Contrary to popular belief, wearing braces will not interfere with an adult lifestyle. Patients can make business presentations, sing, play an instrument, dine out and of course, kiss! The biggest inconvenience, generally, is working regular visits to the ortho- dontist into an adult's busy schedule. HEALTHY, BEAUTIFUL SMILES: NO GENDER GAP Self-improvement and interest in health and fitness are no longer primarily just con- cerns for women. A recent survey has revealed that men make up 30 percent of adult ortho- dontic patients. More and more men are recog- nizing the increased confidence that a good- looking smile can bring. And men also are becoming more aware of the importance of good dental health and the role of orthodontics in creating beautiful, healthy smiles that can last a lifetime. ORTHODONTICS AND ITS ROLE IN TREATING HEALTH PROBLEMS Health concerns are often the primary consideration for adult treatment. Crooked teeth and bad bites may seriously affect oral health. Orthodontic treatment might help pre- vent many serious potential problems such as tooth decay, gum disease and eventual tooth loss. One of the most prevalent adult ortho- dontic problems is teeth that are too crowded. These are extremely difficult to clean, making them more prone to decay, even if good oral hygiene is practiced. Conversely, spaces can also be a problem, especially if the early loss or extraction of teeth causes healthy teeth to tip into open spaces. Deterioration of the support- ing bone may occur, causing teeth to become loose. Protruding front teeth, in addition to being unattractive, do not meet properly dur- ing chewing. This can cause abnormal wear of tooth surfaces, as well as excess stress on sup- porting bone and gum tissue. The stress on sup- porting tissues might contribute to gum disease and possibly lead to loss of teeth. Orthodontic problems are not always confined to the mouth. Disorders of the tem- poromandibular joints, which connect the lower jaw to the skull, may be one of the rea- sons why millions of people suffer from chron- ic headaches, earaches and facial pain. These bands will provide a spectacular display of massed bands. Again this year we will have our candle lighting ceremony and the Lone Piper on the Castle. They will be featured at our Tattoo on July 27 in Port Perry and on July 28 and 29 in Elgin Park, Uxbridge. The 78th concert presentation this weekend combines the best of their Flame of Wrath concert series with extracts from their competitive repertoire and the award-winning CD Live in Ireland. Other featured performers are the Celtic Accent Dance Company under the direction of Anne Milne-Armstrong. The music will include the Canadian-composed Journey to Skye, first aired in Ballymena, Northern Ireland. The band membership consists of some of the world’s premier players from Canada, the United States and even as far away as Melbourne, Australia. Within its ranks are some of the best players and composers in the Pipe world. Currently the band is ranked among the top five in the world. This is the first time we are having a formal pipe band competition, sanctioned by the Pipers and Pipe Band Society of Ontario. Pipe bands come in four divisions and we have invited bands from the first two divisions, the best, to compete are our Games. The types of tunes played in a competition are normally set by the Society. Depending on the circumstances, a band would be asked to play a “MSR” - a March, a Strathspey and a Reel, in that sequence - or a medley of tunes, or possibly both. To make things more difficult, the band may not find out until they are ready to march onto the field what the judges have decided they should play. And, to increase the level of complication, the bands may sometimes be asked to submit lists of tunes for two different medleys in advance, and will only be informed as they march on which one they are expected to play! The bands do choose the actual tunes themselves. The selection would be asked the difficulty of the tunes, how well the different tunes fit together, how easy or difficult it is to make the transition from one tune to another, and, obviously, how well they feel they play the specific tunes. Winning at events designated as Championship Supreme gives bands additional points in their efforts to reach the top division. This year, our Grade One competitors will be the 78th Fraser Highlanders, Celtic Flair and the Metropolitan Toronto Police Pipes and Drums. The Rob Roy Pipes and Drums of Kingston, the 400th Squadron Pipes and Drums and the Niagara Regional Pipe Band will also be featured, with other contestants still unconfirmed. Traditionally, the events featured are: Tossing the Caber: the object is to toss the caber end over end so that it lands with the bottom pointing directly away from the contestant. Hammer Throw: the 50 ft. long hammer is thrown for distance. Stone Toss: the 16 lb. stone is thrown to achieve maximum distance. Weight Throw: the 28 lb. and 56 lb. weights are thrown for distance and also height. Sheaf Toss: the 20 lb. sheaf of hay is tossed by pitchfork over a crossbar with the bar being raised to great heights. OCAP lead organizer John Clarke, who was released on $40,000 bail last week after