Teachers make a deal High school contract likely means return of extracurriculars BY MIKE RUTA Staff Writer DURHAM —Pink has been replaced by green at Durham’s public school board. Public high school teachers and the Durham District School Board on Wednesday ratified a collective agreement, the first negotiated agreement between the parties in five years. And after a flurry of negotiating over the past week between teach- ers and board officials, the board also has an agreement with its high school supply teachers, while deals with elementary educators, full-time and occasional, were to have been ratified yesterday after- noon, representing four deals in a week. As a result, ‘pink letters’ de- signed to keep elementary and sec- ondary school teachers from ap- plying for jobs at Durham public schools under threat of penalty by unions, are to be removed. In the case of the Ontario Sec- ondary School Teachers’ Federa- tion (OSSTF), the pink letter is to be replaced with a green informa- tion bulletin telling teachers it’s all right to work at Durham’s public board. SLF Joint Venture, the company constructing the eastern extension of Hwy. 407 into Pickering, noti- fied business owners in Brougham recently that Hwy. 7 will be closed for two months beginning June 28 to allow for ongoing construction work. Read all about it online at durhamregion.com Rouge Valley fault won’t shake up nuclear plant: Report BY KEITH GILLIGAN Staff Writer PICKERING —Drilling by Ontario Power Generation in the Rouge River Valley found an ex- posed geological fault isn’t in an active earthquake zone. A report prepared by an expert panel found the faults are glacial in origin and not tectonic, or prone to causing earthquakes. OPG’s Clive Alexander told the Community Advisory Committee last week that drilling done in the valley last year found the exposure was created when ice receded dur- ing the last ice age. “The relative hazard of the area is low,” OPG vice-president Bob Strickert said, Six bore holes were drilled “to determine if the fault extended into the bedrock. It would show if the fault was earthquake induced,” Mr. Alexander said. The drilling found “absolutely no faulting of bedrock as we went down. We drilled to 60 metres, to a well-known formation called the Lindsay formation,” he added. The 250-page report stated, “The panel is satisfied sufficient work has been done and there’s no... evidence of a fault in the val- ley.” Structural features “are ex- plained by glaciation-related phe- nomena and are not relevant to seismic hazard in the region,” the report added. It also suggested that instead of spending time studying geological features, more effort should be made on collecting data, along with monitoring and analysing seismic events. Copies of the report should be available in local libraries in the near future, said OPG spokesman Pat O’Brien. Mr. Alexander said interest in the faults began in the early 1990s when community groups and geol- ogists were “looking for signs of activity”. OPG assembled the panel and they “felt the first step was a de- tailed map of exposures in the val- ley,” he added. There had been movement along the fault that “couldn’t be at- tributed to glacial effect. They (the expert panel) felt it was worth drilling or trenching. The best way was drilling,” he noted. “The drilling rules out a bedrock fault.” The report noted, “An important result of this study is the demon- stration that it is extremely diffi- cult, and in some cases impossible, to differentiate between structural features of glacial origin and those of tectonic origin, based on surface deformation features alone. “This may explain why some previous investigations of the Rouge River features reached the conclusion that the deformation features were likely related to earthquake faulting.” Mr. Strickert said the plant was built to withstand a quake in the 6.5-range on the Richter scale. OPG is doing work to bring the station up to the present building code, such as reinforcing walls. “The plant will be essentially up to modern standards of earthquake- proof,” he said. Early in June at around 9 p.m., my wife and I walked out the front doors of the the- atres on Kingston Road and immediately heard a train horn sound. The reason was two boys were walking across the bridge, immediately above the 401. They were about 15 or 16 years old and one was wearing a red T-shirt and the other a grey shirt. They quickly scurried to one side of the bridge and held onto the railing. We thought they were going to be killed. As I watched to see where they walked after the train went by, my wife called 911 and reported this to police. We drove over to Bayly Street, and met a police officer who responded. He stated it was very lucky the train’s engineer saw the boys in time to blow the horn. Had he not, they would not have heard it coming be- cause of the noise from the highway below and because they were walking in the same direction as the train was travelling. CN and Durham police take a very dim view of this, for obvious reasons. Another point to ponder. What would have happened if those boys had been struck by the train and thrown over the side, landing on the highway below? Can you imagine the chain