Inside your paper today, you BY JACQUIE McINNES Staff Writer DURHAM ––Twenty-five new police officers and the cost of offer- ing a competitive pay package for current staff comprise the bulk of an $8.7-million increase proposed by the police services board for the 2002 budget. Durham Regional Po- lice Services is asking Regional council to approve a $91.1-million budget for 2002, up about 11 per cent from the $82.4-million in 2001. In 1999 the Durham Police budget was $69 million and went to $72.1 million in 2000 as part of a five-year plan to boost staffing. If approved, the budget will mean about a $42 tax increase for owners of a $200,000 house (less for homes assessed at lower values and more for higher-valued homes), according to Jim Clapp, finance commissioner for the Region. “The increase is primarily for personnel,” reported Deputy Chief Chuck Mercier. That amount in- cludes $1.8 million for contract in- creases, which are necessary to en- sure Durham retains its skilled Pickering Hwy. 407 extension paves way to profits BY MARTIN DERBYSHIRE Staff Writer PICKERING —Pickering residents played a big part in driving Hwy. 407 revenues way up in 2001, simply by driving the toll highway’s new eastern extension to Brock Road. Highway operator 407 ETR reported revenues of $244.1 mil- lion for the year, up 29 per cent from 2000 revenues of $189.5 million. During testimony Wednesday, Staff Sergeant Bradley Dunbar, 46, admitted he “threw in the garbage” copies of handwritten receipts given to civilians re- questing background checks and consent forms authorizing police to run their names on CPIC, the Canadian Police Information Centre. OPP charges members of the public $25 for a check, which is normally required for volunteers and some types of employment, court has heard. Staff Sgt. Dunbar, currently suspended with pay, is accused of pocketing $4,315 in cash generat- ed by more than 150 CPIC checks and 17 collision report copies, for which the OPP charges $40, from March 1999 to March 2000. He has pleaded not guilty to charges of breach of trust and theft under $5,000. Judgment will be handed down April 18 by Judge Karen Johnston. Staff Sgt. Dunbar told Judge Johnston despite orders to the contrary, detachment personnel would often provide unofficial “dash pad” receipts to the public because no official OPP receipt book was available. Court heard a copy of receipts along with the cash and the con- sent forms were placed in a locked cash box until counted and prepared by Staff Sgt. Dun- bar at the end of the month, and forwarded to the Ministry of Fi- nance. The senior officer testified after he took over the Henry Street detachment in 1997, he frequently found shortfalls in the cash box. The money did not correspond with the number of official and unofficial receipts. He began throwing away the unofficial handwritten receipts and divert- ing the corresponding cash into a “float envelope” kept in his of- fice. The float envelope was his so- lution to “take care of these over and unders” and make up any shortfalls at the end of each month, he testified. “I didn’t see it as serious, (but) there was a problem with people borrowing money... There was a problem with overs and unders but there never appeared to be a lot of money missing,” Staff Sgt. Dunbar said. Asked by his lawyer Gary Clewley if he was stealing money from the cash box, the 23-year police veteran officer replied, “Not a cent, sir.” During a lively cross-exami- nation, prosecutor John Marsland suggested Staff Sgt. Dunbar should have been investigating how the money had gone missing when the shortfalls occurred, rather than “fudging the books. “You were the detachment commander. One of your respon- sibilities and duties is to ensure the OPP orders and policies were followed... You were the trustee of those monies and it was your responsibility to ensure they got to the Minister of Finance... What were you doing to find out where it went?” demanded the Crown. “I made inquiries and some- times I found out and sometimes I couldn’t,” the officer replied. The prosecutor accused Staff Sgt. Dunbar of destroying the re- ceipts and consent forms, which he said were important govern- ment documents, “because you were trying to hide the fact these monies were going missing.” Mr. Marsland asked why a commanding officer, who col- leagues have described as “metic- ulous,” would violate OPP policy by discarding receipts and con- sent documents, and reroute money destined for government coffers. Staff Sgt. MAR. 10TH force, the deputy chief said. “Our ability to attract and retain staff is becoming very, very important,” he said, not- ing