spend- ing 25 days in jail, stood alongside his co-accused as Judge Greg Regis questioned individuals about whether they had obtained lawyers. Several OCAP members, includ- ing Mr. Clarke, 47, were represented by counsel Peter Rosenthal, while others indicated they did not have lawyers. All 19 are charged with un- lawful assembly, mischief to proper- ty over $5,000, and causing a distur- bance after protesters stormed the fi- nance minister’s Whitby office. Sev- eral also face additional charges of assault police, obstructing police and breach of a court order. Judge Regis ordered the group back in court Aug. 15 to report on the status of those currently without lawyers. Tomorrow begins today. Jumping into the water where week- ly tests done by the Durham Region Health Department have shown high E. coli counts, (a bacteria in the intestinal tract of humans and animals), can pro- duce a number of very unpleasant symp- toms. For healthy adults, it will usually take a week to notice symptoms of E. coli, making it difficult to make a con- nection to water contact. Instead they may believe it is food poisoning or the flu. In children and the elderly, symp- toms will appear even sooner. “Usually symptoms include stomach upset, diarrhea, abdominal pain and other flu-like symptoms,” said Neal Mattes, senior inspector for the Durham Regional Health Department. “Depending on the level of contami- nation and your degree of exposure, you can also get skin rashes, eyes, ears, nose and throat infection.” When E. coli reaches 100 counts per 100 millilitres of water, warnings are posted as a caution. Something such as a skin rash occurring from touching the water is uncommon and exposure bacte- ria levels would have to be high. “If you’re just going into the water and you’re not putting your hands in the water and they’re not getting to your mouth, you’re not physically ingesting the water so chances are fairly slim (for getting sick),” he said. “But as soon as you go under the water or start splashing in the water and the water gets in your mouth, that’s when the chances are greatly increased.” The E. coli bacteria inspectors look for is not the same as the E. coli O157H7 species found in Walkerton last year that led to the death of seven people and left thousands ill. Instead, it’s known as an indicator organism. The indicator organ- ism is a different type within the E. coli family and is not always harmful. It means other harmful bacteria could be in the water. Bacteria can get into water many ways, including through bathers in the water, droppings from birds or fish, sewage run-offs and heavy rainfalls. “If you’ve had heavy rainfall, the water gets turned up a lot,” said Mr. Mattes. “You could get a lot of sediment in the water and it can stir up bacteria in the water and you could get a higher amount, especially when the water tem- perature increases.” When water temperature rises, bacte- ria grows faster, causing higher numbers of bacteria during mid- and late-sum- mer. He cautioned people to stay out of beach water for 48 hours after a heavy rainfall. People are advised to stay out of the water until a beach posting is taken down. The latest tests, as of Friday, shows only Rotary Park beach in Ajax posted among the Ajax and Pickering public swimming spots. The Edge Youth Centre joined forces with the yacht club this summer to provide a unique sailing program for local youth aged 12 to 15. And, Paul Pryce, director of the youth centre, said it won’t be long before the group is out on the water. “Things are coming along well,” said Mr. Pryce of the free program, which began in April and will continue until the end of August. “The kids are enjoying it. They’re learning a lot about the boats and all the aspects of sailing.” So far, the group of rough- ly 12 youth, which meets at the East Shore Marina every Saturday, has sanded and re- finished the bottom of the boats, Mr. Pryce said. The two sailboats have also been cleaned and polished and some minor repair work has been done in the cabins. Felicien was to have run in the 100-metre hurdle final, although the result wasn’t known at the News Advertiser’s press deadline Friday. The Francophone Games bring together athletes from French-speaking nations for the world-class event. Along with athletics, cultural competitions also highlight the Games. The Canadian Olympian and member of the University of Illi- nois Fighting Illini women’s track and field team easily quali- fied for the final by finishing sec- ond in the first of two semifinal heats. Felicien finished behind Nadine Fanstin of Haiti in a time of 13.13 seconds. Fanstin won the race in 13.11. Felicien’s time was well off her personal best of 12.73 set earlier this year at the Big Ten Conference Track and Field Championships. Felicien was also the fastest Canadian in the semifinal heats. Angela Whyte, who won the event at the Canadian Track and Field Championships in Edmon- ton last month, finished second in the second heat in 13.25 sec- onds. The other Canadian in the field, Leslie Tashlin, finished fifth in the second semifinal heat in 13.51. Felicien is using the Fran- cophone Games as a tune-up for next month’s World Track and Field Championships in Edmon- ton.