reaction collision that would have happened? Not only would these boys have been killed, but how many others would have been seriously injured or killed on the highway as a result of a very stupid act by two young men? If you have a son who wears a red or grey T-shirt, have a talk with him today. It read “Is having a perfect lawn worth the potential health problems for our children? Please do not spray pesti- cides this summer.” Generally, I love the summer but I hate seeing those signs warn- ing of pesticide use sprouting up on lawns everywhere. It may come as a surprise to many people that dandelions are actually harmless. However, the same cannot be said for the herbi- cides used to eradicate these ‘weeds’, which pose potential seri- ous health risks including central nervous system damage, respirato- ry illness and cancer. Most at risk are children. Pesticides are the only man- made toxic chemicals deliberately spread over large areas. Although pesticides used in Canada must be government-regis- tered, this is not a guarantee of their safety. Municipalities spend huge amounts of money studying whether to ban smoking but contin- ue to allow people to expose my family to potential health problems when safe and effective alterna- tives exist for most pesticides. Foregoing lawn spraying does not mean you must give up a healthy lawn. Instead, educate yourself on the alternatives. Choose integrated pest management techniques that utilize predators to eradicate un- wanted insects. Make informed choices of plants and grasses suited to the climate. On April 1, 2001, Halifax, N.S., became the first government in North America to make it illegal to use pesticides within 50 metres of property registered against their use. Residents at risk can provide two doctor’s letters to get their names on the municipal pesticide property register. Although this is a great start, it is by no means enough. It is about time our elected officials at all lev- els took a serious look at regulating the use of pesticides for the pur- pose of maintaining lawns and shrubs. For the very first time my lawn will boast a sign this summer. In- stead of a red strike through a human figure my yellow sign proudly states ‘pesticide free’ and ‘all living things welcome.’ On the back it reads ‘environ- mental awareness begins in our own backyard.’ Let’s practise what we preach. Why must we continue to put others at risk? It’s time to put chemicals aside and protect the environment in our quest for that ‘perfect lawn’ Ever wonder how your municipality rates compared to others of similar size in Ontario? You won’t have to wait much longer. By Sept. 30, your local government will be required to send you a re- port card with year 2000 data on 16 performance measures over a wide-range of services. Included on the card will be: costs for fire and police services per $1,000 of assessment; percentage of violent and property crimes; operating costs of roads for winter maintenance per lane per kilometre; percentage of winter event responses that meet or exceed municipal road maintenance standards; operating costs per million litres of water treated; number of breaks per water line per kilometre; treatment and disposal costs for sewage and storm water per cubic metre; operating costs for waste collection per tonne per household; tonnes of solid waste recycled; and percentage of solid waste diverted for recycling. These are just some of the sections on the report card. How they will be graded or ranked isn’t exactly clear. The original deadline was for municipalities to have their infor- mation into the Province by April 30 with responsibility for re- porting the information back to taxpayers by June 30. The idea was for report cards to go to households around the same time children brought their final report cards home from school. Not unlike, for instance, the report cards this newspaper does on local politicians, which dovetail with the conclusion of the academic school year. But Minister of Municipal Affairs Chris Hodgson offered a one- time extension since the program was only announced late last year. He says the goal of the program is to provide: “higher quali- ty services, better value for tax dollars and greater accountability to taxpayers”. Of course, to slimmed-down municipalities, which have strug- gled to keep taxes in line and maintain services, the report cards are nothing but a time-consuming, costly headache imposed on them from above. Griping aside, what will the report cards accomplish? If the ratings — and comparisons between similar municipali- ties will be the main feature of the report cards you can be sure — are to be useful, they will have to include ways to make munici- palities more efficient. The Province will have to take the data, make sure it is reliable and then come up with best practices that can be followed. Pick model municipalities in various population categories and give those local governments that aren’t doing so good a job the tools to improve. Of course, there will be a little extra pressure on council- lors’whose towns and cities don’t fare so well. When it comes to taxpayer spending and services, that can’t be such a bad thing, can it? But Ms. Page was not calling