some areas of the province are having difficulty retaining their trained front- line staff. “The labour agree- ment, work environment and Durham Region as a place people want to work, grow and raise a family,” are all im- portant factors in retaining qualified officers, he said. Another major component of the increase includes the $1.4 million cost of adding 21 new civilians and 25 new police officers. New officers will include two intelligence officers, eight major crime officers and 15 community officers - four for Clarington, five for Whitby and six for Ajax/Pickering. By the be- ginning of 2003, the force will have met its target of one officer for every 750 people, Chief Kevin McAlpine said. However, he noted, the benchmark for an optimum number has fluctuated over the years. At one time, the ideal was considered one of- ficer for every 500 people. Other personnel cost in- creases include $2.6 million to address the full-year salaries of officers hired part way through 2001 and bene- fit cost increases of $1.5 mil- lion for staff. The 11-per cent increase to the police budget from last year will equal about three per cent on the regional levy to homeowners, says Mr. Clapp. The police board had been asked to present two budgets with a tax impact of two and three per cent on the tax base. However, noted po- lice services board chairman Bob Boychyn, “We were not able to meet legislative re- quirements with the two per cent. It was a non-starter. Mr. Albers said the extension, coupled with last year’s western expan- sion into Burlington, helped drive up total trips by 16 per cent from 2000 and have increased the total kilometres travelled on the highway by 25 per cent. The compa- ny’s revenues for the fourth quarter of 2001 are further evi- dence of that fact as they reached $72.6 million com- pared with $49.9 million over the same period a year before. “This was a landmark year for the compa- ny,” said José Maria Lopez de Fuentes, presi- dent and chief executive offi- cer for 407 ETR. “The 40 kilometres of highway exten- sions were opened to the public as much as four months ahead of sched- ule, thereby providing more convenient ac- cessibility to the west of Toronto as far as Burlington and east as far as Pickering,” she said. Unfortu- nately, Mr. Al- bers said the company does not release spe- cific records on sections of the road, so he could not pro- vide exact data on the number of drivers get- ting on or off in Pickering. The compa- ny may be looking at adding inter- changes in Pickering with- in the next decade as well, although that will be a de- mand-driven decision. Last year, Pickering council ex- pressed an in- terest in meet- ing with 407 ETR and Ministry of Transportation officials to dis- cuss concerns with proposed new interchanges at North Road (2004) and Sideline 24 (2009) in Pickering. However, Mr. Albers said nothing is set in stone. “We’re going to re-evaluate and see if they’re still required,” he said. “We have to decide if the pub- lic wants them there and if the in- terchanges are to be added at all, it will only be if there’s a de- mand, if there’s enough residents that want them there and cus- tomers that require them. As a host, the thought of enter- taining any number of sugar-in- duced children in an area smaller than a soccer field is enough to make me shake. When my child is a guest, I fear having to keep up with the compe- tition of presents. What happened to keeping it simple? I recall having the privilege of two ‘real’ birthday celebrations. Family were the main guests for dinner and two friends attended the low-key slumber party later. Today, it appears age is no factor for ex- travagant parties. Celebrations for one-year-olds are awkward since they tend to re- semble a family reunion with the guest of honour napping or being overwhelmed with excitement. Preparation checklists have taken on a new form. Lists go be- yond the traditional cake and ice cream, decorations and party favours. Trendy parents embrace technology to make reservations, obtain pre-printed invitations, and order a theme-related cake. Preschool parties age you in- stantly. Three- to five-year-olds do not grasp the concept of “birthday boy or girl”. Gift-giving ends in toys turned into weapons as guests decide it was something they just had to try first! Celebrate in bowling alleys, fast-food restaurants and indoor sports arenas, but nothing beats a “pay-one-price party”. Does a time limit apply to celebrations? Festivities ranging from two to six hours in a house would require an exceptionally patient, and orga- nized parent. Frankly, when was the last time your child sat down with peers to do organized activi- ties for hours? Pin the tail on the donkey is no longer acceptable as a party game. We live in a reward- driven society and simple applause only brings tears or tantrums from this crowd. Competitive activities appear to be replaced by games of participation with prizes for every- one. Loot bags net your child a month’s supply of lunch snacks and enough toys to fill that unused floor space. Refreshments present a chal- lenge, too. Food allergies, nutrition awareness and the fear of additives rule out the traditional hot dogs and potato chips. Is there any hope of surviving preteen parties? My last idea met a look of disdain and mor- tification. What is the cool way to cele- brate today? So, as your child an- nounces another invitation, refrain from looking like you have just severed a limb, breathe easier knowing that eventually, we all have to participate in the infamous birthday party. My friend is in Georgia right now fighting for her life as she was in a car acci- dent on her way to Florida. She’s only 22. Since my father’s death, I have experienced people very close to me passing away. I want to share this message: Feb. 23, was the five-month anniversary of my father, Kenneth Kruitz’s passing. He passed away suddenly while waiting for a liver donor. Shortly after his death, I wrote a letter to the editor that the News Advertiser published. It acknowledged the importance of organ donor awareness and the profound impact donors have on those who are wait- ing for an organ to survive, as well as their families. I cannot help but think to myself with each individual that passes, “could this per- son have saved my dad’s life”? I hope now that my message can continue to reach peo- ple and save someone who is relying on an organ for their survival. My family has received an overwhelm- ing amount of support, encouragement and feedback from the community. I would like to extend my appreciation to all who have given that little effort or extra thought to organ and blood donations. Please take my message and offer the gift of life when you may have that opportunity to help someone in need. The Durham Catholic District School Board is proposing a policy that would land questionable learning materials on the board director’s desk for adjudication in cases where formal concerns are raised. As proposed, the draft policy makes common sense for those concerned about what their children might be exposed to in Catholic schools. Pickering Trustee Fran Pereira, the Catholic board’s policy committee chairman, emphasized this week most learning mate- rials already go through a “stringent review process” before making their way into local schools. But this final step, if ap- proved by the board, would provide parents with a forum to ad- equately make their case as it relates to controversial learning materials. “It’s always better to have something in place before you find a need for it,” noted Trustee Pereira. This move though, adds a necessary final step. Parents with concerns must first approach their child’s school principal as a means of addressing and resolving concerns. That common sense first step would bring concerned parents face-to-face with the people most responsive to their child’s educational needs. Failing that, a formal request would see school and board staff review any questionable material under the direction of school board administrators. Their recommendations — whether in favour of or against the learning material in question — would automatically be forward to and considered by the education di- rector. Catholic trustees are expected to vote on the issue in the com- ing months and can do so with the knowledge that much thought and concern for parents and children has been put into the draft policy. In its current form, it makes perfect sense as a means of ad- dressing this policy. It’s relatively simple, it illustrates the board’s commitment to being responsive and accountable, and it provides parents in Pickering and across Durham Region with a clear method in which they can raise concerns. In planning for student enrol- ment, he'll take literally hundreds of new plans of subdivision into account before trying to estimate how many children will be report- ing for school next fall. While areas like Whitby, Ajax, north Oshawa and suburban Port Perry will be hotbeds for future growth, the DDSB believes it will actually see a decrease in the number of new elementary school children in Durham and Ontario as a whole over the next few years. It's just one more thing to blame on the baby boom. The study of demographics hasn't been the