it a victory for teachers, who have had an acrimonious rela- tionship with the board since an arbitrated settlement in 1999 re- sulted in them having the heavi- est workload in Ontario. “I think it’s a step in the right direction in terms of healing our relationship with the employer, and maybe working together to re-establish the importance of public education in this region,” she said. She would not reveal what percentage of teachers approved the agreement, or how many took part in the vote. Ms. Page gave credit to the provincial government for liber- alizing the teaching time defini- tion, which now includes more non-instructional duties such as supervision, leaving no doubt that that’s what made the deal possible. The collective agreement is “fully compliant” with the provincially-mandated 6.67 class workload, she said. But for timetabling purposes, teaching time is now 6.25 of eight classes every two days, with other duties making up the remainder. Some teachers will be working a six- of-eight-class workload. While the conditions are bet- ter for sports and other extracur- ricular activities to return to high schools, she said it’s up to each individual teacher to decide if they can meet their responsibili- ties in the classroom and also be involved in activities. Whitby Trustee Doug Ross, a member of the board negotiating team, is optimistic about activi- ties for the fall. “It should mean a willing re- turn to extracurricular activities; it’s still on a volunteer basis, but I believe the teachers will be happy with the agreement,” he said. “I think everybody is just glad it’s finally over.” Trustee Ross said teachers were entitled to the raise, which will put their salary at roughly the provincial average for high school teachers. Public school board trustees at a special, in-camera board meeting approved the deal Wednesday morning. Craig Burch, the board’s em- ployee relations superintendent, said imminent provincial legisla- tion was a motivator for both sides. The Stability and Excellence in Education Act is expected to become law today, requiring that new contracts between teachers’ unions and school boards run to August, 2004. “We worked hard with this one and the other three tentative agreements to get in under the July 1 deadline,” he said. Upright evergreens can be planted at the corners of the house to soften the strong lines of a two storey house - excellent choices include emerald cedars, 'Skyrocket' juniper or 'Blue Arrow' juniper. These three have a growing height and width which is suitable for many lot sizes. For larger proper- ties 'Fairview' juniper, 'Mountbatten' juniper or 'Spartan' juniper can be used as all three can grow quiet tall and wide. Janice J. When planting your evergreens around the foundation allow room for growth and fill up these spaces with annuals or other plants; add triple-mix soil to the existing soil to do a raised planting bed (better for the plant roots due to the clay content of our region); add bonemeal to the planting hole and use Garden Gallery transplanter to reduce transplant shock and to ensure a strong and healthy root system. Jennifer Franssen, a graduate in 1978 from the Durham Col- lege personal administration program, worked her way up to vice-president of personnel at Cadbury’s before moving to British Columbia almost 10 years ago. Through her job and work as a volunteer, she helps to ensure areas in B.C. are pre- pared to deal with natural disas- ters, such as earthquakes, floods and snowstorms. Now a Toronto Police con- stable with 41 Division in Scar- borough, Judith Grant is a 1997 law and security administration graduate. She devotes much of her free time to volunteer work, such as helping with activities at her daughter’s school and teach- ing children about street and bi- cycle safety. She also provides support through the Durham Region Distress Centre and helps with the Durham Region- al Police Christmas food drive. One night I was out on the floor showing one of our juniors how to clean tables and mop the floor, emphasizing that the store should look absolutely clean for every customer that comes in. Not always possible but we try! As a matter of fact it was my nephew Arlie who was working that night. A customer sitting with his wife and 2 children looked at me and asked me if I was the owner and if I wrote the article in the News Advertiser and I said yes. His exact words were that he and his family come to this store strictly because of the article. He said maybe it was all just fluff but they just love coming to our store. I responded with a combination of gratitude and enthusiasm that it wasn’t fluff and that Sherry and I love this business, enjoy working with our staff and that everything in the article came from the heart. Another time Sherry and I were on one of the many shopping excursions in the Pickering Town Centre and a couple saw Sherry’s DQ jacket and asked if I wrote the article in the News Advertiser and I said yes. The gentleman said “I try everyone of the products you write about in your articles!” I thanked him and asked him what were his favourites and he said “MAPLE LEAF GARDENS AND HOT DOGS” and the article on ‘THE BEATLES with the 39 cent hamburgers”. Another