same since ser- vicemen returned from the Second World War and spawned a surge in new births in the decade that fol- lowed. Those children, or baby boomers to which they are often referred, are now approaching their late 40s and 50s. As the last of their progeny move through the elementary school system, schools are notic- ing a decline in the amount of young children in the classroom, says Mr. Patel. He calls it a provincewide trend among school boards. "Right now, we're seeing a lot of kids graduating from Grade 8, classes of 60 to 70 kids, and only 30 or 40 JK and SK classes re- plenishing them at the other end," he explains. Mr. Patel points to the Ontario Ministry of Finance's population projections, which predict the amount of children, aged four to 13 to drop steadily over the next five years. The ministry expects the trend to grow from a 0.1 per cent decrease this year to a 2.2 per cent decline in 2005, he says. But Durham Region senior planner John Koopmans, who uses the same projections to plan for Durham, believes the region won't be hit as hard as the rest of Ontario by the "baby boom bulge effect." The Ministry of Finance's studies also expect the Greater Toronto Area to experience the most growth of any other region in Ontario, he points out. By the ministry's estimation, population in the GTA should grow to 7.5 million by the year 2028, roughly half the population of the entire province. Mr. Koopmans attributes most of that growth to migration. Durham's net population grows by about 10,000 people each year after factoring in births, deaths and the number of new residents who move to the area, he says. "Even if you took half of that number. You'd be looking at a cou- ple of thousand kids each year, I would think," the planner says. He also points out the Ministry of Finance figures don't factor in the effects of the Hwy. 407 exten- sion or the Pickering airport in bringing in new families to Durham. When it comes to projecting enrolment, DDSB planners take into account migration through the number of new subdivisions slated for development, says Mr. Patel. His department expects to see 50 additional students for every 100 new homes but the in- crease is gradual over a period of seven years. The DDSB uses a calculation too complicated to mention, but it realizes young couples are slow to get on with the business of making babies after moving into a new house Mr. Patel says. Planners ex- pect most of those new students to enter the school system in the last three years of that seven-year peri- od when homeowners are more settled. "We're very good with our pro- jections and that's because we use substantial and valid data," he says, pointing to last year's esti- mates. The DDSB projected 105 stu- dents less than its actual numbers in 2001. That's not bad consider- ing it has 46,000 pupils in the en- tire board, Mr. Patel allows. As for high schools, he says they shouldn't see any effects of the baby boom bulge receding until eight to 10 years from now. Today's elementary pupils will have started to graduate by then. In the meantime, planners have their hands full planning for the upcoming double cohort resulting from the phasing out of Ontario Academic Credits. Mr. Patel says there is no telling yet how accu- rate his department's projections will be for that first-time-ever event. The number of stu- dents in local schools is likely to fade in the coming years, as il- lustrated in this typi- cal classroom. Canadian nuclear regulator says rates a fraction of allowable limit PICKERING —The most exposed person living near the Pickering Nuclear Generating Station would have received a radiation dose that’s a fraction of the al- lowable limit. The Canadian Nuclear Safety Com- mission (CNSC) is reporting for the three-month period ending Sept. 30, 2001, the dose from the station was 1.7 microsieverts (µSv), which is below the regulatory limit of 1,000 per year. In comparison, natural background radia- tion measures about 2,000 µSv a year and a typical chest X-ray produces about 70. A microsievert is an international unit used to measure radiation doses. Measurements are recorded on a quar- terly basis. The accumulated total in 2001 to the end of September was 4.4 µSv. The radiation dose due to emissions is for a person living just outside the bound- ary of the station, staying at their resi- dences 24 hours a day, drinking local water and eating locally-produced food. The CNSC reports most people would receive a lower dose, because they have different eating habits and live further away from the station. The amount of radiation significantly decreases as the distance from the station increases. More than 90 per cent of the received radiation dose comes from air emissions. Alexandra Gillespie, a spokesman for Municipal Affairs and Housing Minister Chris Hodg- son, expects the panel will begin meeting in the next few weeks. The panel “is there to ensure the public’s interest is maintained in this public process”, she added. Last November, when the Province announced new legisla- tion designed to protect the environ- mentally sensitive moraine, it also said it had committed itself to land swaps with a developer in Uxbridge and developers with plans to build 8,000 homes along Yonge Street in Richmond Hill. As part of the land exchange, which was negotiated by Mr. Crom- bie on behalf of the Province, the developers were promised provin- cially owned lands in the Seaton district of north Pickering in return for giving up their moraine lands. Ms. Gillespie said the new advi- sory panel, which is still being formed, will ensure the land swap achieves an “equitable result”. So far, the panel members in- clude Ron Christie of the Rouge Park Alliance, Deb Crandall of Save the Oak Ridges Moraine and Ric Symmes of the Federation of Ontario Naturalists. Politicians in the three affected municipalities and at least one prominent developer said they are unaware this panel is being formed. “It’s up to them what they want to do,” developer Mario Cortellucci, owner of the Gan Eden lands in Uxbridge, said of the Province’s de- cision. “If they feel that’s the route they have to take, that’s their choice.” Since the swap was announced, many environmentalists and Picker- ing officials have questioned whether the developers would have free rein to turn Seaton into a bas- tion for urban sprawl. The rural farming area was ex- propriated by the Province in 1972 for a proposed Pickering interna- tional airport and is envisioned in Pickering’s Official Plan to accom- modate 90,000 people. “The Seaton lands are much more ecologically sensitive than the Gan Eden lands,” said Pickering Regional Councillor Rick Johnson. “This trade-off is a farce as far as I’m concerned.” Fed up with waiting to hear the status of the swap, Pickering’s council recently voted to undertake a growth management study for the area, a precursor to an Official Plan review. Pickering MPP Janet Ecker said the new owners of the Seaton area will have to abide by Pickering’s planning process and the Province’s new “smart growth” principles. “No one is saying we’re going to give ‘Mr. Smith’ a 20-acre plot of land to put strip malls on,” she said. Mr. Christie, chairman of the Rouge Park Alliance, added the panel must make it a “priority” to protect the sensitive natural areas of Seaton including the Duffins Creek watershed, one of the GTA’s clean- est waterways. But the men and women who attend the Na- tive Culture Centre’s Tuesday night meetings at the 100 Whiting Ave. offices of the Central Lake Ontario Conser- vation Authority in south Os- hawa would not be surprised. “All through Ontario they know what we’re doing in Oshawa, that we have a phys- ical home for our (meeting) circle, where we can teach and learn our languages and traditions, and provide educa- tion and public awareness,” said Mr. Mountford, spokesman for the centre. When it comes to lan- guages, traditions, education and awareness, Durham Re- gion’s First Nations share with Natives and non-Natives alike. The very act of coming together is deemed vital by cultural centre members in order to protect and celebrate one of the most revered and respected civilizations known to mankind. Representatives of the Ojibwa, Mohawk and Cree nations — even Inuit visitors from the Far North — have attended the gatherings. “It doesn’t matter whether it’s Mohawk or Ojibwa,” said Mr. Mountford. “One of our priorities in preserving the culture is to learn the lan- guage.” He explained there is a tremendous challenge for aboriginals living in an urban setting — as a growing Durham Region is fast be- coming — when compared to living on a reserve. “If you don’t speak the language on a daily basis (it can be lost),” he said. “With language comes tradition. If you’re not close to the ex- tended family or to the Native community, it’s not easy to live the culture day-to-day.” The cultural centre offers participants a venue to share their own individual tradi- tions, and also welcomes vis- itors from Native communi- ties. Representatives from Curve Lake First Nations north of Peterborough and Hiawatha, the Native enclave on the eastern side of Rice Lake, as well as Durham’s own Mississaugas of Scugog Island, near Port Perry, have attended the Tuesday gather- ings. “And