time in the mall I introduced myself to one of the store managers where we’ll be purchasing a lot of the products for our new mall store and was asked if I wrote the article for the News Advertiser. In a marked departure from the usual guest speak- ers, readings will be done by writers from across the region. The readings fea- ture poetry, fiction and non- fiction. The meeting takes place at the Sports Garden Café at the Iroquois Sports Cen- tre, 50 Victoria St. W., in Whitby, from 8:30 a.m. to 11 a.m. The cost is $12 for WCDR members and $15 for non-members. BY AL RIVETT Sports Editor PICKERING —Rainy weather and deplorable track conditions had the net effect of derailing Perdita Felicien’s goal of a Canadian hurdles title. Nonetheless, there was a silver lining for the Pickering Olympian. Felicien was recently added to Canada’s track team to compete in Au- gust at the World Track and Field Championships in Edmonton. The an- nouncement came after a disappointing and disheartening Canadian Track and Field Championships, also in Edmon- ton, last weekend. There, Felicien and the rest of the field waited more than two-and-a-half hours in a rain delay after warm-ups prior to their heat in the women’s 100- metre hurdles. During the delay, the athletes made a request to the meet di- rector that the heat and final be run the next day, but were turned down after waiting another 45 minutes. Running in the rain, Felicien slipped and fell dur- ing her heat, ending her hopes of a na- tional title. “It was really wrong for us to run,” noted Felicien in an interview from the University of Illinois campus in Cham- paign, where she continues to train with her coach Gary Winckler. “I’m really thankful and very fortunate that I was- n’t injured. It was the worst experience of my life. There were puddles of water everywhere.” In addition, Felicien fired off a letter to meet organizers regarding the condi- tions, as well as the long wait in the holding room. Still, she’s thankful to receive the opportunity to run against the best hur- dlers in front of family and friends at the worlds. She was added to the Cana- dian team based on her running the sixth-best time in the world this season. Her clocking of 12.73 seconds came while running with the University of Illinois Fighting Illini women’s track team this year where she captured the Big Ten Conference outdoor title. In preparation for worlds, Felicien will return to Canada next month to compete in the Francophone Games in Ottawa July 19 and 20. As for the worlds, making it to the final of the women’s 100m hurdles and setting a new personal best are her goals. “I think I’ve peaked a bit, but if I just reload now and stick to my training I hope to be in the finals. I hope to run a 12.69 and make the finals. To have that happen at home would be so amazing, so great.” ••• Ajax and Pickering were well repre- sented at the Canadian Track and Field Championships in Edmonton last weekend. Shelly Ann Brown, a Dunbarton High School graduate, finished sixth in the women’s 100 metres in a time of 11.79 She qualified for the final after running 11.68 seconds in the heats. Brown was also fourth in the final of the 100m hurdles in a time of 13.59 seconds. She finished in a third-place tie in her heat in a time of 13.62 sec- onds. Krissy Liphardt, a Dunbarton grad and an Ajax resident, finished fourth in the 400m hurdles. Liphardt, who at- tends Purdue University in Indiana, ran the event in a time of 58.26 seconds. Pickering High School grad Devon Davis, of Pickering, placed fifth in the final of the men’s 100m in a time of 10.43 seconds. Canadian Olympian Donovan Bailey won the event in 10.24 seconds. Davis, who attends the Uni- versity of Northern Iowa on a scholar- ship, placed fifth in his heat in a time of 10.46 seconds. Davis also placed fourth in the men’s 200m in a time of 21.18 seconds. From the Honour Guard at the church, the trophy case and parking spot at HSHS, the making of a CD, and all of the other thoughtful things, too numerous to mention, you have been remembered by us. There were teachers, restaurant owners, neighbours, coaches, and other members of this caring community who were there for Nicholas and our family. Our fellow hockey parents touched our hearts with the presentation of an annual award to be given in memory of Nicholas. The Durham Regional Police officers, Father Andy and the community of St. John the Evangelist Church, the many people in the shoe industry who work with Wayne, other people we have worked with friends we have known for a long time, and friends we have recently met; to so many of you we need to express our thanks. Our family, in which we are fortunate our children have involved and loving grandparents, aunts, uncles and cousins, to whom Nicholas could always turn to, and to whom we needed to lean on, you have been there for us. There may be some things we have neglected to mention. Know that every kindness has been remembered and greatly appreciated. Without all of the love and support extended to us by so many, we would not have been able to get through. Nicholas touched many lives in different ways. We thank God for every moment we had with Nicholas. We miss him. To all of you, we thank you.