we have a wonderful history within the area,” said Mr. Mountford of the local past that is taught by singing and telling stories. “Despite diverse cultures in our group, each nation has its own teachings of peace and respect for the elders and for the spirits of those that have passed on. The passing on of knowledge and Native traditions have been passed down orally and we’re trying to preserve that part of the culture with the passing on of the culture through stories.” Ancient teachings can be seasonal in their content. The Youth Centre has a variety of activities scheduled for the March break and most are free. They are for teens ages 13 to 19 living in Ajax or Pickering. Youths hoping to land a sum- mer job will be interested in an employment workshop Monday, March 11 from 1 to 3 p.m. It will be facilitated by staff from YMCA Durham Employment Services and topics include how to write a resume, job hunting, developing strong interview skills and discovering career interests. It’s girls night out Tuesday, March 12 from 6 to 8 p.m. as par- ticipants enjoy a spa drop-in. Girls can learn how to make re- freshing and delicious fruit smoothies, and create natural lip gloss and relaxing aromatherapy bath salts. A chance to really get off the ground is in store for participants with an indoor rock climbing clinic Wednesday, March 13 from 1 to 4 p.m. at the Ajax Communi- ty Centre. Those taking part will learn to rock climb safely and challenge themselves to new heights. The local musher, who competes in the Can-Am Crown International Sled Dog Race in Fort Kent, Maine this Saturday (March 2), says he’s spent the last few months visiting class- rooms in Epsom, Port Perry and Ajax. After meeting his dogs, several students are interested in how his team will fare in this Saturday’s big 400-kilo- metre race, says Mr. Lang- maid. And now, thanks to technology, they can track his progress through the race’s Web site. Just call up www.sleddog- central.com and click on the page’s ‘race Web sites’ link. Click again on the ‘distance races’link and find ‘Can-Am Crown International Sled Dog Race’ among those list- ed. From there, students should be able to follow mushers from checkpoint to checkpoint. Through the Web site, they should be able to clock mushers’ speeds; see which checkpoints teams choose to rest at; and if mush- ers alter the line-up of their dogs along the way, says Mr. Langmaid. Saturday’s race will consist of 30 teams, and marks the fifth so far this sea- son for the local musher. With the lack of snowfall this winter, Mr. Langmaid has had to train outside of Scu- gog for part of the season, taking his dogs to Bancroft. “I think we’re going to have a good run,” he says. “The dogs look good and healthy.” Mr. Langmaid has no reservations about taking his animals to schools. Playing the host Sarnia Starfires squad — a ‘AA’-ranked team — the Lightning put forth an excellent effort in the final, but couldn’t find their scoring touch in a 3-0 loss. Following the final, Durham West goaltender Lisa Plenderleith was named the tournament’s most valu- able player for her dominating perfor- mance. The peewees played to a 2-0-1 record in round robin to finish atop their division and gain entrance into the playoffs. In the semifinals, the Lighting downed the London Devilettes, 3-1. Lindsay Hill, the game’s MVP, scored the winner. Team captain Stephanie Boudreau finished a perfect three-way passing play from Erin Small and Bailey Gu- minny to tie the score 1-1 with seven minutes remaining in the third. Hill scored off a scramble in front of the net to put the Lightning up for good. Small and Guminny assisted on the play. Mackenzie Manning sealed the win with an empty-net goal, as- sisted by Boudreau and Kirsten Roach. Durham West opened preliminary- round action with a 1-0 victory over a select all-star squad from the southern U.S., including players from Mary- land, South Carolina and Florida. Small scored, assisted by Cristin Allen. Allen was named the game MVP for her strong two-way play. The Bluewater Hawks, from the London area, were up next for the Lightning. The peewees rose to the challenge to post a 3-2 victory. Plenderleith was the clearcut MVP, as the Hawks outshot the Lightning 42-10. Small scored twice against the Hawks, with Hill netting the other. Assists went to Manning with two, Allen, Deanna Boyce and Katie Caggiula with one. The Lightning played the Chatham Outlaws to a scoreless draw in Game 3. Guminny was the game’s MVP. Other players contributing to the team’s overall success were Allysha Chapman, Schancy Marescaux, Chloe Masse, Laura Anderson and Kathleen Edwards.
